On wednesday with, democrat bash ma mikulski became the 34th to support the agreement. That number allows president obama to sustain a veto. That is if Congressional Republicans vote against the deal, which they are most likely to do. Meantime secretary of state john kerry is lobbying for public support. On wednesday, he fired back at critics. He said the agreement relies on trusting iran. Critics tell us over and over again, you cant trust iran. Guess what . Theres not a single sentence not a single paragraph in this whole agreement, that depends on promises or trust, not one. The arrangement we worked out with teheran is based exclusively on verification and proof. This Nuclear Agreement may be a done deal, but the arguments are far from over. Mark, first question to you, at the least would you concede this deal, as it stands now, is better than the status quo . I dont think it is actually. Right now iran is in a very weak state. Its economy is under severe pressure. The iranians desperately need a deal. They desperately need their economy to recover. Because without a recovering economy it may precipitate a political change in iran that the Supreme Leader and hard liners do not want to see. Without this agreement, the argument is they will return to fullscale uranium enrichment. They dont engage in Massive Nuclear expansion. The problem with this deal, if iran complies with the deal within a decade or so they will have a Massive Nuclear program, near zero Nuclear Breakout and a powerful economy immunized against political pressure. Thats the criticism, iran doesnt have to do anything, bide its time and by 2030 it will be a nuclear arms state and have a good economy to boot. Well, if that were the case i wouldnt support that. But thats not the case, john. This is a good deal. It is a deal that blocks irans pathways to a nuclear bomb. The American Intelligence Community backs this up 678 our Nuclear Weapons lab and experts back it up. Our International Community backs it up. I have confidence in their assessment of the deal and how it will block that path. Can you guarantee at the end of 15 years the iranians wont be armed with a Nuclear Weapon . Yes, you can. This is a very strong agreement. This agreement guarantees that iran has committed to never producing a Nuclear Weapon. It puts in place a tenyear deal that will be verifiable on what they have in their capacity for developing their nuclear program. Thats normal for nuclear arms agreements. Arms control agreements go ten, 15 years and then are renewed. The u. S. Did this with the soviet Union Several times. Its normal. What we will see is as a result of this deal a breakout time extended to one year. We will see multiple trip wires along the way. If iran cheats, we will know it and have time to react. Do you agree there is enough safeguards in place that the iranians will not have any Nuclear Weapons in 15 years from now . Yeah, i have to tell you, john, thats a bold claim that joel made that he guarantees that iran will not have a Nuclear Weapon ever. Which is amazing. My approach to the middle east is i sum the worst of the middle east and get surprise on the up side rather than assuming the best and def stated on the down side. I wasnt in washington in 2003 after the war in iraq but my recollection and assessment is there were too many people overly optimistic they would be a transformational moment in the middle east by invading saddam and what turn ed out to be a nonexistent Nuclear Weapon program f. Joel believes the Intelligence Community will get it right, he has to explain why they got it wrong on china, pakistan, north korea, syria. Okay. Im happy to explain that. The people that led us to war in iraq and misused the intelligence that mark is criticizing correctly are the same people opposing this Nuclear Agreement. We cant listen to those people again. Dick cheney should not run americas Foreign Policy again. What he did and that iraq war with did is unleash iran on the middle east and their ability to develop a nuclear program. This administration has put that in to a box through strong sanctions, building an International Coalition of pressure and no, i cant guarantee that iran will never get the bomb but i can guarantee if the deal if implemented fully will block them from getting that and there are mechanisms in place that if they cheat we will catch them and be able to respond with the backing of our allies which we did not have in the case of iraq. Isnt that this case, diplomacy, i know you have a number of issues that you would like to see in any future agreement. At the end of the day this is what the iranians agreed to and if nothing else it will slow down irans march toward a Nuclear Weapon . Actually president obama disagrees with joel because president obama said it will not permanently cut off pathways to a Nuclear Weapon. It will contain iraq for 15 years. The problem is the deal would have been better without massive give aways. We have con jerry who supported the iraq war and Hillary Clinton who supported the iraq war and are supporting the iran deal and john kerry guaranteeing the u. S. Intelligence committee has absolute knowledge. With respect to this deal, over 300 times in u. S. History congress has rejected International Agreements and called for amendments to those agreements. Ift happened during the cold war, during arms negotiations and it happened many times. Im calling for follow on agreements with specific amendments. Not to go back to zero enrichment or dismantling the administration promised but specific amendments to improve the deal. It has happened 300 times. Last word, john. If i may, with all due respect thats a fantasy. This has been in negotiation for two years yourself predicted the joint comprehensive plan, the predecessor, interim agreement would fail. It did not. It brought iran in to a position where the program had been rolled back and its going to be rolled back further. Secretary kerry, clinton, they authorized the war but did not pull the trigger. They have opposed that invasion in retrospect. Said it was a mistake. The people opposing this negotiation have not. Only thing that is a fantasy is the fundamental belief that iran will permanently not have a Nuclear Weapon. Delusions and hope. Thats not delusions. That is a verifiable agreement, verifiable agreement that has that commitment in paper f. Iran doesnt live up to it we will have ways to respond. We have learned that a second video exists of the shooting death of 41yearold Gilbert Flores here in san antonio, texas, but theres a great deal of controversy surrounding it because it has not been made public just yet. The video has been called disturbing and troubling. Gilbert flores is seen moving around the front yard of a san antonio house for roughly 15 minutes. Two sheriffs deputies are engaged with flores. Then you see the 41yearold man put up his arms. No doubt