Serious challenge. We all took an oath to protect the nation and its interests but to do so we must work together. I know everyone on this Committee Takes the isil threat seriously. President obama and everyone at this table does as well. We encourage a serious debate but i urge you to pass the president s aumf because it provides the Necessary Authority and flexibility to wage our Current Campaign and because it will demonstrate to our men and women in uniform some of whom are in harms way right now that all of us stand unflinchingly behind them. Thank you, mr. Chairman. Mr. Chairman Ranking Member distinguished members of this committee, thank you for the opportunity to appear before you today. Let me begin by adding my personal thoughts and prayers to those of the secretary defense at the loss of the folks on that helicopter. A reminder to us that those who serve put themselves at risk both in training and in combat. We will work with the services to ensure those survivors or their family members will be well cared for. If i could, the committee will join you on that. Yes, sir. Thank you. I appreciate the opportunity to be here today with secretary kerry and secretary carter. I just returned yesterday from a trip to the middle east. I spent a day in baghdad with iraqi and u. S. Leaders discussing our strategy against isil. I spent a day with my french counterpart and 2,000 of frances sailors and marines aboard the Aircraft Carrier in the arabian gulf. Our u. S. Navy Aircraft Carrier was just off the side. These two great vessels sitting side by side their combat aircraft and importantly their crews are a powerful image of a partnership and commitment in this fight. Its actually the solidarity of all of our Coalition Members that is fundamental to the strength of our campaign against this transregional threat that isil represents. The government of iraq has a lot of work yet to do with the help of the coalition to ensure isil is defeated and importantly stays defeated and that will take time. Ive been consulted on the proposed authorization for the use of military force against isil and its associated groups. It is suitable to the campaign as we have presently designed it. We should expect our enemies will continue to adapt their tactics and well adapt ours. Bipartisan support would send an important signal of National Support to those serving in harms way conducting this mission. I met with some of them over this past weekend and they are performing magnificently as you would expect. I thank you for your commitment to our men and women in uniform and i look forward to your questions. Thank you all for your testimony. Let me just begin with secretary carter and chairman dempsey. I know secretary kerry mentioned that he feels that currently the aumf that we have from 01 and the one from 02 give the United States the Legal Authority to do what is now occurring. I wonder if both of you would answer yes or no whether you believe that to be the case. I do yes. Yes, senator. So from your perspective, you will make unanimous every witness thats come before us on behalf of the administration believes that currently were operating under a legal premise with what were doing against isis today. Let me ask you this question secretary carter and chairman dempsey, has there been any indication to the people were dealing with as part of our coalition or the troops that Congress Today is not behind what is happening on the ground with isis . I cant speak to that mr. Chairman. I think that the folks ive talked to of ours do in fact believe that the outrages that secretary kerry described on the part of isil warrant the operation that theyre involved in and of course we dont do anything that isnt lawful. Im not a lawyer so i cant tell you theres no one that you deal with that doesnt believe that congress is wholeheartedly behind the effort to deal with isis is that correct . I havent talked to people that have a view one way or another. They think they know the purpose of the hearing and i presume like me they welcome a good yut outcome of it. Chairman dempsey . I have no question that they have no doubt of the support of the congress of the United States or the American People. Well step away from this hearing just to take a wider view of it. I want to bring back in cnns joe johns and elise labott and also josh rogan. I found it interesting that secretary of state kerry talked a lot about unity. He began his speech his Opening Statement by saying america is strongest when we act together. Politics must stop at the waters edge. I hope we can accomplish that today. Why do you suppose he started his statement that way . Well i think he knows, carol, that this congress is divided not necessarily about the need to combat isis or that the u. S. Should be involved but about how this mission should be undertaken and what the strategy is. Clearly republicans are looking for a broader mission. Much more robust and democrats are worried that this will turn into Mission Creep and get the administration into another long drawn out war it cant get out of. I think even in the statement you heard from the chairman and Ranking Member bob corker and senator Menendez Bob Corker was talking about how aumf as its written signaled a lack of commitment. Senator menendez was talking about how this cant be an open ended mission. I think as this plays out, youre going to see those debates between the senators and the administration also in the questioning. And josh before we broke away they were talking about the legality of the president s action when it comes to waging war against isis. What are they trying to get at there . They are saying the administration has been fighting this war against isis for about eight months now and has argued it has legal justification to do so. Why do they need another administration . Administrations argument is simple is that it would be a bipartisan show of support and show the International Community unity and it would eliminate the unclear application of the previous aumf to the current war. They also said very clearly that if congress doesnt get its act