It can surge back at breakneck speed and threaten hospitals and health systems. Wales announces a firebreak lockdown from friday, forcing almost everyone to stay home for two weeks. As Anti Government protests in thailand enter their fifth day. Police threaten to shut down several Media Outlets for spreading what they call distorted information. French police have arrested 15 people during raids of suspected islamic radicals. Three days ago, a teacher whod shown cartoons of the Prophet Muhammad to his students was beheaded in a paris street. A source close to the inquiry has told the bbc four people in custody are children, suspected of being paid to point out the victim. And heres the French Interior minister earlier. Translation starting this morning, after the Defence Council meeting, Police Operations have been under way and will take place in the coming hours and days. I cant tell you more on it, but theres a lot of them. They concern tens of individuals not necessarily linked to the investigation, but to whom we want to clearly send a message, the same one that the president has said during the Defence Council not one minute of respite for the enemies of the republic. The official reaction is going much further than just raiding the homes of potential suspects. Were told 51 muslim associations in france are under investigation, including this one, the collective against islamophobia. Government ministers accuse it of being hostile to france. Its website says its a Human Rights Organisation Whose Mission is to combat islamophobia. Well, were told that after these raids, 80 people are being interviewed for alleged hate speech. Heres the interior minister again. Translation ill still bring up the fact that i agree with the idea that this incident has been fuelled by hate on social media. You know, whats striking in this story is that we see well how politicised islam isjoining up with radical islam to lead to terrorism. Often, we hear that, yes, theres terrorist radicalisation, but on the other end, its not because people advocate for politicised islam that they are terrorists. The teacher who died was samuel paty. According to prosecutors, an 18 year old suspect who was born in moscow with chechen origin travelled from his town in normandy to mr patys school in paris and asked students to point out the teacher. After the attack, he was shot dead by police. For more on the investigation, heres hugh schofield. These are people who are associated quite more broadly with what the government is identifying as the radical separatist Islamist Movement in france. That was already in the firing line of president macron and the government before fridays attack. But how much more so now . And with the government wanted to be seen to be reacting in a very tough way, what its doing is accelerating measures which maybe were in line anyway to clamp down on associations, structures, persons who it accuses of fostering behind the front of humanitarianism a kind of anti french separatist feeling inside the country. As you can imagine, this murder has shocked france. This was paris on sunday when thousands joined a rally in his memory. There were rallies in other cities, too. And the tributes continued today. A nationwide minute of silence was observed at midday. This was poitiers in western france. Frank gardner, our security correspondent is with us. What you make of the rage today . The french government is acting very forcefully because they are outraged. They say fear is on all sides. There are many suspects on their list of interest as there will be called over here and in some extent they were using is as quite an opportunity to arrest and at least attain people they have suspicions about. The broader picture here is it france is very much in the front line and very much in the sites of both isis and alqaeda supporters. Now that caliphate of course was extinguished in march, that caliphate finished in syria in march last year. But digitally and in cyberspace it continues. There was a message only yesterday from its leadership trying to encourage its supporters to carry out more attacks and france is very much enemy number one for them. And why is france enemy number one . Why do isis and alqaeda consider it more of a target than other European Countries . Partly due to domestic policies in france and some of the statements. The fact that this is a country that of course enjoys free speech but what is one persons free speech but what is one persons free speech can often be another persons absolute visceral insult. And a numberof absolute visceral insult. And a number of people continue to be very insulted by the Charlie Hebdo cartoon to continue to depict the Prophet Muhammad. And they are also very involved and molly, a region in we st very involved and molly, a region in west africa and also the region outside their involving niger. It is also pushing back against alqaeda inspired groups there. Some both domestically and internationally, it is targeting but also not the only one. It is one of many western countries still in their sites. To what degree does france have its own strategy in combating this kind of threat and to what degree is accorded across the eu . As a post colonial power, france has maintained garrisons in a number of countries across africa and to that extent its very visible. Domestically, it coordinates very closely with intelligence agencies across europe, particularly the uk, so across europe, particularly the uk, so for example britains mi five has people who spend a lot of time talking to them in paris and vice ve rsa talking to them in paris and vice versa and they share a lot of information. They pool their resources to some extent. But france dont forget as well as the uk and germany and spain and sweden have all suffered major attacks in the la st all suffered major attacks in the last five years in their cities. For example in nice there was a man who drove his glory down the street killing over 80 people. It is often very difficult to necessarily head off these attacks because in the old days it would be big coordinated plans involving a lot of people, often traced back to the territories like pakistan but that is not the case much these days. They are often