New measures for the north east of england will be announced later today, while residents in south wales will face local lockdown from this evening. Greg mckenzie reports. The northeast is set to become the latest area in england to come under local restrictions as coronavirus cases arise. The announcement is expected to come from the Health Secretary, matt hancock, later this morning. Areas including newcastle, south tyneside, sunderland, northumberland and County Durham have all seen a rise in new cases. Meanwhile, in the county of Rhondda Cynon taff in wales, further restrictions will be put in place this evening, affecting around 240,000 people. Residence there wont be able to leave the county without a reasonable excuse, such as travel for work or school. Early this week, newcastles City Council Leader wrote to the government, asking permission to impose new restrictions across the northeast region to prevent a full lockdown. We are extremely concerned about the rise in covid cases in the last week, and even over the weekend, they are going up exponentially. We have got to get on top of this now in our region. Because if we do not stop it spreading even further and more quickly, we will end up in a catastrophic full lockdown. The new measures are expected to include restrictions on households mixing and pubs being forced to close earlier, in addition to public transport being reserved for essential travel only. Both areas willjoin a long list of places currently under tighter measures, and the government says it is co nsta ntly and the government says it is constantly assessing infection rates across the country and will take measures if necessary. In an attempt to tackle the backlog, Moorfields Eye Hospital in london, is aiming to carry out 1000 cataract removals this week four times its usual amount. Pay in a gp practice that really affects the patients. The Bigger Picture is quite worrying. We have many discussions about the government about, yes, the capacity is there, but people are not able to access the test of the time, and the laboratories are struggling in terms of processing these tests. What you think the answer is . Its really disappointing we are in this situation. I feel disappointed, let down, and above all, sad stop after months of promises we are still in this situation that will affect peoples livelihoods, it will affect peoples livelihoods, it will affect peoples lives. And i think it will u nfortu nately affect all of peoples lives. And i think it will unfortunately affect all of those people who are struggling the most, more than others, actually. I think it will drive inequality. At the end of the day, if you cannot get the test quickly, you cannot get a test result quickly, the implications for that are if you have symptoms or in your household contact, you should be staying at home and isolating. So, you are not bringing money in. And that leaves people in a difficult situation. If i cannot get a test, do i report symptoms or do a carry on as i do to actually put food on the table . I think that is an unfair situation to be putting people in. Is there not an element of patience needed . People in. Is there not an element of patience needed . Just to play devils advocate. The Prime Minister has said in an ideal world, and this is what he is working towards, when we go to work, we can have 20 90 minute tests every day, so we can have a close to normal life back in the workplace. If it is sneezing, snotty noses, a bit run down but without those symptoms and they are well, then you dont need to see medical advice if they are not unwell, and should carry on as normal. When it comes to schools, you have year groups in bubbles in some schools. Teachers need to be looking out for what exactly, to be able to feel confident to say, right, you should go home and the whole bubble is affected . Go home and the whole bubble is affected . And the sense of taste or smell in younger children might be more difficult to look out for but the older children, you can ask them. It aims to help people dealing loneliness as well as those struggling with Mental Health, in memory of his late wife pamela. I went to meet him to find out more. I want to talk about how pamela struggled with mental illness. And how you cope with that. Well, the poor girl it was a lot of her problem was her mother because in the wartime her mother was terrified and wouldnt let pamela be sent away. She insisted that pamela stay with her so that when the bombing was in gravesend. Now with a terrified mother didnt help and when she was going to school she used to say that careful, you have someone watching you on the way to school. It stayed with her for the rest of her life to her mother frightened her into always thinking people were following her. Later in her life she would have times on the telephone talking to her mum who wasnt there and itjust got worse and worse so if i left the house i had to lock all the doors and take the keys away and if there was a gas oven, make sure the gas oven was turned off otherwise she would turn the gas on and leave it on and it got worse and worse until the authorities realised i could no longer look after her properly and she went into a home. They were going to take herfor six she went into a home. They were going to take her for six weeks to find out and she stayed for years and years. She never came out again. You visited her every day. Yes. I went to see her every day, day after day until in the last few years i used to go at lunchtime to feed her because she couldnt feed herself so for yea rs because she couldnt feed herself so for years and years i did that and i never resented that. It was part of the contract, wasnt it . In sickness and in health. And so it was no hardship. So when she actually died it wasnt a terrible loss is often people are because she died, really, ina people are because she died, really, in a sense she had died years and yea rs before. In a sense she had died years and years before. And that was the end. And when we talk about the foundation you have set up, one of the keys to that foundation is understanding bereavement. And helping people who have lost and giving them hope. Why is that important to you . When pamela was in the home, i mean, she had years of visitors but some people, most of the people were ladies. There were really poor old things but nobody ever came to see them. Year in, year out, some never ever had a visitor and they must have been very lonely indeed and, really, that is one of the things that the foundation is to help Lonely People and people who are in difficulties, not so much the old people but there are some young people who are really not properly looked after. So the foundation is out there to help all sorts of people where a little bit of hope would do them some good. There is going to be a film made about you. Who would you like to play you . We are about 150 feet high, the height of nelsons column and we have incredible views from here the clubs motto is to dare is to do so, tony, a great motto and a great thing to experience as well. What is the idea behind that what you want people to get from estimate this is the newest visitor attraction here at hotspur stadium and we are more than a football stadium, it is a sport and leisure destination for london, attracting people here to try new things and this is one of them, enabling people to scale the height of stadium metres high, take a walkway out to our iconic golden spot and get views of the pitch and over the capital city. What impact do you want this to have, notjust on those who come up here but on the surrounding area as well . It is a great day out for all the family and a test of nerves, obviously, to be this high up. The so called low traffic neighbourhoods have been created all over london. Cars are restricted by barriers including bollards and planters. Wandsworth council has removed its scheme saying it created congestion. But Ealing Council says people need to adapt. People have got to learn what their new routes, where the barriers are, how they might actually change their habit and walk and cycle more. Councils are set to receive millions of pounds in Housing Support for vunerable