Several republican colleagues refusing to wear a mask. As a result, many of my dear colleagues and friends have tested positive. Im awaiting my results. I know some of you had similar experiences. The horror didnt care what chamber you served in. But i do know that in the balcony, it was democrats and members of the press. Ask yourselves, is gunfire in a speakers lobby a new normal that youre willing to accept . Should ransacked offices be part of the job going forward, a relic from our time and service that future members will have to deal with . And if its not, ask yourselves, what are you willing to do about it . Do you have the courage to stand up for basic american principles . The raskin resolution is not a political document, it takes no partisan position. And anyone who says otherwise is being irresponsible and is continuing to advance a hateful agenda of donald trump. How dare you how dare you incite a mob to stop the final step in certifying our election simply because they want to pick and choose whose vote should count and whose vote should not count. It calls on one man with the power to protect all of us, our institution, from this increasingly authoritarian president to do just that, invoke the 25th amendment and live up to the oath that he swore. Given the news of impeding armed protests here and at every capitol across our country this coming week, Vice President pences action cannot come soon enough. Consider the full gravity of the attack last week. Yes, it was an attack on democrat lawmakers, on this beloved building, and on Vice President pence. They wanted to hang him. The congress was convened last wednesday for the ceremonial certification of our Election Results. So this was also an attack on our democracy. It was an attack on the peaceful transfer of power, an attack on our constitution and the rule of law. It was an attack on the symbolism that weve provided to the entire world that a people can govern themselves without the threat of force or the violence. And it was an attack that almost worked. All of us has a role to play in undoing the damage that President Trump has done. I urge my colleagues. When i was finally evacuated at 3 00 p. M. , and while running for my life, i answered my phone to my son, christopher. The call lasted 27 seconds. All i could say, sweetheart, im okay. Im running for my life. And i hung up. I urge my colleagues on both sides of the aisle to join me in supporting this resolution, but most of all, i urge Vice President pence to do the right thi thing. Not for you, sir, not for me, not for any one of us here in congress, but for the future of america. We are counting on you to do the right thing and invoke the 25th amendment. I yield back. A democratic effort to pressure, to prod Vice President mike pence to invoke the 25th amendment. The second on another trump impeachment over the u. S. Capitol insurrection. The president s words this morning only add to the urgency of the democratic push now to remove him in his final days. In his first public appearances since a mob of his supporters ransacked the United States capitol, the president says he wants no more violence. But missing was any contrition. Instead the president of the United States defending the indefensible, saying his sendoff to the march on that capitol was pitch perfect. What i said was totally appropriate, and if you look at what other people have said, politicians at a high level about the riots during the summer, the horrible riots in portland and seattle and various other places, that was a real problem, what they said. But theyve analyzed my speech and my words and my final paragraph, my final sentence, and everybody to the t thought it was totally appropriate. Just about anybody says just the opposite. The president argues democrats, not him, and not his legendary conspiracy lies, are the problem here. Its really a continuation of the greatest witch hunt in the history of politics. Its ridiculous. Its absolutely ridiculous. This impeachment is causing tremendous anger, and youre doing it and its really a terrible thing that theyre doing. For nancy pelosi and Chuck Schumer to continue on this path, i think its causing tremendous danger to our country and its causing tremendous anger. I want no violence. Thank you very much. Joining us now to share their reporting and their insights on this important day, cnns manu raju, Cnns Kaitlan Collins and cnns abby phillip. Manu, i want to start with you. We just heard from a democratic congresswoman trapped in that building during the riots, saying essentially republicans need to stand up and admit that they participated in these lies, helping the president spread his election lies, imploring the Vice President to do something we dont believe he will do, bring the cabinet together to remove the president. Unless something changes, tomorrow leads to a vote to impeach this president of the United States, donald trump. Tell us exwill have the courage to step forward and vote yes . Did the president hurt his case today by saying everything he said last week was totally appropriate . Reporter well, republicans are completely divided about how to respond given the vast majority, if not all of the House Republican conference, other than maybe a few, have marched in lockstep with