Campaigns are picking up right where the candidates left off on the debate stage last week. Let us go to iowa, cnn Senior National correspondent is following Kamala Harris, and Arlette Saenz is following joe biden. First to you, kyang, whats going on . Reporter the Harris Campaign is calling this attraction. To divert attention from Vice President s own words on bussing in the 1970s. They say that this question that was lobbed at senator harris yesterday by reporter was much more theoretical and thats how she interpreted it. That the question was, do you support mandatory bussing . She said yes. Then she followed up with this bussing is a tool. Among many that should be considered when we address the issue, which is a very Current Issue as well as a past issue of desegregation in american schools. So i think of bussing as being in the tool box of what is available and what can be used for the goal of desegregating americas schools. I believe that any tool that is in the tool box should be considered by a school district. Reporter that launched a back and forth on twitter starting with joe bidens spokesperson, the Campaign Communications director, Kate Beddingfield tweeted, quote, its disappointing that senator harris chose to distort Vice President bidens position on bussing, particularly now that she is tying herself in knots trying to not answer the very question she posed to him. And then a snapback from ian sams, the harris spokesperson, he tweeted, quote, Vice President biden said who the hell do we think we are that the only way a black man or woman can learn is if they rub shoulders with my white child. He called bussing an asinine concept. Come on, yall are better than this. That yall being directed to the Biden Campaign. Now, Harris Campaign says you cannot compare what happened in the 1970s when harris was a child to the situation of schooling today. So thats what she was trying to explain, that federally mandated bussing, the conditions back then, cannot be lifted up and placed here. She supports it as one of a number of ways to deal with schooling today, kate. That is what im hearing from the campaign. Great to see you, kyung, thank you so much. His campaign would not be continuing this fight if they did not think it was the right strategy. What are you hearing . Reporter no, kate, they wouldnt be. Just the fact that you had the Deputy Campaign manager Kate Beddingfield last night starting this twitter war of words between the Biden Campaign and the Harris Campaign shows just how important they find keeping the focus on this issue right now, particularly on the way that Kamala Harris is explaining her current position on bussing. Now so far this back and forth has only taken place between the campaign aides. What were waiting to see is if biden or harris directly themselves will try to engage on this topic today. We could be hearing from joe biden short while after this parade route here in independence. Hes just wrapping up or running up and down the parade route. Kamala harris is out in indianala, iowa, just a few hours. Really theyre one of the many candidates who have descended here on the Hawkeye State for the fourth of july holiday. I was running up and down with joe biden on the parade route. Have you been trading for this parade . He said i love parades. When i asked him to compare his event to President Trumps event over in washington, d. C. Today he said that today is about bringing the country and people together. Quinnipiac and second harris 17 and 20 and back at 13 in the abc Washington Post poll and sanders was in second place 19 versus 14 and 13 the other two. This is confusing a little bit right you have a little bit of a different picture. Of course i keep in mind these mar jins of error running across the bottom of your screen. They are there for a reason. They are there for a reason. All this stuff is within the margin of generally see biden drop a little bit since the base. Well get to versus harris is up and sanders is in that place. Okay. So with this in mind, how much has the race shifted post debate . This puts it all together in a nice simple slide. We like simple slides, dont we, like, folks . Very simple people. We have a predebate, post debate biden dropped five points. 30 , at 25 now. Harris is well up shes up 10 points. Sanders dropped a little bit and buttigieg dropped a little bit. Right now our standings are biden in first, harris in second and then sanders and warren very close together for third and fourth place. So these numbers tell us exactly what we need to know, why biden and Kamala Harris are now gloves off, if you will. They are going after each other because its a real fight. Its a real fight. This is a much closer race. If joe biden before the debate was a clear frontrunner, now you know hes up he knows he needed to make a change. He needed to make a change because if this continues Going Forward in the next debate it will not be good for him. This is where we dive into harrys project for the day which is what i love. He is now deep diving into what history shows us about what the past runner up, what happens to them in the future . Yes. Okay. When theyre leading in the polls, those runner ups end up winning the nomination the next time around 5 out of 5 times like 100 . Bernie sanders, they won 1 out of 18 times, 13 when theyre trailing. The real person in trouble in Bernie Sanders is behind the eight ball at this point. At this point on july 4th, harry is sinking Bernie Sanders campaign. July 4th is just like any other day for me. Let me read you part of what amash writes. In recent years ive become disenchanted with Party Politics and frightened what i see. The twoparty system evolved into aexistential threat to constitution. Im declaring my independence and leaving the Republican Party. One republican quick to say good riddance to him is President Trump who didnt miss the opportunity to call amash one of the dumbest and most disloyal men in congress. Joining me disloyal in congress is saying a lot. Just dawned on me. Joining me now is Phil Mattingly and doug high, former Communications Director for the Republican National committee. Phil, what is justin amash doing here . Was this inevitable . What do you think is going on . Yeah, inevitable is the right word. What this has been a continuation of a slow rolling that has turned into a very deliberate over the course of the last couple months break with the Republican Party. Context