Warning saying for some time that this National Crisis will get worse before it gets better. As he says his administration is in the process of developing a strategy. 26 states, however, remain in a situation where cases are rising. A new warning from the cdc that this crisis is even worse than the the data show, the agency says portions of the u. S. Could really have had ten times as many cases as previously believed. Also new this warning, a warning for the fall. A top commercial testing lab is sounding the alarm that the u. S. Labs, their lab will not be able to cope with the testing surge during flu season. Theres a lot to get to this hour. Lets get to our john harwood. He joins us from the white house. Good morning, john. Talk about the new strategy from the white house. Its great to hear the president saying the truth about it will get worse before it gets better, but its a total 180. Its a total 180, poppy that was driven by the president s political standing. Hes tried very hard since the middle of may to pretend that the pandemic has passed us by, to move on to reopening the economy, but finally, with more than 140,000 people having lost their lives with cases surging around the sunbelt, it became too difficult for him to deny. His governors are struggling to keep up in florida, arizona, texas, california. So you heard something from the president that you very rarely hear yesterday. Take a listen. Some areas of our country are doing very well. Others are doing less well. It will probably, unfortunately, get worse before it gets better. Something i dont like saying about things, but thats the way it is. Its what we have. Reporter something that i dont like saying. That is the key. The president has a very difficult time acknowledging bad news that might reflect badly on him. Nevertheless, whatever the motivation, you have to say that a tone of seriousness from the president urging people to wear masks, urging people to social distance, Pay Attention to guidelines. All of that is a step forward from where we were the day before on Public Health. Well see how long this tone lasts. We note that he had this briefing yesterday and no Public Health officials are with him and there is no briefing scheduled for today, guys. John harwood at the white house. Appreciate the reporting this morning. Lets talk about california which has just surpassed new york with the most confirmed cases and he has twice the population of new york as our Stephanie Elam pointed out to put this in perspective. Still, it shows how close to the brink the mayor there used for los angeles as theyre having to reverse course here. Its true, poppy. No one wants to see where they go where they go. In california were approaching 8,000. New york state getting to 32,000. So you can see the numbers are very different, but we also know that new york got hit harder in the spring. That also bought time. If california went into a stay at home order for the state to prepare bulking up on ppe, making sure they had Surge Capacity for hospital beds available and at the ready for hospitals if they needed it. All of that has happened and thats making a big difference here, but the state still looking at some 11,000 cases and you also see a Positivity Rate at 7. 5 over the last 14 days. It is trending higher and the state wanting to keep that number below 8 so we are getting close and we have a Record Number of hospitalizations at around 8600 and that new number there that were seeing there in the state and 28 of the last 30 days for that number we have seen an increase and transmission rates are moving so fast that theyre having a hard time keeping up with Contact Tracing in parts of the state. Its also worth remembering that Los Angeles County is the heart of the outbreak for the state. It is now accounting for about 40 of the cases in the state here. Whats worth noting with this latest number that we got from l. A. County is 2700 new cases. 57 are in people under the age of 41. This means that younger people are the ones contracting it. Take a look at the number of people 65 and older. If you look at that number, you can see that there are 11 of all cases, but 75 of the deaths and thats why theyre saying they need people to wear a mask, stay home if you can, wash your hands and as mayor garcetti said, we may be in another stay at home order. Florida approaching 370,000 cases and the governor says the state is on the right course. Where are the bulk of these cases . Where are they spreading the most . The bulk of the cases are here in miamidade county. This has been the epicenter from the get go, right now accounting for about 24 of those now near 370,000 cases. Jim and poppy as we were talking moments ago, the governor saying that the state is on track this morning that he is sending Incident Management Teams across the state and all longterm care facilities so that they can check on Infection Control screening and we just did the math and heres the reality of these facilities. 47 of all of the now more than 5,000 deaths in this state are linked to longterm care facilities. A lot of the facilities are in miamidade county. Icus are operating at 132 capacity. That means there are more patients than there are icu beds available. What hospitals are doing is converting regular beds into icu beds. Heir also asking the state for more nurses. They need more nurses and medical staff to provide this care. As we look across the state, 53 icu hospitals are at 0 capacity. They dont have icu beds. An additional 35 hospitals have 10 or less. If you look at the list, some of the hospitals only have one icu bed available and when it comes to covid19 patients across the state, the state released the numbers since then its up 37 . Jim and poppy . Rosa, thank you very much. Just really sobering numbers once again. In george a the governor ryan kemp released a plan that encourages people very clearly to wear a mask, but for some reason hes still suing the mayor of atlanta for