Prices are too high, we are not building enough homes, and this white paper is a radical blueprint to change this once and for all. The government says it wants more prebuilt houses to help create homes faster. But for some, like jennifer tristram, the only choice is to rent or go into shared ownership. When i was looking, i remember there wasnt that much option out there for what i wanted and what i could afford. I think anybody who is in that same situation will probably be feeling that struggle, probably even more so than i did when i was looking. The government says smaller builders should get help to boost the housing stock, and its encouraging older people to downsize, so long as they have alternatives. We are all humans, we live together, thats it. Important issues like this should be regulated by the national government, not local legislation. If they take off their veil, ill accept them, it doesnt even matter if theyre black, they should become hungarian citizens, even if they are muslims or whatever. But what is also expected is a change of tone from previous tory policy, with a focus on people who are renting their homes and perhaps an acceptance that some people will never be able to afford to buy a house. Lets have a giant conversation. If the Housing Market is broken, you need more than another target for Building New Homes and a minimum length of tenancy. There is a lot to be welcomed in this white paper today. We have not seen it yet, but it has been extensively leaked. What it has been extensively leaked. What it is trying to do is enable eve ryo ne it is trying to do is enable everyone to have a home. It is changing it in the way to describe, it is not just changing it in the way to describe, it is notjust about Home Ownership, it is notjust about Home Ownership, it is notjust about Home Ownership, it is about rental and about making sure there are far more homes built in the future. Not on Green Belt Land, you say. In my constituency, royal Sutton Coldfield, we faced with a jump of 6000 on our green belt when there are plenty of other alternatives. The conservative councillors in birmingham and Sutton Coldfield have demonstrated how you can build the same number of homes without doing so on same number of homes without doing so on the green belt. But across england you cannot build 250,000 homes a year, the governments new target, unless you use Green Belt Land as well. I dont agree. You have to be more imaginative, you have to be more imaginative, you have to be more imaginative, you have to build communities, notjust housing, you have to focus on the contaminating Old Industrial land, building on brownfield land, more creative schemes in the cities. You only build on the green belt is a last resort, and if it is a last resort, it should be built on. The point i make on behalf of those who i represent, who are opposed to this, and who are keen to build more homes, is you do not have to do it on the green belt until all other opportunities are exhausted. This white paper was a clear opportunity for government to come up with a coherent strategy for building the 300,000 homes we need in this country every year to both me to comment Household Formation and deal with a backlog. What they have published is a rehashing and recycling of things that have been announced already, they have failed to build on the green belt, and you are in lala land if you think you can build the homes we need if we do not build on green belt. They have failed to reform stamp duty for First Time Buyers. All we have is weak aspirations on rent a security. In the specific case of Sutton Coldfield, you are not correct. We have shown where these homes could be built without desecrating our green belt. We are enthusiastic about building more homes, but they have to be in the right place. Not in your backyard we have shown we are willing to build in the town, to increase density. We want our children and run children to live in the same sort of homes and opportunities that our generation had, but it has to be in the right place. You are demeaning the white paper before you have even seen it. Iam paper before you have even seen it. I am critical of one respect but i accept that ministers are addressing the problem, and you should not the minute interview have heard what the Secretary Of State has had to say. I do not know the story, he is not here to defend himself, but you say you bought evicted. How come you have moved seven times in ten years . We need a mandatory register for landlords, we have too many landlords who can decide that theyjust want to increase the rent. It is a problem of nimby ism that if we dont build more homes everywhere, especially in central london, there is a supply and demand issue, and landlords can charge what they want. It is unfortunate andrew what the person who describe somebody as a brexit, we cannot have homes in royal Sutton Coldfield, but we can wed there are labour voters. That is a political attack. You are a politician. This white paper is trying to address the problem which deface, which is you do not have somewhere to live. The government wants to build more Affordable Homes for renting. My question to andrew is, if you build more homes, how does that help me as somebody who is locked into renting . I have no other option. Can i rent a new newly built home . We have to wait until we see the white paper, but the problem that you have identified, consistently, ministers have said they want to address this, they want to make sure that if you are in the rented sector, there are more opportunities, more places to rent, more houses are built for rent, and people are encouraged to rent and to make property available for rent. The problem which you have identified is exactly the issue that ministers are trying to address. The governments problem is partly the same thing that you have complained about, the government is wedded to institutional investment. That has been talked about for 20 years, i am waiting. The majority of landlords are relatively small. The problem with the green belt is Institutional Investors want to build there, because they want to build big developments. If the government paid more attention to The Landlords who provide the majority of housing, wrecking sure there is enforcement against the bad landlords, the ability to develop the small areas that andrew would like to see is much more likely to happen. Tell us about your arrangement, it