In west africa, soldiers are hunting for the suspected islamic gunman in the capital. Witnesses say he mingled with Unsuspecting Hotel guest during the day on friday. But when night fell, they struck, opening fire and taking dozens of people hostage before Security Forces eventually made their way into the hotel. One fire is says he barely made it out alive, climbing through a broken window. Listen. Translator its horrible because everyone was panicked and was laying on the floor. There was blood everywhere. They were shooting at people at pointblank. The sound of the detonation was so loud, we could hear them talking. They were Walking Around and kept shooting at people that seemed alive. Terrifying accounts of what people saw. An Al Qaedalinked affiliate is claiming twob ining responsibils attack. They claimed responsible for a similar hotel attack in neighboring mali last november. David mckenzie covered that siege and joins us live. Good to have you with us. This operation is reportedly still underway as teams go room by room trying to end the attack. What is the latest . The latest is the death toll is at least 20 according to the officials in the capital. It could rise due to the wellcoordinated attack by gunmen. As you said, there were several hidden within the population and tourist during the day. Then more came at night. Heavy explosions, gunfire, attacking first a cafe next to this hotel, then moving to the hotel near the international airport. And going in there with guns blazing. Forces, particularly French Special forces flown in from mali according to the Foreign Ministry, involved in different ways in that operation. The latest was that the ongoing operation was trying to check room by room. Scores have been taken to the local hospital, the wounded. As i said, the fear is that the death toll could rise in this well coordinated and historic attack. As we saw in mali, this attack hit a hotel that was packed with foreigners. And in this case, africans, europeans, even an american hostage involved. What are we hearing about what the witnesses saw . They saw mayhem and cold, calculating attempt to kill. The gunmen were trying to attack westerners, foreigners within the locations. Of course, they are locations well frequented by the u. N. Staff visit, ngo workers, much like the Radisson Blue Hotel in mali in which the interrelated terror groups attacked in late november. This marks an escalation i think of the attack because of the way this unfolded. The firepower that they used, and potentially because of the death toll they might incur. This is another of the countries dealing with jihadist groups. Can you tell us more about the group or groups behind this . Well, the site, the Intelligence Group that monitors jihadi groups has said this has been claimed to be interrelated. One is al qaeda and islamic maghreb. This marks a dramatic increase and likelihood of the capacity within the north african region. There have been attacks in attacks in neighboring countries. This is the first major attack in the capital of burkina faso. Clearly the people theyre trying to kill indicate theyre trying to get maximum attention and strike at soft targets with links to the west. David mckenzie live in johannesburg. Any minute now, we could get word out of vienna on whether decades old sanctions against iran could be lifted. Thats where the International Atomic Energy Agency is expected to certify if iran has kept its part of an Historic Deal in the program. Its taken years of diplomacy to get to this point. Between 2006 and 2007, the u. N. Security Council Passed six resolutions targeting Irans Nuclear program. In 2013, the p5 1 countries of russia, u. S. , china, britain, and germany reached an interim deal with iran calling on the country to limit its Nuclear Activity in return for lighter sanctions while a longterm agreement is negotiated. Talks were extended until april of last year. Thats when negotiators reached a framework deal for an agreement. Then in july, the u. S. And iran agreed to a nuclear deal during a final meeting in vienna. For more, were covering it from all sides, our Senior International correspondent Fred Pleitgen live in berlin, and cnn emerging market editor in abu dhabi on how irans economy will be impacted. Fred, lets start with you good to have you with us. If certified, this would eventually lead to implementation day and the eventual lifting of sanctions. But help our viewers understand that wouldnt all happen at once, correct . It would happen in quick succession. The ieaea would announce that iran has done everything to comply with its side of the nuclear agreement. After that, the p5 1 nations, the u. S. And other western countries would announce that sanctions would be lifted. A lot of them almost immediately. Of course it would take a while for business relations to get back on track. There are things, for instance, that would happen immediately. The iranians, for instance, expect that about 50 billion in frozen assets would be unfrozen almost immediately. Now, the iranians for their part are saying they believe that this announcement will happen soon. Irans foreign minister has come out and said he believes the announcement will be made today. Lets listen to what he had to say from vienna. We have the implementation. So we expect to have the implementation day today. I believe its not just an important day for Economic Activity in iraq. It is going to open vast possibilities in iran for economic engagement. And we have all seen that the International Business community is very much interested in getting engaged in iran to take advantage of it. More importantly, it is extremely important for diplomacy. Today is a day when we proved to the world that threats, sanctions, intimidation, pressure, dont work. Respect