together and doesnt pass an aumf, they feel like they have legal cover to keep doing what theyre doing. Message to congress is simple. We would love for you to do this. If not, well be fine. General, you heard the secretary of defense and the chairman of the joint chiefs martin dempsey, say that its important to get this agreement through because it would demonstrate to the troops that america is behind them. It would also the war would also become a shared responsibility between the president and congress. Is that important . Absolutely important. Ive been on the ground in tikrit in 2003 in baghdad where we had descending voices from congress on those operations and Current Operations in which u. S. Forces were engaged in fighting and frankly being killed. Its important. I dont think any troops doubt the support for this operation. I think there are questions not about this aumf which is a vehicle for a strategy but really can the strategy defeat isis as it states as its end state which means youll have to go into iraq and syria to do that. So there are questions about the strategy. I dont think there are questions about the support from the Administration Congress or the American People. And, joe, i dont mean to throw a lightweight question your way but its interesting that code pink managed to get into all of these hearings. Not just one person but several. They are very determined. Again and again they show up. They make their statements and as you saw that individual who was holding the sign simply the term aumf and he continued to speak as he walked out the door. But walked out the door. So this is one way that they get their voices heard on capitol hill carol, and it tends to be effective over years. One point made about what were hearing in this hearing, whats very interesting i think is the talk of strategy but the admission that the aumf the white house is requesting will sunset in three years but the administration is saying theyre not sure at all that the fight against isis is going to be at an end in three years. Thats what Ashton Carter said. He said i cant assure you the mission will be accomplished in three years but its important to have that timetable because it allows the American People to check back to see if the war is going well and to see if we should continue and thats important, right . Isis wont be defeated in three years especially with the current execution strategy. I think the American People have a means to check back or voice and thats called an election. Its artificial restraint looking toward domestic politics obviously and it does not match the stated end state of the strategy which is to defeat isis. I have to take a break right now. As weve been telling you, the Senate Foreign Relations Committee is Holding Hearings on the president s request for authorization to use force against isis. Testifying today secretary of state john kerry, defense secretary Ashton Carter and chairman of the joint chiefs of staff general martin dempsey. Were keeping an eye on this for you. Well check back. Were following another breaking story for you right now. A tragic one. A u. S. Defense official says seven marines and four aircrew members are are presumed dead after their Army Blackhawk chopper went down last night. Lets go to Victor Blackwell at the Army National guard base where the black hawk that crashed had been assigned. What do you have . Reporter a major loss for the louisiana Army National guard. The black hawk was assigned here along with four of those Service Members onboard. Two pilots and two crew members also assigned here. There are few details being released right now or few details known. A spokesperson for Eglin Air Force base where this joint Training Mission originated from is telling cnn a few details about what they know thus far. Listen. What we do know is that two uh60 aircraft that were assigned to the louisiana Army National guard were participating in a Training Exercise overnight. One of the aircraft which had four aircrew and seven marines assigned from camp lejeune was involved in an accident. It was near our eglin range side a17. It was in the vicinity of one of our test and training beach areas. The helicopter was reported missing about 8 30 last night. Debris was located by the search and rescue team about 2 00 a. M. This morning. Reporter carol, we know about the weather conditions at that time of the evening. Although the officials have not said if weather was involved or contributed to the accident there were foggy conditions in the area so thats obviously something theyre looking into. None of the names has been released by either the marines there at camp lejeune in Jacksonville North carolina or by the louisiana Army National guard. We have been told that that second chopper involved or that second chopper involved in the Training Mission was not involved in the accident and that black hawk landed safely back at Eglin Air Force base. I know the governor bobby jindal has weighed in. What does he have to say . Reporter the governor just before the top of the hour released a statement. Ill read part of it to you now. The governor says that our guardsman have fought courageously overseas in defense of our nation and here at home they have protected what matters most during times of crisis. These soldiers represent the best of louisiana and we are praying for them and their families. Again, those names have not been released. They are first going to notify next of kin, carol. All right. What can you tell us about those lost . I can tell you that were extremely grateful for all of the agencies involved that are continuing the search and rescue efforts in the area. We had seven highly trained Marine Special Operations Forces in the aircraft at the time of the mishap so were working closely with all of the parties involved to locate the marines and army crew onboard and thoughts and prayers are with the marines, soldiers and the family members of those involved in this mishap. We often forget that even Training Exercises can be dangerous in the service especially when you fly Something Like the black hawk