Today that he will run until the very end and does not mind running from behind. Trump says he knows what its like to be the underdog because he wears one on his head. And hillary, mom on the republicans she wants to win. If i say one or the other it might influence some people. And i dont want to have any influence on them. Lets talk. Live in the cnn newsroom. And good morning. Im carol costello. Thank you so much for joique me. Donald trump on the defensive for the first time in months the relationship hopeful scales back his assault on gop rivals. Instead hes begging for help from the voters in iowa after slipping in the poll zwls iowa will you get these numbers up . Will you get these numbers up . I promise you, i will do such a good job. By the way before i forget. Will you get the numbers up please . This is ridiculous. And please do me a favor. Let me win iowa. I refuse to say get your asses in gear. I will not say that. But will you please do me a favor and work with my people and go out on february 1st and vote and give us a the victory. Now if i lose iowa i will never speak to you people again. That i can tell you. Hours from now, the republican candidate candidate will take center stage in boulder, colorado. Ben carson ready to go. Hes got his boxes gloves on already. So of course late night had a field day. The latest New York Times cbs news poll has placed dr. Ben carson ahead of trump with carson leading 26 to 22 . And with those two leading the develop polls Hillary Clinton is salivating at 100 . Another fascinating night on tap. Reporter that dynamic right there is really the thing to watch today. Ben carson and donald trump, how theyll relate on the debate stage now the ben cars season in the lead. Its been interesting to watch how donald has been reacting in the last few days. Really starting to squirm a bit. As you said hes really been begging for iowa voters. Hes also really zeroing in on ben carson, hammering him on everything from medicare, suggesting his religion is extreme and going after him again for being so low energy in Donald Trumps opinion. We know that ben carson has been busy preparing. He spent a few days in florida really prepping for the debate. And aids say he is ready to challenge donald trump on tonights stage. Others certainly will be vying for attention up there too and we saw a hint of the strategies from john kasich. Hes recently taken a much more aggressive tone on the trail. Yesterday really going after his republican opponents. He says for their policies and for their ridiculous policies is how he put it. Here is how he said that yesterday. Do you know how crazy this election is . Let me tell you something. Ive about had it with these people. I want you to know im fed up. I am sick and tired of listening to this nonsense and im gonna have to call it like it is. As long as im in this race. Now aids to kasich say this does indicate a shift in strategy on his part and one that he intends to bring to tonights debate. So certainly he is intending to shake things up a bit. We also expect the same potentially from jeb bush. Aids say hes feeling empowered to speak his mind and that is something that could be on display tonight. Reporting live from bold uld colorado. Thank you. The economy is the topic tonight. With me now cnn senior political analysts. Good morning. Cherry, ben carson has already muffed a question on the nations finances. On npr carson appeared confused with the debt limit and the federal budget. I would not sign a increased budget. To be clear it is increasing the debt limit not the budget. But let me understand you. You would rather the United States raise default rather than i would say get on the stick guys and stop messing around and cut where you need to cut. Because were not raising any spending limits, period. Im going to try one more time sir. This is debt that is already obligated. You would you not favor increasing the debt limit to pay the debts already incurred . What im saying whether we have to do is restructure the way that we create debt. So if carson does that tonight, will that kill his momentum. First of all i think its highly unlikely hell do that tonight. And secondly, i dont think that donald trump would be the person who would benefit if carson were to make a blunder or if he has to defend it tonight. I think once you have left donald trump and gone to carson and gone to another. They are they are not going to go back to donald trump. The person who can benefit from tonight just because the fact were talking a Economic Issues would be john kasich. Largely responsible for the first balanced budget in a generation. Then he goes to ohio and takes care of an 8 billion gap. So hes really the guy who has everything to gain tonight. Sounds like hes ready to come out swinging after laying low. So i wouldnt really look at this as the contest between carson and trump. I think it is an opportunity for some other serious folks. And again if carson isnt quite up to things on the economic issue, i dont think at all trump is the one who benefits. Well still, david, since cars season, you know, now the front runner, wont he be the one in the spotlight . He cant afford to make mistakes, can he . I also think the carson trump squareoff tonight is going to get a lot of attention from commentators. And actually ahead slightly of trump nationwide. It is very neck and neck and everybody else is pretty far back. And the economy is where ben carson has been particularly vague. Theres been a lot of discussion about whether hes really for which he denies getting rid of medicare or medicaid and prelacing them with something else. A lot of vagueness overall. His chief economist is a fellow at george mason university. Not well known and generally in the Economic Circle has been very well known in conservative circles. He often appears for example with conservative talk radio gordon litty. And hes a very strong sort of free market conservative. And that is where carson comes out. But if carson gets vague tonight and trump can come through that, yes trump can get back on top. We will also want to watch these. I p agree we want to watch kasich. Wes a also want to watch bush. I agree jeb has been the most effective laying out a set of Public Policy on the economy. Just hasnt caught fire. Kasich could catch fire tonight too. Hes got a very strong hes got a temper and jeb is angry. Were going to see a rot of that come out only tonight. Thanks to both of you. After the gop debate ac 360 wraps it all up, Fact Checking the candidates and who really stood out. A special Anderson Cooper 360 tonight 10 00 p. M. Eastern. And House