self us by people who have radicalised themselves over the internet and decide one day they are going to do something and you cannot tell when they are going to change their minds in their had to take up a violent their minds in their had to take up a viole nt course their minds in their had to take up a violent course of action. Frank, as ever, thank you very much indeed. In the uk, wales will go into a two week lockdown beginning on friday. Remember, that while many policies are set by the uks Central Government in london, the governments in scotland, wales and Northern Ireland run their own Health Care Systems. And that means they have the power to set their own coronavirus rules. The so called firebreak lockdown in wales will last two weeks. All but key workers must stay at home, all nonessential businesses must close and household mixing is banned. Heres hywel griffith. Stay at home three words that brought life to a stand still in spring, now an instruction for wales in autumn. This cafe bar in cardiff will close. The government says people must be confined to their houses again for a fortnight to stop the virus spreading. A firebreak period is our best chance of regaining control of the virus and avoiding a much longer and much more damaging national lockdown. The window we have within which to act is only a small one. Many had anticipated the news, but its split opinion. This couple are divided. What concerns me is its blown out of all proportion. It doesnt seem to make a blind bit of difference, these lockdowns. If it has to be done, it has to be done, because ive been looking at the numbers closely and they have gone up really quickly. Elliott, the manager here, he is frustrated that in summer the government was encouraging people to go out. Now its shutting them in again. Weve had many more customers than we wouldve expected through august coming in in a time when the virus is spreading, and i think its irresponsible on the part of the government and its led to this. Now we have to suffer after we followed the rules. Across wales, halloween is cancelled, bonfire night too, but while coronavirus case numbers are high here in cardiff, over in pembrokeshire, there are far fewer signs of a second wave, and questions over why here too they must shut down. I dont think its fair that were being locked down with the rest of wales. We have very low numbers, weve all been very careful in these small rural communities, and weve just done everything as carefully and safely as we can. The Welsh Government warns it must act to stop hospitals from being overwhelmed. Last week, the number of covid related patients rose by 50 . This new intensive care unit will open in the lockdown. They desperately want to avoid cancelling elective care. Kind of preparing for the worst. Weve dusted back off our surge plans. Weve got all the spare ventilators back out the cupboard, but its with a heavy heart, and we think, last time we turned the whole hospital off pretty much. Every spare member of staff was brought to itu and retrained. Theyre busy now, theyre busy in theatres doing operations, we dont have that luxury again. Businesses will need a lifeline, too. This brewery has 160 pubs, but they didnt all survive the first lockdown. A lot of beer has just gone down the drain. Tragically, about 100 people have lost their jobs. Now the boss is worried this short sharp shutdown may be followed by several more. This is like sharpening a pencil. If you keep sharpening the pencil, in the end theres nothing left. You know, you cantjust keep chipping away at an industry, knocking it down, expecting it to get back up again in great shape. Every time we lose turnover, we lay off people, we have to close pubs, sell pubs, the business gets smaller and weaker, and thats notjust us, it will be affecting everybody in this sector. A firebreak can only slow, not extinguish the danger. Lives and livelihoods depend on its success. The latest on the pandemic. The number of confirmed cases in the world has reached a0 million. Almost 5 million of them are in europe, and the infection rate is rising. Well start with the world health organisation. Its director general has been speaking today. Im afraid hes warned that theres a long way to go. I know there is a fatigue, but the virus has shown that when we let our guard down, it can search back at breakneck speed and threaten hospitals and health systems. Different countries are using different methods to try and tackle the second wave. Belgium has begun its second lockdown today. For each of the last three days, its recorded more than 10,000 new cases. Factor in its population, and it has one of the highest infection rates. Thats feeding through to hospitalisations, which are up 100 week on week. And the Health Minister is using stark language, saying. A midnight to 5am curfew has been introduced, and restaurants have been ordered to close for four weeks. Heres one Restaurant Owner in brussels. Translation we dont feel considered, and it hurts my heart. Im so sorry, but i cant take it any more. Gavin lee is in brussels. Picking up on the clip we heard they are, is there a broad consensus behind these measures . Just about hanging together because bear in mind for the decision to go into play in the first scenario took hours and hours because this is a Coalition Government forced after more than a year. You have four parties in 40 groupings so they have a coalition with some saying this is going too far and some in the palooka grouping same it is not going far enough palooka grouping same it is not going farenough and palooka grouping same it is not going far enough and they bridged about this agreement that is Holding Together so far. So they say for the next month the restaurants and cafes and bars will be closed and mention and bars will be closed and mention a curfew until midnight from 5am and liberal say the curfew should be more like 9am and will that make a difference from midnight. But it will still be hard as he heard from the bar owner there and go about what you mentioned, the idea that belgium is facing a tsunami of cases. And we heard from the Health Minister saying that this is because you have two particular areas, you have brussels and you have the south