Edge and facing homelessness as the president holds up critical stimulus. Its one of his last minute actions before leaving washington in turmoil and his own party in an impossible position. Him or the bill. Also last night another wave of controversial president ial pardons to a direct dig at the russia probe. One a family member. Cnns Phil Mattingly is on capitol hill. Joe johns is outside maralago. Joe, first to you. Lets break down the latest round of pardons. Reporter a lot of this obviously in the 12 to 24 hours after the pardons is going to be about reactions of not just the political system, not just the judicial system, but also the players themselves. The people who actually got pardons, because remember the president was accused a few times of essentially dangling a get out of jail free card for people who wouldnt participate in the mueller investigation. That brings us to roger stone there has been reaction from him. He said last night on fox that he denied trading his silence for a pardon. That could be tested as we go down the road. He was a confidant of the president , convicted for essentially obstructing justice. He never went to jail nonetheless he got a commutation earlier this year and now a full pardon last night. The person at the center of a lot of these questions is paul manafort, remember him, he was a campaign manager, as well as the Campaign Chairman for the Trump Campaign in 2016. He got prosecuted by the Russia Investigation Team of robert mueller, ended up spending two years in prison before they let him out on house arrest and thats when he got his pardon last night, he was on house arrest. Havent heard from him. The outliar, if you will in the graphic we just showed you is charles kushner, he is the fatherinlaw of jared kushner. Essentially one of the president s closest advisers. And the thing about charles c b kushner, he was locked up in 2005 on tax charges and also accused of, if you will, tampering with witnesses. We do expect this to go a long time. We also expect there could be more pardons in the days and weeks ahead because the president s term isnt finished yet. Not until 27 days from now. Joe, thanks for that. To Phil Mattingly now. We are not on capitol hill, unless theres a room there we werent aware of. But youre part of the team reporting on the gop aide calling the president unhinged. What more can you tell us ability the about the reaction to the fires the president essentially said. Democrats said, all right, lets go. The president wants to expand the payments from 600 to 2,000, and they tried to do that this morning. It was blocked by republicans. They will try again on monday with a full house floor vote on a bill to expand the direct payments from 600 to 2,000. Lets get down to brass tax here. Only one person knows whats going to happen and thats the president of the united states. When you get to the reactions from democrats and republicans on capitol hill, its this kind of unsettling notion of having no clue whats going to happen next. You covered this white house, you understand the dynamics here. This isnt the first time that legislation that both sides considered important is held up by the president. The president threatened to veto it, maybe will veto it. But the issues are, one, theres such limited time until the end of the year and the president s term. And limited time until the government shouts down again that happens on the 28th, monday. And the Biggest Issue is the economic pain felt around the country. You have two programs expiring on december 26th, nearly 12 to 13 Million People would be affected by that. You have the plus up of the federal Unemployment Benefits in the bill. You have the 600 direct payments. Theres another key piece that hasnt gotten as much attention and theres significant food aid in this bill as well. The food stamps upped to about 15 in this package. Right now the reality for republicans and democrats is purely wait and see, one person told me earlier today, its purely hope and pray, but you think all eyes right now, at least ears, are based on the president s twitter account and what he might say in mar lar go. The president lost the election, hes mad. Mad at people on capitol hill, like mitch mcconnell, who acknowledged that joe biden was the president elect. As one source told me hes mad at everybody right now. So it is anyones guess what hes going to do about this stimulus bill as millions of americans are out there in limbo waiting to find out. Phil, thanks so much for breaking it down for us. In the summer and fall, u. S. Officials said 20 million americans would be vaccinated by the end of december, thats not going to happen. The cdc says 9 million doses have been distributed across the country and over a Million People have been vaccinated. Whats causing the slow down . Elizabeth cohen is following the developments. How long will it take to get to those 20 million vaccinations . That is just unknown at this time. It was hoped it would be done in the coming weeks and maybe it still will. The problem is this is just started. So its going to be a little bit slow and then itll probably