From next wednesday, the vast majority of england will be under the high or very high covid alert level, tiers two and three. In all those places, no household mixing will be allowed indoors. Only cornwall, the isle of wight and the Isles Of Scilly will be placed under looser restrictions in tier i, or medium risk. Less than 2 of the population. Many conservative mps are angry about the new system, arguing it is unfair that areas with relatively low numbers of cases have been lumped together with places where the virus is more widespread. Some have called for a rethink, and want to see more of the evidence decisions have been based on. Even tier 2 is going to be immensely damaging for a lot of businesses, and limits peoples freedom to meet their family and friends. Tier 3, of course, even worse. But by forcing so much of the country into those really tough restrictions, especially places where the rates of infection have been falling to much lower levels, i think the government has given itself a much harderjob. But it does not make sense because you could be carrying the virus and if youve got an elderly relative, that would not be the thing youd want to do. And i passionately believe that early diagnosis will make a difference. The nhs is now planning to try out a new test in england. Developed by the Californian Firm grail, its designed to detect molecular changes in the blood caused by 50 types of cancer in people with no obvious symptoms. 165,000 participants aged between 50 and 79 will be asked to pilot the tests over the next three years. We want to be one of the First Health Services in the world to see whether this simple blood test can detect those cancers when treatment will make the biggest difference. But critics of the plan say the technology is unproven and there are real questions about the accuracy of blood tests for cancer. It is a very localised issue, people yesterday had a moment when they saw how it would affect them locally so keep your thoughts coming in this morning. 20 years ago today, ten year old Damilola Taylor was stabbed to death on his way home from the library in south london. It was a crime that shocked the nation, and for his family and friends, its a day that continues to bring back painful memories, as Adina Campbell reports. So this specific path is the path that me and my brother took when we met damilola for the last time. Grace boyega was one of the last people to see Damilola Taylor alive. I remember asking him if he wanted me to walk him home because obviously i was with my brother. So it is two people and one person, but him being him, oh, no, im fine. Im just going to go home with my grandma. He likes to run and skip. So we didnt see anything, we didnt feel like anything would happen. The ten year old nigerian schoolboy had only been in the uk a few months before he was killed. Grace says she and damilola quickly became best friends. Their birthdays were just three days apart. Almost every day, monday to friday, school times, i was literally, me and damilola in the playground, in class. After school, library times, and whatnot. It was me and damilola. This is the last place ten year old Damilola Taylor was seen on cctv just before his death. He left the library here in peckham and moments later was attacked and stabbed in the leg, just a few hundred metres away from here. He never made it home. His life was brutally cut shortjust before his 11th birthday. His family and friends left devastated, with fear in the peckham community and a nation in shock. This he collapsed and bled to death in this stairwell. Two brothers, danny and ricky preddy, who werejust 12 and 13 at the time, and part of a gang, were eventually convicted of manslaughter in 2006. 20 years on, his father says the pain will never go away. I still break down, i still feel the pain. I still, when i look at other, you know, young people growing up, successfully, you know, it always reminds me that damilola could have been a doctor. Its such a difficult situation that for the rest of my life i have to live with it, you know. And then die with it. Peckham now looks very different. New homes have replaced the dated tower blocks and the area continues to be regenerated. But grace says the same problems still exist. I dont think its stopped, i dont think its changed 100 . You can build New Buildings and stuff, but, you know, if its not helping the people, if people dont have access to it, it doesnt really change anything. I still love peckham, is to come back to peckham. But theres just too many memories that i feel like i have to just leave it here, and move on with my life. Adina campbell, bbc news. We have spoken before about someone else, to someone else who was a friend of Damilola Taylor, who came from the same estate, something so significant as the death of a ten year old boy, just hearing that phone call to the ambulance, so stark. I dont think he will ever be forgotten and the conditions around him growing up there as well. It is the anniversary, of course, of him being killed, and that has been marked there. Its very sad when you are getting questions about whether you can hug your grant. It is worthwhile taking stock of where we are. This virus thrives on the fa ct we we are. This virus thrives on the fact we are human and enjoy being around other humans. One of the main thing is that has worked in terms of controlling the past few months is the social distancing and the lockdowns. Although we are hearing positive noises about vaccines coming out, we are not there yet. So many sacrifices have already been made this year. Thousands and thousands of people have already paid the ultimate price for this. So i think this christmas, i think its really important that no one is alone with this christmas on account of covid restrictions. We should eat, drink and be merry. We deserve that. If we go wild we will really risk of spreading this again, we will risk a third wave and we will risk putting our elderly and frail at risk of getting covid. So whilst it is a really, really sad position to be m, really, really sad position to be in, ithink really, really sad position to be in, i think legally you can hug your grandmother, medically you probably shouldnt. I think the reality is that we are all human and its somewhere in between. But as far as i believe, the reason we are in tier 3 is that the rates in the over 60s and that Vulnerable Group are still high. Hospital admissions and hospital occupancy with covid is still really high. Its really important we follow the guidance, however tough it is. Of course. Hospital admission is one of the criteria the government will look at when its assessing these tiers, every 14 days. One area of concern is the level of cases particularly for the elderly, for the over 605. What Business Needs is a little consistency. In berkshire, for instance, the whole of the cou nty for instance, the whole of the county is in tier 2 with the exception of slough, which is high rates and has gone to tier 3. Whereas here we have got a one size fits all approach. That is going to be really quite challenging. In kent we move around. Two out of three people have said they would be likely to get a covid 19 vaccine when one becomes available, according