Speaker pall ryan says he will vote in support of a budget deal. The deal that has been produced will go a long way to relieving the uncertainty hanging over us and that is why i intend to support it. Manu raju, thats kind a of a surprise after what ryan said yesterday. Reporter yeah ribo has really been trying to distance himself from this deal. Saying he had nothing to do with it this is something john boehner tried to do in his last days of office. Huh paul ryan probably appears to be in the minority of the minority of his party who is going to support this deal later today. We expect it to pass the house but not by a huge margin. Comfortable enough to get it over to the senate which will have to vote on it next week. Now the really controversial aspects of this deal include an increase of defense and domestic spending. They will be paid for by a number of cuts including cuts to the Crop Insurance program that has rural lawmakers upset. And inparticular a increase in the National Debt limit until 2017. A lot of republicans thought they should have gotten a lot more giving up such a huge issue. But boehner made no bones about it. He said after he announced his decision to resign from congress that he would try to clean the barn up in order to get rid of all of these fiscal issues that defined his speakership and really let ryan take the speakership at the time where he can really avoid those kind of fiscal battles that damaged john boehner. Now ryan even though he distanced himself from it said that he will support the deal in order to move forward and get back to what he believes will be a regular order of legislating. But well see how it affects his speaker vote today. We dont think it will. Later today republicans will also nominate him to be speaker of the house and that vote will be official tomorrow when the full house puts him in that position. So really a big day here on capitol hill where the house is really passing the torch from boehner to ryan. And its encapsulated by the vote here to put ryan in the position in the speakers chair as well as get rid of the big fiscal battles over the last couple of years. The fbi and the Justice Department are involved in the investigations. In the meantime a i really feel like he should lose his job. Because i feel like, not even an officer. No man should put his hands on a child like that. This man is huge. E feel like he needs to lose his job. Martin savidge joins us with more. Good morning. The sheriff yesterday said he wanted to move very quickly on this case regarding this School Resource officer here. I should point out that he is the boss of this particular officer involved. And now we understand there is a press conferenced that slated for about three hours from now. This is kind of like a jury coming back really fast. It probably is not good news for officer ben fields. The 16yearold High School Student violently thrown to the ground by School Resource officer ben fields claims she does have injuries to her arm and face. At least according to her attorney. The fbi now investigating. She may have had a lot a rug burn or Something Like that but she was not injured. He said he used muscling techniques after she refused his request to get up. I dont want anybody to think that just the fact she did strike the officer thats justifications for some actions. We heard about his reputation and we heard hes a really i guess i can say dangerous man. The student arrested 18yearold naya says it all started when the 16yearold refused to hand over her phone to the math teacher. Kenny said she was drying and then fields arresting her for disturbing the school. He said you got something to say . And you got to say to say and i waslike no. And i put my hands behind my back. In 2007 she filed a lawsuit against the detective for Excessive Force. T jury ruled in his favor. But martins games race was a factor his race. When i saw the video it reminded me of the nightmares what ive been doing through for ten years. A student in this class wrote that fields is a cool dude and not racist. But still deputies are the outraged. We made it clear we dont want this individual back in our schools and our School Grounds and thats been a permanent request weve made. Meanwhile another day is beginning here at the high school that is at the center of this storm. Literally and figuratively. Be but all eyes are going to be focused on the Sheriffs Office later today and waiting to hear what the verdict is from the sheriff himself on the officer. Martin savidge live from South Carolina. Lets talk more about this with our analysts. Welcome both. Paul, what do you suppose will happen today. Well im very surprised that the talk is that maybe he loses his job so quickly. Usually when it is a Public Employee involved there is sort of a due process hearing, extensive process that goes on. He may be suspended while the investigation continues. But i must say the film here seems to so clearly depict a use of Excessive Force they suspect in the end he will be facing either termination or at least a lengthy suspension and discipline. Laura, people who are standing up for the officer, say the student in question, the 16yearold girl punched the officer in the chest. She used her fist. Does that justify what the officer then did in your mind . Absolutely not. And as a prosecutor the significant time laps between the time she allegedly punches the skpifr what we see in the video does not suggest in any way her actions provoked the extent of that assault. Remember Police Officers are required to do what is require under civil rights law and the constitution. And just because it happens in a school does not mean the officers can now take liberty with Excessive Force. An officer can only repel with the force they are actually confronted with. Here in the video this young girl. If she does. And i dont actually see a shot of her punching the officer. This is an indication where he took liberties and it is Excessive Force. And being in a school does not change that. Well supposedly there is this third video out there that shows that. We have yet to see that though. Maybe we will today. But paul, the officer says he was using muscling techniques. What exactly are muscling techniques. Well, you know, hes a Strength Training coach for the football team. And a assistant coach for the football team. And im sure hes referring to some kind of it is a leverage move in wrestling i think where you are trying to muscle somebody to get them off balance. And i ooel suspect hell come forward and say he wasnt trying to tip the seat over and the desk over and what followed arose from