Lets begin with you, chris, hi. Good morning. Hillary clinton is set to slam donald trump again today in what her campaign is billing as a major Foreign Policy speech. Its designed to cast trump as a lightweight and a security risk. Now, Clintons Campaign says shell paint trump as unqualified to be commander in chief, arguing that his policies, things like banning muslims and questioning nato are dangerous. Clinton advisor Jake Sullivan previewed the speech saying donald trump is unlike any president ial nominee weve seen in modern times and he is fundamentally unfit for the job. Now, sullivan says clinton will highlight her experience on the world stage and talk at length about why trump is not qualified to run the country. He says you will hear in her speech a confidence in america and our capacity to overcome the challenges we face while staying true to our values. A strong contrast to Donald Trumps incessant trash talking of america. Now, yesterday on the campaign trail clinton herself gave us a little preview of what to expect. Donald trump has disqualified himself completely. [ applause ] he has attacked our closest allies, hes said lets pull out of nato, he has praised the dictator of manorth korea, hes advocated more countries getting Nuclear Weapons. This will be clintons first major Foreign Policy speech since trump became the nominee and the speech is aimed at several key audiences. Shes trying to win over those never trump republicans who are part of the National Security elite. And shes looking to win over gop women who question trumps temperament. Shes also trying to eat into trumps lead among white men. And shell deliver this speech in california where she needs to predict strength not just against donald trump but also against bernie sanders. A new poll shows sanders and clinton neck in neck in california ahead of the states primary on tuesday. Carol, back to you. Chris frates reporting live. Both candidates expected to go toe to toe and keep up even more attacks here in california. Hillary clinton, she lies. After a day of intense scrutiny over his controversyridden Trump University, donald trump hurling a barrage of assaults against Hillary Clinton. Hillary is not a talented person. One of the worst secretary of states in the history of our country. Shes not qualified because she has bad judgment. Trump trying to get ahead of a clinton speech where she criticized his Foreign Policy proposals, including one where trump suggests armed south korea and japan with Nuclear Weapons. They sent me a copy of the speech and it was such lies about my Foreign Policy that they said i want japan to nuke. I want japan to get Nuclear Weapons. Give me a break. Maybe they would, in fact, be better off if they defend themselves from north korea. With nukes . Including with nukes, yes. He wrote a piece in the New York Times called clintons fibs and her opponents double whoppers. Id like you to listen to that interview and respond on the other side. Here it is. Its very simple. Again, im really caring about whats going to affect me and my family and her speaking to goldman sachs, even her, id say, really bad judgment around emails is not going to i think affect me or my country but when someone comes out with an economic plan for my countrys future thats going to drive up the deficit, according to nonpartisan economists, by ten trillion dollars over the next ten years, that will our entire country will be paying for it. The only way we can afford it is if we cut the defense budget, Research Budget and education budget, those are burger king double whoppers that will affect the entire country. Im not trying to diminish what shes done. Bad judgment also affects you and your future if the president has bad judgment. What kind of bad judgment is not being able to do math . Ten trillion dollars, thats bad judgment. Trump says this, one, its just a first offer, its a suggestion, when i get in there well make it work. So lets talk about what we can look at to trust war what will happen once we get in there. Email is not a fib, its not a small thing, it matters, that ig report is filled with things to discuss. The fbi investigation is ongoing. The Clinton Global Initiative has unspoken questions that she doesnt want to seem to get out there about. Benghazi looms large in terms of would clinton put life on the line in a risky way. None of those are small categories, all go to judgment and are probably a big chunk of her unfavorable. How can they be dismissed . They cant be dismissed. I think if you are concerned about iraq, benghazi, all those issues, you shouldnt vote for her. All im saying is when i weigh these things, when i look at this news that donald trump who politico politifact, Fact CheckingOrganization Says three quarters of the time hes not speaking the truth, thats a pretty bad batting average. But i dont even care about that. What i care about is what is your vision for the country . If your plan is to come in and bust the budget not just a little, not just just some extra, if youre out there selling the American People a budget that is utterly unrealistic. If youre telling people mexico is going to build a wall, theyre going to pay for it, were going to evict 11 million undocumented or illegal immigra immigrants. These are giant whoppers that and im not saying that hillary is innocent. Im saying if youre saying shes the only one untrustworthy here, well, lets balance whos telling what. These are giant whoppers that will affect your kids. All right, you get the gist of that. John, ill pose the first question to