The un said today the disaster could have been averted had there been better forecasting and proper maintenance of the two dams that failed. Up to 20,000 people are now feared dead in libyas devastated city of derna, but it may be weeks perhaps months before the final death toll is determined. The waters have dispersed the corpses over tens of kilometres of the coastline. Though beyond the dead and the missing, the main concern now is for those who survived.