that. But i think to be fair to the officer the School Authorities bear some responsibility here too. I think there is a tendency now to call in the cops way too soon in cases where, all right. You have got a student who should know better and should have turned the phone over. But is it time to call in the police . I think School Authorities should have dealt with this in a much more measured way before they escalated to police authority. I completely agree. The idea that this has turned into a School Discipline problem turning into a criminal matter to have the officer come in and do this action was unwarranted. But the School District should also be fearful of a lawsuit. Because there was i understand the assistant principal was present and the a teacher who were there. They should prepare themselves. I have to leave it there. Laura, paul, thoongs to both of you. Just a couple of hours ago we learned there is a major new player in syria. That major new player would be iran. Iran says it will send its in vienna. Nister to peace talks russia says it was the United States that invited iran, which has now emerged as the major player in this conflict. On the battlefield. The u. S. Says it has dropped ammunition to a new Rebel Alliance that includes kurdish fighters taking on isis and who desperately need more weapons armor and ammo. Clarissa ward has been on the front linus and joins us from erbil in iraq. High clarissa. Hi. Good morning carol. We spent times in recent areas that have been liberated from isis. But you dont find people celebrating on the ground because the devastation the fighting has left behind is enormous and the future is still uncertain. Weeks ago these dusty plains were held by isis. This is whats left of its presence now. The charred remains of a Training Camp hidden in a pine forest, it is where isis trained an elite unit of suicide bombers that attacked kurdish positions with devastating effects. Kurdish fighters known as the ypg took this entire area in august. But holding it along a front line more than 400 miles along long is a huge challenge. Commander told us he lost thirty of his fighters in a recent battle when isis came down from the mountain. The enemy attacked us with a large number of fighters using heavy weapons. They took control of three villages and after that the clashes lasted hours until we were in control again. He is a battalion commander. But this is the size of his battalion. A handful of poorly equipped men. The nearest Friendly Forces are miles away. The cost of pushing isis out has been enormous. Streets here are draped with the flags of fighters killed in battle. Along decembsolate roads, throu abandoned villages, scene on scene of devastation. Records of months of fighting and relentless Coalition Air strikes. Dozens of cities like this one are now still completely deserted. Partly because of the isis militants before retreating planted land mines and booby traps across the area. But it is also because many people here in the area arent convinced that isis will be coming back. We met a woman whos lived here all her life. She told us she was too afraid to leave home when isis was in control. They beat and killed people and brought misery on the community. There were no air strikes before they arrived. And then the strikes started. There was one next to me. We were scared of everything. Not just isis. Are you still afraid i ask . She says not. But glances wearily at the kurdish ypg fighters with us. The kurds question the loyalty of many of these villages, claiming they harbor isis sympathizers. The killing may have stopped but there is no peace here. The problem now in syria is that these sectarian and ethnic divisions, carol, run so deep after years of fighting. We saw one boy in a village chanting god bless isis. And another kurdish fighter said to us were syrianing but were kurdish first. Live from erbil, thank you. S kurdish first. Live from erbil, thank you. And good morning. Im carol costello. House republicans are gathering in washington this morning, meeting behind closed doors preparing to nominate a House Speaker to lead their party. But a world away in chicago it is a very different day for a man who once held that powerful job. Right now the former House Speaker dennis hastard is inside the federal courthouse in chicago. Expected to plead guilty about lying about millions of dollars in hush money. Ryan young is following the story. Good morning. Reporter good morning. And think about this its astonishing comparing what hes been charged with with with the powerful office he just held. We actually have a crew on the inside here because he just walked into court. We arrived around 7 20. But ive been told he just walked in. And were told he will plead guilty by trying to hold several large payments to a man. He was trying to pay up to 3. 5 million to this person to keep the allegations quiet. This all stems back to when hastert has some sexual abuse allegations. And court is supposed to start here at 8 30. Were told hastert will face one count each of evading. This is e tried to lob questions at him as we he walked in. Of course he looked straight ahead and walked towards the court. Were hoping maybe after court well hear from him or his attorney. We dont believe hell be getting his sentencing today but a month from now. What punishment could he face . We know he could face some jail time. Ands the been a discussion. An inside the park home run, Power Outages and a dramatic finish. The world series is off to an amazing start. The Kansas City Royals able to outlast the mets after 14 innings. But the victory was bittersweet especially for one of the stars of game one. Cnn sports anchor Rachel Nichols joins me with more. Good morning. Yeah a really strange story. The starting pitcher for game one of the world series. That is a huge position to be in. The ace of the staff. Unfortunately his father died in the Dominican Republic just a few hours before the game. And his wife according to the Kansas City Royals came to them and said she did not want anyone to tell eddie that his father had died. That there was this big moment. This happened a country away. There was nothing that he could do. And she wanted him to be able to go through the game with a clear mind. And then in the clubhouse after he came off the mound she was waiting for him and she and other family members told him. But carol, it was surreal. Because the news was out. It was out on social media and out among people who know baseball. So you had so many people in the stadium, around the sport who knew that this mans father had died. But he was standing