Four of the victims came forward after an investigation on this programme in 2017. The clubs have not apologised. It beggars belief sometimes. This programme has learnt that aston villa and leicester Football Clubs have agreed to pay damages to five victims of a paedophile football scout. Both premier league clubs have settled a civil case just weeks before it was due to be heard in the high court. The victims came forward as a result of an investigation by this programme in 2017. 0ur reporterjim reed has been following the case from the start hi,jim. Hi, jim. This is about a man called teddy langford, a football scout in the 1980s and you can see this grainy newspaper picture of him, the only photo weve got here on the top left. We think he was responsible for abusing dozens of boys back in the 1980s. He was convicted back in 2007, sent to prison for historical events as against four boys and was then released and he died in 2012. And he was linked to leicester and aston villa . Yes, he was a parttime scout for both. Back in 2017, more than three years ago we spoke to a man called tony brien, who went on to play for leicester and other clu bs, to play for leicester and other clubs, and he told us for the first time how he was abused back as a 12 year old. He said he needed a sperm sample so he could see if there was a gene in me to see if i could become a footballer. Our a footballer is gene . And being so young, at that time, you believed anything. After that interview on this programme, other peoples watched it and started coming forward and we can report that both clu bs, forward and we can report that both clubs, Leicester City and aston villa, have paid damages to a total of five victims of the scout. The terms have not been formally disclosed. But in this case we are not talking about life changing amounts of money. Definitely not. Also important to point out that this was settled quite a few days before we expected the case to go to the high court and under the terms of the settlement, neither club is accepting responsibility and nor has he the club issued a formal apology 01 even an he the club issued a formal apology or even an informal apology. There is another important aspect of this case. When we first spoke to mr brien three years ago, he told us he warned aston villa back when he was a teenager about the behaviour of this scout and he spoke to a man called Dave Richardson, the assistant manager of aston villa and to Graham Taylor, the manager and went on to manage england, and he fell through these conversations he was dissuaded in some way from taking it any further from going public will stop in his words, he felt he was told to almost sweep the matter under the carpet. And that is important because of the other alleged victims in the case. Thats right. Teddy langford was eventually scrapped sacked by aston villa because of his behaviour around young boys but we have seen documents that suggest that came much later, perhaps a year or even more after tony brien said he spoke to people at the club and at least two of the five victims in this recent case say they were abused after mr brien claims he came forward to raise the case. What are the people involved say about this now question our Graham Taylor, the manager at the time, he died suddenly in 2017 and the assistant manager Dave Richardson says it cannot recall a conversation with tony brien and denies he would have advised anyone to cover it up in some way 01 advised anyone to cover it up in some way or not to speak out. He said he did act very quickly when other parents raise their concerns. He said he didnt go to the police at the time because the parents didnt want him to take it any further and its important to point out that in this country there is no legal responsibility to report suspected abuse. There is in other countries but not this one. Mr richardson said he could not comment any further and he didnt think it was appropriate while the Football Association carried out the enquiry into historical abuse which is ongoing. I have been talking to tony and he gave his reaction to the decision to pay damages. I dont think ill ever draw a line underneath it, victoria. What happened to me 30 odd years ago will stay with me till the day i die. It helps, dont get me wrong, but it was never about money. It was about an acceptance of what happened to us all them years ago. I still think theyve got away lightly in certain terms where theyve not accepted responsibility or anything like that. So i suppose closure, no, it doesnt give closure, victoria. Have the clubs apologised to you . No. Nothing has been said. Nothing has been done. There hasnt been an announcement in the papers or on the press or anything like that. Thats probably the biggest disappointment of it all, because what happened them years ago and that was not on peoples watch in charge of Leicester City now, but it happened and we just want an acceptance that it actually happened. To say sorry isnt a big thing. Everybody makes mistakes. You know, saying sorry wont make things right, but it will help and itll help the other four lads as well. Why do you think they havent said sorry . Youd have to ask them that, victoria. I really dont. Why do you think . Its a long time ago, but it happened. Maybe things have moved on. Maybe they dont want to be associated with that sort of