What have you learned about this meeting . Reporter well, leave it to donald trump to keep us on our toes. When we learned that al gore would be here at trump tower today, the Trump Transition Team told us it would only be for a meeting with ivanka trump, the future first daughter. It would be about Climate Change. Ivanka trump looking to make Climate Change one of her signature issues, as it has been for al gore throughout his career. We understand it was quite a lengthy meeting between al gore and donald trump. Al gore talked about it briefly after that meeting. Take a listen. Im pretty close to what mike pence said on sunday, that the new policy toward china that mr. Trump has been campaigning on and been writing about in a couple of his books, that will come after january 20th. So, this was mainly a Courtesy Call. Its actually not unprecedented. Many senators and congressmen visit taiwan. They make phone calls back and forth to the president socalled president of taiwan. For him to do that as a private citizen is not a big deal. Thats my view. I think Kellyanne Conway and Vice President elect pence have said it, too. The new policy will come after january 20th. Mr. Trump has laid down fairly clearly what his negotiating strategy and new policy is going to be. We have yet to see that. I know that you have been an adviser on china for mr. Trump, at least during the campaign. I do want to point out that he isnt just a private citizen, though. He is president elect. So, there is a bit of unprecedented move here when he is having this phone call. That is why weve been making a big deal about it. Some have pointed out that taiwan is a prodemocratic state, so why is it a bad thing for donald trump to take a call from the president of taiwan . We know about this one china policy, but explain some of the dynamics at play here. Well, the one china policy has been largely secret over the last 40 years. Some new documents have been released in the last few years that describe what the one china policy is from the American Point of view. Its quite different from the chinese view. Often, our media gets confused about which one china policy theyre talking about. The chinese view is, u. S. Has somehow conceded the sovereignty of the island of taiwan and given it to the mainland. This is not true. This is not the american view. The records show that president nixon was the first to say, we wont talk about it, but we never actually gave the sovereignty of taiwan to one china. Theres been a lot of testimony to the congress about this. Way back in the clinton administration, george w. Bushs administration. So, the media is often confused. What president elect trump is talking about is his right to talk as a private citizen, hes not a government official. He has not been sworn in, to the leader of taiwan. Now, you could be against that politically, but its not a violation of protocol or International Law to do it. In fact, if you think of mr. Trumps book and his campaign promises, he wants to negotiate a new deal with china. Hes been very clear on that. Hes talked about the five or six terms of the new deal. So, obviously, this call does what he said he was going to do. He wants to shake up china. He actually specifically said in his book that he wants wants to be unpredictable in the chinese mind because theyre such good negotiators. Hes worried america has been outsmarted, outnegotiated. He wants to start off, i personally think, with just this kind of message to them. The tweets last night tend to back up that message. Hes going to be firm, and hes reminding them that we need to have a talk now, beijing and washington, but its only after hes inaugurated. Not now. This is just clearing the decks for action, if you will. Let me bring david into the conversation because i want to talk more about the fact that he is tweeting as president elect trump, but what were also hearing is hes also tweeting as a private citizen, so can you have it both ways . Is he speaking his mind as a private citizen or is he sending a message as the next president of the United States . Right. We should dispute the notion hes a private citizen. He is not. Hes president elect, theres a transition office, governmentfunded transition office, protocols followed for transition. Hes just won the election and hes in this period of transition. Hes clearly a public figure and not a private citizen. That being said, i think everything were going to have to sort of look at in two slices with donald trump now because we should not be surprised, of course. He didnt Campaign Like any traditional president ial candidate. Hes not going to govern like any traditional president. When he breaks with tradition to push the envelope to try to gain leverage in a dealmaking kind of situation, that shouldnt surprise us. Thats been what his book at art of the deal was about, what he did in business, and on the president ial campaign trail. You can put it in context and say, no other president elect has had a call first with taiwan, president elect to leader kind of role. It is different. He is breaking with precedent. That doesnt mean people have to run around with their hair on fire about it. Well see what