that what is shown in the video is a great concern to all of us, but we with also want to get this right. The video hasnt been released but a source with knowledge of the investigation says the video shot by a neighbor shows the suspect acting wildly aggressive and at one point charging at a deputy with a knife. According to the bexar county sheriff, the video is being analyzed to determine if flores was holding a knife. It appears he has something in his hand. Again, thats why we have asked the texas dps crime lab to review it with an aim to try to enlarge and to slow down that sequence so we have a better idea of that. Reporter authorities would not say if a knife, however, was recovered at the scene. But Police Radio Traffic references a knife. Suspect is talking to them and he has a knife his hand. Reporter dispatchers warn about the suspect. The man that called it in assaulted his wife and child. So possibly two patients. And he is threatening suicide. Cnns sara sidner has the story of a survivor whos been given a chance to turn that painful reminder in to something beautiful. The survivors i work with are what helps me heal more than anything. Jennifer is healing herself and helping others at the same time. Hi, sweetie. Hi. A survivor of sex slavery, who was branded by her trafficker, she now runs survivors inc. , a small, nonprofit who pays for victims to have their tattoos covered up. Today is Angela Ritters turn. The branding on her upper arm is a constant reminder of her days on the streets. I work very hard to keep it covered, keep it out of sight because the most humiliating thing this world is to have someone say, whats that say . And here i have blacks beauty with a big dollar sign in between. Well, that says im somebodys ho. I have felt i would never completely own my own body again. You know . And after today i will. Reporter even as angela looks to the future, she is still haunted by the past. Remembering how at a very vulnerable point in her life she trusted the wrong people and was forced in to sexual slavery. 20 years ago, i was june cleaver, room mom, team mom, involved in everything my kids did. Really respected in my community, and from that to an addicted street walk wither, it was just devastating to anybody and everybody who knew me. Reporter angela spent 13 years under the control of traffickers, hooked on drugs and forced to have sex with more men than she can count. I just reached a point where i felt death on me. I mean literally felt death on me every single day. Its like god was just screaming at me that if i didnt get help and get out now that i was going to die there. So, i couldnt just say, hey, im leaving. You know, wasnt going to work like that. So i actually used the excuse that im going to run to the store before they close. I will be right back. As soon as i got around that corner from the apartment to where i knew they couldnt see me out the window, i ran and a i ran and i ran and i ran. It is 8 00 in the morning in budapest and hundreds of migrants are waking up after spending another night huddled on the ground outside the citys main train station. Hungarian police lined up to block them from boarding a train to eastern europe. Hungarys Prime Minister will meet with european Union Officials today to discuss this ongoing crisis. Germany is where many migrants hope to end their germany. Fred pleitgen joins us with the latest. At a time when eu officials will meet and discuss policy, there are thousands of people simply trying to find a roof to put over their heads in germany. What are they all going through right now . Reporter it certainly is very difficult. The past couple days there were many people who have arrived here to the train station here in munich. And the authorities here and the volunteers here have put up a tent city outside to help these people to give them medical checks and bring them to temporary shelters. One of the interesting things going on here is there are fewer and fewer people coming to the munich rail station because they cant get out of hungary but its that doesnt mean there arent still many people coming here to southeastern germany. Of course there are other routes except for the railway that people can take. There are people who go into those vans and trucks. We have seen tragic things happen there in the past. The shelters here in bavaria are stretched. There are a lot that are three or four times overbooked and it is a big problem that the authorities are dealing with. But there has been criticism wondering why the hungarians arent allowing the people stuck there allowing people to come here. I spoke to one top level Green Party Politician yesterday who says even with eu law its within the realm of legality for the hungarians to allow the people to come here to munich. And you have this kind of push to have each european nation to take a more equal share of the Asylum Seekers. But germany is taking the lions share of them. They may have been the most welcoming to the refugees and migrants and i wonder if that might encourage those to divert their journeys to germany because of that. Reporter that might be the case. If you look at the Public Opinion in this country, people would be open to more refugees coming to germany at this time. And countries like sweden and france have been very, very good. And its interesting in the past day you saw the leadership of germany, france, and italy come together and say we need a more equal share of countries taking in these Asylum Seekers who are coming here to europe. But it certainly could very well be the case that it could encourage more people to come here. You can see the people in the train station saying we dont want to be in hungary. We want to go to germany. Thats something that the public sees as well. But at this point in time there appears to be a window where Public Opinion is so positive to all of this thattgerman populats willing to take in more people. There is a lot of donations that weve seen. Not just here at munich train station but at the temporary shelter last night we saw people coming up in their cars to donate food and clothes. Right now in this country there is a positive mood. And at this point in time it is secondary to think this might encourage more people to come here in the future. Fred pleitgen live for us this morning where people are welcoming migrants and refugees with open arms. For many of the migrants who survive perilous sea crossings to reach europe life on land does not provide much more security. Arwa damon brings us two stories of families stranded in budapest. Reporter they almost drowned crossing the aegean after their dinghy sprung a leak. For 21 days this syrian family pushed, carried and at times dragged ma muhammed across europe. Mentally and physically disabled since birth. His mother who refuses to leave his side is exhausted. Babies bring about a smile albeit a tired one