Good to have you with us. Staying at home to save your life. That is the message from leaders all around the world as the number of coronavirus cases soares to 300,000 with 14,000 deaths globally. In the United States cases rose by at least 100 on monday. The biggest jump yet bringing the total to at least 42,000 cases. Right now there have been 541 deaths in the United States, a significant spike over the last week and new york is by far the hardest hit state with nearly 21,000 cases and 157 deaths. It is one of 16 u. S. States that have issued stayathome orders. Thats about 43 of the u. S. Population but with the dow jobbing again, jobs in jeopardy and lawmakers still adopting a stimulus package. President trump is appearing to put the economy before public health. He wants the u. S. Economy to recover even if it means going against the advice of his own Health Experts. America will again and soon be open for business, very soon. A lot sooner than three or four months that somebody was suggesting. A lot sooner. We cannot let the cure be worse than the problem itself. His words very different from those of other World Leaders who are putting the health and safety of the people first. The time has now come for us all to do more. From this evening i must give the british people a very simple instruction, you must stray at home. Weve all seen the pictures online of people who seem to think theyre invincible. Well, youre not. Enough is enough. Go home and stay home. And here in the United States there appears to be a growing divide between President Trump and americas Top Health Experts on how to manage the coronavirus crisis. Caitlyn collins has more now from the white house. Well, President Trump has been weighing this idea of easing those federal guidelines that he and his administration put out just a week ago. Theyve got one more week before the administration said they were going to reassess where they are and were told by sources that the president is heavily weighing easing those restrictions. The president seemed to confirm that arguing that he believes its only going to be a matter of weeks, not months before the business that is have closed their doors are going to reopen. This is the guidelines put out by the white house that had strict measures so far telling people not to gather in groups of ten or more, but now the president says that that might be changing his mind. He says he wants the economy to be able to reopen. He doesnt want the government to be shut down but, of course, this comes as Health Experts have said it simply isnt enough time to be able to properly evaluate whether or not those two weeks did enough to flatten the curve. The president seemed to hem that even his own doctors arent on the same page. Do they endorse the idea of potentially easing these guidelines just a week from now. The president said, no, they did not endorse it. They have spoken about it. He said he thinks theyre okay with it but the president said if it was up to the doctors they would shut down the entire world. Clearly on two different pages as the president has been fielding the entire divide. The health officials, the doctors and the scientists who have said its simply not enough time to know if they have been able to effectively flatten the curve. They have one week left on this. The question is going to be what the president himself decides. He has a week to look at data coming in. We know his Surgeon General is only warning that the numbers are going to get worse before they get better. When asked if the president would commit to follow the advice the doctors give him about what steps he should take, the president only said hed be listening to them and others as well. Caitlyn collins, cnn, the white house. Joining me now is dr. Ann ramoine. She teaches at uclas epidemiology department. Thank you so much for being with us. Sure. As the w. H. O. Launched its trial testing existing drugs to compare treatments, President Trump was taughting the benefits of the antima layer yal drugs. He talked about one man whose lives were saved but some have died as a result of using these drugs. How much hope do you think the antimalarial drugs hold and do you support their use starting tuesday . Its an interesting situation because weve never been collectively so concerned about having drugs in place and needing them. These drugs, a specific chloroquine, drugs around since the 40s, known to be safe and tolerable in standard doses, but theyve never been used in this capacity. Theres very little data to suggest that they actually work. You know, we worry about any kind of mass distribution of drugs even in an emergency use set whg theres not enough data on the safety and efficacy for this particular indication. So i think that the idea of giving this to so many people in such a short period of time without any understanding of the true side effects or the effectiveness is not well founded. Right. President trump also said at his briefing that he wants to open up the United States in a matter of weeks, not months, despite the rising number of coronavirus cases because he says were not going to let the cure be worse than the problem. Whats your response to that . I think its not very wellgrounded in science or what weve seen from any other country. We have to be