Workers, and now theyre offering a massive 1 trillion stimulus plan to help stem the fallout from all of this. The stock market once again lower. The stock market has erased all the gains made during the trump administration, and that happened in the last few weeks. This as we see the first members of Congress Test positive for the coronavirus. This from the cdc, young individuals are more at risk than previously thought. New numbers show that 40 of people hospitalized in the United States are between the ages of 20 and 54. So much to get into. Lets begin in new york city with brynn gingras. Cases are skyrocketing. Governor andrew cuomo, it doesnt sound like taking the steps at this point of sheltering in place. Reporter thats right. Listen, poppy, we just learned that were going to hear from new yorks Governor Andrew Cuomo in the next half hour, and every time weve heard from him, there have been more restrictions put in place. We will see. Every time we hear from him, we hear an update on numbers and the numbers go up even higher. He said this morning they did 8,000 tests in new york alone, so we already know the numbers are likely to go higher. But guess what, poppy, the mayor said in new york city its inching closer to 2,000 cases. We know there are federal resorts coming in, we know about the Naval Hospital ships. They wont be here for quite a while, but one of them is going to dock here in new york city. Were also learning about the call for nurses and doctors to come out of retirement and come back to the health force to help out with this demand, and were hearing thats happening, that large numbers are coming back to help, so thank you so much to them. Were also learning the army corps of engineers is working with the governor to help transform possible dormitories and possible hotels into hospitals. This is all taking place as we speak. Likely well get that update in about half an hour. The other side of this is the density, right . Weve been hearing about these restrictions, making sure people actually stay home. The governor said that workers who have people going to the office, they have to reduce that work force by 50 . Well have to see how thats bo working out, and hes been talking about the regional approach and now pennsylvania is part that far tristate area where all four states are participating in less businesses open, more closures, people being asked to stay home. Well update you more when we hear that press conference at 10 30, poppy. Okay. Well wait for that. Joining me now is dr. Sanjay gupta, our chief medical correspondent. Sanjay, thank you. So many questions i dont know where to start, but lets start with the new cdc guidelines essentially telling Health Care Workers if you have to make your own mask, tie a bandana around your face. Is that where we are . Its hard for me to wrap my head around it as well. In places where there is obvious Community Spread of the coronavirus, they are saying Health Care Workers, even if theyve been exposed and even if they have some mild symptoms, they can continue to care for patients if they wear a mask. Just not that long ago, maybe within the last week or last week, they said that those Health Care Providers would have been quarantined. And again, theyre now being told, look, if you have mild symptoms and youve been exposed, you can continue to take care of patients. That gives you a really good idea just how quickly things are changing. Thats from the cdc, and thats in direct response to the growing sort of realization that we may not have enough Health Care Workers, and if you start quarantining them as a result of their exposure, youre definitely not going to have enough Health Care Workers. Then on top of that, poppy, your point. In places where face masks are not available, which is many places, consider using a bandana or a scarf. I wouldnt tell people who are not Health Care Providers to consider doing that. I cant believe Health Care Providers who are taking care of patients possibly with coronavirus can be told this. It doesnt even provide a false sense of comfort, i think, poppy. I cannot believe it, either. Some other really troubling numbers about what the cdc has found in terms of young people, and that shows us that at least at the beginning, the beginning tranche of about 2,100 patients in the u. S. , 29 of those with the virus were between the ages of 20 and 44, young, and then 40 of the hospitalizations were between those and the ages of 20 to 54. Are we learning about the adverse impact this can have on younger people . I think so, poppy. Obviously, as we talked, you and i, all of us, are learning as we go along here, but this is quite striking because i think the narrative coming out of china, and in fairness it was at the very beginning of the outbreak, look, if youre in your 60s, 70s or 80s, youre going to be pretty vulnerable. Everybody else, if you get it, youre going to be fine. What theyre finding, some roughly 2500 people who have been confirmed to have this infection, about 20 of them, 500 or so, requiring hospitalization, and of the people in the hospital, again, theyre not just the elderly and people with preexisting conditions, they