In the entire state of arizona. California and texas just saw the most deaths in a single day since the beginning of this pandemic and the situation is getting so dire that dr. Fauci said this. I think any state thats having a serious problem, that state should seriously look at shutting down. Its not for me to say because each state is different. And minutes from through, we are expecting landmark rulings on whether the president can block the release of his tax records and his financial documents or not. The Supreme Court will weigh in. Were covering all of this. Lets begin in miami with rosa flores. What more do we know about the hospitals there . To think in the state of florida, 42 hospitals are completely out of open icu beds. And some of them are right here in Miamidade County, the epicenter of the crisis. Look, here in the state of florida, the state reported nearly 10,000 cases yesterday. The positivity right here in Miamidade County is 28 . When we last talked yesterday it is 27 . When you look at the number of hospitalizations in the past 13 days, they have increased 70 . Icu beds, 84 . Ventilators 116 . Now, despite all of the facts and figures the state of florida is requiring schools to reopen in the fall for inperson instruction, but heres the thing. We talked to both the superintendent in broward and here in miamidade counties and they say that so long as this county is in phase one, it will not reopen. Take a listen. Both federal guidelines and state guidelines basically dictate any county or community that isnt in phase one is unable to open schools. That is the federal and state guidelines at this point. I think it would be counterintuitive with cases increasing, with restaurants shutting down again, for us to pack up schools. It does not make sense. Now, on to jacksonville, that city was deemed a hot spot by hhs. The federal government setting up a testing site there and now a legal battle is brewing. A group of attorneys have filed a lawsuit against that city, poppy, because they are hosting the rnc there and according to the complaint, they claim that it is going to hurt the health and safety of the citizens of that city. Poppy . Rosa flores, thank you so much. Lets get to ed lavandera from texas, in dallas specifically, which has just reported the states highest number of coronavirus deaths deaths, not just contractions, but deaths since the start of the pandemic. It seems like every day disturbing and troubling records being set here in texas. 98 deaths reported on wednesday. That is by far a record high in the number of deaths reported on any single day since these pandemic numbers have been released, dating back to march. Over the course of the last two days, more than 20,000 new cases of coronavirus have been reported. We havent seen those numbers at all as well. Couple of graphics here i want to show you that really show you the troubling trend lines here in the state. The first one is the five day average of the number of coronavirus cases in the state. Look at the trend lines over the course of the last three weeks. Then look at the trend line for hospitalizations in this state, and this is one of those factors that state officials here having saying that theyre looking very closely at. Just look at the trend lines there as well. The hospitalizations if you look back over the course of the last three weeks on june 18th, there were about 2,900 people hospitalized. That number is now approaching 10,000. Thats about a 30 jump in the last three weeks. Then the other troubling number, poppy, is the daily positive infection rate when you look at that, state officials here had said that they had been hoping to get that under 5, 6 . That would be a good sign. On may 26th, that positive infection rate was just over 4 . Today, it now stands at 15 and that is a record high as well. Poppy . Wow. Ed, thank you for that reporting. Lets go to our evan mcmorrissantoro who joins me in phoenix, arizona, again this morning where as of last night, evan, there were only 145 icu beds available. Not just where you are but across the entire state. Thats right, poppy. Im in phoenix and that 145 bed number to put it in perspective, that is the lowest number reported by the state since they began making that Number Available to reporters back in march. So its a tough number, it shows how dire the situation is here. Lets look at a couple graphics and explain the situation just where we are right now. Look at the fiveday moving average of new cases. You can see that number going up. Cases per 1,000 residents you can see that number, that graphic showing, you know, all over the state, everywhere experiencing the rising pandemic spike now and the hospitalization figures also on the rise. Right now, where i am is on 24th street in phoenix, which is another testing site set up trying to alleviate some of the testing problems they have had here. Theres a mile and a half of cars waiting to get in to the Community College parking lot and theyre hoping if they can get the testing going, they can get a better handle on the pandemic and maybe mitigate it. But the problem is it takes seven to ten days to get your results once you get tested here this morning. The way it works is they will email you if youre negative and they will call you if youre positive. But