learning from the global experience. Were not different biologically than any other than people in any other place in the world. Countries that have been able to go through this quickly and be able to have less stringent lockdowns are countries that have personal protective equipme equipment, that have massive capacity for contact tracing. Unprecedented capacity and cooperation between all sectors, social, political, economic. They have Real National strategy and leadership along with many more hospital beds and Hospital Capacity to manage the number of patients coming in. In the United States right now we do not have those things in order and as a result it doesnt make any sense that within two weeks we will be able to start opening things up. The bigger part of this story as you mentioned, the availability of ventilators and personal protective gear. Why do you think President Trump seems reluctant at this time to implement his power under the defense production act, its there, he hasnt implemented it, but he has the authority to do this now, to get companies to make more masks and ventilators, many of them, so people dont die and so doctors and nurses are not putting their own lives at risk. How important is it that he does this sooner rather than later . Whats he waiting for, do you think . I dont know. But i will say that it is critical that we have Maximum Capacity to be able to to have enough ppe and to have enough ventilators and all of the associated supplies and equipment that are required to be treating the number of cases that were anticipating here. It is not its not possible to be able to manage without the ppe that we need, and many, many people are going to die. People are going to have to start making decisions about triaging whos going to get a ventilator and who wont if those things do not start coming into production. As far as im concerned, the sooner that this happens, the better. Were already late. Time to get moving. Dr. Ann ramoyne, thank you for talking with us. We salute you. We salute all of your colleagues. For all of those on the front line waiting for equipment, we find this extraordinary. Thank you so much for speaking with us. I appreciate it. My pleasure. As we just mentioned, the u. K. Is finally banning people from leaving their homes except for essentials. The british Prime Minister ordered it calling the virus the biggest threat the country has faced in decades. He added that if the virus is not contained, the Health Service could not be able to cope would not be able to cope. Anna stewart joins me now from london with all of this. Good to see you, anna. As we heard, british Prime Minister Boris Johnson has issued this sweeping stayathome order. What all did he say and hue all does he plan to enforce this . Reporter i think on the enforcement side of things its going to be very interesting. Many of the measures announced are similar to the likes of spain, italy, germany, france, other European Countries which are being overwhelmed by the spread of the pandemic. In the u. K. It doesnt appear to be too strict. Police can break up gatherings outside of more than two people. They can also issue fines. Media reports say that those could start at 30 pounds, 35, so it could be quite low. Britts arent being told to carry foorms of identification and forms from the government website to prove why theyre heading outside. So that means theyre not quite as strict as other countries. It could get stricter. We could see the government tripping whats called the civil contingencies act. Thats more draconian powers. What the government wants to see is the public heeding not the latest advice, the latest command really that they must stay at home unless absolutely they have essential work. They are allowed one trip outside in order to get exercise. They are allowed to buy things from shops if it is essential and they are allowed to help people. Currently its a threeweek window where theyll review it and see whether or not they can relax those measures. Rosemary. Joining us from london. Many thanks to you. Major news out of chinas Hubei Province. The region where this all began, it has announced travel restrictions for most of the region will be lifted on wednesday. The worlds first coronavirus case was reported from Hubei Province three months ago. Cnns steven gian joins us now live from beijing. This is, of course, very encouraging news. How reliable and how sure is china that another wave of the virus wont return . Reporter well, rosemary, thats why this is such a delicate balance for the authorities to strike between continuing rigorous containment measures and getting the economic engine revved up again. Before they announced this news they recorded a new locally transmitted case in wuhan after five days of zero local cases. So this is very much a dynamic situation. Still, this announcement marks a major step towards the lifting of the harsh lockdown measures placed on wuhan and its surrounding province since late january really trapping millions of residents in their homes for over two months wreaking havoc on their lives and livelihood. According to the latest announcement, starting on wednesday with the exception that wuhan, the provincial capitol, all people deemed healthy will be allowed to leave the province. Residents