You look around the world for values. Global portfolio. Where are you finding them. I gather one of your concentrations has been in the financial services. They are coming up all over our screens all over the world. As im assure everyone is aware stocks have been beaten up after the crisis in 1989. We go where the best value is in the world. You can find it in financial stocks. We have to be careful in our timing. We think there are stocks that will get worse before they get better. Global value would suggest that you have domestically based. How much is non u. S. And how much is u. S. In our global portfolios we have 35 of the portfolio in the u. S. Right now. That has been going up a little bit. Last year was higher simply because we had take overs. That means about 65 outside the u. S. Right now. You are a valued fund. You are not top down rotators. We are doing fundamental research. That group has been interesting from a term of cash flow. We are going to jump in and go to the white house talking about iraq. We have been meeting regularly to review the situation since isis and syria made advances inside of iraq. Today i want to provide you an update on how we are responding to the situation. We are working to secure our personnel inside of iraq. So, i have taken steps to relocate some of our Embassy Personnel and we have sent reinforcements to better secure our facilities. We have increased our intelligence so that we have a better picture of what is take ing place inside of iraq. The United States will continue to enforce Security Operations centers. We will coordinate planning and we are prepared to work with congress to provide additional equipment and we have had advisers through iraq and we are prepared to send a small number of military advisers up to 300 to assess how we can best train, advice and support Security ForcesGoing Forward. American forces will not be returning to combat in iraq. We will help iraqis as they take the fight to terrorists as they threaten the people and interests as well. We are developing more information about potential targets and Going Forward we will be prepared to take targeted and prepared military action if and when we determine that the situation on the ground requires it. The best and most Effective Response involves local forces like iraqis take the lead. Finally, the United States will lead a diplomatic effort to work with countries in the region to support stability in iraq. At my direction secretary kerk will be able to have a vital interest in ensuring that it will not become a safe haven forterists. Above all, they must shia, sunni, kurds all iraqis must have confidence that they can advance their interests through the political process rather than through violence. National unit mey meetings must forward. A new parliament should convene as soon as possible. The formation of a new government will be an opportunity to form a government that represents the interests of ul iraqis. It is not the place for the United States to choose iraqs leaders. Only leaders help them through this crisis. Meanwhile the United States will not pursue military options at the expense of another. There is no military solution inside of iraq certainly not one that is led by the United States. There is a need for a more capable iraqi force and one that denies groups like isil a safe haven. Alongside the loss of nearly 4,500 american patriots many veterans carry the wounds of that war and will for the rest of their life. Here at home, iraq sparked intense emotions but what is clear from the last decade is the need for the United States to ask hard questions before we take action abroad. Particularly military action. The most important question we should all be asking is the issue that we have to keep front and center is what is in the National Security interest that is what i stay focused on. In Going Forward we will continue to consult closely with congress and keep the American People informed and remain vigilant and continue to do everything in our power to protect the security of the United States and the safety of the American People. So with that im going to take a couple of questions. Ill start with Colleen Mccain melson of the waul strell stree journal. Do you have any confidence in Prime Minister maliki and can he bring political stability to iraq . It is not our job to choose s leaders. Part of what we fought for was the right and opportunity for iraqis to determine their own destiny and choose their own leaders. But i dont think there is any secret that right now at least there is deep divisions between sunni, shia and kurdish leaders. And as long as those deep divisions continue or worsen, it will be hard for an Iraqi Government to deal with these threats. Whether he as Prime Minister or other they have the opportunity to advance their interest in the process. We have seen over the last two years dating back to 2008, 2009, the sense among sunnis that their interests were not being served. You hear similar complaints that the government in baghdad has not reached out to the tribes and have been able to bring them into a process that gives them a sense of being part of a unity government or a single nation state and that has to be worked through. Part of the reason why we saw better equipped iraqi Security Forces not be able to hold the territory against isil probably reflects that lack of a sense of commitment on the part of the communities to work with baghdad and that has to be fixed. Thank you mr. President. Americans may look at this decision that the number of advisers that you are planning to send in may be the beginning of boots on the ground scenario on the ground. Why i think we have to guard against mission creed. Let me repeat what i have said in the past. American combat troops are not going to be fighting in iraq again. We do not have the ability to solve this problem by sending in thousands of troops and committing the blood and that is going to be solved by the iraqis. It is in our interest not to see an all out civil war in iraq. In addition to having strong allies there, obviously issues like energy and Global Markets continues to be important. We are interested that we dont have a safe haven that continues to grow for groups that could use that to target ourselves and our personnel oversees and eventually