and hes has diarrhea for days. His mother is in her last week of pregnancy with his younger sibling. She started cramping up and is terrify shed will give birth in the street. We first met the family in front of the budapest train station main entrance. We couldnt make ends meet in turkey. We cant go back to syria. Our house is on the front line in aleppo, she told us we wanted a future, access to good education for the children but its now, they are doubting the decision to take this journey. They can forget everything they have been through but not being left to languish like this. We hope you will save us, she pleads, i beg you, save us. Reporter they have nothing left. Literally nothing. They have the clothes that are on their backs. For the baby they have a pair of warm pants and a jacket that they put on him at night. And they have a backpack full of diapers and baby formula. But thats it. They lost everything back home and then they lost everything throughout different stages of the journey. Another family, another story. Echoes of the same misery. Mahmud was a successful businessman. His 4yearolds face scratched up when he fell crossing into macedonia. Its too hard for me to see my family like this, mahmud said. Mohamed, the eldest, 17, he should be starting university. He graduated ahead of his class. All from home is three tiny photos of the kids when they were younger before life turns into this. She misses her parents still in syria the most. I just want to see them, she says. She just wants her mother to hug her and reassure her all is going to be okay. Arwa damon, cnn, budapest. And we go from arwas report there to these live pictures. Now these are refugees and migrants camped out in budapest at the front of that train station as we heard in that report from arwa. They dont want to stay in budapest. They want to move on. Mostly they want to go to germany. The frustration of this is that the hungarian authorities are keeping them there because they dont have the necessary documentation to allow them to board the train to leave hungary. And the problem here is these are the conditions these people are living under. And a lot of the leadership throughout europe want to see some changes made so these people can be moved on and can go to more welcoming countries like germany, for instance. We saw that report from Fred Pleitgen, there. So this is the plight for these people. Its terrible. We heard some of the reporters saying for these people they dont feel welcome. What strikes me as we look at this child, many of the migrants are children and the refugees, so many people brought to europe with their parents fleeing such chaos. There is an image of a young syrian boy washed up dead on turkish beach. And if these images dont change policy and change hearts and minds in europe, nothing will. I mean, these are humans trying to find Something Better and something new and europe offers that but certainly germany has shown itself to be the most welcoming location for so many of these migrants. And we will stay abreast of this story. It is key to this part of the world and it is key, too, that nations are moving in a positive way to help a lot of these people and germany is the one showing how to move forward. So well continue to watch this. But there are ways you can help the migrants. And you can find all of the information that you need at our website, cnn. Com impact. Do take a look at that. We turn our attention to china which has been showcasing its military might with a lavish parade in beijing. This event marked the 70th anniversary of the end of world war ii. The military wound through the heart of beijing during the celebration. President xi jinping also used the event to announce that china will be slashing its military personnel and heres why. Translator chinas pla is an army of the people and the pla must remember the principle being loyal to the country and maintain the peace and integrity of the nation which is a Sacred Mission and has a sacred in addition of also making world peace. I now announce that china will reduce military by 300,000. Xi jinping with that announcement. Well go to will ripley who is following the chinese activities from beijing. Let start with that cut in troops and in any other country, 300,000 troops is a lot but its not going to make a mark on the 2 millionplus army that china has. What is the significance of this reduction and why 300,000 . Why not another number . Reporter we dont know why specifically the number 300,000 was chosen. But there are 2. 3 million troops right now. China will still have the largest army in terms of personnel in the world by far. The spending is dwarfed by a great deal by the United States which spends five or six times that in terms of expenditures. And china has been cutting the size of the Peoples Liberation army since the 1970s. But comparing the army back then to the one that were seeing now, the one on parade in the streets in beijing today it is a much more powerful, professional, and active fighting force today than it was when it had larger numbers. And thats because, rosemary, the Chinese Government is investing heavily in weapons technology. And the weapons that we saw on display here in beijing today according to state media, 80 had never been seen in public before. And unlike previous parades these were weapons manufactured in china. Missiles, tanks, aircraft, all of these things that china will be now putting up for sale in some cases and exporting to other countries and make it clear they have an arsenal they are growing and spending money on to defend chinese interests. The message has been received loud and clear. But we have seen massive displays of military hardware in china before. But this is a first in terms of marking the end of world war ii with all the pomp and circumstance. Why are we seeing this now . What are we to make of the timing of this . Reporter normally china doesnt hold military parades like this. But xi jinping by choosing to hold the parade, mark the 70th anniversary of the defeat of japan in the end of world war ii its significant in the fact that xi is sending a message right now aimed at his domestic audience and internationally. He is firmly in control and the chinese should feel proud and patriotic about where their country has come in the last 70 years that china is the strongest and most successful it has ever been. And that is what is hammered on every channel playing documentaries about what happened in the years leading up to world war ii about japanese oppression and chinas role in world war ii that some might say as far as communist troops is being exaggerated by the communist state media. But they are saying that china is willing to defend its interest even though the president said that china will not invade another country or act aggressively. But try telling that to japan which has a territorial dispute