an order to end just that, to wear masks. Diane gallagher, what is the state out there and the state for restrictions wearing mask . Jim and poppy, it continues to get worse here in the state of georgia. The state will likely reach 315,000 confirmed cases some time today just over 3400 new cases confirmed yesterday and 78 deaths. Some of that was from a lag in reporting according to the department of health, but officials there say just like new infections and just like hospitalizations are rising, they are seeing an increase in the number of deaths of georgians because of covid19. Look, weve had an increase week over week every single week for the past six weeks in the state and that comes as the georgia governor and the mayor of atlanta are engaged in this legal showdown. This time yesterday we were getting ready for a legal proceeding, an emergency hearing in the lawsuit over local covid19 restrictions by the mayor of atlanta. It was canceled. We are now on the third judge in this case after the first two recused themselves. The initial judge because the state requested she did after a conversation shed had with another judge about the opinion that would have had bearing on that hearing and the second judge recused herself because of her relationship with governor kemp. She used to work underneath him when she was secretary of state and was under judicial condition potentially. We still havent gotten anywhere on that case here. That emergency hearing if it were granted, if a judge granted that emergency injunction it would prevent the mayor of atlanta from talking about covid19 restrictions if they exceeded what the governor had in his executive order and jim and poppy, the mayor maintains these are recommendations and hes trying to get the citizens to follow the science and reverse the trend they have here. Its remarkable to silence a mayor in the midst of a pandemic and just remarkable. Dianne gallagher on the ground, thank you very much. As cases surge, cnn takes you to the hardhit Rio Grande Valley where doctors deal with patients as well as heartbreaking loss. Learn more at factsonhand. Com today. Well, just yesterday alone, 49 people in hidalgo county, texas, died from covid19. One day, one county, 49 families devastated. It was a record high for covid deaths in the county for a single day and officials there are now pushing for a stay at home order. Our ed lavandera recently spoke with doctors working on this on the front lines in that county and ed, what doctors are sharing with you is just so sobering. Reporter it really is, poppy. We talk a lot about the medical data and the number of new cases and hospitalizations, and all of that technical numbers that we have to go through to report this story, but sometimes you need to hear from the people on the front lines living this pandemic nightmare. This is the daily routine for dr. Federico vallejo, a Critical Care pum nol gist. When he gets dressed he looks like hes getting ready to get launched into another world. Thats what it looks like in the covid19 unit of a texas hospital. Its overwhelming. Its a tsunami what were seeing right now. Coronavirus patients have filled the hospital. On most days dr. Vallejo says hes treating about 70 different patients, four to five times more than he usually sees in a single day. I have never had to sign this many death certificates that ive had to sign in the last couple of weeks. Talking to these families have been very, very difficult. Can you describe the suffering that youve seen with the patients . . This is a disease that will affect the lungs and they will have trouble with the breathing and when it happens its heartbreaking. It is so difficult to watch them saying goodbye to their relatives, and picking up the phone saying im having a problem, i dont know what will happen next. I see nurses crying all of the time. I see doctors breaking down all of the time, but then again, that is what we do. South texas is the covid19 hot spot inside the texas hot spot. Health officials are warning that hospital bed and icu space are running out, nursing and doctor teams are stretched to the limit. Do you feel when you walk into these covid units that its like a parallel universe . Its definitely a parallel universe . If they only knew what lurked behind those walls and if they could have xray vision and see the pain and suffering. Dr. Melendez is based in mcallen, texas, the covid units are filled with the sound of patients gasping for air. Many needing ventilators and gutwrenching conversations. You have people telling you, doc, please dont put me on that, dont put me on that and you struggle because thats what they need and finally they just give up and say go ahead, but you know, you may be the person that i ever talk to. So please, tell my family, tell my parents, tell my kids that i love them and that i fought hard. Its a necklace with his ashes. Reporter Jessica Ortiz says her twin brother fought the virus for almost two weeks. The 27yearold worked as a Security Guard at a jewelry store. It hurts that someone that was there for you jubal died on july 3rd. He fought long and hard. We honor you. At the funeral, friends and family paid their respects through a plastic shield, was there a fear his body still might be contagious. He meant the world. I just wish it wasnt him and i wish i had him with me because he didnt live his life yet. Jessica is left with this last image of her other bro, a Screen Recording of their last conversations, jubal ortiz waving goodbye. We should point out that shield over the casket, medical experts tell cnn theres no evidence to suggest that people who passed away are still contagious. Pop e the one thing in theme that stuck out to us is the sense of anger and frustration, the doctors who are frustrated by people just living their lives as if nothing was wrong and not taking anything seriously enough, they need more hospital bed space, they need reinforcements of personnel and medical teams