Search planes had to pull back early from the search zone today because the weather conditions were just too brutal. A half dozen ships however are still out there looking. Again they have the challenge of dealing with low visibility. Theyre hoping to have the planes up again tomorrow if weather improves. Until then, experts are pouring over these images, new ones, ones from yesterday, ones from a few days ago trying to determine if objects are whats left of boeing 777. As we said, time running out. The planes data recorders are losing Battery Power if theyre working at all. Theres new concerns theyre not. Well tell you in a minute. The chances of finding pings are growing slimmer by the day. John is with us. A former pilot and criminal investigator. And oceanography professor at columbia university. John, i want to ask you. We have 122 possible objects spotted yesterday. 300 objects were seeing for the first time today plus the news japan took pictures of ten possible objects. I know until a boat gets them up and looks at exactly what they are, nothing is confirmed. This is an awful lot of debris sited in the area they think the flight ended. Absolutely. This is a very important lead. Every sighting has to be checked out. If we have a small chance to find the airplane by the way its a small chance in the huge ocean we need to take every opportunity. Finding that debris though is going to be very crucial to find out whether its a linked to this downed aircraft or this aircraft at all. Thats the proposition finding it. Once they spot it on the satellite, a few days past. Then you have a bad weather day. The searches are called off. Lets bring in the oceanographer. This is a concern act what the currents could have done to the debris spotted on satellite. Thats correct. On average currents flow toward temperatures the east. Theres a lot of other factors that make the trajectories ko chaotic. There are waves in the area very high wave, that push the debris. When you combine currents, waves, wind, its very difficult to build a trajectory to see where these particles are going to go. And also the many particles that are from perhaps from the aircraft have dispersed with time. They move apart with time because of turbulence from the ocean. Its quite a challenge to find them. Then the biggest challenge is work backwards to determine where the impact was. I was thinking thats the frustration there. You get the satellite images i again youre taking a cautious note. You say we have got to get there. We cant get there. The weather a day is such a huge setback. Weve had two days of setbacks. Weve got to understand two things. Its not finding it but chasing it. Every time we get a delay, we have to remember men and women are risking their lives to find this. We dont want another air tragedy by having this go down. We want to make sure we keep them safe at the same time. Those delays put us way behind. In two days it could be another hundred miles or so away. If the flight did end in the ocean as the experts stated it did, would you see this many pieces of debris, hundreds and hundreds . It depends how the aircraft broke up. The luggage would be out there. Like we saw many years ago off long island, all the debris was out there. Its going to depend. Theres three theories. We know the air search was called off today. This search continues. Ships are still out there. We have not heard they recovered anything of note today. Investigators honed in on this swath of ocean based on analysis of a series of pings, digital hand shakes the plane made with a british satellite. Investigators cannot explain a final partial hand shake that now stands as the boeing 777s last known communication. Now according to one of our next guest, a quick series made earlier in the flight could shed light on that final hands shake. What has people so excited about the partial hand shake is that it very well could be the last transmission of point of contact. It could be. Its interesting when you look at pings, what weve been told so far you have them every hour regularly reporting in as it tries to make a hand shake with the satellite high over the indian ocean. Whats intriguing when this airplane took off, there were three pings and more rapid succession. Then when that rapid left turn was made at altitude, there were three more pings in rapid succession. The question is why . It may have to do with altitude changes or the presentation of the aircraft to the satellite. Indication of the big swooping turn could mean the plane went into a dive or rapid climb. In terms of the final ping, this is where i think tims analysis is spectacular. I think tim has the best blog out there on this. It could mean change in presentation of the aircraft to the satellite meaning a final dive or could mean there was a power loss. In either case it could mean that particular point is where the aircraft went down or went into its final glide which would help people find the black box. I would say too, the black box obviously is not going to have the conversations when this big swooping turn was made back to malaysia. It will tell us whether the airplane slowly went into the water, whether it lost one engine and fell in or was deliberately pushed in. Most importantly well know too whether there were inputs to the flight Management System saying there was a pilot in the cockpit commanding it or as some suggest was a ghost flight. I think tim has done a spectacular job on his blog, smartest guy on the block. Tim, you have quite the introduction. Explain to me the analysis of the final hand shake and the pings from earlier that seems significant to you. Thats right. There are two sorts of pings. One is a ping initiated by the satellite network, the hourly pings we see where the network checks in like it would with your cell phone to check its still connected. Then you have irregular pings look like theyre initiated by the plane itself. For example, if you drive through a long tunnel, your phone will ping the network to reestablish contact. There are pings associated with this turn. The plane may have lost contact