thing. I cant answer that question for Leicester City or aston villa, but id like to know why theyre not apologising and nothing, absolutely nothing from them. You know, i represented Leicester City Football Club. Ok, i wasnt their best player in the world but i represented them and they made money by selling me at the same time as well. So, you know, just if youre out there listening to anybody at leicester, id appeal to you to just say sorry and try and put it to bed. I mean, other clubs have. You know, Manchester City regarding barry bennell. Southhampton regarding bob higgins. Yeah, ive seen that. You know, it beggars belief sometimes that, you know, if theyve paid out financially, why wont they apologise . Its like theyre sweeping it under the carpet like they did 30 years ago when i tried to report it to Graham Taylor and Dave Richardson. Can you really be dealing with all the obscenities from the terraces . It feels like that. I wonder if you could remind our audience how being abused as a 12 year old boy by a scout. As youre playing football, a game that you absolutely love, how that impacts your life. Its impacted my life for a long, long time, victoria. Youre trying to put it to back your mind every time you go to sleep at night. I turned to drink. Drink helped me to sleep at night. Some of the managers probably lost patience with me for the amount that i drunk over the years. And it was the only thing that would actually put me to sleep and put it to the back of my mind. Im not proud of that. I never will be proud of that. You mentioned Dave Richardson, then. He was the assistant manager at the time at aston villa. You said you then mentioned it to Graham Taylor. Obviously, we know he died suddenly in 2017. Dave richardson has said he doesnt recall that conversation with you, but he did sack ted langford as a scout after being told about inappropriate behaviour by other parents. What message would you want to send to mr richardson . Come and meet me. Really . Come and meet me. Why . Cos i know ive told the truth. In a way, victoria, im really sorry, because i havent seen him for years. And Dave Richardson was like a god to me. I remember when i got picked for ireland, forjack charltons first squad and Dave Richardson actually broke the news to me. Give me a hug. David was like a god to me. But when i needed him, when i looked up to adults, i was let down. You mentioned that a couple of other players involved in the most recent court case would have been abused after you said you first came forward to warn aston villa. Had things been different, do you think the abuse of those other players could have been prevented . Almost definitely, if theyd have acted promptly. Like i say, victoria, they probably didnt know how to deal with it in them days. They said an investigation would be done, but, yes, they definitely should have done something about it. You know, all i know, victoria, that its a different era we live in now. If somebody came to me and i was involved with the Football Club and said, this is whats happened, id march him straight down to the Police Station and make a statement. Thats what i would do. Four other Young Players were also involved in this case and they all came forward after seeing you on this programme three years ago. And i understand that you have been talking to some of them. What have they told you . Theyve told me that they never want to go public. They never wanted to, because a long time has elapsed since it happened. But again, theyre in the same boat as me, victoria. They can never forget it. You know, like me, they dont like to speak about it, but i think theyre probably glad that its been settled. Was it the right decision to come on this programme . Definitely. Was it . Most definitely the right decision, victoria, yeah . There is still some people, victoria, who have got in contact with me who just dont want to come forward. So there are other alleged victims of ted langford out there . Yes, there is, yes. How many do you think there are . I couldnt put a number on it, victoria, to be honest with you. I know that at least two people have been in touch with me and said that they did see me on the programme, but they just didnt have the courage to come forward. Youve given evidence to the Football Association inquiry into historical sexual abuse, which is still ongoing. And we were expecting their findings over a year ago. But theres been a delay apparently because of legal issues involving a different abuse case. Its more than two years now since you gave evidence to that inquiry, a face to face interview with the legal team running it. How confident are you in that process, given the length of time its taking . Not very confident. I met with Clive Sheldon myself. Hes the qc. Yes, a gentleman. I cant understand why the report is taking so long to come out. I realise theres legal issues involved. I do realise that. But two and a half, three years ago, greg clarke set up this independent inquiry. I actually went to wembley, met greg clarke. Whos the head of the fa. Yeah. He was astonished at some of those things i told him that actually went on in the days. He said, tony, thats why i put an independent person in there, because i wouldnt have been able to deal with it. And he explained things to me. Greg clarke was absolutely brilliant. But what Clive Sheldon is doing, i