with china or the other Asian Countries that have territorial disputes in the east china sea, they might paint a different picture about how this parade is being interpreted. And as we watch the strengthening militarily and the weakening economy. Will ripley, reporting live from beijing. Thanks to you. Hundreds of angry farmers are descending on paris and bringing hundreds of tractors. Why they are taking their protest to the capital. Low oil prices are hitting russia hard. Fed up french farmers are staging a tractor protest in paris right now causing traffic delays and backups. But thats the point. More than 1,000 tractors are expected to roll through the capital. The farmers are protesting falling food prices and cheap imports which are threatening their livelihoods. Lawmakers agreed to an emergency relief package in july worth 670 million but the farmers say thats not enough. Jim bittermann joins us live with the latest on the protests. Talk about the situation on the ground there. And the farmers say a 670 million relief package is not enough. What would they like . They would like 3 billion euros worth of relief over the next three years. Were on the eastern edge of paris where, in fact, all the tractors are you are talking about and a couple of motorcycles as well, all the tractors are going to come roaring through here in the next few minutes a little bit late this morning. 1,512 tractors who are going to stage a massive rally on the eastern edge of paris. They have been demonstrating in other parts of the country. Some of the farmers left their fields 48 hours ago to get into their tractors and drive at 25 miles an hour and you can imagine the traffic jams that creates to get to the capital from all over france and expected to demonstrate throughout the day today and drive back just as slowly. So what sort of support are they getting from the public . I can imagine that there would be a lot of angry citizens there. But for the most part do they have widespread support . Reporter surprisingly according to the opinion polls, in fact, they do have widespread support. France is a country in love with its farmers because its in love with food and they take on the issue that the farmers have been talking about. Basically the pork and beef and milk prices are just too low and they are being undercut by their european neighbors. They would like to see europe do more as well as the french government. This is a prelude to a european summit in brussels on monday. Jim bittermann joining us live from paris with that report. Lets bring up live pictures from hungary. The people that youre seeing here, the refugees camped out in front of the train station. They werent allowed into the train station. Now they are being allowed. This is a significant move. Hungary had been very firm about this. The authorities had said these people had thrown away their documentation and had no paperwork. If they had no paperwork they would not be allowed entry into the station and move west across europe in their aim to get to germany. We are looking at the people. Word has got around that the station is open and they will have access to these trains. Thats as much as we know at this point. You can only imagine the wait after camping outside with your Young Children that, yes, you will be able to make it to your destination. Some of them had already purchased their tickets. They were so frustrated that the officials would allow them to do that without allowing them to be able to board the trains and make their journey. But officials are buckling to international and regional pressure. Germany taking a leadership role and going beyond what the current laws for Asylum Seekers are and doing what it can to really address these unprecedented crisis were seeing in europe. Thousands of migrants making these long journeys from wartorn nations seeking a better life. Pushing, women, men, with their children. It really quite a moment to watch. Our arwa damon is there. She has been spending time with so many of these people listening to their stories. Arwa, tell us what you are seeing and hearing and how important a moment this is for the people were watching. Reporter actually, errol im not at the train station just yet. This certainly is going to be such a relief at this stage for these people. The vast majority of them having spent weeks and days there. And were not sure if they were ever going to be allowed to leave. Many yesterday when we were leaving were in a complete and total panic as to what they should do or where they should go. Many were going to try to attempt to smuggle across to austria and germany. But they were nervous about doing that. All have heard about those who have perished on the back of the cooler truck found on the highway. And heard about others who were caught in austria and sent back to hungary. These are people who have spent days or weeks on the streets of the train station. They thought they would be forced to go into the various camps that this country has set up and nobody wants to do that. They are traumatized by the experience they had in the one transit camp they go through on the hungarian serbian border. They believe if they go in they wont get back out. And their application for asylum in western europe is going to be hindered. People yesterday, a lot of the women especially were really beginning to be emotionally drawn out and a lot were close to tears and anxious over the fact that they may not be able to get on these trains. They thought they were going to have to wait until the meetings between the eu leaders. So were getting there as fast as we can to speak to the people as they move onwards in their journey. You have had an opportunity to talk to hungarian authorities. Tell us why they were so adamant in the initial stages about keeping these people from going on the trains and talk to us about what you think has suddenly changed the situation here. Reporter well the hungarian government says they are abiding by eu regulations when it comes to asylum and the dublin regulations. They basically dictate you must apply for asylum at the first country you arrive in that is part of the European Union. Technically for most of these people that is greece. But because of the economic crisis in greece it is considered not stable enough and unsafe for refugees. So hungary has said it is abiding by the rules. But they have also been bending the rules. Clearly they bent the rules on monday when we also saw them apply refugees and migrants to board these trains. So there doesnt seem to be any sort of cohesive pattern to the logic that is being applied to how these migrants and refugees are being processed and treated which is another reason why the hungarians are coming under criticism. But you are getting mixed messages from the austrian and German Governments who say yes, we will allow them through and hold up trains or say yes we will