with the satellite if it turned sharply, went up and down, Something Like that. Then the planes term that will would have tried to reestablish with the satellite. It seems like the last partial ping, same thing was happening. It wasnt a timeout from the network to reestablish the plane was still connected. If its the same situation, it may well be connected with a turn, stall, dive, whatever. Really interesting notion there. Bob, we know youve had a chance to look at these images, the 122 first spotted and the field of 300, then maybe i dont know if youve had the chance we havent had a chance to look at the japanese imagery yet. The ten larger objects. All roughly in the same area. Youve covered a lot of accidents. Im curious to your reaction to this satellite imagery. Its so hard to find things. Theres a differential between the radar and satellite images. A lot would be under the surface of the water so ships arent seeing it. Also a big differential in terms of seeing the the object. A 40 knot wind is going to rip through the water. You expect differential between light objects, oxygen masks, flight graph, tray or something which would be blown in the ocean hundreds and hundreds of miles. The more substantial objects, its possible its still floating. It would be empty and sealed, its possible. Fiber carbon parts. You expect that to be up. I expect to see a differential in terms of where it goes. As we look at wind chart, weve seen east and west depending on how high or low you are. Its going to take a super computer to figure that out, where the debris came from to find the underwater debris field which is the most critical. Planes cant fly which would be a big help. Theyre still investigating him, but still they found nothing thats a giant red flag. What else is the son saying in defense of the father . Reporter well you know, heres the 26yearold, pilots youngest son whos had to listen to his dad being called everything from a hijack tore political radical to somebody on a suicide mission. The reason theres focus on the pilot because a lot of the planes moves were calculated in the sense you had to punch in demands. The plane did a turn in a matter of minutes. This is something an experienced pilot would have had to do. The big question is why. He said what you read in the quote there. He says we arent close, but i know my father. This has been a difficult time for his family. One interesting thing in the news straight times article, the son said when he heard the news from the malaysian Prime Minister they believed the plane had crashed and no one survived, he said he wasnt surprised by that. A lot of victims families were. For him to say it wasnt a surprise was striking. That is striking indeed. We know obviously from watching the course of the investigation, the simulator in the pilots home was taken. They took it. We know the fbi was taking a look at it as well. What are investigators finding out about the files deleted from that simulator . Reporter were expecting announcement from the fbi any day now on that. We know they have had teams working around the clock not only on the simulator but any computers the pilot had access to. The pilot and copilot. What cnn sources are saying is so far they havent found a smoking gun, something that would make them indicate okay, heres what were looking for. Real answers are sadly lying in the indian ocean where searchers havent been able to get to because of all the weather. Can i ask you a quick question about the weather tomorrow. It will require Structural Reforms, but it means ukraine can go on a path that countries like poland have been able to embark on and seen incredible growth over the last several years. Its also going to reinforce democratic reforms and should help unlock some 27 billion in International Support for ukraine. So its a concrete signal of how the world is united with ukraine as it makes tough choices at a difficult time. Ukraines leaders can show considerable courage and foresight making the reforms to grow their economy, leave behind the corruption of the past, and today i want to call on the United States congress to make sure the United States does its part with economic assistance package that helps support the ukrainian people as they move forward. As noato allies, United States and italy are going to uphold our obligation with allies. Our moving ahead with in brussels, a signal of the growing isolation. The sanctions the United States and European Union have imposed will continue to grow. As i said yesterday in brussels were continually hopeful russia walks through the door of diplomacy and works with all of us to try to resolve this issue in a peaceful way. Because of strong coordination within the euro zone, because of smart actions by the European Central bank, the financial situation has stabilize. I also think there were countries under enormous market pressure, borrowing rates skyrocketing. Because of tough decisions, youve seen those, the ability of countries to borrow on the International Markets stabilizes. All that was necessary and was important. It could not have happened had it not been for coordinated response among european leaders. Weve Seen Movement toward Banking Union which i think is helpful. There are other other multilateral reforms taking place we have encouraged. Now having said that, what is also true is that europes growth is still very slow. Its Unemployment Rate is still very high. And nobody knows that better than Prime Minister renzi. Thats part of his mission, the economy. Each country has a set of issues its going to have to address. Each country has strengths and weaknesses in the economy. I think Prime Minister renzi identified the stuck churl reforms italy needs to engage in to be more successful. Im confident hes going to be able to move italy forward in part because italy is ready to move forward. As far as europe as a whole, i do think that the old debate about growth versus aus tarty is a debate. You need public finances in order but also have to grow. The more you grow, the easier it is to get public finances in order. There are