dont know. What has changed for you since you spoke out . Its like the world was lifted off your shoulders that day i did the programme. Its not put a closure to it, victoria, but by speaking about it, by helping other people come forward, by knowing youre not the only one that it happened to. At one time, i always, thought i was the only one that it happened to. But how has it changed my life . I wouldnt say its changed my life but if i get an acceptance from Leicester City yes, this happened, it wasnt on our watch, but it happened, and were sorry it happened. Sorry doesnt take a lot to do. You are the chair of newquay airport. How are you . Good morning. I am well. Cornwall, southampton, exeter, newquay. Flybe was absolutely vital for your part of the world. Yes, flybe worry pivotal operate of the airport you mention and for us here in newquay, 75 , and three quarters of the traffic were flybe flights and in particular the four times a day route up to heathrow which was a Public Service route, that was publicly subsidised and given to flybe to operate, so there is a pretty significant hole in our operation as from today. What would you expect the government to do, because the Prime Minister has talked a lot about levelling up the regions. What does he need to do to make sure you are not isolated as a result of the airline going bust . The alternatives, because of flybes disappearance are relatively few. There are simply no Regional Airlines left in the uk or europe that could reasonably take on the routes that flybe operated. Together with the government, we will be talking to other airlines, obviously, from today to look at the london route on the roots up to manchester and edinburgh to be restored as quickly as possible, but its a difficult task and it will not happen overnight. And if the government want to do anything, in my view, they should certainly look at the rate of air Passenger Duty on domestic flights as people taking a return domestic flight in the uk are paying £26 of tax and that is a heinous rate of tax to impose on this form of transport when no other form of transport pays any tax at all in that respect. So governments haveit all in that respect. So governments have it within their gift to make changes and i very much hope they will do. So you want them to scrap Passenger Duty or reduce it . No, i think what they should do is increase the range of Public Service obligation roots and that they should be exempt from air Passenger Duty. Many routes in scotland to the highlands and the islands are exempt from air Passenger Duty. Which means that the flight from newquay to heathrow was one of those Public Service routes, yes . Yes, thats right. So it didnt have air Passenger Duty which did not help flybe at all. On its own, it did not save the airline, but the profit margin was protected by the Public Service obligation agreement and unfortunately the Business Model that flybe operated was simply not sustainable in the company had been in trouble not just for months, but for years and certainly the shareholders, to an extent, must shoulder some of the blame because they did not make changes quick enough to ensure the airline was able to survive and survive in this current downturn caused in particular by the coronavirus outbreak and i hear what you say, but what about the roots from newquay and the rest of the country . What can they do now . Those routes that i mentioned from edinburgh and manchester we have to talk with the Airline Partners and there are six other Airlines Flying in and we have to talk to our partners. The responsibilities largely hours and im not expecting the government to give usa im not expecting the government to give us a bailout or to do anything other than to look at the rate of air Passenger Duty because that is a burden that it appears that this airline and others cannot sustain in the long term. The boss of save the children uk is facing a demand to resign after the charity was condemned for serious failures in its handling of allegations of inappropriate behaviour with a corrosive impact on its culture. Thats from a report today by the Charity Commission after a two year inquiry which found save the children guilty of mismanagement in the way it dealt with allegations against the charitys former chief executive Justin Forsyth and former director of policy brendan cox husband of the murdered labour mpjo cox. The current chief executive Kevin Watkins was a trustee when misconduct complaints were made in 2015. Justin forsyth apologised for his past behaviour but said he did not accept all the claims that had been made against him. Mr forsyth subsequently resigned from his role as Deputy Director of unicef, saying he did not want coverage of his past to damage the charities. Mr cox admitted he made mistakes and behaved in a way that caused some women hurt and offence while working for save the children. Mr cox resigned from the charity in september 2015 amid the allegations but at the time denied that was the reason he quit. He later resigned from two charities he had set up in his wifes memory. We asked both men for an interview today, but they werent available. We can now speak to alexia pepper de cairees a former save the children employee who became a whistle blower. Gwen hines executive director at save the children responsible for the charitys development and