this president over the last four years, have been very loyal to him, and some have been more critical than others about the president inciting that mob attack. You heard jim jordan, one of the president s chief defenders just now, not condemning the president , being pressed repeatedly about whether he thinks the election was free and fair. He would not say that explicitly without giving some qualification to it, so some republicans, like jordan, who tried to overturn the Election Results in congress are going to continue to side with the president. Others are concerned and trying to figure out other ways to express their displeasure, including a possible push for a censure resolution. Not impeachment, but censure. That is not what nancy pelosi is going to do, though, and other republicans may vote for impeachment. We are hearing potentially maybe around ten, maybe more, maybe less, could vote to impeach this president , and this is much different than 2019. At that time House Republican leaders were whipping their colleagues, telling them to fall in line, to vote against the democrats impeachment of donald trump over charges of abuse of power and obstruction of congress. This on the charge of inciting an insurrection is different. House republican leaders, im told, are not whipping their members. Theyre letting them vote their conscience. This is something that a vast majority will side with the president , but some will vote that the democrats be impeached twice, john. Obviously he cant talk to us on twitter anymore, he cant talk to us on facebook anymore, because those organizations have decided his words too often are lies and incite violence and incite hate. So the president came out for the first time this morning. , i guess we should not be surprised, but this is charlottesville 2. 0 or trump 8. 0. Totally appropriate . Thats what people are telling him . Who . Reporter well, he didnt list any names, notably, when he is talking about people who analyzed what he said on their lips on wednesday compared to, f of course, what the actual reaction is in realtime. Were hearing from republicans, asman manu was just noting. But the president s behavior has become entirely predictable with this president. We saw it with hollywood, we saw it with the president of ukraine, and we saw it with this presidency ending where it started. This is something he likely would have tweeted a few days ago if he could still tweet. He comes out and cites a number of people, saying they say his behavior was completely appropriate. Members of his own white house and members of his own party have condemned the president , have criticized that, said they would vote to impeach him, and even some of them have called on him to resign over the role that he played and what we saw happen on the capitol last week. So this is completely predictable from the president , but also were seeing a lot of predictable behavior from republicans, too, we should note. That was the first time we heard from the president since wednesday. Hes going to texas to visit the border wall. One person we should know is flying with the president is Lindsey Graham who gave that dramatic floor speech on the senate floor saying that he had had a hell of a journey with donald trump, but given what had gone on, it was time to count him out because enough is enough. Now he is flying on air force one with the president. Hard for a sycophant, i guess. Abby, i want you to join the conversation, but before that, there are a lot of people out there, including people who voted for the president who think we are antitrump. No, we are protruth. We need to hold a new administration to the same standard. The president said his speech was totally appropriate. He said his people were telling him that. In that speech he said he was worried about mike pence. He said we have to send people to capitol hill to get rid of the Weak Congress people. Specifically in this speech where he said people told him he was totally appropriate, he said something at the end of his speech. We fight like hell, and if you dont fight like hell, you dont have a country anymore. Were going to the capitol and were going to try and give the democrats are hopeless, theyre never voting for anything. Not even one vote. But were going to try and give our republicans, the weak ones, because the strong ones dont need any of our help. Were going to try and give them the kind of pride and boldness that they need to take back our country. So lets walk down pennsylvania avenue. There is no cure for him. There is no cure for him. The question of the moment in american politics is how many republicans will stand up and say, mr. President , what you said at that rally was wrong. Mr. President , what your supporters did after that rally was reprehensible. Mr. President , you are accountable, and especially now, if youre going to say that, we have to vote to remove you or to impeach you and to forever scar you. Unfortunatel reporter unfortunately, i think the answer is obviously not that much. What kaitlan brought up about Lindsey Graham traveling with the president are emblematic here. People like Lindsey Graham think they can still reason with this president and they can guide him along to better behavior. Thats been the strategy all along and it