of wuhan will have to wait a bit longer. Their freedom, if you will, will come on the 8th of april. Thats the day when they will be allowed to leave the city and province if they have the all important green qr code on their phones. Already youre seeing city officials prepare for this by removing roadblocks, checkpoints and deep cleaning and disinfecting subway trains and resuming limited bus services. Lets hope this is the beginning 69 end be of this coronavirus. Well keep a very close eye on this. Joining us with the latest from beijing. Many thanks. Negotiations over a massive stimulus package stalled again in the u. S. Senate, but treasury secretary Steve Mnuchin and Senate Leader Chuck Schumer say they are optimistic about making a deal on tuesday, and that sign of hope felt in the asian markets, a positive day across the board. Of course, a lot of injection from the governments injection of funds into those markets. Dow futures also looking bright for tuesday. So lets bring in cnn business emerging markets editor john deftarios from abu dhabi. Good to see you, john. Those numbers look encouraging. Despite the rally, does a deeper recession seem inevitable here . Reporter its interesting, rosemary, because we have this relief rally because of the package being put forward by congress. Theyre arguing over the final details, but we know that is going to be some 2 trillion and we know the u. S. Federal reserve put forward a very strong case here and even reaching out to main street saying well provide no limit to support your efforts here. You asked about the recession. The imf mapping director was suggesting that were going to be matching what we saw in 2009 and 10, perhaps even worse, because of this coronavirus and the impact it will have on jobs and the wider economy. Its not just a banking crisis like we saw years ago. She singled out some of the developing markets which i thought was interesting. Look, theyre short of money to deal with the medical challenge. Theyre facing a higher dollar and they dont have the ability to provide the fiscal stimulus like youre seeing in the European Union and japan. She talked about the big five, india, indonesia, countries like brazil, nigeria, philippines, these total 2 billion people. Its not on our radar globally, but it should be, because theyre starting to deal with the coronavirus challenge, and thats just around the corner financially for them. Right. U. S. Markets, of course, opening in just a few hours from now. John deftarios joining us live from abu dhabi. Many thanks. Still to come on cnn, we will talk to a doctor at the center of the Coronavirus Response in italy where the number of cases has been rising rapidly. Back in just a moment. Want to brain better . Try neuriva for 30 days and see the difference. Want to turn to italy now. A small sign of hope in a country hit hard by the coronavirus. In just the past day there were 601 deaths, which is a staggering number, of course, but that reflects a slight drop in the number killed for the second day in a row. So far italy has reported more than 6,000 coronavirus deaths, and Cnns Delia Gallagher joins us now live from rome. Good to see you, delia. So the numbers are still shocking, it has to be said, but we are seeing a new trend that is perhaps giving italy some hope right now. Talk to us about that. Reporter thats right, rosemary. Of course we are still very much in the heart of this crisis with very high numbers, but what has happened in the past two days is that we have seen a slight decline in the number of total cases and in the number of deaths. Officials are saying they are cautiously optimistic about this, but of course it is not time for italy to let its guard down. We are at the twowe can mark, rosemary. This is when we wanted to see these numbers go down. They hope, obviously, that trend will continue. The Health Assessor in lombardy, which has been hardest hit, even the slight decline has helped to boost morale on the ground so that is important. They are obviously policing very much all around the country. There have been drones flying over the beaches here in rome to make sure that people understand the importance of still staying inside helping to contain this virus, also for the rest of the country. International help has arrived from cuba and russia. Doctors and equipment and the u. S. Department of defense says italy has requested help in the United States in the form of masks and ventilators. Allowing u. S. Military personnel to help out in field hospitals here, rosemary. Nice to see a little bit of hope coming out of italy. Delia gallagher joining us there live from rome. Many thanks to you. At least 23 doctors have died in italy since the pandemic began, most in the lombardy region. That is according to the Italian Federation of doctors. Not all died from the virus but the federation attributes the deaths to the health emergency. In all nearly 5,000 Health Workers have been infected by the coronavirus. And dr. Lorenzo minicanti is the head of cardiac surgery at the irccs poly cliniciqo. He joins me from milan, italy. Thank you, doctor, for talking with us. Thank you very much. Thank you. So many countries have been watching italys experience worried that it could be offering a vision into their own future. What has been