ramp up. So lets look at the numbers as they stand now. As they stand now, more than a Million People have actually received the vaccine. Have had shots in arms. However, more than 9 million have been distributed. You might look at it and say where are those 8 million . What are they doing . Sitting in someones basement . No, theyre not. They will be going on out. Nursing home residents, that federal program to vaccinate them started on monday, so its only four days old. That hasnt gotten fully off the ground. The second part, Health Care Workers, the other people receiving the vaccines at this stage, you cant do everybody at once, it takes time. Help us understand what the chief scientific adviser for operation warp speed said about the frequency of allergic reactions to pfizers vaccine, he said it is greater than what would be expected for other vaccines. What does that mean . Why is that . Its a bit of a mystery. They dont know why theyre seeing the rate. But we just saw more than 1 Million People vaccinated in this country and six, six people have had allergic reactions. Thats not good, but from everything we were told they were treated easily, epipens and everything treat these things easily. Its important to remember, if you had an allergic reaction to a vaccine in the past, talk to your doctor about this one. And if you know youre allergic to one of the ingredients in this vaccine you shouldnt get it. Thats why they tell you stick around for a little bit to make sure you dont have an allergic reaction. Excellent point. You spoke to dr. Anthony fauci. What did he say about his future . Dr. Fauci turns 80 today. So happy birthday, dr. Fauci. Happy birthday. And i asked him, you know, what that hes working so hard at the age of 80, i said dr. Fauci it seems like youre working 24 7. Here was his response. Well, not 24 7, but more like 18 7. Do you think youll ever retire . Well, i think i have to be realistic. I think that sooner or later im going to have to do that. I dont see that right now, clearly, in my future. The only thing i see ahead is the challenge that we are currently facing. Dr. Fauci will be president elect joe bidens chief medical adviser. So seems no stopping for him any time in the foreseeable future. Pamela . No stopping at all. Again, happy birthday to dr. Fauci. Elizabeth cohen, thank you. Thanks. The u. S. Just hit a new record for air travel during the pandemic. According to the tsa, almost 1. 2 Million People flew yesterday alone despite pleas from Health Experts to stay home. Joining us is former Baltimore Health commissioner dr. Leana wen. Thank you for coming on. Lets look at the numbers of people traveling. More than 4 Million People passed through security checkpoints over the past four days. Dr. Anthony fauci says there will be another surge of cases next month due to the holiday travel. People are still traveling. What is the best advice you have for families that are gathering just given the dynamic right now and what is the risk, if you would remind us of why traveling is risky during this pandemic, why being on an airplane is risky . Im less worried about people being on the plane than about what they did before and after they travelled. On the plane you can take precautions, for example, everybody wearing masks, try to get up as few times as possible. But then think about what people are doing after. Almost certainly they are getting together with their loved ones, i understand its christmas and new years and we want to see our loved ones. But there are viral hot spots all over the country and if people are gathering indoors without masks for prolonged periods of time, eating and drinking and laughing and having a good time. Chances are, there are going to be a lot of people who will get infected as a result, just because of how much virus there is all over the country. So if people want to get together i hope they spend as much Time Outdoors as possible with households spaced at least 6 feet apart. This is difficult but we have to get through the winter holiday. Next winter its going to be different. Ideally everybody will be vaccinated and we can see people indoors and celebrate again. But we have to get through the winter because we already a surge on a surge. Our hospitals are filled because of thanksgiving get togethers. We dont want the same rerepeat for christmas. Were seeing with the record deaths, more than 3,300 yesterday i believe it was. That is a reflection from thanksgiving. If you would, bring us behind the scenes. What does the surge look like for the hospitals on the brink of capacity right now . One in five hospitals in the u. S. Right now are reporting that their icus are full. And what that means, its not as if there is a magic number after which patients are then turned away, but a nurse who normally takes care of five patients now may have to take care of ten. That patients who normally would get icu levels of care are spending time in the Emergency Department and the Emergency Department is getting overwhelmed and not able to see overpatients with heart attacks and strokes easily. This is a serious situation. We cannot