The gridiron dinner, journalists take shots at politicians, and politicians roast journalists. Its not often that news breaks at this event. Its a light hearted affair, but comments on north korea raise eyebrows and create a kind of situation when the president and the north korean regimes. At one point during the speech he said, quote, i will not rule out direct talks with kim jong un, i just wont. As far as the risk of dealing with a madman is concerned, thats his problem, not mine. The president obviously joking, but what he says next you need to Pay Attention to. By the way, a couple days ago, they said wed like to talk, i said, so would we, but you have to denuke, you have to, lets see what happens, maybe positive things are happening, i hope thats true. We will be meeting, and well see if anything positive happens. That line, we will be meeting, is a major development, if, in fact, the United States and north korea are meeting oneon one to discuss denuclearization. The north Korea Foreign Ministry Said thats not the case and put out a statement of their own reading in part, quote, the United States is terrified at the Rapid Development of our Nuclear Force has had continued to knock on the door of dialogue, now feigns an indifference and advances that or that precondition. Not content with it, it insists dialogue for making the dprk abandon Nuclear Weapons and persist in maximum pressure until complete denuclearization is realized. Thats more than ridiculous. The North Koreans saying they would be ridiculous to have any sort of preconditions, specifically when it comes to denuclearization in order to silt down with the u. S. Government. Weve asked the white house for clarify on the president s remarks because its led to a lot of questions. Yet to respond yet, ana. Boris, quickly, we are expected to get more details this week about the tariffs announced last week. The president tweeted about it, whats he saying . Reporter tweeted multiple times this weekend about these tariffs. 25 on imported steel, 10 on imported aluminum. The top trade advisor for the president was on cnn earlier today saying we could see the tariffs enacted before the end of the week, and the president tweeted just about an hour ago writing, quote, were on the losing side of almost all trade deals, our friends and enemies have taken evening of the u. S. For many years. Our steel and Aluminum Industries are dead, sorry, its time for a change. Make America Great again. So, though weve heard a number of republican lawmakers and some of the president s closest advisers advise against this idea of tariffs, the president appears to be digging in his heels. Thank you. Lets talk more about how President Trump is reacting to the bold move by chinas president to end term limits. I want to go to cnns will ripley live in beijing. Will, first, talk to us about todays big event there. Reporter this is just massive in scope, ana, one of many rows of busses carrying almost 3,000 delegates entering the building over here. This is the great hall of the people where Chinas National Peoples Congress is set to get underway. Its a colorful event. You see women in their regional costum costumes. Its like a carnivallike atmosphere here. What they are not talked about in the state controlled media or social media because its sen sourced as well as cnn, our broadcast is censored that in the coming days in this building theres going to be a massive and controversial change to chinas president ial term limits. Ever since 198 2, China Limited president ial terms two to five year terms, but now xi, the current authoritarian president , perhaps the most powerful president , is eliminating term limits meaning he could rule for living and anybody in china who voiced opposition to this on social media, well, their voices are silenced. Terms are banned from the internet. Government blacked out our s signal and Security Officers stopped us about this topic, and so you see, obviously, theres a celebration here, but this is a heavyhanded authoritarian country now getting the backing of President Trump. President trump says its a great thing that president xi will not be handing over power peacefully, but power for life, saying something its something he wants to do. Whether its a joke or not, people around the world listen take the words of the president of the United States very seriously, and its a shot in the arm for Communism Party to get that positive message from President Trump and disheartening for the people in china who want to see a move towards more democracy, not a move towards strong handed authoritarian dictatorship. Will, thank you so much for that report. Again, live in beijing. Now, breaking news from the north korean and south korean area. The south Korea Special delegation to visit north korea tomorrow, according to reports, tried to broker talks or dialogue between washington and pyongyang, according to north koreas staterun media. This weekend, President Trump says north korea, quote, called up and would like to talk with the u. S. , but the rogue nation would have to denuke first as Boris Sanchez reported. Lets talk it over with josh rogan, cnn political analyst. What are you hearing about the south korean delegation . Reporter these are reports from the south korean press, top level delegation led by a special envoy for president moon, and set to go to pyongyang and direct flights are rare. Its unknown whether or not theyll meet with kim jong un, but after pyongyang, they are coming to washington to meet with the Trump Administration to tell them what happened and to see if they cant get u. S. North korea talks together. Now, this is not the first time weve talked about that. I was with mike pence, the Vice President , when he was in pea