here is important. The context of justin amash, he was never really mainstream republican. He said he associated more with libertarian ideology than he did traditional republican ideology. He was all on the periphery, often a thorn in the side of republican leaders. I think what youve seen in spades over the course of the last couple months with his decision to break with every other republican seemingly in america and say that the president after reading the Mueller Report has committed potential impeachable offenses with his decision to leave the Freedom Caucus, ridgedly caucus he helped found, all of these things led to this point. The big question now is what are his next steps politically, does he still plan to run for the house, does he plan to run for president. What happens now that he no longer is a man with a party as a home. Yeah. Doug, i do want your take on how much amash was a thorn in your side for so long. But also on the point right where phil left off, i mean, hes the only republican who called for the president to be impeached. He went home, had this town hall to cheers and jeers and now we have republicans in his home district in michigan who have begun to line up to challenge him in a primary, if he would be running in a republican primary. The fact that he had so many primary challengers lining up, do you think thats whats motivating this . Even on the fourth of july, politics plays a role here and it shouldnt be surprising. So much of what justin amash said over the past year and year and a half about President Trump as a republican i agreed with, but the problem and this is what i saw firsthand as i was trying to duck question after question from Phil Mattingly who would chase me and other staffers down the hall is when justin amash and other Freedom Caucus members were opposing whatever plan of action house leadership put forth, they were always better at diagnosing problems than they were than coming up with solutions. Our twoparty system is broken. I agree with justin amash. It has serious problems. Okay. How are you going to solve that . Im taking my ball and going home because i dont like donald trump isnt enough. You cant just identify problems you have to come up with solutions. Amash has fallen apart or fallen short so many times in his congressional career. Hes always relished that role of being a thorn in the side. Okay. But he hasnt really a strong legislative record. His only bill hes passed is renaming a post office. So where are the solutions . And i think thats what voters whether you support trump or oppose trump, thats what voters always want to hear and thats what seems short. So the other option is amash ends his op wed with this. Im asking to join me in rejecting the partisan loyalties and rhetoric that divide and dehumanize us. Im asking you to believe we can do better than this twoparty system and work toward it, if you continue to take america for granted, if we continue to take america for granted, we will lose it. So, what do you think the chances are, then, that amash says, forget congress, im going to make an independent run against trump . Yeah, a natural koe da for that statement you just read and thats why im running for president of the United States under the libertarian ticket. Hes been coy about this. Hes been asked by reporters. I havent thought about it but wouldnt put it off the table. He is going to wait and see next steps. One of the interesting parts about the oped he doesnt say what hes going to do next. Real questions given the fact that the trump team would like to support whoever is in his district and wont have nrcs support any more whether he can win, libertarian is what he is. The movement would like him out there, i think, in talking to people what he decides is still an open question. I would just like to say in a world in a political universe where so much seems to be baked in, expected, we know the ending before the beginning, it is its always interesting to hear what justin amash is going to say. Well, if youre an attorney of the Justice Department, youre spending it finding a way to get that Citizenship Question back into the census. That is right n a stunning reversal and reversal on that reversal President Trump has directed the Justice Department to find a way. The president today tweeting this, so important for our country that the very simple and basic are you a citizen of the United States question be allowed to be asked in the 2020 census. Department of commerce and department of justice are working very hard on this, even on the fourth of july. So, with all of this back and forth and the Supreme Court decision to boot, what happens now . Joining me right now is cnns arianne. I said i thought the president was basically bluffing. Firing off just another tweet with no follow through. I clearly was wrong. No Officials Say theyre looking for the way theyre saying it is a legally available path. What happened . Well, that was a remarkable reversal based on the the president s tweet. The department of justice and the commerce secretary had told a federal judge that that question would not be on the questionnaire. And then suddenly the president launches that tweet and he took the department of justice by surprise, but he also took the federal judge by surprise. The president said that that was fake news, keep in mind, kate, fake news meaning that his own department of justice had delivered fake news to a federal judge. The judge called the parties in at this Conference Call and he said, look, what is going on here . Im on twitter. I follow the president and the president has just tweeted something that is absolutely contradictory to what you told me in court. And department of justice attorney said, yes, there had been a reversal. What he said to the judge was kind of extraordinary. He said, the tweet this morning was the first i had heard of the president s position on this issue, just like the plaintiffs and, your honor, i do not have a deeper understanding of what that means at this juncture other than what the president has tweeted. Im doing my absolute best to figure out what is going on. So the judge basically told the government, go figure out whats going on and come back to me on friday. And were being told now there are now several options on the table that are being discussed on this fourth of july. One is an executive order. The president would come forward with an executive order saying he had the authority. I