Who is right . Joining me now is cnns Senior International correspondent nick paton walsh, he has been on the ground in venezuela many times. What is the latest and how serious a threat is this to the sitting government of nicholola madu maduro . Weve talked about this continuing protest movement inside venezuela but today is something very new. We are talking about juan guaido who has declared himself the interim president , is being recognized by dozens of countries including the u. S. And european union. For the first time as dawn broke saying he was in a military base standing up flanked by what looked like to be Venezuelan National guard, Venezuelan Army with riot Police Vehicles behind them and an Opposition Leader who is supposed to be under house arrest, lopez, to one of his sides standing there and saying this is the beginning of the end. This is what we call operation freedom and calling on people to stand up and get writ of Nicolas Maduro, whose presidency he considers to be illegitimate. That is a Staggering Amount of theater, but hasnt always managed to translate it into real on the street. Are what were seeing the first signs of possibly the military turning . Whats startling you are a seeing on those images are the blue arm bands that appear to be being worn by venezuelan soldiers who are sympathetic with the opposition, thats what we seem to be seeing and the fact that the tear gas that regularly flies at these opposition demos, they last hours, people throw rocks, they go home, this tear gas is being used on venezuelan soldiers themselves. That is very different. Should point out, too, weve heard from reuters and our reporter on the ground stephanie pozaban saying theyve heard what seems like gunshots in the past half hour or so. It could be blanks, could be rounds fired in the air, but it shows a certain sharpening of the situation which we havent seen before. Live ammo is not something ive seen used as much. Rubber bullets have been fired in the past. The big request he is what does the venezuelan government do. Their reaction, you have there on the screen the phrase attempted coup. They have used inflammatory rhetoric in the past years or so against their opposition. On a day like today to say this is a coup that just pours gasoline on to the oppositions fire gathering momentum for them. The people around Nicolas Maduro theyre calling his protesters out on to the streets. Thats not abnormal but it is abnormal to say can you please come around the president ial palace. Tomorrow was supposed to be a nationwide day of protest called by the venezuelan opposition, may 1st, dozens of places around the country to get people out on the street. Many thought the movement was flagging. They had external support but juan guaido hadnt trans plated that great as he is on social media of fanning the flames of protest. Is what were seeing on the streets today a change . We will know in the hours ahead. I didnt expect to see this, jim. Help us understand what were seeing on the screens here. Youre saying and you note what is important here is some of those soldiers wearing arm bands that appear to show that they do as guaido is claiming support him, support the opposition. The tear gas youre seeing is that being fired on soldiers by other soldiers . Does this indicate a split in the military now . I think what youre saying is some of that. I cant tell precisely because of the camera angle, but that looks to be around the main airport where we often see standoffs between demonstrators and the military. The military inside often fire out tear gas to keep people away to get kids chasing at the fences, throwing rocks, a lot of poverty and frustration at the heart of some of these protests. What we seem to be seeing is tear gas, you see a soldier throwing away that tear gas canister, tear gas being used against the military, that is startling. This is whats new about today and this is what takes us to a new place. No way proving those people in the military uniform are venezuelan soldiers, but there is a lot of them and they seem to know what theyre doing. Nick, stand by. Were going to bring in Stefano Pozzebon on the ground in caracas. These are startling images which appear to show some members of the Venezuelan Military who as juan guaido is claiming support the opposition here. Tell us what youre seeing on the ground and is there more reporting to back up that there is now a split within the military . Reporter yes, exactly. What were seeing here is military men, soldiers mainly on both sides, protesters have been gathering here today and inside the military air base where the forces known to Nicolas Maduro are staying. Weve seen both sides [ inaudible ] very short amount of time, shots, a lot of shots have been fired in a moment of tension between the two sides. Next to a place where im standing here stefano. Reporter yes. Its difficult to hear you and i know you are in the middle of it here, but to be clear you said you heard shots fired. Are you sure this is gunfire . Sometimes the sound of tear gas being fired can sound like gunshots, but have you witnessed gunfire. Reporter shots being fired for just a very brief amount of time. Calm backed up for a few minutes as the two sides were getting [ inaudible ] for a very, very short amount