are people who are young as well. So people need to Pay Attention no matter your age, no matter where you live, no matter what you think your exposure is, and no matter if you have symptoms or not. Poppy, four out of five people who contracted this virus early on in china contracted it from someone who didnt know they had the virus. Wow. Let me repeat that. Four out of five people who were confirmed to have the virus contracted it from someone who didnt know they had it. Wow. Right. We have to behave like we have the virus. All of us do. Sanjay, one more question for you on this front because i think it. I have a two and fouryearold at home, you have young kids, so many of our viewers have young children. I have found some comfort in the belief, at least, that children were pretty much protected from this, and there are more, but the journal of pediatrics new study says toddlers and infants seem to be more vulnerable than we thought . They are, and the data is changing and growing with more patients. To break it down would be like this. Among the elderly, 20 of people who become infected become either seriously or critically ill. Among kids, its closer to 6 . But with toddlers and younger children, theyre saying its around 11 . So still lower, significantly lower than with adults and people with vulnerable conditions, but not kids arent totally insulated from this. We used to believe that they were. Theyre not. I think for you, poppy, as a mom, me as a dad, anybody, really, the basics still apply here. Keep the kids in as much as possible, but wash your hands, think of ways not to get the virus. Especially ways to spread if youre symptomatic. We want you to join us in this next conversation as Health Care Workers face this shortage we just talked about of supplies and personal protective equipment like those critical masks. Some hospitals in Washington State, if you can believe it, are start to go make their own. Theyre forming Assembly Lines using off the shelf materials like marine grade vinyl and foam to make masks. Becca joins me from st. Joseph health. Thank you for joining me. Is this what youre doing now . Because you say youre a few days away from being totally out the masks. Thats right, weve got significant concerns were going to run out of face shields and masks, basic isolation masks. As dr. Gupta said, were really not comfortable asking our caregivers to chair for patients with bandanas or scarves or no ppe at all. Were doing what we can to be able to provide them with the highest level of protection available once we run out of supplies. Sanjay, jump in here. The thing thats so striking, my own hospital here in atlanta, there is a patient who came in, they didnt necessarily suspect the patient had a coronavirus infection. One attending physician, six resident physicians and two medical students examined this patient, interacted with this patient, and then they learned the patient had the coronavirus. So all of a sudden, all of these people, seven physicians and two medical students exposed should be quarantined. You have to treat everybody as if they might potentially have a coronavirus infection, which means having personal protective equipment for every Health Care Provider as theyre examining new patients. Because this is circulating in the community, so its not just in unusual situations where you would put this on, you kind of have to use it all the time. Becca, that means we need a lot more of it than we anticipated initially if you have to treat every patient like they have the infecti infection. Is that your understanding as well . Sure. Its impossible to tell. If someone presents with a fever and our respiratory symptoms, its impossible to tell, is that a cold, is it the flu, or is it the coronavirus . In that circumstance we do need to use personal protective equipment. And were using ppe at a previously unheard of rate for that reason, because not only are our Emergency Rooms and our hospital beds so much more full than they were before, but we have to maintain such a high suspicion of coronavirus. So were using an exponentially larger number than we normally do. To both of you yesterday, we had ron klein on and he led the obama response to ebola and heres what he said that was shocking. We have hospitals that are breaking in the next weekend. Not weeks from now, months from now, in the next few days. Hospitals beyond capacity in the next few days. Is that your concern . I think that its a very realistic concern. We dont have indications that were at that point in our facilities, but i think its very likely we. Were running not only out of personal protective equipment but other supplies and the people to care for patients. If we dont have reinforcements and were not able to support these environments, it could absolutely happen. Sanjay, some numbers out of germany that are a little perplexing, and i wonder what you make of it, the number of cases that are existing in germany right now, the number of positive cases, is 10,099 and theyve had 20 deaths. Tell how theres less cases in the u. S. But more deaths. I hate to keep harping on this because i think we need to look in the front window rather