sounds like good practice. I am a regulated tenant, ican like good practice. I am a regulated tenant, i can stay there for life andl tenant, i can stay there for life and i have a fair event. The dark side is there is a lot of harassment. We would have been homeless. My single income does not meet any of the Affordability Criteria for a house in south east london. Would you all welcome minimum tenancies . Some security. On behalf of landlords, what sort of minimum length would be acceptable . It is not about setting a minimum length, different people have different needs. But the government is pressing landlords to sell because it has increased taxes on landlords and they can no longer claim mortgage interest relief. There is one problem with that, people say that will allow First Time Buyers to buy those houses, i dont think thats likely, but one person leaves to let one person in. A tenant will be evicted so the First Time Buyer will buy the house. There is no sensible thought in that policy. And my concern about some of this, i hope the white paper starts to deal with it this, we need a coherent Housing Strategy, not a Home Ownership strategy, not a Home Ownership strategy, a proper coherent strategy and we have been begging for one for nearly ten years and i hope this is it. I can hear the frustration in your voice, david. Im as frustrated as everybody else. It is to did with houses being homes and when you have a family, being forced to move maybe through an Academic Year or in the middle of an Academic Year, struggling to stay in the same location so your children can continue going to the same school, even though they dont have security in terms of the home in which they live, you want them to maintain Friendship Groups because we know that children who are parts of families who are struggling do less well in education. As many as 13,000 people have been executed in secret at a prison in syria, according to amnesty international. Most of them were opposed to the leader of the country, president assad. We can speak now to karen allen from amnesty international. Thank you for coming on the programme and how you know what you know about this prison . It is a huge prison in sir yard and syria and we have under taken research, interviewing 84 people. Now many of those have come out of this area. Others have been guards and worked within the prison and what we have pieced together through all of those interviews is a consistent story that once, sometimes twice a week on a monday and a wednesday, 50 men are taken from one part of the prison to another where they are hanged. And that has happened from the beginning of 2011 through to the end of 2015. We dont have information beyond 2015 because the people that we interviewed and the dates which they left the prison, but it is an absolutely horrific story and we estimate 13,000 people will have lost their lives in that way. 13,000 . A formerjudge who saw the hangings told you they kept them hangings told you they kept them hanging there for ten to 15 minutes. Some didnt die because they are light for. For the young ones their weight wouldnt kill them. The officers assistants would pull them down and break their next. A former Military Officer who was also detained at the prison, if you put your ea rs detained at the prison, if you put your ears on the floor, you could hear the sound of a kind of gurgling. This would last for around ten minutes. We were sleeping on top of the sound of people choking to death. This was normalfor me of the sound of people choking to death. This was normal for me then. One more there, is a former detainee describing alleged abuse, the beating was so intense it was as if you had a Nailand Beating was so intense it was as if you had a nail and you were trying again and again to beat it into a rock. It was impossible, but they just kept going. I was wishing they would cut off my legs instead of beating them anymore. Why were these people tortured and killed in this way, do you believe . I interviewed hamid who gave those shockings accounts of being able to hear the executions take place. The people in the prison are overwhelmingly people who have been on demonstrations, students, journalists, doctors, lawyers, anybody who has shown any decent or whom the regime think may show decent and that was hamids case. He was a military man. He was suspected that he might show decent at some point and he was arrested and spent sometime in that prison. So these are anybody who shows any means of challenging the assad government. Are you saying that president assad would know this was going on in this jail . We are totally sure that at the very high level of his government at the level of the defence minister, or the head of the army, that this is known about. We know the names of the people on the Execution Panels on some of the Execution Panels on some of the Execution Panels, we have given that information to the appropriate un bodies. Right, but that doesnt mean that assad knew . I think assad must know. I think at the highest levels of his government and if he doesnt know then that is dereliction as well. You know, he cant say, i just dont know whats going on at this level of abuse. As youve said in some of those comments, it is the executions and thats something that we at amnesty have exposed, but it is also, there is a policy of extermination going on here. The stories that i heard again and again of relentless torture every day, day in and day out, of hardly any food orany in and day out, of hardly any food or any water, no access to medicines, just sheer awful way to treat people and the numbers of people who die in and the way in which bodies are disposed of, we heard that again and again. Im going to show our audience this picture. It is of a 21 year old former syrian detainee. He lives in stockholm. If you have a look at this, the picture on the left is of Omartaken Injanuary this, the picture on the left is of omar taken in january this this, the picture on the left is of omar taken injanuary this year in sweden and obviously the picture on the right is of omar injuly 2015 in turkey, just a month after he got out of the prisoner damascus. Clearly, you can see how skelettal he is on the picture on the right. What can you tell us about him . Well, i didnt meet him. I saw the photographs of people from before and when they came out of prison and the conditions and you know, in many cases, the mental conditions