of time. [ inaudible ] juan guaido himself has appeared here on the scene in caracas. [ inaudible ] military base. Okay. Stefano, were going to stay in touch with you and continue to watch this. Certainly shocking events on the ground in venezuela as we speak there. The Opposition Leader juan guaido at least claiming that the military supports him, calling for a coup against the sitting president Nicolas Maduro. Our witness on the ground there, the reporter Stefano Pozzebon saying he has heard gunfire. We will continue to follow this story, the possibility of violence on the streets of venezuela. S. , Politics News this morning, numbers sure to make the current front runner very happy in the democratic race. Joe biden was already doing great in the polls before he entered officially. This morning five days into his third run for the democratic president ial nomination he is absolutely dominating. Check out a brandnew poll from cnn, the former Vice President now backed by 39 of potential democratic voters, that is more than twice the numbers supporting his nearest challenger Bernie Sanders. Nobody else in the 20person field is in double digits. Just a month ago looking back it was a lot closer there at the time, biden stood at 28 to 19 for sanders, but biden is not the only candidate who surged. Look at another one there, pete buttigieg, he is up six points from really a rounder error down at 1 earlier, up to 7 , tied basically for third place in that race. Biden campaigning today in cedar rapids, iowa, of course, another key voting state. Thats why we find jeff zeleny. Tell us more about these polls, not only is his support up, but hes dominant among nonwhite voters as well. A lot of numbers in here that look positive for the former Vice President. Reporter well, jim, good morning. To break all that down quite simply joe biden has come to iowa many times as a president ial candidate, he has never come in as a front runner, never come in with a bounce like this. Lets take a look inside some of those numbers to see why joe biden really has emerged over the last month or so in the strong position as he has. It is because he is really winning support across the board. Take a look at some of these. Among democrats and independents 41 of democrats, 34 of independents essentially doubling and more pst. On to liberal versus moderate or conservative, joe biden leading the way with 32 of liberal support, 44 of moderate support. Jim, the most important number that explains joe bidens dominance at this early stage of the race is as you said, 29 of white voters, but 50 of nonwhite voters. That is a key demographic in any democratic primary, africanamerican voters particularly africanamerican women voters. So this is something that joe biden is going to try and hold on to, but, jim, we should say this is early, very early, no doubt about, but coming into iowa as a front runner, a strong front runner, means that he has to hold that position of course. Jeff, you mentioned of course it is early, more than a year and a half out, weve seen leads like this change certainly in recent history and there is a number in this poll about how final in effect these preferences are. What has it told us . Reporter right. There is, jim. Lets take a look at this number, this is probably the number that gives other Democratic Candidates in the race hope. It is that 36 say they definitely support their candidate at this point, but 64 , six in ten, voters are open to changing their mind. Again, not surprising at all. Because it is an early stage in the race, people are still sort of formulating their opinions, but take a look at this. What voters would like to hear more from, who they would like to hear more from. Senator Kamala Harris of california, 23 of voters say they would like to marry who are from her. Elizabeth warren as well, 20 . Pete buttigieg 17 . So across the board you see that voters have a hung ring to hear more from some of these candidates. Thats what these campaigns are all about. These are national numbers, of course, the primaries and caucuses unfold state by state. So it is one of the very reasons that joe biden certainly cannot rest on his laurels by any means, but he is trying to convince democrats that he is the candidate to beat donald trump, jim. Hence he is of course in iowa today, with as in pennsylvania in recent days. He is looking at those key states. Tell us about the issues, though, here. What do folks list as their top voting issues for 2020 . Reporter well, jim, perhaps not surprisingly Climate Change is the top issue for democrats. Lets take a look at this slate of issues here. 82 of voters are saying that Climate Change is a top issue, 75 say medicare for all, guns of course 65 , free college 52 . So down the line there. But it is one of the reasons Climate Change certainly a central issue. As joe biden comes to iowa, jim, we should point out he campaigned in 88 here, didnt even make it to the Iowa Caucuses. In 2008 did not make it a day beyond the Iowa Caucuses. So the Iowa Caucuses have always extinguished joe bidens dreams, if you will. We will see if that is the same this time or its different, jim. Jeff zeleny on the trail in iowa. Thanks very much. Lets speak to david gergen, former adviser to four u. S. President s. These numbers