City was inexcusable. Well the governor should use the National Guard in new york city. Ive offered the National Guard. The mayor has said he could handle it with the nypd. So that is the story in new york. Let me show you some live pictures above the streets of los angeles. Protesters are demonstrating peacefully outside of lapd there. And in our nations capitol were seeing large demonstrations just outside of the white house. Less than 24 hours after those Peaceful Protesters were teargassed so that president could walk over to the church by the white house for quite literally a photo op. You could see Law Enforcement lined up ready to roll. And Boris Sanchez, i start there with you in washington. Tell me what you are seeing. Is it peaceful . Reporter brooke, so far it has been peaceful. Im giving you an idea of what wee see behind this massive eight foot fence installed around Lafayette Park at the front step of the white house. Protesters now have lined up, pressed up against the fence trying to send a message to these Law Enforcement officers, they lined up in a sort of ominous formation, at different points they were much closer to the fence and it appeared they were getting ready for movement and then they moved further back and the crowd started clapping. It is still unclear what this is for. This massive eight foot fence has done a good job of keeping anybody out and nobody is eager to get into Lafayette Park. For the most part this is peaceful. I havent seen any throwing projectiles or threats made to Law Enforcement theyve just been chanting names like Breonna Taylor and george floyd. Theyve been trying to get the Law Enforcement officers to kneel in solidarity and theyve laid down on the ground saying i cant breathe. It was increasingly tense just a few moments ago as they were lining up close to this fence and then starting backing away. The protesters here again chanting but no clear aggressive movements toward police, brooke. And i see now that youre p. J. Has pulled out so we could see the military officers. Just so im clear, if you could pull out even further. So the military officers, that line of force, that is on the other side of the huge fence there at the white house . That is separating them. Reporter so this is a fence blocking right. There is an enormous fence and smaller barricades and a police line put out. So they are relatively far from where we are right now but as you could see this line continues to get further. The protesters were chanting why do you need shields. It does not appear that the fence is going to give and it doesnt look like the people are trying to get into Lafayette Park either. So interestingly this is only on one side of Lafayette Park. I would say it is to the west to the eastern side of Lafayette Park. And military police isnt lined up completely through the park, just in one section. Im not sure what precipitated that and it escalated in the last 10 minutes and some folks are pushing on the fence but it doesnt look like the fence will give. [ crowd chanting ] reporter and the chanting continues. No Real Movement in the last few seconds from police. Well keep an eye on it and let you know what happens next. Im going to stay with you, boris, just because of the pictures and the protesters and the chanting. Im sure just given what happened yesterday at the white house, right, having the president walk out among several other advisers and essentially having Law Enforcement, having military police, the National Guard firing the rubber bullets, emitting the teargas against the Peaceful Protesters as he walked over to the church nearby for what was literally a photo op. That is the back drop for folks of what were looking at. So to me i imagine having been in the middle of protests myself, the crowds, theyre there, they want peace. They want their voices heard and want peace. So see this symbolic physical gesture with all of the shields, well you tell me, what are they saying about it . Reporter well, theyre quite literally asking the officers why they have shields when theyre behind this enormous fence put up overnight after yesterdays events. And youre absolutely right about what the president and Law Enforcement officers had happen here last night. Protesters were peaceful and well before the 7 00 curfew when teargas canisters ran on them and violently pushed on them so President Trump could walk across the street and stand in front of a church and hold a bible. We know from speaking to sources at the white house he was angry all day at reports that over the weekend on friday night he was tucked away underground in a bunker at the white house as protesters were clashing with police right at his doorstep at the white house. The president wanting to flex his muscle and show hes in control despite clear evidence that the country is in agony and there is unrest in just about every corner of the united states. The president today on twitter further aggravating the situation talking about dominance, talking about overpowering the people who were peaceful yesterday at the white house. I spoke to one young man that goes to Howard University and he said that was like a slap in the face to him. Further, i should point out, there has been several religious leaders who have spoken outside of the church, Saint Johns Episcopal Church outside of the white house and saying that religion is not a prop, brooke. [ crowd chanting ] when do we want justice . Now. And as youve been speaking, my phone is buzzing here in new york city and i just got an Emergency Alert here in new york, the citywide curfew reminding everybody it is at 8 00 p. M. Eastern. As we stay on you, boris, in these pictures, what is the story with the curfew in washington . Reporter well, it was put in place a curfew of 7 00 yesterday was put in place and renewed for the next two days but as we saw Law Enforcement officers outside of the white house didnt wait until 7 00 to go after the protesters that were out here. Earlier today when we got here, this fence was put up, they were treating the protesters that were here differently, they werent allowing