too. The devastation that that experience, sometimes going on for yea rs, experience, sometimes going on for years, had had on people. It is a massive prison. Its 20,000. People are packed into rooms. Absolutely packed. Theyre not allowed to speak. Theyre not allowed to cry out whilst being tortured or the torture intensifies. There is a real brutality thats quite spine chilling and it is continuing now. Im sure that those executions are continuing as we speak. So what should happen to president assad or whoever . Well, what should happen is the un and russia in particular should stop blocking progress at the un. This ought to be, you know, absolutely at the top of the conversations that are taking place about the future of syria. You know, it cannot be ignored, those executions are taking place i am convinced now still and it is something that there should be much more public outrage about, much more pressure on assad and certainly our document augusts of the abuses that are taking place is thorough. We have built to sell in the past, now we are building specifically for the rental market, which we think is an important market for london. It is pa rt important market for london. It is part of the solution. What is in it for you . We can manage notjust the houses but the wider estate, we are building an 86 acre estate, and we can create a great Living Environment for the long term, the best place to live in london. What is in it for you . Rent, but the key is in it for you . Rent, but the key is that we have a professional rental company. We are professional landlords. Our tenants do not pay any fees on the way in, they do not pay in victory fees, they do not pay agencies, and they get a package, including broadband. It is an important part of the picture in terms of providing new suppiy picture in terms of providing new supply, but we need to be clear on the scale, we have 11 million renters. This is helpful, and we welcome any landlord who is interested in providing good conditions, longer tenancies, and giving a good home to tenants. But the scale is very small, winnie to be realistic. What we need is change for the 11 million tenants living in private rented homes now. That change would include what . We want longer tenancies. Five year tenancies for people who are renting now, and particularly in acknowledgement of the fact that we have many more families renting with children and many more older people, so children and many more older people, so the old stereotype of renting from two or three decades ago, of Young Students in a bedsit on their way to getting a mortgage and just passing through, that is no longer applicable, it is a typically different market. That is right. We are setting out to be a professional landlord. The london market has been dominated by by to let, people who have chosen to be landlords for a short period of time, but we are a professional landlord, it is what you see in america and continental europe, the people that put the te na nt europe, the people that put the tenant and Customer Service first. At the moment we see demand is typically for a year to 18 months, but we are very open to longer tenancies. We will move with the market, and that is an important point, this is the beginning of a change in the marketplace. People have been talking about this in london for a long time, but it isnt just beginning now, and we are at the forefront of it. We expect the market to change and mature, but we set up do that. We do not know the details of the formal policy document, it is being announced at lunchtime. But the wording we think so far is that there will be an incentive to landlords to offer minimum tenancies. What might that mean . We welcome the shift in tone, it is important that the government is talking about renters. It is quite a big change. That needs to be acknowledged. Incentives are unlikely to be enough. We need much bolder action to tenants. We have families raising children in a home where they can be evicted for no reason on two months notice. Even if they are not evicted, they have to live with that uncertainty. When they have children at school nearby, they have children at school nearby, the challenge of finding a new home that will accept children that is near the school. This is a reality for many people, and what we need is much bolder action that applies to all tenants, and not just much bolder action that applies to all tenants, and notjust very much bolder action that applies to all tenants, and not just very slow reform. For people who are raising children now in a private rented home, they cannot wait ten or 20 years for the change. But we would hope to see from the government is something that helps those people right now and meet the scale of the ambition that they have set out over the past few days. Leaseholds are one of the Fastest Growing types of Home Ownership in england and wales, but in many cases leaseholders are stung for thousands of pounds in unexpected costs, as we highlighted in an exclusive report by our reporter James Longman last week. Thousands of homeowners are having the ground beneath them sold off and they may not even know about it. What do we want . Homes for britain, now new homes are going up across the country. Many are leasehold, not freehold, and the difference is crucial. The new trend is for developers to sell freehold to investment companies. Here is what is happening. A developer builds a house. It sells that house to this couple. But what it sold is the least to the house, that is time in it. A couple of years later, the developer can then sell the freehold, the ground that it is on, to an investment company. It is a way of making money on the same house twice. This whole business is worth hundreds of millions of pounds every year to the developers. I had no idea that my home was used as an trk stream for an investor. Katie was never told herfreehold would be sold off. Where did they get the figure from . would be sold off. Where did they get the figure from . I have no idea. It doesnt seem ethically right to me at all. Im not a cashpoint for somebody else and i never realised that i could be used as such. What bellway are doing isnt illegal. Some of their buyers just feel they werent clear about their plans. We asked them to comment, but they did not respond. I feel guilty for my family that ive made that wrong decision, you know, it pite not impact on my in my lifetime, but you buy a home for