to research by Kings College london. Nearly 9 of people told a survey they were unlikely to have the coronavirus vaccination, whilejust over a quarter stated they were unsure. The aim of the research was to get a picture of the expected uptake of a future vaccine. The Prime Minister is facing resistance from some of his backbench mp5 over the three tiers of coronavirus restrictions which will be brought in when englands lockdown ends next week. The allocation of tiers was announced yesterday but several backbenchers say the rules imposed on their constituencies are too harsh. Mp5 get a chance to vote on the new rules on tuesday. Our Political Correspondent Jonathan Blake reports. The end of the National Lockdown may be in sight but there are still hard times ahead. The Prime Minister warned yesterday most parts of england would face tighter restrictions than before when the three tier system returns. I know that this will bring a great deal of heartache and frustration, especially for our vital hospitality sector, our pubs, our restaurants, our hotels. In so many ways, the soul of our communities, which continue to bear a disproportionate share of the burden. From next wednesday, the vast majority of england will be under the high or very high covid alert level, tiers two and three. In all those places, no household mixing will be allowed indoors. Only cornwall, the isle of wight and the Isles Of Scilly will be placed under looser restrictions in tier 1, or medium risk. Less than 2 of the population. Many conservative mp5 are angry about the new system, arguing it is unfair that areas with relatively low numbers of cases have been lumped together with places where the virus is more widespread. Some have called for a rethink, and want to see more of the evidence decisions have been based on. Even tier 2 is going to be immensely damaging for a lot of businesses, and limits peoples freedom to meet their family and friends. Tier 3, of course, even worse. But by forcing so much of the country into those really tough restrictions, especially places where the rates of infection have been falling to much lower levels, i think the government has given itself a much harderjob. While the rules will be relaxed over five days at christmas, across the uk, allowing three households to mix indoors, there is a warning for anyone hoping for a hug from granny or grandad. Would i encourage someone to hug and kiss their elderly relatives . No, iwould not. Its not against the law, and thats the whole point, you can do it within the rules that are there. But it does not make sense because you could be carrying the virus and if youve got an elderly relative, that would not be the thing youd want to do. The hope in government is that mass testing will help some areas move down a tier before too long but there is little expectation of much change until at least the new year. Jonathan blake, bbc news. So we are hearing that there are conservative mp5, and labour mp5, who are really concerned about their constituency is being put into tier 3, saying that these measures are too harsh. Reflecting the restorations of many in those constituencies who were hoping the frustrations of many in those constituencies who are hoping for some relief after the lockdown. Thats right, we heard the advice of not to hug your granny over christmas but we have to think that borisjohnson has to give some love and affection to his backbench mp5 if he is going to avoid a large scale rebellion next week. I think there will be a rebellion for a number of reasons. Not just there will be a rebellion for a number of reasons. Notjust the type of restrictions that are going to be imposed but the number of people who are going to live under those restrictions. Those in the top tier, tier 3, going restrictions. Those in the top tier, tier3, going up restrictions. Those in the top tier, tier 3, going up from 8 million before lockdown to more than 23 Million People being affected in england as of next week. There is also fears about the governments levelling up agenda, the seats where the conservatives won for the first time, 75 of constituencies that are in tier3are time, 75 of constituencies that are in tier 3 are in the north of england. Even in the south east, there are concerns. There is going to bea there are concerns. There is going to be a high level delegation of former cabinet ministers, led by greg clarke, also involving damian green, who are going to see the Health Secretary matt hancock because they are complaining that their county kent should not be in its entirety put into tier 3. There are some areas where there is very low prevalence of the virus, some areas where its high, but the whole cou nty areas where its high, but the whole county will be under three restrictions. This view is mirrored in lincolnshire and lancashire where conservative councillors have been lobbying the government to rethink when they review these measures on december 16, why have this one size fits all approach to other big counties . There are a range of challenges to borisjohnson, not just the range of the effect, but a real pressure to redraw the boundaries and rethink the basis in which people are put into these restrictions at all. Officials say Early Detection has the potential to save many lives. Jim reed reports. Checks for many types of cancer currently mean this, an mri or ct scan, to look for a tumour and then a biopsy. Often, though, that can mean treatment is left late. Some diseases like pancreatic and Ovarian Cancer are typically diagnosed at stage three or four, when the disease may have spread, and options are limited. Les maiden was 62 when she fell ill. It took almost a year to diagnose pancreatic cancer. She lost her life just months later. Its too late for my sister, but its not too late for others. And i passionately believe that early diagnosis will make a difference. The nhs is now planning to try out a new test in england. Developed by the Californian Firm grail, its designed to detect molecular changes in the blood caused by 50 types of cancer in people with no obvious symptoms. 165,000 participants aged between 50 and 79 will be asked to pilot the tests over the next three years. We want to be one of the First Health Services in the world to see whether this simple blood test can detect those cancers when treatment will make the biggest difference. But critics of the plan say the technology is unproven and there are real questions about the accuracy of blood tests for cancer. We must recognise the Prime Minister is right, we dont wa nt to Prime Minister is right, we dont want to throw away the hard fought gains, especially so close to christmas, but as you imply, down here in dorset, we entered lockdown with very low numbers, we are coming out of it with even lower numbers. That is really going to impact on the Hospitality Industry which of course has been devastated so much because of this pandemic. Here, it is 67 people per 100,000. In bournemouth, slightly higher than that, over 605, the numbers are not too dissimilar. You then have the pressure on the hospitals themselves. But we had a mini outbreak of covid inside the hospital which has skewed the numbers. It has been dealt with very swiftly indeed