you. Your reaction to that. Thomas friedman is essentially saying two imperfect candidates but hell choose Hillary Clinton over donald trump because he believes her more . Well, i guess first of all, this whopper talk has me hungry for a burger. But Thomas Friedman is a thoughtful guy but hes a man of the left. Im sure he didnt vote for republican candidates in the past who had very detailed plans on these subjects we talked about. Donald trump is going to launch his campaign against Hillary Clinton with the partry barn rule of politics, you broke it, you bought it. Shes got a long record. She voted for the iraq war, she was part of an administration that took out qaddafi in libya which lead to that mess. She supports open border which makes us at risk for lone wolves and attacks in that realm. So donald trump has material to go after Hillary Clinton. He mentioned some of it but that will be the focus of his campaign no question. Steve, what do you say . Well, i think Hillary Clintons campaign against donald trump that hes unfit to be commander in chief. Well hear about that today. This is about peoples ideas and policies. Some of his ideas and policies are just wrong and would pus us america in greater danger. The notion that our Foreign Policy should be to build a wall with mexico or to ban muslims so we have problems with that part of the world or to v more Nuclear Weapons in korea or japan or get out of nato which has kept us safe for a generation, hes got bad ideas that he is out there saying and, you know, hes tried to say with some of them i didnt say it, which is what he does, he says something and then changes his mind or denies he said it. But the fact is he is not fit to be commanderinchief and i think when people look at the difference it will be a clear choice. John heres something people are concerned about when it comes to Foreign Policy and donald trump and heres why mrs. Clinton will say hes unfit to be president. Shell say his policies are dangerous. Ill tell you one example of what she might bring up later today. I know more about isis than the generals do, believe me. I would bomb the [ bleep ] out of them. [ cheers and applause ] i think that bite went on but we cut it off early. You get the gist. He said he knew more than the generals. Most generals say we cant just indiscriminately bomb isis because isis hides among a civilian population so, john, does mr. Trump know more than the generals and why would he Say Something like that . Well, i dont know about that and clearly her attack line, as steve said, will center around his credentials but weve seen this attack on candidates in previous years. It was against george w. Bush, against bill clinton. Theyre governors, they dont have Foreign Policy experience so of course they wont know as much as someone who has been in that world however its not necessarily about how many leaders you can identify or how you do on a multiple choice exam, its about what they do in their gut, its about wisdom, whether or not you trust them to handle this and republican primary voters were asked that same question and they said yes. Well, on the other hand, steve, ill ask you this question. The quinnipiac poll showed while most voters think Hillary Clinton can handle an International Crisis, they feel donald trump can best handle isis, right . So they like when he talks like that. They like when he talks tough. If they feel his policies are dangerous, were not seeing that. How do you explain that . I think well have a general election where people will have a chance to hear both candidates and im confident when they do that theyll choose Hillary Clinton. I think just throng that last clip from donald trump where he denigrate it had military, denigrated our generals. We have the best military in the world and this is the greatest country in the world and i think one of the problems we have with what donald trump talks about is his constantly denigrating not just our military but our country. We are a great country. We dont need to make it great again. We need to do a lot more to build up the economy and engage more with the world. And i think when you hear these two candidates on the stage in a debate in the general election and people see they are choosing the next leader of the free world, the choice will be clear. A desperate situation unfolding in fallujah, iraq. Iraqi troops are battling to take back that key city which fell into the hands of isis two years ago. The forces are surrounding fallujah and are expected to go in soon, but the offensive faces delays over concerns about civilians who may get caught in the cross fire. Our Senior International correspondent is live in baghdad this morning with more. Hi, ben. Hello, carol. Yes, that battle is ongoing. Its now in its 12th day and the iraqi forces, even though they were hoping to control part of fallujah by the beginning of the month of ramadan this which begins in less than a week, it appears the going has been tough. Now we have gotten pictures in of iraqi forces in the town of outside of fallujah where theyve been celebrating their victory there over isis but really what weve seen that the city itself, the city of fallujah continues to be very difficult for the iraqi forces to penetrate. The day before yesterday in the morning there was a counterattack by isis that lasted for four hours and so the closer the iraqi forces get to the city, the more and more resistance they run into because isis has been there for two and a half years. Many of their fighters are from fallujah. They know the city well, they fought