them to get on the street. They were forced on the sidewalk. Even as traffic was closed in the area. Eventually when the crowd grew big enough they were allowed on to the street and we did see a bigger Law Enforcement presence here earlier than usual. We saw fbi and secret service, park police and obviously the military police out here right noer holding up shields in a formation. There is no apparent threat from these hundreds of people that are lined up behind an eight foot fence yelling and screaming for justice. Final question for you and then we pivot to our crew in new york city with the Peaceful Protesters there. I appreciate seeing the military place but could you get your photo journalist to pan left so we could appreciate the crowd, the protesters, the scene and if you could help give us i know it is tough because youre tucked in this corner. You could just feel the pain. Dont do this dont do this. Yall didnt sign up for this. Reporter theyve repeatedly yelled at officers asking them who do you protect and theyve also just before we got on with you, they were asking them why they were here, why they felt that they made a necessary choice to be here and line up this way as aggressively as they in a defensive position. So as you look the crowd it spans the rest of the block, several hundred people out here, way more people here right now than at this point yesterday. Again, that 7 00 curfew still about four hours away. I suspect crowd will continue to grow, brooke. Boris sanchez, we appreciate you. Stand by. Lets go west to Stephanie Elum there in los angeles where the protesters have been demonstrating at police headquarters. And so we were talking curfew. The curfew for everyone in l. A. County starts at 6 00 p. M. Pacific. Stephanie elum, what is the story there . Reporter youre right. My phone just buzzed too. All of our phones just went off. The curfew here in los angeles is at 6 00. Again tonight Beverly Hills at 1 00 pacific time so youre seeing different cities within the county react differently. But this protest where i am right now, they just marched from the Los Angeles Police department, which is down and around the corner, here to city hall. There are it is a very mixed group of people out here. I just spoke to one woman who was out here and i asked if this is the first time she come out to a protest and it was and she just had a reaction to that video that we saw of george floyd and just felt she had to do something. She said other than donating, she felt that she needed to come out here and if she didnt say anything and being silent and therefore complicit and we see signs that speak to that sentiment. Youre seeing people of all races, with signs that say black lives matter and this person in front of us painted the back of her jacket as well. You see the idea throughout the crowd. And weve seen this in history before where people see one visual that is just enough for them that is the breaking point for them. That causes them to come out here and be a protest of the protest in the middle of the day, in the middle of a pandemic. So most people out here with masks on as you could see but Still Standing here chanting. Someone starts to chant and everyone else gets involved. But coming out and taking the time to make signs and to basically convey this message that theyre not okay with this. At the same time, because there has been a lot of time in ferguson, i could tell you i felt the difference when it was a very tense standoff and you felt that Energy Change between the police and also the protesters. That is not the way it feels out here now. It is a much more calm, relaxed energy coming from the Police Department right now. From the officers out here on the street. They are out here. It is clear theyre here and theyre calm. This protest has been calm here during this afternoon here. Just a lot of people out here, different age groups, different sizes, different shapes, men, women, everybody out here today taking part in this outside. Right now their chanting prosecute killer cops. According to what weve seen with george floyd and what is happening there. But, yes, a lot of that. And im seeing a lot of white people here holding up signs that say end white silence. And as your being silent youre being complicit to speak up and im seeing that here today too, brooke. I appreciate all of those details and i saw one of the signs that said white silence equals violence so i got you. Forgive me. They started at lapd and you are there at city hall. If i could get you to we have covered sadly through the years so many deaths of black and brown americans and i have been asking a number of people, does this feel different, the groundswell of all of these mostly Peaceful Protesters, what is your sense being in the middle of it . Reporter ive never seen anything like this, to be honest. In all of the protests that we have covered, brooke, ive never seen where you see Police Officers kneeling with the protesters. Now there is a lot of people saying we dont want you to just kneel, we want to you change. Kneeling is great but do more. But we never even saw that. Like that blue silence that people would talk about. The fact that people would not break rank. This is different because the response to what we saw with those officers and one in particular who had his knee on mr. Floyds neck has been a visceral response, again, among many Police Officers and they were quick to condemn it. I dont remember seeing that in any other time in any of the other protests ive come across. I havent seen that. So this feels different in that way. Now, while i say that, i could tell you that there are people that concerned it is lip service and they want to see a change. Yes. Reporter in how the policing are done and how black men are perceived and viewed and how they are approached and how those conversations and those interactions go. I mean, i think you could ask almost any black mane in the country and they will tell you theyve had an interaction with the police that is less than comfortable. No matter where they come from or zip code or how wealthy they