but it didnt affect our data. And i am also slightly puzzled as to why we have produced the nightingale programmes, that should alleviate the pressure. Thats where we should be putting covid patients. We have great hospital built by our armed forces line completely empty. They should be our overflow meaning we can remain in tier1. Be our overflow meaning we can remain in tier 1. Our biggest gripe is the data that we are using, they have made a decision on the 25th of november, a couple of days ago, using last weeks data, for an event thats going to happen next week. I would really like the decisions to be made using up to date data, a couple of days before these new restrictions come in. I would go further than that to say, i would like to see a blanket rule across the country of National Travel ban, after ten to 15 miles, so that areas that are in tiers one are better protected and areas in tier 2 can be better targeted with support. People can still move around an awful lot so the virus still has the ability to move. So the issue around the timing around when these criteria, the government cannot win. There was a lot of pressure on them to announce what tier people are in, they can only announce it on the data they have at the time. Are you saying they should have waited until the eve of the end of lockdown . Saying they should have waited until the eve of the end of lockdown7m would have given you the more accurate data. It is lives versus livelihoods. We know how damaging this pandemic is to our economy. We are all better disciplined, where wearing masks, we have medicine touting keep people alive. To help keep people alive. The Prime Minister does have to make Big Decisions but basing the judgment on data which is a couple of weeks old is not right. We have more detailed data on more specific areas. Just one last question, what is the thing which would change your decision between now and when you vote, which i think is tuesday, the vote on tuesday or monday . What is the thing you need to know in order that you can make a. At the moment you say you will be voting against. What you need to know which will change your mind . I didnt say i would vote against, i will probably abstain. I began this by saying, i dont want to rebel, i want to have a conversation. There is time, thats what politics is about. London and the Home Counties have been placed in the high alert category. Meanwhile, slough has been placed in tier 3 the very high alert level which means hospitality venues must remain closed except for takeaways. Two out of three people have said they would be likely to get a covid 19 vaccine when one becomes available, according to research by Kings College london. Nearly 9 of people told a survey they were unlikely to have the coronavirus vaccination, whilejust over a quarter stated they were unsure. The aim of the research was to get a picture of the expected uptake of a future vaccine. Thank you very much forjoining us this morning. Good morning. Good morning. How absolute are these tier allocations . Will any change between now and then . Well, the tier are the tier allocations are set now. They will be voted on in parliament. They will be voted on in parliament. They will be a viewpoint on the 16th of december. So those areas on the cusp of one or other of the tier 2, there is every reason to believe that with a collective effort in those communities they could come down at or before christmas. The tier allocations have been designed very carefully with our scientific advisers, based on a number of factors looking at the rate of infection in an area, the rate of infection in an area, the rate of infection amongst the over 605, the people most likely to be unwell. What is going on in local hospitals and whether cases are rising or falling in any one area. Is there any possibility that these two allocations will be changed before december the 2nd, after the debate . We are going to listen to the views of colleagues in the debate, but no, the allocations now have been set. Thats been done in a rigorous process , thats been done in a rigorous process, taking the advice of the chief medical officer and his team, looking at all of the data that is available against five different criteria. Robert jenrick, i am sorry to interrupt. You have gone through the five criteria. What i want to pick up on his we spoke to tobias ellwood, a conservative mp. And one of his points that he has made, you say you use the latest data, one of his points is that the data being usedis his points is that the data being used is from last week so by the time these two allocations coming next week, they will be two weeks old. Why dont you use up to date data, which will be available next week, hence there could be the possibility that the data could influence the tier allocations on december the 2nd . Is that a possibility . We used the most current Data Available at the point at which we took the decision. We also chose that it was better to announce the likely tier that places we re announce the likely tier that places were going to go into, a few days ahead of the 2nd of december. Remember, there are businesses here whose livelihoods are at stake and they will want to start to plan. They will need some notice as to whether they should be restocking their stories, whether they should be restocking theirstories, preparing whether they should be restocking their stories, preparing to open pubs or restaurants, even if that is only for takeaway and delivery services. And so the decision, it was better to announce it a few days ahead of time rather thanjust was better to announce it a few days ahead of time rather than just on the absolute eve of the restrictions changing. Obviously we will continue to review the situation ahead of the review point that will happen on the 16th of december. You have said the likely tier. No, they are not going to change. I use that term because there is going to be debate and a vote in parliament. This is subject to aim approval in parliament. The allocations are what they are. The scientific advisers, it was a ministerial decision based on scientific advice. In each case there was a balanced judgment. Where areas were finally balanced finally balanced, we did ask the scientific advisers what the likely forecast would be in the coming days and weeks for those areas, so we took the most current Data Available and considered what was likely to happen over the course of the next few days or weeks. I listened very carefully to the conference yesterday with chris whitty and sir Patrick Vallance and the Prime Minister. And one of the things that was clear is, regardless of what tea orany was clear is, regardless of what tea or any area was clear is, regardless of what tea orany area is was clear is, regardless of what tea or any area is in, was clear is, regardless of what tea orany area is in, the rate was clear is, regardless of what tea or any area is in, the rate of increase, the number of cases is still going to rise, what will be affected is the rate of increase. So how effective is tier 3 in the fact that case numbers are still going to rise . Well, the tier system we had previously before these new National Measures was working, but it was not working