Its difficult to imagine us getting together in the thousands any time soon, so i think we should be prepared for that this year. When is this over . I say, personal opinion, its over when we have a vaccine. When do we have a vaccine . 12 to 18 months. Lets not make the mistake of pulling the plug too early, as much as we all want to. I fear if we open up too early, and we have not sufficiently made that Health Recovery and cracked the back of this virus that we could be pouring gasoline on the fire even inadvertently. In pushing for a reopening, the white house often talks about and promotes the 3. 3 million tests given so far in the United States. What Health Experts say is we need to see that kind of number in terms of testing every week, or maybe, jim, every day. Were well behind in terms of percentage of the population, other countries. Lets go to elizabeth cohen. Is there any evidence that the country or the states will get a capacity where they can do this broadbased testing any time soon . Reporter jim, for sure its going to take some work. Were talking about not just one kind of testing but two. One involves a swab that goes into the nose, thats typically how its done, and that shows you whether you currently have coronavirus. The other involves taking your blood to see if youve already in the past been infected. Both kinds of testing crucial in this outbreak. With the country shutting down, one thing that could help bring it back to life is this test. It tells you whether youve had covid19 and developed antibodies. If so, you could be immune. So these are the kinds of tests that we know will be critical in the future. Reporter on wednesday the u. S. Food and Drug Administration approved the second and third Antibody Test for the United States, especially helpful for doctors and nurses. I think really being able to tell them, the peace of mind that would come knowing you already were infected, you have the antibody, youre safe from reinfection 99. 9 of the time, this, i think, would be very reassuring to our Front Line Health Care workers. Reporter the concern now . Getting those tests out and distributed to hospitals and doctors offices. Meanwhile, more concerns about hydroxychloroquine, a malaria drug much touted by President Trump to use against covid19. I think it could be a game changer and maybe not. And maybe not. But i think it could be based on what i see. It could be a game changer. Very powerful. Reporter but a new french study of 181 coronavirus patients suggests that hydroxychloroquine doesnt work against coronavirus, and the patients who took it had a higher risk of developing heart problems. The study has yet to be peer reviewed, but doctors in sweden and brazil say theyve seen hard problems, too, and are issuing warnings about the drug. The ultimate weapon against coronavirus would be a vaccine, but it will take many months or even more than a year to get a vaccine on the market, so until then, social distancing is the best we can do. Now, we cant emphasize enough, weve been talking so much about these treatments, these vaccines, but these are in process. Theyre being investigated. They are not available now. They are not in play right now. So its important to remember that we cant turn to these right now. The best thing we can do is stay at home. Jim, poppy . Yeah. Now to a new Clinical Trial happening in connecticut where doctors are treating current coronavirus patients with blood plasma from recovered patients. I imagine its about antibodies, is it not, in the plasma . Thats right. Thank you for having me. Id be happy to explain. Basically, in our search for tools to fight this pandemic, we came across an article that was published in a major american journal a couple weeks ago. And it looked at a series of cases, critically ill patients from china. A very small study, five patients, but they did receive convalescent plasma. And as you mentioned, convalescent plasma is fluid that contain antibodies. What are antibodies . These are basically cops or policemen that recognize the virus and are able to fight the virus. So the premise of the study is to get convalescent plasma from patients that have recovered from covid19, have a good enough antibody level and inject that into the critically ill patients that are on ventilators, respiratory failure and really have no chance of survival. So what have you seen so far, and who is getting this at this point . It would be reserved there is an exclusion criteria. It would be reserved primarily for those who are on ventilators requiring high oxygen. They are in a condition called ards which involves the lungs. Basically those are the patients we are studying. We are putting the nuts and bolts to the study currently and we hope to go live in the next day or two. Wow. Are there any other treatments, doctor, that have been working, showing signs of working . So i did this is one of the treatments that were looking at, but there are no proven treatments, though, for covid19, and there are a lot of studies going on worldwide, whether its hydroxychloroquine, chloroquine, remdesivir, compassionate use programs as. E as we race toward the development of a vaccine, the science is still out there what will actually be effective in terms of treating this condition. Doctor, before you go, are there risks also associated with a procedure like this that you guys are going to start in the next few days . So these are risks that we currently are aware of related to blood transfusions. It could be something as small as irritation of the skin, swelling, pain at the site to more rarer type of side effects that include involving the lungs or circumstance latory overload. But i think its going to take months to get through that whole sequence, and the last thing we should do is gather 10,000, 20,000, 50,000 people in one place. Im a big baseball fan, a big sports fan, but thats the thing i could live without to make sure people are healthy and safe and we get the basics back. Okay. Are you getting that help that you need, then, the precursor, those materials that you need, including supplies, et cetera, so you can be ready to test in order to reopen . No, thats been really hit or miss. If you heard the frustration from the governors, its really important that the federal Government Act as the central purchasing authority. Everything from masks to reagents, and then get that distributed based on need. Then well get the job done. Okay. So youre going to have the president today release his guidelines for reopening. First question is, are you going to