of belgium the french speaking part where they are amongst the most dangerous areas in Europe Region elite for the highest speed of clusters of cases. He said is twice the amount you are seeing in paris right now. If you look at belgium as a whole, it is up there with a towable of number cases with 8000 on the day and 10,000 in the past three days and that is four times compared to two weeks ago and the hospitals are feeling the pressure. We are having hospitals in multiple areas sending patients elsewhere and getting towards a saturation point and for the first time ive heard, hospitals in other areas are saying we will not take extra patients was up we will not take extra patients was up we have to look at our own. So thatis up we have to look at our own. So that is belgium. Stay with us and we will look more broadly at europe. Gavin has alluded to other situations. Italy has announced new restrictions as cases surge. Almost 12,000 new cases were confirmed on sunday. Thats a new record for one day. The previous record was saturday. Italian mayors will have the power to close public areas at 9pm, and there will be further restrictions on restaurant closing times. Conferences and festivals will be suspended, as will amateur contact sports. Heres the Prime Minister. Translation these new measures will allow us to face this new wave of infections that is severely affecting not only italy but all of europe. We cannot waste time. We have to act by putting in place all the necessary measures to avoid a general lockdown. Next france, where there were Record Numbers of confirmed cases over the weekend, with close to 30,000 on sunday. Last week, the government set a 9pm curfew in nine major cities across the country. In germany, there was also new Record Number of infections over the weekend. Angela merkel has urged people to stay at home and avoid travel if possible. But remember, cases in germany are still relatively low compared to others in the region. The Czech Republic will decide whether it will go into full lockdown in two weeks. It continues to have one of the highest infection rates in europe, and most of the hospitality sector is already closed. Next to poland, where in recent weeks, there have been new records in cases and deaths. The Health Care System is under strain, and the government has announced it will turn this building, the national stadium, into a temporary hospital with 500 beds. Gavin lee is back from brussels. If you go back to the spring, we talked about how the European Countries were not coordinated in a great deal in their response to covid 19. Kimmich said that has really changed . Covid 19. Kimmich said that has really changed . Interesting because go back a few days ago and we heard from the European Commission president before she went into isolation a second time christopher and her tested positive and she has had said there needs to be more european cooperation. Working out notjust strategies for european cooperation. Working out not just strategies for working out with each other on what travel zones to accept in terms of those who have to accept in terms of those who have to quarantine and those who dont. It still is not there. It is still largely country to country put in their own Health Policy in place and there are all variations. You mentioned italy with the Prime Minister having that strip a policy in place on friday and if you are a local mayor you can close squares and the germans are doing it region by region. We are seeing in one part of bavaria today will be a lot of them because they are seeing about 232 cases per 100,000. They have lost the Contact Tracing system so different regions doing different things. But i think we are still quite a long way from any sense of getting together and passing on to it. One thing i do notice is to briefings. The sharing of medical equipment has gotten so much better. Germany is sharing equipment and also use the eight delay effect. The netherlands closing bars and restaurants last week and belgium does the same thing. There are bits of advice that each country is looking from one another. Gavin, thank you very much for your time. An investigation by bbc arabic in sudan has uncovered systemic child abuse inside islamic schools or khalwas. It found boys as young as five being chained and beaten by the religious men in charge. For 18 months, a team has filmed inside 23 schools across sudan. Reda el mawy sent this report a warning, his piece contains disturbing pictures from the start. This is what happened to this 14 year old when he tried to run away from his islamic school. Beaten and then tar put on his wounds. There are 30,000 islamic schools in sudan. They are also popular in nigeria and kenya. Once like this arm so nigeria and kenya. Once like this arm so the british for providing Free Education and guidance. But there have been increasing reports of violence against children. Sudanese journalist went undercover for 18 months for bbc news arabic to investigate reports of widespread abuse. We saw children shackled like animals. They could be in chains for weeks at a time. In many schools we saw how children we re in many schools we saw how children were brutally punished for misbehaving or making mistakes reciting the quran. We had filmed inside the school where mohamed was brutally beaten. It was the worst we had seen. With more children chained than any other school we visited. It even had a prison. Students told us rape and sexual abuse were carried out by older students. We took our evidence to the sheik in charge of the school. When we asked for the allegations of rape, the mood changed. The sheik died seven months after this interview. The new head of the school says beating and chatting will not be tolerated. Sudans new government says it will introduce reforms to tackle abuse and islamic schools. Mohameds family are pressing charges against the man accused of beating him. Their son is now slowly recovering. The scars on his body may heal him about his family are worried the trauma could last far longer. Anti government protests in bangkok are into a sixth consecutive day despite of an increasingly tough response from the authorities. The protesters want reforms to the constitution and the