different capacities within europe. Ive said before and will repeat again, those countries that have substantial surpluses have more room to help boost european wide demand and that in turn will help countries still in deficit. That will lift europe as a whole and that means that everybody is growing. And so, in my conversations with president yesterday at the European Union i encouraged them to continue to identify ways in which countries with surpluses could do more to boost demand while still being prudent about public finances. Last point i guess i would make is in terms of the United States and how we can be helpful, part of us is making sure were taking care of our own issues. Its not as if we dont have a lot of work to do ourselves. Weve grown faster than europe and i think we recovered in part because we took some smart steps. We also have fundamental problems that many advanced nations face and then in fact i discussed with his holliness, hope francis this morning, increasing tendency in the World Economy for those who benefit from globalization and technology to do better than ever before. Those at the top. Those at the bottom or in the middle having more and more problems in part because perhaps their jobs have been rendered obsolete, in part because its very difficult to see wages increase, Companies Feel as if they can always move if labor makes too big a demand on wage or salary increases. So, all of us are seeing structural problems in this new economy. That means weve got to redouble our efforts to educate our young people to make sure we have the capacity to provide skills to our workers if they lose their jobs. They can transition quickly. That we have a strong baseline of social support for people if they end up transitions out of jobs. That were paying more attention to opening opportunity to people who have been locked out, particularly young people. As i mentioned to the Prime Minister, one of the tragedies of high youth unemployment is that when young people dont have a strong attachment to the labor market early, that can continue the rest of their years. We have been listening to the Prime Minister of italy, renzi as well as president obama, wide ranging topics, a lot focussing on the economy. Were going to turn and head to a press conference underway now. This is in new jersey. That man youre looking at there, i believe randy masstro with the law firm of gibson and dunn hired by Chris Christies in new jersey to investigate the bridgegate scandal. What this investigation has found is Chris Christie is not in any way responsible. He did not order and was not involved with noting directing the bridge closure. Lets listen to what he has to say. They are contradicted by documents, witness accounts and own prior statements. So no remedial actions are required in regard to allegations. Finally i wanted to briefly summarize some of the recommendations that we have made to the governor. Because while the actions of the few, there was a violation, a breach of the public trust we take very seriously. We take our mandate seriously to make recommendations to the governor that something in his office, that Something Like this never happen again. Among the recommendations we have made to the Governors Office are that iga, Intergovernmental Affairs office run by Bridget Kelly in 2013, that that office be depanded and the Governors Office be reorganized, functions combined with those of the Governors Office of constituent relations into an office of legislative and constituent services. To get back to the original mission of that office which was to provide constituent services to provide services to local elected officials in a non partisan way. Open to all. The way that office functioned during the first three plus years of governor christies administration. Until this aberration behavior directed by Bridget Kelly in 2013. And the mission of that office should be made Crystal Clear to be a Service Function for all and are non partisan manner. Second, weve recommended to the Governors Office that the governor appoint a chief ethics officer for the Governors Office. This would be a senior statesman of unquestioned integrity and independence to report directly to the governor and issue period reports to the public as for complaints within the Governors Office. And we have recommended separately the appointment of a chief ethics officer for the office of the governor to be responsible for ethics enforcement, conflicts issue resolution and training. And that that person should have a direct reporting relationship both with the chief counsel to the governor, the ombudsman and ability to report to the governor as well. Finally, in regard to the Port Authority, which is where this lane realignment was aif he can which you waited, we recommend the appointment of a Bistate Commission to examine ways in which to fundamentally restructure and reform the Port Authority to ensure its independence and professionalism. This incident exemplifies that there are times within the Port Authority where the rivalries between new york and new jersey have led to communication failures and other problematic issues. A Bistate Commission appointed by both governors can look at ways to help improve the operations of Port Authority to make it truly independent and professional to serve the needs of both states. In the first instance a commission will hopefully look at these types of issues first whether its appropriate to restructure so that there are new jersey and new york divisions, functions, projects principally in one state or the other that will be run by each of those states so that those states will be truly accountable for the projects applicable to each state. Second, to look at ways to restructure the appointments process at the Port Authority to encourage independence and professionalism. Terms of years, staggered terms that will exceed the length of terms of governors and joint appointments by both governors to increase independence and responsibility within the Port Authority. That is a brief summary, ladies and gentlemen, of our findings and recommendations. And