there in front of millions of people not knowing. Take a listen to the manager ned yost explaining the situation. We nound out before the game. And the wishes of the family was, you know, let eddie pitch. I was kind of keeping i didnt want him to hear about it. And i was keeping my eye on him. And he was fine. He didnt know. And i guess after the game is when he found out. Hes gone home. Yeah he left before the game ended. And carol, he had to tell one player before the game. He told a different player on the pitching staff in case he heard something and couldnt continue. So one of his teammates had to keep the secret from him standing next to him while he pitched. Sadly, our thoughts are with his family right now. Im just trying to think in my own mind, would i have wanted to know . There are so many people having that conversation this morning. Well it is good the royals won. There were a lot of other moments in the game though. Power outages and they kept cutting back to these three anchor whose didnt know what was going on. And fox of course pays hundreds of millions of dollars for this broadcast. And they have a complicated set up. But two different generators blew at the same time. And they ended up going off the air for four whole minutes in the middle of World Series Game one. 17 Million People watching at the time. Clicking their tvs trying to figure out if it was on their end or not. They were eventually able to take over mlb Networks International feed. The guys not only used the feed for a while but the announcer from fox then came into the mlb network booth, kicked those guys out. They took over the broadcast. It was a little bit of a comedy of errors. They finally got the fox network back on air. But, you know, a good example especially as they had to stop the game for a couple of minutes but a they didnt have replay capability anymore. That we are all dependent on technology. Even in baseball. And at least i got to see don willis, former detroit tiger. Hes looking good these days. Never know whos going pop up. Thanks so much. Or are we going to talk about china . Were going to head into the space in just a minute. But lets do this china story first and then well head swup into space. China comes down on the u. S. With a firm fist after a Navy Destroyer sails into the disputed waters near artificial islands in the south dhooin sea. Now the u. S. Ambassador to china is summoned to beijing. And while the pentagon defends its action china is blasting the operation calling it hypocritical. In may jim sciutto was on board for an exclusive surveillance flight over those islands. He joins us live now to talk about the latest snafu. Good morning. Good morning. That flight in may we took was the first message, physical message to china that the u. S. Does not recognize these man made islands 600 miles from the china shore in the South China Sea as chinas territory. And since its always been on the table that the u. S. Would sail a ship within 12 miles of those islands as the next message. And really a more severe one. Just because you are much closer to the action there. And that is what they did in the last 24 hours. China probably knew it was coming. Because u. S. Officials have kind of telegraphed this. Said they were considering it and so on. But the level of their anger and response shows really just the depth of the disagreement here. And now you see a Chinese Party newspaper, a communist party mouth piece there with an editorial today saying that china has to take further military steps to challenge these transits as they are called. Challenge them not by starting a war necessarily. Challenge them by coming up close to them. Maybe even firing a shot across the bow. And these are the kind of steps that get really dangerous because it is hard to keep those from escalating into something worse. This is a real disagreement and the u. S. Is not going stop these trips. They are going to go back again they say. Will the u. S. I mean beijing has summoned the u. S. Ambassador to china. Will he go . Yes. Its a typical diplomatic way of delivering a message. You can either do it by paper or you summon them. And the u. S. Will do this sometimes as well. He will go and hell sit there and listen. Ive been in these meeting before. You sit there and listen quietly as get the angry message from the other side. It is china that is saying its happened. Listen, its a likely step in a scenario like this. You know, that will pass. That summoning will pass. What will not pass is that u. S. And china, two superpowers, really, have a disagreement on territory, and theyre using now their militaries to send a message. Theyre not shooting at each other, but theyre sailing pretty damn close to each other. And thats a problem. Thats a problem that both sides acknowledge. But its also a situation where neither side says its going to back down. All right. Jim sciutto reporting live for us this morning, thank you. Still to come in the newsroom, what are you doing this morning . Well, astronaut scott kelly and chel lundgren are spacewalking. For the very first time, first time for both of them. Well find out more about this Risky Mission straight ahead. Im looking to get a new iphone for my son. Oh, we have it, and right now you can get 15 gigs for the price of 10, so thats 50 more data. [ scanner beeping ] sir, could you step aside . Sir . Come on. You know who i am. Progressive insurance . Uh, i save people an average of over 500 when they switch . Did you pack your own bags . Oh right the name your price tool. It shows people policy options to help fit their budget. [ scanner warbling ] crazy that a big shot like me would pack his own bags, right . [ chuckles ] so, do i have the right to remain handsome . [ chuckles ] wait. Uhoh. All right. Lets take a trip to the final fronti frontier. Right now american astronaut scott kelly and chel lundgren are spacewalking. This is a live picture. This is the first for both men. And yes, it looks easy. Theyre making repairs on the International Space station, but make no mistake, this is a Risky Mission. It is the kind of mission that has america enthralled. After all, the martian, the movie, has been number one at the box office, like, forever. So i am sure Chris Hadfield whos also an astronaut is watching this with interest. Hes the author of the book an astronauts guide to life on earth. Welcome. Thanks, carol. Nice to be talking with you. So good to have you here. So youve been listening to the spacewalk. What are they most concerned about now . Youre concerned about thousands of things. As you mentioned, scott and chel, its their first time