works, through respect, dialogue, negotiations, we can, in fact, reach mutually acceptable solutions. And the ieae for its part has put the reporter there in vienna on notice saying there would be an announcement sometime today, saying they should come to the Conference Center fairly quickly. The e. U. Foreign policy chief has also traveled to vienna, as has u. S. Secretary of state john kerry. Appears as though they are gearing up by almost all accounts is certainly going to be a historic day, george. And fred, given your travels to tehran and your reporting there on many occasions, what is the feeling of iranians about what could happen here . Reporter the vast majority of iranians want this deal to go forward. They believe that theyre going to get sanctions relief, theyre going to get it quickly. The iranians always felt that they were hamstrung by the international sanctions. You have to keep in mind, its a welleducated population and one that has a great deal of respect for the west, as well, and wants to do business with global countries. They want the deal to go forward. One of the reasons the moderate president was voted into office is because he was running on a platform saying, i am going to get the economy of this country on track. On the other hand, you have iranian hardliners around the supreme leader, also large parts of the Iranian Military who felt that iran is giving up too much in these negotiations, who want to keep a confrontational course toward the u. S. And who are uncomfortable with this nuclear agreement. Certainly you do see a struggle between the two sides. Thats one of the reasons why the gains that have been made so far are very fragile. No one is saying the deal couldnt fall apart at some point if one of the sides makes an uncalculated move. As far as the vast majority of iranians are concerned, they want this, they believe that there are going to be huge benefit to having relations with the United States and other countries in general. You heard fred a moment ago talking about the lifting of sanctions, some 50 billion in frozen assets that could be made accessible. And also iran being able to sell its oil on World Markets again. Lets talk dollars and cents. What could this mean for iran . Reporter in fact, irans trying to get out of the shadows of sanctions. It couldnt come at a worse time for the oil market. Two different stages in the near term. In the first week if in fact implementation day goes ahead as fred is suggesting, iran will be able to release up to half a Million Barrels a day on to the market, has some 35 Million Barrels in storage. This is a market that is already oversupplied. Weve seen that 30 barrel broken, a 12year low. And then over the next 12 months, iran wants to add another 1. 5 Million Barrels a day to the market. When i saw the oil minister in tehran, he said it was half a million immediately, another half a million in six months, six months after that another half a million. What does this mean . 1. 5 million added to a market which is already oversupplied by 1. 5 Million Barrels a day. Like adding another kuwait or the uae to the market. Its not clear sailing. The video youre looking at is from when i visited in november. Iran needs to raise money. And the sanctions have isolated them from Foreign Investment. Theyd like to raise 170 billion over the next six years to try to boost production from the current 2. 8 Million Barrels a day to the presanctions level of 4. 3 Million Barrels a day. Again, george, it couldnt come at a worse time for the Energy Market with oil prices hovering at a 12year low. The timing may be tricky here. We have a cnn exclusive from Northern Iraq on the chilling story of the isis child soldiers. Reporter 5yearold sarah was captured alongside her mother by isis. Now free, when her parents arent looking, she runs to cover her face. Its what the isis captors taught her at gunpoint. The institute in raqqah. Isis claims it is their main child soldier training facility. To jihad, to jihad, theyre chanting. In this propaganda video spread out on either side of an isis trainer, blankfaced rows of children sit. One boy shakes visibly. Others unable to raise their gaze. These are the socalled cubs of the caliphate. Isis army of child soldiers. And by gods grace, in the coming days, theyll be at the front lines of the fight against nonbelievers, he says. Penns article appeared this week in Rolling Stone magazine after he secretly met and later submitted questions to joaquin guzman. Now the actor says he regrets that interview. Rafael romo explains. This is our gym wing. We have been told that this portion of the building is off limits to us as of two months ago. Our school has been empty like this for about six years. Weve now been banned from our own playground. No gym, and now no playground. With an accumulated debt of 515 million, they have to make tough decisions on what schools get what improvements first. Financially, we dont have the capacity. And decisions have been made for years about how best to use those dwindling resources. You have to really use a kind of a crystal ball to decide whats the best way to spend these few dollars. I believe that their education, you know, should have been considered and thought about. What i worry about is losing the teachers and also closing down the school. Reporter state senator jeff hanson tells me on friday he and other lawmakers came to detroit to see the conditions for themselves. Legislation has been introduced in lansing, controversial, he says, which ultimately would allow detroit Public Schools to make the necessary repairs to schools where thousands of students attend each and every day. Jean casarez reporting on a difficult situation in the city of detroit. A drug trial disaster has left one person braindead in