than the rearview mirror, but the point is you cant really rely on these statistics at all. Theyre giving you some idea but its like looking at a pinhole right now at the overall problem. I think where you have larger numbers of people in china and other places around the world, you get a better sense of this, but one point i want to make with regard to deaths and the case fatality ratio, a lot of people think its that deadly, 2 deadly, 1 deadly. There is another way people need to think about this, which is what becca is bringing up as well, in italy, part of the reason the fatality rate is so much higher is the stress on the medical system, people who could not get care, people who could have been saved, sadly, who died because of the strain on the medical system. That does speak to how serious this virus is, but what is really driving up the fatality in some of these places, and frankly, many of these places, poppy, is the strain on the medical system. And thats the part that i think i need to sort of modulate myself a little bit here, because its a little frustrating. For two and a half months weve been talking about this, anticipating this. The projections are the federal governments own projections in terms of what were going to need. Ron klain worked on this back in 2014. We knew how many beds, ventilators, masks and all this stuff that we would need, and look at us. Were so far behind the curve that becca is talking about having to make their own masks and how do you ensure its going to do the job they want it to do . Its very hard to do this. Very, very hard. Reporter house leaders recognize the concerns that a lot of their members have right now in the aftermath of two house members testing positive for the novel coronavirus, those two members, of course, ben mcadams of utah, and theyre being told they dont have to get back in session until there is a deal reached between the administration, House Democrats and Senate Republicans on this massive trilliondollar stimulus package to prop up the economy that is now being negotiated behind the scenes. The house is expected to turn back into session. Theyre out this week. The house is still in session, but theyre planning to have a Conference Call to discuss the schedule, to discuss the real concerns that members have about their safety, about personal safety, about traveling across the country, about gathering with members and discuss all of this and make clear that they will have to eventually come back, but not until after that deal has been reached. Theres also discussion about limiting exposure among members, social distancing, voting in small groups, not having all the members congregate on the house floor. So some serious significant changes being discussed within congress. Already we saw some of those changes happening in the senate, how theyre doing their own voting in the last couple of days, but expect those decisions about how to move forward to continue in the hours ahead here, poppy. I was struck reading earlier this week when you told the New York Times this disaster is so farreaching the federal government will never be able to fully address all the requests for help. Lets just take fema. What can fema do on a National Level . Write checks. Every state, every territory, every federally recognized tribal government, and if everybody is going to go to the federal government for help, there is not enough resources. Fema and hhs are going to have to prioritize where things go. This is why its so critical that many governors already activated their eocs, and i think that fema needs to do is get out the checkbook, go 100 , say, do what we got to do, send out the checks and deal with it later. They cannot do this with their own capabilities. What is the difference between this or a National Disaster like sandy or Hurricane Katrina . Is it the disaster happened, and there was the fallout, but there wasnt the unknown of how pro trac tracted it would be . How do you plan for Something Like this down the road . We were preparing for h1n1. It never got to that point, but heres the questions were asking. Sandy was a geographical area that got hit which meant the rest of the country could provide resources. We could move teams across the country. Thats not possible in this event. There is little well be able to move because of vector spread, but many people are needed in their home states. Thats why i think its important to focus on what the governors can do if youre giving them the resources to get it done, so that the limited federal resources go to the areas that are the most dire situations. What about what weve seen closing the northern border except for commercial good, trade and essential travel to canada and the United States. California shelter in place. Its at least being considered here in new york, not implemented yet. Are those effective tools . Do we need to see many cities with shelter in place mandates . Again, i think this is so localized, but once you get to a certain point of spread in a community, these steps are really just designed to flatten the curve. You heard this over and over again, and as you heard previously, its about keeping a number of