as effectively as i think we would have liked it too. So that is the idea behind these new tiers. Tier 2 and tier 3 are significantly stronger. That does give us every reason to believe that in most parts of the country those in tier tier 2 will see a flattening, if not a full and those in tier 3 should see a fault. Cases are falling in most parts of the country already. But there are some places, some parts of kent, for example, where they are still rising. I think you are going to see a continued rise in some places. As we see the lag time from the start of the National Measures. Then we should start to see a flattening out, a fall in most parts of the country. You are talking about the rate of increase, not the number of cases . The number of cases should fall into three certainly. My understanding from watching the press co nfe re nce understanding from watching the press conference yesterday, what would fall is the rate of increase, the rate would fall, nothing number cases . Well, the number of cases is quite high, as we know. But we should start to see a flattening out of that in all of the tiers, but particularly those placed in tier 2 and tier 3. How does a region come out of tier 3 . What levels, what numbers should the region is aim for . They have been given these five criteria you laid out at the start of this interview. But there is no detail in terms of, here is an absolute number of cases per 100,000, here is a number of overwhelmed hospitalfacilities 100,000, here is a number of overwhelmed hospital facilities etc. When that detail be laid out . Well, we thought about doing that and the advice of the scientific experts. The conclusion was that you couldnt have just absolute numbers overall orfor any one have just absolute numbers overall or for any one of the five criteria. You needed to take into account local circumstances, because there can be particularities in a particular place which has an impact either increasing or lowering the rate of infection. For example, if there was an outbreak in a particular workplace, a school, a prison, something that might distort the numbers in any one local Authority Area. And so what was needed was to look at the numbers against each of the five tests and then take a balanced judgment. That is not just taken then take a balanced judgment. That is notjust taken by central government. We will also be working with local government as well, particularly the delko the local directors of health, the people with the statutory response ability for looking at peoples out in a particular part of the country. Response ability. As we approach the 16th of december, there will be a process by which local and National Government Work Together to judge those five tests and come to a sensible conclusion so you mentioned of the issue about variations between regions. In kent, for example, Tunbridge Wells has a very, very low number of cases compared to another part of kent and the medway towns, yet the people of Tunbridge Wells, who have done everything right, the businesses have done everything right, iwas right, the businesses have done everything right, i was seeing, right, the businesses have done everything right, iwas seeing, in their immediate area, low cases, they are being punished because the data, it appears, they are being punished because the data, itappears, cant look they are being punished because the data, it appears, cant look at more tight regions and is now, there is a must like a blanket tier, so certain regions are being punished because of one particular high rate in a region. Do you see why some businesses will feel hard done by . can see that, but thats not quite right. We are looking at the data in every local authority. The lower tier local authorities. We are looking at the data there as well as at higher levels in counties or cities like london, or combined authorities like manchester, for example. We have learned over the course of the year that sometimes if you try to hide out relatively small areas, that can be counter productive. Because people inevitably move around for work, perhaps for school. For shopping. And that can quickly lead to the virus spreading to those places. So to give you a few examples, dudley was taken out of some of the measures that were brought into place in the Black Country and the West Midlands earlier in the year. Very quickly the cases started rise in dudley. To look at slightly larger units of geography. And look at the places where people move around those working patterns and the hospitals that people rely on when we come to thesejudgments. That people rely on when we come to these judgments. The downside of thatis these judgments. The downside of that is that example i gave you of Tunbridge Wells, there is such a disparity in that large area. There is but we are doing those places a disservice if they are temporarily hived out and put into a lower tier only to find the rate of infection rapidly rises in that place. That is the test and trace system. That is a big if. That is when the test and trace big if. That is when the test and tra ce syste m big if. That is when the test and trace system will come into use . Recent experience suggests it doesnt always work. And you are seeing when you do place. Rapidly the cases start to rise. People do go shopping they do go to work school and college. The virus does not expect the boundaries of boroughs are districts it spreads much more rapidly and freely than that. Does test and trace work that is what the evidence against us every area in the country. We will listen to the views of the if we do make the tiered system work, there is every reason to believe they disc de escalate de escalate. We have heard from many in the conservative party who are furious at being put into tier 3 or tier 2 at being put into tier 3 or tier 2 at this point in time, and they believe the system isnt fair. And how the government came to a decision on these tears. Do you think the public will comply . decision on these tears. Do you think the public will comply . I hope so, ithink think the public will comply . I hope so, i think most people would agree that we are going to have a localised approach, we dont want a blanket lockdown. Its better that we are cautious where we place areas into the tiers soap with an effort, they can be de escalated rather than having to rise up the tears as we saw earlier in the year. And what is different now to just a few years ago is the good news on the vaccine front. So we can all see that there is very much light at the end of the tunnel. There is likely to be, or are likely to be vaccines in circulation, people being vaccinated, before the end of the year, and that will rise quite rapidly into next year. So the effort for us all as a country now is to make the tiered system work for the period of time we have left, until vaccines start to be rolled out to a significant proportion of the population. She had a 14 hour operation and thankfully she pulled through and she is with us today. So. The Prime Minister is facing resistance from some of his backbench mp5 over the three tiers of coronavirus restrictions which will be brought in when englands lockdown ends next week. The allocation of tiers was announced