and that sort of thing and Jessica Ortiz is left wondering whether or not her brother would still be alive if the economy here in texas hadnt been reopened so soon and her brother hadnt had to go back to work. So thats the anger and frustration that so many of these people we talk to are dealing with and coping with right now. Of course, it is. If all of them, people who decide to just go on with their lives as if it were normal could see her grief, maybe they could make a different decision. Thank you for the reporting, ed. Not too far from hidalgo county, texas is the city of corpus christi. With me now is yvette rodriguez. Thanks so much for taking the time this morning. I want to ask you about some of the data youre seeing on the ground there, particularly alarming is 85 babies infected with the virus, why, how and whats the seriousness of their condition . You know, thats a great question, and thank you for having me. These babies, we just started seeing them very recently and so you know, we were doing really well here in corpus christi. This is a tourist place. They love our beaches and so we were doing really well. We only had 300 people with covid19 until phase 3 of reopen texas june the 3rd and then it was like, you know, you let the genie out of the box, and everybody started going out and it started getting really, really busy and we in Public Health were saying, hold on, everybody. You just need to hold on because theyre coming in fast and furious, all these cases and thats when we started seeing these babies starting to pick up covid19 and it is very concerning to us. Has that changed . The state leadership there including governor greg abbot who resisted these steps early on . Has the outbreak and the increasing numbers and even young people there, does it have state leaders doing what you believe is necessary to get this under control . Yes. Absolutely. And so thank goodness. Theyve been looking at the data and so they put a pause and so we needed a pause here not just in corpus, but in the whole state of texas and there was a pause and we basically went back a little bit and said bars are now closed because opening up the bars was just a huge mistake. 50 of our contacts, you know, were all coming from from those establishments. A lot of folks have been saying schools before bars, but you have decisions to make just last month. The Trump Administration in the midst of the latest round of possible stimulus still wants to deny federal funds to states who dont open their schools right away. As a health official, seeing the situation you see there now, whats your reaction to that . Well, it makes us all very nervous because we believe that we need to slow down on opening the schools as well. You can still teach children and we understand the importance of schools being open. These children need that social interaction. They need that constant learning, so we all understand that. Were Public Health officials, but we also understand the impact that covid19 has had on our community and so we feel fortunate that theyre listening to our data and to our leaders and that theyre going to allow us to make those decisions. So here in corpus christi, we are holding off until after september 7th before school will even consider going back in person. One sad fact of this and this is true not just in texas where you are, youve got your town, christian academy, for instance, it will open its doors for students is that private schools are reopening, parttime reopening. Public schools are not. The higher the extra staff, et cetera. What kind of dynamic does that create there locally when you have that division and that contrast . Well, there is that division, i agree, but the majority are Public Schools and so we really are looking towards the majority to be able to help us to keep the spread and were continuing at this rate. This rate is phenomenal. It should not be, you know, it should not be rising this fast and this is where were at right now with the surge at the hospitals and it is happening all at once and we need to slow it down. We do. Listen, we know you have a lot of work to do there to do exactly that. Annette rodriguez, we wish you and your team the best of luck. The u. S. We need a president who will level with the American People, a president who will tell us the unvarnished truth, a president who will take responsibility instead of always blaming others, a president who will listen to the experts, follow the science, allow them to speak, a president who will lead and be an example for the nation. Tensions between the u. S. And china reaching a fever pitch. The u. S. Accusing china of an illegal spying operation and has ordered the immediate closure of the chinese consulate in texas. Its a big one. Beijing says there will be consequences if the u. S. Does want reverse course. David culver is in new york with more. The central question is why . Marco rubio of senate intel said spying. Do we know why and what the repercussions can be from china . Poppy and jim, thats the question that theyre asking here. Why now in particular . Why focus houston . Senator rubio who, by the way, is one of the few officials sanctioned by the Chinese Government is suggesting that that is the center of espionage on behalf of the Chinese Government within the united states. That question was also put to secretary of state mike pompeo who, by the way, is traveling to the uk in denmark, and top of that agenda was targeting the threats made by china and the Chinese Communist party in particular towards the freedomloving nations as he put it, but he was asked why now. Heres what he said. President trump has said enough. Were not going to allow this to continue to happen where youve seen the remarks that National Security adviser gave and attorney general barr has given. We are sending out clear expectations for how the Chinese Communist party is going to behave and when they dont, were going to take actions that protect the American