it will be a week after you get tested today. Poppy . Thats been a major concern across the country, labs are overwhelmed. Its taken longer to get tests back and what do people do while waiting for the tests, they dont stay at home alone. Im so sorry to hear thats the situation there, thanks a lot. The head of the cdc now says the agency will not be revising the guidelines to reopen schools. This is after you have to remember the president complained about the guidelines saying theyre the tough and expensive. Lets two to joe johns at the white house for more. I watched the interview with director redfield, it was hard to understand exactly where the cdc was on this, but the background that matters so much, right, is that when states were reopening the cdc did reverse some of the guidance on how to reopen safely after the president complained about it. But this time they wont with schools . You know, thats the whole point. This morning, we are seeing once again the sort of garbled, confused messaging thats been a hallmark of coronavirus in america. And this time it involves Americas School children. It started not surprisingly with a tweet from the president who yesterday wrote on twitter that in his view, those guidelines that the cdc put up on the schools were too expensive, they were tough and his said that he was going to talk to the cdc in order to try to get them changed. At a briefing yesterday, then we got the information that apparently the cdc was going to change the guidelines, but this morning on abc the director of the centers for Disease Control said no, theyre not changing the guidelines but theyre going to send out some more information. Listen. I want to clarify, really what were providing is different reference documents. So our guidelines are our guidelines, its not a revision of the guidelines, its just to provide Additional Information to help schools to use the guidance that we put forward. So what are the guidelines . We have a thumb nail and pretty brief. Wear masks, six feet apart on the desks in classrooms. That seems to be one of the big problems because of classroom space. Stay home when appropriate, stagger arrival and dismissal times and have backup plans. Now, the other point that really needs to be made here is this isnt just an example of the feds not having their act together. Its much more important than that, because in a Global Pandemic people need clear information to do the things they have got to do and theyre not getting it. Its also a clear example, poppy, of the fact that the president continues to undermine his science and Health Experts, not just dr. Redfield, not just the cdc. But also dr. Anthony fauci, the top Infectious Disease expert in the United States and we have seen a number of examples of that. And to the detriment of the health of the american people. Minutes from now, the final day of the term, the Supreme Court will issue its opinions involving the president s tax records and financial documents. Jessica schneider is joining me now with more. Good morning. Lets separate the cases so people understand the difference here. Lets begin with the vance case which is about the tax records of the president and what is at stake here. Yeah, the president , poppy, has gone to Great Lengths and Legal Expense to keep his legal documents and in particular his tax returns from the public. The vance case is seeking eight years of the president s personal and business tax returns. Its all part of a criminal probe for a grand jury investigation about those hush money payments that Michael Cohen made to Stormy Daniels when she alleged an affair with donald trump. Theres an investigation as to whether the Trump Organization broke any laws when they repaid Michael Cohen, but the president s attorneys in oral argument making a broad argument in front of the Supreme Court saying that the president , not just donald trump, but all president s have temporary president ial immunity from criminal investigations while in office. The justices though, they seem to be skeptical of that argument and even in the District Attorney got the tax returns they wouldnt be seen by the public because of secrecy rules. Yeah. Thats important to know. Because of the election. Lets talk about the houses case here which is the mazars case and the request for a number of financial documents from the president and his family. Yeah, the justices did seem a bit more skeptical, in particular the conservative justices saying, look, where does legislative purpose end and president ial harassment begin . Three different committees in congress are seeking really a broad array of financial documents from president trumps Accounting Firm as well as two banks. But, you know, congress is saying we need this to further our legislative purpose, to look into government ethics laws. They made a broad argument but the president s attorneys really did harp on that point. That this is president ial harassment and where does it end. So well see what the Supreme Court decides here. They are looking for people at the highest risk of getting sick from covid19. And heres the reason. If you vaccinate a bunch of people who stay at home all the time, well, they wont have the chance to get the virus so you dont know if the vaccine is working so they have a