welcome them and then shut down their borders. To try to control the influx. So there is a sense that this is really a byproduct of a lack of Cohesive Strategy and the governments not sure how to handle the growing crisis. The problem is that the refugees and migrants feel that the politicians are playing pingpong with their lives and the longer it takes to make a cohesive decision the longer they stay on the streets. And there has been criticism about the dublin agreement and regulations. They came to be back in 1990 when the numbers that europe was dealing with were nowhere near the sheer number they are getting right now. And errol here, that is the issue. Were looking at this one Vantage Point of the train station and there are easily hundreds of people trying to make their way into the train station. Germany is dealing with a backlog of migrants and refugees. Theyre trying to process everyone. You talk about many feeling as if its like a diplomatic pingpong being played with their lives. But, even with this announcement today that theyll be allowed to board these trains, with so many people there that have been waiting for three days, surely not everyone will be able to board a train today. Who wants to. Reporter and thats going to be causing panic. When the hungarians opened the train station on monday they opened it for 24 hours. When they opened it, there was a big rush to get on the trains and some people were saying to themselves, lets let the crowds go and well catch the 5 00 a. M. Train. That 5 00 a. M. Train never left. Because the hungarians shut it down again. No one is going to want to risk waiting to see if they are going to keep it open or shut it down. The hungarians are not well known for communicating how long opportunities are going to exist for them or what they need to actually do to make sure they are able to get on these various trains. So that is going to be potentially a big problem. We need to see if they are told how long the trains are going to be running for. Otherwise yes, everyone is going to try to cram themselves on them. They are not going the remain stuck like they did last time when they didnt get on the trains and be forced to continue living in the streets. Arwa damon talking to us from budapest in hungary. People being allowed entry into the train station. This is a gant move after as we heard from arwa weeks and days camped out in front of the train station. At one point people were allowed in and stopped due to a lack of documentation. We will talk with arwa damon on the other side of the break and Fred Pleitgen who is in munich, germany. We want to bring up live pictures here showing these refugees and migrants who were camped at the front of the train station in budapest. They are getting word that the train station is open and people will be allowed to board trains and move west across europe. Most of these people want to end up in germany which as far as theyre concerned has been the most welcoming country. We want to go to arwa damon who is in budapest covering the story, talking to so many of these people who have been camped out with their Young Children. Arwa talk about the situation on the ground and how significant this is, this change in approach, when it comes to the authorities there in hungary and why were seeing this now. Reporter well, rosemary, this is very gasignificant becae people couldnt take it any more. People didnt know how to spend another night there. They dont know how to keep living in this limbo. They didnt want to report into the hungarian camps. They were afraid the police were going to sweep everybody up into the camps. They are all traumatized by the retched experience they had at the camp at the hungarian serbian border. And they also just wanted to get to germany because they have been through so much, rosemary, they risked so much just to come this far and they didnt think they would end up watch their children sleep in the streets, not in europe. But heres the problem. We dont know if this is a change in policy. We thought that maybe on monday when we saw the hungarians also letting people on the trains that was a change in policy and people back then waited until the following day to get on the less crowded train and it shut down on them. There is going to be chaos as people try to board the trains. They dont know how long this is going to last and stay open at this stage. And we also need to watch very closely as to whether or not this leads to a longterm policy that facilities the migrants and refugees moving through this part of their journey. Technically speaking the European Union is breaking its own laws. They are laws that antiquated and cant be applied to the current influx but countries need to agree to permanently bend their own rules and change their agreement and legislation like the dublin regulation because they need a new set of laws to governor this influx they have not seen since world war ii. Arwa damon reporting from budapest in hungary. This is very significant. These are live pictures. Very significant because people could not take this any more. They were fearful about being forced into camps. But she emphasized this point, we dont know if this is a change in policy, as far as hungary goes. Well be keeping a very close eye on that. Looking at the live pictures. We know that people have been allowed into the station. The hope is, of course that they will be able to board those trains and move westward in europe and move toward germany. For most of them that is the end destination. You can see the speed at which people are moving toward the train station. The excitement, the panic, really, because as arwa also mention wed dont know for how long they will be allowed to board the trains. All of this breaking in the past half an hour. Lets bring in Fred Pleitgen who is in munich outside a train station there. And fred, when we spoke at the top of the hour you mention where had you are, there is capacity, theres room and space and resources for these migrants and refugees to arrive. Surely officials in germany will welcome the news that hungary is letting these folks get on the train. Reporter one thing that the german officials have done is they have this capacity in place. They were quickly here on monday and tuesday when there was an influx of people coming from hungary but its things were cut off when people were stuck at the train station in budapest what the germans did, might have been a smart move is they put it all on hold. They didnt take down the capacities at the rail station where they put up medical tents and brought in a lot of supplies and converted a big waiting area into an arrivals hall. They put that on hold. For instance there were a lot of food donations brought here to munich by people. Those were in danger of going bad but its there is a Supermarket Chain here that volunteered to put all these things in a cooling