Lets start, elizabeth, with this spike in cases over the weekend. Do we believe this is because of growing Community Spread, or an increase in testing, or both . Brianna, it looks like its both. Once you have some Community Testing of some Community Spread, youre going to have more and more. What Community Spread is, its not people who travelled to china, its not their contacts, we dont even know where they got it. They got did somewhere in the community, they didnt travel, they just got it somewhere. This is coming at the same time as were able to test for this much more efficiently. The cdc since midjanuary has been trying to get tests out to state and local departments, but it didnt go very smoothly. Its only been in the last week or so theyve been able to get the tests out there. Many of the cases we heard about this weekend, cases in oregon, new york, rhode island, other states, it was because they had a test right there that they could locally use in that state. It didnt go smoothly. There are flaws in a lot of them, and i wonder, talking test kits here, elizabeth, is there enough . Are there enough testing kits to do their best to contain this virus . Im certainly hearing from physicians, i want to test but i still have to send mine to the cdc in atlanta, which obviously is not the most efficient way to go. In other places here on cnn, we heard from a doctor in new york saying i have to send the tests i want to do to the new york state lab, and these doctors want this test right there in the hospital where they do a flu test or any other test. This should hopefully become like any other test, but we are not there yet. Elizabeth cohen, thank you very much. President trump also announcing new travel screenings for people arriving in the u. S. Travelers from highrisk areas will now be subjected to an extra level of screening once they arrive in the u. S. After being checked before boarding. Brianna, first lets go over those highrisk countries as set by the Trump Administration. Were talking parts of italy, south korea, china and iran. Those are the highrisk countries as of yet. That could be expanded as the outbreaks around the globes continues. There will be dual screens for International Travelers from those four countries. Travelers, before they get on the plane, they are going to be screen screened, then once again once they are stateside. That screening process seems to be a series of asking a lot of questions, about where you have been, but also in some cases getting your temperature checked as well as other things. Over the weekend we learned more about what the Trump Administration is doing, expanding that travel ban to iran. This is essentially for people traveling to iran. If youve been there the last 14 days, you wont be allowed back into the United States. We also heard Vice President mike pence over the weekend urging americans not to travel to those highrisk countries, to stay away from italy, china, south korea, and iran, that this is at the highest level it can be. And weve seen airlines really cutting down on their flights, some cancelling outright, like american and delta. Were expecting more airlines to possibly follow suit. Brianna . Brynn, thank you so much from l newark airport. They mistakenly released a patient in texas who then tested later for the coronavirus. Even though he was a patient that came back from wuhan, china and tested twice and released. A third time he was tested and put back into quarantine when that test was shown to be mildly positive. This news infuriated mayor nuremburg, saying this was unacceptable. This person was tested twice. They were asymptomatic, according to officials. Are you worried about this particular case on its own, or is this because you also have quarantined patients from the diamond princess cruise ship and other patients from china, and you want to make sure there is a proper protocol in place for them so this doesnt happen again . I think its all of the above, brianna, and thank you for clarifying that. There are quarantines happening in multiple locations around this country, and based on the guidance of our medical community, we want to make sure that before anyone is released into the public, they are confirmed not to be of any risk to exposure to the public. The whole point of quarantine is to make sure that exposure to the general public is eliminated. In this case we found out that a patient who had previously tested positive, was subsequently tested negative, was released when a test result was still pending, which i find totally unacceptable. The request youve been making is that quarantined patients are tested a third time. You want to make sure that theyre clear before being released. Thats right. Are officials going to heed that request going forward, do you think . So far our federal delegation is in agreement. We have agreement from the highest levels of our state health department, the Governors Office all agree there needs to be more rigorous testing and that we shouldnt release people that could potentially be exposed to the general public. And thats for their own safety as well. These are americans who are requiring the highest level of care once they come to the United States. So we have about 122 people from the diamond princess that were scheduled to end their quarantine today. Were asking for that to be extended until such time as we get additional testing back, and for some of them, being tested a first time. Is san antonio ready for an outbreak . Do you have enough test kits . Do you have enough hospital space for a surge in patients . San teantonio has benefited a very wellcoordinated, Regional Health response team. We coordinate in the event of an emergency or disaster for eight states regionwide, so we do this very well. They both have already dropped out. So the pressure is on for super tuesday, but the Campaign Says they are moving forward to super tuesday. A source who knows and understands whats happening inside the Klobuchar Campaign tells cnn that planning is moving forward to march 10th, that staff is still being hired. The Klobuchar Campaign is still moving forward. She was in utah. Shes planning a rally in colorado and then will be in oklahoma. She will spend super