Listen. There is a wall thats suffered significant damage an at this point no one is confident sending anyone in the structure to help it maintain the stability and thats a place were looking at, where the primary point of concern is. I want to bring in eyewitness named cal fami. Thank you for speaking with us. I understand you were in the garage when you heard a noise that signaled some trouble to you. Describe what happened. Yes. I was walking through the garage and i heard a noise like an explosion. Right . I thought proceeding towards the garage and thats when i saw theres a lot of dust and there was a huge debris and there was cars a lot that fell from the top levels of our garage our garage is seven story high and im on the second story. So a lot of cars that fell down from that and i was interested in finding my son and getting out of that building. Thats all. So you were worried about your son. Where was he when this chaos began . The clubhouse. He went to the garage before me and i dont know how he made the way to the clubhouse or somebody told them to go to the clubhouse. How close were you to the crane collapse . I would say maybe i cant count how many feet but the crane was about i would say no more than 20, 10 to 20 feet from the building and the garage is attached to the building so id say probably maybe 25 feet, Something Like that. I dont know. I didnt measure it to tell you actually. What point did you realize what happened . I did not know what happened until everybody Start Talking to each other and telling us that the crane saw so i peeked from outside and saw the crane actually, you know, all the way in through the building. So thats when i knew that the crane fell. The crane next door to us. There was a brand new building built next to us not even 15 feet away from us and thats where the crane is on it and fell on our building. I understand you saw somebody who was injured. Yes. When i went down to the clubhouse, there was a lady and her boyfriend and she was injured. And he was kind of like he was dazed and confused to be honest with you. The guy just was worried i guess or Something Like that. I was trying to call 9 is 11 and there was no answer. Everybodys calling them. There was no answer but i was starting to call the 911 and there was no answer. Do you have any idea what would have caused this crane to collapse . I know there had been some Severe Weather and heavy wind in the area. Is that what you were experiencing at the time that happened . No, not really. I was inside my flat. I didnt hear weather or wind or anything like that. Theres a lot of speculations about that. People are saying their own point of view about what happened but quite frankly i cannot pinpoint it to anything but regardless how could that be possible . A crane close to the building and not protected from wind and all that . So something is not right in this equation. Thats all im saying. Do you know what kind of injuries that woman had . She was like halfway passed out to be honest with you. I didnt get to ask her what was wrong with her. But the only thing i noticed on the floor of the clubhouse, we have a concrete floor. I noticed blood over there. I dont know whose blood it was. I pointed that to a lot of people not to step into it. Contamination and all that stuff. Finally, what are you going to do now . What is next . Well, we need to find where were going to live. Thats whats next. We have evacuated out of the building and they told us, they got our phone numbers and going to call us when were ready to go back into the building but nobody knows when we go back there. We left without clothes. Im at friends right now. Well see see what happens. We wish you the best and theres more to learn about what happened here. Ibm gl im glad to hear you and your son are okay. Lets stay in touch. Thank you. Lets go to iowa now. Speed dating style. 19 of the 23 Democratic Candidates were each given 5 minutes on stage to pitch themselves to voters at the hall of fame dinner, the biggest event of the election cycle so far. Cnn and the Des Moines Register released a poll showing over choice inaction. Five candidates to get above or crack 3 in the poll. Joe biden, bernie sanders, Elizabeth Warren, Pete Buttigieg and kamala harris. Another nine polled at 1 or 2 and theyre not registring in the poll. Laila santiago joins us now. How has all this messaging been received by voters youre talking to . Reporter right. So as it wrapped up i went and i went found three voters here in iowa and what they say might surprise you. All three of them said that this event didnt make things easier in narrowing down the short list but more difficult. All three of them mentioned Elizabeth Warren and Amy Klobuchar as a candidate that sort of stood out to them. 2 of the 3 mentioned cory booker. Several of them also said that it made it easier to sort of knock out some people from their short list although they didnt mention a lot of specific names coming to that. They had a chance to watch a 19candidates speak for 5 minutes, all of those candidates trying to have a moment that would resonate with these voterinvoters because this is iowa. This is the first caucus state for this election cycle so these candidates are seeing potential delegates out here, support among the voters of iowa. So a lot of them mentioned things that are key to the democrats, abortion, voters rights. But every single one of them mentioned that over arching issue which was beating President Trump. The voters here i talked to seem to like that. Theyre definitely looking for somebody to beat President Trump, that is seems to be a big priority for the voters that i spoke to here. But well have to wait and see how that plays out in the polls and as these campaigns continue to move forward. Now, while we saw a bunch of cam pains showing strength and showing their force, we did not see Vice