house to make sure they dont go bad. It seems as though the authorities in munich have the capacity to ramp this operation up once these people start arriving if they do indeed start arriving in greater numbers. Very quickly also, late last night we were at a temporary shelter. People arrive here at the rail station and are processed here. Just very, very superficially. They get a wristband with a number on it. And what happens is they are bussed to a temporary shelter to get a roof over their heads where processing takes place and they are sent to refugee camps in southeast germany and the rest of jemny as well. There is a process in place and there is capacity. Surely if many people arrive, that will be strained, but it does appear at this point in time the German Authorities will be ready to deal with a larger influx. We can see in the Railway Station itself in munich there is a large number of Police Officers. What happens is when one of the trains arrives it is greeted by Police Officers on the platforms and they isolate the refugees and bring them to the waiting area. I want to note to the viewers, the video we are watching pictures from moments ago from inside the train station in budapest, hungary. We saw from outside the speed at which everyone is running to the train station and as you look inside, people are pushing, elbowing each other, a panic to get on the trains. They have been waiting for three days already. They already thought they would be able to board the trains and get to germany and now with this sudden announcement that they can board the trains, theyre not sure how long this policy will be open. Fred pleitgen is speaking to us from munich in germany where this train destination will end. And fred, what about policy and law . German chancellor Angela Merkel made it clear that germany was willing to allow the migrants and refugees to register in germany even though it was not the nation of contact. What is next for migrants when they arrive . What is next is they are processed here and it is the case that the German Government has said that the refugees coming from syria will be able to apply for asylum here in germany even if they have come through other european countries. We have been talking about the dublin agreement and about that fact that usually if you are a refugee that you have to apply for asylum in the first country that you get into. And also when you do apply for asylum and that initial application while your application is still being is still in the initial stages of processing, normally youre not allowed to leave the immediate area where youve been placed. If someone is placed into a refugee shelter in munich. Normally they are confined to the munich area until they get a more further documentation that will allow them to move through germany and throughout the rest of the European Union. There are processes in place. There are processes at this point in time of course are being bent as these people are boarding these trains. But it appears clear to the politicians here that at this point in time the european laws needs to be bent to deal with that influx in hungary. A dramatic reversal in hungary where hundreds of migrants are now being allowed to enter the train station in budapest. This is the moment they poured into the station after spending a second night sleeping on the pavement outside. Officials had insisted the migrants needed proper documentation before they could leave the country. And take a look at scenes from inside the train station. Really a mad dash to board trains that will take them away. An overwhelming number of people and you see it right there, the desperation to make it out of hungary. The countrys Prime Minister is in brussels set to meet with European Union members to talk about how to handle this crisis. Arwa damon joins us now over the phone with more information. I understand, considering this has just broken in the last hour you are heading to the scene right now. But surely this is a sign of hungary bending to regional pressure to allow the migrants to board the train and not keep them in limbo. Reporter well, it could be. We need to see how this plays out throughout the rest of the day and the coming hours how many of the migrants and refugees will be allowed to board the trains. Is this ongoing or will they briefly open it like on monday and closed again the following day . How far are they allowed to go. For rules to be bent in a cohesive and logical way will take an agreement between germany, austria and hungary and coming up with a new version of the dublin agreement. For those in the train station, based on what youre describing and having seen there, they are going to be hopeful they will reach their final destination. So many of them could not take it any more. When we left there last night people were beside themselves. They were emotionally exhausted. They were so distraught. They were unsure what to do. They didnt know how to live in limbo any more. They couldnt cope with it. They couldnt cope with seeing their children sleeping on the street. They couldnt cope with the doubts they were beginning to have as to whether or not they should have gone on the journey to begin with. People are going to at this stage going to be hoping that this is, perhaps going to be the final leg of their journey. But until we know that for certain we need to wait and see what happens to them. It would not be the first time that the hungarian authorities have pushed people along toward something and have it not be what they were expecting. We know a large number of the migrants are from syria, a country ravaged by civil war for four years now. You spent time speaking with many of these people. What were their feelings to the way they were treated in hungary . I know many are upset and very surprised and very unnerved by whey they felt was a very Cold Shoulder and why they feel that germany is the place to go because they are welcoming them with open arms. What were they telling you about the experience they had in hungary specifically . Reporter many will say they went through a lot throughout this entire journey just to get this far and they will say that they can forget most of it but a lot of them cant get past how they were treated here. They said they were made to feel like animals. They were herded around like sheep, the conditions in the camp on the hungarian serbian border were inhumane. They feel as if the hungarian authorities and the police that were handling them did not consider them to be human. This countrys current government is very right wing and it has undergone what opponents call an antiimmigration policy and the current government is really throwing this whole issue of migrants and refugees into the political spotlight and using it to try to distract from the governments other issues. On top of everything they have been through now they are in the