It will be duration that is the concern. How much wetness over how much time and once the wind chwhips , how much damage. What we are seeing in new bern is a reflection of those who decided to stay behind. Putting stress on the system of First Responders. How many more communities will be like new bern well be seeing . Chris, we are starting to get the wind gusts. 90mil miles an hour and 100 mil an hour. They are enough to shake you with the treetrunk legs. Lets go up the coast to Craven County. That is where the city of new bern is locatelocated. On the phone with us is Public Information officer. Amber. Amber, if you can hear me, there have been a dozen rescues already. What is the situation . We have a lot of rescues taking place. We had over 100 call force assistance. We have swift water rescue teams out right now. Hundreds of workers helping people who are in trouble due to flooding and storm surge. Are the rescue crews able to get out . Obviously we know the conditions are incredibly dangerous. The wind is blowing over Tropical Storm force. It is raining hard. Are the rescue crews able to reach people in need . They are able to go out. They are putting their lives at risk to help other people. There are some areas where we cannot get there right now due to the conditions not being safe. I think it is worth emphasizing for the people who did choose to stay and there were mandatory evacuation orders. People were told to leave. They dont put their lives at risk, but putting the lives of the First Responders to go out and having to reach them in the dangerous conditions. You said the surge and flooding is the concern. Describe what crews are seeing. It is high water in different places. Different levels of water. We have seen water just creeping up to the stairs of homes. We have seen water above mailboxes. We have seen water that has breached first floors and second floors. Individuals having to be on the roofs to stay dry. Individuals on their roofs already and this could be beginning. You are seeing people on roofs . Yes. That started yesterday. Crews are out on zodiacs . How are they reaching people . The swift water rescues have different watercraft they are using. Out there on the water despite the fact that the winds are blowing very, very hard and the rain is falling. What is your message to people . We have seen people on social media tweeting they have people in need with three cats and the like. How should people reach you . The best way to report any assistance is call our citizen emergency line. That number is 2526366608. We are logging all assistance requests and dispatching teams as soon as we can to every area we can get to. You have any advice for people stuck in their homes . The best thing is to shelter in place. We dont want people to be trapped in vehicles. We dont want people running or driving through water. It is dangerous to be out in the water. If they are in a home and the water is coming into the home, we ask them to call us and let us know they need assistance and try to get to the highest point of the house without being trapped. Amber, do you have a sense of how this water cycle will work . We spoke to the mayor of new bern a short time ago who said the water level is a foot lower than it was earlier. The tides have gone out. With the storm surge coming in, do you have a sense of it getting higher . We were expecting more water with the way the Hurricane Florence is working, it is hovering over the area and moving at a slow pace and hanging out. It will drop more wind and more wind we have coming into the rivers pushes the storm surge up and certainly we have more rain in the future as well. So amber, we are getting reports now of people scouring social media that people are trapped in vehicles and cars. They tried to get away. That is what you warned against. Any way you can reach them . They can call in from certain areas we can get to. It depends on where they are and the conditions around them. We have have rescue teams go ou situations like that. I know there are power out e outages across the state. These are important messages to send. It is not about scaring people, but giving people reality that hundreds of people are finding out all too dangerously trapped in homes or trapped in cars. Amber, you are the Public Information officer for Craven County where there have been hundreds of rescues already and reports of people trapped in cars. What is your message to people who are within ear shot . The message is to heed the safety notices. Certainly other people where the storm hasnt reached yet. If there are evacuation notices issued, heed those warnings. It is a serious situation. Communities and counties and municipalities never make the decisions lightly. They are risking their lives to save people. Amber parker, thanks very much. So that is Craven County, new bern. 80 miles north of where i am located. That has seen the worst storm surge from the river. There are so many other waterways like that which line the coast of North Carolina and down in South Carolina. That is why this storm is of concern and the storm surge is of concern. Lets go back to chad myers in the weather center. Chad, that is sobering to hear from the First Responders. To hear from the Emergency Management in that town where there are people trapped and in need. You know, i told you so. This is not about i told you so. They were warned and there were mandatory evacuations. This is why the mandatory evacuations were in place. I know we dont have pictures. But make this a mental picture. Wind blowing for those rescuers right now gusted to 55 miles per hour. You are in a 12foot blowup zodiac trying to save people and your watercraft is at harm at 55 miles per hour. That is what the crews are going through. We say dont put the rescuers at danger and people still do. There is new