happens, but it cant it cant be both. It cant be a Courtesy Call and signaling a change of policy, right . Its one or the other. What i think were always going to ask ourselves with donald trump is, is he doing this intentionally or is he operating from the gut and then sort of see where the pieces fall . This, according to some reporting, this call was being put together for a little bit of time. It wasnt just on a whim. The Washington Post is saying this could have been over the course of weeks. Intentionally provocative. But mike pence when he was pressed time and again on it yesterday, wanted to call it a Courtesy Call. Doesnt seem the Transition Team at the top is ready to declare some new policy, perhaps because theyre keenly aware of one president at a time. You saw josh earnest get those questions today at the white house. But to americans, it sounds logical when donald trump tweets, why are we giving billions to taiwan but i cant take a Courtesy Call . There are a lot of voters in this country are not going to be concerned with the diplomatic chaos that donald trump may be causing as much as they are with the notion of somebody being tough on china, which is something politicians on both sides of the aisle have promised to be and was certainly part of his campaign. There may be some appeal out there to what hes tweeting about even though it breaks with tradition. All thats true but can i just add one point of background . Go ahead, michael. Obviously, mr. Trump reads the newspapers so he knows china had testfiring of ten missiles, ten antiaircraft missiles last week which is quite striking to us. And then its been reported that china has just flown a week before the phone call, flown two Nuclear Armed bombers around taiwan island with escorts with them. The Current Administration in power has talked about return to power with china, the jsc chairman and secretary of defense have used those words. Were seeing a deterioration in the way china treats taiwan. Just in the last month or so. I think we can be assure mr. Trump is aware of that. And i think hes basically a strategic genius to call this kind of matter into world attention now rather than covering it up and saying nothing about it. Im quite impressed with what hes done. So, michael, im hearing you say all of this is strategy on Donald Trumps part. Yes, exactly. I want to go past china real fast. David, get your reaction to the meeting we just learned about between donald trump and al gore. I mean, again, this is a guy who said, Climate Change was a hoax propagated by the chinese, in fact, not all that long ago. Now hes meeting with al gore. Right. Donald trump is being very savvy about who hes meeting with, whos coming to the elevators in trump tower, who the press sees going in and out, whether or not theyre being considered for a position or not. I dont think we should read much more into it than that. I was intrigued by al gores comments when he came to the microphones and the cameras. As you know, he had nothing negative to say. Wasnt surprised about that. Hes in Donald Trumps house there, for the moment. But he seemed to say how interesting the meeting was. That seems to open up he said stay tuned, that theres more dialogue to be had, perhaps, between al gore and donald trump. Al gore has been a hero of the liberal left basically in his postVice President ial years. And to go and sit with donald trump in this meeting on this issue, it will be fascinating if theres a relationship built here on this issue of Climate Change. I assumed he was a security guard, you know, several people seen him with the gun. And were obviously starting to move around and shake things up. And so an employee came and grabbed me and let me know this was, indeed, somebody that wasnt supposed to be there and was a gunman. Obviously, my first reactions was to get my family out and get my kids out, and my wife did the same. Thankfully, we were out of there. The staff there did an amazing job getting everyone out. It seemed he was headed straight for the back room. Thats why my thought was that he was a staff member, because he was walking with you know, straight intau the back room. He didnt engage with me or any i didnt see him engage with any other customers or staff. He just walked straight into the back. We were aware of the, sort of, you know, controversy around the place and, frankly, the lies that have been propagated regarding the comment ping pong. Its not going to deter us from visiting it. Its a delicious pizzeria, an excellent place to go. We had a blast playing ping pong. And, you know, the were not going to be frightened by peoples lies. So, this is just an example of what can happen when people latch onto conspiracy theories and it matters who is peddling these conspiracy theories. Even after this incident, went onto twitter and suggested the pizzagate Conspiracy Theory is true. This is what Michael Flynn jr. Tweeted last night. Until pizzagate is proven to be false, it will remain a story. The left seems to forget Podesta Eames and the many coincidences tied to it. Joining me, brian stelter, host of cnns reliable sources. Youve talked a lot about fake news during the election, after the election, and