people in serious condition in the hospitals to a number where they can be treated aggressively and save their lives. We dont want to be like italy where so many people need ventilators, we run out, were having triage and were losing people we could have saved. What about the fact the president signed and sort of reenacted the 1950s disaster act, essentially saying in the worstcase scenario, we can use this to create more of the goods that are needed so much right now, masks, et cetera, ppes, but then qualifying it and saying, essentially, this is worstcase scenario. Are we not at worstcase potential here . Well, the way i always operated is its better to have too much than to run out of stuff. The defense production act gives the administration tremendous powers now in anticipation of what is needed. If youre waiting for a demand signal, youre too late. Were not going to pull the rug out in two weeks and say, oh, were cancelling the orders. Fair enough. We saw ford and gm raise their hands yesterday saying, were shutting down our plants making cars and trucks right now, but we can use those to make ventilators. Well see what happens, craig. Exactly. Thanks so much. Appreciate the expertise. Thank you. The American Farm Bureau Warning that there may not be enough workers to plant and harvest crops. So many of you, me, all of us with questions about food supply. Im happy to have land olakes president and ceo back with me. Good to see you. Good to be here, poppy. Its an important question for all our listeners. Is the supply food chain sound . Is there enough and will there be . I think there is plenty of food. Milk production is strong. Farmers are getting back in the field. Its time for harvest and citrus down in florida. So this isnt about whether we have goods available, this is a distribution challenge right now. I think youve heard many retailers say this is like blizzard conditions across the country coupled with christmas. I mean, this spike in demand at the retail level for consumers who want goods and want food is pressuring the sector, but not because of supply availability. Farmers and production is good and strong. It really is a distribution challenge at this moment. So what are you going to do if that distribution challenge gets even worse . I mean, can you rely on the federal government to get this food that you guys are producing to people, or do other private sector entities step in here . What do you do if there is a breakdown in delivery . This is something were coordinating across the industry and coordinating with retailers and with government agencies. Because, you know, this area, food supply, has been deemed necessary or an essential sector. So even when were stopping people from moving around in their area, our workers for processing plants, folks who are at the farm level and those in distribution, trucking, et cetera, are necessary in essential employees. Thats what weve been doing is communicating with governors, with secretaries of ag, and this isnt just unique to our industry, there are other manufacturers and others who are involved in coordinating with state and local officials in addition to the federal government. One thing people might not know about land olakes is essentially all your partners in this are the farmseers. We have some images to give people a sense of whats behind the company and the brand. I say this because this comes as the American Farm community said last night, theyre worried about labor shortages and that resulting in supply chain issues. What are you hearing in terms of labor availability . Immigrant labor is absolutely essential. Usually we have a few hundred thousand workers, for instance, coming into mexico into california. There are about 8,000 jobs, workers that are necessary. Thats a breadbasket. This is where produce is, milk, fruit, et cetera. There is a slowing down of this. What we are hearing is if you are a worker thats been there before, youve gone through the process, theyll likely support you coming in and working in the United States, but new applicants will struggle. We wont be able to probably source labor for new applicants. This is an issue in fisheries and the east coast, its an issue for citrus in florida. So it was important, frankly, before now, even in places where immigrant labor is slowing down and availability is slowing down. Weve had shortfalls in the sector for workers. That could get even more severe now in this crisis . I know you signed this letter from the Business Roundtable from congress to the president , we need a whole lot more. I have 20 seconds. What do you guys need as an industry to feed america . We need coordination from the federal, state and local officials. I think industry is trying, for instance, in transportation theyre focused only on essential goods. I think thats the right thing to do. Manufacturers across the country are willing to pivot in their manufacturing platforms to provide the goods necessary. On the food supply, i want to make clear, food is available. Farmers are getting into the field. Were moving goods. Milk production is strong. Were moving and coordinating across the sector, and so its not an