monarchy, but the authorities have now threatened to close four Media Outlets for spreading what theyre calling distorted information. Heres the thai police explaining why. The committee will examine information that contains of media, documents and other electric information which affects our security. The Committee Also has the power to monitor and to investigate those behind distorted content providers. The Prime Minister has also called for parliament to be recalled to discuss the situation. Translation the government has been trying to compromise as much as we can. Were just asking people not to do any wrong and not to destroy the government or peoples property. We have esspecialy been asking groups to avoid quarrelling amongst each other. But what the government needs to do is to protect the monarchy. Already dozens of activists have been arrested, and the authorities are now threatening people with two years in prison for sharing a selfie at a protest. Despite that, were seeing scenes like this. This was central bangkok a few hours ago. And while these protests have escalated in the last week, there have been over three months of protests. One of their demands is that the Prime Minister Prayuth Chan O cha, hes a former army general who took power in a coup in 2014. Another demand is new curbs on the power of the monarchy. Bear in mind, criticising the thai monarchy is punishable by long prison sentences. Jonathon head is in bangkok. These protests led most of my young people, students, even school children, have been going on for more than three months now, sparked by a number of factors. The covid 19 economic crisis, a decision to ban of a popular Political Party voted for in particular by young voters last year, the kings decision to stay in germany at great public expense throughout the covid 19 crisis and the abduction and presumed murder of an anti military, anti monarchist activist in july. All of those set off this movement that for the first time has zeroed in on the monarchy, traditionally an institution which has been above reproach, untouchable, protected by very harsh laws, but these youngsters have said we want to talk about the power and wealth of the monarchy. And having broken the taboo, its now being talked about everywhere at these many rallies that take place. Now over the last week, with the ling in the country of the government declared a state of emergency, banned public gatherings, arrested a lot of the protest leaders and warned others not to come out. That tactic has completely failed. Weve seen the young protesters borrowing a lot of ideas from what we saw in hong kong over the last year, using messaging apps, not having identifiable leaders and organising spontaneous flash mob like rallies at different locations, moving faster than the police can get there to stop them. Thats been happening over the last five days. Its continued through today. Now the authorities are talking about trying to censor the media, try to censor the internet, but you have the impression of a government that simply doesnt know what to do in the face of such a widespread rebellion by an entire younger generation. Stay with us for more on the uk and eu trade talks. Hello there. Some big differences in the weather this week. A lot more unsettled than what it was last week. Weve got a series of low pressure systems waiting in the wings across our shores to bring spells of wind and rain. But with the wind coming in from the south or south west, it will be much milder across all areas. You can see an area of low pressure has been affecting the north and the west of the country to today. Its been very wet in Northern Ireland. Lots of isobars in the charts. The wind from the south, a dry direction. Its been a dry day, but through the night, we will see this band of rain move eastwards, a little bit drier for Northern Ireland but it stays very wet for scotland, particularly western parts of scotland. Notice the temperatures, double figures for most, so quite a mild night despite the strong breeze. Into tuesday, that rain clears away from east pretty quickly, a brighter day with sunshine, but we will see lots of showers developing, a whole cluster of them moving up the irish sea affecting western wales, western england, Northern Ireland, southern scotland. Some could be heavy with a rumble of thunder and longer spells of rain. Wet and windy for the far north of scotland but, actually, a windy day for all areas, with gales around irish sea coasts. Note the temperatures 17,18, maybe 19 in hull. That pressure remains confined to scotland, and this could be a deeper feature, quite a bit of uncertainty on it northwards and westwards. It does look like at this stage, some pretty heavy rain in parts of england and wales, especially towards the south, and theres just a chance of seeing a very windy weather across the south and south east, certainly one to watch. Further north, there will be some sunshine around, but still that every of low pressure to the north, so wet for scotland. 14 to 17 18 degrees. Very mild, very unsettled for the next few days. Something a little bit quieter on thursday. A brief ridge of high pressure. It looks like it will start to get wet and windy again as we head on into friday. Hello, im ros atkins. Welcome back to outside source. Our lead story comes from france. Police arrest 15 people in raids on suspected islamic radicals three days since the horrific beheading of a teacher in paris. Translation they concern tens of individuals not necessarily linked to the investigation but to whom we want to clearly send a message, the same one that the president has said during the Defence Council not one minute of respite for the enemies of the republic. A source tells the bbc four people in custody are children, suspected of being paid by the killer to point out the victim seen here before he was attacked. Its been a confusing day on where the uk and the eu stand on brexit trade talks. We will update you on the latest on that. And why theresa may has been showing her displeasure by pulling faces in parliament. The us election is 15 days away, but a record 28 million ballots have already been cast. Well tell you why tiktok is in the spotlight again over the us election, after videos like this appeared on its platform. 