sure to cheer the biden camp here. You look at the number among democratic voters its almost three to one for biden over Bernie Sanders. Hes clearly the front runner. How secure is he as the front runner . Hes secure enough unless a terrible mistake or Something Else comes up but he is very secure at the moment. You have to say the importance of this is in part that the polls the poll was taken as the anita hill story was in full flow and also after the story about, you know, whether his hands you put hands on too many places. So that neither of those stories seem to have made a big difference, instead he surged. Thats very important. I also think that as some were pointing out, a warning flag for Bernie Sanders. If you look at what the cnn poll calls the Younger Group under 45, biden is doing very, very well. Those are supposed to be sanders voters. Some of thats his base. So biden is winning across the board, as you say, its fluid, its early, but this is significant. Its a good start for biden. You mentioned sanders and how well biden is doing under what would typically be a strong base of support for sanders. Last night on cnn Bernie Sanders perhaps conscious of bidens strong start there, he went after bidens record. Have a listen and then i want to get your reaction. But i think when people take a look at my record versus Vice President bidens record, i helped lead the fight against nafta. He voted for nafta. I helped lead the fight against pncr with china, he voted for t i strongly opposed the transpacific partnership, he supported it. I voted against the war in iraq, he voted for it. Listen, Bernie Sanders is correct on all those points, those are all points that are driving issues for many in the left part of the party and yet biden is doing well. Does that show you that the party is hung ring more for a moderate than a liberal . It certainly suggests that. I think that for many independents that will be also welcome news. Because it has been a serious question, how much would the progressives the surging progressive wing of the party how much would it dominate the primaries, how much would it control who ultimately emerges and for people hong that democrats can only win if theyre center left instead of leftleft this is good news indeed about which direction where the gravity is in the party itself among voters. Thats how democrats react. Lets talk about trump. It is cnns reporting that he is being advised about i his own team not to give biden too much attention, that helps a potential opponent rather than weakens him. Trump watches polling numbers, hes sure to see this poll here. How does trump react . Does he continue to give his fire at joe biden. I think trump felt thread nd before this poll was taken. National polls were showing that he actually ran behind biden on a one on one National Race and i think thats one of the reasons he has been tweeting and going after biden some and now with this 24point lead among democrats for biden, hes sure to harden up and i think joe biden has been well advised to sort of answer occasionally but not all the time. I think it will be tiresome and you never know which way that would go if you spend 18 months back and forth and hitting each other. I cant imagine thats risky for biden. David gergen, thanks as always. Thanks, jim. Today as we noted joe biden will visit iowa for the First Time Since he officially entered the race in 2020. Joining me to speak about how the former Vice President stands in that early voting state, troy price, the chair of the Iowa Democratic party. Troy, good to speak with you this morning. You know, the cnn numbers biden was already the National Front runner based on prior polls but now hes way ahead nationally. Tell us how hes doing in iowa, though. Well, i think the Vice President is going to start with a very strong starts in a very strong position here in the state as jeff noted a little bit earlier. The Vice President s been here twice and has a Strong Network he guilt in 1987, back in 2007. He has worked hard to maintain those relationships. I think he starts in a pretty strong spot, but as noted its still early in this race, there is a lot of life cycles left in this race before the Iowa Caucuses next february. Its going to be a fun time. Iowa can produce surprises, it has repeatedly in election cycles here. What is the key in this cycle to iowa voters . Whats going to be the driving force among Democratic Candidates who want to move voters in this state . I think what democrats are looking for is someone who can beat trump. Is someone who can get back to the white house, restore someone there who is going to be able to fight for all americans. Thats what people are looking for. Theyre looking for someone who is going to fight and make sure everyone gets healthcare, that everyone gets a good education, looking for someone who will fight to make sure our towns, not just large cities but small towns are doing well and everyone is growing. Thats what folks are looking for out here. So, you know, thats what i see and hear when im out on the road and i hear from caucus goers and leaders, thats what were looking for. You mentioned those issues, again, some of this was in the polling nationally, what are the top issues for voters in this cycle. You know, impeaching trump