Hello and welcome to world news today. Around 400 people from the us have been evacuated from the quarantined cruise ship, the diamond princess, near tokyo, which has been hit by an outbreak of the new coronavirus. A us Health Official says a0 americans have tested positive for the virus and will stay in hospital in japan. But its not clear if they are newly detected cases. The evacuated americans and their families left the yokohama port on buses, headed for the airport where two Us Government chartered planes were waiting for them. Earlier, the japanese authorities said a total of 355 people who were on the ship have tested positive for the virus. From yokohama, Rupert Wingfield hayes reports. Now calling only those american guests from emerald deck. For the americans, at least this is the moment that for many could not come soon enough. On the dockside, the buses lining up, ready to take them to tokyo airport and an evacuation flight home. In the last two days, there has been a steady stream of ambulances removing infected passengers from the diamond princess. 70 new cases were confirmed aboard the ship today alone. When i got through to americans gaye and phil courter in their cabin, they were frantically packing, more than eager to get off the ship. Saying from day one, i do not feel safe on this ship. I dont know how more of us who have been sitting here for 12 days arent getting contaminated, but something is going wrong. This is a failed quarantine. It is very clear from the statement that the Us Government has made that it is worried the quarantine on board the ship is not working and that its citizens are in danger. And thats why it has decided to take them off. Several other governments have now followed, including canada, hong kong and taiwan. So the pressure is really now on the British Government to make a response. United kingdom. From his cabin, britain david abel has been using social media to express his feelings at the British Governments perceived lack of action. It feels that we have been forgotten, that you dont really care about us and that youre actually not wanting us to come home. At tokyos Haneda Airport tonight, the us chartered planes touched down. The american evacuees now face a grueling flight and another quarantine. But those we spoke to say they prefer that to spending another day on a ship where they do not feel safe. The american plan for bringing us nationals home from the diamond princess cruise liner was outlined by dr anthony fauci, director of the Us National Institute of allergy and Infectious Diseases well, 40 of them have gotten infected. They are not going to go anywhere, theyre infected. They are not going to go anywhere, they re going infected. They are not going to go anywhere, theyre going to be in hospitals in japan. People anywhere, theyre going to be in hospitals injapan. People who have symptoms will not be able to get on the evacuation plane. Others are going to be evacuated starting eminently to air force bases in the United States. If people on the planes start to develop symptoms they will be segregated within the plane chemist is a very firm plan this 747 thats going to take these passengers now who have been there, if you want to stay in japan passengers now who have been there, if you want to stay injapan for a last chance would be to get on the plane and leave. Or if you come back to the United States are still subjected to a 14 day quarantine. Not every american on board the princess diamond accepted the offer to be evacuated. Matthew smith is one who decided to stay behind. American medical personnel came through the ship, they knocked on our door, and started to ask us questions, and my wife told them we are not leaving. And the officer asking the question was a bit surprised. But there is no attempts to convince us to leave, theyjust asked us why and we explained it, we we re asked us why and we explained it, we were concerned about the conditions of the evacuation with the Us Government believing apparently that the quarantine we have been in so far was ineffective, they decided nonetheless to put all of the americans being evacuated together onto ten coaches at onto two aeroplanes back to the United States in clearly non quarantine conditions, so in fact if people have acquired the virus whether before or after the quarantine they are now put in a very bad position of communicating that to others. And we we re of communicating that to others. And we were frustrated that the quarantine we have done so far here according to the requirements of the japanese officials were not going to mean anything because theyre putting the americans into 14 more days of quarantine. Turning now to china where the government has further tightened controls on movement in Hubei Province. 60 Million People have been told to stay at home unless theres an emergency. And the use of private cars has been banned indefinitely. Hubei and the city of wuhan have been hardest hit by the outbreak, which has now claimed 1,665 lives in mainland china. However, the government has announced a drop in new cases for a third consecutive day and says it is controlling the spread. Lets speak to professor Robin Shattock from imperial colleage london who is leading a Research Project to develop a vaccine against covid i9. Thank you very much forjoining us. First of all, what do you make of what china is saying about it having this under control and saying that it has seen a drop of the last three daysin it has seen a drop of the last three days in new cases . I think we need to be cautious about the numbers that are coming out. Obviously a continuous drop that would be a good thing, but you have to remember that the whole system is probably overwhelmed with trying to identify these cases and trying to confirm this infection. And we still dont know whether this is just possibly taking off in the province, or whether they may be an upswing in other areas of china. So i think any protection right now would be u nsafe. Protection right now would be unsafe. Are you satisfied with what china is doing at the moment, are you happy with what theyre trying to do to contain this . I think they are trying to do something that no other country could possibly do anyway. In terms of shutting down cities, reducing travel, whether that ultimately is enough to stop the virus from spreading or whether its just buying the world extra time to be prepared should the virus