Hello, thanking for joining me. We begin this hour with the u. S. Hitting another unthinkable milestone. Today coronavirus cases in the United States surpassed 5 million. Thats by far the most of any nation on earth. More than 1,000 americans are dying every day. The death toll is now more than 162,000 and counting. Yet despite that and the economic toll wrought by this disease, congress failed to find a compromise on a new stimulus deal to help leaving millions of americans with Unanswered Questions of benefits, Food Security and possible evictions. Now President Trump is side stepping congress in a series of executive actions. The president said saturday that he was acting unilaterally after his team and Congressional Democrats reached an impasse. What he signed allows for up to 400 in enhanced Unemployment Benefits but only if states ask for it and only if they pay a quarter of it. It also includes a memorandum for a payroll tax holiday and suggests assistance for renters and homeowners facing evictions and deferred student loan payments by memorandum. Very confusing for most americans and unclear whether the president s expect i actions are even legal. This morning i asked the president s chief economic adviser how the benefit would be implemented. Heres what he said. The state Unemployment Benefits continue. Theres no affect on what they do. You are right. For an extra 100 we will lever it up and pay three quarters and the states will pay 25 and i think the way this is going to work out we have additional funds that we will repurpose for this. This is an essential item. It is a form of assistance. Probably 800 total federal and state and if we get it going september 1st which is the deadline probably gives the workforce an increase in wages basically a wage increase. What do you mean . 1,200. Well, at a minimum we put in 300 bucks but and the states will continue with their 400. But i think all they have to do is put up an extra dollar and well be able to throw in the extra 100. So it should be a total it should be, may not be in every case because as you know we are talking averages. Okay. Some states higher or lower but on average, dana, runs to 800. Thats about but the executive action says 400 and that the state would pay 25 of this. You are talking about some other money i dont know about. Well, you know, we will stand ready to repurpose if states put in a little bit more. Is all it amounts to. Okay. Right now that number is going to run around 700. I think they get to 800. Some states can get above 800 with our federal help. Again, the key point here is that its a wage increase of about 1,200 for the last 4 months for the year. Thats a big pay hike and not only does that reward the heroes who have been working i think its an incentive to get more people to come into the workforce. What makes you think that states have that 100 a week per person whens unemployed in the state to put into this potential pot of money . Well, i think they will be able to make room. Our estimates from the Treasury Department in terms of c. A. R. E. S act 1 was that the states have not spent the money allocated to them and theres considerable overflow that they could make use of. Were going to operate on the same principle in the executive order. We will be repurposing funds from other areas. Have you based on the estimates, the states will be able to provide the extra 100 and that will gross up the whole benefit to something on average of about 800. Have you checked with the states . How many of the 50 states and d. C. And other territories say that theyre going to be able to pony up 100 a week per unemployed . Well probably citizen. Good question. Well probably find that out today and tomorrow. As we make our canvas. We have been in touch with them. We have very good records coming out of the Treasury Department and we will be in touch with i spoke with House Speaker nancy pelosi. Here was her response. Back to school. What the president s adviser said is really shows a weakness and the meagerness of what the president proposed. First of all saying states have the money. No, they dont. They have expenses from the coronavirus. They have lost revenue. Because of that they are Firing Health care workers, first responders, teachers and the rest, sanitation, transportation. Because they dont have the money. Second of all, he everything is left out. Our assistance to the schools. Feeding the hungry. Helping people who are going to be evicted. The president s what about . Didnt do a moratorium but a study or a look at a moratorium so again somethings wrong. Either the president doesnt know what he is talking about, clear hi his aides dont know what he is talking about or something is very wrong here about meeting the needs of the American People at this time. Lets talk about the executive actions. Are they legal . And, if you dont think they are, are you going to sue to block them . Well, the fact is that whether theyre legal or not takes time to figure out. I associate my remarks with senator sass saying theyre unconstitutional slop. Will you sue . Right now we want to address the needs of the American People. As constitutional advisers tell me theyre absurdly unconstitutional but right now our focus and thats a parallel thing. Right now the to us the, the priority has to be on again meeting the needs of the American People. Allocating resources to send children to school. Not threatening schools that if they dont have actual attendance they wont get the federal dollars. Given that, are negotiations going to resume . I hope so. We have millions of children in america food insecure. And their families as well. But i always like to focus on the children. In our bill we have tens of billions of dollars to address the hunger needs in our country. Which are there normally but exacerbated during the pandemic. We have tens of billions of dollars. They have 250,000. So do they care . I have a prayer that i say, lets pray for those who are hungry, lets pray harder for those who will not feed them. Then we go to the princeton lab, eviction lab says we need these resources. There are going to