chopper. Can you get into that for us . You know carol, i wish i could. I cant talk about the capabilities of the uh60 black hawk. We have a requirement to conduct realistic military training and unfortunately this mishap happened. Again, were working with all of the agencies involved to locate our marines and the army aircrew and were just really thinking about the families of those involved right now. I cant even imagine. Can you tell me how youre assisting exactly . Were just coordinating with each one of the individual agencies. The search and rescue and coast guard search and rescue in new orleans. Theyre in the water. Theyre continuously searching. Other than that we just want to reach out to the family members who could potentially be affected until we know for certain the status of their individual marine. Thats about all we can do right now and make sure we get the right message out. Thats why were taking the opportunity to talk to you to let you know that were really concerned and we want to locate our marines and the aircrew. So thank you for this opportunity to get the message out. Any time. Is this one of the worst accidents of its kind . I cant say that. I dont keep track of the accidents. It is certainly significant and important to us. So thats why were continuing to reach out to the search and rescue team working closely with the folks at Eglin Air Force base and Army National guard. Theres a lot of Service Components involved and were very grateful and thankful for their efforts, professionalism and working closely together just to locate our marines and find out what had happened. Laquinta republicans are standing by their warning to iran in this open letter gop letters say any deal with iran any deal that iran makes with president obama could be null and void once he leaves office unless they approve it. 47 senators signed it including outspoken governor bobby jindal tweeting anyone thinking of running for president on both sides should sign to make it clear that iran is negotiating with a lame duck prez. Thats not sitting well with the Obama Administration. Sunlen serfaty is at the white house this morning. Reporter good morning. The Obama Administration has called this letter reckless and harmful to the negotiations and to note several of the republican potential contenders for president have signed onto that letter including senator Ted Cruz Marco rubio, rand paul and lindsey graham. They are among the 47 signatory signatories are this letter. Weve seen a fierce defense by these senators after this controversy ensued. They believe this was the right strategy. Heres senator marco rubio. This is an unusual moment with an incredible risk to the world and our country and the region and it required unusual methods to deal with it. I would send another one tomorrow. I think the risk of a nuclear iran is so great that we need to do Everything Possible to keep us from finding ourselves in a situation where well have a nuclear iran. Reporter former secretary of state Hillary Clinton potential democratic candidate for president is engulfed in this email controversy and yesterday she really took a strong stance in defense of the Obama Administration and their view on this letter saying that its out of step with tradition. What was the purpose of this letter . There appear to be two logical answers. Either these senators were trying to be helpful to the iranians or harmful to the commander in chief in the midst of high stakes international diplomacy. Reporter secretary of state john kerry will travel to switzerland on sunday to meet for the first face to face talks since this letter was released with the Iranian Foreign minister. Carol . Thank you so much. Speaking of marco rubio, hes asking questions of the secretary of state and other cabinet members assembled before the committee. Theyre talking about giving the president authorize to go into support. Lets listen. Theyre not going to come out and openly support it and they would be nervous about. Theyre not going to object if thats what it is. The point is you have bigger problems than that with that particular scenario because the shia militia within iraq might have something to say about it. Al sadr other people might obviously react adversely to that. Whats important, senator, with respect to your question is to understand this. I think this has been a misread by a lot of people on the hill to be honest with you. There is no grand bargain being discussed in the context of this negotiation. This is about a Nuclear Weapon potential. Thats it. And the president has made it absolutely clear they will not get a Nuclear Weapon. Now, the presumption by a lot of people on the hill here is that we somehow arent aware of that goal even as we negotiate that goal. Our negotiation is calculated to make sure they cant get a Nuclear Weapon. Its really almost insulting that presumption here is that we allow something that will get them a Nuclear Weapon. Im not saying theres a grand bargain. I believe that our military strategy towards isis is influenced by our desire not to cross red lines that iranians have about u. S. Military presence in the region. Not in the least. Theres no consideration whatsoever as to how they or anybody else well do what is necessary in conjunction with our coalition. Remember we have 62 countries including five sunni countries that for the First Time Ever are engaged in military action in another country in the region. Thats what i want to touch on that point. General dempsey a moment ago outlined the need to have a Broad Coalition that i imagine involves the sunni countries, jordanians saudis and uae and others and countries deeply concerned about iran and they feel weve kept them in the dark with our negotiations with iran. Its impacted the trust level with our important allies. Thats flat wrong also. Flat wrong. They said so publicly. Its flat wrong. I just came back from a meeting in the gulf. I met with singking solman. They believe were better off to prevent them from getting a bomb diplomatically and providing of course that it actually prevents them from getting that bomb. Thats