the homeland. If they accumulate more money, more ammunition, more military capability, larger numbers, that poses great danger to aller jlid the United States. We have seen inside of syria and groups that right now are fighting with other extremist groups or an assad regime that are non responive to the majority there. That has attracted more and more jihaddists some of whom are from europe and that over time can create a group that can harm us. So we have humanitarian interests that can prevent bl d bloodshed and counter terrioris interests and all of that to get the surveillance that we have already done coupled with some of our best people on the ground doing assessments of exactly what the situation is starting with the perimeter around baghdad and making sure that is not over run. But that does not foreshadow a larger commitment of troops. That would not be effective in meeting the core that we have. Do you wish that you would have left a residual force in iraq . Keep in mind that was a decision made by the Iraqi Government. We offered a modest residual force to continue to train and advise key foriraqi forces. They are provided immunity if for example they end up acting in self defense and if they are attacked and find themselves in a tough situation that they are not somehow hauled before a foreign court. The government declined to provide us that immunity. Despite that decision, to not only offer them our assistance militarytarily, we have continued to urge the kinds of political compromises that we thi think. The United States has been slow to provide significant weapons and training to the syrian opposition. Does the expansion change your mind on what you are doing now . You know that assessment about the dangers about what was happening in syria has existed since the beginning of the syrian civil war. The question has never been whether we thought this was a serious problem. The question has been is there the capacity of moderate opposition on the ground to absorb and counter act extremi t extremists that might have been pouring in. And so we have consistently offered support. If you have opposition taking up against a battle hard regime. That continues to be a challenge. Even before. That not only can counter act, but also can make sure that in the minds of sunnis, they dont think that their only alternative is mr. Assaad or extremists groups. It is going to be a comby tha nation of what is inside the country. And us laying down to a platform that gets all the countries in the region pulling in the same direction. I eluded to this, i talked about it today with respect to the fund, there is going to be a longterm problem in the region. In which we have to build and partner with countries that are committed to our interests, our values and at the same time we have mediate problems with terrorist organizations that may be advancing. Rather than trying to play whack a mole where these operations pop up, make sure they have capacity, some of the assets that have been devoted solely to afghanistan, we have to shift to make sure that they have coverage in the middle east and you look at the country like yemen, you look at a country and one that has its own country, there is we do have a committed partner and we have been able to help to develop their capacities without putting large numbers of u. S. Troops on the ground at the same time as we got enough ct or Counter Terrorism capabilities that might be trying to expoverexpofrrt terrorism into the United States. Looking at how we can create more of those models can be part of the solution. In order for us to do that we need to have actual governments for us on the ground. We have confidence that we are going to pursue the political policies for example, a wide ranging National Dialogue that took a long time that helped to give people a sense of legitimate political outlet for grievances that they may have. Is he a unifier and how much clout does the United States have with any of the leadership with iraq at this point . We still provide him with significant assistance. Unlike some other players in the region, we dont have territoryial ambitions, we are not looking to control their assets or energy. We want to make sure that we are vindicating the sacrifice that was made by our troops to build a Stable Society that can prosper and deliver for the basic needs and as ppirations o the iraqi people. At the same time they are a sovereign country. They have their own politics. What we tried to do is to give them our best advice. The Central Government will not be able to control huge chunks of their country. The only way that they will be able to do that is that they will be able to do that who have confidence that a shia majority, that the occurrkurds that all oe folks are committed to a Fair Division of the country. The one bit of encouraging news that we have seen inside of was that all of the parties seem to be committed to choosing a leadership and government through the existing constitutional order. So, what you are seeing i think is, as the prospects of civil war heighten, many iraqi leaders stepping back and saying lets not plunge back into the abyss. You dont have a group like isil you have a group one of the points for the leadership inside of iraq is get going on this government formation. It will make it easier for them to shape up a military strategy. It will make it easier to partner with them. Can he play that role after what weve seen play out . Thats a challenge. That is not something that the United States can do for them, that is not something by the way that the United States armed forces can do for them. We can provide them the space, the tools, but ultimately they are going to have to make those decisions. My job is to make sure that american personnel there is safe. We are getting a better assessment of what is on the ground. And that we are recognizing the dangers of isi and developing the kinds of comprehensive Counter Terrorism strategies that we will need to deal with this issue. That is going to involve shortterm responses to make sure that isil is not rather than a single network. A discrete network of terrorists. This fluid combination of hardened terrorists disaffected local leadership and creating the potential for serious danger for all concerned. All right . Thank you very much.