yesterday but several backbenchers say the rules imposed on their constituencies are too harsh. Mp5 get a chance to vote on the new rules on tuesday. Before we get more on that political situation, lets have a reminder of what those various levels of Restrictions Mean. The vast majority of england is in the two strictest tiers thats tiers 2 and 3. No one is allowed to socialise indoors with people who are not in their household but in either tier you can socialise outside with up to six people from outside your household. In tier 2 you can go to a restaurant or pub as long as it serves food with members of your household. In tier 3 pubs and restaurants are closed apart from takeaway orders. A tiny proportion of the country those living in the isle of wight, cornwall and the scilly isles are in tier1. That means they can meet up with up to six people from outside their household and they can do so indoors, outdoors, and in hospitality venues. Our Political Correspondent iain watson is in westminster. Good morning. So many elements today stop there are no easy decisions to be made here. But lots of people sitting at home this morning, possibly scratching their heads thinking, how is it where i live, is in this tiered area, somewhere else down the road is different, so many questions, and then theres the politics which could become crucial when there is abode next week. Thats right. Lets deal briefly with the politics first, charlie. A rebellion which the government is facing next week. Quite a lot of conservative mp5 speaking out against the restrictions including steve baker, behind what was the European Research group, evolved into the Covid Recovery group and he has talked about authoritarianism by his own government, truly appalling measures, they are trying to ensure more than 40 conservative mp5 will rebel next week because the government has a majority of 40, 40 rebelled they could say effectively the government does not have its majority any longer. I think it is likely to be bailed out by Labour Party Votes but they want something in return, economic support, consultation, but a big show of strength is likely by conservative mp5 next week. Dealing with the head scratching, i think that is because the government has decided to pose its own restrictions based on administrative boundaries, county or regional level and some areas say for goodness sake, in our locality there is an incredibly low prevalence of the virus and this has upset for example some former cabinet ministers, greg clark, damian green, mp5 for kent, who say it isa damian green, mp5 for kent, who say it is a big county, the virus is at different stages across the county, white lump everywhere together, this one size fits all approach has upset conservative politicians in lincolnshire and lancashire. Robert jenrick the communities secretary on this programme earlier defended that way of doing things, he said it was much better to do that than at a very local level but he held out some hope that there will be a review on december the 16th of the measures which have been imposed and he suggested it will be possible at that stage, for people to move between tiered systems. He said the review would be meaningful and we could see at least some hope for people still scratching their heads before christmas. There will be a meaningful review on or around the 16th of december. At that point we will review the evidence against those five tests for every local Authority Area in the country, we will listen to the views of the local councils and their directors of Public Health and there is a numberof of Public Health and there is a number of places which are quite finely balanced across the country today which could have been, or there was a strong case to be in a tiered system that is there was a strong case to be in a tiered system that is 1 degrees lower where they have ended up but ona lower where they have ended up but on a balanced judgment they were in the tiered system above so in those places, and perhaps others, if people follow the rules, if we do make the tiered system work, then as i say there is every reason to believe they could de escalate and go down at your in time for christmas. Hopeful message from robertjenrick but he says this is based on scientific and medical advice i think there will be some Political Considerations as well. For example on the one hand, if some areas currently in tier 3 move to tier 2, that will give people a reason for hope and perhaps encourage people in other areas in tier 3 to stick to the rules longer because they might get what the Prime Minister called an escape route but the flip of that, if you do that just route but the flip of that, if you do thatjust before christmas, that may seem risky because there will be the five day relaxation over christmas so i think perhaps the scientists and the medical advisers might say to the government, hold your horses, wait untiljanuary, lets see the effects of the christmas measures. Good morning. What we are hearing, businesses, people, devastated by the prospect of at least the next two weeks after the 2nd of december, tightened measures. Such a crucial time of year, isnt it, especially for the hospitality sector, and retail as well. They earn so much money in the run up to christmas, frantically busy time, people would have been hoping to reopen next week but really the numbers spoke for themselves. The writing was on the wall over the last couple of weeks. We are here at the harbour side in bristol, an area with lots of bars, restau ra nts, bristol, an area with lots of bars, restaurants, hotels, they will not be opening as they would have hoped to have done next week. Lets talk to have done next week. Lets talk toa to have done next week. Lets talk to a couple of business owners, josh and kieran. The news came yesterday, what was your reaction . We werent surprised but bitterly disappointed. When we went into the second lockdown we were told we would come out on the 2nd of december, previously tier 3, it meant that we could trade. The change in tier 3 has really affected us. Brittle crystal has jumped from tier1 up to tier 3, the strictest restrictions, are you still able to trade at the moment . You can pivot your business or trade in some capacity but ultimately you are running a loss making ultimately you are running a loss making enterprise by ultimately you are running a loss making enterprise by doing so. What we are looking for a stronger government support. The measures they have put in place so far such as vat reduction only benefits business when you can trade 15 reduction on that and that is nothing. Are you able to do take away . We are doing takeaway from all our operations and it is really well supported, a massive thank you to the general public who are supporting independent businesses. It will keep our staff engaged, the brand alive but it wont save many businesses long term, and its such a key time for hospitality and we need to get trading. Josh, same questions to you, did it come as a surprise . Not much of a surprise, based on the numbers, we could see what was going to happen but for me, i think its really important we get this under control and we save lives first and thats really important but