people. The aim is to help the thousands of rough sleepers who were housed during the pandemic stay in accommodation. Stricter restrictions will be brought in in parts of england and wales in an attempt to halt a rise in coronavirus cases. New measures for the north east of england will be announced later today, while residents in parts of south wales will face local lockdown from this evening. Greg mckenzie reports. The north east is set to become the latest area in england to come under local restrictions as coronavirus cases rise. The announcement is expected to come from the Health Secretary, matt hancock, later this morning. Areas including newcastle, south tyneside, sunderland, northumberland and County Durham have all seen a rise in new cases. Meanwhile, in the county of Rhondda Cynon taff in wales, further restrictions will be put in place this evening, affecting around 240,000 people. Residents there wont be able to leave the county without a reasonable excuse, such as travel for work or school. Earlier this week, newcastles City Council Leader wrote to the government, asking permission to impose new restrictions across the North East Region to prevent a full lockdown. Were extremely concerned about the rise in covid cases in the last week, and even over the weekend, they are going up exponentially. Weve got to get on top of this now in our region. Because if we dont stop it spreading even further and more quickly, well end up in a catastrophic full lockdown. The new measures are expected to include restrictions on households mixing and pubs being ordered to close earlier, in addition to public transport being reserved for essential travel only. Both areas willjoin a long list of places currently under tighter measures, and the government says its constantly assessing infection rates across the country and will take measures if necessary. Well the rate has risen since last week. Last week i was here, and another area had been given their final warning. People were told to stick to the rules otherwise they would be in a local lockdown. Andy Health Minister announced from six oclock Rhondda Cynon taff areas would be under a tougher lockdown. There were three reasons why the rate had been increasing. A group of people had left the area last week to go to doncaster races, and they say they may have brought the virus back. There have been linked to a by back. There have been linked to a rugby club here, and the third one impacting on the type of lockdown put in place is down to infection rates in some of the pubs in pontypridd itself. One of the restrictions put into force here in pontypridd tonight is they will be a cu rfew pontypridd tonight is they will be a curfew on pubs and restaurants to be closed at 11 p. M. That is the only difference between the neighbouring lockdown. Households cannot mix and match, they cannot go into any households any more, people cannot meet outside, people can only go outside if it is for essential work or to go shopping, for example. But from the comments he made the mps yesterday, and interview in the Sun Newspaper this morning, it is clear he is warning that people need to follow the rules closely now to avoid that from in the future, and looking ahead to christmas, when families will want to gather in numbers, the only way to make sure, the Prime Ministers as, that we can enjoy christmas is to be tough now. He says stop the surge, arrest the spike, stop the second hump of the camel, that is what we need to do. Stop the light factual inaccuracies, which naga pointed out, the message is clear, to avoid more strict regulations coming in the future to slow the spread of the coronavirus. More long queues were reported at testing centres yesterday and slots remained unavailable in many of Englands Covid 19 hot spots. This was southend on sea yesterday. Birmingham had seen long lines on tuesday, but yesterday the system seemed to be working, although after a frustrating way to secure appointments. I have been trying to get one since monday night, trying to get aids has booked. I was on the system every day and it kept coming up system every day and it kept coming up with no sites available. Booking was quite difficult, quite frustrating yesterday. You get so farand at the frustrating yesterday. You get so far and at the very end you are told you dont have a place, there are no Appointments Available trying to get a textbook. By 10 45 am, i didnt have any. I have been given one of these registration cards, so lam going one of these registration cards, so i am going to go home and register my test and i know for sure that there are people who are in the same queue as me that will not get tested today. You know, it definitely i definitely was not the most Vulnerable Person in that queue. And in chelmsford, lynn claimed her daughter had symptoms so she could be tested and allowed back to school. There are people who really need them and i felt awful because i know that she has no symptoms of covid 19, and i have taken the test, which could be used for a key worker. Im putting more strain on the nhs. As the system has failed to keep up with demand, the public messaging has changed from get tested if you can, to now, if you must. Doctor tony cook is from one of the companies processing the samples. The demand is what is actually causing the problem, because demand is completely outstripping capacity. This has been building upa outstripping capacity. This has been building up a little bit over the past few weeks. But it is an unprecedented demand. I mean, were seeing sort of five, ten times the amount that we had just two weeks ago. That means a system in constant change and one struggling to cope with not just change and one struggling to cope with notjust the virus, but how we learn to live with it. People have been telling us that they needed test so people can go back to work and children can go back to work and children can go back to work and children can go back to school. It is an essential pa rt back to school. It is an essential part and we have all been encouraged to do it, it really is the only way people can return to some sense of normality, to bridge that gap between extreme lockdown at one end and, of course, a vaccine that needs to be effective and readily available before it enables us to cope with coronavirus. The government says it wants to increase capacity but the issue at the moment, even if there are new testing labs created, is are there enough staff to work on those labs . Struggling to get those two elements together, really, and that will be the biggest challenge ahead for the next few days, weeks and months. Lets pick up on some of those themes now. Allan wilson is the president of the institute of biomedical science, which represents laboratory scientists, and joins us from north lanarkshire. Good morning to you and thank you for your time this morning. Can we start with some of those basic questions . Why is there a problem in terms of turning around those tests as we speak . There are two issues here. One is the demand, partly due to the cold recently and also the return to school and children bringing back the usual viruses back to their house and people developing symptoms. At the same time what appears to happen is that there has been an overall drop in capacity for the uk government run laboratories and they are unable to deal with that bulge in activities. In wales it isa that bulge in activities. In wales it is a demand issue. Within those laboratories, what is happening . When you say they are unable to deal with the quantity of tests coming through, is that Staffing Levels, is it equipment, is it space . What is theissue it equipment, is it space . What is the issue that stops it happening . Were not entirely sure because although these are run by the uk government and funded by the uk government, they are shrouded in secrecy and we dont quite know what processes and Staffing Levels are. But we do know that they have lost staff, academic staff across many of these laboratories were staffed and run by university staff. And they have returned to university and that stuff has been lost and we know that they are actively trying to recruit replacements, creating