availability issue right now. Thats a welcome message, especially right now. Beth ford, good luck to you and your team and the farmers. Thank you very much. Thank you, poppy. Moments from now, new yorks Governor Andrew Cuomo will hold a press conference for new york state. Were on it. Dont go anywhere. Governor andrew cuomo speaking now. It is a war in many ways, and government has to mobilize as if it is a war. The federal government is now engaged in a way they havent been. I think that is very good news. Ive worked in the federal government as cabinet secretary for one of the senior governors in the nation. I know what a state can do. I know what the federal government can do. And states dont fight wars. They did it one time in this nations history. It was a tragedy. The federal government has the capacity to mobilize the way we need society to mobilize today. And ive had numerous conversations with the president. I spoke with him again last night. He is mobilizing. Hes mobilizing the federal government. We had a number of meetings with different federal officials yesterday. And i think that is the best positive sign that the federal government is actually stepping up to the plate. You will see that this has been diagnosed, pardon the pun, as a Health Care Crisis from moment one. This has always been about one thing reducing the rate of spread so the Health Care System can manage it. And its been a question of math and projections, and it is still exactly that. Can we get the spread down to a rate that the Health Care System can manage . What is going to be the issue in the Health Care System . Its going to be the number of hospital beds, its going to be the amount of protective equipment, and most of all, its going to come down to ventilators, a piece of equipment that up until now was relatively inconsequential. But when you have respiratory illnesses and this volume of respiratory illnesses, all of a sudden the number of ventilators becomes critical. Just to give you a sense of scope, we have about 5,000, 6,000 ventilators that we can identify. We need about 30,000 ventilators. This is a nationwide problem. I was on the phone with the governors from the other states, with the National Governors association yesterday. Every state is shopping for ventilators. Were shopping for ventilators. We literally have people in China Shopping for ventilators, which is one of the largest manufacturers. So this is a major problem. Its an issue that the federal government can actually play a very constructive role. Theres something called the federal defense procurement act where the federal government can basically Order Companies to produce certain materials, and were going to need protective equipment in hospitals, were going to need ventilators. And that is something that a state cant do, but the federal go government can do. Also, as this has gone on, we said we are fighting a war on two fronts. Were fighting the virus and were fighting fear. And they are two totally different situations that you have to deal with. In many ways, the fear is more dangerous than the virus. I started working on disasters and emergency situations when i was in my 30s. My First Experience was hurricane andrew in homestead, florida. And i felt it. I saw on the ground what happens when people panic. And the panic and the fear is as dangerous or more dangerous than the hurricane. Ive seen it in floods, ive seen it in fires. We now have misinformation and fear and panic, which is as contagious or more contagious than the virus. We have to deal with both of them. Ive had some conversations that are just irrational with people who heretofore were wholly rational. I had a conversation last night with a businessperson from new york city who i know, who was panicked that new york city was going to be locked down, that there would be roadblocks, that there would be mandatory quarantine, he would be imprisoned in his house. I said, where did you hear that . Well, thats what they say, thats what im hearing, theyre saying. And i would say, look, i would know, right . Because i would have to authorize those actions legally. Its not going to happen. I hear it is going to happen. I know, but i would have to do it and im telling you im not doing it. It must have taken me 25 minutes just to slow him down to hear the information. When you get that emotional, that fearful, you literally dont process information. Clear information fr, Clear Communication from the media. Clear communication, consistent communication, because emotion, fear, panic is truly more dangerous than the virus at this positi position, in my opinion. The facts on the virus we know. Weve watched it from china to south korea, weve studied it here, we know the numbers. It is exactly what we said it was. Its exactly what we said it was from day one. We talked about the increased spread. We talked about the vulnerable populations, seniors, compromised immune systems, people with underlying illnesses. So we know what this virus does. We know how it communicates. And we know how to deal with it. Its not going to be easy, its not going to be pretty, but we know the trajectory of the virus. Lets just take a deep