Our science correspondent pallab ghosh has the details. The nhs is scaling up its immunisation programme. Ten new Mass Vaccination Centres open today, bringing the total to 17. Medical staff have so far been giving jabs to the two groups on top of the governments priority list. Care home residents and their carers, and to the over 80s, as well as front line health and care workers. They remain the priority. Vaccination sites that have enough supply and capacity will now be allowed to offerjabs to the next two groups on the list, the over 70s and the clinically extremely vulnerable, such as people who are receiving Cancer Treatment or have severe respiratory disease. The move is in line with the government plan to vaccinate around 15 million of those most at risk from coronavirus by the 15th of february. Its not going to be the case that on valentines day, or the 15th of february, with one bound we are free, but, equally, i dont think that we will be having to wait until the autumn. I think somewhere between those two. Subject, of course, to this uncertainty about new variants of the coronavirus. And it will be very important that we dont see those taking off in a way that undermines the effectiveness of vaccines. From today, people coming into the uk from anywhere must quarantine for ten days upon arrival. If they pay for a covid test after five days and get a negative result, they can leave self isolation early. The rules apply to airports, eurostar and seaports, but not people travelling within the uk or ireland, or some jobs like hauliers. Also from this morning, the requirement to show a negative covid test less than 72 hours before coming to the uk kicks in. The suspension of travel corridors, which removed the need to quarantine upon arrival from a list of places, was announced after new variants of coronavirus emerged in other countries. The trade body representing airports said it understood the reasons, but that although continuing restrictions meant traffic was already extremely quiet, the impact would be devastating. Closing the travel corridors means that we will see even fewer passengers and it dents Consumer Confidence for the future, so it adds to the problems were already seeing. Our science correspondent, pallab ghosh, has the details. The nhs is scaling up its immunisation programme. Ten new Mass Vaccination Centres open today, bringing the total to 17. Medical staff have so far been giving jabs to the two groups on top of the governments priority list. Care home residents and their carers, and to the over 80s, as well as front line health and care workers. They remain the priority. Vaccination sites that have enough supply and the capacity will now be allowed to offerjabs to the next two groups on the list the over 70s and the clinically extremely vulnerable, such as people who are receiving Cancer Treatment or have severe respiratory disease. The move is in line with the government plan to vaccinate around 15 million of those most at risk from coronavirus by the 15th of february. Its not going to be the case that, on valentines day, or the 15th of february, with one bound we are free, but, equally, i dont think that we will be having to wait until the autumn. I think somewhere between those two. Subject, of course, to this uncertainty about new variants of the coronavirus. And it will be very important that we dont see those taking off in a way that undermines the effectiveness of vaccines. The parents of nora quoirin, a teenage girl from london who was found dead after going missing on a family holiday, say they believe more than ever that she was abducted. Nora, who had special needs, died in malaysia in 2019. Her family is appealing the verdict of a Coroners Court that her death was accidental. Theyve been speaking to ben bland. We miss nora so terribly. The grief is there all the time, every day, for all of us and her siblings. And thats just a very real part of life now. The inquest is a battle that we must continue in noras name. Nora quoirin, from south london, went missing in august 2019 in central malaysia a day after the family arrived there on holiday. Hundreds of people joined the search for the 15 year old. Nine days later, her body was found in thejungle near the resort where they were staying. Earlier this month, a coroner in malaysia ruled it was death by misadventure, suggesting nora probably wandered out on her own at night and got lost in an accident, out on her own at night and got lost an accident, rather than a crime. But her parents say it just doesnt add up. They believe, more than ever, that nora was abducted. We feel that for so many reasons. I suppose the easiest one to dwell on is the fact that there was an open window. Someone opened that window. It wasnt any of us. We were always there. It couldnt have been a member of staff, for instance. So that is totally unexplained. But, also, we lived for 15 years with nora. She never left our sides. She was highly dependent on us. She recognised her own abilities and disabilities. She simply never would have walked off into the jungle. The circumstances of noras death are still unclear, regardless, and depending on whatever angle we look at. Nora had physical and mental disabilities because of a condition shed had since birth affecting brain development. The family says that wasnt properly factored in by the inquest, despite character evidence from one of her teachers. Nora went to school and came home every day in a taxi. Every day, at 3 20, shed be standing at the school gate with a teacher, waiting for her taxi. She just didnt move beyond what she knew to be safe. She always looked to someone else for reassurance on what she should do next. So the idea that she would have climbed out a window, even find a window or even seen a window in the pitch black is, in our view, crazy. And if shed somehow mistaken which door was for the bathroom and gone out the front door, for instance, immediately youre in uncomfortable territory. Youre on rough paths, very quickly into dense jungle. She was barefoot. You know, she would have instantly felt pain, and she would have been absolutely petrified. It must be absolutely exhausting fighting Something Like this. What is it that keeps you both going . I think its a basic need forjustice, to start with. I dont think we could live with our conscience if we had just let go and let the police and the authorities make public the death by misadventure. This little girl who started life with a lot. She had to face a lot of challenges and she always did. And it feels absolutely imperative to us to meet the challenges in her name. Probably good to start with the new vaccine hubs. How important are they, those that will be vaccinating hopefully billions over the next few weeks . Many immunisations particularly in the elderly have been delivered through primary care teams who worked tirelessly delivering these. The other issue is everybody will