bern. This is a threehour loop. The we are coater coming up her. Overnight, east side of the storm is the wettest. That is rotating up to new bern. The water which is a threehour loop, has continued to pour in. The rain continuing to pour in as well. This is the next 12 hours. So here we are. Im making a mark on new bern right there. Heres the same area getting the same rain for the next 12 hours. That is what happens when you dont have an eye that moves. It just pours in. It is is almost like a training thunderstorm, but it is a hurricane. Atlantic beach down river from the river up there has picked up 22 inches of rainfall. Rainfall proper. Obviously the water getting poured through. There is the hieye, john, 22 mis to your east. For the most of the night, we did not have real precip from inside the outer eyewall. We are getting a new inner eyewall. That means the storm is trying to pick up strength. The storm is trying to get a deeper, lower pressure. It hasnt gone down. We dont mention this much. For the weather geeks. Pressure is 953 millibars. That is a strong cat two or low cat three. This is still a cat three surge storm. It is getting close to the shore and close to the coast. It is not being interrupted. Most of the storm is way offshore. This is the warm water of the gulfstream. We talked about up welling. It is moving five or six knots. Warmer water is replacing the colder water which is up welled. Here is the forecast. Watch this. I need to keep an eye on any one spot. Ill let it go again. Wilmington. Finally somewhere around 3 00 this afternoon, the eye gets to you. This is the area where we go back to the beginning. This is the area that has all of the water coming up. One wave after another. New bern right there. It doesnt get out of it. It doesnt this outer band continues to pour through more he Morehead City. We know emerald isle. North of Atlantic Beach with 22 inches of rainfall in 24 hours. There is the satellite. It is not moving. It is sobering. It gets down to chris cuomo. People in North Carolina are in danger. You need to try to evacuate because the water is still going to go up. There is no relief in sight. Get to the highest piece of ground you can. Thats is all you can do. If the water is on your door step, do what you can. Go up on your roof. John. Chad myers, i keep looking behind me because something is shaking on one of those boats. I see a sail thats come loose. I dont know if you can see it here. A sail has come loose on one of the boats behind me there. It is really blowing. Chad, actually, if you are still with me, explain why it is this is the Northeast Cape fear river. It flow into the ocean. From inland it flows into the ocean. From inland. The wind is coming up stream down toward the ocean. Explain. You are still on the west side of the eye. Here is you right there. Here is Cape Fear River going through there. Because the cape fevar river is not filling up. The wind is blowing in this direction on this side of the eye blowing that water up to new bern and Atlantic Beach and Morehead City and up to emerald isle. This area is flooding. Topsail, you will get that water quickly. John, all you are getting is the outer eyewalls. John, you said you had a wind gust to near 9 90. Here is you. A wind gust of 95. That was your gust. John, you know the full story of Hurricane Florence is still yet to be written because we know this is the Long Duration storm. That is what will set aside from all the other storms. This storm is here to stay. What were experiencing now in Carolina Beach is extremely strong gusty winds. Sustained Tropical Storm force with gusts in excess of 74 miles per hour. We are working in Hurricane Force no doubt. We had diligent we can broadcast to you out in the elements. We are in a safe position. We are protected by a building, but these buildings create the little mini vorticities or winds. It can catch you off guard. That is why we stand with the stance to prepare ourselves for the strong gusty winds. We know this is here to stay. We have the potential of not dropping below Tropical Storm force until saturday afternoon. A Long Duration event. Potentially eight months of rain equal to 24 hours. John, that is astronomical. One of the rivers that flows into the atlantic from here. This is a river that is concerned about flooding. There are a number of boats here. I think you can see a jib on a sailboat that has come loose. It was tied around the mast. It has come loose and shaking violently and very loud here. I think someone was trying to tie it down. That would be a hard job. That is what could come loose and become flying debris and be dangerous as the winds pick up in a storm like this. Powerful outer bands have passed through. Sustained winds of 50 to 60 miles an hour and gusts more powerful than that. It is just the beginning. It will be like that for some time here in wilmington, North Carolina. Lets go to Kaylee Hartung who is not too far from where i am right now. Riding out the storm with a family here in wilmington. Kaylee, what do you see . Reporter john, were waking up here just on the banks of the intercoastal waterway. Surprised. Locals thought they would wake up. They warned us we could wake up to water overflowing from the intercoastal waterway into the streets and docks and boats. That is not the case here where we are in wilmington. We are about eight miles directly east of you on the other side of the intercoastal waterway at wrightsville beach. A barrier island. It is under mandatory evacuation orders. Police believe everyone they knew who tried to stay on the island had gotten off. Here where we are, we had a family let us spend the night and experience what they were going to experience with the storm barrelling toward them. Over the course of the night, it wasnt a different night than any other night for the family. The