the americans before so they have a lot of experience, they know the terrain and for the iraqi forces theres the added complication that there are about 50,000 civilians still stuck inside the city. The United Nations believes many of them have been moved to the center of the city and are essentially being used as human shields. Among the 50,000, the u. N. Estimated 20,000 children, some of whom are being pressed into fighting on behalf of isis as well since theyve already taken a lot of casualties and fatalities. So a very complicated situation, this battle could well be going on for weeks and weeks ahead. Carol . Ben wedeman live in baghdad this morning. Hours from now Hillary Clinton will unleash a scorching indictment of Donald TrumpsForeign Policy positions slechlt call his policies dangerous and insist he is unfit to be president. Trump already launching a preemptive strike accusing clinton of being unfit to hold office. Hillary is not a talented person. In fact, shes a person with absolutely no natural talent. She went to sleep when our ambassador was murdered. With me now, Peter Beinart, cnn military analyst and former Army Lieutenant colonel mark hurt li hertling and also the author of United States of jihad peter bergen. Welcome to all of you. Lets talk Foreign Policy. So secretary clinton and mr. Trump have far different styles when it comes to talking about the enemy, namely isis, an example. We should pursue a comprehensive counterterrorism strategy, one that embeds our mission against isis within a broader struggle against radical jihadism. I know more about isis than the generals do, believe me. I would bomb the [ bleep ] out of them. All right, so a Quinnipiac University poll shows while voters think clinton is better able to handle international crises, they do think mr. Trump can better handle isis. So Peter Beinart, could that have something to do with the way the candidates talk about defeating isis . Sure. Whats interesting about the polling is it shows that trump has an advantage on isis and terrorism which is when you make people really afraid they go to trump and his very crude way of talking about bombing them to smithereens and not letting muslims into the country. When you ask people who is better on handling an International Crisis or dealing with relations with the world then Hillary Clinton has a big advantage. So shes trying to redefine this debate in terms of who has the knowledge and character to deal with the world more generally because thats where she has a real advantage. General hurt linertling, whe hear mr. Trump say he knows more than the generals, what goes through your mind . Well, ive debated him on that and not directly to him but through Anderson Cooper as you know, carol, and i think its a ludicrous statement to make. But going back to the secretarys policy speech tonight, im hoping shell give a much broader approach than just the single issue of isis. Were faced with quite a few challenges, isis is certainly one of hthem but theres an expanding russia, expanding china, Nuclear Proliferation and a bevy of other things. If we only stick to isis, were in trouble. Mr. Trump saying he knows how the do it without taking advice from others is ludicrous. Any president cant handle all the challenges that comes across his or her desk, they have to rely on the experts and he believes hes the expert and thats a little bit frightening, in my view. But peter bergen, i think that a lot of americans feel that americas not winning the war against isis. They feel that america is weak and they present a weak face to the world and tough talk matters. Does it . Tough talk is tough talk and its not about actual actions. If you look at isis has lost Something Like 45 of its territory in syria and 20 in iraq and were seeing the idea that were not bombing isis already is completely ludicrous, to use a word that general hertling is using. Weve had more than 10,000 sorties against isis and the theyve theyre embedded in cities and were not going to kill tens of thousands of iraqi and syrian civilians in order to get isis. But the momentum has shifted against isis very much in the last year or so. They may lose fallujah relatively soon, an important city in western in Anbar Province in iraq. And theyve already lost significant towns and cities in syria and iraq over the last year. So the fact is is that the war people may feel were not winning against isis but feeling things is different from actually just observing what the facts are. Interesting. I just want to get these sentiments from the candidates in so we can talk about them so people can see the differences in the Foreign Policy positions of these candidates. Clinton and trump have very different styles when it comes to talking about muslims. An example. Donald j. Trump is calling for a total and complete shutdown of muslims entering the United States until our countrys representatives can figure out what the hell is going on. This is both a shameless and a dangerous idea. At a time when america should be doing everything we can to lead the fight to defeat isis and other radical jihadists, donald trump is playing right into their hands. We should point out that mr. Trump has sort of evolved on his position. Hes come to say that londons new mayor, sidique khan who is muslim would be welcome in the United States. But i would think that makes people afraid of attacks like in san bernardino. Sure, putting people in internment camps also resonated with people in the 1940s. The point of being a leader is not to fuel peoples basest and worst