young chang, and he almost met with the North Koreans, but they pull the out the last minute. This may be what President Trump talked about. He might have got north korea mixed up with south korea. Its impossible to know because he says a lot of crazy stuff that doesnt make any sense, but this if this is what he means when that he say they called up, were meeting soon, could refer to a meeting with the south koreans president envoy on the way to pyongyang tomorrow. No meeting or talks without denuclearization. He knows north korea will not give up the nuclear arsenal. Why signal openness to dialogue . Reporter its strange. A lot of lot more information from, like, the North Koreans Foreign Ministry on this than the white house this weekend, and what they said is that the white house is trying to put a precondition on talks, and that precondition is the talks must be about denuclearization. This is not a new position for the white house. It makes sense when the North Koreans say that, so when the president says, oh, they have to denuke, thats probably, again, maybe what hes talking about, but Vice President pence was willing to meet with the North Koreans to have talks about talks, no preconditions. They can talk about the weather, according to security of state rex tillerson. The talks can happen. Eventually, they have to get to the issue of denuclearization. Thats the problem. Just to sit down and have talks about talks without preconditions, thats something both sides can agree on if they can make it happen. Maybe this is a far cry from the fire and fury rhetoric last year. Why the shift . Reporter he goes back and forth and back and forth. Two weeks ago he said that standing next to the australian Prime Minister if they dont strike a deal, we go to phase two and made it clear phase two means a preemptive strike on north korea by the u. S. Military which, you know, is a crazy catastrophic move that would throw the region, if not the world into disaster, so hes giving both messages, opening to talk and opening to bombing them, all right, and the only thing we can really say for sure is hes not made a decision he might talk with them, might be bomb them, a lot of people on either side of the administration to make sure he does one or another. I argue in the post repeatedly, we have to talk to them, not bomb them, but President Trump doesnt seem particularly committed to one or the other. Hes going to see how it plays out, and hes definitely leaving options open for himself. Do you think the Winter Olympics in south korea was a turning point . Reporter it was, it was. You have the north korea, the United States, and in between them, theres south korea, and the south korean president has been working very hard to make something happen to avoid war and get talks going, and he did at the olympics. That was his opportunity, and he saw an opening and took it. Now, were in the aftermath of the opening to see if he can take that olympic engagement and turn it into something real. We dont know yet. Hes trying hard, right . Its going to take a lot of diplomacy, a lot of willingness to show a little bit of flexibility on both sides, both by the North Koreans and by the United States. It might not work out, right . What doesnt help is for the president of the United States to threaten to bomb them or putting up, saying things that dont make any sense and scaring everybody or just saying hes open to talk, but not explaining what he means. Its a delegate dance that the three sides are doing, and the president is simply not deleg e delicate, and its making everything difficult and thats a problem. Not delicate, thats very nice. Reporter the top diplomat who deals with this resigned last week. We dont have an ambassador to south korea or secretary for asia, so this whole thing which takes a lot of people to do, let alone do right, is hampered on asian policy that the trump a administration is missing in action. Thats a fact. Thank you. Reporter any time. Bipartisan meeting at the white house this week leaving plenty in washington scratching their heads. This bipartisan round table meetimeet ing President Trump held on gun control stunning republican lawmakers when he seemed to side with democrats more than his own party. Listen. So just doing something on this background check issue and using that as a base and then i would like to add some of the other things we talked about, i think would make a major difference so if you just add that to this bill, that would be great. Die diana, add what you have to the bill, joe, can you do that . Can you add some of the things . Youre not going to agree you help. Ill help, but add what amy and diane have . Add them in. I know you i have another one thats narrow, about dating partners and number of states have just enacted it. I would say this, were going to get it passed. Were going to get it passed. If you add Domestic Violence paragraphs, pages into this bill, im all for it. I think its terrific if you can do it. It can be done. That can be done too. What do you think . Sounds familiar . Maybe you remember this similar apprenticestyle meeting on immigration legislation in january. I feel having the democrats in with us is absolutely vital because it should be a bipartisan bill, a bill of love, truly, should be a bill of love, and we can do that. We do this properly, daca, youre not so far away from comprehensive Immigration Reform, and if you want to take it that further step, ill take the heat. I dont care. I dont care. Take all the heat you want to give me. With me now, cnns political analyst, david, and connor, and april ryan, and congressional reporter for the washington post, and april is a White House Correspondent for american urban radio networks. David, these