outside. Normally one of them has gone out before. So thats a big deal to try to get every detail right. Theyre talking to Tracy Caldwell dyson. Shes done three spacewalks. Shes down in Houston Mission control to try to keep everything straight. The two new american spaceships, the starliner and dragon coming up in the next couple of years, they have to dock with different mechanisms. So the guys are out there to put up a bunch of new wires to power up those docking mechanisms. So theyre electricians today, a little bit of plumbing going on and a little bit of sun shades. Its a busy day for the two of them. Okay. So i think every american has now seen the movie the martian, and you see the commander of the spaceship, you know, in that power pack suit. Is that what scott kelly is wearing, too, and chen . Yeah, both of them, they wear a suit, its like a oneperson spaceship, but strapped to the back of it is actually a jet pack just in case their little safety line broke and they went tumbling off into space like you saw in gravity. They could pull down this handle, a joystick pops out, and then they could actually fly their jet pack. More like a parachute, really, just to get you back safely and grab onto the station. You sure dont want to use it, but its nice to have it just in case. Oh, i bet so because youve done spacewalks yourself, and you were actually blinded in a spacewalk . Tell us about that. Yeah, on the inside of the suit, theres a bunch of different chemicals for removing car done dioxide from the air youre breathing and also just for cleaning the visor that youre looking through. And some of the chemicals got in one of my eyes. And without gravity, tears dont fall, right . So you just get this no way to clear you cant rub your eye, and eventually the big contaminated tear went across the bridge of my nose into my other eye, and both my eyes were blinded while i was outside. And i had to evaporate all my tears before i could properly see. So it was a little bit disconcerting. But hopefully that wont happen to scott and chel today. I hope not either. What kind of precautions do they take before they embark on the spacewalk . More than you could believe, carol. Theyve trained for years and years. Theyve spent hundreds of hours under water at the Johnson Space center in houston training for it in a Virtual Reality lab with a helmet and gloves on, and then on board for the last few weeks, theyve been going over these procedures. Weve been preparing these spacewalks for about three months. So everybodys right at the top of their game. And if anything goes wrong, we have lots of different ways to rescue each other. Kim is inside flying the great big robot arm so he could bring one of the guys back to the air lock if there was a hurry. Weve got doctors watching every heartbeat on those guys up there. We take this extremely seriously, but its also so magical to be outside, going around the world every 90 minutes, holding on with one hand, being alone in the universe. Its technical. Its professional. But it is so personally beautiful. Describe that feeling for us, chris. I mean, theres no sound in space, right . So whats it feel like out there . You know, you have with the beautiful parts of it, carol, is the sound track is your own breathing. You hear your own heartbeat and your own breathing. And youre alone in the universe. Its like Stanley Kubrick sort of imagined when he made 2001, and dave was outside with the computer going crazy. That your breathing is sort of a reminder that youre alive. And you are not on the world, which is very different. Youre in the universe, and the world is separate from you, and its rolling by at five miles a second. And youre focused as can be to get the job done, but its everything you can do just not to be gobsmacked by where you are. Thats so awesome. Scott and chel are professional guys. But theyre looking around and noticing what a magnificent Human Experience it is. Well, thank you, Chris Hadfield, for joining me this morning. It was awesome. Im carol toss tell low. Thank you for joining me. Talk about a different side of donald trump, on the defensive. The republican president ial hopeful scaled back his assault on his rivals. Instead, trump is begging for voter support in iowa after slipping behind ben carson in the polls. Iowa, will you get your numbers up, please . When you get these numbers up, i promise you, i will do such a good job. In the meantime, theres already campaign drama over the green rooms at tonights debate. Thanks to politico for flagging this, we now know that not all of the capped dates were happy with their predebate digs, so judge for yourself. You can see Donald Trumps swanky setup on the left. On the right, those are the digs for senator rand paul. Heres another example. Marco rubio will be in a theater on site. So he gets to kick back in some pretty plush seating. Not so with some other candidates. Lets bring in our National Correspondent sunlen serfaty. I didnt know they argued over such things. Reporter theres certainly, it sounds like, a lot of behindthescenes wrangling over the size and the accommodations each of the candidates green room. This area where they hang out behind the scenes waiting for the debate to start, really a place where they can focus and prep for tonights debate. According to politico, it was a tense meeting last night when a lot of the campaigns walked through these green rooms last night. Many of the campaigns says are not too happy with those sort of accommodations. An aide to senator rand paul tweeting out a few of those photos, comparing the green rooms. This first one comparing Carly Fiorinas green room equipped with a jacuzzi to rand pauls, which as you see there, has just a toilet, a singular fan, not too plush accommodations for him. And then again tweeting probably sarcastically, quote, thanks to the gop for bending over backwards to acquire great working conditions for team paul. Now, the Republican National Committee Communications director was asked about this this morning on new day. Heres how he responded. Were here at the Events Center in boulder. Its an absolutely unbelievable facility. But obviously, its used for sporting events. Weve got 14 amazing candidates who will take the stage tonight. And so when you have 14 people, you have to utilize every piece of real estate thats here. Okay. Thats changing rooms, training rooms, locker rooms, referee rooms. And so theyre not this is not like going to a facility where you can have identity rooms. And some of them didnt like the size. We worked through the night. The team at the rnc found new rooms, got everybody