There have been some developments today, manu. Whats the latest . Reporter very significant development. The House Judiciary Committee announcing this lawsuit to try to get the grand jury information from the Mueller Investigation. But that is not the headline here. The headline is they took a pretty significant step towards possibly moving towards an impeachment proceeding. What they are arguing in this lawsuit is that they need this information, this grand jury information from the Mueller Probe in order to decide whether or not to recommend articles of impeachment against the president of the united states. That is cited in their lawsuit. Jerry nadler Just Announced that moments ago. I ask him, is there a difference in the investigation that youre having right now than what a formal impeachment inquiry is . Is there any difference whatsoever . He essentially said theyre in effect the same thing. He said there is one difference. An impeachment proceeding he said, an impeachment inquiry is just geared towards deciding whether or not to formally recommend articles of impeachment. He said this is a bit broader investigation, but it could lead to a recommendation of articles of impeachment. A significant announcement there by the Judiciary Committee chairman who has privately been pushing to move forward on impeachment proceedings. But hes been met with some resistance from one person in particular, nancy pelosi the house speaker, who believes the current course of action is correct. Fight the issues in court. Decide later on whether or not to move on with formal impeachment proceedings. When i asked her earlier today whether or not shes simply trying to run out the clock as some democrats believe given her resistance to opening up an impeachment proceeding, she denied it. Saying hes not trying to run out the clock. No, im not trying to run out the clock. Lets get sophisticated about this, okay . We will proceed when we have what we need to proceed, not one day sooner. And everybody has the liberty and the luxury to espouse their own position and to criticize me for trying to go down the path in the most determined positive way. Mr. Mueller said the other day, confirmed, confirmed in the public mind that the president has obstructed justice. You know what he said. If he could have exonerated, he would have, but he didnt. But he was not able to investigate the president s finances, personal, business or otherwise, and that is what we are doing in the courts. Reporter but democratic sources tell me that the speaker actually signed off on that language in the lawsuit saying they need this information to decide whether or not to move forward with an impeachment proceeding. Brianna. Manu, the speaker and alexandria ocasiocortez obviously a very vocal freshman had this facetoface meeting after weeks of public feuding. The speaker is trying to say, look, we do have disagreements from time to time but overall were united and fighting the white house. Thats what we need to keep our focus on. Theyre heading into a sixweek recess and they want to project unity, but you look under the surface and things are a little bit more complicated than it seems. Brianna. They sure are. Carrie, we just heard from chairman nadler they have told the courts the committee is requesting information from the Mueller Investigation not as normal oversight but part of their article 1 authority. How is this different from saying that they have opened up an impeachment inquiry and thats how they should be getting information . Honestly its getting harder and harder to distinguish between the work that the committee is doing in their capacity of their overall rule of law oversight investigation and what they might be doing if they actually technically said now were conducting an impeachment inquiry, because what theyre doing today, theyre going to court to try to get unsealed some of the grand jury information that was in the mueller report, which, by the way, is a really small percentage of the information thats in the report. And next week theyre going to go to court and try to enforce the subpoena against witness don mcgahn, which really goes to one of the most important fact patterns in the report demonstrating obstructive conduct on the part of the president. Nadler has this method that he can take and he can introduce articles of impeachment in committee. Hes at odds with the speaker on how he wants to proceed. She doesnt want to move forward on impeachment at least not yet, maybe not at all, and he is pressing to do it. If he did that in committee, how much chaos would this throw the Democratic Caucus into . You just saw nancy pelosi appearing with alexandria ocasiocortez to show this sign of unity. We assume that she already is unified with the two chairmen of the two most powerful committees, adds am schiff, jer nadler and elijah cummings. There were talks maybe there to be turf wars, infighting and lack of unified strategy and they have made a very, very concerted effort to present a unified front. If they dont look like they have a unified front that makes it much, much easier for supporters of the president to say what the heck is going on here, what are you doing . If you dont have the support