when we can reopen, as kieran said, we will need that support, the vat reduction to stay in place. I think it should stay that way all the way, yet that rate cut in place and give us a whole year of 2021 to re cover and give us a whole year of 2021 to recover and get the industry back on track. So many changes over the last eight months, so many different situations, the eat out to help out scheme, but all of the disadvantages so how have you managed to cope . guess at the end of the day the we can react quickly and be entrepreneurial, we can do take and pivot but you only do that for so long and if everybody does the same thing there isnt going to be enough that will make the industry supportive so we need help to get back open. Restaurants, pubs, bars and hotels are once again counting the cost of the new post lockdown restrictions announced yesterday. The tier system has also thrown up some anomalies in areas like kent, where transmission rates vary dramatically across the county. Bens in Tunbridge Wells for us and can explain whats going on. No tree, but plants and foliage around him. We interviewed robert jenrick, the housing and communities minister earlier, to try to get an idea of why you can see such disparities. You will explain what is going on in Tunbridge Wells . Good morning. We were listening to that, as everyone, trying to get a few a nswe rs as everyone, trying to get a few a nswers to as everyone, trying to get a few answers to some of these strange anomalies that are cropping up across the country. Let me explain the anomaly here. We are in Tunbridge Wells, relatively rural, two minutes down the road from here is east sussex, where they are in tier 2. In Tunbridge Wells, it is tf three, because they are lumped in with the more urban areas, which are about an hour from with the more urban areas, which are about an hourfrom here. Things like swale, thanet, where infection rates are much higher. Therefore, in tf three, like this place, it means that bars, restaurants, hotels, cannot open. At this time of year, this place would be full of christmas diners. They have a big wedding venue, a barand christmas diners. They have a big wedding venue, a bar and restaurant downstairs. They simply cannot open. It is coming off the back of all of the other restrictions, course. Let me introduce you to andrew from the cou nty me introduce you to andrew from the county chamber of commerce. Tf three, a lot of businesses waking up in kentand three, a lot of businesses waking up in kent and wondering why, and also what it means for them . It will have come as a huge shock to many people, many businesses will be expecting tier 2. Today is a really bad day, especially for leisure and hospitality. There will be winners, retailers can open, gyms and hairdressers, but what business wants some consistency, so we can plan for the future. I was explaining some of the geographical anomalies, that you are much closer to east sussex, in tier 2, to some of the high infection levels in this pa rt of the high infection levels in this part of the world, yet you are lumped in with the same group. You would like to see more regional, local restrictions . I think so. The problem for kent is that there are one unitary and 12 districts, and we travel between them all the time. Its not as if we have a sheffield, manchester or leeds, a big conurbation. Businesses, people travel for leisure, shopping, work, going for school and college. Sol can understand why they have done it, but it is a challenge. What we would like to see is the evidence. We look at places like berkshire, they are in there all the time at they are in there all the time at the moment, slough is tf three, but the moment, slough is tf three, but the rest of berkshire is tf two. So there is some inconsistency which is difficult for businesses to plan for. Yeah, really difficult to plan for. Yeah, really difficult to plan for. Lets get a sense for what it means for some of those individual businesses. Well, you run a farm shop, a farm of sorts and a restau ra nt, shop, a farm of sorts and a restaurant, maybe ten miles or so away from here. You cant open. You we re away from here. You cant open. You were really hoping that this time of year would be when you could claw back some cash . 100 . This was our saving grace. We went through the rough part of the pinning of the year, like everybody else. We got a blip again in summer, and we thought, lets get a good december and our out thought, lets get a good december and ouroutand thought, lets get a good december and our out and see what january and february brings. Because you are in a position where you grow a lot of your produce, you have been rearing a loss to sell in the shop for the restau ra nt, a loss to sell in the shop for the restaurant, what do you do with that stuff if you cant sell it . Restaurant, what do you do with that stuff if you cant sell it . Thats the big question, isnt it . Its difficult for restaurants, we are down on revenue, we have no customers, but we are a customer for many other suppliers as well. For example, tom, we grew turkeys together and started that in may, there are 200 turkeys waiting and we cant use them. Lots other suppliers, gym distilleries, breweries, lots of farm shops that we normally purchase from, that are now down in revenue, too. The knock on effect is massive. Now down in revenue, too. The knockon effect is massive. How long can you go on for . That is the question, we dont really want to think about it. We are going to keep plugging away. It is hospitality, adapt and survive. We have the online shop offering, who knows, a couple of months, maybe more. We need some support. couple of months, maybe more. We need some support. I hope you get that. Good luck, a lot of work ahead. Well, who runs a restaurant on farm shop around the corner. For all sorts of businesses, it is really, really tough right now. There is some good news, if you are a hairdresser, gyms and shops can reopen, even though it is tier 3. But for hospitality, they are asking a lot of questions about why it seems that they are being singled out for some tough restrictions that will mean it is a very, very tough christmas. It is tough, and scary. We are getting a real sense of that, when you think of when this finishes. You know, with the hope of a vaccine . Yes, and as you are hearing, it is about eat out to help out, encouraging people out. They thought there was a reprieve, they got people back into work. Remember, the businesses take time to gear up again. You cant just businesses take time to gear up again. You cantjust reopen tomorrow. Its about planting crops in the spring, rearing turkeys all year round, get any of these places up year round, get any of these places up and running. They were planning on being able to do it next week, now they are on to the 16th of december, and even then, its only a few days before it is the 23rd to the 28th and the easing of restrictions for christmas, where they expect everybody to go home and see people. It is that narrow window where they are trying to make some money. It is by no means clear they can do that. Good to see you. Thanks very much. Gareth tells me five of his relatives have had the virus in a city which has