way down there. We will throw the numbers up on the screen again. Climate change, you mentioned medicare for all, healthcare is certainly one, action on guns, pre public college. Bread and butter issues, but ones that are particular to some of these, you know, particularly to the left wing of the party. You worked for the Obama Reelection Campaign in 2012, the Clinton Campaign in 2016. The party has moved to the left during that time. Have democratic voters in iowa moved to the left . Well, i think the democratic voters here in iowa represent the diversity of thought that exists all across this country. There are definitely some voters out there who are fighting for medicare for all, who want a candidate who is going to stand strong on that issue. Folks who are looking for on Climate Change, you know, weve seen the effects of that here most recently with the flooding that has really devastated large parts of our state on the western side of our state. So, you know, folks who are fighting on education, folks who are fighting on Economic Development and job creation, folks who are fighting for unions. There is a broad swath of issues that people are fighting for here in iowa that care about and thats going to be a big part of this conversation over the next nine months. No question. President trump and his children are fighting to keep their financial records out of the public eye. The trump family now suing two big banks in an effort to block congressional subpoenas for those records. Cristina alesci joins me more with more. Two big banks here they dont want any of this information, how they got their loans, what the loans are, to be public. Thats right. The president has said hes going to fight these democratic investigations, hes making good on his promise. This is the second lawsuit this month to fight against his Financial Information getting out there. And just to put some context around this, this is a subpoena that was issued from the House Intelligence Committee and House Financial Services committee jointly because the lawmakers there argue that they want to make sure that trump isnt compromised by a foreign entity because of his financial dealings and they want to make sure that his financial dealings are not entangled with any kind of elicit activity in any way. They issued the subpoenas and thats when trumps attorneys hit back and say this is an overreach, theres no legislative purpose and, by the way, these things are protected by the bank privacy laws that are out there for individuals. But, look, this is a mess that is trumps own making. I would say that it really stems from the original sin which was not divesting in a way that made ethics officials pleased and thats what caused all of this fallout. And not divesting in a way that all Government Employees are required to divest when they take positions in public office. And not exposing your tax records. The legal argument is this is political . That this is a broad overreach of legislative authority. The request he is who is going to win, is it going to be congress or is it going to be trump . We have at least one other case that made a similar argument in a District Court in d. C. , this one was filed in the Southern District but the judge sided with congress. So congress will likely get something out of this. We know you will stay on top of it. Thanks. Joining me to speak about this and other topics jamie ras kin of maryland, he serves on the jude hear and Oversight Committees, both with big roles investigating the president. Congressman, thanks for taking the time this morning. Good morning, jim. You are in the midst of your own fight, your committee getting to trying to get Trump Officials to testify before you, but also get access to these documents there. I wonder what your committee is prepared to do as trump is clearly prepared to fight this, he says, all the way to the supreme court. Are you willing to threaten to put people in jail if they dont abide by these subpoenas . Well, i actually serve on two committees that are in conflict with the administration about its new policy of trying to choke off all production of documents and witnesses to the legislative branch of government. The Judiciary Committee and the Oversight Committee. I think both of our committees are going to vindicate the peoples interest in getting to the truth of the different kinds of corruption and lawlessness that are engulfing the Trump Administration. So we will use the subpoena power, we will enforce subpoenas, we will go to court if we need to to charge the administration with criminal and civil contempt. We also have the inherent contempt power that congress has used as long ago as the 19th century to declare that people are in contempt of congress by not complying with us. So, you know, we consider this a really scandalous and unprecedented situation that the administration has thrust us into. As you know the attorney general is meant to testify before one of your committees on thursday. He doesnt like that he might take questions from staff attorneys there and says that he wont abide by those, but by that request, what is the status of those negotiations, if they are negotiations . Will he testify on thursday . Well, its up to congress, of course, to define the scope of questioning and