a bit of a gap so that is the main issue that we perceive. One is that the demand, but that has also come at a time when they have lost staff. So a staff shortage is one of and sounds, from what you are saying, a considerable factor, right now in weighty tests ca nnot considerable factor, right now in weighty tests cannot be processed. And if there is that staff shortage, who other people required . Are these highly trained technicians . What roles are lacking . Probably two main roles. One to prepare the samples for analysis and it takes place in a safety cabinet that you will have seenin safety cabinet that you will have seen in pictures shown widely in the media. That is a technicaljob that you can train someone to do it well did it the second and most difficult role to fill is the experienced biomedical scientist required to run and manage the process and they are in short supply at the moment because all Health Networks are looking for the same staff and staff may not be willing to move into these labs. So i think we will struggle to fill the senior posts and that is the main issue here. You cannot get these people in easily. They have decades of experience in diagnostics and remain within nhs and private laboratories. When you hear the government and Boris Johnson talking about the dream of by the end of october 500,000 test the day, what do you think, with the knowledge you have of industry and where we are now compared to this picture he is painting . where we are now compared to this picture he is painting . I wish we would stop talking about large numbers. We need them linked more closely to what we need to fight the disease and there is evidence to suggest that that capacity may be overstated and i would be interested to find how that capacity has been defined. We can define capacity within a laboratory in many ways and we dont know how that has been defined and whether the numbers actually exist and whether they are test for the virus or whether some of these may include Antibody Test in the overall total and therefore inflating the overall capacity of tests we actually need which is a swa b test. Tests we actually need which is a swab test. What we want to happen is for that shroud of secrecy to be lifted and for us to Work Together with the nhs and private to have a joint capacity to produce a testing system that is equitable for everybody and builds the capacity to fight this disease. One last question. When the government has said that they would increase Testing Capacity, anyone from outside would think that as they did that they would check that the laboratories were able to deal with the number they are talking about. What we now know is that that is not possible and clearly would never have been possible. There seems to be, there is a gap there. have been possible. There seems to be, there is a gap there. I think so. I think it is about declaring these large numbers which, you know, i think they are a political target rather than a political clinical target and it is concerning how often these laboratories are hearing about increasing demands from radio and television. That is not how it should happen. Laboratories, nhs and otherwise should be involved with the announcements about increasing capacity not hearing announcements made without consultation. Thank you. Stricter coronavirus restrictions in the north east of england are about re introducing social distancing where the evidence says it is slipping. Thats according to the leader of newcastle city council. Joining us now is Amanda Healey whos director of Public Health at Durham County council. Good to speak to you this morning. Can you tell me about how this, what were talking about now potentially is not just a were talking about now potentially is notjust a local lockdown but a series of areas and leaders coming together. Good morning and thank you for having me on the show this morning this is something that local authorities are coming together to prevent and put in preventative measures at this point in time because of an increase in cases, not just in one local Authority Area but across all seven and it is a move to have preventative action so we do not have to go into a full lockdown. Those seven local authorities are working closely together because the communities work and travel across our local authorities and that is the reason why we wanted to come together, to put in these additional restrictions for a short time as possible, to protect our communities. There have been communications between the seven authorities and the government. Since when and what have you been asking for . It has happened rapidly and we have seen an increase in cases over the last two week and we have seen it a rapid increase in cou nty have seen it a rapid increase in County Durham between september seven and eight. That was replicated and has been even higher in some of the other local Authority Area such as sunderland. Leaders wanted to move quickly and put a package of measures together to government to ask for that Additional Support and you have to do this with our local communities as well so it has happened rapidly and we expect something to be announced formally today. As i understand, the Community Secretary has said a full briefing would have been given ahead of the measures coming into place. What do you expect or what should people in those seven regions expect to see in terms of how their life will change . The measures that are being put forward and there will be a full announcement later are a mixture of things because what we have seen is that there are cases where we have our breaks and initially they are in social settings, some of our pubs and restau ra nts settings, some of our pubs and restaurants for settings, some of our pubs and restau ra nts for exa m ple. However then we find that spread is also happening within households and so the measures we expect will include restrictions in hospitality sector and also no more mixing within households. These are difficult decisions to make but because of the rise in cases we really want to protect the health of our local residents. We want them to help each other and to try and make this period as short as possible so it does not get any worse. The reason these extra restrictions are coming into place are because, and correct me if into place are because, and correct me ifiam into place are because, and correct me if i am wrong, people have not been adhering to the guidelines so far. In whichever circumstance it has been. What makes you think that those people will now adhere to these . I think we have to remember that at the beginning of the pandemic when we were in lockdown, people were very good at adhering to the guidelines and it did make a big difference. We saw a reduction in cases. It has been a long haul and it has been difficult for people and we always knew that cases would increase one since restrictions were lifted and i think it is understandable that they may be confused by some of the messages. However, i think we need to be quite clear if we do want to continue to go to work, to school, to keep in contact with relatives, to stop an increase in the cases that we have seen and, particularly, for those more vulnerable, where we will see more vulnerable, where we will see more hospital admissions, we urge people to adhere to the guidance coming out today to do reflect, what is your timeline and expectation for how long these restrictions will stay in place . We will be monitoring them closely and that is one of the reasons why we have asked for restrictions now, in order to be proactive and preventative so they can be monitored on a weekly basis and we are looking at an exit strategy as soon as possible to once we see those cases come down but that needs all of us included to pay our part play our part wants additional interventions come into play. It is the latest area to face changing measures as people across the uk struggle to access tests. We can speak now to the Health Minister, edward argar. Good morning to you. Good morning, charlie. Talking specifically about this initiative in the north east of england. What is going to happen there . Well, youve seen, and i think