one of the worst infection rates in the country. Ive lost about 25 to 30 of my business. It is what it is, and weve got to deal with it. There will be no christmas celebrations in any of these restaurants. Tier 3 means takeaway only. The lights in what was once the piper nightclub perfectly sum up what manager tom is hoping. Its time to check. And thats probably necessary to keep our rates coming down, because the most important thing is that the rates fall and everybody is safe. And the best place for children is to be in school. But with almost half of the School Population spending two weeks in self isolation this term, covid has still taken a hit. Hi, mum, hi, dad conversations like this between helen, mum iris and dad jack have taken place across england. Lockdown is ending and youre not going to be able to see the kids. Helens husband works on the rigs and she has a toddler and a new lockdown baby matilda to look after on her own. The isolation is the hard part. So basically, my parents have bubbled with my grandma. Its mentally, emotionally hard. Hopefully, next christmas, the family can have a proper christmas and be together, really. Restrictions are reviewed every two weeks. And infections are coming down here. But quick enough to turn the corner out of tier 3 and into tier 2 before christmas, hull has a tough road ahead. Jayne mccubbin, bbc news. No question, it will be difficult for a lot of people in different places across the uk. What better time to start with some of the basics with our health editor, hugh pym . We are going to start with something that goes to the basis of what everybody is asking, how are the different tiers decided . There are all sorts of questions being asked in different areas of england, why are we are not tierand areas of england, why are we are not tier and not that one . The government made it clear there were tests that they were going to apply to each area. It wasnt some secret decision made without any transparency. The tests, basically, are that you look at case numbers, that case numbers among the over 60s, and then whether they are going up 60s, and then whether they are going up or coming down. Then the number of positive tests as a percentage of all tests. And then the pressure on the local nhs. That one is really important, actually. To quote one example, cornwall is one of the few areas remaining in tier 1. Example, cornwall is one of the few areas remaining in tier1. Tier2 will include devon, just over the river. One of the reasons there is pressure on one of the main hospitals, the royal devon and exeter, they have had to open the Nightingale Hospital in exeter to ta ke Nightingale Hospital in exeter to take covid patients. I think the same argument is being applied in kent, however much frustration there might be, the pressure on the nhs for the whole area will be one of the reasons. However difficult, as we have been hearing, that may be for people in different parts of the county. So, when an area is in a tier, how can it go up or down . One example that was much quoted by ministers is liverpool, which was in tier3, but it ministers is liverpool, which was in tier 3, but it has come down into tier 3, but it has come down into tier 2. That was announced yesterday. One reason is that infections, which were very high amongst the highest in england, as a percentage of the population, have come down by two thirds. One reason is because they were in tier 3, tier 3 plus, as it is known, with extra restrictions, and then they started doing mass testing of the community. The authorities in liverpool think there two policies really helped, particularly the previous restrictions. That is seen as an example of the way out. There have been question marks in liverpool about how much testing really was a factor in all of this. How much was just reflecting restrictions before . Other areas come down a tier before christmas, i think that is highly unlikely. The Health Officials and ministers will have to look, and there is a possibility of moving down in the new year, or even moving up, sadly, depending on local infection data. A lot of the communications around these things revolve around christmas. It is a lwa ys revolve around christmas. It is always worth making a point, and it has been used several times by the medics and politicians, that the pandemic, the coronavirus, pays no heed to what day of the year it is. Nonetheless, people are talking about the rules that we know about. People have got their heads around what happens after that immediate period over christmas. So, how does the tier you are in related to the immediate few days around christmas . Well, the basic point about christmas, announced earlier this week, applying to the whole of the uk, is that whatever tier you are in, you are allowed to see relatives and friends as long as it is only three households, your household and two others. You can therefore meet the other two households indoors, or stay overnight. Otherwise, it is your existing tier restrictions. I think thats the best way of looking at it. If you are in tier 3, think thats the best way of looking at it. If you are in tier3, and go to visit someone in tier 2, you can do that, or may be going into tier 1. Do that, or may be going into tier 1, if you have a family in tier 1, and there are not many areas there. The two households, stick with them, otherwise obey your tier rules, even if you have moved into a lower one. Thank you, we will speak to you again for another fact finding mission. We want to know whether there is going to be a financial package in place for the areas that are under these lockdown s areas that are under these lockdown 5 this will impact on families and Small Businesses, their livelihoods. We have got places across the country like leicester, where i am today, bolton, South Yorkshire, under versions of lockdown for months and we need are local experts on the ground, trained in this work, to be doing contact tracing. We need to be doing contact tracing. We need to roll out mass testing, ministers saying we have the testing plans coming but they sent the tests two weeks ago to local authorities, thousands of them. They are still not being used. And we need to have the reassurance that we will have proper parliamentary scrutiny. We need votes on these issues, notjust a one off vote but i think the number of votes as decisions are made about what area to move in and out of, in lockdown. Help me with this. Do you, lets separate things out, we talk about the Financial Measures in a moment, lets try and separate things out. Do you have faith in the tiered system and the way the government has come by these decisions . Do you have faith in that . The prevalence of the virus is very high still. It has come down because of the National Lockdown but it is still at a serious level so we understand why tough restrictions are needed and we understand why a tiered approach would be needed that you have to understand and appreciate the huge impact this is going to have. Im sorry, what i wa nt to going to have. Im sorry, what i want to do, if i may, we will talk about the impact but i want to talk about the impact but i want to talk about the impact but i want to talk about the Financial