now with president elect trump. What didb this suggestion from flynns son that until something is proven false, we should assume its true. Hes suggesting that if i cant guarantee that every light in the sky is not a ufo, then all the lights in the skies must be ufos. Its a very strange path to go down. In entire Conspiracy Theory is strange. It would be laughable were it not for the reallife consequences, as witnessed yesterday. You know, this man in North Carolina felt compelled to drive up to washington with the guns in his car in order to investigate this idea for himself. This idea that there were secret tunnels as part of a child sex ring under the pizza place. It sounds fun y ludicrous until you realize someone bought into this enough to show up with weapons yesterday. Depending on who is peddling this fake news does matter. When its someone in a highprofile position even president elect trump has been known to peddle conspiracy theories. People dont know who necessarily to believe. As media we have responsibility to call a spade a spade, to point out when somethings fake, but is that enough . President elect trump is many things. To his voters hes a beloved figure. One of the things he is a conspiracy theorist. During the election he latched onto a number of theories, for example, citing thousands of muslims were clearing on 9 11. No evidence of that. He also tweeted out links to clearly fake news stories. That hasnt happened in recent days. I would say its been about a week where he tweeted something that was clearly false. He said there were millions of illegal votes. That didnt happen. To see in this case Michael Flynns son tweeting about pizzagate in a very serious way, it goes to show the people in trumps orbit or in his aides orbit do latch onto these outlandish theories. Pizzagate is an anticlinton Conspiracy Theory thats taken on a life of its own online. Even today you have people saying this incident yesterday must have been fake, a setup, this man that showed up with the weapon must have been an actor. You can convince yourself of just about anything when you want to believe a Conspiracy Theory. I think its up to the rest of us, most people, most americans who know this stuff is nonsense, to say so and to refuse to be confused by it. Not just to ignore it. Right. Brian, thank you. But this panel after a few more instructions from the judge agreed to keep going. The judge told jurors they could consider the lesser charge of voluntary manslaughter. The panel is made up of six white men, five white women and one africanamerican male who is the foreman. Lets bring in mark omara. Now, the judge told the jury it had a duty to make every reasonable effort to reach a unanimous verdict. Mark, after hearing what that one juror wrote in his or her letter, are you surprised they are still deliberating . At this point i am because what happened on friday i thought was getting us close to a mistrial and i thought it was dangerous to allow the jury to go home over the weekend because that doesnt often help. Now they come back today, an hour or two into it, they come up with four other questions and even suggest that maybe the majority is unsettled. So, the allen charge, prompting the jury to keep working, seemed to have worked, and now it seems theyre considering it. Their questions were interesting because they are looking at the difference between murder and manslaughter and how or whether or not theyll hold slager responsible for causing the death criminally or not. How unusual is it for the judge to make public a letter like that from the juror who said, i just cant find him guilty . All of it is unusual. I do know South Carolina allows the judge cant ask, but if the jury presents it to the judge, then it is now public record, but i think its a dangerous path to Start Talking about anything about what the jury is deliberating, the number, the votes, because if no other reason, they now get sort of cemented into what they said publicly. The other problem i see with, it quite honestly, if it ends up in a mistrial, we now know that one juror, who unfortunately will probably be identified somehow, is now going to have the weight of everyones frustration on his or her shoulders. You know, in some ways i think loyalty and this idea that is becoming known, that trump wants to fill his cabinet with stars, right . Hes got ben carson there, who does have this amazing story, which really has become the bread and butter of his political story. I think a lot of critics say, listen, heres a guy who was excellent at neurosurgery, famously separated those conjoined twins, but when it comes to overseeing an agency with Something Like 8,000 employees that has, you know, 40 billion budget, that is quite Something Else. Theres nothing in his biography to suggest this is something that he would be good at, other than the fact that he grew up in Public Housing Something Like 50 years ago. So, you know, i think some critics are looking at this to say its a quizzical pick. If you look at donald trump himself, he doesnt have any experience in governing. Ben carson doesnt have any experience either in running an agency. And, in fact, in talking to his Business