afford our hospitals to be more overwhelmed. Its a plea to people that hospitals are the last line of defense. The first line of defense is the community. Where people are. And we can be each Others Heroes right now because im certain no one wants to affect others and lend them in the hospital. And you just point out the Ripple Effect that this virus has. Its not about getting it or giving it to a loved one. There is a Ripple Effect at the hospital and people who may need care and cant get it because theyre so filled up. And there are growing concerns about this new variant, doctor, this coronavirus identified in the United Kingdom which European Health Officials Say may be 70 more transmissible than the old variant. We see the variant that popped up in south africa. How concerning is all of this to you . It is very concerning, because this coronavirus is already one thats highly contagious. Just by speaking and laughing and breathing we are expelling these aerosols that can infect others. So a variant thats even more, that makes people even more susceptible because it can bind to cells more easily and enter them easily is concerning. The variant isnt spreading in some kind of different way so the same precautions of masking, physical distancing, avoiding indoor gatherings will protect us against the variant but its another call for all of us to get the infection under control as quickly as possible. Because the more time we let elapse and the more virus transmitted the more likely we are to have additional mutations that can be more contagious or more deadly. Its unfortunate, too, the timing of the new variants and Record Number of people traveling in the pandemic right now with the holidays. As weve been hearing from Health Officials they believe the worse is yet to come but still hope with the vaccine on the horizon for people who want it here in america. Dr. Leana wen, thank you very much. Thank you. President trump is spending his final days in office sparking chaos across washington. What will the impact be on the Republican Party . Joining me now to discuss everything going on in washington right now from President Trump issuing a wave of pardons to leaving the stimulus coronavirus bill in limbo is charlie dent and former rnc Communications Director doug hie. Greet to see you both. Charlie, im going to start with you. Ben sasse, who has been critical of some of President Trumps post election actions called the president s latest round of pardons, quote, rotten to the core. How does this impact the Republican Party Going Forward . In a variety of ways. Lets talk about the georgia elections first. It seems to me now that the senators perdue and loeffler are in a bind, do they stick with the president . What ben sasse has pointed out clearly in my view is that the party has lent itself to the whims of one man. Whatever President Trump seems to want, thats where they are, rather than establishing their policies based on some core value or principles. So thats really the longerterm problem. We have short term issues here with the georgia election, the peaceful transition of power and longer term for the gop will be what does the party look like posttrump and particularly its going to be harder as donald trump, you know, tries to keep his hand in the game with his post president ial activities. Why is that . Why do so many republicans still kowtow to the president . You know, is it just because all the votes he got and theyre afraid of him, afraid of the tweet . Im talking to adam kins singer the other day who said he talked to his republican colleagues who basically said they dont want to speak out because they think its good for them to be on the president s side for the retweets they get. Others said hes leaving office january 20th were going to stay quiet until he goes out the door. What do you think . Ultimately it comes down to voters and what theyre hearing from voters. Theyre still upset about the election, question the results, which i think its clear that joe biden won and won convincingly. That shouldnt be an issue but it is an issue for the voters so theyre reacting to what theyre hearing on the ground in their individual districts and states. Its not an ideal situation but thats the reality what theyre hearing on the ground when they go home and get emails and phone calls from their constituents. Theyre replying to them. Isnt that a selffulfilling prophesies because voters believe that because there isnt leadership saying no, here are the facts. Heres whats going on because they dont want to stand up to the president. I think for the Republican Party to heal itself its going to be a bottom up and top down situation. We need the followers to set a better example and we need leaders to lead. Thats not happening in washington right now. Its part of why we still have the limbo we do over the covid relief package. And until that happens, the Republican Party wont be able to heal itself. Charlie, i want to get back to the pardons and go to this tweet from connecticut senator chris murphy. He said, once one party allows the pardon power to become a tool of critical enterprise