of your speaker and your going to try to get impeachment out of committee and onto the floor, good luck. Congresswoman jackie speier, this is what she said about the timeline for impeachment. If we dont take action come september 1st, then we should just shut it down because were not going to be able to do anything at all. I feel strongly that we should, but i think were running out of time. Speaker pelosi, karoun, said shes not trying to run out the clock. Make no mistake shes not moving towards impeachment. There is a clock and it is ticking very loudly. There is a clock, exactly. You get into 2020 and too close to the election, it doesnt look like its an impeachment proceeding on the merits anymore, even if it is. So they have the end of this year, this fall basically. If they get into the beginning of next year, its going to look like a political move to people who might have supported them otherwise. Jerry nadler is saying right now that a win in Court Next Week to enforce a subpoena for former White House Counsel Don Mcgahn is going to, quote, open up the floodgates for more subpoenas. I think because don mcgahn, because he was white house counsel, the white house has the strongest arguments in terms of being able to exert executive privilege over mcgahns testimony. So hes both the potentially one of the most important witnesses for the committee to get because hes so central to one of the strongest fact patterns on obstruction. At the same time, hes also the hardest witness to get because he was the white house counsel. If the courts can go if the courts rule in favor of the house on mcgahn, i think all of the other witnesses are going to be easier to get. Fact check true, you say, for jerry nadler, this opens up the floodgates. Karoun, what did you make of the speaker trying to downplay . You said he or she is painting this picture of unity with alexandria ocasiocortez. She was basically saying there was no hatchet to bury, even though manu made it very clear that the things that alexandria ocasiocortez raised about the speaker were pretty serious. We saw the hatchet out in full forum both on twitter and in pelosis statements. Maybe it wasnt a sharpened hatchet but there was something there that had to be addressed an thats why they did this. Alexandria ocasiocortez does not control a major, major faction of the Democratic Party in congress. But she does control public sentiment and that has effects both for the 2020 campaign, and remember, she is looking to the public to determine if theres actually a groundswell behind her of sentiment before she steps into this impeachment arena and other matters too. So she needs the people to be with her and ocasio can punch above her weight when looking to see if they are paying attention to what happens in washington, d. C. Its sort of striking this image that we saw of the speaker, who has been around the block for so long, and this freshman congresswoman. This is i mean this is its a striking situation that is happening up there where nancy pelosi is having to deal with the youngsters. Yeah, its a striking situation. It tells you that there is a power that exists in this newest generation, this new class thats entered congress and the most Diverse Congress that youve yet seen. And either this is a wakeup call to the older generation that they have to kind of govern a little bit differently or seen in a more positive light, maybe its good that you can have a unification across all generations of the Democratic Party. If they can sustain that where people arent talking about hatchets to bury, that will work well for them. Thank you to both of you. Theres no doubt that africanamerican voters are a key constituency in the democratic primary, brianna. This is obviously an area that Kamala Harris would like to improve her position with in terms of the polls. What she talked about was this second phase of her black agenda. It includes a big investment in historically black colleges and universities. Thats personal to her as well and shes a graduate of howard university. She talked about a 60 billion investment in s. T. E. M. Education for hbcus. She also talked about a plan to generate more investment in black teachers through hbcus. She also wants to create a 12 billion program to help minority business startups. This is about investing in the black community, trying to lift a lot of africanamericans out of poverty, which she thinks is going to be part of making things equal for them across the board. But, you know, its interesting for her, brianna, because this is an area where joe biden is very strong right now. The former Vice President connected to barack obama, the first africanamerican president , still enjoys a very wide margin of support in terms of black voters in South Carolina in particular, which is the first really big state where the africanamerican vote is going to have a major influence. This is an area where harris thinks that she can improve, but right now the polls are not showing her making big gains. Shes hoping that part of this agenda will help turn that around. Its stunning that number, 51. And then for biden in 12 right behind him. Lets talk about beto orourke because he didnt make much of an impact