bipartisan meetings kind of play out like trumps board room meetings on the apprentice, but at the end of the day, nothing comes of them. Are they nothing more than a show just like the apprentice . I think that they are a nice big show, and i think trump likes to put on a show. Look, i think, and if you talk to people who have been in private meetings with trump over the years, what they tell you is hes polite, greebagreeable, ana democrat asked for deed to trump tower in this meeting, he would have said, ill look into it. Theres a difference in meeting trump and rally and twitter trump. In these settings, trump is very agreeable and say all sorts of things, and then what youre going to find is that his administration is going to assess and reassess and the president is going to land on these big difficult issues, more or less where he was before the meeting, and i think thats something that republicans need to start taking into account before they agree to more meetings like this because he ends up putting them in a very difficult spot when it comes to messaging because he youve seen republicans in the meetings try to get the president back to where the party is, and its fine if the president wants to follow through. At least you end up having a deal and having a piece of legislation. Otherwise, what youve done is cut up ads for the republicans democratic opponents, so this sort of thing doesnt help them, and it doesnt hurt the democrats. If trump says hes going to work with them, thats great, and if not, they say, see, he didnt want to work with us. It goes to say the president does not follow through. The lawmakers have not given him anything to call his bluff or not. Right. I mean, look this does uniquely, the gun control package and immigration are two things that need to happen in congress and need the president s buyin, take the heat off, to give republicans cover to go against whats been the well carved out Party Position for several years at this point. With the gun control legislation, there is a debate ongoing right now, could they get to those four sort of mention expansion about background checks, universal background checks, include an increase in the age, that the president might endorse, although the nra is opposed, and the spokesperson says generally speaking, but maybe not specifically when talking about the bills. A lot of that does depend on this kind of this handshake happening between the senate and the white house that theres an opening in the meeting that could happen, but like david said, we dont know that trump sticks to his guns, to use a poorly chose phrase for this conversation sorry, no pun intended we dont know what he intends from one week to the next. Hes focusing much more strongly on policies since that meeting happened, and when we come back to the issue of gun control, will the president still be where he was in the that meeting or pulled back by the other influences in this party and in his white house that remains to be seen, and thats hugely relevant when you are talking about people that might be willing to cross you only need a few more votes to make the background check bills pass, but people dont take the votes in they feel the president campaigns against them in doing so. Mcconnell said were not doing gun control this week, but banking this week because theres not enough teeth to legislation that people can agree on. April, the former chief of staff shed light on how President Trump makes decisions. Lets listen. He puts rivals around him intellectually. Wilbur ross and gary cohen, puts those two guys by him, fight out tariffs in front of me. They fight it out. The media covers the fight, but ultimately, the decision is made. That seems very apprenticelike, doesnt it . Fighting it out in front he wants to see which dragon slayer wins the war. Problem is is that when you have someone whos not in governance or understand policy, doesnt understand legislation, and he says fight it out this front of me, and the best wins . I mean, who is to say that he knows what the best piece or real piece, what is real or not, versus the fake information that hes getting or what have you. Bottom line is, this president is very thin when it comes to issues of legislation, very thin when it comes on issues of staffing his white house. The president is now at the water shed mark where he has to figure out what to do, who to bring in, who really can carry the water, and not play this apprenticelike style game you just said. This is about the american people. Its not about a tv show. Its not about the studio, that he calls it now, the white house, when he has transparent meetings, but its about the American Public who need and deserve people there who understand the issues, even if the president may not, that can bring him information and also not only bring him information, but carry it and make legislatively on the hill, so right now, this president is in a watershed mark legislatively and staffwise, and hes got to put up or shut up. David, does this fight it out mentality breed the chaos weve seen in the white house . No, i dont think so. I mean, look yes. This is hardly this is hardly the first president , in my view, hardly the first president to bring in teams of people that have disagreements on issues to have them argue in front of him, and then for him to make a decision. I mean, this is often how president ial Decision Making goes. The reason we have chaos in the white house is because trump breeds chaos because he does not ak act in a planned manner where they go through the proper steps, and then, you know, if you roll out tariffs, whatever they think about tariffs, so you conduct all the paperwork and then you roll out a program and let everybody whats going on, and