its danger to democracy outweighs its utility as an instrument of justice. Its time to remove the pardon power from the constitution. Do you think the president is making the case for limiting the president ial pardoning power . No question the president s behavior with the pardons is going to affect peoples view of the whole process. I cant imagine the founders of this country would have granted this authority to the president had they known a president was going to conduct himself like this. Im not sure we should get rid of it, but i think there will have to be limits placed on this pardoning power because its clearly being abused by this president. When he uses that authority, you know, to accommodate his cronnys or relatives, people engaged in real corruption, it calls into question, you know, why we have this pardoning power. I think it will have to be reformed as a consequence of the president. Why do we have the pardon power, and what would you say to those who say, look, the president has the power under the constitution to do what he did . This isnt an abuse of power . Certainly the president has a right to do what hes doing, but it is not the right thing to do. I thought that the pardoning powers were to be used judicially when there were mitigating circumstances in a case, where there might be new evidence or any number of things that could occur that would lend one to believe that maybe the sentencing was too harsh. Again, extenuating circumstances that would justify this type of clemency. Thats not what were hearing from this president whos using it to reward loyalists, friends, and really whitewash acts of political corruption in many cases. On top of the pardons, the president vetoed the National Defense authorization act. Now hes threatening the same with stimulus. What kind of a position does this put republicans in . If youre a gop member of congress, what do you do here . I was actually in the house buildings this week talking to a member of congress about this. It goes back to what charlie said earlier, we have issues. The reality for republicans is, theyre trying to do the right thing and thwarted time and time again by President Trump. It makes it hard for them when they stick their neck out to try to do the right thing to be undercut by the president yet again. Moving forward is a difficult thing for them to do. We used this phrase a lot in a lot of contexts, but theres a light at the end of the tunnel even if they dont view a Biden Harris Administration as a light that we get to some place of normalcy where if an Administration Says we support this bill they can put it forward and not have their feet cut out from under them at the last minute. What does the Republican Party look like after Trump Leaves Office . I know you alluded to it earlier but can the Republican Party go back to what it was before trump and how do you feel now having been a member of the Republican Party . Sure. Well, im very saddened by the state of the party today. I dont think we can go back to where the party was pretrump but we need to get to a better place. I would argue we need to do three things, one become a party much more socially sensible and tolerant. We need to be a party thats more engaged on the international stage. And three, we need to be a party that embraces free markets but with modern, reasonable regulation. And finally i would say the party needs to come up with real policy solutions on issues outside of their comfort zone like Climate Change or immigration. Complaining about aoc and the squad may excite the base but its not a prescription for govering. Rather than being guided by the whims of one man we need to be Core Principles and values embraced by not only republicans but the majority of the american people. Merry Christmas Eve. Thank you both for coming on this holiday to talk with us, share your perspectives. Important discussion. Thank you. Well be right back. It took the state about 9 months to hit 1 million cases back on november 12th. Dan simon joins me now from san francisco. What are officials attributing this sharp rise in new cases to, dan . Reporter good morning, pamela. The two main reasons are complacency and gatherings over the thanksgiving holiday. But the current numbers are a bit mixed. Lets go through them. The state recorded 361 deaths yesterday. Thats the second highest since the start of the pandemic. The high came on december 16th with 379 deaths. As far as cases are concerned, you had nearly 40,000 cases yesterday. Thats an astoiunding number by any stretch but its down 27 from the previous week. The states seven day Positivity Rate is down slightly, down by 1 . This is how the governor is framing the numbers. Its a modest indication of a possible sign of some good news. But again, we have to be mindful of what were walking into over the course of the next number of days into Christmas Holiday season more broadly. Reporter now despite that possible optimistic tone that the governor was talking about, the icu capacity throughout the state is now 1. 