this notion of fear and the largest union in new york said that's anti-cop. that's just stoking the flames. so in the wake of these shootings over the weekend setting this up for everyone, you have two people from that union saying that the blood is on the hands of city hall and of the mayor and so that is just my sliver of explanation. how do you -- it's like this message of unity that they are lacking. >> the mayor needs to have a conversation with lynch. lynch's rhetoric is tied to the fact that he's a union leader. >> president of the biggest union. >> he's a union leader. he's going to stoke the flames and try to build up a lot of fire against the mayor because he has to negotiate with the mayor at some point down the line. i think it's rhetoric that needs to be met head-on but not in front of the cameras. he needs to take lynch into the back room and say you're about to make this city explode. the fact that he hasn't done it