led to what happened last wednesday. So there is a real problem with the Republican Party not being willing to stand up to the president , but also specifically to the president s supporters. Still, even to this day, not being willing to say the truth, which is that there was never a chance after the election was certified all the way back in december that the results could be overturned, that mike pence could defy his constitutional duties. Even to this day, many republicans are still not willing to say that. To that point, manu raju, abby says even to this day, one of the things we watch as the democrats go through these proceedings, asking mike pence to invoke the 25th amendment, then the impeachment debate. What do the republicans say . Liz cheney, the number 3 republican, says lawmakers in the house should vote their conscience. To me thats a green light. Thats almost a nudge for republicans to stand up and vote to impeach the president. So we look every day. Will republicans, including those like jim jordan who, after the riots on the capitol still voted to uphold a lie, they voted to support a lie. The president had a chance in court after court after court and his case for fraud failed. So jim mcgovern, the governor of the committee, tried to get jim jordan to say the election was free and fair. Listen. Im asking you to make a statement that the election was not stolen, that joe biden and Kamala Harris won fair and square. He won the election, because the way the process works is the last chance to object is january 6th. And congressman jordan continued to say during that hearing that there were unconstitutional things in the states and that thats all those republicans were doing up on capitol hill. Again, court after court after court after court, and i could go on, threw all that out on the republicans. We are not seeing a big change of heart from the president s most ardent supporters in the house. Absolutely not. They are defiant even as theyre facing an enormous backlash by corporate america, by some of their own supporters, what theyre hearing from back home about their role in this effort, and some of them even participating in that rally that eventually led to the violent mob that came here last week. So those trump loyalists, theyre not budging at all. They stand by the president. We mentioned some in the house. The question will also be when the senate when it comes time whether or not to vote against this president. The president only has a week and eight days left in office here, and what will happen in terms of the senate trial . Likely that trial will not begin until the early days of the biden term, and then 17 republicans will have to decide to vote to convict donald trump after he left office in order to prevent him from running for office again. Uncertain, john, if well get to 17 republicans. Only two have called on him to resign. There are a number of others who are concerned about his behavior, could presumably vote to convict. Will there be 17, though . And nancy pelosi would not comment just moments ago about when they would actually transmit those articles of impeachment over to the senate, and that would actually prompt the trial to begin the next day. So some questions about how that process will play out here as democrats move to impeach tomorrow. And, kaitlan collins, after days of them not speaking, and the president never checked in on the Vice President during that riot, some of his reporters chanting they were going after mike pence in that capitol. They finally had a meeting yesterday. For those of us asking would the Vice President invoke the 25th amendment, that appears to consistently be no, right . How would describe it . Im not sure i would describe it as peace given its less than a week since this transpired, and what we hear from Senate Republicans is that the Vice President was angry. That is not how the Vice President has been described in the last four years and the way he has navigated this relationship with donald trump. So it really does speak to how the Vice President was feeling given he was dealing with everything and also the president s responsibility in what happened last week. But this does mean, as we reported over the weekend, we did not think it was likely, the Vice President is incredibly unlikely to galvanize the cabinet, invoke the 25th amendment to strip the president of his power as much as democrats want to see that. Nor has he said, im not going to do that. We are told that is intentional by people around the Vice President , that he hasnt actually put that statement out yet. But it is notable that they finally did speak after several days of silence, probably the longest stretch in their entire relationship they had not spoken. But the other thing we got from that is that the president is not stepping down. Despite these hopes that he is going to resign before his term ends a little over a week from today, they said they are going to serve out the remainder of their term. So donald trump is not going to leave office, which means, of course, neither is the Vice President until next week. We continue to watch events unfold on capitol hill as the democrats move on this process probably tomorrow. Kaitlan collins, manu raju, abby phillip, thank you for your reporting. Washington