breath and make sure were all were acting on facts as opposed to acting on fear. When you act on fear, then youre in a dangerous place. The facts we can handle. Let me give you a couple of the new facts today. Just to recap, we said we have a plan of action. There are three steps. Flatten the curve, slow the spread, increase the current Hospital Capacity, and number three, identify new hospital beds. Do them all at the same time, which is the challenge, make government work, mobilize, operationalize, get it all done, get it all done today. On density reduction, this is a datadriven decision. Look at the increase in the number of cases, look at the Hospital Capacity, and do adjust and do everything you can to slow the increase of the spread so that your Hospital System can deal with the growth. We have been taking increasing steps on density reduction because the numbers have been increasing. And, again, this is driven by science and by data. We said voluntary work from home, mandatory closing schools statewide, mandatory reduction of state and local work force, mandatory tristate agreement on bars, restaurants, gyms, mandatory inoffice work force cut by 50 . We said that yesterday. The numbers have gone up overnight. I am going to increase the density control today. No more than 25 of people can be in the work force. Yesterday it was 50 . Were reducing it again, except the essential services that we spoke about yesterday. That means 75 of the work force must stay at home and work from home. Again, voluntarily im asking all businesses to have people work from home. As a mandate, 75 of your Employee Base must work from home. In terms of increasing current Hospital Capacity, our current Hospital Capacity is about 50,000 beds statewide. A majority of those beds are in downstate new york. Commissioner zucker is working with the hospital industry. Hes going to put out new regulations, assessing how many more beds we can get in our existing hospitals. Waiving department of health rules, waiving department of finance service rules, how many beds can we get in those hospitals. And were working on that aggressively. At the same time identifying new hospital beds. The army corps of engineers was with us yesterday. We had a very good meeting. Were looking at sites across the state to find existing facilities that could expeditiously be turned into health care facilities. And, again, when i said the federal response is very welcome, i want to thank the president. He said that he would bring the army corps of engineers here. They came here the next day. I spoke to him last night to follow up on a meeting. So this is Going Forward aggressively. Were also going to take a bold action but a necessary action offering 90day relief on mortgage payments, waiving mortgage payments based on financial hardship. Meaning if you are not working, if youre working only parttime, were going to have the banks and Financial Institutions waive mortgage payments for 90 days. That will be a real life economic benefit. It will also be a stress reliever for many families. Waiving these payments will not have a negative effect on your credit report. There will be a grace period for loan modification. Were not exempting people from the mortgage payments, were just adjusting the mortgage to include those payments on the back end. No late fees or online payment fees, postponing or suspending any foreclosures during this period of time. And waiving fees for overdrafts, atm credit cards. This is a real life benefit. People are under tremendous economic pressure. Making a mortgage payment can be one of the number one stressors. Eliminating that stressor for 90 days, i think, will go a long way. Again, well reassess as the situation goes on if that should be extended or not. Number of positive cases, total positive 4,000, number of new positive, 1,769. You see additional counties that are being added to counties that have cases. The spread mirrors whats happening in the country just as the spread has gone through all states, the spread is going through our counties. It was downstate first, its now moving upstate. New york now has 2,000 cases, Washington State 1,100 cases. Washington state had cases earlier because it went through a nursing home, if you remember, but new york state has more cases than Washington State, more cases than any state in the nation. And i made that point to the federal government and the president , and he understands that if there is a state that needs help, the state by the number of cases is new york. In terms of testing, we have tested now 22,000. We tested 7,500 people last night. Why are you seeing the numbers go up . Because you are taking more tests. People see those numbers go up, they get nervous, they panic. Look how many more people have the virus. Thats not how many more people have the virus. Youre just taking more tests so youre finding more positives. There are thousands and thousands of people who have the virus who were not testing. There are thousands and thousands of people who had the virus before we started testing. There are thousands and thousands of people who had the virus and who resolved and never knew they had the