did speak to a Government Official just a little while ago who said they think that that is not realistic. Another option would be adding to the census, somehow either an addendum or supplement to a add the question or maybe going back to the Supreme Court for some kind of motion to reconsider. So they are working behind closed doors right now, trying to figure out the way forward that the president seems to be requesting, kate. Yeah. Another remarkable chain of events to see how this is going to shake out. We literally have no clue. Thank so much. Thank you. Cnn legal analyst paul cow wan is joining me. Help me out, paul. Justice officials the terminology they are using is they are looking for a quote unquote legally available path. Is it clear that one exists . Arianne listed out the options being considered, but from your perspective, what do you think . Well, theyre in a very difficult position because Justice Roberts indicated that he could not accept the reason that was initially given by the Trump Administration for why this Citizenship Question was being asked. He said it was a pretext question. He did, however, leave the door open for Additional Information to be supplied, giving a better constitutional reason to ask the question. So the real thing is now how will the court react if the Commerce Department comes back and says, well, we did have other reasons, which we didnt mention, in the initial aspect of the lawsuit. And the court might very well accept that. The reason i say they might is because the vote split on this was very, very close. Roberts who as you know is chief justice, and is a conservative, joined four liberals to reach the result throwing out the question. I hear you, paul. Roberts alone can be convinced that the new explanation is acceptable, the conservatives would have a 5 majority and they might up sold the question. I hear you, though. But if three separate federal courts and the Supreme Court did not believe the reason the administration offered up for adding the question, Justice Roberts said the sole stated reason seems to have been contrived is what he wrote. It basically seems to be that they thought that wilbur ross was lying when he put this forth. And so in that front, like i just wonder if they think they were lying in the first place, they had a contrived reason was the original reason, why then are they going to believe the next reason that is offered up . Well, youre giving some great arguments here. And youre thinking like a normal person, but were talking about how the court is looking at the census. And this thing is a complex issue. It really is. And they roberts might be looking for a reason to get back on board with other conservatives to permit the question. I think a lot of people dont realize, i will tell you, that the census arises from article 1 of the u. S. Constitution, which requires that it be conducted every ten years. In the past, there have been some pretty bizarre questions on the census. I was looking back in time. At one time there was a question about whether you were mexican or not. And you know why that question was eliminated by the courts at one point because or i should say by the administration because it offended the mexican government. So, we have seen a lot of bizarre things happen with respect to the census. One other thing that i would add here, kate, and that is they have until the end of 2020 to complete the census legally. I wouldnt at all be surprised to see the Commerce Department come back and say, you know something, we have reevaluated and we can still get the census done if the court reconsiders our reasons for including this question. And of course this will be after they said they were hard up against a deadline many times over. You have to love a selfimposed and lets be honest obviously must be an artificial deadline that a lots of people are posing. The fight will continue, you can be assured of that. Its put 100,000 100 Million People out there and who are in a position where they had preexisting conditions in america, that in fact, theyre all covered now. Has put 20 Million People got coverage that didnt. The numbers have gone. We have done something really good. The first thing i would do as president is go out and say, look, here is the deal. Were going to eliminate all the changes that this Administration Made trying to kill obama care, number one. Were going to add to it a public option. The public option says whether have employerbased insurance or private insurance or youre in the exchange, you can join up for a medicaid medicarelike provision. Right. In the law and not dump 300 Million People on medicare all of a sudden. You would be able if you dont like your employerbased health insurance, well, you can sign up and get this other plan. But if you like it, youre able to keep it. That to me seems im opposed to any republican who tries to take down obama care and oppose democrats who try to do it. I think its a mistake. He said that you wanted to focus on the future in the debate. Now that you have come out of the first debate, how do you plan to go forward to the second debate . What changes do you need to make to your preparation . Look, it depends on whether or not the rest of the team on the stage wants to talk about the future. Here is what im not going to do, im not going to go back and use the same tactic theyre trying to use. If you notice, im the guy everybody is talking about. You know . I mean, like somehow any way, im not going to go back and talk about the record of anyone from ten, 20, 30 years ago. Theres a lot out there. Theres a lot of people would like to do differently than they did. Everything is lost in context as well. Context of the time is something that the vast majority of people dont know from 25, 30 years ago. So you can easily distort it particularly in 60 seconds if you have 30 seconds to respond. And so, what im going to do is answer the questions im asked and try to move the debate where i think the Democratic Party needs to go in order for any one of us to win. How are we going to distinguish ourselves from all that trump stands for. What are we going to do to bring back the middle class and working poor. What are we going to do to restore some sense of civility and honor and decency to this country. Look, the fourth of july, the fourth of july in the past i was raised and i bet none of you need to answer, im not allowed to ask you questions, you were all