the biggest challenge for you and your colleagues as you fight this virus . Well, the first big challenge is to change completely the hospital. That was really tough for us because this hospital, it was mainly devoted to cardiovascular medicine but because the virus was stopped all activity, now we send patients elsewhere for that, but of course we need to help our system so we change completely the hospital. Now we have 250 population, 28 patient ventilated in our icu. This from our point of view is the worst thing to face. The second thing, of course, is that the limitation of our freedom to move, and this is very, very difficult thing to accept. Right. But its absolutely necessary. Now italy is a very, very, very small country, but the idea that we cannot travel from milan to rome is absolutely unbelievable. Understood. I do want to ask you, doctor, why you think it was so bad in the north, so much worse in the north of italy compared to the south. Of course, other parts of europe. Yeah, you are right. It was an issue to start it to understand. I think the first question, the first possibility in this part of italy is very industrial and we have a lot of strict connection with china, particularly around bagamo, there are industry that are strictly connected with china. So before the rules were imposed to our country, the trip between italy and china were very, very frequent. This can be one possibility. Other possibility is that that region is flat and the pollution is relatively high, this can play a role or so. Right. The third thing is that this zone, this part of italy are very old population. You know italy is one of the oldest population in the world fortunately, and this is the reason, in that part of italy there is a lot of very old people. Of course, in the beginning that was the part of the population that was hit by virus. So the three component i think they performed in very bad way against our health. And we have so high numbers of death and people that are affected. Yeah, it has been shocking for the rest of the world to watch what you have had to deal with there in italy, particularly in the north, but youre seeing a slight improvement when it comes to the number of infections and the number of people dying and that, at least, is signaling possibly that this lockdown was working for you. Dr. Lorenzo menicanti, thank you so much for joining us. We do appreciate it. Thank you very much. Have a good day. You, too. The u. S. Across the United States the fight against the coronavirus pandemic rages on. States are reporting a shortage of crucial medical supplies. They say washington has failed to meet demands for masks, ventilators and other resources. As cnns nick walsh reports, states are taking matters into their own hands. Reporter this massive Manhattan Convention center about to be converted into four field hospitals, 1,000 beds between them. We have not even begun to see the influx of patients. This is still the relative quiet before the storm. Reporter the governor has ordered every hospital in new york to increase bed capacity by 50 . New york state now home to around half the confirmed cases in this country with more than 20,000, thats tripled in three days. And with more than 150 deaths. If we dont get the ventilators in particular, we will actually start to lose lives that could have been saved. Reporter the state says many cases are ages 18 to 49. One council man said they couldnt wait around for the federal government. Anything walt, cnn. U. S. President trump has touted a drug that could treat the coronavirus but so far theres not enough evidence to suggest its effective. Cnns sanjay gupta takes a closer look. Why should we be testing it in a test tube for a year and a half when we have thousands of people that are very sick. Theyre very, very sick and we can use it on those people and maybe make them better. In some cases maybe save their lives. President trump says hes optimistic about some treatments for the Novel Coronavirus, in particular a malaria drug called chloroquine. If this has been something thats been around for many years, strong, powerful drug for malaria, but we think it might work on this based on evidence. Based on very strong evidence. Its true, the medication has been around for more than 80 years and has a few side effects including nausea, mood changes as well as possible interactions with other drugs. Now enthusiasm for treating the Novel Coronavirus largely centers on one study out of france which used a derivative of chloroquine used with an antibiotic known as the zpac. The study was small and patients followed for six days. The study that looked at that drug and showed activity was a study that involved about 20 patients and only 6 showed the benefit. The benefit they showed was they decreased the amount of virus in their noses when you did nasal swabs in those patients. It could be that the drug is reducing viral shedding but having no impact on the clinical course on the patients. The data is very preliminary. We took a closer look at the study and heres what we found. There were originally 26 patients who were treated. 