you had amanda on earlierfrom cou nty think you had amanda on earlierfrom County Durham, Public Health, talking about what is going on there. Infection rates rise efficiently, and in some areas below, i think a little bit over, 100 cases per 100,000. They have asked for Additional Support around that, and additional measures. I dont want to pre empt what my boss, the secretary of state, will announce in the house of commons, setting out the detail of the restrictions on measures to be put in place. But if you look at the north west, you can see the sort of approach we have been taking two local lockdowns, but as i said, i dont want to pre empt the detail he will announce later today and house of commons. Is it true, and as you say, we spoke to County Durham because my director of Public Health County Durhams director health. There seems to be a form of curfew in relation to restaurants and public entertainment places stop is that the case . I dont want to pre empt that formal announcement by the secretary of state later today in the house. If you look in the north west, if you look at bolton, you can see the sort of measures that are in a sense, options for these sorts of things that have been done there in different circumstances to bring the rate down. They will be looked at in this context, but i do not want to pre empt what my boss will say in a few hours time. I dont want you to repeat the same thing, and we are both part of this. I want to establish, what people are seeing and the message they are getting and the talk of this curfew, the thinking now amongst many people is thatis thinking now amongst many people is that is the direction of travel in terms of what measures will be put into place in those areas that have problems. Really, that is one of the things that could be brought in . Well, you are absolutely right. If you look at bolton, it is one of the things that has been brought in there. Yes, it is the sort of thing that has been considered, it is being looked at, but i dont want to, as being looked at, but i dont want to, as i say, say what exact measures will be put in place. You are right to highlight that. It has been used elsewhere and it is one of the measures that we believe can be effective in driving down those infection rates. I want to ask you about who it is and who should be tested. Are we getting to a point now where there will be rationing on testing, and that will be specific and outlined efficiently . You will see, i think, in the next day or so, a clear announcement setting out the priority groups to get testing, people like, as the secretary of state and Prime Minister have said, frontline care workers, teachers and similarly. You will see a clear prioritisation, clear guidance, a clear document on that in the next few days. And that is because the testing system is failing. Well, i think what were seeing here is a testing system that has rapidly expanded. At the moment we are on, per thousand people, we are testing about 2. 3 people in this country, double the rate per thousand of any other major european country, so we have rapidly expanded it over the past few months stop as the Prime Minister was very open and honest about yesterday, we have made very Real Progress in massively scaling up Real Progress in massively scaling up our Testing Capacity and the number of people who can get their tests processed. But of course there isa tests processed. But of course there is a lot more to do and he was right to say that and that is why we continue to set ambitious targets to significantly further expand that capacity. This is not a comment we have done it, here is thejob, done. This is something we have to continuously work out to expand that capacity and that is what were doing. Unable to you the thoughts of alan wilson, resident of the institute of biomedical science. Representing people who work in those laboratories you were talking about. One of the very obvious problems is that there simply are not enough staff, correctly trained staff who are available are being employed currently. Do you recognise is employed currently. Do you recognise is that one of the problems . Do not have enough people who are properly qualified to run those laboratories . Well, lab capacity is one of those key challenges in actually getting the number of tests up. And your sister programme on radio 4 yesterday morning had a gentleman on it you had experience in working in these labs and set out the actual challenges from a test coming in the door to getting it processed. Yes, a number of people is one thing but it is notjust that. If i made. I would is one thing but it is notjust that. If made. I would like is one thing but it is notjust that. If made. Iwould like to quite nosedown on that one thing then. Yep. We have been told in this programme there is a shortage in the correctly trained staff in these laboratories. Now, do you know that, and if so, how many people sure what are we . How many people are needed to run those laboratories now that im not there, and are you actively recruiting . So, there are two bits there. In terms of the labs we have got at the moment, they are working flat out, they are fully staffed stop that we do need my labs because of the overall capacity in the lab system. In a sense, you are right, do we need more people processing tests do not yes, we do. We also need more labs processing tests. That is why we have, i think, two more lighthouse labs coming on strea m more lighthouse labs coming on stream in the next few weeks, and more before christmas and in the week after week after week to the run up to the window. It is a continual expansion of capacity. In one sense, you are right, in one sense, the labs are working well, there are staff, but do we need more staff . Do we need more people . Yes, and that is why we are expanding as la bs and that is why we are expanding as labs and the number of people in them. One of the problems where you move into a situation where you are effectively rationing those people who will get tests, its fairly obvious you are getting to a point where people who have symptoms are being told by you not to go and get a test because they do not fall within, maybe they are not nhs workers, so people who have symptoms will be advised not to get a test. And yet, we were always told that test and trace was the key to being on top of this disease . No, this is not about telling people who have symptoms not to get a test, it is about who, in a sense, we are prioritising, to make sure they can a lwa ys prioritising, to make sure they can always get a taste. Frontline workers in the nhs, in care homes, teachers and similar. As i said, youll get more detail on that. People should try and get a test, apply a test. Now, i appreciate, and i see there are some people, a number of people we have seen on your show and other shows you have that how difficult it has been and they have had to try a number of times before they can get a test locally. That is why we expanding the capacity. We are still clear that those who have symptoms should a test. What were doing with the prioritisation is making sure that the people who are absolutely crucial to our nhs and Care Services functioning can always get those tests. So, obviously, i understand current capacity is different from the actual number of tests protest. There is a 274,000, is the claim of capacity, we think around 231,000 of those are actually protest. And that is not the same as the number of people itself. 221,000. How many people itself. 