raised to think fourth of july is to celebrate our togetherness what we did, what they did on philadelphia was they said, were bringing disparate groups of people together. Colonies that didnt like one another very much. They brought them together. It says, we the people, we the people. And it talks about honor and dignity and its missing now and its hurting us terribly, terribly around the country. Im going to be speaking about this little later in marshalltown. Any way, so any way. Are you happy with your debate performance . Yes. What do you have to say to those who what about justin amash leaving the Republican Party . Pardon me . Coleen craft, the past president of the American Academy of pediatrics. Doctor, thank you for being here again. Good morning. You hear what this doctor with dhs has told cnn yesterday theyre proud of the medical care being given to the Migrant Children in their custody. We dont know what facility this doctor is working ats or talking about. Given what you have seen, should they be . I think that the people who are working with the families coming across the border are doing the best that they can, but we have evidence that a lot more could be done. So, we have worked to give our message that we need pediatricians there to see these kids, to train the medical personnel, to monitor the conditions that can make these children even sicker. And to be on site so that these kids get the care they need from a pediatric expert. Yeah. About these drawings that were released by the American Academy of pediatrics, theyre so sad. What do you see in these pictures . We often use art therapy to help out kids who have been traumatized. And this is really an example of we allow kids to tell us what they see and what they feel and put it on paper. So that we can help them through some of the trauma that they have experienced. But i see trauma there. I see sad experiences, scary experiences, places that this is definitely something that jumps right off the paper when you look at those images. I was thinking this morning a year ago when you and i first spoke, it was the height of the family separation crisis. You told me that the academy was reaching out and Offering Services to help dhs and help care for these Migrant Children. Has anything come of that offer . So there have been some relationships formed. In fact the last group of a. P. Folks who went to the border went with cbp. They have had the a. P. Make an training tape for emergency medical personnel and thats being used in their training. Thats a great first step but its not enough. Its one thing you know, youve looked at a Youtube Video on how to bake a cake or pull an engine, but its not the same as having somebody beside you training and making sure that youre doing the right thing. And so we still advocate that we have pediatricians on the ground in the centers training the personnel, monitoring conditions. As a pediatrician, if they would allow you in, besides training videos, which are wonderful but obviously not enough, what would be your First Priority if you and other pediatricians were allowed in . The First Priority would be to look at the conditions and make recommendations on how children should be treated while theyre there, because weve made the recommendation that children dont belong in detention. But to look at that environment and make some health and safety recommendations first and foremost. And then secondly, to work with the personnel who are there and train them how to recognize an acutely sick child, a severely sick child from a moderately sick child. Yeah. For a lot of folks, and i hate to say this, but it does seem that when it comes to the crisis that we are seeing, its out of sight, out of mind for a lot of folks. Especially when it comes to the border crisis and the children that are being held there. I know that its a concern of yours when you talk about this. What do you want americans to understand about the urgency of this situation . I think america has to decide something very fundamental. How do we value the lives of children . And we start there because if we value the lives of children, then any child who comes into our care needs proper nutrition, proper sleep, proper places to play, good environments, healthy environments, pediatric care. And despite everything thats gone on in the immigration debate, we can start with taking care of children, because we foundationally believe that children have value. Absolutely right. The reason its a good spot is because im going to zoom in. In is the iconic Brooklyn Bridge. For the first time in five years fireworks will actually launch from the Brooklyn Bridge. Theres 15 packets of fireworks along that bottom part of the bridge. Those are fireworks. Those are going to be launching off the bridge. The reason i know that is because we had a rare opportunity yesterday to fly around with the nypd, get on the harbor unit boats, which are all in the water. Youve been seeing them going by. And just talk about the security measures because you can imagine what an undertaking it is for them. There are thousands of officers that are going to be here on the streets, but of course also up in the air, on the water. They have been working on this plan for tonight for months. But its really been the last week where they really ramped up and put together their plan and started doing scuba diving underneath the barges that are going to be holding the fireworks. They have been working with the Emergency Service guys to get the macys people on the Brooklyn Bridge to put the fireworks there and sweeping this giant area of Lower Manhattan and brooklyn to make sure its all safe and secure for all those spectators who are expected out here tonight. But we got that rare opportunity yesterday. We were able to talk to the chief of special operations which handles all these specialized units within the nypd. Heres more of the security measures he talked about. There are rooftop observation posts that you will not see. We have explosive detective canines at every entry point so its a great, safe event people should come out and enjoy themselves. Reporter of course nypd has the most Incredible Technology at their hands. This year theyre going to be using drones. Theyll be able to detect whats going on in the crowd. Officers are able to talk to people from those drones if they need be. Its going to be an incredible show. Of course they want to say no Credible Threats at all.