the test of this. A whole bunch of people are trying to give this a grade before the test has been taken. Youre saying here today that our allies in the region saudis, uae, egyptians and others are comfortable with where negotiations stand at this moment . I did not say that. They are not perfectly comfortable. Theyre nervous and apprehensive. They want to make sure that just as members of Congress Want to make sure that the deal that is struck, if one can be struck now, will in fact prevent them from have you shared details . We shared considerable details about them . Are they apprehensive about that or comfortable with what we shared with them . They are comfortable with what we shared with them. The senior foreign minister in the world publicly sat with me at a press conference in which he articulated their support for what were doing. General dempsey, i want to ask you because we talked about this a moment ago. Part of whats happening here is isis pursuing beyond its core in syria and iraq and weve seen that emerge in libya. Were starting to see signs of it emerge in afghanistan. Can you comment about what isis or any of you can comment about what were seeing with isis with regards to getcompetition between them and how does this aumf proposed before us today allow us to form a strategy that allows us to deal with that second ring of threats of isis absorbing other groups in the region. The ttp is notably that Splinter Group the taliban who has rebranded themselves to isil ideology. And to answer your question on aumf i would have authority to make recommendations to commander in chief on how to handle isil wherever it shows up. Number one, they have affiliated themselves with the ideology. Number two lets step away and talk about that exchange between the secretary of state and senator marco rubio. Clearly a spat that arose out of that letter to iran signed by marco rubio and 46 other republican senators. Lets discuss that. Joe johns is cnns senior washington correspondent. Senior Global Affairs correspondent elise labott joins us from jerusalem. Josh rogan is a columnist for Bloomberg View and the colonel is a former member of joint chiefs of staff. It seems as if john kerry was just waiting, waiting to get into that with senator rubio and others. Yes, carol. Certainly its no secret that the republican seat of the congress definitely does not like this deal with iran. Theyre looking for a much tougher deal. And made clear after this whole brouhaha with Prime Ministers netanyahus speech and now they knew details before but using that momentum after that speech last week to make clear that they are not happy with this deal. Open letter to iran. Whats coming back and forth from iran. Foreign minister putting out something a day later. This administration is not happy with the way congress is treating this deal. The administration is saying let us finish these negotiations. If you dont like the deal then we can talk about it. The administration doesnt really feel like it needs the authority of congress to go ahead with this deal. Theyre saying that you need to trust us. You need to let these negotiations come forth saying the same thing they did to Prime Minister netanyahu. Lets not tank the negotiations before theyre over. You still have a couple of weeks weeks a week before the march 24th deadline. It seemed like senator arubiorubio wanted to move on but john kerry wouldnt let him. He wanted him to admit the negotiation is spilling over into other areas of foreign policy. A widely held suspicion on capitol hill. As they negotiate with iran does that affect how they think about iraq and syria . John kerry said flatly no. The truth, the ground truth here is that its really impossible for people in the administration and in the military to delink all of these things. Iran is active in iraq and syria and they can say all they want that these negotiations are just about the Nuclear Issue but everyone is connected and thats what the senator was trying to draw and carry out on but kerry didnt bite. Joe, do you agree . I absolutely agree with that. Its an interesting dynamic there as you see marco rubio questioning the former senator as well as secretary of state john kerry about the u. S. Posture in the region including with iran. A number of other questions this morning about the limitations the administration is putting on itself with this proposed force authorization. Threeyear sunset provision. There was a question about whether this resolution would also cover the Nigerian Terror Group boko haram which recently swore allegiance to isis. Answer from Administration Officials that the resolution would only cover boko haram if its a threat to americans. So yes, a lot of spillover there. A lot of questions about the interlinking of the administrations policy and its negotiations and how thats affecting not just the region but a variety of other regions as well carol. So general, you know youre a military guy like Ashton Carter or general dempsey and you are sitting here watching this political spat go on. How does that feel do you suppose . If youre deployed and in harms way, we understand its part of the process. We operate under civilian leadership. And it is a consensus. However, when troops are deployed in arms way and there are actions or statements or letters that question the viability of the operation or the campaign thats hugely corrosive. As i said in baghdad hearing members of congress saying that its a failed strategy the surge has failed, everything is lost was hugely corrosive. I agree there must be unity in supporting our forces when they are deployed and asked to do our bidding in harms way. Colonel, is that possible . I think in the right political circumstances and under the right political climate, yes it is possible, carol. I think what were seeing is a lot of different ideas, a lot of frustration on capitol hill. A lot of frustration in the white house thats playing out in this particular case. So when it comes to things like the letter to iran saying that they are basically this letter has a time limit or this treaty would have a time limit associated with it or agreement would have a time limit associated thats a significant issue. I also think when you look at these negotiations and what can come out of them we have to take the point of view of what iranians are looking at. I think iranians believe that all of this is in fact linked. They want to if they are going to pursue an agreement with americans, they are going to look at things in a certain way and they want to link all of this. The fallout continues at the universities of oklahoma in the wake of a racist chant caught on video. The university of oklahoma has expelled two students. Nick valencia is covering the story live. Reporter the apologies continue. 