your children to have and you know, to give them something, you know and its a massive burden to leave for your children. We can now speak to Sebastian Okelly from the Group Leasehold knowledge partnership, whos also a former property journalist, and clair scott, who is in salford. She bought a new build leasehold property in bolton, but later encountered many of the issues also experienced by those in our report. Tell us about this property. You didnt realise you bought a interest that would see the ground rent shoot 7 that would see the ground rent shoot no, that would see the ground rent shoot up . No, thats right. We bought a house back in 2011 from a National Home builder. They offered us some money to help us get on to the property ladder because we didnt have enough deposit. The whole process went really, really well and then fast forward to 2016 last year we came to sell the house and it fell through at the last minute because of the ground rent clause that the buyers solicitors came across and basically that says that we pay £295 a year, but then it doubles every ten years. Until it gets to £9440 a year by 2060. Those solicitors told the buyers that the house was not saleable and the lease was too onerous and not to buy it. The house sale fell through. Weve inquired about purchasing the freehold. Again, from an entity we dont know who is behind it, it is just whoever the home builder sold it on to, we dont know who owns our freehold. While you were in the house, the developer sold the freehold without you knowing anything about it . I think it happened a couple of years after we bought the house. Theyjust sold it on to an investment company. No one would have thought anything of it until now. Until when you ask to buy it, the cheapest we have got it to is £40,000. Right. 50 it, the cheapest we have got it to is £40,000. Right. So what impact does this have on you . Well, we cant sell our house. If we were to sell it, we need to get rid of the lease issue and to do that youve got to buy the freehold at £40,000. Either way, you look at it, weve lost 25 of the value of our house. So do you think you will be there, you will be in that house now or what . No there, is what makes it worse. Back in september, when we had a house buyer, our buyers were pretty much moved in. They ordered furniture. They had got trades men all lined up to come and do modifications and it only fell through at the last minute and we had already completed on our next house because im actually heavily pregnant and we were looking to move to another house in an area where the schools where we wanted our child to be. So, it literally was a case of, there was about five days difference between us buying our house and our house sale falling through. So for us, were absolutely financially crippled. Riddled with worry because we have this, what should be an asset that we have been putting money into for five years is now actually a massive financial burden. Let me bring in sebastian. It isa burden. Let me bring in sebastian. It is a scandal . This plc House Builders selling these leasehold houses, 8755 of them sold and ha pless houses, 8755 of them sold and hapless First Time Buyers, coming off short term tenancy go and buy the leasehold products and then go and find the onerous ground rent terms. And their solicitors not doing thejob that terms. And their solicitors not doing the job that theyre supposed to do . Many of them have bought with solicitors recommended. I cant stress this strongly, do not ever employ a solicitor recommended by a developer. Always choose a different one. That in itself is disqualification. It will be addressed in the white paper. The housing minister talked about it last week. I dont think there will be legislative action banning leasehold houses. There are certain circumstances where youve got to build leasehold houses where a developers doesnt own the land for example, but as a practise, i think it will be strongly discouraged, one of the main plc House Builders has stopped doing it from 1st january as a result of our efforts. Good. Others have got to follow. The help to buy scheme where taxpayers are under writing peoples mortgages to buy these flawed, predatory products will also have, it is something that ministers can do just to stop that. I think throughout your programme, the one thing that hasnt been brought up in the housing is that english housing, uk generally, but english housing, uk generally, but english housing, uk generally, but english housing, has this awful speculative element to it of a get rich quick element in housing and in leasehold, you see this very clearly. We re told leasehold, you see this very clearly. Were told that freeholds are own by pension funds. Rubbish. Many of them are owned by shady companies, where the directors are hidden by Nominee Directors or they are hidden by Nominee Directors or they a re owe hidden by Nominee Directors or they are owe owned off shore. It is this speculative element thats got to end in british property. Well, thank you for making that point. The high court in london has begun considering a case aimed at stopping british arms being used by saudi arabia to attack yemen. Tell me what you have witnessed. Well, what i witness in my country which is very poor. The situation is very, very bad. People are in need for humanitarian assistance. There are casualties every day. People die in almost every day. People die in almost every place of the country because of various reasons. It is either because of the conflict or because of lack of humanitarian aid. There are protection challenges. The Health System is collapsing. Lets say it has already collapsed. We have nutrition challenges all across the country. Children are dying of hungerand the country. Children are dying of hunger and lack of Proper Health services. We also have problems in education and people now have no schools. There are Seven Million children that have no access to education. I cant say that the situation in yem i can say that the situation in yemen is very, very dire and people are in immediate need of assistance. If britain doesnt sell arms to saudi arabia, somebody else will . It is the same argument which could be used to justify selling weapons to iran or russia or north korea or anybody. Iran are on the other side. From a british point of view, you could say there is some kind of strategy in order to maintain our influence there over and above iran .