15 days until the us election. And remember, voting is already under way. Many states allowing postal and in person voting ahead of election day itself. And today, six more states opened their ballots for in person voting arkansas, idaho, north dakota, colorado and florida. Those last two crucial Battle Ground states which could decide the winner. And katty kay is in florida today, watching early voting in miami. I woke up this morning and i was expecting a nice florida sunshine day. It wasnt like that. It was pouring with rain and howling with wind, and so i assumed perhaps people wouldnt have turned out. But we were here when it opened at 7am at this polling station and the line went around the block, people incredibly enthusiastic to get out on the first day of polling. I spoke to one state representative, a democrat, who said to me he always votes on the first day of polling, he likes voting early, but he had never seen a line before, so that would imply that enthusiasm is up. Ive spoken to both democrats and republicans during the course of the last couple of hours, people voting forjoe biden, people voting for donald trump. They dont agree on very much, but they do agree on this one thing, that florida is on a knife edge. A record 28 million ballots have already been cast across the us. So far, democrats appear to be leading the way in some states. Our north america correspondent Anthony Zurcher drew our attention to nevada. Hillary clinton won the state narrowly in 2016. Early voting began there saturday. Nearly half of those whove voted so far more than 49 are registered democrats. 28. 5 are registered republicans. The rest arent registered as being supporters of either party. About 12 of all registered voters have voted so far. Lets bring in anthony. Just to be absolutely clear, those figures do not mean 50 of people in nevada are on course to Supportjoe Biden . Not mean 50 of people in nevada are on course to support joe biden . No, it does not comment means 50 of people who are registered democrats have cast ballots. Nevada is one of those states where you can kind of draw a correlation between people who are registered democrats and voting for the democrats and richard republicans voting for the republicans. In other places, like pennsylvania, you saw people registered democrats in Rural Counties casting ballots over wembley for donald trump and so does not apply when youre looking at these early returns in some states but in the vatican at the very least, you can start to look at those results and say, exult looking better for the democrats. Those results and say, exult looking betterfor the democrats. You can also look at the results and see a lot of people are voting by mail, not in person, which is a frenetic we are seeing play out across the country. And anthony, can we say that the earlier people vote, the more likely they are to vote in a crowd or republican . more likely they are to vote in a crowd or republican . I think right now, we are seeing crowd or republican . I think right now, we are seeing turnout up in early voting among democrats more than republicans, and part of that could be enthusiasm, it should be democrats just want to get out there after four years democrats just want to get out there after four yea rs of democrats just want to get out there after four years of Donald Trumps presidency, to cast their ballot as soon as presidency, to cast their ballot as soon as possible, or it also could be something to do with the messaging that is coming from democrats, that its important to vote early and by mail. Meanwhile, down from his office and people should vote in person on the day of the election, so to be republicans are heating this and waiting until election day to actually cast their ballots. And just briefly, if you would come anthony, were into the penultimate week now. What headlines would you pull out of the week ahead in terms of activities from the two candidates . The fixing to circle on your calendars, thursday night, the final debate between donald trump and joe biden. Joe biden has been focusing on debate prep. He actually does not have Public Events this week, donald trump is in a bunch of states, but tens of millions of people will be watching on thursday night. This is the last big set piece of this election campaign. Anthony, vicki thank you very much indeed. Whether youre watching on bbc news or online, you will be able to watch that debate, the last one. The outcome of the american president ial elections will have a major impact notjust on the us but around the world. This week across bbc news, we are going to explore whether President Trumps America First strategy has changed the world, and what the result of the election will mean for americas friends and foes. Our first stop is in asia, where Rupert Wingfield hayes looks at the impact the Trump Presidency has had there on the regions security. On october 1st last year, china put on this extraordinary display of military might. Its legion of disciplined soldiers, its new stealth drones, its hypersonic cruise missiles. This is a force that military experts say is designed for one purpose, to give chinas leaders the ability to take on and defeat the United States. This has happened much faster than anyone expected. For the past 20 years, the main question that most people ask is, will the United States defend its allies and partners . As the Chinese Military becomes more advanced, the question has shifted from will they . To can they . The us has around 80,000 troops and 25 ships based in asia most of them here injapan. From here, the us navy has dominated the western pacific for the last 75 years. It hasnt faced a so called peer rival since the end of the cold war, but now in the shape of china, it very suddenly does. The question for the next us president , whether it is trump or biden, is stark. Is the us now ready and willing to take on the challenge from china . In the South China Sea, the challenge to American Naval power is already under way. In 2012, china took control of a coral atoll called Scarborough Shoal off the coast of the philippines. Soon after, it began constructing three huge artificial islands and building