middle of hungarian politics. There is a portion of the population that does not support what the government is doing and does not support the way the government is supporting the migrants. And they are coming out with bags filled of apples and diapers and water and trying to help. But this is a country that is effectively hostile to the migrants and refugees. One of the most heart breaking aspects of that is there is so many children and young and Vulnerable People who didnt have a choice on where to be born and the situation to be born into. The news now that the migrants will be allowed to board a train and make their way to germany. Lets go to the other part of the story. Germany is where many of these migrants hope to start a new life. And our Fred Pleitgen is in munich with the latest from there. And, fred, it is significant that the images weve been seeing from munich have been extraordinary. And stunned the world, just the volunteers that have stepped up and the welcome that a lot of these migrants and refugees have received as been extraordinary. Yes, there has been resistance in some part of the country. But for the most part, germany has really stepped up. Reporter yeah, it certainly has. And i have to say that some of the volunteers who have been coming here and bringing a lot of the supplies and also manning and staffing the sort of makeshift welcoming and Processing Center in place here in the parking lot of the munich Railway Station they have been frustrated by the fact that over the past day and a half there havent been many people coming in any more. What happened was that on monday they started expanding the facilities here at the munich Railway Station here. It was a mix of authorities and aid organizations and private volunteers. And they kept building the capacity and fewer people were coming. You had people staffing the area and giving up their private time to be here overnight and there werent many people coming along. The facilities are in place and things are on hold but there are capacities here. And it is interesting to see the people who come here, many of them, of course, are very, very happy to finally be here in germany. It is where many people want to go. Last night i spoke to a young syrian refugee who came here a month and a half ago and he told me about his reasons for why he left his home in damascus to come here and start a new life in germany. Lets listen in. Its not easy to be in a refugee shelter or they call it camps. But its ephemeral. It takes 30 to 50 days in a camp. But after that, you will have a good place to stay it. You will have your rights and dignity will be, like, preserved and everything will be good for you. And the German Authorities are make it a really good effort in giving us our rights and access to education, to basic needs that we may not be able to get to damascus or in syria. I think it may be, like, hard, but we have to do this. Reporter now of course it is difficult for the authorities here. We have to keep many mind that its not only here to the munich Railway Station but to all over the sunday that especially syrians are fleeing to. If you look at the western part of germany, the area around the city of dortmund where most of the shelters are over capacity and they have had to shut down because there is not enough capacity there. And what is also interesting, last night we were at the first makeshift shelter and you could see the authorities expanding that place putting in new water lines and making the facility bigger because of the fact there are so many people coming there and that is straining the infrastructure at this point in time. Even here in germany its a work in progress but there is a process in place to try and get these people to some sort of accommodation as fast as possible. That is the thing. I mean, were talking about 800,000 people coming in. That is a lot of people to be absorbed into germany. We will be watching this story very closely. Fred pleitgen reporting live there from munich. We now know more about the family of a boy found dead on a turkish beach. We are about to show two disturbing photos. We are seeing a young boy laying face down on a beach. A politician says his family were syrian kurds trying to reach relatives in vancouver, canada. He is one of at least 12 refugees including his mother and brother who drowned when the groups boat sank on the way to greece. The boys father survived. Funeral vans carried away the bodies of the refugees as the families looked on. It is a haunting image. We saw on social media a lot of people sharing the image. They want to see some changes in this. And there are ways that you can help the migrants. You can find out what you can do. Go to cnn. Com impact. We move our focus to china where president xi jinping says he will reduce the size of the countrys military by 300,000 troops. He made the pledge earlier today as china held a lavish parade in beijing mark the 70th anniversary of the end of world war ii. The cuts show that China Remains committed to the path of peaceful development. Lets bring in our will ripley. He watched all this from beijing. While it was quite a flex and display of military muscle, while president xi promoted peace which appears contradictory. What were the major highlights as you saw them today . Reporter is it an interesting message when the theme of your event is peace and you are putting on display for the first time publicly some of the most hightech weapons out of china that the world has ever seen. You are talking about missiles nicknamed aircraft killers because of the fact they can fly some 1400 kilometers and capable of sinking a very large ship like an aircraft carrier. Also on display in addition to the 12,000 troops in the streets there were chinese made heavy attack drones. There were tanks and other missiles, longrange missiles and the display of aerial force as well. So why is china doing this . There are two messages that xi jinping, the president of china is trying to send. One he is sending a message to his own people that he is firmly in control of the country and that the country is stronger than ever. This coming at a time where some are starting to be skeptical about china considering the economy has been slowing and the stock market has been volatile and the chemical explosion in tianjin where people died not long ago. And the message from the International Community that china is ready to defend its interests throughout world. Nonetheless, though, the president is talking about peace, 70 years after japans defeat in world war ii. Translator the victory of the war of china, the war with resistance is the first ever victory at this grand victory, thoroughly breaking and destructing Japanese Aggression into china. It has long deep respect for people all over the world for striving for peace and opened a path for the Bright Future of new china. Reporter china