tuesday in minneapolis, in st. Paul, and it is that state, minnesota, that her campaign feels very good about. It is her home state. They are hoping to win the delegates there, a majority of the delegates there because she is an extremely popular senator. But i want you to look at what happened last night in minneapolis. This is a rally. It was supposed to be a rally for senator klobuchar last night. Protesters took over the stage. They forced the cancellation of this rally. Those protesters were there asking to highlight a case that happened when klobuchar was Hennepin County attorney, saying they felt it was inadequately prosecuted, that there was prosecutorial and police misconduct, and that forced the shutdown of that rally, brianna. The Campaign Said they were disappointed and hoped they would be able to meet with them. They simply did not want to. Brianna . Keung, thank you. Over the weekend she was in texas, and i think her strategy here is becoming clearer just based on her actions. She released this morning a plan for farm workers. Tonight she is expected to speak about the justice for janitors movement, that was a movement organized by Latino Service workers. So clearly they are here targeting latino voters, a very important, significant voting block in california. But the big question will be, she herself has admitted that she had disappointing results in early voting states. Will she be able to do well enough on super tuesday to move on . Leyla, thank you. The fate of the Affordable Care act is once again in the hands of the Supreme Court. The high court announcing today that it will take up a third challenge to obamacare. This is the third time the Supreme Court is going to take up this landmark law that was made in 2010. The first two times were when president obama was in office. So this makes this case, which is already very dramatic and politically charged, even more so. At the core of it, brianna, is a test that w tax that was originally a tax penalty that anyone would have gotten if he or she would have gotten insurance. She zeroed out that penalty. So texas sued saying, without the tax penalty, the individual insurance mandate is invalid, and frankly, the whole law should fail. Thats been their position. Thats what one lower court had ruled. Then when an Appeals Court judge ruled in december and said, okay, so the original mandate would fall, but we cant figure out what else would go with it. The Trump Administration, throughout this litigation, has had shifting positions. But for a time in the lower court, it said the whole thing should fall, and that would include coverage for people with preexisting conditions such as cancer or diabetes, other popular provisions such as, you know, allowing people to stay on their Parents Health care plans until theyre 26, the medicaid expansion. You know how sweeping this law was . Its about a thousand pages long, so a lot will be at stake, and you mentioned the election. Youre right. Senator Amy Klobuchar will end her president ial campaign tonight and endorse joe biden. I want to go straight now to kyu kyung lah who is on the road with the senator. Kyung, is this surprising this is happening before super tuesday tomorrow . All indications we were getting was she was still moving forward with super tuesday accident but certainly the events of the last 24 hours have had an impact on those plans. Im in denver, colorado. They are setting up for a klobuchar rally. This is a rally that will not happen as senator Amy Klobuchar, according to a senior aide, will be announcing the end of her campaign this evening. She will fly to dallas where she will join former Vice President joe biden and she will endorse him. What you are seeing there in that move is that the senator, who has had a tough run of it in nevada and South Carolina, finishing sixth there, seeing tom steyer and Pete Buttigieg, both of whom dropped out, who did better than her in those two states. She is trying to consolidate the moderate vote. This is something that the senator has been talking at length about with reporters on the campaign trail. Her concern are the down ballot races that should moderates be divided up and not solidify behind one person that all of those moderates will be divided and then senator sanders, Bernie Sanders, will then have such a huge delegate lead that no one else will be able to pick up and carry that as a challenge to senator sanders. So senator klobuchar making a earlier than expected move, at least to this reporter, deciding to drop out and endorse joe biden. She is picking the person that she wants her people to back as super tuesday is approaching. There was some thought that she would stay in and try to block minnesota for Bernie Sanders, because he in 2016 did quite well in minnesota. But in making this move, the math appears to be that trying to push all of her supporters to joe biden, that thats the math that this campaign is going to support. One other thing, brianna, something the senator spoke about throughout this campaign is that the reason she came in is she is a midwesterner. She is someone who is able to reach across the aisle, look at bipartisan solutions. She has talked at length about the hundreds of bills shes been able to pass through with republicans, with moderates, that the people who show up at her campaigns are the ones democrats have got to be able to expand their tent and allow in. Those midwesterners rebuilding the blue wall. That is going to be her legacy and her message as she pushes forward. She is going to encourage all democrats and moderates to get into that tent and now back joe biden. Brianna . Kyung, if you will stand by for us. You are there in denver with Amy Klobuchar who is going to suspend her campaign and endorse joe biden. This is interesting when you look at Pete Buttigieg and now Amy Klobuchar sort of ahead of super tuesday giving a little more space in that moderate lane to joe biden. Thats right, and whats interesting is going into this decision over the weekend, jeff zeleny was told by biden sources that they actually preferred to Amy Klobuchar actually stay in the race, which sounds counterintuitive, because what is on the map . Minnesota, her home state, because the hope was