Manager early on, this is one of the reasons why ben carson felt he didnt want to go into the administration, because he himself thought he was a novice and didnt have this kind of experience. So, you know, it will be interesting to see what he does with this multibillion dollar agency. His inexperience was his reason for not wanting to accept a health and Human Services secretary nomination, for example. Now, on the other hand, carson does bring diversity to trumps cabinet, right . He does bring diversity. And one of the things youre seeing, it is a diverse cabinet, particularly at the lower level cabinet positions. Typically if you look at the big four cabinet positions, defense, treasury, attorney general and state, it looks like those might be four white men. Thats certainly a departure from what we saw from obama, who, of course, nominated eric holder and secretary clinton as well. And then if you look back at bush, he had colin powell at state. Looks like theres some diversity at at least the lower level cabinet positions but certainly not so far, from what were hearing, what the big four cabinet positions might look like. Days after he cut a deal with an American Company to keep jobs in america, president elect trump sends a strong warning to any company that ships u. S. Jobs away from home. In a series of tweets, trump says the u. S. Will reduce taxes and regulations, but any company that moves their operations outside the u. S. Will be taxed 35 . We have a team of correspondents and Analysts Covering this for us. Cnn senior political reporter manu is on capitol hill getting reaction from lawmakers and with me is cnn economic analyst. Lets begin with manu and what necessity say about trump threatening to Tax Companies who leave the u. S. What are you hearing . Reporter not a lot of support, even from trumps own republican party. Republican leaders not yet getting behind this idea. This goes against a lot of republican orthodoxy, republicans who want to let the free market work its will and create what they believe are attractive Economic Conditions for companies to want to stay in the United States. Now, i had a chance to question House Majority leader Kevin Mccarthy earlier this morning at a pen and pad briefing for reporters and at this briefing he made it clear he does not necessarily support what donald trump is saying. He says, quote, i believe theres a better way of solving a problem than getting into a trade war. He said that, perhaps, we could do this we have very Important Information we would like to share with our community. Currently, pg e is scheduling a power outage to take place around 12 00 noon this afternoon. And the reason why is they have a very large crane that needs to come into the area to continue the work that needs to be done. Therefore, the power outage now, this is a planned power outage, is expected around 12 00 noon. What time . Im about to share that with you. Its planned for 12 00 noon. It is estimated to affect the 50 to 500 customers. So the number between 50 up to 500 customers. It will be in this immediate area. Additionally the power outage will last guesstimated about 12 hours. At 12 00 noon planned power outage up to 12 hours in this immediate area affecting customers 50 to about 500. Now, we have a team, a team of Neighborhood Service coordinators, red cross, as well as our chaplains, are going to go door to door, check on our residents. Its absolutely imperative we take care of our community during this power outage. Were going to make facetoface and contact our residents to ensure theyre all right, do they have any needs, do they have any resources we can provide them. Additionally, our Economic Development Improvement Team is going to go through and contact all of the businesses. We understand concerns regarding refrigerati refrigeration, other equipment that is being used. So, having said that, we are trying to assemble all of our teams, all of our services, all of our resources to try to minimize the impact that this will cause. We are also waiting for the pg e spokesperson. They will come. I understand they have questions. How large of an area will this affect . I dont have that answer. Right now were looking at the immediate area. For more intricate details regarding pg e, ill refer to the pg e company and their spokesperson. Additionally i would like to add around 9 00 a. M. This morning, the work did resume the work did resume at the building, so the Oakland Fire Department along with the Alameda County Sheriffs Office have resumed their work. That again started at 9 00 a. M. At this time we do not have any change in the number of victims. We will provide an additional update later this afternoon, but right now we really want to push the message out to our community thats going to be affected by this planned power outage. Additionally pg e will be doing the call system to alert the customers in this area. [ inaudible ] thats a very good question. How are they using the large crane . Theyre bringing the crane in to help assist with some of the structure. Im not going to get into the intricate details of that. Ill leave that to the building engineer and fire department. Does anyone have anything