fears, its to lead them to something better. Most americans who are killed in shooting attacks in the United States are not killed by muslims. It would be totally ineffective. There would be no way of even telling. How would you tell what religion every person coming into the United States was . Are we going to ban the saudi king and royal family from coming . This is a despicable and ridiculous proposal and it needs to be treated as such. But you know what, general hertling . Im just thinking when you listen to the two candidates talk about the muslim ban and their differing positions you kind of remember what donald trump says but you dont really remember what Hillary Clinton says . Isnt that a problem . It is, carol, and it goes back to what peter bergen just said and ill continue it on with this area, because its tough talk and its not smart talk. When youre dealing in International Diplomacy that challenges that we face on a daily basis you have to understand the details and conduct an analysis, you cant throw out tough talk because in my experience in the military tough talk never works. You have to do analysis. You have to actually have a plan and then you have to work a strategy. Tough talk wont make it, frankly, you have to be smarter than that. Peter bergen, youve written extensively on this. But, again, some americans might think that isis, you know, goes off and chops off peoples heads and uses children as human shields. Were seeing that right now in fallujah. Dont you have to take extreme measures in finding an enemy like that . Well, just to get back to the question of banning muslim immigration and what affect it might have on terrorism, as a factual matter, carol, every lethal terrorist attack in the United States carried out since 9 11 has been carried out by an american citizen or an american permanent legal resident. So banning muslim immigration would have no effect on that fact secondarily, it would be open to significant constitutional objections because we havent used religious tests of this kind before. And thirdly go back to the 1920s. With were there politicians saying we should ban all italians coming from the United States because a small minority might be in the mafia . Of course not and the country is in a better place for it. Heres mymy third example. Mr. Trump likes to hit clinton and democrats for not saying radical islam. Listen. I call it radical Jihadist Terrorism because its clearly rooted in islamic thinking that has to be contested, first and foremost by muslims around the world. I think these debates about semantics misses the point. Hillary clinton also refuses to say the words radical islam even as she pushes for a massive increase in refugees coming into our country. So Peter Beinart, this confounds many americans, like if you cant say what the problem is, how can you fight it . The problem with saying the word radical islam is that people like donald trump who use that term cant define it. They use it to include both shia and sunni who were fighting against one another, is it the government of saudi arabia, our closest ally, theyre governed by sharia law. Its better to talk about fighting against isis or al qaeda. We know what those groups are. When we define during the cold war the fight against communism, thats what led us into vietnam. It was way too broad and promiscuous a term. Much better to focus on the specific organizations and regimes we are in conflict with, not with broad or broad kind of definitions that actually when you push people they cant actually explain. So general hertling, from a military stand point, do semantics matter . They absolutely do, carol. And this is why what im looking for from secretary clintons speech today is an indicator of what her National Security strategy will be. Words important because they trickle down to other organizations like the military, like the state department. And you really have to be firm and have some somewhat of an approach or, as we like to call it, a doctrine when you address problems in a very complex world. You cant just make things up on the fly. You have to have a plan. You have to have a strategy and that strategy has to be met with resources. So far, weve seen that from, i think, the democratic side, we have not seen it from the republican candidate. He just has ideas and spouts tough talk. So peter bergen, as a guy whos totally immersed in the problems with isis and terrorism at large, what do you want to hear from Hillary Clinton today . Well, i think what she almost certainly will say is not dissimilar to whats in her platform shes not going to call for 100,000 men and women invasion of iraq and syria. Even the most hawkish republican candidates are not calling for that. I think shes going to call based on what shes already said for kind of an amplification of what weve seen the Obama Administration doing. Not a huge sea change. Shi has also indicated shes in favor of a nofly zone over Northern Syria which i think would help significantly with the refugee problem in europe and also would be the right thing to do as a humanitarian matter and that is something she has a distinct difference with the Obama Administration which has proven to be they basically said were not going to do that. Officers, and the fbi stormed the los angeles campus after reports of three gunshots coming from one of the schools engineering facilities. Id suggest going back that way. I want to bring in david gergen, a cnn senior political analyst and former president ial adviser to reagan, ford, clinton, and nixon and bill nojay, cochair of the new york trump for president and josh golpar a Hillary Clinton supporter. Thank you for being with me. Before we begin, a few facts on americas war on isis. 26,000 isis terrorists have been killed by coalition forces, and about 60 of isis territory in iraq and syria has been reclaimed. Coalition forces have conducted 12,400 air strikes. The total cost for this, 11. 