preference for people who are out and about more where coronavirus is prevalent. Poppy . Okay, Elizabeth Cohen, thank you very much. Im joined now by andy slavitt from the centers for medicare and Medicaid Services under the Obama Administration and dr. Ross goldberg, president of the arizona medical association. Dr. Goldberg, let me begin with you because youre in arizona. We know the dire situation there with covid right now. You said theres major concern about resource availability, staffing, everything being overrun at this point. To your point, yesterday i had a doctor on, a former medical school professor, who talked about in arizona he said they have implemented what is known as a crisis standard of care which means they have to decide who they treat and they dont. Older people who may not be treated treatable or cured in the hospital are being sent to potentially die he said. I asked the phoenix mayor about that and heres what she said. Unfortunately, our medical professionals dont have the resources they need and so they are being asked to make difficult decisions. Are you seeing that happen in arizona . Well, first, good morning, thanks for having me. So i actually work at valley wise health, the public hospital. We are in crisis standard of care, which is basically how we allocate resources but i remind everyone, triage is what we do every day. Well put them in order of who gets treated. I have not seen that, at least in my institution, nor heard it locally so far. People are being stretched with resources. But as far as i know, everyone is being able to get care so far. Do we have to be mindful how we do it, yes. I know thats what were doing at my institution every day. Andy, id like you to weigh in on what the president just tweeted a moment ago about this. Give us a reality check. Let me pull the tweet up on the screen. For the 101th time we show so many cases compared to other countries is that our testing is much bigger and better. We have tested 40 Million People. If we did 20 million instead, cases would be half, et cetera, not reported. I mean, hes wrong. Youre looking at theres a mortality rate in this country thats higher than so many, but at the same time, you have got a higher percentage of tests turning up positive and more hospitalizations. That has nothing to do with the numbers in texas, correct . Correct. And first, i want to say thanks to dr. Goldberg and your team there for the heroic work youre doing across the state and across the country. Unfortunately, were not testing nearly enough people and evidence of that is that we see cases growing wildly in the community for people who are untested. People are waiting eight to ten days to get a test result that doesnt happen if youre testing enough people. Unfortunately the number of cases are growing more rapidly, so were not keeping up. Were about where we were in march and april where we have likely eight to ten more times more people getting the cases every day than can get tested. So this is both a failure of containment, its a failure to test and of course its a failure to tell the truth which i think is deeply troubling to us. Of course it should be. Look, the White House Task force, we heard from them yesterday and dr. Goldberg, id like you to listen to how dr. Deborah birx painted part of the picture there in arizona. The sevenday average is showing some flattening and i find that encouraging. Equally encouraging at this point, because we know the test Positivity Rate is the first thing to increase and were hoping that it heralds a stability in arizona of at least reaching a plateau in their curve. A stability in arizona, and a plateau and a curve, and one in four tests have come back positive. What do you see . Look, we all hoped for a flattening and a stabilization. We havent seen it yet. With everything with this virus, everything is time delayed. So right now, were seeing a surge of hospitalizations. Were seeing it at my hospital. As many as we discharge we get that many more coming in. The numbers are going up. We are still hoping things slow down, but, you know, as people continue to go out, congregate, dont wear masks well continue to see the numbers rise. Look, we pray for it to slow down but right now we cant tell. As was previously mentioned the testing. If we need to get more testing done to make sure were getting ahead of this thing. You actually to speak about your personal experience, dr. Goldberg, you say you were fired by a patient for wearing a mask . Yeah. So obviously, i have been on promoting the good tenets of social distancing, good hand hygiene and mask wearing. As a surgeon im used to wearing a mask for my career and i went on to the local television station and mentioned that and got a message to my office that i was no longer that patients physician because i went on and advocated for mask use to protect the public. Wow. All right. Andy, lets talk about vaccines here. We talked with our Elizabeth Cohen about, you know, the trials that are going on and humans being able to actually volunteer for them. But you have said something pretty sobering about a vaccine because i guess i just assumed this would be like the mmr vaccine that my kids get and it would be almost 100 effective. You think its more like the flu vaccine and 40 to 50 effective in