20 completed the trial. One left the hospital before the trial ended, one couldnt tolerate the medicine. Three went to the intensive care unit. Thats an 11 critical rate, 1 died, a 4 mortality rate. Those numbers are higher, Critical Care and mortality rates, than the general population of infected. Keep in mind, again, its a small study. There was another study from 2011 which found that while chloroquine was effective in the lab against the flu, it ultimately wasnt effective in humans. Look, thats why trials are needed, and they can be done quickly. Many labs in the World Health Organization had already started studying these drugs and dozens of others to help us find an answer for a disease that currently has no known cure. Using untested medicines without the right evidence could raise false hope and even do more harm than good and cause a shortage of essential medicines that are needed to treat other diseases. And at the end of last week chloroquine was added to the American Society of Health System pharmacist drug shortage lists. Dr. Sanjay gupta, cnn reporting. And when we come back, i will talk to a woman in europe who has spent the last three weeks on lockdown. A little serenade for those sheltering in their homes. The pandemic in spain is expected to peak sometime this week. A disturbing sign of whats to come. An ice skating rink of madrid is being used as a morgue. A shortage of medical supplies, facemasks and gloves, has seen their infection rates rise. Journalist al goodman joins me from madrid to talk about this. Al, this has been the story for so many doctors across the world needing all of this protective gear but then these infections, these Health Care Workers in spain, talk to us about that. Reporter rosemary, the 12 rate of all the Coronavirus Infections in spain are medical personnel. Thats a higher rate than italy which has far more cases than spain. So very concerning especially to the medical personnel who have been asking through their unions and showing their faces and asking directives of the government, get us this material. In recent days the government has been ramping up their efforts to bring in this material. Theyve admitted here on national tv, senior officials, that theyre competing in a very difficult market. All the countries in the world are competing for the masks, the effective masks that protect you, the gloves, the gowns. Some Spanish Companies will be asked to manufacture these materials and the government says theyll keep a supply for the future. Right now the is urgent thing. Lets talk about the ice rink for a moment that you mentioned a moment ago. That is a large indoor ice skating rink. I have skated there in years past with my family. Now it is a temporary morgue. Weve confirmed with the spanish the madrid Regional Government that some bodies have been taken there by the military. Theyll be staying there. Theyre getting out of the hospitals, which are over crowded with bodies according to the officials, until the ice rink until the funerals and cremation can be arranged. Spanish officials at the highest level have been extending special condolences to the families of the people who died from coronavirus because not only have they loths a Family Member but they havent been able to be at their side in the time moments due to the restriction of coronavirus. That has definitely been the tragedy of all of this, along with all of the other aspects to this very sad story. Al goodman joining us live from madrid. Many thanks to you. Malta is shutting down all nonessential businesses and banning all public gatherings. This comes as the country has passed 100 coronavirus cases. 17 of the new infections were discovered in just 24 hours. Many of them were related to travel over seas, which has also been stopped. Visit from pope francis planned for may has been postponed. Katya barbanova is a woman who lives on the island of malt tampt shes been on lockdown for three weeks now. She joins me live. Thank you so much for talking with us. Hi, rosemary. Thank you for having me. How are you holding up after so many weeks under lockdown . Whats been the biggest challenge so far . Its been tough, ill be honest with you. As somebody that is selfemployed, always been interested in having freedom for myself, i feel like my freedoms been taken away. I havent really gone out except for going to the supermarkets. I real havent really been going out for walks because people from italy havent been following the quarantine rules. Ive been concerned about it. Ive been taking the time to focus on growing my business, being at home, working hard just to distract myself. Its been challenging because typically i like to go out. I love to experience the sun and its just been really difficult for sure. You mentioned those people that arent abiding by the lockdown. Talk to us about what theyre doing. Theres a lot of travelers that are under mandatory quarantine. A lot of them are being told that if you leave the house after you come back from any country, you can get fined 3,000 euros and youll be surprised. Youd think the people would really abide strictly by that, but people have been leaving and they have been being fined over 3,000 euros. There was a person fined over 9,000 euros for breaking quarantine nine times. Its been interesting to say the least over the last couple of weeks. And what is your biggest fear as you watch all of this happening . Because no doubt youve been watching whats been