8 million every single day. So far the u. S. Has spent 7. 4 billion. So, bill, youre a trump supporter. What do you make of those numbers . Well, what i make of it is that if it werent for Hillary Clinton and Barack ObamasForeign Policy, which was disastrous, we wouldnt have an isis. If you recall, in 2008 iraq was a fledgling democracy. It was building its military. It was strengthening its borders. When they withdrew american involvement from iraq, thats when isis took root and radically expanded. So we talk about isis and fighting isis. We have an isis because of Hillary Clinton. That Foreign Policy was a massive failure, and we should be talking about why were even fighting isis and having to deploy these kinds of resources. So, josh, should we be talking about that . Why we are even fighting isis right now when we ought not be . Well, i think actually that the war on isis is something thats incredibly important that we do have to focus on, and what we need is a comprehensive approach to this, which is exactly what Hillary Clinton is laying out. By contrast, all were hearing from donald trump is that we need carpet bombing. We dont know what that means. We have no details. He doesnt have a plan, and, you know, i think it is its something we need to look forward to with a comprehensive plan, and we just dont hear one from donald trump. We hear one from Hillary Clinton. So, david, is that what were going to hear from Hillary Clinton today, a comprehensive plan, and will she focus solely on isis or will she paint a Bigger Picture . I think shes going to paint a Bigger Picture, but one of the mysteries surrounding the speech is why give a Foreign Policy speech practically on the eve of california primary. In san diego. Why not be out there talking about water or Climate Change and have jerry brown, a popular governor who just endorsed her, major endorsement, a real break through for her, why not campaign with him today because that spread good cheer and help her in the polls. Listen, shes she must have internal polling that says if i get to Foreign Policy, thats where im most respected and i can make that a base of my complain, my rhetoric that sort of thing. Both candidates have problems with isis because, you know, we just heard as we just heard, the trump people are going to argue, well, we wouldnt be here if hillary and obama had handled this better. The democrats are going to come back and say we wouldnt even be in the middle east had bush not gone into iraq. Those arguments are going to go on. The real question, isis is going to be on the agenda of the next president. Weve made progress in taking back territory. Were in a major battle, the opposition is in a major battle in iraq, but in the meantime isis has morphed and gone into a lot of other countries so we have these pockets and growing pockets in places like libya. It means its going to be on the desk of the next president. Bill, let me ask you something about mr. Trumps policy when it comes to defeating isis. He says he wants to bomb the out of them. Thats one of his strategies. He doesnt necessarily want to send large numbers of troops there. What exactly is mr. Trumps plan to defeat isis . Well, i think you start with the notion that when you get to tactical military decisions, ask the military men. This president but he said he knows more than the generals. Well, if you listen to what the generals are saying and what the troops on the ground are saying, they oppose Barack Obamas withdrawal from iraq. In libya in 2008 when i was there, you had im talking about now and how to defeat isis. I just want to know Donald Trumps plan to defeat isis right now. Carol, isis wants to create a caliphate stretching from tunisia and libya all across north africa throughout the middle east. Thats what were really dealing with here. But what are we going to do about it . What is he going to do about it . We get it. Whats the plan . Were first going to listen to our military commanders on the ground and take their advice unlike Hillary Clinton and barack obama who didnt do what their commanders asked them to do, and, in fact, withdrew american troops creating the crisis that we have today. I think donald trump respects military men and is going to respect their judgments, and hes going to listen to them, and unlike barack obama and Hillary Clinton, hes going to be more inclined to follow their advice on tactical military decisions as opposed to doing exactly the opposite. With all due respect, bill, and ill just say this because i have talked to a lot of generals about this very topic, and they think that the strategy thats being deployed right now is a good strategy. I mean, it may not be the best strategy, but its what were doing right now. I dont know what you say the generals that mr. Trump are listening to would say to do differently . Do you know . Who are they . Look, the facts speak for themselves. When barack obama and Hillary Clinton came into the white house and the state department respectively, we had a fledgling democracy that was building up a peaceful country, defending its borders, protecting or at least starting to protect human rights much better than ever before in its history. Now