runways. These are places where the chinese have been doing. In 2016, we flew over a place called mischief reef, to film the massive construction effort going on there. Captainjames finnell was the head of the us Naval Intelligence in the pacific and he watched it happening with growing frustration. What happened at Scarborough Shoal from april to june 2012 was americas biggest Foreign Policy failure in asia since our helicopters took off the roofs of those Embassy Buildings in saigon in 1975. It was a disaster, and it really had a debilitating impact on Americas National credibility in asia when we didnt do anything to defend the philippines. But experts say, for chinas president xijinping, the South China Sea isjust the beginning. His ultimate goal is taiwan, a vibrant democracy of 24 million people. It almost doesnt matter very much what taipei or washington will do about taiwans security. Xijinping wants taiwan back and xijinping wants taiwan back before he hands over power to whoever comes next. The headaches for the next us president do not end there. This is north koreas latest mega missile, revealed at a huge parade on october the 10th. If pyongyangs Nuclear Ambitions are not stopped, some think others in asia could go nuclear, even south korea and japan. They are concerned about a future east asian order that has both china, russia, and north korea all with nuclear arms against south korea and japan. But the biggest challenge facing the us is still xijinping. The chinese leader has perhaps ten or 15 years to complete his mission to unify all of chinas lost territories. How will the us respond . That is the question facing the next us president , whoever it may be. Rupert wingfield hayes, bbc news in tokyo. Shirley lin is a professor at the university of virginia and author of taiwans china dilemma. She explains why people in taiwan would prefer donald trump to remain president. Many people have seen the recent poll that more taiwanese hope for trump being elected then biden, one of the few asian countries. Only hong kong is close to that. And that is because, of course, under trump, there seems to be a lot more of upgrading of relationships with taiwan and prioritising taiwan as a partnerfor the United States. But trumps unreliability, or unpredictability, has made the taiwanese very worried. And the debate in taiwan about the United States is very tense. The dpp, the Current Administration at present time, would seem to putting all their eggs in the american basket. Tomorrow, well hear from the bbcs chief International Correspondent lyse doucet on what the us election means for afghanistan. Every day on outside source, we bring you the news from around the world. South america now. Bolivia now and heres the latest twist in a story that dates back to a chaotic election last year. If exit polls are correct, the socialist candidate luis arce is going to win a victory for him, and just as importantly, a victory for his ally, bolivias long time leader evo morales whos in exile. First of all, heres mr arce. Translation to all bolivians, we have taken important steps, we have recovered democracy and, above all, bolivians have recovered hope. We are going to govern for all bolivians, we are going to build a government of national unity, we are going to build the unity of our country. But last year, it was this man evo morales claiming victory in an election, but then he quit over allegations of fraud and went into exile. And the situation got very tense. This was from last november. At least 30 were killed in post election violence. And eventually, the election result was scrapped. Since then, evo morales has been staying involved but from argentina. He now says hell return to bolivia but hasnt said when. Katy watson covered last years election in bolivia. Shejoins me now from sao paulo. Katy, i guess the first thing to note is the selection seems to have passed off without violence. Absolutely, then what we have also seen absolutely, then what we have also seen is that as you mentioned, the exit polls, they come out, but the official count, the votes are still being counted, because over the weekend, the electoral body said they would not be giving up luminary results for luminary results. They didnt want the confusion, so it would take days, so were at 25 of the vote counted, so a long way off from getting an official result. Pretty much everybody including the closest rival, carlos mesa, he has conceded defeat. And this is an opportunity to build a democracy in which the opposition has a voice. That is what is really important. Looking at those images, here what happened in the last year, it seems everybody seems to be on board to try and build a Better Future for bolivia, certainly it seems very positive for now. Lots of positive messaging, but then you have a former long time leader in argentina with a close interest in what is going on. Is he not going to destabilise those efforts of political positivity . Certainly, the opposition was very concerned and did a lot to try and make sure that the socialist party did not get back into power. That was the fear, that you vote m i reles into power. That was the fear, that you vote mireles would come back, come back to rule, and we would see a repeat of history and bolivia that evil mireles would not come evo morale us. He was careful to distance himself, luis arce, and talk about the historical role without going about his role in believe enough is to blots people asking when he will come back and what role he might play. Certainly for now, a lot of people hope that luis arce will be his own man in bolivia. Several things to watch there. Thats katy in sao paulo. Next on outside source. Still to come tiktok removes a number of videos with anti trump materialfrom its platform following a bbc investigation. Well explain why. Ministers in the Irish Government are meeting to decide whether to move ireland into the highest level of coronavirus restrictions. Our ireland correspondent emma vardy reports. Counties along the irish border have been some of the worst affected as cases of the virus have climbed for a second time. For micheal, who doubles as a funeral director and shop manager in the village of inniskeen. Hello, good afternoon. How