the format of questioning in hearings. So the procedure we announced was that each member would ask questions for five minutes according to tradition and then we would have lawyers both for the democratic side and the republican side question for 30 minutes. There is nothing outside of the norm about any of that. We can, you know we have demonstrated there are lots of cases where thats what committees have done and yet the attorney general seems to want to dictate to us how we are going to conduct our hearing. Again, you know, we dont live in monarchy and we dont live in a president ial autocracy, we are the law making branch of government and we are not going to allow that to happen. The attorney general is going to have to accept our terms. We didnt get to write his fourpage propaganda memo about the Mueller Report, that was up to him to do. He chose to do it in a particular way, but we will control the hearing that we have. As you know and im sure you have heard this, Gop Senate Judiciary chairman Lindsey Graham told manu raju yesterday that the dems are political hacks in their pursuit of more information from the president. Whats your response . You know, i have no response to that. Thats kind of beneath the level of debate even for mr. Graham, i think. Look, what we are trying to vindicate the central role of congress in dealing with executive branch which is to conduct oversight into whats happening. The Oversight Committee has a whistleblower who came to us, tricia newbold, who tells us that 25 people whose applications for high security clearance was rejected got security clearance because of the political intervention of the white house. Now the white house and the executive branch are refusing to turn over any documents about any of these cases and they are refusing to produce any witnesses to us. You know, we want to have don mcgahn testify in the Judiciary Committee about the fact that President Trump told him to go and fire the special counsel, which is a cardinal act of obstruction of justice and yet the white house is now pulling the plug on that, attempting to interfere. Theyre going to court to try to stop Deutsche Bank from producing documents that have been requested by the Intelligence Committee and theyre trying to stop the house ways and Means Committee from getting the president s tax returns which we are legally entitled to. Whats happening here is the obstructionism that we head about in the Mueller Report by the department of justice by the president is confronting congress at every turn. The ways and Means Committee, the finance committee, the Judiciary Committee, the Oversight Committee, the president is simply refusing to participate and to do his lawful duty and we are going to follow this until we are able to do our jobs. Galloping obstruction of justice, im going to let you trademark that, congressman. All right. We will stick with that. You can spread it out there. Thank you for your time as always. Breaking just in the last few moments there, an attempted coup under way against the government of the sitting president Nicolas Maduro. That coup announced by juan guaido, the Opposition Leader. He says he has the support of at least some of the Venezuelan Military and the u. S. Is now expressing support for this action on the ground. You have the secretary of state mike pompeo saying the u. S. Government fully supports the venezuelan people and their quest for freedom and democracy. John bolton saying the u. S. Stands with the people of venezuela. With me on the telephone is Stefano Pozzebon, he has been in the middle of this violence here. As you have heard and witnessed this gunfire, do you know, can you tell who is shooting at who . Reporter yes, exactly, what we have seen the chaos here on the streets of caracas is live ammunition being shot on both sides, both the armed guards and the military who are still supporting and backing president Nicolas Maduro and the key members of the armed forces who are defected and joined sides with juan guaido, with the opposition here led by juan guaido and lopez. There are military men on the side of juan guaido is significant and new. This is the most significant as developments are happening right now in caracas because so far the urge from guaido to the military to defect against maduro has been unheard, but now seeing members in uniform, these soldiers joining sides with the opposition means that those calls have been answered and that some parts of the opposition is with juan guaido. And to be clear, and, again, i know its difficult to see in the midst of the violence and i want you to be safe as youre observing this primarily, can you tell if members of the Venezuelan Military are shooting back at other members of the military . In other words, is there open gunfire within the Venezuelan Military now, some siding with maduro, some siding with guaido . Reporter thats correct. In fact, we have seen shots being fired on both directions, federal members of the military have joined the side with guaido, they were standing next to [ inaudible ] first pronouncement in the very early hours of today and we can see the presence of military men on both sides. These are Significant Developments here in caracas. No question. And can i ask you, and, again, i know its difficult to