specific to exactly what were talking about this morning . [ inaudible ] the need to cut off the power is because the crane has to come in and the location thank you, all. Thats an excellent question. If you look behind me theres a row of telephone poles with wires. The crane has to come in on that side or even if it accesses the other side and anything should swing or move, we dont want anything to touch those power lines so this is a safety issue. The movement and placement of that crane well take a look. Theyre still logistically coordinating that. The crane versus the power lines makes it extremely dangerous for everyone. Thats why were doing the planned power outage. Did you say 12 hours . Yes, the planned power outage is up to 12 hours today. That could change but well certainly keep you updated. As far as the radius and which areas, can you speak to that . The immediate area will be affected. Again, 50 to up to about 500 pg e customers will be affected. When you talk about the [ inaudible ] thats right. The search resumed approximately 9 00 a. M. This morning. So, work does continue inside the building. Yes, sir . Youve got it stabilized now . Yes, yes, because they were able to go back in, theyve been able to shore up and stabilize to the point where they felt it was safe to go back in. Now, our second challenge is the crane, the position of the crane and the telephone or the porpore power lines. Yes . [ inaudible ] thats correct, yes. Yes, maam . [ inaudible ] i think we could have the experts who have been inside and managing a tremendous, tremendous amount of debris, very complicated situation, when we come back a little later this afternoon, i prefer to have the experts speak in that field. I really wanted to get this information out about the power that is going to effect this immediate area pretty much as were speaking right now, okay . Can you say anything about sir, well certainly go into those conversations later. Right now were very much focused on pg e and the situation thats immediately going to effect this area as were speaking. Sir . [ inaudible ] i will share with you the search did resume. They continue to be very careful, very tedious, very mindful. This scene is being managed with with a lot of care and a lot of thought. So, yes, to your question. I really want to stay away from the fire department. I want to stay away from Alameda County sheriffs department. I dont want to speak into their lane. I really want to just stay focused on what is happening right now with the power. Thank you, sir. [ inaudible ] the crane is going to be used for some other work that needs to be done. Again, work cruise would not go in unless the building was stabilized, so this is going to be specific to the work that needs to be done. Again, when we brief later, well certainly let the experts in those fields manage those questions. Okay . So, that was a press conference with Oakland Police discussing the ongoing process of going through that warehouse after that devastating and deadly fire over the weekend. She talked about turning off the power so they could get a large crane in there to pull back part of the building that has collapsed and how its a painstaking, tedious process because theyre still in a recovery process. 36 people already confirmed dead. They havent made it all the way through the building and theres fear there could be more victims inside. We know there were some Building Code violations previously at this warehouse. A criminal investigation has been opened. And were starting to hear more harrowing stories from that night, how challenging it was to get out of the building safely. Is that even possible . Well, what the president does have the right to do is declare a country a currency manipulator. Hes already talked about making china a currency manipulator, mexico. If he did that, he could then penalize those companies in those countries but its not clear he has unilateral right to, say, penalize a u. S. Company for moving jobs abroad. That is something that would require a change in the tax code, Something Congress would have to get involved with. He may be alluding to this tax inversion. You remember during the Obama Administration, he started speaking about companies that wanted to leave the u. S. And renounce their u. S. Corporate citizenship and he wanted to penalize those companies. Thats probably Something Else thats in play here. Its not at all clear hell be able to slap a unilateral 30 you know, 35 tax on a u. S. Company that hasnt actually moved jurisdiction. You talked about congress would need to get involved for that to go through. We are hearing from members of congress as manu was pointing out, Kevin Mccarthy, House Majority leader coming out and speaking against this idea, the 35 tariff. He brings up words like a trade war could ensue. Is that a real concern . Thats a real concern, but the other thing thats important is this may end up hurting u. S. Companies because they get widgets, parts, hundreds of parts from abroad. They come in and out of the country if every time something that is made in china or the ukraine or wherever is coming into the u. S. And being taxed, that raises the price of u. S. Goods.