Measures but i am trying to separate things are because some people have said they dont know enough about the criteria for which these decisions and on which these decisions are made, 60 plus infection rate, pressure on the nhs. On that isolated respect, do you think the criteria, as youve been told, are you satisfied that the governments criteria are right incoming to the tiered system they have . No, im not satisfied at the moment because we have a situation where a city like leicester, where i live, parts of Greater Manchester or South Yorkshire have been under a version of lockdown for months, actually 150 days here in leicester and nobody knows how to get out of those lock dance. The government has outlined a set of criteria, that i suggested yesterday, they should publish a scorecard for each area so we can see how each area is doing against each and every one of the criteria because i think it is only fair that families and Small Businesses who are making great sacrifice and need financial help, that they know what the rules are, they know what the guidelines are for how their area moves in and out of these lockdown s for how their area moves in and out of these lockdown 5 so i hope the government takes up our suggestion of the localised scorecard so everybody sees the data, everything is entirely transparent. We are making huge sacrifices, notjust peoples livelihoods but Mental Health as well, when isolated. I think the least the government can do is give people local information. If the government comes up with financial help and be been talking to businesses, very much reflecting what youre saying, who think bristol, for example, our reporter at there this morning talking to people who run restaurants, they say they need more financial help so if, and it is a big if, there is no indication this will be the case, there would be some form of measures in that direction, is that what could get this built over the line for the labour party . We are not against tough restrictions, not against tough restrictions, not against tiered systems, what we want is Financial Support for people, what we want is a proper working test and try system, but we want is proper support for people who need to isolate, people still not getting sick pay for isolation. What we want is clarity for local areas so they can understand why they move in and out of different tiered systems. Those are the points we will put in the coming days but its up to the government, the government has an 80 seat majority, borisjohnson won a general election 12 months ago with a huge majority. He shouldnt really be struggling to get its legislation through the house of commons. On a practical level, the governments argument and we spoke to the communities secretary this morning, robertjenrick, and his argument was there is evidence from other places andi there is evidence from other places and i think he cited wolverhampton, where you cannot go very local with these measures and some people say, why, 30 minutes down the road, why amiin why, 30 minutes down the road, why am i in territory because things are worth 30 minutes down the road, things are good here. I get hit because there is a problem in a location that is a certain distance away. Robertjenrick said this is u nfortu nate away. Robertjenrick said this is unfortunate but it has to be so because that is safer, there is evidence that if you put two areas too close together in different categories or tiered systems there lies the problem. Do you accept that . I understand that but i think this will send people into madness listening to this. I remember it months ago ministers made the opposite argument, they were saying you need localised, whack camel strategies to deal with this and now they are making completely different arguments to the one they made some months ago. But the result is still for people in leicester, in hayward, in burnley, you are still in a lockdown, whether its localised or whether it is tiered, you are still living under a form of restriction in those areas need Financial Support, people who need to isolate need sick pay and the local authorities need support to roll out mass testing. Plus the death of my brother, the whole story was actually very difficult to write, even more difficult to write, even more difficult to write, even more difficult to read. But i am hoping that it will be inspiring for people who are told that they cant do something, as i was told. It will never happen, you cant do it, you are wasting your time. My mother is wasting her money. There are possibilities, if you truly believe you can get there. Shirley, good morning to you. You picked up on a couple of things that people perhaps dont know, there is no reason why they should, very personal things that you share in the book, you mentioned the death of your brother, i ask this cautiously, but it is in the book and you talk about it openly. It is a terrible time in your life. He took his own life, and thatis your life. He took his own life, and that is something that we talk about more now. There is better dialogue about that now. But clearly, the impact on you, how has that been . Well, on the 5th of december, 18 yea rs well, on the 5th of december, 18 years ago, he took his own life, aged 44. He had a beautiful ten year old daughter and, from what i saw from the outside, everything to live for. He went into that funky position we all get into sometimes, where he gets anxious and down, like a big black hole that he said he couldnt get out of. Back then, nobody talked about Mental Health, it is kind of brush to the side. The solution for david was to always give him a medication, which he didnt particularly care to take. It didnt particularly care to take. It did say on the bottle, which i read after his passing, it said it could give suicidal thoughts. To anybody who thinks medication could be an answer, you really have to read the small print. Its very important. I know a lot more now about mens Mental Health. When i got thejob on strictly, i was excited that i could use it as a platform for Mental Health, my mother has cancer, so for cancer, for different charities, and educate myself a lot more. Had he been alive today, i truly believe that perhaps i would be able to talk to him or get him to help that he needs by communication. Very well said, and thank you for. Obviously we share things better now, that is a positive thing. Lets step aside from that for a moment. I want to picture, if you will, i dont know, a seven or eight year old Shirley Ballas, people know you sitting on the judging ballas, people know you sitting on thejudging panel, ballas, people know you sitting on the judging panel, full of confidence and knowing your stuff. I have been a little bit used to it, because i have children that were on dancing with a style for 20 seasons. I was able to watch, and i would hear the little comments that would come out. Dancing with the stars. It was devastating when they spent a whole week putting that amazing choreography together, to have it poo pooed, with no thought. I have to think before i speak, of course i have to be quite strict, there has to be improvement in summary has to go home. At the public are more powerful than thejudges. Go home.