people. Is that right . Yeah. I dont think we know but we should assume this is more like the influenza vaccine. We should assume theres more than one vaccine and over time the vaccines will get better. Look, this is not a shot at a failure. This is amazing speed that we will get our first vaccine according to the scientists that i talked to. Sure. But its part of our arsenal. I think if we think in our head theres a prevaccine world and a post vaccine world where everything differs, its not likely to be that way. Its more likely to be that well see gradual improves and new procedures like dr. Goldberg is using to keep people alive and healthy. Andy, to put a button on it, i have you know close friends, family members, very intelligent people who in no way are against vaccines in general. Saying to me, i dont know. Im probably not going to get the first one. I think its going to be rushed. What do you say to them . So, look, its going to be critically important that the people making the vaccine that they share all the data. If they dont share the data and we go through this trial, and the fda were to authorize an emergency use authorization, we have seen that movie before and people would be rightfully suspicious, particularly if it happened in october. On the other hand, if they share all the data widely for all of the scientists to see, i think people can reach a pretty good consensus, that the vaccine is safe. So far, the word i hear on the oxford trial, not the one not the moderna trial, but the oxford trial which is already under way is pretty good results and not safety concerns. Now, Los Angeles Mayor Eric Garcetti says his city may have to return to a stay at home order to reverse course. Lets go to sarah sydner in los angeles. How likely is that, sarah . Look, at this point its dire. We are seeing numbers increase. California recorded more than 8,000 new coronavirus cases on wednesday. Los angeles county recorded the worst day of a death toll in more than a month. We are now seeing the numbers rise in the death rates as well, just slightly. That means that california hospitals are also preparing for a surge. You have cases rising. You have the rate of infection rising. You have hospitalizations rising and now were seeing a small uptick in the death toll. The mayor is explaining who seems to be getting infected and imploring them to do their part. Today more than 50 of the people who are testing positive in Los Angeles County are between 18 and 40 years of age. Remember just two weeks back it was 40 , today 50 of those cases are with our younger angelenos. So to Young Angelenos and angelenos under 40, please do your part for all of us. To parents, i need your help. And remember, you know, this major uptick is likely cases that began during the memorial day. Thats probably what were seeing in hospitals, hospitalizations up 44 . Again, the mayor imploring people to please do their part, selfdistance and wear those masks. Yeah. Thank you for that reporting from los angeles this morning. As cases rise and the president pushes to reopen schools, there are a lot of teachers and College Professors who are very worried. Paul kellerman is one of them. His essay in esquire caught our attention. I shudder teaching in a room of super spreaders because theyll comingle. This is the nature of College Culture with campus serving as a petri dish for the spread of the virus. Professor kellerman joins me right now. Thank you for being here. Good morning, thank you for having me. I know youre very worried. I also know that penn state has put together a task force of 16 different groups, 250 different people, of part of the back to state reopening plans. What is it about the plan that they presented that you think is not adequate, that does not make you comfortable to go teach . For me, i had the option of teaching at home and im going to teach remotely because the college of liberal arts is allowing us to do that. Its not that way for all, faculty members at all of the colleges and the university. I worry just you had on just before now, talking about the spread among young people. I love the students at penn state. They have such enthusiasm, but as i said in the essay i could relate. I was a student once. I still am a student in some respects. And i see how strep throat and the flu just zooms through campus every year. This is far more contagious and far more deadly. So basically, your request, it sounds like to me, professor, is let everyone choose. Let every professor have the choice that you have. Absolutely. I have colleagues who want to teach in person and i hope that theyll be able to do that. If conditions allow. The way i teach, i teach mostly discussionbased classes and workshopbased classes, and the idea of trying to teach live where students are 6 to 12 feet away from one another, im up front behind a plexiglas window, is not conducive to the way i like to teach. If i teach in a large classroom, the sort well need to use for proper social distancing, sometimes i teach classes that are too large for the class im teaching. I will stroll around the room, engage students. I wont be able to do that. So for me go ahead. I was going to i want you to respond. We got a statement just this morning to what you wrote. And here is part of what penn state is