19yearold parker rice being identified as one of those in the video. He originally is from dallas texas. Until the middle of year he was a member of campus before being expelled. He released a statement. I want to read part of that. I admit it was likely fueled by alcohol consumed at the house before the bus trip talking about the song. He says thats not an excuse. He goes on to say, yes, the song was taught to us but that too, doesnt work as an explanation. A second student was also expelled. Ou daily identifying him as levi petit. As i viewed that video, i could tell what they were singing was something that was probably a part of the house. The Senate Foreign Relations Committee meeting to authorize president obamas war powers and how wide reaching and for how long they should remain in place. At times the question and answer session was a little testy but mostly its been a fairly calm discussion. Lets discussion what was said. Joe johns, elise labott joining us from jerusalem, josh rogin, and Lieutenant General joins us. Thank you for being here with us. I appreciate it. So joe johns, i want to start with you because senator menendez asked a question about boko haram and how wide ranging this would reach, would it extend to africa . Tell us more about that. Theres this concern out there that as isis morphs into its various iterations and it changes with all its propaganda that a number of different organizations are becoming linked with isis and so the best example of course is boko haram who offer the weekend pledged allegiance to isis and the question was also whether that would be an operational connection or whether it was just going to be purely propaganda. So for purposes of this the senator was simply asking if this resolution thats proposed applies to isis will it also apply to boko haram, which has in fact pledged allegiance to isis. And the answer that the senator got on that was that only if the organization thats linked is also posing a specific threat to the United States. So thats yet another limitation that the Administration Says is inside and built into this resolution carol. So josh as it stands right now, does the president have the authority to fight boko haram wherever it is . The president has asserted that under the constitution and existing aumfs, they can do anything they want anywhere they want. They are offering congress the opportunity to endorse this and to update the authorizations but they are fine either way. Theyre in a good position here. Congress is the one thats in the tight spot. They have to figure out what to pass and how at that pass it. Theres a real possiblyility that Congress Wont agree to nothing and theyll pass nothing and administration will have all flexibility they want and congress dropped the ball. Everyone is predicting that nothing will come of this. Its entirely possible that nothing will come of this. Congress has to do something or theyll ensure that theyll never have a role in debates in the near future. This is the chance to weigh in. They cant find a way to get along and find something that will be passed by president. You talk about unity at the top which Administration Officials are stressing. I think john kerry hit it square on. He says that the way this thing was written, it was intended to get a big vote out of congress. He said our interests are best served if we have a very powerful vote out of congress. The administration is hoping if they get something out of the congress it will be a very large vote by a very large margin. That certainly seems like it would be in doubt at this time. Theres that big spat going on at least, right, over this letter to iran and you cant really take that out of the equation can you . You cant take it out of the equation because we have talked about how you cant delink the issue of irans role in iraq irans role in syria supporting the regime of Bashar Al Assad and its involvement in the civil war there and that not only about irans role but also the animosity between the administration and congress right now over the letter and invite to Prime Minister netanyahu and his role in the iranian debate. I think it was very interesting. You have senator ron johnson, a republican senator, just questioning secretary kerry. Were talking about this unity. One of the things that republicans are very concerned about while secretary kerry says this sends an unmistakable message, we need a powerful message about americas commitment republicans dont think this aumf talks about an unmistakable commitment. This is limited. How does it show the u. S. Commitment. These are loose statements and not a strong commitment of the u. S. When we talk about the role of u. S. And getting involved in other organizations that might be linked to isis when you have general john allen going to these countries trying to drum up support for coalitions allies want to go further. You see whats going on in libya with militants there and these allies are concerned about islamic extremism engulfing the whole region. We dont know at this point who is going to align with isis and who is not and what these allies are saying to the u. S. Is well support you on isis right now but we need your support in eliminating islamic extremism in totality from the region. I just spoke with a spokesperson there at eglin and she says that human remains have now begun to wash ashore there near the site where that black hawk went down.