during this debate. Does he have plans to turn this around . He does. I actually spoke with one of his advisers last weekend and talked about this at length. Beto orourke is obviously struggling right now. A huge drop in his fundraising totals. Hes dropping in polls across the board. But his team really views the debate as an opportunity to reignite his campaign. In fact our colleague, eric bradner, learned beto orourke and his wife sat down and watched the last debate and tried to break down exactly what went wrong. Even beto himself described himself as being wooden during this debate and allowed the attacks to come without much of a response. Im told things will be much different this time around. In their previous preparation, they didnt murder board beto orourke, which is hammer him with areas where he could potentially be vulnerable. They did this time around. And they plan to engage, particularly with mayor Pete Buttigieg, who they feel is one of these candidates thats kind of stealing their lane. One of the things theyre going to attack him on, im told, is his donations. Where he is getting his money from. Of course beto orourke, his campaign largely fueled by small dollar donations, where mayor Pete Buttigieg has been willing to take those highdollar fundraisers, which many in the democratic field have not done. I want to know what his wife said, what beto orourkes wife said when she sat down to critique him. My wife is probably watching right now and will give me critiques afterwards. Mayor Pete Buttigieg rolling out his new economic plan today ahead of his speech in indianapolis and ahead of the next debate next week. The plan is pro union. It allows all workers the right to join a labor union. It also would impose costly penalties on companies that try to restrict that right. He also takes aim at Companies Like google, uber, lyft, who get around offering benefits because they rely heavily on independent contractors. Cnns vanessa is joining me now. Tell us about the goal and messaging behind the mayors plan here. Hi, brie brianna. This is very pro union. One of the candidates supported by unions in the past is President Trump. They voted for and ultimately elected President Trump to office. I asked mayor buttigieg about this in an interview i had with him ahead of this rollout and asked him is the union part of this plan an effort to get those voters back over to the democratic side . And he said in part that, yes, it was. Also in this plan interesting, he called out Big Tech Companies by name, lyft, uber and google. He points out that many of them use contractors instead of fulltime employees. Contractors are limited in terms of their rights and they dont get offered full benefits. Buttigieg in this plan wants to change that. He wants to allow independent contractors to collective bargain and to unionize. And i asked him, mayor buttigieg, are you really willing to go up against these Big Tech Companies if it comes to that . And he said that, yes, he was. And finally, brianna, its interesting to note that that big fundraising haul that mayor buttigieg had in the Second Quarter, 25 million, a lot of those fundraisers were actually held in Silicon Valley. I think what he probably recognizes is that if gdp numbers actually beat expectations, how do you justify a rate cut . And its through inflation. So theres definitely a dialogue here thats being set up. How have the president s tariffs and trade threats affected growth . Right. So if you look if you look at these gdp numbers, from the top line you think, oh, things are fine. Consumers are spending, everything must be okay. But what youre really seeing when you look below the headline here is that the consumers are caring the burden of most of the economy right now, but business is pulling back. It really is because of the trade war. The trade war has been something thats been talked about for 18 months, almost two years. Its creating a lot of uncertainty for businesses. So despite getting these huge tax cuts, theyre just not investing. Theyre not carrying inventory. Theyre cutting back on inventory. They are just not making Big Investments in the future. And that absolutely will bite the consumer in the long run. So 2. 1 growth. This is worse than the 3. 1 we saw in the First Quarter and better than the expectations. So what does this mean for the selling of the economy, for messaging for President Trump that the economy is booming . Yes, exactly. I think shortterm numbers dont tell you a lot. You always have to think about it in terms of the long term. In the long term over the last 60 years, the economy has grown at 3. 25 . In the 90s when things were boom, boom, boom, it was 3. 6 . Over the last ten years weve had a harder time. It came down to an average of about 2. 3 . So what were seeing now, even last year it was just 2. 5 . Its not great, its okay. Were in a new norm. And i think what President Trump needs to quiconvince the public that things are great. But i think most people feel that things are great depending on who you are. This is an economy of winners and losers. If you live in rural america, youre seeing fewer job opportunities, youre seeing an opioid crisis. If you live in a handful of startup cities, its never been better. 