are you doing . The virus is feeling increasingly present. Its coming very close in the local community here. Its coming practically nearly to every house. Well, ireland has a tiered system. This county is in tier 4. And people have been told theyll have a few days to prepare if they move to tier 5, the highest level of restrictions and close to where things were back in march. Tonight, they are expected to close businesseds. A new tonight, they are expected to close businesseds. A new wave began on friday. Its getting things right, and this is complicated. Theres a huge amount of implications for peoples everyday lives. I think its appropriate that we try and get the arrangements and the details right in that time. But while the republic of ireland is expected to keep schools open, Northern Ireland, which has some of the highest levels of infection in the uk, closed schools from today, an extra week on the half term break. Certainly if this break was to continue beyond two weeks, i think the pressures that would be brought to bear would be enormous, to try to say can we really have to make a change for this year because its just proving to be impossible to provide those children with the level of education that they would require. In the irish counties with the highest rates of infection, food and hospitality businesses are already shut. But the government believes these localised measures arent working. So, tonight, much more of ireland is braced for a near total return to the lockdown of before. Im ros atkins with outside source. Our lead story French Police arrest 15 people in raids on suspected islamic radicals, three days since the horrific beheading of a teacher samuel paty in paris. Now, lets turn to brexit. Its been a pretty confusing day as we try and assess where the uk and the eu have reached with their trade talks. On friday, the uk government suggested the formal negotiations were over. Then, today, we had this tweet from the eus chief negotiator michele barnier. He says hes spoken to david frost the uks brexit negotiator and confirmed that the eu remains available to intensify talks. That phrasing is key because london was asking for exactly that. Mr barnier also said the talks could be based on legal texts. Thats another step forward which the uk has been asking for. So, possibly significant. This was the reaction from senior cabinet minister and leading Brexiteer Michael gove in parliament. As a result of the Prime Minister standing firm, in defiance of criticism from some in this house, it appears, it appears at this stage that the eu have moved in a way which intensifies talks and sees legal text being exchanged. I sincerely hope thats the case. Well find out more in the days ahead. But that doesnt actually mean the talks are back on. Downing street then put out a statement, saying, the uk continues to believe there is no basis to resume talks unless there is a fundamental change of approach from the eu. Lets get some help on this. Jessica parker is in westminster. Its getting awfully complicated, but help us understand what it is that number ten once before it is willing to formally sit down again. I think critics of the government will look on this to see, wonder whether there is a little bit more sabre rattling going on, because as you say, michael gove stood up in the house of commons saying that the eu had not engaged properly in discussions, they would not look at legal texts, and then on twitter, Michel Barnier says they are willing to dojust Michel Barnier says they are willing to do just that. Michael gove appeared to welcome it in the commons cautiously, suggested that the uk governments from position, as he put it, would mean that the eu had moved, then we had got this statement from downing street suggesting that, yeah, we note what the eu have said, but the issues, things they disagree on, until the eu changes is busy on that, there is no point in resuming intensive talks changes its position on that. However, at the bottom of the statement, it did say the two sides would keep in close touch, so there included discussions going on for some the extent to which those discussions actually fully negotiations, we will have to see over the coming days. 0k. Ok. Stay with us, jessica, because i wa nt to ok. Stay with us, jessica, because i want to show you this clip of the former Prime Minister theresa may asking mr gove a question in parliament about the uks security if it leaves the eu without a trade deal. Remember, she was ousted and replaced by borisjohnson over her brexit deal. The eu are insisting that before we have systems like the schengen information system, we have to accept the jurisdiction of the European Court ofjustice. We cannot accept that. The second thing i would say is that there are many, many areas in which we can co operate more effectively to safeguard our borders outside the European Union than we ever could inside, through a variety of methods and arrangements open to us, open to border force and open to our security and intelligence services. We can intensify the security that we give to the british people. Theresa may at the end there, she has been trending on twitter for the last few hours. She did not look very impressed, did she, jessica . She did not look at all impressed. It was the most remarkable of that whole statement, a former Prime Minister and a former home secretary raised the issue of the access our Law Enforcement agencies will have to certain important data Going Forward , to certain important data Going Forward, and she was not remotely impressed with the Cabinet Office minister, michael gove, the response there, clearly signalled with her facial expression, so it is quite interesting because when theresa may was Prime Minister, she was sometimes criticised for being a bit too wooden but perhaps she is enjoying her liberation as a backbench mp, clearly not afraid in that instance to make your feelings known. Jessica, thank you very much indeed. Plenty more akron on those trade talks plenty more background. Back to the us election. A bbc investigation has found creators on tiktok have been posting material thats anti President Trump without disclosing that they were paid to do so by a marketing company. The