President joe biden or his campaign really having a presence here and when i asked the voters about that, remember, those three voters i talked to, 2 of the 3 voters said they did take offense as if biden wasnt giving iowa the priority they wanted to see. Lets mention that bidens Campaign Said that he had a Family Commitment that had been scheduled quite a while ago this weekend. Thats why he didnt attend and also biden will be here in iowa tuesday on the same day President Trump will be here. Right. Wasnt just biden missing. Molten, castro also not there with the 2020 field goes. Laila sa laila, thank you for the wrapup on everything there today. Lets talk it over with david gergen. Hes advised four u. S. President s, republican and democrat. David, we talked about this cnn polling out of iowa. Whats your biggest takeaway . The fact that the field seems to be sorting out and you have the big five and we have seen that in the polls same group of people and change of dynamics with that group, as well, which is interesting. Joe biden has faded a little bit in the iowa poll. I dont think he helped himself this week with the last few days with the whole argument about Hyde Amendment, especially seeming to cave. I think voters are looking for strength in a democrat, personal strength. At the same time, Elizabeth Warren whos written off by many in the press is getting crowds now. She got the most very favorable marks in this poll. Exactly. She is moving up. You know . The way i interpret it is the democrats are united in wanting trump out and looking for a candidate to replace not just trump personally but replace trumps ideas, replace his policies and she is offering up a strong menu of policy ideas. Stronger than anybody else and seems to be working with the voters. Biden hasnt talked specifically about the policies and pointed to the time as Vice President and Obama White House and what they accomplished and tweeted out an interesting picture yesterday that is getting a little bit of criticism. Friendship bracelets for him and former president obama. David axelrod said this is a joke, right . Listen to this on state of the union this morning. What i think it does show about joe biden, though, he is rusty and out of touch and out of sync with the electorate. It seems like it might be a problem for joe biden to not even be winning over praise from his own administration. Right, right. I think thats right. Theres something here not write working in the Biden Campaign yet, not to say we have a lot of time before we vote and he can pull it together but i think its reaching a point where they need to Pay Attention because donald trump and joe biden are not that far apart in age and we dont talk about trumps age very much, seems a young person, and joe biden is caught up in the question are his ideas old and does that make him old . I think he needs to soon delineate what makes him fresh. I want to talk to you about the Hyde Amendment and culminated with that flip flop at the end and interesting because most of the current and former members of Congress Running for president this time around have voted for spending bills that included the hyde language. Why arent they getting, you know, held to their feet to the power in this . The frontrunner normally gets the most heat. Running 18th in the crowd we dont talk about you a lot. But i also think its because he has had been a heartfelt supporter of the Hyde Amendment for a long time and i think very importantly because the Democratic Party and the country changed views of abortion. Women have a very different view now and increasingly think this abortion is a health issue, you are a right to good health and women have a right, therefore, to help getting the abortions. We subsidize all sorts of people for things. Why should we not subsidize an abortion if you see it as a matter of a right . Joe biden never thought about it in those terms as one can tell and something what im saying is not working well. You can see the issue coming and his someone around him said, you know, he is going to come out against the Hyde Amendment and so it was sort of set up and then had to flip. I do think the flip cost him a lot. Hes always run on the notion that his views on abortion including the Hyde Amendment are based on principle. Firm principles. Catholic beliefs. When you flip under pressure that hardly seems a principles response and i think that is what is catching him a lot on this. I want to ask you about another poll finding the majority of americans believe trump will win a second term even though we have been showing multiple polls that show some of these Democratic Candidates, especially like the first top four, ahead of trump in a lot of key states. Why do you think that is . Why do you think people think trump will win . I think they think he is tough and going to run a tough campaign, maybe a dirty campaign. Who knows . The way he plays the game is hes a big bully type figure and looking for a democrat to stand toe to toe with trump. Interestingly enough, Elizabeth Warren coming across the people to do that. We dont think of a woman in that regard but nancy pelosi certainly shown a woman can stand up to trump. And do very well with it. You might argue women have to prove it that much more that they can do it and Elizabeth Warren, nancy pelosi, are examples there. Before you go, you look at the field, 23. We talked about how like nine of them didnt register on the poll there. There are a couple including the mayor deblasio and didnt have somebody pick him as a first or second choice. At what point, because it is early, what point do people have to say this isnt worth it . Well, i think doing more damage than good for the party. By the time we have first debate, and then theres a second debate is a cnn debate, i think those two debates and perhaps into september are going to be sort the pack out a