need a second dose eventually, after 12 weeks. At the time we give the second dose we will still be giving the first to some people and therefore we need more capacity. I think to use a football analogy, what we want to see is lots of premier league vaccination teams throughout the country and there certainly are that at the moment. For any football fans, that will probably help. We are getting a lot of questions. People in their 805, in various parts of the country, who have not yet received their vaccine, and family members of those who have not received a vaccine, worried about those 70 and upwards who will get letters this week. Why are there different parts of the country managing to get through that part of the population quicker than others . We have lists of four top priority groups. Care home residents and staff and over 805 and clinically vulnerable. We expect teams to target those in the first instance. There is bound to be variations throughout the country. That is inevitable, depending on the set locally. We understand that from jcvi but the strong steer from their perspective is to get the two top groups immunised and then move down the list. The Prime Minister made a commitment that the four first top groups will be immunised by mid february. Clearly, vaccination teams are doing extremely well in local areas. Saffie roussos, who was eight, died in the bombing in may 2017. Now experts appointed by her family to investigate what happened have found she was awake and talking for some time after the explosion. Our north of england correspondent Judith Moritz has been speaking exclusively to saffies father andrew. We should warn you that her report contains distressing details. She could have been saved. How do we carry on living with this information . How can we carry on breathing with this information . I cant look at saffies picture. Since ive read this report, i cant look at her. When Saffie Roussos was killed at Manchester Arena, her parents took comfort believing she died instantly and suffered no pain. Now, experts appointed by the familys lawyers have found that the little girl lived for more than an hour and might have survived if her leg injuries had been treated properly. Nobody from the first aiders applied pressure or assessed her properly, or splinted her legs or tourniqueted her legs to stop the bleeding. Medically trained people were with her. And she was asking for help and she knew what was happening. And she bled to death. And, put bluntly, your experts believe saffie could possibly have survived . Yes. This must be heartbreaking for you. It destroys you, destroys you. Saffie was the first person to be carried out of the arena. She was put into an ambulance. But the report says it didnt have all the necessary equipment on board. And now her family has learned details which are unbearable. Saffie asked the paramedic whether she was going to die. Eight year olds dont ask those questions. It doesnt matter how hurt they are, they want their mum, they to want to be treated. They want to be out of pain. Not to be in the sound mind to ask a paramedic whether shes going to die. Whilst all this was happening, saffies dad and brother were searching for her at the arena. They didnt know shed gone to hospital. Now theyve learned that opportunities were missed there, too. Our medical experts have suggested that there were procedures that saffie could have had and she didnt. She was losing that much blood. And there wasnt a successful procedure in place to get that blood into saffie, even in a e. Why . Experts on behalf of the Manchester Arena inquiry say that saffies injuries were unsurvivable. But this new information comes from different experts appointed by her family. Now we find out that its two different opinions. How can that happen . I thought the inquiry is there for us to give us the answers that we or even saffie deserves. In the months ahead, saffies mum and dad will hear evidence from the people who were with their daughter in her last moments. They say they want the inquiry to get to the full truth about what happened to their little girl. Judith moritz, bbc news, manchester. The government is coming under increasing pressure to extend an extra allowance of £20 per week for families on the lowest incomes. Its been provided since the start of the pandemic, but is due to end in march. Ben can tell us more. Morning to you both. Yes, the pandemic is a challenge for all of us, but if youre already on a lower income, it might mean youre struggling to make ends meet. So, at the start of the pandemic, the chancellor increased the basic allowance of two key benefits universal credit and working tax credit. They went up by £20 a week for 12 months. That cost about £6 billion to the taxpayer. If i explain the numbers you get a sense of how much it is costing and how much what can happen next. Universal credit thats the scheme that replaced six existing benefits with one overall payment. The extra cash took the basic allowance from about £320 a month, to £410. Working tax credit is means tested and designed to help with day to day expenses for people who are working, but on a low income. That went up to just over £3,000 a year. The extra £20 a week for both benefits has been described as a lifeline by charities and campaigners, and those getting help. For me, £20 a week goes a long way. Ive had to learn how to budget it. There is a difference between how many cups of tea you can have per day. How many washes of laundry can you do per week . Can i put a watch on because my tumble dryer, i cant put that on . Its a minefield of all the intricacy that you have to try and work around. And it is very, very difficult. It can be quite depressing, at times. You very difficult. We need the economy to grow relative to the debt we have incurred in the crisis. And so pulling way that £6 billion worth of spending would actually hamper the recovery in the long term. The priorities for us, securing the economy, protect the nhs, rebuild the country better than what we had going into the crisis. Im afraid all of those things require the maintenance of the support. No details yet about whether it will be extended. The government says its committed to supporting the lowest paid families through the pandemic and beyond to ensure that nobody is left behind. It says that includes boosting spending hundreds of billions to safeguard jobs and putting extra money into the welfare system. Yesterday we heard from dominic raab, the foreign secretary who told the bbc that actually we probably wont get any details about an extension until the budget on march the 3rd. That is when the chancellor will lay out his tax and Spending Plans for the year to come. And so, whilst there will be that debate today, whilst there will be a lot of pressure on the government to extend those schemes, that extra £20 a week, we may not hear anything about it until that budget on mighty third.