then you also need experts there as well, though. Yeah, well, trump has experts. You need experts. He has two people who believe strongly in trumps long held view, like the only thing two people, yeah, okay. But these are people but gary cohen doesnt agree. Right. People like steve right. Steve moore who is an economic adviser in the campaign, saying, what is he thinking. Sure. And if you look at how the tax bill ended up, it ended up in a traditional republican manner, alla, gary cohen, and steve, everyone else, pivots to trade and shocked, but they shouldnt be e he campaigned on this. Sure. In the realm of the issues he cares about defining himself on, and the truth is that, look, teams of rives like david said have been around its a good way of stress testing a policy if youre going to use that as an actual process you Pay Attention to, and also, in the past, its divorced from twitter. We know where others stand on it, and its bits and starts sort of process or would be if it was followed dot letter in the way david said. April, i want to ask you the question i want to ask you about rivals go ahead, fin issue your thought. The question is, is this a team the question is, is this a team of rivals or people feeling their way . Over a year in. This is not a team of rivals weve seen in other administrations. These are people trying to find their way at the expense of the American Public and globally as well. I understand we are trying to put the polish on it from before, the textbook. This is not textbook. This is different. So i i totally disagree with that. Im sorry. What we heard on guns and what we heard on immigration in the round table studio settings, i want to ask about something interesting, one of the president s Close Friends this weekend, told the financial times, this quote, if the democrats win the house, trump might find more inner democrat. Theres a lot he agrees with them about. April, could you see President Trump running as a democrat in 2020 . He was a democrat until how long ago. Right. Vast majority in this white house were democrats. You know, this president we saw with the gun situation he played democrat, and for the nra, patriots and friends, than he did a conservative. So this president is going by knee jerk reactions and his gut more so when it first hits and when he hears people at the table fighting it out, if you will, but when it comes down to figuring out who supported him, he peels back, going back into the conservative mode, like the nra saying, look, this is what we did for you and for the party, so well have to see how it plays out, but this president , i want to see how this plays out, if the conservatives will stay with him, if the Republican Party will totally stay with him because he is unraveling and doing things against the party. Yes, hes talking certain things they like, but guns is one thing, but hes pulled away from. He talks about marriage. He talks about issues of abortion. He talks about no new taxes. But give ups is also part of the equation. He kind of peeled away from the republican philosophy, so if he does try to go as a democrat, i wouldnt be surprised because anything goes with this administration. Thanks, guys, have a great week ahead. Thank you. Thank you. Coming up, furniture furor. The New York Times reports special counsel Robert Muellers investigators are pressing for information about any possible attempts by the United Arab Emirates to funnel money to President Trumps 2016 president ial campaign. Joining us now, a Corporate Law professor at the university of minnesota, richmoard, is he at risk after overreach here. I dont think so, the problem here is that the Foreign Countries are seeking influence inside the United States illegally, by hacking, to influence politicians, and other illegal means. Its critically important that we get to the bottom of this. This is not just a trump problem. This is an american problem. Our country is getting a reputation that our politicians can easy be played by foreign powers. Its paid to play usa, and thats not safe for the more than people. Its not safe for national security, our foreign policy, or economic policy. I think if bob mueller goes in this direction and finds something, thats certainly within his mandate. I dont think he ought to spend the majority of his time on middle east countries. Obviously, russia is the culprit, but other countries that are fairing in the election illegally, he needs to get to the bottom r of it. Does this raise concerns with the President Trumps policies . Reweighed in on uae, egypt, and qatar . Well, yes, it does. President trump took sides, and the question is, was that influenced by business deals, being done either by the Trump Organization or jared kushner, and if so, what was the influence . If this is a quid pro quo, thats bribery and criminal, but thats the kind of thing that prosecutors need to look into. Once again, these middle east countries have been trying to influence the United States for a long time, trying to throw a lot of money around, and its critically important to our democracy that we, you know, look at situations like this and find out if theres criminal conduct, and push back on it because our independence is at stake here. Let me pivot to this week as the president spends the 100th day in office visiting one of his golf courses, a course that bears his name. Are they undershadowing the publicity, perhaps, for his Golf Properties . Might be better off if he just plays golf rather than commenting on the Russian Investigation. Every time he tweets comments on the Russian Investigation, he digs himself deeper into the obstruction of justice, and we dont need that for our president. Obviously, he should be focusing on his job. He shouldnt be