lot. Because one of the thing this iss very important is if you dont show well in the debates or make the debate stage after two or three of these things you your donors begin to drop off. Why invest in you unless you have a real chance . Buying advertising will matter more getting closer to the actual voting in iowa. All right. David gergen. So good to see you. Thank you. They would be sent to the mainland for trial. Take a look at the view from above. Feem literally just packing the streets of hong kong. Shouting for the Chinese Government to back off and for the people of the city to never give up. Lets go live now to hong kong. Cnns asia pacific editor Andrew Stevens is there. Andrew, tell us more about the reason for that enormous protest and what unfolded there. Reporter this is a protest that has been building and building, ana, since the government first introduced the idea of extradition treaty. More and more people protesting. Last friday, hong kong lawyers on the street marching. We had a strong reaction from the hong kong business community. They are now vocally critical of this new extradition bill an the fear is it will allow china to ask more people that may have ruffled beijings feathers here in Long Congress to be extradited back to china. The chinese legal system is opaque. It is not regarded as fair and impartial by many, many krcriti and conviction rate in beijing is round about 99. 3 . For every case thats tried so it gives you an idea of the chinese judicial system and been building and building. Theres also concerns of people passing through hong kong who could also have upset beijing in some way and face pressure to be extradited to china and a real fear. At the moment Congress Hong is protected by the basic law, a mini constitution. But this new bill would change that dramatically. I talked to a young protester just about an hour ago and said this is the last fight for hong kong we have and that sort of sentiment is echoed around this city and as we saw those amazing pictures, perhaps more than a Million People. I have been living here for 25 years and never seen anything like it. Thank you, Andrew Stevens. As the condition there on the ground is volatile, the u. S. State Department Says its monitoring the situation and concerned about these proposed legal changes. That brings us to your week in president ial brief, a segment to highlight the most pressing National Security issues the president will meet tomorrow morning. With us now is sam vinagrad. Sam, as you just saw there, massive crowds in hong kong. Should we care from a u. S. National security perspective . When hong kong returned to china it was you should one country, two systems. Hong kong to reand the the independence of its institutions and the autonomy of the Law Enforcement and judicial system. The protests against an encroachment of that autonomy and the people in hong kong to be subject to chinas incredibly unfair legal system. And this bill if it goes forward is expected to pass legislature in hong kong. Theres a probeijing majority in the legislature in hong kong and precedent for rolling back bill that is did have favorable polls. Back in 2003, there were mass protests against a law also viewed as chinese encroachment and more protests and the bill was shelved. These protests could have an impact but even if this bill is shelved we have to consider this against the backdrop of chinese encroachment in the region more broadly. China is trying to bully taiwan, a territory it considers part of the mainland and harassing u. S. Military assets. China is dialing up its aggression more broadly. This week you argue that russia and china are working together against the u. S. In this new global world order. Should you expect this cooperation to continue . Most definitely. There is a new click of countries getting together and thats russia and china have competed for resources. The office of the director of National Intelligence said earlier this year that the level of cooperation of rodriguussia china is not this high since the mid1950s against us. Theyre combining forces against us. At the same time many of our allies are turning to russia and china for support. Saudi arabia, a big u. S. Ally, is purchasing Ballistic Missiles from china and may purchase Weapons Systems from russia. Turkey is going to buy an air Defense System from russia despite the fact that russia is natos biggest enemy and buying that system is illegal under u. S. Law and it matters because when we need to call in allies to work with us against russia and china. Theyre going to be less likely to side with us because theyre more integrated with the arrives. Some of the countries you just mentioned, criminalize homosexuality and it is gay pride month and there was a new decision by the u. S. Government to say, no, you cant fly the gay pride flag at u. S. Embassies. Elections have consequences. We elected pruesident trump and nominated mike pompeo and flying his flag lhigh with the communiy and doesnt believe in samesex marriage and other rights for the community. He used his authority to proactively prohibit flying this flag. Thats his right to do and means he is not listening to the team. I worked with three secretaries of state. They often listened to staff, diplomats and in this case they want to fly the gay pride flag. Theyre defying the orders to try to celebrate gay pride month and we have no leg to stand on when we try to pursue an agenda that promotes the rights of the community when secretary of state pompeo so very clearly signaling he doesnt believe that the staff should be able to celebrate gay pride month in the way they did under president obama. This damages our policy agenda Going Forward and it will damage state department morale, as well. Sam, as always, thank you. Thank you. North korea very upset this weekend by words used by u. S. Military officials in an