spread to other parts of the world. Lets turn to japan, talking a lot about the ship and the quarantine situation there. What do you make of what passengers are saying about how they dont trust the quarantine system there, they dont feel safe and the americans now flying their citizens home, and people are talking about the virus potentially spreading through the air conditioning, what you make of those claims . I think its difficult to make a firm judgement on that, its unlikely its being spread through the air conditioning system because we know that this virus appears to be spread by droplets rather than by an aerosol. And droplets usually are not spread a great distance, i will say thats probably unlikely. But i can imagine its unsettling for the passengers on the cruise ship and given the americans move im sure that there may well be plans being drawn up by the uk, im not privy to that but i would anticipate at least there will be more information for all of the passengers on board that ship. Just before i let you go we have to talk to about the search tea m have to talk to about the search team developing a vaccine, and how is that going and when can we expect to see it . We are working as fast as we possibly can, we are one of the number of groups around the world and to groups in the uk, the other group is an oxford trying to race against the virus to get one available, but vaccines are a slow process , eve n available, but vaccines are a slow process, even though we are doing it faster than before one thing that one has to be really careful about is to make sure that these are safe and that they really work well before they are introduced on a widespread use. I think the earliest that anyone is going to get there will be the beginning of next year. That seems a long time off, but this virus may potentially still be an important threat and its important to have the insurance policy should this become something that becomes a perennial problem to the world that we have something that we can then put into action. Very good luck with your work, thank you very much for talking to us. Lets take a look at some of the other stories making the news. The latest headlines the United States has evacuated several hundred of its citizens from the quarantined diamond princess cruise ship off japan, after a big rise in onboard infections. And china has imposed fresh travel restrictions in a bid to halt the spread of the coronavirus. Afghan security ministers are due to return to kabul from the Munich Security Conference to discuss the final arrangements for a partial truce agreed between the taliban and the United States. The taliban are also expected to make contact with their fighters in advance of an initial seven day reduction in violence. Our correspondet kasra naji has the details. They expected Peace Agreement between the United States and the taliban has been one of the issues raised in this hotel behind me during the Munich Security Conference that has just ended. A spokesman for the afghan president told me that the details of the Peace Agreement, the agreement between the United States and the tele band will be announced as soon a few days. The agreement envisages a few days. The agreement envisages a seven day reduction of violence by the tele band followed by a period of ten days before afghans various parties in afghanistan will begin peace talks. A comprehensive peace talks that will and 20 years of work within the tele band and central Government Forces. In agreements that will allow the United States to withdraw substantially as forces from afghanistan. The president says he and the United States are on the same page on this although he seems a bit sceptical, but he seems and says he and his government are willing to give the tele band the chance to prove that they are resolved or peace in afghanistan. With me to talk about the prospect of peace is former afghan deputy cultural minister zardasht shams. He has also served as the deputy ambassador to pakistan. Thank you very much for coming in to talk to us. As we were hearing that we dont have many details of this just yet but what is your assessment of these developments so far . Just yet but what is your assessment of these developments so far7m just yet but what is your assessment of these developments so far . It is significant as a development. In the past 40 or 50 years the soviet invasion of 1979 followed by the withdrawal and then followed by the play civil war and then the agreements, and now we have this possible thing. This will lay out the future of the afghan government, and the system that will govern afghanistan. So there is optimism among people and people are highly helpful all though at the same time theres huge skepticism and cautiousness of what will happen, still its in black and white and what exactly is going on between the us and the tele band, because now these problems will not be solved by these problems will not be solved by the us withdrawal and the tele band with what their demands are. As we understand were going to have a seven day reduction of violence but then thats our different groups within afghanistan and they have to get together and talk of these are groups of been fighting each other over the past 40 years. So its an incredibly difficult process to come even after these initial steps. Of course. It is the very clear viewpoints of agenda and its not very clear with the strategy is come up very clear with the strategy is come up with the us withdrawal and prisoner release and violence against the taliban, theres going to be some sort of arrangement with the us and the tele band, but what about the people . Like the significant political people of afghanistan, the Political Parties and the challenging part is that because of why the taliban is fighting against the afghan government. If we set aside the other forces they are still not going to have a cease fire with the government. If we even know that well talk directly to the afghan government. And they should. The ultimately should. Because theyre going to live in afghanistan. And what will be the system of government in afghanistan because the taliban stick to the sharia law, but the Afghan People and masses they have other forms of government. Its from before when the crisis started in afghanistan, a very popular set of government in afghanistan. Yes, its a hugely coveted situation and thank you so much for coming in.