list ten to the president on this or make your own judgment for the people of connecticut . Look, as you said, these are guidelines. Of course well listen, see what he has to say, see what dr. Fauci, dr. Birx recommend, whats a testing protocol that makes sense, how do we share data. At the end of the day, though, every state is different. Every governor will make up their own mind how to proceed. Can you, will you, recommend the reopening of businesses, schools, et cetera, restaurants in connecticut before you have broadbased testing to see who has been infected and how broadly . Jim, i think that would be really dangerous. Were ramping up the tests. We have to see what the infection rate is. We know what the hospitalization rate is. Here in connecticut were still on the upcurve in terms of hospitalizations and infections. Its going from the southern part of the state towards the northern part of the state. So weve got to be careful before we open the door again to schools and everything else. You see whats going on in singapore and hong kong. They have a second surge going on. I suppose im skeptical of this just given the experience of this country at the National Level and the state level on the rise of this. At the early stage of the outbreak still to this day, 3 million tests have been conducted nationally. Thats less than 1 of the population of the u. S. Countries like south korea has managed much more broadbased testing. What confidence should people at home have that as we get to the next stage of this, when were talking about reopening, that the u. S. Will demonstrate an ability to test that it clearly did not have as we got into this . Jim, no question, if we had gone after the mass, if we had gone after the testing agents a few months ago we would be in a very different position than we are today. Thats why in connecticut i think a lot of my Regional Governors are out there on their own. Im talking to local businesses coming up with their own testing protocols, getting their own reagents and such, seeing how much we can do ourselves. I cant simply wait for the federal governments guidance. But ill listen when it comes. I want to ask you, because right now congress is debating additional help to Small Businesses, as im sure you know, because a lot of Small Businesses in connecticut have drawn on this, that first cache of money is running out already. But there is a debate about the next tranch. More money is needed but republicans want to keep it like it is, democrats want to help get it to other places, minority businesses, Rural Businesses that dont have relationships with banks, et cetera. I wonder, given the urgency here, do you support additional federal funding for Small Businesses without those new provisions . Look, we definitely need additional money for the Small Businesses. The Service Economy is virtually shut down in half of our states right now. They have zero revenues, and to keep them intact, weve got to expand the loan program there. I like what the democrats are doing, theyre also saying we need more revenues for State Government, and that State Government goes to locals as well. Right now we get reimbursed for covidrelated expenses. I think that there is nothing that we have ever dealt with like this pandemic, which, therefore, makes this by far, i think, the most important vaccine or trial of any type that weve ever done. What are you finding in terms of i know its literally been just since april 7th that you have started this human trial in Healthy People who volunteered. How is it going . Well, as with most vaccines, we give kids vaccines the first year of their life, and as a result all the child illnesses our generation grew up with, we kind of wiped out. Eighth grade girls are taller than i am, and so i think the vaccines have been tremendously effective. We havent been successful 100 . We havent been successful against aids, we havent been successful against another infection called rsv, but we wiped out smallpox which killed off more than the wars in history. We hope that we will be successful against this killer virus that were dealing with right now. We have high hopes. Good. I spoke to Melinda Gates last week, and the Gates Foundation is funding part of this effort, and i asked her specifically about this trial through anovio, and she said that it is promising. Thats her word. One thing that i find so interesting is that your trial does not actually include any live covid19 virus. So how does it work . Well, most vaccines that we do nowadays do not contain live viruses. What they do is they have the dna genetic code that is found on the cell wall of the virus, so that when we inject this into the human host, the immune system recognizes that dna code as a foreign object or foreign invader, develops antibodies against that dna code. Therefore, when the real thing comes along, when the virus comes along with that same dna code, we have antibodies that are able to neutralize that virus and basically then prevent the infection from occurring. Lets talk about the unknowns here and some of the risks, because i know there is something called disease enhancement, and that is where a patients immune system can actually respond negatively to a vaccine. What do we know about that in this study . Well, we dont know anything about anything in this study and thats why were doing the trial. This is a theoretical consideration that i think in the consent form is discussed. Ive never seen this particular thing happen with any of the hundred vaccine trials that we do. The inflammation that is occurring as a result of the vaccine is the same inflammation thats fighting and killing off the virus. Potentially that inflammation could cause some problems with more inflammation of the lung tissue. But i think its a theoretical consideration, one that we havent seen in any of the hundred vaccine trials that we do, and i think as everybody is aware, vaccines are basically given, ten of them, to our children when theyre first alive. This is a concern im not too worried about. I take my fouryearold tomorrow for more vaccines. Final question is this. You mentioned at the top that there are areas that we as a society just havent been successful in terms of aids or rsv with vaccines. Do you have any question as to whether or not a vaccine, a successful, foolproof vaccine, can be created in the next year to 18 months for coronavirus . Its the 100,000 question, 100 million question, is will this virus be more like the smallpox virus and not change, will it be more like the flu virus where