now i would be pleased to take questions. Yes . Someone looking at this they would say, well, governor christies lawyer, the fact you found he did nothing wrong here is suspect because thats what youre supposed to do, work for him. And they would doubt these findings. Sure. Sure. The premise of the question is wrong, david, because the premise of the question is that our law firm works for an individual. Our law firm was retained by the office of the governor. We were obtained by a public office. And we have an obligation to that public office. And whatever the facts were that we found, our obligation and it was publicly stated, was to report those findings back to that office. And that office announced publicly long before wed reached any point of rendering findings or knowing what our findings would be that those findings would be put out to the public. And, david, had we found evidence to the contrary of what we found, we would have been reporting that. And of course in facilitating our cooperation with investigations we would have been providing that information to investigators. What we found, david, what we found was governor christie had no involvement in the decision to close these lanes and pno prior knowledge of it. Not a shred of evidence of it. And were obligated to report that back. That is our public responsibility, both as lawyers and to a public office. Yes, angela . Did you interview witnesses on your oath . Did you interview chairman samson . And what did okay. Our interviews were not under oath, just as initial interviews that other investigations are doing are typically not under oath. Chairman sampson had denied any prior knowledge of the lane closure incident in prior statements he made, so we had the benefit of that. But we did not have the opportunity to interview him. Yes . Residents of new jersey are probably today realizing this cost a Million Dollars dragging on what does a Million Dollars buy with an investigation . Well, first of all, i have no idea what the cost of this has been, but i will say that to do an investigation like this and to have to facilitate cooperation with other investigations that have issued sweeping overbroad subpoenas is a costly proposition. Its a costly proposition for the Governors Office, for the legislative committees, for those individuals who are involved. But let me also say this, its a search for the truth. And we believe we have gotten to the truth or we would not be reporting it. It serves no ones interest, no ones interest certainly not my or my law firms interest, certainly not the Governors Offices interest or the constituency it serves, the people of new jersey, for us to have done anything other than to try to get to the truth here and to address it. Because, ladies and gentlemen, there are other investigations that will make findings after we are done. We will be judged at the end of the day by whether we got this right. We intended to get it right. We believe weve gotten it right. Weve admitted where we dont have answers yet. And other investigations will continue to work with to see that they get those answers, but as to the most important questions, we believe we got it right. Well ultimately be judged by that. And we had to work even harder to get it right now so that the people of new jersey could be assured as a matter of public trust whether the officials in their Governors Office have conducted themselves appropriately or not. So, yes, our findings today are a vindication of governor christie all right. Youve been listening to randy mastro, former member of mayor Rudy Giulianis administration. Appropriate to note. He was hired to do this internal investigation basically finding no remedial action required, but they did make some recommendations to some changes that need to happen. Lets bring in chris franks to sort of go through what was said. Weve been reacting to it ourselves. Ill tell you what, this is a huge report. You take a look, its like 350 pages. So were going through it, but the top line headlines here, Chris Christie didnt know about the lane closures before they happened, didnt know when they were happening, and everything he told us on january 9th in his Big Press Conference according to this report turns out to be true and his understanding. Now, what this report really does is take a hard look at Bridget Kelly, she was the deputy chief of staff to Chris Christie, and david wildstein, he was one of the top at the Port Authority. And they come under scathing review. Essentially this report says both kelly and wildstein knew and perpetrated these lane closures for some reason to get back at may the mayor of new jersey. The Port Authority doesnt tell us what the motivation is, but they say its clear that both kelly and wildstein used the lane closures for political retribution. The other interesting fact here that has come out in this report that had been rumored was that Bridget Kelly and bill steppien, had some kind of a personal relationship, quote, and at some point after stepiens departure, kelly became personally involved. Cooled and largely stopped speaking, so that was a headline too that christies deputy chief of staff and Campaign Manager had some kind of personal relationship. Gives you a sense of the web of connections at least going on behind the scenes. Chris, we cant state this enough. This isnt the final word here. This is an investigation launched by Chris Christies office by a law firm hired by Chris Christies office. Theres still a legislative committee with subpoena power investigating the situation. Theres still a federal investigation at work right now. Any sense yet if they will find things to be a little bit different than this handpicked Lawyers Office did . Well, ill tell you, jon, the legislature is going after the documents of Bridget Kelly and bill steppien. Both of those parties have declined so far to give their emails and Text Messages to that investigative committee. And the lawyer for Chris Christie who put this report together said that, you know, what they know is limited because they also dont have those things.