happy and so were good to go. Reporter there was a little lets move on from the uproar over this green room controversy and potentially save those fireworks for tonight. Carol . Absolutely. Sunlen serfaty reporting live from boulder, colorado, thank you. On the democratic side, Hillary Clintons latest Campaign Stop took her to new york and the late show with stephen colbert. Clinton dishing on everything from her favorite shows to Binge Watching and how she would handle the big banks if she were elected president. Joining me now, mark preston whos the executive editor of cnn politics. Tell us more, mark. Well, carol, she certainly made news last night on the late show with stephen colbert. Shes considered to be too close to wall street by some in her party. However, she probably turned some heads when she said that she would let the banks fail. If youre president yes. And the banks and the banks are failing, do we let them fail this time . Yes, yes. We let them fail this time. Yes, yes, yes, yes. First of all, under dodd frank, that is what will happen because we now have stress tests, and im going to impose a risk fee on the big bank if they engage in risky behavior. But they have to know, their shareholders have to know that yes, they will fail. And if theyre too big to fail, then under my plan and others that have been proposed, they may have to be broken up because if you cant manage it, then its more likely to fail. And there you have Hillary Clinton last night talking about what she would do if some of the big banks were to fail like we saw back during the financial crisis of 2008. Now, why this is newsy, carol, is because her rival for the democratic nomination, bernie sanders, wants to break up the big banks. Hillary clinton doesnt want to do that. She wants to put more regulations on them, but thats where her and sanders have a big dividing line. Interesting. Mark preston, thanks so much. Everybody hates the irs, but maybe not as much as republican congressman jason chavits. He is on a mission, impeach the irs chief. It is the latest salvo in what conservatives say is an attempt to protect Tea Party Groups from being unfairly targeted by the tax agency. Cnns chris frates is covering this story for us. As you point out, this is just the latest shot fired in a running battle between koskinen and jason chaffetz. Yesterday chaffetz and 18 other members of his House Oversight committee introduced a resolution to impeach the irs commissioner. They argued that koskinen misled the public during the investigation into whether irs targeted Tea Party Groups applying for nonprofit status. Now, remember, that probe centered on an irs employee named lois lerner. Congress requested lerners emails. And Agency Officials told lawmakers, well, hey, an unknown number of those have been lost. Her computer crashed. We dont know what happened. But an irs watchdog later found that as many as 24,000 emails were lost, and the Inspector General was able to recover more than 1,000 of those emails that the irs did not turn over to congress. So on tuesday, chaffetz blamed koskinen for those lost emails, arguing that he failed to comply with a subpoena. He also said koskinen failed to notify congress that key evidence was missing. Now, chaffetz did not say whether he has the backing of paul ryan. Ryan, of course, is the man expected to be the next speaker of the house. So its unclear, carol, if this effort will get off the ground. But it comes after chaffetz and 51 other lawmakers called on president obama to remove koskinen back in july. The white house never responded to that request. The irs has responded, in fact, in an email to cnn, they said the irs vigorously disputes the allegations in the resolution. We have fully cooperated with all of the investigations. And the top democrat on the oversight committee, carol, elijah cummings, blasted the move saying, quote, calling this resolution a stunt or a joke would be insulting to stunts and jokes. Carol . Wow chris frates reporting live, thanks so much. It is a busy day for republicans. Theres the move to impeach the head of the irs, tonights debate and the gop will vote on their choice for House Speaker. Right now republicans are meeting behind closed doors listening to paul ryan and Daniel Webster make their pitches for the job. Cnns manu raju is live on capitol hill. Hes following this drama. Good morning. Reporter good morning, carol. Now, paul ryan just concluded his pitch to house republicans. And what he spoke about in large part was changing the way the house does business. Now, house republicans, a lot of them are very upset at this budget deal thats moving very quickly through the house that john boehner has cut in his final days in office with the white house. That deal was essentially dropped on their laps on monday. Were looking at it passing the house this afternoon, and it will pass the senate likely next week. But what paul ryan is telling these guys is that, look, i will change things. Im going to fire up the committee process. Were going to do a more bottomup approach. Were going to pass spending bills bill by bill instead of cutting deals in a back room. But really that will be put to a test as early as december, carol, when paul ryan will have a huge task in order to fund the government past december 11. Now, this budget deal that is moving right now will help probably decrease the chances of a shutdown because both parties will have agreed to topline spending numbers, but those programbyprogram decisions on how much to spend and what not to spend money on such as planned parenthood which has been a big fight among republicans will still come back for paul ryan to deal with later this fall. Now, after this meeting this morning which paul ryan made his pitch to his members, republicans will gather privately this afternoon at 1 30 in which they will actually vote to nominate the next speaker. Paul ryan is widely expected to win that vote. Daniel webster is his only opposition. Websters probably going to get a very small number of votes. And then afterwards, the house will vote on that budget agreement, and it will probably pass the house with a majority of democratic votes and a minority of republicans. So this is all the drama thats unfolding on capitol hill, and really its just emblematic of the torch being passed from john boehner to paul ryan. And the question is, will things change . All right. Well see. Manu raju reporting live, thanks so much. So even though she was wrong for disturbing the class, even though she refused to abide by the directions of the teacher, the School Administrator and then also the verbal