already shaken by the violent attack on the capitol being told that they were organizing armed protests leading up to including Inauguration Day next week. They met with the acting police chief and the acting sergeant in arms about those threats. And the senator said there is an allsenator briefing this afternoon with the secret service also about inauguration safety, security and planning. Cnns evan perez tracking all of this for us at the Justice Department. It is a very tense time. It is, john, and i think part fortunate issue for the investigators is that this has now become a sprawling nationwide investigation with the fbi certainly, and other agencies, following thousands and thousands of lead try to figure out what to expect from the coming days. You mentioned the fbi bulletin that went out in the last 24 hours that talked about the potential for violence in all 50 states, and in particular, some armed to pesotential protests he in washington perhaps triggered by the fact the democrats are trying to impeach or remove the president. All of those things are part of the caldron that the investigators are dealing with. We also have a new report from the Washington Post that talks about some of the intelligence that came before wednesdays events, talkinpotential for war. Again, there were plenty of warnings. The question is why didnt they do anything about it . We know there is some concerns from lawmakers. You heard from cameron lamb. Listen to his concerns. Theyre talking about thousands of patriots surrounding the capitol preventing anyone from going in, and theyre planning times of engagement, meaning when you shoot and when you dont. This is an organized group that has a plan. John, what were dealing with now and certainly what the fbi and the Justice Department is dealing with now is a new kind of radicalization, one that i think theyve been kind of hesitant to grapple with because it is domestic in nature. Its not, frankly, unlike what we saw from islamic terrorist gru groups, isis and so on. The problem, john, is what to do about it. The laws post9 11 were set up to deal with foreign terrorist groups. The idea that you might have, as the congressman there talked about, groups that are planning to storm the capitol and have this sort of organization structure, that is much more difficult to deal with. Incredibly difficult to deal with, and of course we wish these Law Enforcement officials the best as they go through it. A lot looking forward to worry about and a lot of questions to answer looking in the Rearview Mirror as well. Evan perez, thank you for the important reporting. That fbi bulletin with giant concerns as he haven just noted there. Plans to deploy 15,000 National Guard troops, an Emergency Declaration for washington, d. C. , special secret Service Security operations, fencing around the capitol perimeter and 200 officers coming to washington. And the cochair will resign his seat soon to be in the biden white house. You have a role of working in a building that was terrorized last week, but also in your role now, a, worrying about your safety every day you come to work, i know youre in arizona right now, but also with the organization. As you get briefed on these threats, what will have to be dialed back even more because of the worries . First thing we want to do is make sure the American Public can participate, and thats why weve gone out of our way to make sure there are so many virtual components to it. The second part is we want to make sure that the participants, the dignitaries, and of course the president elect and Vice President elects families and members of congress are safe as we have a peaceful transition of power. But that requires coordination. And the biggest failure that ive seen so far is that the United States senate has not held hearings on the new secretary of Homeland Security, mr. Mayorkas, who would, at 12 01 be responsible for a whole of government approach to make sure these capitols are safe around the country and to make sure d. C. Is safe. So every almost every Homeland Security secretary has been confirmed on the first day, and that was in 2009 and in 2017. So the fact that the senate is not holding a hearing so we can confirm our National Security members on day one is irresponsible to the American Public. As someone who is working for joe biden, at the same time youre still in the house under the speaker nancy pelosi, we heard the president elect say yesterday, he hopes the senate can essentially have halfdays. You spoke yourself about the Homeland Security not being ready for the security to be confirmed on day one. You hope to have them in the earliest days of office so things can get done, the coronavirus pandemic, the stimulus package. Will that happen . The president elect has an ambitious agenda because they know the multiple crises this country is facing, whether its covid19, the economy, systematic immigration, or the climate. Lets speak about the mob that was in the building. There has to be consequences for those actions. There are people who go to jail for burglarizing a dollar store. These people marched into the capitol, they destroyed things, and they had nothing but bad intentions for the safety and welfare of members of congress and the sanctity of u. S. Government, and