official pentagon report. It was the military strategy report specific to security in the pacific and it refers to north korea as a, quote, rogue state. That and some ore recent events chipped away at did goodwill created by that face to face meeting. Brian todd has details. Reporter from kim jonguns regime an angry brush back at americas military, the news agency accuses the pentagon of a provocation of, quote, an aggressive aterpt to bring us to our knees by force. Their fury at a new pentagon strategy report which calls the regime a rogue state. The North Koreans look for any reason to say theyre not happy. Reporter the new p g report lays out the threat from north koreas missile tests and the climbs that pyongyang sends Nuclear Technology to other rogue regimes. Thort koreas News Agency Says that the report means is that the americans are using Nuclear Talks as a faint to invade and overthrow kim. The rhetoric is upped and very typical for north korea to do, to use various tools within their kit to pressure the united states. Reporter next week is the oneyear anniversary of President Trumps summit in singapore with kim jongun when kim pledged to work toward denuclearization. But much of the optimism of that breakthrough has unraveled, a second summit in hanoi ended with a trump walkout and not a new deal and kims regime tested short range Ballistic Missiles and issued several aggressive, hostile statements. Should the pentagon not used the phrase rogue state to describe north korea given where we stand now . The diplomats say were at sensiti sensitive negotiations right now. Maybe tone down the language describing north korea. Thats a good give and take. Reporter the white house isnt commenting and whether the trump team thinks it undermines trumps relationship with kim. A pentagon spokesman told cnn the report and the title speak for themselves. A former envoy says its certainly fair for the pentagon to call out north koreas recent bad behavior. As we speak north koreas producing more missile material. They Just Launched some short range ballistics missiles. Theyre not stopping. Reporter analysts say a personal letter or call between trump and kim could reenergize the relationship. I think that chairman kim would like to make a deal. I look forward to seeing him at the appropriate time. Reporter analysts worry that this tension and rhetoric of north korea this seems to get more harsh with each new mess and from pyongyang reveals the timing. Theres an ultimatum and trump is facing a Reelection Campaign and cant be seen as backing down from north korea. That Reelection Campaign could play out against military tension. Lets look at a clip of the show and how bias has affected the experience of one young woman. We have to pick an organization to work with, for this semester. My teacher told me she wanted to help out a foster home. I was like, oh, why . She was like, dont you come from foster care . Wow. I was like and i asked her, whered you get that from . She was like, i just, i was like you just what . I got it from racism . So help me understand this context. Just because she was black, someone assumed she knew about foster care . Yeah, that group is called leaders in transformation lit. Its a group of students of color figuring out how to and a half fwat the school system. Are you treated more like a statistic than an individual. We were talking to students. They were telling stories how teachers treated them the way people of color should be treated instead of individuals. So this teacher has not asked her, what is your upbringing like, where do you come from . She assumes because she has other students in faster care that were black. This student was a black kid in foster care. Wow. You took a lesson on your own levels of implicit bias. What did you learn . I mean, its called the test to figure out how much implicit bias have you in you. I think its everybody should take unfortunately the people that take it probably arent going to take it. I did learn i have a moderate preference for black people that made my family very happy. Talk to meabout red ining. And the role that has played in persistent segregation. So yeah, we are talking the thing about segregation, people are thinking, black people like black neighborhoods. White people like black neighborhoods. It doesnt work that way. Once you seg reguite a city. You are allocating where people can live and cant live through the bank. So a black person that lives in a black neighborhood goes to the bank to buy a few house the bank says you live in a neighborhood. We dont give loans to that neighborhood. Also if you are able to buy a house in that neighborhood that house is not going to accrue value because its in a red line neighborhood. So you cant become a generational wealth, the way white people can, which is the way you create donald trump. Protests rocked milwaukee in the summer of 2016. That sort of highlighted the racial tension in that city. Talk to us more about what it was. Remind us what sets them off. Im sorry. Say it again, remind us of what . Of the protests in 2015 and what triggered it . Well, there was a person, a man was murdered, to bill smith. He was murdered. It sort of turned into a protest and then as the protests got bigger and bigger. Some people, some violence occurred. A lot of people called it a race riot. With see things happen in other cities, too. Its again like the fact that people feel like what is going on in their areas. Their neighborhoods arent being addressed. They get to their wits end at certain points f. They feel they were being policed effectively and they were getting resources in their neighborhoods, we wouldnt end up in places like this. Its good to have your insight. We look forward to your episode. Thanks for joining us. Thank you. Dont miss it, united shades of america. It airs tonight at 10 00 p. M. Right here on cnn.