maybe every several years we have to consider a change, or will it be like the rsv virus and the aids virus that are constantly mutating and, therefore, a vaccine will not be significantly effective. We certainly hope that were dealing, like the other coronaviruses, with one that wont continue to change. Weve had mers and sars outbreaks that were similar viruses where that wasnt the case. The struggle continues. How many of those jobs come back, how many Small Businesses come back . In the last couple minutes, im seeing that money is out. The Payment Protection Program is tapped. Theyre not accepting any new applications. Debates adding more money to this. That is the key, right . Is this aid enough and does it come quickly enough to keep Small Businesses from shuttering permanently . Its been amazing to see how quickly the federal reserve, the white house and congress have acted to try to minimize the permanent economic harm that could happen here because of this health risk. Matt, let me i hate to be the pessimist here, but i think this recovery is going to look so different. And you have some really important reporting this morning on this. We just saw, you know, in the last few weeks the biggest stock market rally weve seen in 87 years, then the fall yesterday. I think hearing from governor newsom, for example, talking about the reality months down the road. You go into a restaurant, you have a paper menu, you wear a mask. Going to stores is different. Do you think that wall street here has been underestimating the longterm fallout in spending that could be ahead for us . Perhaps. That was 5,000 points in the span of 15 days, a 29 gain, just incredible. Wall street is clearly betting on a swift recovery, and the market is also relieved that the government is taking action to try to prevent a depression. But that optimism really doesnt seem to match up with what weve heard from the governors, what weve heard from the Health Experts, and economists. Theyre saying that, you know, this idea of a vshaped sharp recovery is probably too optimistic. Its probably going to be a choppier recovery until there is some sort of vaccine, and thats because of all this uncertainty about a second wave of Coronavirus Infections and whether or not social distancing will really be able to go away or if it could come back. As you mentioned, there are so many parts of the economy that wont be the same until there is a vaccine. People are going to be reluctant to go out to shopping malls, the restaurants, the baseball games, if theyre even allowed to do those things. They may choose not to, and that is going to hinder any sort of recovery. If there is a disappointment in terms of another spike of infections, a second wave, i do think that youll see the market suffer a pullback here. Well see, right . Reporter in midmarch, diane and edmond jasmine went to church where their son was a pastor. He thought they looked ill that morning. It turned out they were both infected with coronavirus. Last week pastor jasmine was recording a sermon when he got the dreaded message. I was preaching and i got the text, your father just passed. I kept preaching. Reporter two hours later, he got another message. His mother had also died. If someone told me, your parents are going to leave you, i would have not accepted them. It just was mindblowing. Reporter the jasmines live their whole lives in st. John the baptist parish which sits on the Mississippi River between new orleans and baton rouge. Its home of a sprawling chemical plants. Its often called cancer alley. This tiny parish with a population of about 45,000 people has the countrys highest per capita coronavirus death rate, according to a Data Analysis by the new york times. 569 coronavirus cases have been reported in st. Johns and 47 people have died. We are dying at unprecedented numbers right here in st. Johns. Reporter st. Johns president robert tailor leads a protest of activists. They believe longterm exposure to toxic air in their neighborhoods have made them more open to covid19. All of a sudden you see st. John at the top of this list, is it pretty shocking for you . I was shocked. The correlation is right. We have a lot of people here who are ill. Who are ill because we thought we were under attack. We must stand up to this if you breathe in these chemicals every single day, it automatically affects your immune system. Covid attacks are mostly people with low immune systems. Reporter some say residents in the parish were slow to take social distancing seriously to keep the virus from spreading. Its also a parish with Underlying Health issues. Epidemiologist susan hasek says more investigation is needed. There is no direct link between the chemical plants and people dying in the parish. We dont know if its 2 of the increased risk or 10 of the increased risk or maybe higher. We just dont have the information we need at the present time to be able to make that kind of statement. They cannot stop quickly if one of those iranian boats was to really make a move and there was concern about a collision, which at ten yards there well would be. They cant stop that fast, and this is how you get miscalculation. Its really important to notice, i think, that the guns on the decks of these 11 small iranian boats that surrounded six navy and coast guard ships, their guns are uncovered, but they are not pointed at the u. S. Navy ships. So this is harassment, very dangerous harassment. And one of the reasons its so concerning right now, of course, is the chairman of the joint chiefs of staff, general mark milley, has been cautioning publicly that americas adversaries should not miscalculate and think that the u. S. Or the u. S. Military is unduly distracted by the coronavirus. He is saying, you know, dont miscalculate. Were still out there. And the routine military missions go on. Poppy, jim . Well, the investigation now is done, and earlier today defense secretary mark esper said he would have to keep an open mind when the results of the investigation do come to him. The need for the rush to reopen is obvious. Just look at the gut punch economic numbers in the last month. Another 5. 2 million americans lost their jobs this week. That puts the total of people out of work due to coronavirus disruption at 22 million in just the last month. Part of the solution is better testing. Drug trials are another. They want all coronavirus patients who beat the virus to go and donate plasma. The vast majority of scientists, governors and even Industry Leaders agree the country simply is not ready.