judge in the midst of it, have you seen anybody injured, anybody hit by gunfire from where youve been watching this . Reporter we havent seen anyone injured so far, but ambulances have been standing around, Milling Around the scene for several minutes now. I personally havent seen anyone injured, but we have seen a lot of people [ inaudible ] by the tear gas and rubber bullets. Stefano, stay safe. These situations can get out of hand quickly. Please stay safe on the ground. Thats the priority. Just for our viewers who may be just tuning in, juan guaido, the Opposition Leader in venz, has called openly for a coup against the government of Nicolas Maduro. He says he has members of the Venezuelan Military on his side and our reporters on the ground are witnessing automatic gunfire exchanged between different elements it appears of the Venezuelan Security forces. Were going to stay on top of this important story. I should also note that the u. S. Is expressing open support, public support, for members of the opposition apparently in the midst of a coup attempt. We will stay on top of this breaking news throughout this hour and the next hour. Reporter i think there is and i think when you talk to democratic lawmakers and staffers who have been working on the issues on the Key Committees they think and they to some degree that President Trump is more in line with democrats on this issue than he is in republicans. Kind in mind nancy pelosi speaker of the house actually called the president privately in early april and said infrastructure is what i want to talk about, lets set up a meeting. This is that meeting. Theyve talked about it in the past as well. President trump has made clear despite what hiS Administration has put on paper in their budgets in terms of scale and scope of infrastructure proposals he wants to go big, so do democrats. The problem is its not just democrats that are running everything, republicans control the senate, a lot of republicans inside the president S Administration that are wary of the spending issues and thats why you see democrats heading into this meeting with full knowledge it might not be entirely about infrastructure. They have laid out a series of priorities they want to address. They want the president to commit to at least a trillion dollars in spending for some infrastructure package. That would be a major departure from where the rest of the administration is at this point but they believe thats the key to unlocking anything, but to the point you made, jim, senator Majority Leader Mitch Mcconnell says infrastructure is great in the an strukt, putting it together, getting things on paper and moving it through legislatively has been more difficult here. His appearance happening at President Trump orders sweeping new changes to how the u. S. Treats Asylum Seekers at the u. S. mexico border. He wants to add a fee to file an application for asylum and work permits and many crossing the border legally from getting a work permit. These are quite sweeping changes. The president does have the power to do this Via Executive order. Right, but there could be a lot of Court Challenges and obviously a lot of democratic pushback, but really these proposed changes would make seeking asylum a lot more difficult for these migrants. So the president submitted that memo to the attorney general and the acting Homeland Security secretary last night. Heres a rundown of what it proposes. First of all, judeicating asylum applications within 180 days. That in itself is a tall order given the fact that currently applications can languish for months if not years and then you couple that with the fact there are limited Immigration Judges to hear asylum claims. Thats going to be tough to deliver on. Also, the president wants to institute a fee for asylum applications and work permit applications. Currently, there is no fee to apply for asylum. And finally, this order would bar migrants who have already entered, who have attempted to enter the u. S. Illegally, it would bar them from receiving Work Authorization before any relief or protection is granted. So this would really be a crackdown on asylum coming from the white house. All of this as the number of migrants flooding the border has hit record numbers. We just heard from Kevin Mcaleenan, hes testifying before congress. The numbers right now for the month of march stand at 103,000 migrants coming into the border. That was the most in nearly a decade. And jim, what were also hearing from the acting dhs secretary is dhs will run out of funding by the end of this fiscal year. So mcaleenan in his talks before congress in that hearing thats going on right now, hes saying hes going to submit a supplemental budget request to congress this week. Going to be asking for a lot more funding to address some key things here. Migrant processing facilities, surge personnel expenses for all those additional personnel at the border, as well as increased attention capacity and an upgrade to information technology. He says that this is a huge crisis at the border, and he put it this way. He said we are full. And were having difficulty even handling this flood of migrant coming in, as you heard last month, record numbers. Echoing the president s rhetoric about the country being full. Thanks very much.