france and others hospitalized. Next, a doctor explains the importance of Clinical Trials and whether this could have an impact on them. Stay with us. In france, authorities have launched an investigation after a drug trial left a man brainled. Five other braindead. Five others are hospitalized. Officials say dozens of volunteers have taken the drug. Phil black with more from london. Reporter an accident of exceptional brevity. Thats how the French Health minister describes this drug trial which looks to have destroyed the lives of a handful of participants. Around 90 people have taken the drug, but at different doses. Those who reacted negatively were all part of the same group taking the same dose. They started taking it repeatedrepeated ly the 7th, but it january 7th, but it only took days for the patient to become clinically brain dead. Others suffered neurological symptoms. All men 28 through 49. Three may suffer permanent disabilities. This was a phaseone trial which means it is the first time the drug is being tested on Healthy Human volunteers. The purpose of a phaseone trial, after animal testing, is to determine if it is safe for human consumption. The French Health minister says the drug is designed to treat anxiety and motor disorders but denied strongly reports in the french media that this is a cannabis drug. Translator this drug does not contain cannabis, nor is it a product or a drug derived from cannabis. It acts on Natural Systems which fight pain, a system called the endocannabinoid system. I stress there is no cannabis in this drug. Reporter no candice, but the bodily system this is design after involves cannabis but the receptors are the same in that they interact. The trial says all International Guidelines were followed through this trial. So does the Portuguese Company developing the drug. The french government says an event like this in a medical trial is unprecedented, and it will work hard to investigate this, find the answers and, if necessary, determine who was responsible. Phil black, cnn, london. A professor of anesthesiology at emory university, and earlier Natalie Allen spoke with him about the potential impact of volunteers who sign up for Clinical Trials. I think that by signing, what youre really just saying is that you acknowledge that youve had an opportunity to review the document. Its not really a function of giving away anything. The experimenter and the volunteer continue to have a relationship, and the intention, again, is that information should be exchanged in an impartial way, again so a person can understand. So by signing, its not setting aside the rights, its to acknowledge they have seen the document and understood. Reporter in the atmosphere of media being all encompassing, do you think it could have some impact on future phaseone trials, that anyone who might be a candidate for a volunteer might google and go, im not doing that . You know, i hope not because Clinical Trials are important. And we need these trials and need people to volunteer. We are indebted to volunteers. Volunteers especially in the phaseone trial who recognize and accept a certain degree of risk. Allow themselves to be used to learn something important. Moving across the great lakes, there are two lowpressure systems interacting with each other. One off the east coast, one across the great lakes. And because of the presence of this low pressure over the great lakes, the upper great lakes, that is allowing for enough warm air to feed in with this system thats developing off theying coast that will keep the precipitation, mainly rain, for the major cities, again, boston, new york, and into washington, d. C. That is good news. Thats what we like to see. There are still, however, some concerns here. That would be snowfall for Higher Elevations, especially into vermont, new hampshire, and upstate new york, into maine, as well. More in a second. I want to point out that temperatures are above freezing. Good news for the big apple and possibly because it will keep the precipitation in the liquid variety. Look whats forming across the upper midwest behind our cold front and pressure. Arctic air. Temperature will cool dramatically on sunday and to start the work week, as well. The portions out west also being impacted by a storm system bringing lot of snow to the cascades. Heres our rainfall. We could get heavy rainfall today from new york into boston. An inch to an inch in and a half of rain with five to six inch of snowfall for those Higher Elevations outside of the major cities. Im going to take you to the other side of the world where were monitoring another major storm system developing across the balkan peninsula. This would be serbia and into bulgaria, particularly the sophia region. That area could pick up another 15 to 30 centimeters of snowfall. This with the storm system thats brought wintry weather to the region could cause travel disruptions into the area. A quick update on the snow pack thats present across austria. Impressive stuff for some of the ski resorts out this. But not as impressive as the footage im about to show you courtesy of redbull. Take a look at this, for all of you formula one fans out there. The iraqis gave us permission after a lot of hard work and trying to get permission, and that bypassed the telephone exchange, one of the first things bombed the night of the war. All the phones in iraq went out we well the forewire that enabled us to broadcast the first night of the war. You have been taking pictures, what does it look like through your viewfinder . Reporter on the other side of the hotel, we have some of the buildings that have damage and also a lot of antiaircraft battery. I was terrified. I thought this was it. Fortunately for all the accuracy of the technology of the weapons, we did survive. El