221,000. How many people you think will qualify, the key workers, who should them first . What percentage of that 374,000 will be taken up by those groups of people . It does depend. In hypotheticals, it depends on those people. But those people in those groups who havent had terms and need to be tested and need to get that, that is dependent on a whole range of factors. Infection rate, a whole range of things like that. So do take your point. And i think your underlying point is are we going to see those priority groups essentially meaning there are no other tests left for mr and mrs smith, who may develop symptoms. That is not going to be the case. Firstly, because we have two different approaches to testing. We have the testing in clinical settings, hospitals and similar for staff, and for priority groups, but even within the Community Testing we are rapidly and in the social care workers, teachers, for example, even if there is a significant increase in the number needing test. And we have seen june august in the number needing test. And we have seenjune august 63 increase in the number of people applying for tests. So we are very clear the demand is very high, it continues to surge, as the Prime Minister said. We will continue to expand, notjust the number of Testing Capacity Available Lab capacity going to your original point in the weeks and months ahead to meet that demand from both those who are prioritised, but also members of the public, mr and mrs move, you may develop symptoms and they want to get tested because they need to get back to work will get back to normal. But we seem to be going around in circles on this. It has happened before. It is almost as if you are blaming people who are trying to do the right thing by getting a test for the problem in the system . Noone is blaming people for that. I think its a statement of fact as to why demand has significantly gone up. That is one of the conflicting factors to why there are challenges with getting tests. The reason, surely is, the laboratories cant cope. And explaining and being totally honest yesterday, as was the Health Secretary and i, yes, there has been an increase in demand but also a challenge in further increasing capacity. That is a challenge for the government, that is our responsibility, that is why we are continually expanding the capacity. We have, as i say, the highest number of tests per thousand in the eu. No one is blaming people who seek a test. The challenge of why there is one in getting one, thatis why there is one in getting one, that is what were trying to address. 25 of people, anecdotally, appeared to be going to tests when they were not eligible. But it is up to us to address the supply side issue and increase the capacity. To us to address the supply side issue and increase the capacitym i may, the figure you are talking about about the distanced travel average by people at the testing centres, we have had harrowing stories about people who have had to travel miles or being offered test miles away. Is that a road mileage, or as the crow flies . Some people are saying that is as the crow flies . You are absolutely right to highlight this. Which is it . It has come from six miles to 5. 4. Is it by road or as the crow flies . Just answering that, it is as the crow flies. Clearly. How helpful. That is the difference between someone getting in a car or bus and taking the road. That is why at the moment the road. That is why at the moment the secretary of state is looking at how we can make that figure more accurate or reflective of the real Life Experience that people will have, getting in a car or travelling, rather than, as you say, the crow flies. That is the easy way of graduating because we want to make it meaningful for people. A lot of people are saying, youre looking at those figures on the problems with testing and they will be thinking, it feels inevitable that we are going to some form of National Lockdown. Can you rule that out . You heard what the Prime Minister said. Yesterday, and in his piece in the press today. He has been very clear that is not something he intends to do, it is not something he intends to see the key to making sure it doesnt happen is people adhering to the rule of six, following regulations and i know this has been a tough year for eve ryo ne know this has been a tough year for everyone with huge sacrifices made by individuals, businesses, by families. And the message is very clear, if we stick to that, if we stick to the hands, face and space guidance, we can avoid further local restrictions. We can avoid further national restrictions. The Prime Minister is clear, he doesnt want to see that, the nation doesnt want to see that, the nation doesnt want to see that, the nation doesnt want to see that. They are the greatest threat to the red squirrel population. They carry disease and they compete for food and resources. Currently we have three residents, lucky, sage and not can and it is like a retirement home for the males and in the Breeding Programme we get quite a few males that are not required so the surplus males come here as well. Stricter restrictions will be brought in in parts of england and wales in an attempt to halt a rise in coronavirus cases. New measures for the north east of england will be formally announced later today while residents in parts of south wales will face local lockdown from this evening. We living there expect today . Know there are going to announcements we know there are going to be announcements made probably later this morning. What are people expecting . That really is the big question. How those 2 million or so people are going to be affected. We have been expecting an announcement because this comes against a sharp rise in cases in places like sunderland and south tyneside, which along with newcastle and gateshead, have been on a Government Watch list because of the rising cases here and there, along with three other councils, northumberland, County Durham and North Tyneside have been lobbying the government hard this week, calling for greater powers to bring those extra measures in. As i say, we dont know what the extra measures are going to be. They are likely to be announced later today brought in at midnight tonight, but as amanda healy, the director of Public Health for County Durham told us earlier its likely to be around social settings, pubs, bars us earlier its likely to be around socialsettings, pubs, bars and restau ra nts a nd socialsettings, pubs, bars and restaurants and only socialising with people in your own household. In our cases where we had outbreaks, initially they were in more social settings like pubs and restaurants for example, however, what we found is that the spread is also happening within households, so the measures we expect will include some restrictions in the hospitality sector but also normal mixing within households. Local Council Leaders here have been stressing that this is not a full lockdown, but what they are calling it is a last ditch attempt to prevent the spread of the virus so that that full lockdown doesnt have to come into place here once again. Alison, thank you. Tomos, theres new restrictions coming for parts of wales. Why have they been brought in now . Good morning. Yesterday the welsh Health Minister did his press conference and said that from tonight, Rhondda Cynon taf, the second local authority in wales will be put into local lockdown. It gave three reasons why they decided to put Rhondda Cynon taf under these measures. The first was the number of bars here have not been following regulations and people not social distancing. The second was linked to a rise in cases in a local rugby clu b a rise in cases in a local rugby club in the south area of the local authority on the third was from a group of people in their 405 and 505 from a social club that had gone on a bus trip to doncaster last week, stopping in pubs along the way. The Welsh Government said they had gone to the races in doncaster, however they have clarified and said they made a mistake in the group had not actually gone to the races there and doncaster races have said that nobody actually entered the race course last week. However, they did enter a number of pubs on the way to the racecourse. The rate in Rhondda Cynon taf has risen quite a bit since when i was here last week. Last week it was on its final warning, but now its on a similar level to neighbouring carefully which is already in local lockdown with around 80,000 cases 80 cases per hundred thousand on the highest number of people testing positive in Rhondda Cynon taf is in south wales, so from tonight people wont be able to go in and out of the county without a good reason and people wont be able to go into each others households at all and wont be able to meet outside, and crucially, the main difference, because of the rising cases from the pubs