virus. Were still testing because you want to find those positive cases so you can track them down, isolate people and stop the spread. But you cant watch these numbers like the stock market and say, well, thats the indicator of anything other than the indicator of how many tests were taking. The good news is were now up to 7,500 tests. We were at one time doing 200 tests a day just to put that 7,500 in focus. Thats an increasing number of tests and youll see those numbers go up. The hospital rate is very relevant because, remember, this is all about the flow into the Health Care System. So 777 out of 4,152. Perspective, perspective, perspective. We know the virus, we know what it does, we know who it hurts, we know who it affects. Johns hopkins since day one has tracked this virus through china to 222,000 cases, 9,000 deaths, 84,000 recoveries, 129,000 pending. One last point. We talked about this is a government response, the federal government is doing this, State Government is doing this, government, government, government. This manifests on a number of levels, and the government response is obviously very important. But the impact, i think, is greater and probably greatest as a social phenomenon, and on people and on families, this is tremendously disruptive on all sorts of levels. It came out of the blue. For me in new york, it reminds me of 9 11 where one moment, which was inconceivable, just changed everything. Changed your perspective on the world, changed your perspective on safety. Children who were young at that time but of school age watched on tv. They didnt know if their parents were coming home. I think it changed their whole outlook on life after 9 11. This is a situation like that. Its obviously a totally different magmagnitude, but it like that. Its a moment that changes your whole life. Yesterday you were going to work, and you were going to go to the office party. Today youre at home and the kids are at home, and youre worried about health, and youre worried about your job, and youre worried about economics, and youre dealing with personal issues, and youre dealing with family issues, and its all happening at once. And then you turn on the tv and theres all this different information and nobody can tell you if this is going to be 30 days or 60 days or four months or five months or nine months. The stress, the emotion is just incredible. And rightfully so. It is a situation that is one of the most disruptive that i have seen, and it will change almost everything Going Forward. It will. That is a fact. Its not your perception, its not just you, its all of us. And its true. And its real. Nobody can tell you when this is going to end. Nobody can tell you i talked to all the experts. Nobody can say two months, four months, nine months, nobody. Its hard living your life with that big question mark out there. Nobody can tell you when you go back to work. People can tell you that its not just you economically, its everyone. Take comfort in that. Federal government is actually acting on an economic package. But its true, having your family all together is a beautiful thing. Its also different for a lot of people, especially for a prolonged period of time. So these are major shifts in life, and in the most emotional, stressful conditions that you can imagine. And i think my own personal advice is, understand it for what it is, and that its not just you. It has changed everything. And it will for the foreseeable future. And think through how youre going to deal with it and what it means. And even try to find a positive in it, right . Its a very negative circumstance. But youre going to have time on your hands. Youre going to have time with your family. Youre going to have time at home in this busy, hurryup world. All of a sudden someone said, okay, you have a couple of months where youre going to be at home with the family. No work, you work from home, but its a totally different situation. How do you use that . How do you adjust . Its not going to be done overnight, but it is something that everybody has to think through. My last, last point is to the younger people in our great state and in our great society, and thats why i invited our special guest here today, michaela. My grandfather andrea, my grandfather on my fathers side, his name was andrea. Im named for my grandfather andrew, italianamerican immigrant. When i was youngish, i was like 16, 17, 18, and i would do something that he didnt like, he would just look at me and he would say, we grow too soon old and too late smart. I would say, what does that mean, grandpa . Is that a criticism . We grow too soon old, too late smart. These pictures of young people on beaches, these videos of young people saying, this is my spring break, you know, im out to party, this is my time to party, this is so unintelligent and reckless, i cant even begin to express it. Now, i had a conversation with my daughter about this. Im governor of the state. I can order a quarantine of 10,000 people, but i cant tell my daughter to do anything, all right . And i have to be careful because theres almost an inverse response to a direct action. But i did say to all three of them, as soon