be this many millions of evictions and the president is going to study it, look at it. The new york governor is slamming the president s executive actions calling them laughable. In a call today updating the states lbattle with the pandemc the democratic governor of new york questioned the legality of the president s moves criticizing the directives to force states to pay for more unemployment and not providing any funding for schools to reopen. The concept of saying to states, you pay 25 of the Unemployment Insurance is just laughable. The whole issue here was getting states funding. State and local funding. You cant now say to states, who have no funding, and you have to pay 25 of the Unemployment Insurance costs, i mean, its just theres no funding for schools that are now trying to reopen and according to the white house they want them l to reopen. So they need legislation. It is the only way to do it. I want to bring in wes moore whos an entrepreneur and ceo of the antipoverty group the robin hood foundation. Thank you so much for joining me. Im sure you have taken a look at the president s executive action. Theoretically, it would provide 300 in federal benefits to each person. But that person has to live in a state where the state requests it and the state agrees to give 100, as well. So that the person gets additional 400. Is there anything realistic in your view about this . Its saying that this is the Administration Acting unilaterally is disingenuous and give an unfunded call option. We have the highest rates of unemployment since the great depression. The worst economy we have had in a century and tens of millions of people whose livelihood are at risk right now and a virus still wreaking havoc. This is a real crisis in the middle of and when you look at the executive orders theyre not xhes ra commiserate and do address the crisis and part of the problem is this caveat of a reliance on the state picking up a significant portion of the tab. New york alone, governor cuomo, talking about the inability for new york to do it. States cannot print money. There is no maryland dollars. The federal government is the only, the federal government alone can increase the liquidity into the markets so to ask the states to take on this burden when the states are already going to have to spend the next 12 and 24 months thinking about how to cut is unfair. I want to talk to you about evictions. The moratorium on evictions put into place in the statute in the c. A. R. C. A. R. E. S. Act when the pandemic started expired. The president announced that he was putting a freeze on that but we know in looking at it it only suggests that his various federal agencies look into doing that and doesnt put a freeze on. I know you are in new york where the governor has putt a temporary freeze on it but what should americans out there who are concerned about being able to pay the rent and worried of being evicted know about the president s proposal . Dana, we dont have time to look into this. We know whats going to happen. We dont need another study to take time. We actually very early on called on the moratorium on evictions and utility shutoff of what would happen and 23 Million People, close to 10 of the population, and having schools getting ready to reopen and also happens at a time when we have a virus that were asking people to social lly distance and puttg extraordinary pressure on shelters and other places to house people and going into the winter months so this last round of federal aid that we had with evictions moratorium wasnt just important but kept people alive and so we dont need to study it. We dont need to understand the impacts will be if this moratorium is not extended. We know that 30 million to 40 Million People will be at risk of eviction of 2020 if we dont extend that moratorium for families. And the irony is that the House Speaker actually wanted, this is one area where she wanted the administration, the president , to put a real moratorium and thought he did have the legal ability to do that, on evictions, and didnt even go that far. Unfortunately, i think this is a good example of why we need community and schoolbased metrics meaning that we are seeing Community Transmission a lot in georgia, over 11 , which is quite high and can they operationalize the control measures . Is it safe for the students, families and the teachers to be there . Yeah. It seems as though the answer is no there. You talked about metrics. New york is one of the places that is trying to implement some metrics. Both the governor there in the past couple of days announced that schools can reopen and was very specific how that should be done and what metrics to meet in terms of reopening and if theres a positive case shutting back down i think the mayor but in new york several Child Care Centers stayed open in the pandemic for children of parents who cant work from home and are considered essential workers. One school welcomed more than 130 children per day from 3yearolds to 10th graders and didnt have a single reported case of coronavirus the last time cnn check ds. All students and staff are required to wear masks, constantly reminded to social distance, classrooms limited to nine children. Cleaned once a day. Should this be a model for other schools . I think so. Theres guidance and recomme recommendations reopenings. Hand hygiene, disinfection, ventilation, all of those pieces. However, those models that were used for essential workers for a small scale and the challenge is putting that on a large scale for all the schools. Also, we cant really do that if were still seeing widespread Community Transmission so in new york theyve reduced transmission and made a huge significance in terms of the success of the smaller schools. It is a Success Story as were talking about it right now and you are right, having nine children per classroom is a dream in most scenarios. Given how overcrowded a lot of schools are in normal times. You wrote a piece with two colleagues for the New York Times recently where you said schools cant reopen safely when as you just mentioned Community Transmission is