in pontypridd is that there will be a curfew on pubs to be closing at 11pm from tonight, and that will last for at least two weeks. Thanks very much. The Prime Minister has admitted there isnt enough capacity for coronavirus testing, as difficulties with booking appointments and long queues at testing centres continue. The problem has been blamed on a colossal spike in demand. Breakfasts john maguire is outside a test centre in sandwell this morning. John, whats the situation there . Good morning. Interesting stories coming out from people who are going for tests for many different reasons. Absolutely. As there has been throughout this pandemic, eve ryo ne been throughout this pandemic, everyone has a different story to tell. We are in smethwick in sandwell in the West Midlands and a test centre here opened here at eight oclock and we saw a handful of people going inside. Its one of 389 of these test centres right across the uk and the government says it wants to take that number up to 500. There is a disconnect in some of the figures we are talking about this morning. We are told there is daily capacity for these individual tests of 245,000, and 220,000 individual tests of 245,000, and 220 , 000 tests individual tests of 245,000, and 220,000 tests are going through but many people have been contacting us telling us they really struggled to book a test appointment. This one here, for example, has signs outside saying no walkins because some of the test centres have been walking test centres and thats where weve seen some of the longest queues in the last few days. Once people are inside, people tell us that the test goes ahead very well and they expect to result in a day or so but its exploring the first appointment securing the first appointment on the phone or the internet, people talking about spending a day trying to get through to secure the tests and they are so important because people need to get back to school, back to work. They might be teachers or care workers or nhs workers. Its very, very important that people are tested on the family of those. Once the testing system gets things right, then we can start to try and cope with this huge spike in demand. Its definitely something we will keep talking about. Our political correspondent, Jonathan Blake is in westminster. On the one hand we have these local restrictions, more and more and we will find out more about those this morning and in the north east in particular, and then the growing problem of how the government is going to improve the testing system. Yes, its undoubtedly the biggest challenge for the government at the moment and ministers are under huge pressure to sort out this problem. We had the Health Secretary, matt hancock, saying it would take weeks to fix, but time is of course of the essence, because as restrictions, relatively speaking, have used and you have heard schools reopened, that increases the demand for the tests that need to be done in the Prime Minister is acknowledging the system is struggling in an interview with the Sun Newspaper and has said that a significant number of those seeking tests do not have symptoms, and that is why we are going to get more details from the government on the prioritisation of testing appointments and testing kits for people who have symptoms of coronavirus in certain categories stop speaking earlier on breakfast, one Health Minister explained why that was necessary. Demand is very high and continues to surge, as the Prime Minister said. We are confident we will continue to expand notjust a confident we will continue to expand not just a number of Testing Capacity, but lab capacity in the weeks and months ahead to meet the demand from both those who are prioritised, but also members of the public who might develop symptoms and want to get tested because they need to get back to work or get back to normal life. Now the Prime Minister has said his aim is to increase the capacity for testing to half a million a day by the end of october. That is an ambitious aim, certainly. What will be more important to people struggling to get tests, i would imagine, important to people struggling to get tests, iwould imagine, is important to people struggling to get tests, i would imagine, is the availability of appointments and testing kits and the processing time for their results to come back, and thatis for their results to come back, and that is what the government is going to bejudged on in the days and weeks ahead. Less than one month into the new term in england and teaching unions are warning that staff and pupils at hundreds of institutions in england are self isolating and struggling to access tests. Some schools closed their doors just after reopening, while others have told whole year groups or classes to self isolate for two weeks following confirmed cases. Kathryn stanczyszyn has more. Its taken sammi from hull four days to get her son, bradley, a covid test. His school says he cant return until he has a negative result. But at least theyve managed to get one. Parents are reporting only being offered tests hundreds of miles from home, and there a backlog which means a long wait for results, up to a week in some cases. It also makes any attempt at a Normal School life pretty difficult. In st edmunds primary in suffolk, 52 pupils are currently off, making lunchtime a sad affair for tawny. Lonely. Very lonely. Children are being bubbled in year groups to try to mitigate the impact of positive cases. There hasnt even been one here yet. But one in every eight pupils is still off. Its being reported that 740 schools across england have sent pupils home, and there is another issue. Teachers are sat at home, waiting for test results, too. We were ready, in september, for the start of this. We were ready for children to come back and return. But, unfortunately, the testing system is putting so much pressure on the schools we are going to see natural lockdowns happening, just because we simply cant staff our schools. The government says the testing system is trying to meet a colossal spike in demand. Parents are anxious to do the right thing, but the education secretary has clarified not everyone will need a test. People only with symptoms are the ones that should be actually doing the testing. So, if a child and their contacts have been sent home, its not that all those children that are sent home should be getting testing. It is only the child that is displaying symptoms, as against the whole cohort. From today, the government is providing a new dedicated advice line for schools with confirmed cases of coronavirus, to try to ease the confusion. But some say its simple. White bagram talk about what has been happening with you. One of your children had bronchitis. How was that received in school . The youngest one had bronchitis. He is not in school at the moment. But the other two have caught a cough. On monday, i dropped them off as normal. At about 11. 30 i was asked to pick them up, because my oldest was displaying a cough. No other symptoms at all. They have advised mei symptoms at all. They have advised me i cant take them back until i have a negative test result for both of them. I cant get a test anyway. Ive even tried putting in different postcodes. There are no tests available. So, louise, did you manage to go to a doctor and the doctor diagnosed bronchitis . Yes, he was actually taken into hospital because he needed help with his oxygen levels. He was diagnosed at hospital. Thankfully he seems ok. Obviously it is not nice having that, but he seems ok. You have had medical advice saying it is bronchitis, not coronavirus . Orjust that it bronchitis, not coronavirus . Orjust thatitis bronchitis, not coronavirus . Orjust that it is bronchitis . Bronchitis, and while he was in hospital he did have to have a coronavirus test, which came back negative. So i dont understand, if the child has had a negative coronavirus test, what is the school asking for for the other children to have . Yes, they are saying i cannot take them back until ican saying i cannot take them back until i can show a negative test result. Because of the problems we have in getting a test, they basically said i have to self isolate for 14 