commands of our deputy, im looking at what our deputy did. Cnns Martin Savidge is following the story. He joins us now. Good morning, martin. Reporter good morning, carol. The Richland County sheriff, by the way, was out of town when this happened monday. He quickly raced back. And then yesterday he said he was going to start an investigation, and he was going to move very quickly on coming up with some kind of determination as to what should happen next with that officer. Given the fact that weve got a press conference that is slated for noon today eastern time, well, it sounds like hes moving fast, and that generally also sounds like a jury that has made up its mind quickly, which may not be a good thing for ben fields. But naya kenny is the other student that was apprehended in the classroom during this altercation. Heres what she would like to see happen. I was screaming in the classroom, you know, screaming and crying. Im just, like, whats going on . You know, what the, what the and as hes on top of her, he turned around to me and he was, like, since you have so much to say, youre next. So then they escort her out of the classroom. And then he comes back, and she said, you got something you want to say . You want some of this, too . And i was just, like, no. And i just put my hands behind my back. Reporter she is clearly of the mindset that that officer doesnt belong in the classroom. Again, and she is not alone in that. The School Board Last night, there were a number of people who spoke up including School Board Members who believe that this officer just does not belong inside the school in that kind of an environment. Final decision, as we say, is with the sheriff, and we expect to hear that later today, carol. All right. Well check back. Martin savidge reporting live. Michelle kosinski, thanks so much. Reporter thanks, carol. Oh, my goodness. That was funny. Okay. Back to serious stuff. On the day senator marco rubio prepares for a possible gamechanging debate, a newspaper in his home state of florida is sending the president ial candidate a stern message. Show up percentage votes or resign your senate seat. This is the headline in the sunsentinel newspaper in ft. Lauderdale. Marco rubio should resign, not rip us off. The editorial comes after a cnn exclusive with rubio who explained why he neglected to show up for nearly onethird of senate votes. Im running for president. Im running for president of the United States. Im not playing golf. Im not on vacation. Im campaigning for the future of america. Im running for president so that the votes they take in the senate are actually meaningful again. A lot of these votes wont mean anything. Theyre not going to pass. And even if they did, the president would veto it. The sunsentinels response to that, sorry, senator, but floridians sent you to washington to do a job. Weve got serious problems. The paper goes on, you were paid 174,000 per year to represent us, to fight for us, to solve our problems. You are ripping us off, senator. So lets talk about that and more. Joining me now, cnn political commentator and oped columnist for the New York Times, ross. Also peter, a cnn political commentator and contributing editor for atlantic media. Ross, you kind of talked up rubio in your column a couple days ago in the New York Times. So does the sunsentinel have a point in your mind . Sure, its a case where both sides have a point. I mean, rubios right that were late in the second term of a president where washington is totally gridlocked, and the votes that he would cast in the senate dont mean a lot. By the same token, i think, you know, i think the sunsentinel is right that its probably bad form to miss this many votes even when you are running for president. There are flights back to washington, d. C. He could probably manage to cut the rate down a little bit. But ultimately, its actually kind of a sign of rubios strength as a candidate overall that this is the kind of controversy were talking about because the sunsentinel arent the first people to raise it. Jeb bushs campaign has actually tried to raise this in their quest to sort of deflect rubios potential rise. And you know, when youre arguing about how many senate votes a guy whos running for president has missed, you probably dont have a lot of really strong critiques of him as a candidate. So peter, do you agree . Its sort of, like, well, if he voted, it wouldnt matter anyway so why vote . I agree with ross that this is a sign that rubio is, by far, the strongest candidate in the republican field. And generally i think these kind of attacks dont hurt candidates. I also think rubio benefits from the fact that barack obama was also a guy who didnt really like being in the senate very much who ran for president very quickly, missed a lot of votes. So hes created a precedent. The only thing that really bothers me is that i think a lot of these votes rubio has missed not because hes out campaigning for votes but because hes out trying to raise money. And that i think is a fundamentally massive problem in our political system. If he were actually going out and dealing with voters, but its the fact that hes flying out to mansions all over the country, not him but the other candidates, too, and trying to raise money because you have to spend so much of your time doing that, that seems to be a fundamental problem, but its a problem thats bigger than him. Go ahead, ross. Go for it, carol. No, i wanted to switch topics and talk about okay, lets move on. Lets talk about donald trump and ben carson because that president ial debate is going to be held in colorado later tonight. And i think everybody i will with be looking at ben carson to give us something, to give us some substance. Do you think he will . Substance or to hit back at trump . I think that sort of what the media wants is for carson to, you know, trump has sort of started to target carson in part because carson is actually pulling ahead of trump in some polls. And so theres a lot of media appetite, i think, for carson to hit back whereas whats interesting about carsons strategy overall is that its premised on not hitting back at all. And sort of being low key, gracious, conversation, relaxed and not sort of getting into trumps game. So thats on a strategic level, i think thats what people are going to be looking for and what will be interesting to watch. This sort of clash of styles. In terms of substance, i wouldnt expect a lot of real staps fr substance from carson. Hes doing well without delivering it to date. I think that will catch up to him, but i think it will catch up to him as the field narrows and