rashid was not taken out. To go there and see the United States mobilizing to go to war over a very small country was quite something to see. After the first night of the gulf war, everyone around the world knew who cnn was. Good day, we begin in west africa, the search and rescue operation there, it is still underway in the heart of Burkina Fasos capital. Security forces are hunting for Al Qaedalinked gunmen who attacked a hotel and nearby cafe under cover of darkness. The gunmen took dozens hostage. The interior minister says at least 23 people were killed there. Terrified survivors say the attackers shot everyone inside n sight and kept shooting before Security Forces could eventually get inside the hotel. That hotel and cafe that were attacked were popular with westerners and diplomats and u. N. Staff. Lets get the latest now my colleague, david mckenzie, who joins us now live in johannesburg. Good to have you with us. So this operation reportedly still underway as teams are going through the hotel trying to end the attack. What is the latest that you understand . Reporter the latest is from the Foreign Ministry that 126 hostages have been freed by that operation that was comprised of soldiers as well as French Special forces and at least one american giving advice on the scene. Theres a number of American Military assets in burkina faso at this time. The survivors of this attack describe a horrifying scene as the gunmention waged that siege. Translator its horrible because everyone was panicked and was laying down on the floor. There was blood everywhere. They were shooting at people at pointblank. The sound of the detonation was so loud, we could hear them talking. They were Walking Around and kept shooting at people that seemed alive. Reporter authorities are saying of those 23 dead, at least now that there are more than a dozen nationalities. They believe many foreigners including possibly according to a witness with u. S. State tv, americans in the cafe, that they struck and moved over to the hotel all in the region of the international airport. That section of the capital has been under lockdown, and there were tense times and confusion as to whether the operation has finished or has moved on to another location. George . David, similar to the attack we saw at the hotel there in mali. An attack that hit in a hotel that was packed with International Visitors. Tell us more about this group thats claiming responsibility. This terror group thats teamed one al qaeda in the islamic maghr maghreb. Reporter thats right. The two groups did join up, as you described, are responsible for the attack. They have claimed that they took this attack to burkina faso. The first time that the capital this has dealt with a major attack of this kind. Neighboring mali suffered through the horrible siege at the Radisson Blue Hotel in late november. We were there. Based on our reporting on the scene and what were learning from this attack, it seems to be an escalation in the complexity and the firepower that these gunmen using. Unclear yet whether theyve managed to secure the hotel entirely. But theyve put a perimeter up. Im sure foreign Intelligence Officers are closely monitoring the situation because it does represent an escalation of the threat in the north and west africa. And david, as you have reported earlier, the simple fact that this was highly coordinated, that the gunmen masqueraded as if they were tourist and mixed in with other attackers when this attack took place. Reporter thats right. Thats right. Thats right. They were there during the day, and later it seems like they were joined with other gunmen to orchestrate the attack. Earlier, we spoke to a counterterrorism expert who says these attacks have become all too common. This is becoming the new normal in which major world capitals are being hit several times a week. Weve had this just on the back of the jakarta attack. We, of course, had two highprofile attacks in paris, attacks in countries that hadnt seen terrorist attacks in decades like in kuwait. We had the istanbul bombing. Its hard to keep track of them all. Thats how frequent the pace of attack is in major areas. So theres the question both of how do you defame a group like this which, as we know from things like the kony 2012 campaign isnt easy to do. Its hard to get at a small group of guys, number one. Two, theres the question of prevention and mitigation. How do we make our urban area safer, especially given the lack of capacity of Security Forces in so many of these countries. Thats one of the key things the u. S. Is trying to do. Its working with partner nations to build the capacity of Security Forces in order to mitigate and prevent attacks. But thats only a partial solution. That certainly is not going to present any sort of sort of shorttermte solution to this overarching and worsening problem. According to giveaway gardenstein, the french who are pursuing militants in africa, were likely a target of the assault in that country. The al qaeda affiliate is known to attack areas that are frequented by westerners. We are awaiting word out of vienna on whether decades old sanctions against iran will be lifted. Thats where the International Atomic Energy Agency could certify if iran has kept its end. The Historic Deal concerning its nuclear program. Irans foreign minister says he fully expects the sanctions to go away. For more on this story, were covering it from all angles. Senior international correspondent, Fred Pleitgen, is live in berlin on whats next. And cnn emerging markets editor, john diptherios in abu dhabi on how irans economy will be impacted. Fred, lets start with you. Good to have you with us. So if certified, this would lead to implementation day, can you explain to our viewers how quickly sanctions could