playing golf all the time, and he should be thinking about what it takes to be an effective president , but i have to say that what hes been doing in the white house and his comments on his political opponents and his comments about the Russian Investigation are very, very destructive, and if he cant be instruconstructive, go hit the golf balls and relax. Do you have problems with him bringing attention to properties bearing his name . Oh, yes, of course hes trying to make money being in the white house. Hes been doing that for quite you know, since the beginning. Hes been promoting the trump properties, the golf courses, maralago. They raised the initiation fees there from 100,000 to 200,000 as soon as he was elected, and they are having all the big parties over at the trump hotel including all the bankers there meeting with the top regulators today, tomorrow, the next day. What about a clean daca bill now with a commitment that we go in to a comprehensive Immigration Reform procedure . Were going to do daca and then we can start immediately on phase two thats comprehensive. Would you be agreeable to that . Yeah. I think a lot of people would like to see that, but we have to do daca first. Mr. President , you have to be clear, what feinstein is asking here, when we talk about daca, we dont want to be back here two years later. You have to have security. Remember sthat, back in january, bipartisan white house meeting when the president said hes open to a clean bill protecting the socalled dreamers . Well, here it is, already into march. Theres no such bill yet. The white house blames congress. Were still hopeful that something happens on this, and that congress will actually do its job. Reporter congress tried to do its job with bipartisan daca bills introduced to the house and senate last month. They both failed. I put washington far behind me to talk to people whose lives are directly impacted by the outcome of this debate in a border town, el paso, texas. Does it upset you, victor, personally, that congress has not taken action on immigration . It does not upset me. I actually do agree that there needs to be security in some areas because some areas are dangerous, but i come from the perspective our parents came in here with permission, and we just overstayed, so we did not cause harm or threaten anybody. We just came here in search for a better future, and that was it. My fatherinlaw came to the United States as part of the first program. Hes a farmer. He helped out in the farms. Okay. So he did it the right way. He tells the story about where he keep his money until he got 300 400, paid a lawyer in el paso, flew him thats how my wife came over. But they did it the right way. And i understand that, but for the dreamers, they didnt have a choice. You have to follow your parents. You have no say so whatsoever. You just have to follow your parents and thats it. And youre stuck with the situation whether you like it or not. And thats your case. Absolutely. So should your parents still be be here . They have recently gotten the citizen subpoenaship because you were able to sponsor them. But a lot of people who are on the other side of the issue saying that may not have been fair. I mean, my parents im sure you are aware. They are disabled. They are deaf. They came to the United States because mexico wasnt offering deaf people what they offer here in the United States as far as interpreters, Free Education for them. My parents came to america not only want. Ing to read and write, because mexico didnt offer that for them. They knew there were all these benefits for people with disabilities. So luckily, i was born is and they said this is our only hope. As soon as i turned 21, i. E petitioned for both of them. I feel like its fair pause they deserve it. My dad always paid taxes. He always did the right thing. He never was in jail. He was never doing anything crazy. And im speaking for my family. I cant speak for the rest of the families, but as far as my parents, i was happy to petition for them. They deserve it. You were here as a mexican, but were acting like an american with american dreams. Now in your family, you are the only person who doesnt have citizenship . Right. Why couldnt you sponsor him . She can. I fall in a different priority. We all agree. Im a lawabiding citizen in my own way. Im going to school. I have no social assistance preponderance im paying out of my own pocket. I have an occupation. I pay taxes. The day i started working to as we speak, present day, i have been giving back. How many immigrants are paying tax and they are not beginning to see the benefits of it . You deport them and thats it. What about that . I think if they pay taxes, they should be able to leap some of that, but they have to become citizens fist. This is a the lo of people who are now in this space where they are paying taxes, but they have been here and been undocumented. So they dont have a pathway into the Legal Immigration system at this point. What are they to do . They always have a pathway into the legal system by applying. But as long as they dont apply, they are going to be on the outside. But the truth is its not that simple. Its not simple. If that r were true, daca wasnt be a topic. If there was an application for us Young Americans to come in and become a citizen, we would have done it. We have exhausted all resources. Trust me, were not just people twid lg our thumbs to wait for congress to do shotgun. Whats going to happen . Nobody knows. The president made a deadline of march 5th, which. A couple days. My future is uncertain. But this is why im here. I lend my voice to the politicians. I tell them whether it be immigration or what stance you have, the children brought here, this is all we know.