days. Obviously you would have said, they havent been exposed to coronavirus because i have. I showed the straw that negative test result from marley, but because they are not medically trained, they said i need a negative test result for the other children before they can go back to school. Tell me how this affects everyday life. There is always the thing, people say children dont like to go to school, its not true, they are seeing their friends, they are ina they are seeing their friends, they are in a routine. How is it affecting your everyday life with three children at home . My oldest son is not bothered about being at school or at home. But my daughter loves learning, and it is killing her not going to school, and not getting what she needs. Well, what happens next . You wait, because you cant get a test yet, do you keep trying . Ive been trying every hour since monday morning. Ive even woken up at six oclock in the morning, just to go online and see if there are any available. But there is non. If there are any available. But there is non. I wish you the best. A really interesting example of how this is affecting everyday people when the tests arent available, and the greater impact it is having. Geoff barton is the general secretary of the association of school and college leaders. Iam not i am not sure if he were able to hear what louise was just saying, two children, they have got a cough, and the school wont let them back until they get negative tests and they cant get tests. Is the school doing the right thing . Give us some guidance. It is difficult to comment on that specific case, but a couple of things, what School Leaders and pa rents would of things, what School Leaders and parents would be saying this morning is that the school has done its bit of the deal, they have opened up, they have put different arrangements in place to make the school secure. But when it comes to Public Health decisions, we need Public Health guidance. If a child is showing symptoms, the responsibility of the school is to send the child home and then for a test to happen. That is where it started to unravel, as we have just heard. The advice about whether the trial should be back in school or not back in school should not be the decision of the head teacher, it should be Public Health. That is why what your reporter was reporting today is a change from the government, which we would welcome, cautiously, if it works, which is to say it is going to become easier to get a response from Public Health. The people i represent have been spending four orfive the people i represent have been spending four or five hours trying to get through to someone with exactly the kind of questions we just heard, saying, what should we do . Should they be back in school or not . That has to be a decision guided from medical, Public Health backgrounds. I thought the government said that schools, before they opened in september, i thought they opened in september, i thought they said that the schools had been given a clear set of guidelines for precisely this circumstance. Was that not the case . Well, the guidelines talked about keeping young people separate from other young people separate from other young people separate from other young people in other year groups. Ina primary young people in other year groups. In a Primary School you would have a bubble of a year five class, not just in lessons but at break time. Lunch time, you keep that separate. In secondary schools, where you might be talking about bubbles of 240 children, you would keep them separate. We have done all of that. What some of our members say is that we feel hoodwinked, because the part of the deal that the government was going to do was that if one of those children in that year group shows symptoms, then it is over to the testing system. And we need to know whether that child should be in school or it shouldnt. That becomes more urgent when youre talking about a teacher, because if you havent got a year five teacher and youre year three teacher, it starts to raise questions about how are you going to cover that class. What we are seeing at the moment is not teachers being positively tested, as in they show positive symptoms, but they havent had the test, so we are struggling to cover those classes. That is why we really need a faster system, more clear response from Public Health, so we can keep children in the classroom, where they belong. The awful phrase, we are where we are. Given where we are with the problems with the testing system, do you know how many teachers are not at work, but have not had a test to prove they have coronavirus . Effectively, how many are off work without needing to be off work . Its very difficult to know that. Its a good question, question a lot of us are asking. There was a survey of 6500 teachers done online yesterday that if you extrapolate that there may be Something Like 24,000 teachers that are not in the classroom. That isnt necessarily that they have tested positive, they might be waiting for the test. That will sound an eye watering figure. Lets keep that in perspective, we have Something Like 22,000 schools in this country. Nevertheless, if you are the parent who is going to see your child perhaps having a supply teacher because the normal teacher is not going to be there, possibly because they tested positive, possibly because they havent tested, you are going to feel that moral imperative lecture that we heard from the Prime Minister is sounding a little bit hollow, when education isnt able to continue as normal. Speaking to the Sun Newspaper, he said the funds are to ensure staff work in only one home and are compensated for any reduced hours. We can speak now to nadra ahmed, chair of the National Care association. Thank you for your time this morning. What do you make of what the Prime Minister has announced . Good morning, i havent seen the detail of it. But this is a continuation of the Infection Control money that was announced some time ago. I think it was 600 million to set up this measure whereby the transmission rates could be reduced, showing that we didnt have too many agency staff coming into the building. I think buildings have moved on, and a lot of the providers are already aware of this. With that, the Testing Capacity available for the actual turnaround of results, it does present a problem for providers and they do sometimes have to use agency staff. It isa sometimes have to use agency staff. It is a welcome continuation of the fund. A give me an indication of how the lack of availability of testing is affecting the day to day running of care homes. Providers are extremely anxious and extremely worried, for a number of reasons. So, we have had people who have told us that they have had test results backin us that they have had test results back in six or seven days. And then a couple of them have come back as being positive. The staff were com pletely being positive. The staff were completely asymptomatic. The concerned there is, with the staff working in the service, showing absolutely no symptoms, they have done another test, which was due before the results came back, and that has come out clear. So, weve got a real worry about the impact of not having the results quickly, and then not being accurate, in some cases. We are also really concerned about district nurses, who are coming into the services and telling us they are not tested unless they are symptomatic. Which is a huge concern, because there is transmission there as well. Sorry to interrupt, but at the moment, and the Prime Minister made clear in the last few weeks that his ideal is that there are 20 minute or 90 minute turnaround tests, and they are not available yet. His ideal is that. We are not there yet. In the meantime, what do you need in order for district nurses, for people that work in care homes, to work effectively and make sure that the jobs that are needed to be done are done . We need a turnaround of a result within that 48 hour period. 