as the actual primaries and caucuses get closer. I think were still sort of in the entertainment phase of the primary where saying things that suggest maybe youre not really ready to be president of the United States arent going to put a big dent in his poll numbers yet. You see, peter, i was taking the high road because you were. And i went low. Im sorry. You went low. I was taking the high road because i actually do want to hear substance because theres going to be one main issue in this debate, and its going to be the economy and what these candidates would do to make americans lives better. So shouldnt americans want substance, not entertainment in this particular debate, peter . Yes, but if youre looking for policy substance from ben carson, youre barking up the wrong tree. I mean, this guy makes donald trump look like a policy wonk. He stunningly illinformed about basic aspects of American Government and politics. You know, whats interesting is that that is so far been a strength because its part of his outsider persona. And because his, you know, his hostility to washington and his kind of somewhat paranoid view about the way washington and politics works has actually been appealing to people who are in an antiestablishment mood. If youre looking for substance on policy tonight, i think you may get some from some of the other candidates, but i dont think thats been carsons strength. Carol, if you want to look for the high road, if rubio and ted cruz end up having a clash tonight, because i think i tend to think that rubio and cruz both have real strengths that will become more apparent in the polls as we get closer to voting. I think they have some actual differences on Economic Policy probably especially on taxes. So if theres going to be a clash that actually means something substantively, it might be between those two. Okay, i will keep my eye on those two. Ross and peter, thanks to both of you. Thanks. Youre welcome. Still to come in the newsroom, Syrian Refugees head deep into the Arctic Circle on bicycles. The solicitor in this case says the shooting must be examined from the perspective of this officer, lieutenant mark tiller, using the information he had at the time. The investigation found that he had about three seconds to determine if he was facing a deadly threat. He determined he was. The state agreed, and therefore no charges filed or the recommendation, therefore, of no charges filed in this case. Weve got newly released dash cam video. I want to set it up for you first. Its july 26th of this year. Theres a drug investigation in senn seneca, South Carolina. The silver car on the right, in the passenger seat is torre morton. In the drivers seat 19yearold unarmed Zachary Hammond. And lieutenant tiller is called in for backup. Watch. Put them up stop, stop, stop all right. What you see there, hammond ignores the officers commands, drives off. State pathologist determined hammond was shot twice. The first shot killed him. Maybe you heard there he said he tried to hit me, and state investigators determined that tiller, his fear that he would be run over was reasonable. Although they admit in a letter that was submitted from the solicitor to the state Investigative Department that the video is troublesome. Heres a part of that letter. What may seem reasonable to any of us who are not in the heat of the moment or at at risk of losing our life is a far cry from an officer actually being in a tense situation where he is forced to make a splitsecond decision while facing a criminal assailant. Hammonds family has said to be crushed. Their attorney, eric bland, who is a civil attorney, he said this just to cnn in the last minutes. Lieutenant tiller was never at risk at harm from zacharys car, and even if it could be argued that he was, it was a risk he created by running alongside a car that obviously was attempting to flee the scene. Zachary may have been guilty of evading arrest but this is not a capital offense in america and there was no need to execute cute zachary in the hardees parking lot that night. There were drugs found in his pocket, were told. There is a federal investigation into the possibility of violation of civil rights. And were expecting to learn more from this familys attorney as they are planning a News Conference for tomorrow, carol. All right. Victor blackwell reporting live for us, thank you. The great beauty of owning a property is that you can create wealth through capital appreciation, and this has been denied to many South Africans for generations. You see there the dow is up just about 103 points. The dow slightly higher as the Federal Reserve wraps up a twoday meeting and investors likely have just one question, when will rates head higher . Cnn money digital correspondent Paul Le Monica is following this for us. Do you have the answer for us, paul . Its not going to be today. It might not even be in december. People now betting it could be the spring of next year because the job markets had a bit of a stumble last month. And the fed is still concerned about whats going on in china. So, you know, you know, there was a lot of talk that the fed would raise the rate, like, next month, right, in october, but thats when the economy seemingly was doing well, but is the economy slowing down, and is that why . I think that might be part of the concerns. The economy definitely lost momentum in the third quarter. It does look like its regaining some now in the Fourth Quarter which obviously usually happens ahead of the holidays. You do have strong retail sales typically. But i think the fed was disappointed by the weak job growth that we had in september as well as wage growth. Thats really important because the fed wants inflation to be a little bit higher than it is. And its not right now because wages are pretty sluggish. So we probably wont so as you said, we probably wont see a federal rate hike for quite some time. And of course, that will make consumers happy because that means your Mortgage Rates will remain lower and also your credit card rates will remain lower, am i right . Yeah, its a mixed bag, though. Its good if youre trying to take out a loan or if you already have one because rates are low. But there are a lot of savers, especially retirees, that are penalized for the fact that rates have been near zero for seven years now. A lot of people want rates to go up because if youre saving money, then you get rewarded for saving. Thats something that i think could come up in the Republican Debate tonight because there are a lot of gop capped dates who have been highly critical of the fed. Paula monica, thanks for joining me.