50 of job growth is in five cities, san jose, austin, boston, denver. The manhunt for two canadian teenagers suspected of killing three people has descended on a small town in northern manitoba. This search has taken authorities across 2,000 miles of canadas northern rural area. Its intensified after the father of one of the suspects said his son was going to go out in a blaze of glory. Authorities believe the two suspects are somewhere near gil am, which is a town with just over a thousand people and only one road leading in and out. They are considered to be armed and dangerous. Three White University of mississippi students are facing consequences after posing with guns in front of an emmitt till memorial. The photo surfaced last week. It shows the students standing in front of the bulletriddled sign. The students fraternity has suspended them and now the Justice Departments Civil Rights Division is investigating. Our Martin Savidge is in oxford with details. Reporter the university of mississippi today identified two of the three men in the photograph. It says that one of the men is currently enrolled as a junior at the university. The other they say is no longer enrolled and the third person remains unidentified. This photo first came to light when it was posted on instagram in march but became nationally known when an investigative journalist in mississippi revealed the photo and wrote about it. The photo shows three white men standing in front of a memorial marker to emmitt till. He is the young man that was murdered in 1955 who has become an icon for the civil rights movement. Two of the men in the photograph are seen holding guns. And the memorial itself, at least the sign, is riddled by bullets. Now, at this point we are not identifying the men because we have not had the opportunity to talk to them. Also, we should point out it is not clear if theyre the ones that shot up the sign or if it was the work of others. Unfortunately, the sign has been routinely vandalized. In fact it is going to be replaced now for the fourth time. But again, it marks a very revered and very somber site. The fraternity for which these three men belong, thats kappa alpha, has put out a statement and it says this photo is inappropriate, insensitive and unacceptable. It does not represent our chapter. Meanwhile the university of mississippi has also said that the photo is offensive and its hurtful, but it also said that it does not in any way apparently impact the student code of conduct. In other words, the university doesnt appear its taking any action. University officials also note this was a photograph that was taken off campus. Meanwhile the u. S. Attorney for northern mississippi is taking the photo and information and handing it over to the justice department. They could possibly investigate. Lastly, we should say that the family of emmitt till has responded to the photo. They say to see them standing there smiling is disappointing, but not surprising. These marines are accused of taking part in an array of illegal activities, ranging from human smuggling to drugrelated offenses. Our Stephanie Elam is at Camp Pendleton and has the latest for us. Tell us what youre hearing. Reporter right, brianna. This happened yesterday during that battalion formation of about 800 marines when these 16 marines were arrested. Now what we understand is that this is relating to human smuggling and drug charges. Another eight marines were also questioned during that time related to other drug questions that the marines had there, but that was separate from this other investigation where these 16 were taken in. We also have learned that this is related to something that happened earlier in july when two marines were arrested about 20 miles east of the tecate port of entry near the southwestern border. That is when they were pulled over and found with three mexican nationals in the back seat of their car. They did not have documentation to be in the country. At that point they said that two of those mexican nationals told officials that they were going to pay 8,000 each to get smuggled into the united states, one planning to go to los angeles, the other planning to go to new jersey. Once they started to probe into this, officials found out there might be other people within the Marine Corps Base here at Camp Pendleton who are involved and that is why these other 16 people have been arrested at this point. I can also tell you, though, that at this point theyre saying none of the people who were arrested were actually supporting the southwest Border Operations here. They had nothing to do with that, so its a separate story, but still quite shocking that 16 people have been arrested here, 16 marines. Its completely shocking and so concerning for the military leadership as well. Have they released the identities of these 16 . Reporter no, we have not learned their names yet. From what we understand theyre still compiling the charges. Once the charges are released, then we will know. We do know the names of the two arrested, both lance corporals, they were arrested earlier in july so we could learn the names of the other 16 people as these charges become available.