you have complete chaos in iraq. You have isis expanding not only in iraq but throughout other areas in the middle east. Youve got instead of an arab spring, youve got radical islam establishing beachheads all across northern africa. We have an extremely unstable situation there, and that is because barack obama turned a blind eye to those democracy movements, whether it be in iran where shortly after taking office right, we understand. Im just trying to get at what it would take now to defeat isis. So, josh, will you weigh in . Because i dont think people necessarily understand president obamas plan and Hillary Clintons strategy either. Right. Well, look, i would start off by saying i think there are serious questions about whether or not donald trump would actually be listening to anybody around him. We havent really seen evidence of this. We dont know really who his Foreign Policy advisers are or his advisers from the military. We havent seen this comprehensive list of names of people that he says he is going to listen to about that, and i think that raises serious questions and whether or not he even has the temperament to take in advice, process, synthesize, and come up with a strategy as you would all expect a president to do. David gergen, get a word in edgewise. Carol has been asking repeatedly. People can differ how we got here. The question is whats the path forward. Donald trump has said if you elect me, isis is going to be gone. Everybody wants to know, well, mr. Trump, how are you going to do that . That seems pretty fundamental. You cant sort of have a secret plan to get rid of isis. What is your plan . Similarly there, are differences between Hillary Clinton and barack obama. There are even differences within his own administration. What would she do to accelerate this and really contain isis and defeat it. We dont really know that either. Can i just break in to say really quickly. I do think Hillary Clinton has an approach which is about strengthening alliances around the world to make sure our allies are on board to go after isis in the way it should be in a comprehensive way. Which is what . Well, its not pulling out of nato for starters. Not put b pulling out of nato. Making sure we are actually working with our friends and allies around the world to but were already doing that and isis still exists. Well, you know, what were spending 11 million per day. If he is elected, we know that were not going to be working with allies around the world and thats no less safe. Please, lets not put words in mr. Trumps mouth. He has been very clear about what his strategy would be. Which is pull out of nato. You were around i remember back in 1976 and 1980 when people were saying if you allow Ronald Reagan to become president of the United States, all these terrible things were going to happen, that he was not realistic, that he was going to break all these coalitions. You know what . It worked out exactly the opposite. Fast forward to mr. Trump and theyre saying almost the exact same kinds of things. You cant entrust him with being commander in chief and so on. If you listen to his words as opposed to trying to put words in his mouth, what you will find is he has tremendous respect for the u. S. Military and to its commanders, and unlike Hillary Clinton who has had a terrible relationship with the military, mr. Trump thats not true. Thats simply thats false. What are the facts . Tell us what you know about that. Look, the u. S. Military by a two to one, both active duty and veterans, support donald trump over Hillary Clinton. So to suggest that Hillary Clinton has a Good Relationship with the military and where are you getting that number, bill . Is simply not accurate. Is there a poll youre citing if. Look at the crowds. For starters, look at the crowds. I cant look at the crowds and determine anything factual. Are they all veterans . I mean, is that what youre saying . Carol, look whether you want to rely upon polling numbers or the people in the audiences, these people support mr. Trump because they know that he respects them and he respects their judgment unlike Hillary Clinton and barack obama who im going to let our neutral party, david ger again have the last word. I think it is true that donald trump has a great deal of support among the military active duty enlisted and the young officers. I think youre right about that, but to say that Hillary Clinton has a bad relationship with the military is just untrue. One of the closest relationships she had was with secretary gates, who was george w. Bushs pointee at the defense department. Went on to serve under barack obama and has written about her in extravagant terms and others in the military who said she was wonderful to work with when she was secretary of state. People at the top and the joint chiefs have said that. So theres a lot of evidence she worked with the cia. Theres a lot of evidence that shes got a very Good Relationship with people in command, the people you want to turn to for advice, and the country is still puzzled how are we going to get out of this . You know, this threat of terrorism hangs over us and neither candidate, frankly, has won the confidence of the country yet about knowing where were going to go. They say the Cincinnati Police department has finished their investigation into this matter and turned the investigation over to the Hamilton CountyProsecutors Office for review. So its in the second stage now. They say that the prosecutor here will review the investigation and at the earliest that review will conclude tomorrow. Thats