telling us. The curriculum we developed to meet Health Guidelines will be a flexible mix of in class remote and online with masking requirements, physical distancing, hygiene stations and more in place as guided by faculty and other Health Experts and that the university does not expect faculty who are immunocompromised to teach in class. From this statement it sounds like they are going to give everyone an option. Have they told you that or do you not see it that way . Oh, no, some of the messages that we have received from Central Administration have been contradictory. But we all recognize and i speak we all because i include my colleagues as well. We recognize the plan is developing. And its evolving over time. The essay i wrote is a snapshot in time where i was two or three weeks ago. Ideally, things will change. And everyone and i mean everyone who teaches as well as the staff will have the option of doing whats best, doing because were all professionals and as the dean of the college of liberal arts has said, he has a lot of confidence that we know best how to do our jobs. Some of our colleagues as i said at other colleges, other campuses, are getting a message that they infer is pressuring them. Yeah. Whether they are or not, i havent seen the messages. I just know their reaction. I hear you. And now we do have this most recent statement from the university so hopefully this will help clarify it for all of them. I know, you know, those of us with students, kids in school, you know, our concern for other reasons, you guys are concerned and i completely understand it and people need direction. If you look at the last four months, nearly 50 million americans have filed for Unemployment Benefits. That is remarkable. They have fallen steadily but still, they are way too high. Its just is unrelenting, the pace of the layoffs and the furloughs. Another way to look at this, poppy, think of everyone who was working in the beginning of march. Now, 30. 6 people lost their job over the summer and some states even worse. You look at georgia, it has a really high rate of people who have filed for Unemployment Benefits. Kentucky, oklahoma, hawaii, alaska, i mean those are just catastrophic levels there. On top of that, theres a real concern about evictions coming, mass evictions and the new survey that a third of americans missed their july housing payments. Yeah. This is from the apartment list. Com and thats up four months in a row of really high, high rates of people not paying all of the rent. In some cases theyre paying some of the rent but not all of it. Its highlighting the benefits cliff that is happening here. Evictions have been paused during the covid pandemic because of law to protect people. People who are unemployed are getting 600 extra a week to make their bills and that expires at the end of september. That highlights the financial cliff well go off of here once the stimulus runs out. Also, government stimulus like the ppp program or the c. A. R. E. S. Act have kept a lot of people employed and when you look at the headline this morning out of United Airlines, that exemplifies how many people could lose their job still in the fall. We know the airlines have said that their business will look different on the other side of this, but when the c. A. R. E. S. Act and the funding runs out later this fall there will be fewer people working at these airlines and united has sent a letter by law it has to do it, 60 days in advance to 36,000 front line workers telling them theyll be out a job once the funding runs out. These are the gate agents, flight attendants, pilots. These are the people who, you know, keep these planes running and keep people safe in this business and the airlines are just saying, look, its not going to be the same. Thats almost half of their front line workforce. Yeah, 45 , its a big number. We heard from american, 20,000 workers they have identified at risk for layoffs. So the industries will look different, you know, once we get to the other side of the pandemic. We are still in it right now and that underscores the need for action from congress to make sure that theres enough support to get to the other said. Yeah. It sent warning notices to about 45 of its frontline workers or 36,000 of them saying they may lose their job come october 1st. Well update you, of course, as you have now. Brazil has now passed 1. 7 million cases and their Health Ministry recorded more than 44,000 new infections in just the last 24 hours. Our correspondent bill weir has more on what they are doing to try now to mitigate the spread. Reporter well, it is another day of more open shops, restaurants and bars in cities like sao paulo and another rising number of covid19 cased and mortality. They are up to averaging over 1,000 deaths a day now, and among the infirmed and the confirmed infected now, of course, the president of brazil, bolonaro doubling down on using antimalaria drugs and hard work to get brazil back up and running. An association of brazilian journalists is threaten to sue the president for endangering their lives by removing his mask during the press conference to announce that he had the coronavirus. This fight goes back to a battle that went to the Supreme Court over properly releasing covid19 daily numbers, infections and deaths.