as they could crawl, i used one line. What is the one line i used to say . Risk reward. Risk reward. Risk reward. I just posed the question. I couldnt offer an answer because whatever answer i offered, they would do the other. Risk reward. It makes no sense to go expose yourself to these conditions and expose other people. Expose other people. Michaela wanted to take first of all, michaela was graduating this year, and her School Closed to online courses. Shes not going to have the graduation. Were going to have a big party at the appropriate time. We dont know what that time is going to be, whether its two months, four months, six months, nine months, but at the first opportunity were going to have a big party, so thats going to happen. But she was deprived of the last year and the last few months of college, which im sure were a very intense study period. Thats what she was deprived of, a lot of studying. But thats a shift in life. But she was going to take a vacation on spring break and go with friends and take a trip and risk reward. And luckily she made the right decision, and im proud of her for that. No prompting from me besides the questions. Risk reward. What these people are doing is the risk does not justify the reward. Theyre putting themselves at risk. Young people can get coronavirus. Thats one of the other myths, young people dont get it. Young people do get it and young people can transfer it. And you can wind up infecting someone and possibly killing someone if youre exposed to it. Risk, reward. Questions, comments . Reporter they asked the feds for a 4 billion bailout. What if they cant get that from the feds . The economic consequences for the mta, the state budget, county budgets, village budgets, all the public authorities, its just a big question mark. Theyve all lost tremendous revenues, and were going to have to figure out as a nation how to deal with this. The ridership is down on the mta and the revenue is down on the mta, and say hello to every other Public Transit system in this United States of america. So its going to have to be a national response. Reporter how is shutting down transportation possible . Is there any plan . The mta will continue running. Theyre in a Central Service on the essential service list. And the revenues, were going to have to make do. Rob, do you have anything you wanted to add . Right now were looking at the ridership. Ridership is down in all of the systems, right, but the workers are there. The workers are running the trains, the trains are running on time, and new york city still has there are still some essential businesses and services that are flowing, so the mta is part of bringing people back and forth. Right now were looking at that, but every Transit System in the nation is facing the same reality. [ inaudible question ] were looking at the mta as well. Thats part of the discussion were having with the legislature right now. The entire budget is impacted. Were going to have to have flexibility in the budget to be able to prioritize Certain Services over others. As the governor indicated, the mta is an essential service for new york city. Remember, all these broad statements, we have to run a government. We have to run and service a society, right . We need the Health Care System up and running. Doctors have to get to work, nurses have to get to work, Health Care Workers have to get to work. We need police, we need fire, we need bus drivers, we need daycare workers. All those functions have to happen so we need a Transportation System because we need people getting to work. Refuse has to be picked up, right . All these functions have to continue. So when they talk about shut down, you know, we have to make sure were operational and healthy and functional. Reporter i know youve had trouble with the phrase shelter in place, but are you considering any kind of more stringent restrictions on people leaving the home or going to businesses or things like that . Yeah. I believe communication is important, and i believe words are important. Say what you mean and dont say what might alarm people. The level of alarm in this country, in this state, especially in new york city is higher than ive ever seen it. Somehow people have the idea that new york city may be quarantined, may be locked off, that they may be imprisoned in their home. I dont know where they get it. This is the conversation. I was talking about it last night. There is a smart person who i know for a long time, just panic, just fear. None of that is going to happen. None of that is going to happen. There is no quarantine plan for new york city. He said to me, well, you did a containment plan for new rochelle. My containment plan in new rochelle didnt contain anyone. It was a bad word. It meant to contain the virus. You could come and go in new rochelle, schools were closed, large gatherings were closed. But there was no quarantine containment. Well, you called out the National Guard. I called out the National Guard to help with food delivery and cleaning surfaces. By the way, we use the National Guard every time there is a snowstorm or a fire or a flood, i call out the National Guard. It does not signal