the earliest. So right now the prosecutor looking things over trying to determine based on the Police Investigation whether any criminal culpability exists. So hes trying to make this case that you live in an economy thats better off today than when he took office, and hes talking about republican policies. Well, a, its a big country. You know, you got 320 Million People, youre going to find tens of millions of people who support any view. I think its usual that as you come out of recessions, particularly deep ones and financial crises, it takes a pretty long lag. People want to be sure that things are Getting Better and that its not some false dawn, green shoots that never grow into plants, and you have seen in the polling kind of an interesting dynamic where they ask them how do you think the economy is doing . They answer terrible. But if they ask how are you doing and are you optimistic for next year . You have seen that actually start turning up a bit. So im hopeful that people are going to come around to the view that its at least Getting Better. Well, a recent gallup poll showed one in five americans are concerned about the economy, and i would think wages is one of the reasons why. I have Christine Romans here because i dont have the figures off the top of my head but wages have stagnated, right . Theyve, but we heard from one of the Federal Reserve banks this week, frankly, that theyre seeing signs of tight labor markets pushing up wages a little bit. They need to be stronger than they are right here right now, but there is a sense at some point wages will start rising and people will feel like they have more money in their pocket and they will feel better about the economy. We havent seen it yet though. Austan, why wouldnt very seen that yet . Why cant anyone really address that problem . Well, you know, there are a lot of deep forces going on in the economy. If you ask why havent wages gone up. But i think one of the principal reasons in the short run we havent seen wages go up as opposed to these longrun trends is the economy has been growing but its been growing modestly. So just hasnt been as tight of a labor market as you need to get wages rising. I think there is a certain irony or problem or something about the way the fed views this that now you finally start to see wages beginning to rise, which in my world and in the world of elkhart, thats great, finally. After a decade or two decades but then the fed says, osh, no, wages are starting to rise, we better rise the Interest Rate to prevent wages from rising too much. I think we can get on a vicious treadmill if we start down the road. So you dont think the fed should do anything . Its been my view the fed should not do something unless and until we have sustained growth in this country, and were quite sure that theres not going to be a financial crisis coming out of either china or europe. But, you know, ive said that publicly. Its clear the fed is of a different mindset. And i just want to ask you one more question about disenfranchised white, middleclass voters, right . They see their traditional Economic Life disappearing. Its not really about numbers to them. Its about their way of life. So how do you explain that away . Well, i dont know that you explain it away. I mean, weve had three decades, almost four decades now of Manufacturing Sector and blue Collar Worker wage stagnation. The manufacturing employment shrinking over that time. So there are a lot of adjustments that are taking place in the economy and have been for a long time that im not disputing that theyre tough to deal with. They clearly are. I think youve seen some states recover better than other states, and still you see this gnawing whatever it is thats driving kind of support for outsider candidates like trump. So im not 100 convinced that its all economic because, as i say, in some places where the economy has recovered faster, you see the same dynamic taking place. Iraqi forces comprised of army, police, and counterterrorism units and others surrounding fallujah and preparing to enter it. But concerns about the civilians reportedly trapped inside the city are weighing heavily on their actions. Joining me now live in baghdad is our Senior International correspondent ben wedeman. Hi, ben. Reporter yes, hi, carol. It does seem that the situation in fallujah for civilians which was already extremely difficult is becoming even more so. Weve just a little while ago seen some amateur video of people managing to escape the city. Theyre waving a white flag. Clearly quite traumatized. One of the men shot in this video is shouting that isis has deprived us for months of food and medicine and that theyre just desperate they were desperate to get out. Now very happy to get out, but, of course, there are still as many as 50,000 civilians still left inside the city where supplies of food have almost run out. It appears that isis is hoarding whatever there is for themselves so people are basically eating dusty old dates, sometimes mixing their food the dates with animal feed according to some u. N. Officials. Now, the iraqi army is trying to penetrate that city, but theyre running into a fair amount of difficulty given the level of resistance by isis. Of course, theyve been in control of that city for 2 1 2 years, and so theyve been able to put up defenses, build tunnels, and a network of trenches as well. Now, the iraqi army is reporting this afternoon they were able to cut the highway between fallujah and the northwest of the city. That was really the last route of escape for isis.