happening in italy and of course in spain, and thats all very close to home. Whags your biggest fear at the moment . Well, as somebody who usually i do what i do to be location independent and to be able to go out, go to conferences. I had so many conferences i was scheduled to go to the u. S. , meetings, speaking events, all these sort of things. My biggest fear is that this lockdown situation and the coronavirus will continue for the next year, which means that i would have to pivot how i live life. I would have to pivot how i run my business, maybe the people that work for me will also be affected. So far thats not been a problem, but my biggest fear is what will happen to my personal life and my business in the next 12 months really. Then will i ever be able to go to the gym. My gym has been shut since march 14th. Will the restaurants ever open . I dont know how long this is going to continue. From what ive seen, it will probably continue until the end of 2020. There will be an end to this, believe me. There will be an end. Just very quickly, any words of wisdom that you can share with the people of america who are worried about what their future holds . I really think that this is a really Good Opportunity. I believe this is a good time to spend time on the hobbies or passions that you have delayed for so long. I know so many of us have dreams to write a book or to read a book, take on a hobby, new course or something. I think this is a really Good Opportunity to focus on selfgrowth, selfdevelopment. Its a really Good Opportunity to spend time with your family. Really Good Opportunity to take up on something brand new, new project that you havent been able to do. Heres the situation. Theres nothing we can do, enjoy it. Thats how i see it. Distract yourself. Have fun and thats it. Great advice. Katya barbanova, joining us from the island of malta. Many thanks. Thank you so much. This pandemic is causing all kinds of stress from people from economic strains to Mental Health issues. My next guess guest is a motivational speaker who has some ideas on how to cope. Joe schetti, thank you so much for joining us. Thank you for having me. Im happy to be here. I want be to ask you what you would say to all our viewers about what lies ahead both economically and medically. I think one of the biggest things id love to start with is that i feel right now due to the fear and uncertainty and anxiety, one of the biggest mistakes were making is that were feeling guilty and were judging ourselves. So were judging ourselves. Were not being the perfect parent, the perfect person, the perfect partner right now. This is a toime of transition. Its something weve never experienced before. We have to give ourselves the time to adapt. We have to be patient with ourselves and stop judging and guilting ourselves to begin with. Both of those emotions are not good for our immunity, not good for our Mental Health and we dont need to control it. Thats good advice. I know youre Holding Daily meditation and relaxation classes for people online. Talk to us about the easiest meditation or breathing exercises that you can share right now with our viewers to help them cope with whats going on right now in the world. Absolutely. Im so grateful that tens of thousands of people are joining me every single day on facebook, instagram and youtube to meditate every single morning, afternoon, evening wherever they are. One of my favorite. Simplest meditation practices is becoming aware of our breathing. Something each and every one of us can do. What i recommend is pacing your left palm on your stomach and breathing in for a count of 1, 2, 3, 4 and breathing out for a count of more than four. One, two, three, four, and more. If you do that three to five times every single day, any moment where you really feel that acute anxiety or pressure, it will just reground you and bring you back to a centered imbalance. Breathing for four and breathe out for more than four. Jay, why does that calm people . Why does it soothe them and sort of give them some sort of center . Absolutely. One of the changes we feel in our lives is that our mind and body are often not aligned so sometimes our mind is racing around and our bodys feeling sluggish and wishing we were still in bed or sometimes our bodies are running around and our minds are feeling really tired and drained. When we breathe in and out and bring our awareness to that from our mind and our body, were realigning our mind and body. Were not adding that friction and tension anymore with our body and alignment. So bringing them back together, bringing them into harmony and unison helps us be mentally and physically present to where we are right now. For a lot of people at the moment, if they are selfisolating or quarantining by themselves or with their family, there are frustrations that come with that. How do they continue to have shared experiences and how do they get involved on, say, your online medication . Absolu meditation. Absolutely. One of the things were talking about is having not shared space but shared experiences. You want to have an experience together. So just because we cant be in the same space doesnt mean we cant schedule virtual breakfasts, lunch, dinner, virtual workouts with people, virtual game nights, virtual movie nights.