1 , which is also a decline. So a little bit of a mixed picture as officials have been talking about. We are now in the middle of a surge upon a surge. Pamela . A surge upon a surge the day before christmas. Dan simon, thank you. The tsa says nearly 1. 2 Million People travelled through u. S. Airports on wednesday. That is the most people to pass through Airport Security checkpoints since the start of the pandemic. Despite several warnings from the cdc against holiday travel. Amara walker joins me now from atlan atlanta. How are officials working to keep travelers safe . Reporter for one thing, masks are required once you get inside here at Atlanta International airport. And tsa officials are reminding everyone that passengers are allowed to bring up to 12 ounce Hand Sanitizer bottles with their carry on luggage. But it seems Health Officials are concerned about what happens once passengers get to their given destinations and if they take the precautions theyve been pushing for. Here at atl airport its been relatively busy throughout the morning although not as crowded as it would be in a normal season without a pandemic. Airport officials are saying they expect to see half the number of travelers this season compared to the same time last year. Theres reason to be concerned, however, the tsa is reporting record breaking pandemic travel over the last six days, from friday to wednesday, more than 6 million passengers have been screened by the tsa. On average, thats about a million passengers passing through our nations airports, the most weve seen in the pandemic. On wednesday, 1. 2 million travelers screened by the tsa, thats the highest number we have seen since this pandemic began. Pam, i spoke with travelers here, they tell me they know the risk of traveling and gathering with family members. One family told me it was a difficult decision despite the fact that they both contracted covid as Health Care Workers back in the spring and they tested negative for antibodies. Here they are. We were really torn. We want to see our family, weve been away from them for so long. We see covid all the time. We see bad viruses all the time, too. Were just not in the age bracket where its going to really harm us. We actually got it back months ago. Reporter we should mention, however, the data isnt definitive on whether one is immune once you have contracted covid. I want to mention atl airport says it is expecting the busiest day to be the sunday after christmas. Pam, back to you. Thank you. Many americans have been hit hard financially by the pandemic, theyre struggling to scrape together a holiday meal. That has meant long lines at food pantries across the country. So no matter where you are, bring the holidays home. To you and yours, from wayfair. Wayfair youve got just what i need well, this Christmas Eve millions of americans are struggling to feed their families. The pandemic has left Food Insecurity at an alltime high and with government aid in jeopardy, overwhelmed food banks are filling the gap. Natasha chen is at a drivethrough event in atlanta. Tell us whats going on there . Reporter im going to step aside to show you that reverend warnock and john ossoff, the two democrat candidates have come by to volunteer and help put food in peoples trunks. We saw someone who realized who it was, and they screamed. People excited to see them. But ossoff did say before he started volunteering he felt it important to acknowledge the Food Insecurity and the need that is so great this year across the country as weve seen at many food drives, people who have never been to food banks before, trying to get some help any way they can and, of course, during the Holiday Season its critically important. There you see them putting items in someones car. This is the 50th annual christmas drive for the jose helps organization. Named after the civil rights leader in atlanta. Of course, the weather is sort of playing games with how many people are able to show up right now but there is a long line of cars and people who are here asking for this help, what theyre getting is a sack lunch today as well as a box of food. Theres a turkey right there. The box of food should be able to feed a family for about a week. Thats so critically important during the pandemic when we heard from people here today who lost their jobs because of the covid economy. Pamela. This happens as theyre still in limbo on whether theyre going to receive government aid, many people showing up today. Have they talked to you about how anxious they are with everything up in the air with the president essentially threatening to veto it . Reporter i havent spoken to the people driving past us thus far about that issue. I tried to ask john ossoff earlier about that, he was eager to start volunteering and said he would get back to us on those questions. But on peoples minds today as they talk about how theyre going to continue getting help, continuing into 2021 when we know the donations are great that would really last these people about a week. We know the unemployment help is expiring. Theres a lot of dates coming up, they are waiting for help. Natasha chen, thank you very much. All of this amid a tumultuous year for the economy.