company paying them is bigtent creative. Its website says the company aims to create new ways for genz and millennials to engage in politics and campaigns for increased voting. I dont want to make everything political, but we have to vote also, some of these videos call for President Trump to be voted out of office again, without the creators disclosing that they were paid. She is with us live. First of all, sophia, what has bigtent creative said about these allegations . They have said their definition of an add is not consistent with tiktok cosmic definition. They have said they are financing creators in the way that paid canvases might work for a nonpartisan organisation. In tiktoks eyes, however, these videos have beenjudged to be in a fraction of their Committee Guidelines around political ads. Tiktok band political ads. In one instance, in the nonpartisan videos, they are not disclosed any money has exchanged hands, and thats what tiktok has a problem with regarding them. Regarding the videos they call for President Trump to be voted out of office, it does consider those to be a political ads. But i suppose that the number. You got to really closely defined what political is, which is a gnarly issue. It is a really gnarly issue. Tiktok satan or guidelines this is not only regarding ads on their formal advertising platform, they do say it includes paid partnerships too. People who pay contact creators content creators. It is how well Companies Like macro to inform creators about these guidelines that is come into question here. And you made a new document tree about tiktok and the election for the bbc world service, but how do we assess quite how relevant tiktok is to have this election goes a new documentary. It is really difficult, for external organisations to search through and investigate macro because of the infant chapter on the app. The same goes for instagram. It is really difficult for people like me to manually scroll for hours, getting into tiktok communities and finding about the information is. A lot of it has been from conversations i have had with creators and knuckling down into these hashtags and find out what is going on. I tend to go on view cou nts going on. I tend to go on view counts and what people seem to be talking about, and other than that, it is challenging. Interesting. Sophia, thank you for coming on. If you want to find out more about the role tiktok is playing in the us election, sophias documentary for the world service, is available online. Remember as well, a lot of Information Online on the election on the bbc news website. 15 days to go. Im sure well be talking all about it a lot. Hello there. Some big differences in the weather this week. A lot more unsettled than what it was last week. Weve got a series of low pressure systems waiting in the wings to move across our shores to bring spells of wind and rain. But with the wind coming in from the south or south west throughout this week, it will be much milder across all areas, certainly for a time. You can see an area of low pressures been affecting the north and the west of the country through today. Its been very wet for Northern Ireland, in particular western scotland. And lots of isobars on the chart, so that breeze is continuing to pick up from the south, always a mild direction. Its been a dry day, though, for much of england and wales, but through the night, well start to see this band of rain spread its way eastwards across wales and england, park itself across Eastern England by the end of the night. A little bit drier for Northern Ireland, but it stays very wet for scotland, particularly western parts of scotland. Something a bit drier across the south west. Notice the temperatures, double figures for most, so quite a mild night despite the strong southerly breeze. Into tuesday, then, that rain clears away from east pretty quickly. A brighter day, then, with some sunshine, but well see lots of showers developing. A whole cluster of them moving up the irish sea affecting western wales, western england, Northern Ireland, southern scotland. Some could be heavy with a rumble of thunder and merge together to produce longer spells of rain. It stays wet and windy for the far north of scotland, but actually a windy day for all areas, with gales around some irish sea coasts and into the south west. But note the temperatures 17, 18 degrees, maybe even 19 there in hull, much milder than it has been of late. That area of low pressure becomes confined to the north of scotland through wednesday, and then well look at another area of low pressure moving up from biscay. And this one could be quite a deep feature, still a bit of uncertainty on its northwards and westwards extent. But it does look likely at this stage to bring some pretty heavy rain to parts of england and wales, especially towards the south. And theres just a chance of seeing a spell of very windy weather across the south and south east, too, but certainly one to watch. Further north, therell be some sunshine around, but still that area of low pressure in the north, so wet for northern scotland. Quite windy and cool here, but very mild further south, 14 to 17 or 18 degrees. So, very mild, very unsettled for the next few days. Something a little bit quieter on thursday. Were in between weather systems, so a brief ridge of high pressure. And then it looks like itll start to get wet and windy again as we head on into friday. This is bbc news, im james reynolds. The headlines at 8. Wales will go into a short, Sharp National lockdown from friday the two week firebreak means all non essential businesses will shut and households will be banned from mixing anywhere. A firebreak period is our best chance of regaining control of the virus and avoiding a much longer and much more damaging national lockdown. Theres anger at the blanket approach in some parts of wales like pembrokeshire where infection rates are very low well be speaking to the local mp stephen crabb. I dont think it is fair that we are being locked down with the rest of wales. We have very low numbers. We have all been very careful in the small rural communities. No agreement after days of discussions between the government and local leaders over moving Greater Manchester into