humanitarian programmes around the world. And Pauline Latham who is a conservative mp who sits on parliaments International Development committee. Gwen hines its really uncomfortable reading, isnt it . It is really uncomfortable reading and has a member of the leadership tea m and has a member of the Leadership Team we completely accept we got it wrong and we are so sorry team we completely accept we got it wrong and we are so sorry for what the women went through. It should not have happened that the charity made it worse in the way they handled it so we have done a huge amount of work since then. This was about things that happened in 2015. Ijoined two years ago and since then we have done an independent review and had an outside expert speaking to hundreds of our staff to understand what it felt like to work at save the children. What do you think is the worst thing in the report . The worst thing in the report . The worst thing in the report is what happened to the women and asa report is what happened to the women and as a women working in an organisation i cannot believe senior men acted that way and what really went wrong as the charity investigated those as informal concerns when they should have been investigated formally is that we are very clear. Any complaint against senior staff on a board member is investigated formally by an independent expert. We have tightened up the whistle blowing so we have a hotline people can phone and that is really important. You area and that is really important. You are a whistle blower. How do you respond . Good morning. It is a very important report. It is a very serious and damning report and it validates a lot of what i have been talking about for a very long time alongside the work that pauline and other mps have been doing. How do you feel being on the sofa this morning talking about the then trust the now chief exec when he could have been here himself . the now chief exec when he could have been here himself . I am here to talk as a member of the Leadership Team. We share responsibility and one of the things that has changed a lot as the bulk of the leadership tea m lot as the bulk of the Leadership Team and the board are women and i can speak for myself. I run the development and humanitarian programmes that we take this incredibly seriously. Kevin has been clear he regrets what happened. He was one of a number of trustees on the board at the time. The Charity Commission report is clear he was not one of those most closely involved and one of the things that went wrong is the billboard was not brought the picture. Is that enough for you . Not in terms of taking on the ceo role because what he is asking us and the public and the women involved is to trust that he is the person who is going to reform what is a very deeply rooted and across the sector wide problem of sexual harassment, exploitation and objectification of women by men. Why can Kevin Watkins not do that successfully . To be a successful trustee of such a Big Organisation it is inconceivable that he was a trustee for an organisation that this report says couldnt even get two letters to a ceo and hold them on their hr file. I am a trustee and the responsibilities are so clear cut. If you have an ethical mind and you do everything on paper all of your actions are driven by your values it is not possible to have the number of things described in this. It is untenable for that person to have the capacity to take on the transformation we are asking for. How do you respond to that . As i say, we have very clear that we accept responsibility for everything in the report. It is about the position of Kevin Watkins. He was a trustee. He was part of that board of trustees who are accountable, should be accountable, for the organisation. When the scandals were going on. He is now the top man for save the children in the uk and you can hear there is a lack of trust and faith in him taking the organisation forward. Kevin became ceo in 2016 and he has taken full responsibility for everything that happened. If he had he might have resigned. I do not think that is the right conclusion and if you read the report in detail it is not something the Charity Commission says that he should do. I have. Could he explain by £1000 was spent on lawyers, very aggressive legal threats written to media establishments . I did a lot of the media in 2018 and i know what those looked like and have it felt to have episodes of media but i was on removed from iplayer. Can Kevin Watkins explain why as ceo when he was in charge of that strategy of we re two was in charge of that strategy of were two statements wrote to the charity at the time saying this is an appropriate for an organisation talking about reflecting on its culture being on its culture being honest and transparent, he was ceo when that was happening, can he explain that . This is a second set of issues again we take responsibility for. Lawyers are used. I want to be clear that no stories were stopped but that is not the point. We should have stood back and looked at the wider picture especially of the women involved and what it meant to receive those legal letters. Who was the ceo in 2018. It was Kevin Watkins who was ceo. A lot of the board have changed since 2018. We have done a huge amount since then in terms of putting in place a whole code of conduct for the board.