she could take votes away from Bernie Sanders there. What im told is part of the calculus in this decision to drop out and go endorse joe biden today before the votes in minnesota is that there was concern in her campaign that she could actually lose minnesota. Really. One of the things we have seen and heard from her consistently on the campaign trail and the debate stage is she touts she has never lost a campaign, and shes never lost a big one. Now, obviously this is a big campaign that shes not winning, but its a whole different question when you are looking at your home state of minnesota and the possibility of not saying, i was victorious there in a senate run. We dont know if that would happen, but the fact that was a concern and it made her do a reversal, a pretty quick reversal in her plans, is very telling. So jeff zeleny joining us now. Will this work for her to get out of the race and try to give those delegates that she might have received in minnesota to joe biden . Does it work like that . It doesnt work exactly like that. Delegates are not legally bound to those. This is something that will become an issue at the convention. It becomes a contested convention or a situation where the nominees become second on the ballot. Voting is already underway there, so she will receive delegates tomorrow, but dana is absolutely right, just the potential worry about losing the election. Her spokesperson said exactly the same thing. Look, when people cast the vote for president , theyre not doing it because they like a certain person, its not a charity vote. They want that person to be president , and shes almost at the end of her road of viability. She believes her endorsement tonight in texas for biden is much more powerful than it would be on wednesday, perhaps. And thats when she was almost certain to leave the campaign. She leaves this race certainly with so much to be proud of. Absolutely. She enhanced her reputation. She outlasted cory booker, kirsten gillenbrand, Pete Buttigieg. We saw it last night approximate Pete Buttigieg and now well see it with Amy Klobuchar. How you get out is as important as how you conduct yourself in the race when you want to be part of the team. This time the team is very, very laser focused on beating donald trump. The fact she did outlast almost all of her senate except for one, a couple, actually, her senate colleagues, is remarkable. And having watched her in New Hampshire as you did, another thing Amy Klobuchar did was she helped make Pete Buttigieg and his rise and his win in iowa very shortlived. Because she had that very good debate in New Hampshire, and i spoke to voter after voter who were considering voting for Pete Buttigieg in New Hampshire, and they voted for Amy Klobuchar instead. That could have helped change the dynamic and the trajectory of this race. I would say, her snowy entrance, i dont know if you could beat that. That was a pretty interesting entrance into the race. This is a huge shakeup in the democratic race just hours before super tuesday. Senator Amy Klobuchar is going to be announcing that she will suspend her campaign and endorse joe biden. People were telling me in a state like texas, klobuchar probably wouldnt have hit threshold in some of the districts and regions to even hit viability. So it was a serious decision by both of them, clearly, rather than to drag this out and maybe pull voters away from a moderate like biden who was dominating right now after South Carolina to say this is it, and maybe consolidate behind him. What does this do to the race when you have Pete Buttigieg getting out and Amy Klobuchar getting out before super tuesday . I think its a pretty big deal. We are witnessing in realtime the consolidation of moderates behind Vice President biden. This is going to be a very clear race. Were going to have the further left progressives on one side and moderates on another, and theyre really rallying the people with unifying voices unifying behind one candidate. Theyll also be looking at Mike Bloomberg at this point because the whole argument for his candidacy is Vice President biden isnt going to make it, but now hes in there for a little bit of a spoiler, and folks will be worcndering what hes going to do next, will he get in line behind senator klobuchar and buttigieg at this point . It looks like sanders may run away with california. That would be a massive win. In a state like texas, biden is hoping he can maybe edge out sanders there or perform as well as he does there. But the big spoiler in that state, in a state like that, is bloomberg. Biden was ahead of sanders in polling until bloomberg got in the race is started to drop a bit because of that. Well, bloomberg, then, to that point, and the role that he would play potentially as a spoiler, what kind of pressure does that put on him . How much pressure was klobuchar under, was buttigieg under . A lot. I think for them it was less of a spoiler. That was certainly part of it, and more about who they are, their legacy, their reputation, their ego and their pride. Certainly for klobuchar as we look ahead to tomorrow in her home state and how that race would go. Bloomberg is a totally different thing because the whole reason he got in joe biden won big time in South Carolina. The big question tomorrow, the very first time we will see bloomberg on the ballot is whether or not joe biden will have more trouble winning because of Michael Bloomberg on the ballot, because he is going to be a person that takes votes potentially away from biden and helps Bernie Sanders, exactly what he was trying to avoid, by getting in and spending half a million dollars. And a lot you have to crunch the math in a complicated way to say that Michael Bloomberg is helping joe biden, it just doesnt make mathematical sense. This is moving much faster than any of us thought it would have. But now the race is just sort of do the right thing, do not be on the wrong side of what they view as history here. Well see. Bloomberg, boy, if he doesnt do well tomorrow its hard to imagine him in the race come wednesday morning. I think in general it will increase the number of tests we can do for this coronavirus and provide faster care to our patients. That is very good news.