there has to be consequences and we have to make sure it doesnt happen again. So when we impeached this president the first time, i remember my floor speech in the committee. I said, if you dont impeach him, his behavior is going to get worse and well find ourselves right back here again. And guess what . We find ourselves back here again because this president incited the intrusion into the United States capitol. Just today the president said his remarks last week were totally appropriate. Thats what he says people are telling him. Weve gone through what people are saying, and people have been telling him four years, i dont want to revisit the fantasy of that. But you are someone despite the polarization in the house, you have good relations with many of your republican colleagues. One of them is Steve Scalise, a fellow republican from arizona. His life was at stake. He supported the president s lies even after the attack on the United States capitol. If you had a conversation with your friend, not just as a democrat, but with your friend mr. Scalise as the number two House Republican, there is a lot of questions about accountability. You say the president. What about the members of the Republican Leadership who even after the attack supported the president s lies on the floor . I dont think ive talked to one member that supported that objection to president elect biden and Vice President elect harris certification. I think it was irresponsible. I think it was dangerous. And i think it feeds that monster of hate, division, lies, conspiracy theories, all of which are baseless. And it will keep this country from coming together to help people that are both democrat, republican, black, white, rural, urban. Were going to bring this country together and go forward, and we have to do it in a responsible manner that is based on facts and not pandering to this president who has proven to be unfit to be president of the United States. Hes not a leader. And the fact that republican members in congress and in the senate cannot stand up to him like ive said before and tell the emperor he wears no clothes, or tell him to grow up and face the facts that he lost, biden won, is just disappointing. And, look, at some point even with me, there is still a great sense of anger about what happened on that day, on january 6, and, you know, its not an easy thing to get past. And it is very frustrating that people still enable this guy who will never see the error of his ways, which in all of his ways, hes always wrong. We saw more examples today of him refusing to take any accountability or responsibility in saying its totally appropriate when, again, we have the tape that was totally reckless what the president said. The inauguration worries, of course, are even higher now because of last weeks capitol insurrection. Things are tense here in washington, and some senators say it is critical to hold accountable republicans who supported President Trumps lies about the Election Results. Among those saying that, the montana democratic senator jon tester. Writing in usa today, he said, it is our duty to hold everyone accountable to our laws and histories, not just President Trump and the violent riots he incited, but also the members of congress who enabled him. If they are not held accountable, we will fall under siege again. Lets declare war on unchecked power. Senator, strong words there, and i would say necessary words at this moment, but lets lay out what exactly you believe the moment demands. Do you believe expelling senators cruz and hawley who supported his lies about the election . Does that mean Kevin Mccarthy and Steve Scalise should be held accountable, and how so . Everyone needs to be held accountable, but from a senate point of view, the senate needs to determine what theyre going to do to put actions against these senators. What the president did was well documented, but the bottom line is he was enabled by 13 more people who wanted to spread his lies. Why they did it i can only guess, but lies are lies, and you need to stick to the truth. And so we have a different level of accountability. We are leaders in this country, were members of the United States senate, members of the United States house of representativ representatives, and what we say and what we do matter. Those actions deserve consequences, and thats what im saying. What those consequences are i think should be determined by the United States senate. Help me understand how you go through this back home. I see youre back home today. President trump got 57 of the vote again and won the election, so he won montana twice. What you said, youre right, theyre lies. What he told people is reprehensible. She said this in a political oped. As in the case of other coup attempts, the president s actions have put us on the brink of civil war. Unless the big lie is refuted, we can expect more attempts to subvert the Constitutional Order from trumps supporters. Strong words from fiona hill, and how do you handle this back home when people believe what they believe because the president tells them its true . We have to debunk the lies that have been told and talk about the truth, and i think weve been doing that. I think youve been doing that at cnn and talked about the election and how it