are and that is exactly what theyre speaking to here. That is what their concerned about. Is that there needs to me a change in those interactions. But this does feel different. There is no doubt about it. What im seeing with my own eyes is different than anything ive seen before, brooke. It gives me just an ounce of hope to hear that. Maybe not in our lifetimes but that of our children that real change comes from all of this. Now lets go to new york city where this group has been there, i see that beautiful Washington Square park so your greenwich village, Shimon Prokupecz, youre downtown heading north and first talk about the protests and then well talk about what has been going on the last couple of nights. Reporter i think this is march really. People are just together walking through the streets together, chanting. Youre hearing black lives matter now. Weve heard George Floyds name and other names of people who died at the hands of police. We are just leaving Washington Square park. There was a moment of silence there and everybody is just together. It is a peaceful demonstration. It really is a march. People holding signs, which really is interesting also to watch, the neighborhood and how theyve come out to support what is happening here. A lot of people have been cooped up inside of their homes and theyve come to their windows in some cases to bang pots and pans, to show support of these marchers as they go through this street marching and youre hearing no justice, no peace right now. Most of the people have been wearing masks. I say people giving out masks and water, giving out food. And theyre just continuing to march. Were now heading north through here where you see water and snacks being given out. And that is what were seeing here. It is very peaceful. It is beautiful to see, i have to tell you, after what i witnessed last night, seeing this really is a good feeling. Because what went on last night was so awful. And you could tell everyone here let me jump in, shimon and ask you about that. Just underscoring your point, this is a beautiful scene. And this is necessary. Right. This is necessary to bring about real change. Now the issue has been and we listen to the governor of new york, andrew cuomo this morning just talking about, as you were alluding to, the last couple of nights in new york city have been awful. Awful. So totally separate from the peaceful folks weve been seeing here are been criminals and looters. I live in soho. I witnessed looting with my own eyes and to see it continue night after night, it enraged people in the city and im trying to understand, new york city Police Department is 35,000 strong, they need help. Reporter yeah, i think that ive talked to officers who were out on the street last night who were in the thick of it who say today theyre exhausted. Another night like last night, i dont think theyd be able to handle it. It was really chaos. Nothing like were seeing today. And they were not demonstrators. We need to be clear about that. These were criminal elements, people who got together in some fashion, whether through social media, whether it is through some other channels of communications, weve heard a lot that the groups have been communicating in encrypted apps, it is possible. But they were organized. I saw them getting out of cars on scooters, on bikes, walking together. I saw people with duffle bags, they came prepared. Oh, yeah, they did. Reporter to loot merchandise. So it was also a scary scene at moment because people were Walking Around with bats and sticks and for police there was a curfew. The curfew was at 11 00 and the police were letting them walk the streets. And that was the scene playing out all across manhattan where at one point the only people on the street were looters and police and reporters. Reporter shimon, i hear you on the fact that these Police Officers are exhausted. But they need help. Are they going to get help . Are they going to get backup tonight . Reporter i mean, it is going to be officers outside help that is unlikely. Weve heard the mayor say no National Guard. They could bring in state police. That is not going to happen. The nypd is very good at this. So well see. Do they change their tactics tonight . A lot of questions that people have asked why did they just shut certain areas down and that is a good question. Why didnt they. Why didnt they prevent access in certain areas. I dope know. Maybe that is something theyll do tonight. I will say to you, when i was on 5th avenue last night around trump tower, there were a lot of police there. Around Saint Patricks cathedral, a lot of people and Police Officers. So theyll have to change their tactics. And one final point, it seemed to me the police were caught off guard by how organized they were. They were expecting them. They were expecting looters. But they thought they would be downtown. They had some indication they were going to be uptown. But i dont think they expected them to be so organized. But, again, like you said, that is one part of the story. But this here, what is going on here, it is more important. That is a beautiful thing where you are. It is a beautiful thing. Reporter and i dont want to lose sight of this of course but i think the other parts of this are important and it is important to distinguish between this group and what went on last night. Because last night they were not demonstrators, they were criminals who came here to do exactly what they did. As you saw yourself, brooke. No, appreciate you making that distinction. I think folks at home are making that distinction. It is all all part of the story that is new york city. Shimon prokupecz to you and crew, thank you. Lets talk about all of this with our analyst and former Police Commissioner charles ramsey. Commissioner ramsey, lets just begin, nice to see you by the way, but lets begin with what i was talking to shimon about in terms of this Extraordinary Police force that is nypd. This is a city where there are cameras everywhere. How is it that looters have managed to destroy so much of this city including the iconic Harold Square