People, protect our security, our National Security and protect our economy and jobs. Reporter china has called this outrageous, unjustified. Theyre saying that this will sabotage chinau. S. Relations. The question, jim and poppy, is what will they now do, in anything. What we have seen in recent months as the tensions have been rising in the South China Sea and the far Western Province where the allegations of human rights abuses were taking place. In hong kong with the special trade status because of the National Security law that china has imposed on that territory and even with the pandemic and the alleged coverup and the mishandling has been strong rhetoric on behalf of the chinese and the nationalist has grown to a point here that they have to respond with some action and that could result simply in the closure of a u. S. Consulate of which there are six including in hong kong in addition to the u. S. Embassy and well see what beijing will do here, jim and poppy. Its in a tit for tat fashion back and forth. They end easily. Now to a cnn exclusive. A troubling accusation against the u. S. Ambassador to the uk. The billionaire nfl owner Woody Johnson. Johnson was investigated by the state Department Inspector general over allegations he made racist and sexist comments to staff, but also this, that he tried to use his government position to benefit president trumps personal business. Thats right. Our kylie atwood joins us. What is your reporting at this hour . There is a lot that we have learned over the course of a long time here in reporting this story out. First of all, yes, as you said, ambassador Woody Johnson was investigated by the watchdog of the state department, the state Department Inspector general due to allegations that he made sexist and racist remarks to staff in the u. S. Embassy at the uk and also that he sought to use his government position to benefit the president economically, to drive business to the president s personal businesses in the uk. So lets go through what some of our reporting is. On these racist comments we are told that ambassador johnson questioned why the black community would want a separate month to celebrate black history . We are told that he questioned when they were organizing an event if it would be filled with all black people . And specifically with regard with the black community, he said that the real problem is that there are not fathers who stay inside the families. Now that really stunned one of the sources that we spoke to and we are told that that specific incident is mooj the many that were reported to investigators. Now when it comes to the sexist comments and actions taken by ambassador johnson, we are told that he hosted events at a mensonly club. These were official events that he hosted at this club in london, and he was told by a diplomat at the embassy, he couldnt do that any longer. Obviously hosting events there meant that women could not attend the events and hes made sexist comments to women in the embassy and made comments about what they were wearing and why they should host a feminist event for International Womens day. Now we get into the allegation that he was using his government position to try and prop up the president s personal business. In 2018 after he had a meeting with the president he came back to the Embassy Officials and told them that the president wanted to host the open. Thats the sorry, prestigious Golf Tournament in the uk and he wanted to host it at his personal turnberry golf resort. Embassy officials told ambassador johnson that would be inappropriate. He couldnt do that. That was unethical and he couldnt mention it with uk government officials, but he did so even though he was told not to. He brought that up with the uk cabinet minister in one meeting. We are told by the uk, a spokesperson for the government that that was not mentioned and they did mention the specific turnberry resort request. We do have comments from ambassador Woody Johnson and he doesnt deny any of the specifics of our reporting and he said it is an honor of a lifetime to serve as u. S. Ambassador to the uk. The state Department Says they stand with ambassador johnson. All of this apparently in 2020. Wow boggles the mind. Kylie, keep us posted on what you hear. Ahead, you will want to hear this. While coronavirus cases continue to rise across the country, a doctor and his physician wife are warning do not make the same mistake that they did. My next guest writes in part, quote, we visited family this weekend. This was two weekends ago, and eight of the 11 people we saw not all at the same time are now labconfirmed covid positive. We did not wear masks while visiting with family because we let our guard down and thought we were safe. Please be careful, everyone. Covid19 is just so contagious. With me now is dr. Miles cobbia. Good morning. Im sorry that you have had this. You and your wife are both doctors and youre generally careful and you have a sweet little girl, almost 2 years old, claire, she was symptomatic, as well. What did you do and despite those precautions this happened . Yeah. For those of you that havent seen a tweet, to set this up, we have been my wife is pregnant. Shes 28 weeks pregnant and weve been exceedingly cautious at work and at home and weve been even ordering groceries through deliveries and things. Weve had a long vacation set up for july and i had finished my fellowship in june and we were going to take a long vacation to florida. Obviously, we didnt feel that was safe. We scrapped that idea and a couple of weekends before we ended up going to the lake july 11th and the the 12th and we decided maybe a secluded lakehouse on a small lake in alabama was better for us and we went ahead and booked that for a couple of days and we entertained the idea that we havent seen our family very much at all and fatigue had started to set in with us especially with my wife being pregnant and shes a hospital medicine physician who has been