difference for the home, you cannot see out the windows because they are boarded up in fear of what could come. When i say we wake up surprised not to see something worse and this family recognizes this storm is not over. You made the point with the help of several people up and down the coast the story of the storm is far from over. We recognize that storm surge could come higher than it has. I went down to the water not long ago. It doesnt look different than it did yesterday when we were out there at this time. We will wait and see what florence brings. John. Kaylee hartung for us in a different part of wilmington. The message is it really has just begun. The most powerful winds wont hit in wilmington for some time. The storm surge some time after that. Were in the middle of it for a day or day and a half more. That duration is what is so concerning to so many people. That is here in North Carolina. South carolina hasnt begun. I dont think it has started to rain yet. Lets go to chris cuomo in myrtle beach, South Carolina. Chris. No rain here, j. B. We have not had any significant precipitation. Palmettos are starting to get their blow on at 45mileanhour gusts. There was a mandatory evac zone. A shingle from the roof that fell off. You dont want this to hit you in the head. Little things make a difference. With time, as you say, winds like this steadily against structures and root systems starts to soften the situation. Then wetness and bigger wind over a period of time and you will start to have tragedy. That is what we are seeing. It is moving north up where you are located and farther north than you as well and moving slowly down this way. It will take many hours, probably a 30hour window all together, of the highest degree of damage to be assessing one phase after the other. If we start in the north as chad told you, j. B. , the largest number of precipitation is 22 informati inches. That is Atlantic Beach. 75 miles north of your location. The mayor right now is richard porter. Mayor pro tem. What do you make of it . Were right in the thick of it now. It is still raining pretty hard. The wind, i guess, is 60to70 myl miles an hour. Last night a high tide at 11 55 it had not crested the sea walls and canals that make up a large part of our town. What rain is falling is falling into the sound and canals. As of about 11 30 last night, i spoke with the mayor and some of the First Responders and we didnt have significant flooding yet. Im off island in the town of morehead across the sound from them and waiting on the update this morning. What have you heard in terms of physical damage . People needing rescue . What sense . We evacuated almost everyone off the island. A few people stayed behind. Our First Responders stayed. Public works stayed. Our mayor and town council. The update from last night was the wind had blown in two of our Fire Department bay doors. Torn the roof off our Water Treatment plant and torn the facade off. Lots of loose shingles and facia board and some of those things at last report. Like i said, when the sun comes up and they are able to safely get on the street, ill get another update. Now, you are sheltering in place. You are with janice bynum . That is correct. She is a business owner. The tackle box is the name of her bar. The tackle box, is that right . Yes, thats correct. Nice to hear your voice, maam. I know you are sheltering in place. You owned the tackle box for 12 years. You never closed until this storm came and decided to shut it up and wait it out. What are you expecting . Im hoping the water surge on the ocean front is not so bad that it goes inside the building. Its possible. I just dont know. I hope it doesnt blow the roof off. Ive never been closed this long before in the 11 years ive owned the tackle box. Ive owned a bar on the boardwalk for 19 other years. Ive owned bars on the ocean for 31 years and this is the longest i have ever been closed. Better safe than sorry. I was listening to you. I was saying it is better to be safe than sorry. It is always hard to make a decision to close. With the evacuation order, there arent too much patrons around anyway. You always have the mayor next to you to complain. I hope it is less than expected. I pray that for everyone. Safety is most important. Right. And the x factor here is how will everybody and everything hold up over time. You mentioned hazel. You look at the duration of hazel or hugo or matthew as people mark their lives down here. You talk about quicker duration. That was a weird scene. We just had a fox just run out of nowhere down the beach. The storm brings out all kinds of strange situations. This red fox just ran down the beach. Something i have never seen before in my life. In terms of how thing to stand up with duration. What is your concern of the Atlantic Beach area . We have a lot of older beach houses and a lot of newer ones. I just i just dont know. I dont know how to call it. I was 3 years old when hazel came. It hit at a category four. You know, that had happened with this hurricane and it would have been completely devastating like hazel. The fact it came in as a two, you know, im feeling better about it. I really dont expect buildings to be completely torn down like hazel did. I think some roofs and windows out. Things like that. We are seeing that this storm regardless of hype about the category is doing a lot of damage because of duration. It is moving so slowly and that is a bad thing with hurricanes. Flooding, yes. People in distress, yes. Power outages in the hundreds of thousands, yes. South carolina, the story has not even begun. It is noisy here with 45mileanhour gusts blowing through the palmettos. This is nothing except the critical factor of assessing what florence will do. Damage over time. Everything is getting a little bit softened up by winds. This will two on for over a day. Atlantic beach had 22 inches of rain already. 