macys. Well, they need help. And i heard the mayor does not want to call up the National Guard. I think that could be a mistake. Is that irresponsible . Well, what the National Guard would do is back positions to free up more nypd officers. They have to be more mobile. I dont know if cnn covered this but in philadelphia a few years ago we had a problem with what we call flash mobs. Group of teenagers that would use social media and gather at a location and go on a rampage through macys at the store or what have you. And we had a hard time keeping up with this. This is more sophisticated than that and happening on a much larger scale. The only way you could effectively respond is if you are highly mobile, passenger vans, bicycle, and the like to try to keep peace. New york is a big city. And what they do is they go where they think the police arent. In order to be that mobile and have that many people available for mobile deployment you have to back fill positions, you mentioned trump tower and the cathedral. You dont have to have policemen there. That is what you would use the National Guard for that and other locations around the city. And theyve moved up, new york city moved up the curfew. Last night it was 11 00 and tonight it is 8 00. But again i saw this of the looters, the sun had not even gone down. Do they we they even give a you know what about curfews . No, they dont care about the time. But the advantage of pushing it up, 11 00 first of all was way too late because it is already dark. 8 00 is pushing it. 7 00 would be even better because then you still have daylight to work with so you could observe. This is an example of when helicopters, drones, things like that would be useful to police because you could monitor crowd movement a lot easier from the air looking down. And you could anticipate the directions in which theyre going. And have your resources deployed strategically throughout the city. And respond very rapidly. Because this is continuing. And this is what the, what, eighth day. To have Something Like this last this long with this many people involved and the crowds are getting more diverse and your agitators are starting to take over. Yep. I want to ask you, commissioner, about washington, d. C. I was just talking to Boris Sanchez and hes posting up at Lafayette Park there at the white house. Here you go. And so we see this video of this whole line of military police, shields, the whole nine lined up on the other side of the fence is this huge crowd block after block of the Peaceful Protesters and they feel that theyre i dont want to put words but we are listening to the words, didnt understand why the officers needed to stand there at such an on gord position. Do you find this provocative . It is provocative. And it is all about the optics of that. I spent almost 9 years as police chief in washington, d. C. Working with the u. S. Park police and all of the different agencies, numerous agencies that operate inside of the district of columbia. The park police are very good at dealing with crowds and demonstrations and things of that nature. When you look at the shot that i saw not long ago which youre showing now, the lineup and that is a skirmish line and they are in tensionally using military and not park police for that. Why . They want it to look different. I think that is coming out of the white house, they want that show of what they believe is strength. I think it makes it more provocative. Why would you use military police or soldiers, you have an eight foot high fence there, youre not letting anybody in Lafayette Park, i mean you could have them on standby if you need them but they dont need to be visible like that. I think that is provocative and i think it is intentional. I think they want the image to be military on the ground in washington, d. C. Taking control and i think it can backfire very easily. Peaceful protests. I know you see the military police on the right side of your screen but i want to underscore peaceful protests and marchs across the country. There are some changes in curfew depending on the city youre in. New york city has moved up to 8 00 p. M. Eastern. A march through manhattan and similar scene in l. A. Washington, d. C. The crowd is building near the white house. Which brings me to this. Disbelief, outrage, and condemnation after Peaceful Protesters gathered outside of the white house yesterday. Look at this. They were targeted by police with teargas, rubber bullets, and flash grenades and it was all so that President Trump could stand outside of this Historic Church and hold up a bible and what can ome be described as a photo op. He didnt go inside and worship as u. S. President s have done at this Neighborhood Church for more than a century. Nor did he give a warning to Church Officials at the sanctuary that he was going to do that. A reverend forced from the building telling cnn she was disgusted by the move and that President Trump had turned the area into a quote unquote literal battleground. Her anger shared by the bishop of Washington Diocese as well as the citys mayor. Listen to this. This was a charade that in some ways was meant to bolster a message that does nothing to calm, to calm the soul and to reassure the nation that we can recover from this moment. Which is what we need from a president. We were very shocked and quite frankly outraged that people who were not violating the curfew and who did not seem to have provoked attack were attacked and moved out by the federal Law Enforcement officials who were directed to clear the way for the president. And that stunning scene followed another one moments before. President trump declaring he was quote, your president of law and order in an apparent nod to his base threatening to use the insurrection act to police u. S. Streets. To be clear this act has not been invoked since the 1992 l. A. Riots and prior to that in the 1950s to force desegregation and address riots in detroit in the 1960s and officials at the department of defense said there is concern. One of them saying there is a intense desire for local Law Enforcement to be in