wasnt stolen and how it was done fairly, accurately and safely. Look, the folks who attack the capitol at the president s pushing feel very empowered right now, so it doesnt surprise me that there are all sorts of other events that could be cropping up all over the country. We need to stop that from happening because, quite frankly, its based on lies. And im all for people that are making their voices heard, but the line was crossed when they broke through the doors of the capitol. We cannot allow that to continue, folks need to be held accountable, actions matter and consequences of those actions also matter. Active isnt great no matter what youre active about this in country, but anarchy is unacceptable. Joe biden is going to take Office Next Week at a very difficult time. Hes hoping that the United States senate where he served for nearly four decades can hold an impeachment trial in the afternoon, confirmations on a hearing and a stimulus plan in the morning. Listen. A half day im dealing with the impeachment, and a half day getting my people nominated and confirmed in the senate as well as moving on the package. So thats my hope and expectation. You hear that hope and expectation from your former senate colleague, the former Vice President of the United States, now the president elect. As you know, sir, here in washington and sometimes in the congress, its hard to get people to agree that tuesday comes after monday. Do you really think the senate could have an impeachment trial at the same time of getting the biden team confirmed and getting the biden agenda at least to some hearings . We absolutely could do both. I think whats really important right now is that our leadership is talking. Im talking about republican leadersh leadership. Senator mcconnell needs to be talking to senator schumer and same thing in the house. And the house and the senate need to be talking together. Im going to tell you the last impeachment was a very partisan event. This impeachment should not be a partisan event. This should be whats best for the country, not whats best for republicans or democrats, but whats best for this country. I can tell you also getting those people confirmed, lets take dhs, for example. Secretary wolf has quit. That department has no leadership. We need to get senators peters and portman to have some hearings on alan yorkis to get him confirmed as soon as possible. I think we can do all the above. Ive never been overworked in the United States senate. Ive worked very hard there but ive always had time to continue and do other things. We need to maximize our ability to get things done in the senate, whether its hold people accountable or whether its getting president elect bidens cabinet in place. Well, i hope youre right, that people maybe see this moment as horrific as the events of last week were as an opportunity to prove that things can get done in this town. [ beeping ] for those who were born to ride, theres progressive. The Trump Administration today with a plan that they say will boost the rollout of the vaccine. It will immediately release doses that they are holding back for second shots. It will give shots to anyone over 65 witmorbidity. Any states that want to set up mass vaccination sites can who ask for it. Any dose that is sitting in a warehouse that could go into an arm could mean one more life lost or one more bed occupied. This has stood in the way of the vaccines reaching a broader swath of the vulnerable population more quickly. Joining me now to discuss, our cnn medical analyst, dr. Leana wen. Dr. Wen, grateful for you on this day. We know the biden team was planning to do something that sounds like this, anyway. Is this progress . Is this an improvement in your view . Very much so, john. I was very pleasantly surprised to hear this announcement by president azar at warp speed today. It means there are doses being wasted and thrown out when there is such a miss alialignment of y and demand. So i think making expandability is important. Also expanding vaccination sites. Operation warp speed is now saying they want pharmacies and Community Health centers to be able to vaccinate patients and speed up the vaccination science with the help of the federal government. Thats something that is really needed. Something else they said that was really important was reallocating the doses to the states depending which states are really efficient at issuing their doses. I think thats great. There should be incentives to reward states that are doing this work really well. What do we really know . A lot of states are complaining they dont have the help, that they would like more help from washington in setting up these things, coordinating things. As you mentioned, more than 25 million doses distributed, 25. 4 million doses distributed, just shy of 9 million administered, so there are a lot of vials on shelves that havent been put in. A lot of states are in phase 1a of this, meaning theyre just beginning. We could play the blame game, but thats really not my point. The question is what needs to be done in your view to make this work more efficiently . I think there needs to be two things. One is that the federal government has to recognize that its role doesnt just end at the time it distributes the vaccines to the states.