be lifted. Reporter well, they could be lifted very quickly, george. Certainly thats what the iranians expect. What were expecting from today is that there is going to be an announcement from the International Atomic Energy Agency, something that the Iranian Foreign minister, zarif, in vienna, said he believes will happen. Hes already had a meeting with the e. U. Foreign policy chief. We expect him as well as john kerry to give some sort of statement after implementation day is announced. He is already hailing this as a big moment for iran. Lets listen in to what he had to say earlier. We expect to have the implementation day today. I believe its not just an important day for Economic Activity in iraq. It is going to open the possibilities, vast possibilities in iran for economic engagement. We have all seen that the International Business community is very much interested in getting engaged in iran to take advantage of it. More importantly, it is extremely important for diplomacy. Today is the day whether we prove to the when we prove to the world that threats, sanctions, intimdation, pressure dont work. Respect works. Through respect, dialogue, negotiations, we can, in fact, reach mutually acceptable solutions. Reporter three things, george, that the iranians believe will happen quickly. One is that they believe assets that were frozen because of the Nuclear Sanctions will be unfrozen quickly. They believe theyll almost immediately have access to 50 billion. They also think that theyll quickly be able to be a part of International Financial transactions, something important to doing business in the country. At this point, if you wanted to do a deal in iran, you would literally have to go in with a coffer full of money. Finally, im sure this is something john will take about more, as well, it is the access to being able to sell more oil on the International Markets which has some a little bit worried. Certainly the iranians who have had to stockpile oil looking forward to bringing some of that on the International Markets. Fred put it out there, 50 billion in frozen assets could be made accessible also. Iran being able to sell oil on the world market. Oil prices broke through 30 a barrel to a 12year low. How will the lifting of sanctions impact the oil price near term . Reporter its a crucial point. It couldnt come at a worse time for the International Im market. We lost 2 on friday to a 12year low of the a barrel. In part 29 a barrel. In part because of iran. Once the sanctions are lifted this week, iran could release up to a half a million barrel a day within the first week. That is the plan by the minister of iran. And we saw that initially since september. Hes not wavered on that target. Medium term, another half a Million Barrels a day by june and half a million after that by the end of 2016. What does that mean . Iran, by the end of 2016, hopes to add 1. 5 Million Barrels a day. The market is already oversupplied by 1. 5 Million Barrels a day. Its adding almost the equivalent of another kuwait or uae. A major producer to the market. A lot of pressure. This is not a slamdunk, george. They need to raise 170 billion on the International Markets, the International Oil companies k. They do so with oil around 30 a barrel . It will be a challenging time. Iran is a lowcost producer. Coming back with so much downward pressure on prices will be a challenge for iran. I would think they would like to have that done five years ago when ioil was above 100 a barrel. Timing tricky for what is expected to happen. Iran has been severely restricted economically obviously due to sanctions. Whats the potential here . Again, another great point. J zarif said we need economic engagement. This moderate government needs to approve to the iranian people that better times are ahead. And the last five years, theyve seen their percapita gdp, the average iranian, lose about 25 in five years because the sanctions were basically getting tightened every single year. Now look at the potential of iran, id like to call it the germany of the middle east. Same size population, a lot of people dont know the great manufacturers of auto and steel. They have the blessing of Natural Resources that germany does not have. 9 of the proven oil reserves, 19 of natural gas. Probably more because sanctions have held back exploration. 7 of the minerals. Theres great potential. Investors would like to go into the market. Theyve been shut out. As fred was suggesting, you cant even do a Banking Transaction in iran now. That is about to change. Think about the days of Mahmoud Ahmadinejad and how recalcitrant he was in the fighting with the west. That is all about to change. The clouds going to lift, can the moderates prevail, give the opportunity. And in this uncertain climate, can the Foreign Investment come back into iran to support the oil and gas sector, bawls the Consumer Sector but also the Consumer Sector with 80 million highly educated consumers waiting to get back into the Global Economy . Behind it where the cold air funnels in behind our storm, thats where well see the transition, and there are, in fact, weather watches in effect at the moment for upstate new york into vermont, new hampshire, and even maine, as well, for the potential for about six, upwards of eight inch of snowfall. The major coastal cities will certainly stay just wet. New york to boston. However, you could experience hefty rainfall that could cause delays. Double check your flight as you head to those particular locations, as you travel about this weekend. To the other side of the world, europe, eastern europe, particularly across the balkan peninsula. Impressive storm system will dump significant snowfall to the southern balkan peninsula, serbia into romania and bulgaria, particularly the sophia region.