185,000 people without power in North Carolina. 6,500 people without power in South Carolina. Those numbers could rise and could rise by quite a bit. The cause of biggest concern at this moment from Hurricane Florence is the storm surge. Again, 80 miles from where i am in new bern on the neuse river, the storm surge has led to severe flooding. Flooding and surge of ten feet. We spoke to an Operations Manager there with 100 calls coming in for rescues still pending. We understand people have moved to the roofs in cases to try to say stay safe. Zodiac boats are out doing what they can. First responders are out despite the dangers. However, some areas will be impassabl impassable. Extreme danger on the neuse river. The storm surge has pushed the water up sometimes with severe consequenc consequence. You will hear Hurricane Florence is a category one storm with top sustained winds of 90 miles an hour. Thats not the story. Reduction in wind speed is not the story. It is the size and breadth and duration of the storm which is so dangerous. These communities which have already been inundated with water and storm surge will feel that for another day. This will continue for 24 hours. When you have these winds, even though they are not at 120 miles an hour. They may be 89 miles an hour and when they sustain for a day at a time, that has consequences in and of itself. Especially with the severely wet ground. Hurricane florence, the inner eye, the center of the storm, 20 miles off wilmington right now. The storm is crawling. It is moving at 6 miles per hour. Right now it is moving to the north northwe north northwest. It will move down the coast and in the myrtle beach area. We have people up and down watching this closely. There is one picture i want to show you as winds pick up where i am located. Yesterday, we brought you images and sounds from the light station 30 miles off the carolina coast. I think we have new pictures from the light station if we can show you. It is in the eye of the storm. This light station is in the eye of the storm. That is why it looks like it does which is still. It is in the middle of it. The wind is not blowing. The water is calm. That will change as the storm continues to move. These storms are such complicated things. Whereas yesterday this was ferocious where i am right now. But now it is completely still there. Quite a storm were in the middle of. Lets go back to Christine Romans in new york for news. At this hour, First Responders are in andover and lawrence. Look at that. A total of 8,000 homes affected. An 18yearold killed in lawrence when a chimney from the homelanded on the car he was home landed on the car he was driving. Former Trump Campaign chairman Paul Manafort is looking for a plea deal to avoid a second trial. It is not clear if it includes the russia investigation. Wind gust of 79 miles an hour in the last 15 minutes as the edge of the western eyewall is making landfall in wrightsville beach. Mike, my question was just that. We have seen pictures of things blowing over in topsail. We heard about the dunes washing away. I want to get a sense of what it is like on the waters edge. Well, the winds are picking up strongly. We have waves crashing against the edge here. The big story and big thing that had my attention is the power flashes that keep going off over the city of wilmington. The sky lights up in a flor florescent blue color. We hear of the rescues going on with the flooding and rain and storm surge. That will continue to be the story this morning. Up in new bern in the area around there on the neuse river. An area of great concern. 100 rescues already with 100 outstanding calls. We are trying to get an update on that. I heard storm surge of four feet or so in topsail. Did you see anything like that . I did not. I actually got out of topsail before the worst part of it came. I cannot confirm that. I would say that is a good estimate. It probably will rise before the nights over. So you have been covering storms for decades. I guess 40 hurricanes you have covered. Every storm has its own distinct possibility. It seems here the story is the size and duration and surge concerns for the vast array of the carolina coast. Thats right. The storms i covered what is it. I cant think right now. The hurricane from florida. That came in so slowly and took all day long. It just pounded and pounded on the east coast. That is the only other hurricane that i remember that came in so slowly. This story is going to be about the rain that continues to for the next 24 hours. Hurricane florence is here and is not going anywhere for a long time. A painfully long time. This is an excruciatingly slowmoving storm with danger of its own. The 5 00 a. M. Update from the National Hurricane center. Sustained winds of 90 miles an hour. It is a category one storm. It doesnt stop the story of the threat doesnt tell the story of the threat of the storm. The storm surge with the breadth and size. The storm surge created danger to the north in new bern, North Carolina. We heard of water rescues there. 100 rescues already. 100 outstanding calls. In just a moment, we will speak to the people involved in the rescues that are harrowing and that are ongoing. Some 185,000 people without power in North Carolina already. That number will go up. 6,500 people without power in South Carolina. That number will go up. The concern is the surge as we have seen. 6 to 9 feet. Topping 11 feet in places. The rain. 22 inches of rain has already fallen in Atlantic Beach. 22 inches of rain and this really is just the beginning. We cannot emphasize that enough. This rain will fall for another two days before its done. The river im on right now. The Northeast Cape fear river. There is concern it could top its flood levels. It floods at 10 feet.