climbing and your piece really dovetails on what we have seen and heard from the World Health Organization and emp now the cdc that the test Positivity Rate cant be more than 5 but we are seeing school districts, georgias one example but there are a lot of other ones where they are going back to school, physically, despite the Positivity Rate being much, much higher. I mean, when you see that given your expertise, what goes through your mind . I worry, mostly because were so dependent on community tra z transmission to be low for this to be successful and seeing schools open, i live in arizona and its very worrisome opening in states and counties with very high transmission still and the schools cant implement the control measures. Im afraid well see crowded hallways with very little masks and lead to additional cases and only getting worse so schools need to have a process in place. What do you do if a single student or teacher tests positive . Quarantine that entire class for 14 days. How do we implement these things . Too many states are going this route without really pushing virtual if possible. I think we can safely say we want students to go back to school but safely. I second that. Im the parent of an almost fourth grader and boy do i want him to go back to school and i also want it to happen safely like most parents and teachers, as well. Thank you for joining me today. For several months the governor here did not allow localities to put in some sort of mask order and then in midjune he reversed himself as he saw the cases climbing rapidly and allowed localities and counties to put in a mask order. 90 of the state now does, many mayors would like to see him issue a statewide mask order because people travel but everyone at that you have seen the numbers here in arizona come down markedly. A few weeks ago arizona was leading the country in that percent Positivity Rate, about 25 of those tested tested positive for the virus and now in the low double digits and declining. All of the numbers, case numbers, overall case numbers coming down. The death numbers are finally starting to come down. That said over 4,100 citizens lost their lives to this pandemic so far. But they have a long way to go. The flu season is coming. Snow birds are returning. Universities are coming back into session here in arizona. Some schools may start up again and may add sort of vectors and add to the viral load and trying to keep the mask order in place and move the numbers in the direction they go so that hopefully in the months ahead theyll have control of it again. So the president has been telling the governor of south dakota for the last three years that he wants to be added to mt. Rushmore and said she thought he was kidding in 2017 but she realized pretty fast he was serious about it so you fast forward to last year, the white house reaches out to the office of the governor saying what is the procedure for adding new images to mt. Rushmore. This is a serious thing and the governor to her credit seeing an opportunity realizes that the president really cares about rushmore and what a great tourism opportunity it could be for my state to have the president come for july fourth and when he does get out there last month she presents him with a fourfoot likeness of Mount Rushmore with a filth face on the mountain. Youre right, donald trump. I mean, theres so many ways to go with this. She was doing it because she understands her audience. Right . But then that begs the next question as to why. She is a good republican. She used to be a house member. Got to know her there and now governor of south dakota and also somebody who is seen as a rising star in the party and the question that you looked into is whether or not either she was angling to be on the ticket with trump or more importantly might pences office worried she might be considered. What did you hear . So the president s speech got a lot of attention at mt. Rushmore last month and what weve been hearing about is that the governor Christie Noem after the president s speech joined the president on air force one with her new political adviser Corey Lewandowski, the president s longtime political adviser and she flew back late at night with the president and Corey Lewandowski to washington leaving her own state after that july fourth speech. Long story short, mike pences office gets wind of this, hears about on air force one, and theyre very much alerted to this. A couple weeks later, the governor again comes to washington, this time not on air force one, this time on her own dime, goes to the white house not to see President Trump, but goes to see mike pence. In so many words, make clears to mike pence she wants to be a team player this fall. The up shot to all of this, dana, is theres constant palace intrigue. Mistrust, suspicion with this white house. Its a lot of the jobs redefined and essential worm. Its grocery delivery. Its dog walking. Its any number of thing we now understand if you dont want to do it, and you want something to do it now during covid, its essential work. Its so interesting that so many jobs have gone away and a lot of the jobs you talk about are jobs people took on the side. S thor now becoming their main gig . Is. These are the jobs that are hiring. Even before the covid pandemic, a lot of those jobs were peoples main gigs. Then also worked 40 hours in the gig economy. I think people are countrying to the jobs because theyre the ones that are hiring, but they dont come with work protections or breaks, benefits. These are the lowest jobs on the rung. Thats right, they are low, uncertainly wages, and thats why they make the gig economy challenging, which is what i know you were trying to illustrate and bring home to people with this episode. So for people who are doing that and dont have the benefits of fulltime jobs, salaries, what kind of impact does that have on these workers . He with talked to vanessa minton. She talked about the trouble of getting ppe as a gig worker. Also the apps benefit people who are using them, not the people who we need to focus on it and provide more protections for these people.