around covid sporadically throughout the last five months and we opened up the idea of inviting our family to the lake. Immediate family open and we went through and carefully selected and invited and we didnt invite ones that we thought had been to bars or had certain opinions about wearing masks. And from noon on the 11th on saturday until noon on side. We were outside the entire time. At no point were all of the adults there together. In total, if you count my wife, my daughter and myself there were 11 total people that interacted that weekend and at no point were all people there. Some people there saturday, some people sunday and we were outdoors the entire time in the lake, in the river, you know, and in the yard on the porch. We went to bed at 10 00 p. M. And thats the only time we were in the house and we were asleep and woke up the next morning and we were outside the whole time. Look, you guys, the one thing that you didnt do that you were open about is you didnt wear masks and i have so many friends and so many people that are operating in these pods or quarantine circles and theyre talking about schools, maybe getting their kids together to educate. Your message to them is do not do it without a mask. Yeah. Thats the real message is even though we were outside and we tried to say socially distanced, even then eight people out of that 11 are now positive with symptoms. So, you know, thats really the message to people about this and they were hit harder where people are very reluctant to have these gatherings and i can tell you from experience and looking at the lake while we were there, every single house was packed and it looked like it was fourth of july weekend. When you talk about alabama. Youre right. Things are different in new york right now, well see what happens, but theyre different in different states and the state of alabama has seen the sevenday average for cases and the governor has issued an executive order, but it expires on july 31st. Its the 22nd today. Does it need to be extended far beyond a week from now. That would be my recommendation. In our case, i truly trust masking. Weve been doing it religiously for five months and the weekend that we didnt do it regardless of we were outside, i would extend it until there is no more Rampant Community Spread of the virus. Doctor, thank you for your candor this telling us this from when you say was your mistake. Good luck to your wife and congratulations on the little one on the way. Jim . Wish them the best of luck. New this morning the president of brazil who expressed doubts about the outbreak has now tested positive for covid19 for the third time. Jair bolsonaro has been working in semiisolation since july 7th when he first announced he tested positive. He initially said he had a lowgrade fever and no serious symptoms. Hes walked on the grounds of his residence to greet supporters since he was diagnosed. You see this yesterday. He did tell this crowd he hoped his latest test would come back negative so he could go back to work and a third positive test for the brazilian president. A potential covid19 vaccine being developed by Oxford University is showing some early promising results this week. Thats right. The first indicators of whether it will work really could come from south africa where it is being put to the test in the middle of a covid surge there. Our David Mackenzie joins us live in johannesburg. Theyre looking so closely at what the results are there. Poppy, jim, good morning. Yes, this is a critical trial of the oxford experimental vaccine thats just happening a few miles from where im sitting right now. We went inside that effort and we were ride in the middle of a surge here in johannesburg in south africa that makes it incredibly challenging and possibly very promising. The oxford vaccine produces a strong immunity response in patients. Reporter it was announcement he was hoping for. This isnt it, right . This is far from it. Reporter the head of south africas arm of the oxford study is far from comforted. Thats what keeps me awake at night that were doing the study in the african continent and in a pandemic. Reporter madhis team is testing the experimental vaccine in the middle of a covid19 storm. Theyre finding enough negative volunteers to make up their 2,000 participants study is a challenge. It might be that we failed, not that the vaccine doesnt work in protectioning people, but simply the force of exposure is so tremendous, so this will test the method. Reporter south africas number of confirmed cases now ranks among the highest in the world. What happens here over the next few week, the w. H. O. Warns is a troubling marker of what the rest of the continent could face. We could experience multiple waves of an outbreak for the next two to three years. So the thing that will probably break the back of this pandemic at the end of the day, not just in south africa, but globally is the vaccine. Reporter in just the last few weeks, the nurse has seen colleagues who are ill and family, too. By doing this for me it means a lot because we are not only trying for our lives and for our families also. Her hours here at the trial site are long. Same for the team inside the lab working seven days a week, 16 hours a day, but no one is doubting their sense of purpose as cases surge. All of the potential payoff when the South African results are expected to be released in november. If the vaccine works and the circumstances in south africa then and the vaccine would work anyway. Its high risk, high reward. Exactly. Reporter these scientists are exhausted working so many long hours to try and figure out whether this vaccine has efficacy in the general population, jim and poppy and if they manage to do it here, theyre hoping for solidarity when it comes to access to any vaccine that works because everyone is in it together. Are wealthier countries going to get more of this, whatever proves to be effective. Great reporting. Thanks a lot.