24 hours, if we can. So we can make sure that the right people, who can work, are working, and those that should be working isolating. And this is where the fund comes in really handy. Because they can go and isolate and be paid. What is the situation now when it comes to how many situation now when it comes to how ma ny staff situation now when it comes to how many staff are off at a time because of isolation . Well, i think at the peak of the pandemic we had about 30 of staff off, isolating. That was primarily because testing wasnt in place. We were not able to take any of the risks to our residents, really, to keep them on. But anywhere, really, 20 , we are already facing a deficit of staffing of around 120,000 people. We are not able to get people to come and work for us. There are huge levels of anxiety in our sector at the moment. Staff are worrying about a second wave. And we have seen a very slow trickle of people deciding they wont come back to work, and deciding to go in another direction. All of that is going to amount to this real challenge. We have to keep our residents safe. We need to staff, we need to keep them safe. And testing is the key to all of this. Delivering the test to the services is one part of the solution. But you wa nt to even talking about this. But you want to remember her positively and do something positive in her memory. Tell us what you are doing. Yes, we had to postpone it because of the covid 19 situation, which is a shame, but thatis situation, which is a shame, but that is life and we have to get on with it and we will postpone it until spring time and that gives more people time to get themselves fit and mentally prepared for it and also allows us to make more awareness and we will be talking on instagram on different platforms and we have funding page as well, so we will try to raise as much money for samaritans and i think some many goals in every six seconds and there are over 20,000 volunteers working in the uk and across ireland somebody calls every six seconds. Im sure at the moment samaritans will be busy, so the more money we can raise, it is a winner, to help prevent people struggling with Mental Health. Im sure all of her friends and family will be up supportive, but weve got some really good names and friends of caroline who Everybody Knows from being in the public eye and in the tv world and we have some of her close family, who ive been speaking too often to talk about this challenge and some of her closest friends. Its been a nice time talking to everyone and getting eve ryo ne time talking to everyone and getting everyone together and remembering carolines amazing personality and what she has achieved. And some of them are not quite sure, but looking at you, you are far better in the flesh and im delighted to see you. Captain tom is setting up a foundation, supporting those facing bereavement and Mental Health issues, in memory of his wife, pamela. I want to talk about how pamela struggled with mental illness. And how you cope with that. Well, the poor girl, it was a lot of her problem was her mother because in the wartime her mother was terrified and wouldnt let pamela be sent away. She insisted that pamela stay with her, so that when the bombing was in gravesend. A terrified mother, which didnt help. When she was going to school, she would say, careful what you do, i have somebody watching you on the way to school. It stayed with her for the rest of her life. Her mother had frightened her into always thinking people were following her. But later in her life she would have times on the telephone, talking to a man that wasnt there. And it got worse and worse. So if i went out of the house, i had to lock the doors and take the keys away. If there was and take the keys away. If there was a gas oven, make sure that it was all turned off, otherwise she would do things like turning the gas on and leaving it on, and it got worse and leaving it on, and it got worse and worse, until the authorities realised i could no longer look after her properly. And she went into a home. They said, we are going to ta ke into a home. They said, we are going to take her for six weeks and find out. But she stayed for years and yea rs out. But she stayed for years and years and never came out again. You visited her every day. Yes. I mean, i want to see her every day, day after day, until, in the last few yea rs, after day, until, in the last few years, i used to go at lunchtime to feed her, because she couldnt feed herself. So for years and years i did that. And i was quite happy. I never resented that for a minute, because thats part of the contract, in sickness and in health. So, during that was no hardship. So when she actually died, it was not a terrible loss, because in a sense she had died years and years before. And that was the end. And when we talk about the foundation, that you set up, one of the keys to the foundation is understanding bereavement, and helping people who have lost, and giving them hope. Why is that important to you . When pamela was in the home, i mean, she had me as a visitor. But some people, most of the people were ladies. They were poor old things. But nobody ever came to see them. Year in, yearout, but nobody ever came to see them. Year in, year out, some never, ever had a visitor. And they must have been very lonely indeed. Really, thatis been very lonely indeed. Really, that is one of the things of the foundation, to help Lonely People, and people who are in difficulties. Not necessarily old people, there are some young people who are not properly looked after. So the foundation is out there, to help all sorts of people, were a little bit of hope will do them some good. There is going to be a film made about you. Who would you like to play you . It cant be a girl, can it. I think somebody who could fit the bill would be somebody like david beckham. He has the right build for it. Youve met him, ive met him. Hes a very charming young man. Beautiful creatures, but very elusive, and endangered species, only seven parts of the uk have colonies. Much of england and wales have completely lost them. Only 140,000 Red Squirrels over the country. The native squirrels have been pushed out by a loss of habitat. Grey squirrels, only introduced in 1870, but with them they bring disease, which the Red Squirrels are more likely to catch. Here, they have introduced four new squirrels to help some of you see them for the first time ever. Some of them will be used to breed. The squirrels have been enjoying dry weather and will continue to enjoy summer across most parts of the country, with plenty of sunshine. A bit of a fresh start for some. Temperatures in single figures in one or two areas, particularly across the north and east of the country. Still in double digits, if not the mid teens across the far south of england and the Channel Islands. The fresher air will be with you as you go through the day. What is the idea behind this, what do you want people to get from this . A unique experience for the family. This is the skywalk, the latest visitor attraction at Tottenham Hotspur stadium. And as i am experiencing now, it is an adrenaline pumping experience, taking it to the edge of the stadium, 46 metres above the football pitch. A unique view of the stadium and, indeed, the capital city. Stadiums have been empty, how important is it that you can get people here to enjoy it in a very different way . We have all been going through a difficult time. Obviously this is a great lift to give people, to come to their beloved stadium, if they are a spurs fan, or have a great day out if they are not. Something for everyone. The golden cockerel, such an iconic part of the White Hart Lane stadium, it has been replicated very carefully. It is slightly bigger. But you have included some of the bumps on the grazes, one of them involved Paul Gascoigne and an air rifle . The story goes that back in the 19805, there was a lot of pigeons at the old White Hart Lane, and Paul Gascoigne took his air rifle to try to shoot the pigeons. But there was only one that he shot, it was the iconic golden cockerel. When we built the new stadium, it was important the club retained its heritage. This is a great way of doing that. It is slightly bigger, you said, but it is about twice the size. It is a 3d replica. So, every imperfection, every bump, including gazzas has been incorporated. Some unusual history.