charge and that laws forbid the military for acting as Law Enforcement in the country. Lets have a decision. Abby phillip and joshua dubois. Thank you both for being with me. And joshua, first to you, what President Trump did yesterday, what did you think . I thought it was farcical. And it is kind of blowing up in his face even in the Faith Community and communities that support him like some conservative evangelical communities. The reason is jesus stood up for every day people including the vulnerable and didnt believe in false displayed of piety and yesterday President Trump ordered or was okay with everyday people being gassed and shot with rubber bullets in order to make his way to a false display of piety. It is just obscene and absurd. And he sort of is flailing right now. He showed off by showing sympathy to the family of george floyd then telling governors to get tough and then the scene yesterday at the white house. He doesnt seem to have a plan, a strategy to address the underlying issues and bring the country together. Hes just trying everything that works and everything that he does seems to make things worse. But from the perspective of the president , that is one thing, politics in this Election Year is quite another, abby. And yes, it was egregious and blasphemous, but will it work. It was a photo op. The election is a couple of months away and they are concerning about his standing slipping with religious conservatives. Might what he did yesterday help him politically . Wel well, the question is will it work and with who. We dont know the answer to the question of whether people that are more moderate in the country, people who are in the suburbs who will be moved by that. But i spoke to an evangelical leader close to this white house and this person was very happy with what the president did yesterday. They saw it as the president reasserting a law and order message that resonates with white evangelical christians who are a huge part of his base and the president asserting that christianity is and should be at the center of political life. Those are two important messages for that constituency and that is a constituency that this person i spoke to was clear, his support has started to slip a little bit over the last couple of months because of the coronavirus. This person said it was between 5 and 10 . When President TrumpApproval Rating is about 80 doesnt sound like a lot but the president s own instinct is to reassure that group of people that he is with them. But there is a huge question about whether the scenes that played out just before he walked to the church of protesters scrambling in the midst of teargas will backfire. We dont know the answer to that question yet. But it is something that has torn republicans, youre seeing republicans on capitol hill, some of them not even wanting to comment on the issue because theyre not sure how this is all playing out. Yeah. They dont want to touch it. And as im sitting and listening to the two of you, it would remiss not to ask you about the scenes. The helicopter keeps panning were in los angeles where were looking right now and thousands upon thousands of people across the country peacefully marching as a black man in this country, as a man of faith, what do you make of this . It seems like were at a potentially a pivot point. Potentially a catalytic point to get to the root of our original sin, the sin of racism in this country. We are in the middle of this crowd in Discovery Garden in the heart of downtown dallas. And as you can see from the images, thousands of protesters and supporters of George Floyds family have turned out here on this incredibly muggy, warm day in downtown houston where they will begin hearing a series of speeches and then begin the process of marching toward city hall. Its not that far of a march, but it is a massive crowd turning out here in the garden, in Discovery Garden park. Theyre chanting George Floyds name, and also chanting that chant you started hearing yesterday in minneapolis, peace on the left and justice on the right, that carrying from minneapolis down here to houston. This is a significant rally, because this is George Floyds hometown. He lived here for many years. He left here in 2014, i believe it was, and moved to minneapolis. But he still has family members who are here in this crowd. It is a huge throng of supporters, city dignitaries and family members. We dont know exactly which family members are here, we are in the midst of this crowd on top of the stage where speakers are supposed to start rallying this crowd here at any moment, brooke. And again, the overarching reason why so many thousands of people are out today. Its of course the death of george floyd, but it is this system. This system is broken. Its been broken for generations. And as we pointed out, ed, its not just people in houston or the mayor, but the police chief, is that correct, he will be there as well, because so much of this falls on police. Reporter no question. And the police chief here in houston has been highly critical of and supportive of this movement and the calls for police reform. If you follow chief acevedo in any kind of way, he is a champion of what he describes as community policing, trying to build trust among community members. And he has been a critic of the Trump Administration and the way they have handled the rhetoric surrounding the death of george floyd here in the last 24 hours, especially. And i should mention too, brooke, this is an incredibly diverse crowd of people that you are seeing here. Its very striking. Of course the city of houston in itself, one of the most diverse cities in america to begin with. And it is striking to see the range of people, ages, ethnicities youre seeing here in the crowd here today. Last question to you, ed, as youre in the middle of all of these folks, do they feel at all hopeful . Reporter do they feel what . Im sorry. Hopeful, for change. Reporter i think thats a difficult question. The sense here, i think a lot of our reporting has captured, a sense of tired of having to deal with these sort of things. Yes.
