What is on the table potentially for sanctions, first of all . There are three options. The first is to expand the list of individuals who have been sanctioned. The german chancellor talked about that earlier last week on the back of the election we saw that the west said was illegal. Individuals involved with preparing the election should be sanctioned, she said. We have appeared to move beyond that now when there is more chatter about economic sanctions. Those could take two different shapes. One could be an expansion of the companys facing restriction. For example, Russian Companies and their ability to Access Capital markets. We could see a number of names the last thingon is we could see more restrictions on what western companies can do in the western market. Take bp for example. A russian oilr in company. For example, one thing they could do is say you can no longer get evidence from your state in that company. That is something they could say in increasing restrictions on month western companies can do to deal with russia. We have heard a lot more aggressive, if you will, talk ever since yesterday when we heard nato make some very serious comments about russian actions. Have a listen. We dont have that sound, but weve heard a lot about the impact on the russian economy. Weve talked about that a lot. What kind of impact is this having on ukraine . If you look at credit default swaps to protect barnes and their investment, there is a two in three chance the market is showing that ukraine will default on its debts. Yields themselves on bonds if you look at the threeyear dollar denominated about 17 of 4. 5 on the week nearly four times what it would cost other emerging markets to borrow. If you look about the currency, the ruble and how poorly its done, well the ukrainian currency is down or the 8 year to date. Three options, one is to expand personal sanctions on individuals that are to be sanctioned, have their assets frozen and the ninth travel. Denied travel. The german chancellor suggested she would like to see that. That was after what they call the illegal and election in the east of ukraine. Making morenato serious allegations. That brings in the next options, expanding the list of companies to be sanctioned, limiting or restricting access of Russian Companies to International Capital markets, and finally, we could see more restrictions on what western companies or individuals are allowed to do in the russian market. A huge range of options. Lets just remember that things really changed yesterday when we had nato say, or allege, that have now moved into the east of the country. It is a little bit like removing the cloak of plausible deniability. That,at nato has said they have to confront russia. If they hadnt said that, they could say, it is arguable whether we see direct evidence. How could russia deny it . This is nato. You can dean i anything you want. At the end of the day, what the russian said yesterday was that, what is happening there is the osc is being biased. While there might be some kind of Troop Movement in Eastern Ukraine on the russianbacked rebels side, what they are is notis the osc reporting what the Ukrainian Military itself is doing. Not that many people buy russias line at this point. We saw that yesterday at the united nations. I dont think it gets a lot of credibility or credence in brussels. Theheres two sides of economic discussion, one is what is happening in ukraine, default, the possibility. There is also the russian economy. When you look at this story, where is the bigger risk . Is it ukraine . Ukraine, more in of the world is exposed to russia. The ukrainian story is much more dire. If you look at insurance against ukrainian bonds that investors take out, they are showing there is a 23 chance that ukraine will default in the next five years. Yield on ukrainian bonds are at 17 . They rose 1. 5 yesterday. 4. 5 in the last week. That is four times more expensive than in most emerging markets. Their currency is down about 50 . Russia has been bad, secondworst performing currency , down 30 , but the exposure of western europe, the eu, the u. S. To russia is infinitely greater than it is to ukraine, which is why we spend more time talking about it. What we have seen over the last few days is, the russians have been somewhat successful in stabilizing the ruble. It is going to be difficult. There is downward pressure. You see it right there. 46. It has come off after the other side of the week. They are not intervening. That is one of the first times they havent intervened. They are beginning to restrict the amount of rubles they give russian banks. What they say is the russian banks were taking the rubles and buying dollars. Further weakening the currency.