has the Largest Military in the world. But they will be cutting that number by 300,000. There will be 2 million troops which far surpasses the next largest army in terms of manpower, which is the United States. What about the guest list, you could say. International dignitaries were there. But it was note worthy that many high level figures from the west, and the u. S. Didnt show up. Reporter the most high profile leader to attend was russian president vladimir putin. We saw President Park from south korea. And 32 various leaders but you didnt see anyone in the leadership roles from the United States, from the uk, from australia, from japan. A lot of these countries the u. S. Allies are certainly wary of this event and the symbolism behind it. Afraid that, perhaps, by showing up they would be appearing to support an antijapan event. The only programs allowed on state tv in china have been historical dramas and documentaries about the oppression during world war ii. And some are saying that the communist party is trying to play up its own involvement in the defeat of those japanese troops although in actuality it was the nationalist forces. So interesting historic, political, and military aspects at play here. But a spectacular show and many people here in china are proud of the display. Many french farmers are fed up and are rolling their tractors through the streets of paris this morning causing traffic delays and backups as a result. More than 1,000 are expected in all in a slowmoving protest. The farmers are upset about falling food prices and cheap imports which they say are threatening their livelihoods. Lawmakers agreed to an emergency release package in july worth 670 million but the farmers say that is not enough. Jim bittermann has the latest on the protest. Apparently, 670 million is not enough. What would do it for the farmers . Reporter well, they are saying 3 billion euros over the space of three years. That would help them out of what they feel is an unrelenting debt crisis they are in, the pork farmers and beef parkers and milk farmers are finding themselves unable to cover their costs and make money at all. And they are undercut by spain and germany because they dont face the same kind of regulation that the french impose on the farmers. Theyd like to see a change in the regulatory agencies and like to see some higher intervention prices for milk, things that will help them out of this real debt problem that they have. So given that, i doubt that the french government is going to go as far as 3 billion. What are they likely to do here . What is the compromise . Reporter i think the compromise will be somewhere in between those numbers. But the fact is, too, there is a big europeanwide summit coming up on monday and this subject will be on the table. One of the things the government will do, this puts pressure on the government and then puts pressure on the european neighbors to do something at a europeanwide level. And this protest which is a little bit late here. This is the major ring road outside of paris. We were expecting to see the tractors about now. But in fact they are running a little bit late. They are going to funnel through here. There are supposed to be 5,000 or 6,000 farmers here some coming by bus and 1500 tractors which are tying up traffic around paris. And when they get here they will tie up the traffic in paris. Is it a massive demonstration and a lot of confused driving this morning. The bind with that is when you start doing that you lose a lot of the support from those people in their cars who cant get through. What is the support like . How many people . What sort of percentage of the population there are behind the farmers . Reporter surprisingly, there is about 60 or 65 , according to opinion polls that actually back the farmers in this. Because the french have a close affinity with their farmers. And they have a close affinity with food and there is a good deal of affection and romantic attachment to the land here. And the farmers are respected. Something like this, though, will, as you very rightly observe is going to really irritation drivers and people who have to do commuting. The number of fatalities were over 800, making this the deadliest incident in the mediterranean that we have recorded. There may be 6 kilometers between turkey and greece but the journey is a perilous one. An estimated 3,000 migrants live in tents in calais waiting for a chance to cross the english channel. Britain holds the promise of a better future, something they are just not finding here in france. If this is europe, were going back to syria. The world finds itself facing the worst refugee crisis since the second world war. Macedonian police opened the boarder for a few at a time. People here are so angry and so upset. They cant believe this is happening to them in europe. Hungary is a sole country keeping law and order. There is no empathy here. They dont let us go. And of course the sheer number of migrants were seeing is on a scale europe hasnt encountered since world war ii. The influx is so great it is raising doubts about a longstanding open border policy, known as the shangan agreement. As the crisis keeps growing, some are questioning whether the policy can survive. Theyve escaped the horrors of war and persecution on boats, on trains and on all fours crawling throughout night all in the hope of reaching the safety of europe. For more hungary is the entry into the borderless zone, but as the number of migrants increases daily, some are questioning the purpose of the european process. We need to prevent the immigrants from coming here. Translator if we are unable to agree, then some people will start to call it into question. We do not want that. We want a Fair Distribution of refugees and we wont need to discuss shangan. Reporter the agreement eliminated internal border controls which allowed citizens to travel freely around most of europe. 20 years on and it remains fundamental to the very idea of the European Union. It covers 7,721 kilometers of land borders. What it does, it allows 400 million eu citizens to travel and work and live in any of these countries without the need of special formalities like visas and paperwork, no red tape. Trade and security between these countries also shared and as you can imagine they benefit greatly from it. But with the rise of isis and migrants arriving from africa as well the middle east, a borderless europe is exacerbating the crisis. There is a growing pressure welling up amongst the population and politicians that see the ideas between the union are actually causing problems and will create difficulties so in time this could be one of the issues that really does shatter elements of the European Union. At a time when europe is calling for integration, physical divisions are going on from hungary, bulgaria, calais. Fences or walls of barbed wire are being built.
