In his first visit since the election, he will claim that 900,000 scottish jobs were saved by the big part of the union. Ian blackford joins us now. How do you respond to this claim that 900,000 people have been helped by fellow and that the union is stronger . Of course we welcome the furlough scheme but if anyone thinks no other country would have taken the same measure, they are mistaken. Lots of countries around the world doing what they need to do to protect their citizens and provide economic support. Boris johnson protect their citizens and provide economic support. Borisjohnson is coming to the islands today and we have a fragile economy and a lot of the community rely on tourism, for example. The furlough scheme needs to remain in place for as long as people needed. It is going to be a short tourism season. That economic support needs to be right through to the spring of next year so this is all bluff and bluster from Boris Johnson. Being part of the union means that you are part of the broaderfurlough deal means that you are part of the broader furlough deal which is a positive deal . But it is not for all our people and industries because it is not going to be there to support out tourist economy in particular. We continually make that point a doctor what exactly do you need for that . What we have argued is that there should be flexibility in the scheme and there should be sectorial support for those that need it. You spoke of the creative industry, tourism is another. They have particular circumstances in different regions. All of us want to see furlough come to an end and people back at work but we have to recognise that in many of those areas and we have said to Boris Johnson, it would be normalfor any government to put in place support so that we can support them ourselves. We know regulations come in two floors, im assuming thats as of midnight tonight, for shops, that facemasks in england will be mandatory in shops stop at i understand there is some advice due to be released today. Can you take us through what that is with yellow sure. They appreciate there has been a lot of discussion about this over the last few days about whether certain takeaways and what people can do. The position has been we are advising people, particularly on public transport, to use facemasks. But what changes from tomorrow we are saying from tomorrow you should wear facemasks, not just are saying from tomorrow you should wearfacemasks, notjust on public transport, but on shops or supermarkets, the difference that people may not have been aware of and will be outlined in the regulations today is if you are going into a takeaway and you are eating in somewhere that has a takeaway, that is like hospitality, you are eating, is not practical to wear a face mask, recognise that, but if you are going in to buy a product and leaving again and treating it like a shop and you should be wearing a face mask. Just to be absolutely clear on that one. Ifiam to be absolutely clear on that one. If i am going in to buy a sandwich from a cafe, may be, that has a sitting area but im just going to bite my sandwich and then walk out again, do bite my sandwich and then walk out again, do i where a face mask . Like yourself we are trying to avoid naming any particular outlet, but, yes, if you are going into an outlet where you can sit and eat, if you are eating their you dont need a face mask. The transport secretary earlier told me that we have his word that improvements will happen and we will be stepping on electrified trades in the next four yea rs. It is one of those moments thatjust replay in your mind over and over again. I will neverforget replay in your mind over and over again. I will never forget it. The main thing is to give back to the board and we want to make sure that anyone who has to go through the same thing that tarsh has gone through will be as co mforta ble has gone through will be as comfortable and well looked after. L lot of people listening to you right now, iam lot of people listening to you right now, i am constantly amazed that when people like you are going through the blea kest when people like you are going through the bleakest of time can reach out and try and do something for other people. Thank you for what youre doing because it will make a difference to people the future. Will you share a little bit and we saw a moment from the ceremony, the wedding ceremony, which was done in the most extraordinary circumstances. Just share a little bit about that occasion and how it came about and what it meant because, under the circumstances, the emotions must have been so role . Ta rsh the emotions must have been so role . Tarsh was given a terminal diagnosis and straightaway i asked her to marry me. We had spoken about it. And we were going to do this to make her happy. We had four days because the Palliative Care unit needed to make sure everything was in the right place and she was in the right frame of mind to get married. We we re frame of mind to get married. We were given a date on the friday and it was instantly all hands on deck. The team and the nurses went off and spoke to the chapel and they got all the licenses under way and organise. They then also arranged for tarshs boss to come down and perform the ceremony. Tarsh worked at the cathedral. I did the best i could do. It was a mixture of getting everything. Tarsh was in the hospital so we sat there flicking through wedding dresses and outfits and making sure everything was available the next day. Her family did exactly the same, getting things organised. You have shared a whole lot of pictures and they are beautiful images. They will give you comfort for yea rs beautiful images. They will give you comfort for years and years to come, iam sure. Comfort for years and years to come, i am sure. I am tempted to ask, did anything go wrong . Things go wrong at weddings. Did everything go ok . No. The suit almost did not turn up. They were brilliant the company and the Delivery Company let them down. So one of the people from the actual officers dropped at of the morning officers dropped at of the morning of the wedding so otherwise i would have been without suit. |j of the wedding so otherwise i would have been without suit. I also have to ask, i was watching tarshs sister and just reading about natasha, straight talking. She was very ill but was she the one in charge of the arrangements . Yes, she had fun on stage and i did the legwork and running around. It had to go through her approval. Same with the photographs. They were all ina with the photographs. They were all in a specialfolder which with the photographs. They were all in a special folder which she approved. When the wedding did take place, people would be wondering, the whole idea of a bubble and people and family and friends being tested, that would have been part of it which would have added to the stress of a really short notice wedding . It was. The family had to come in the day before and make sure they got swabbed and then they were rushed through and that is why there is only tarshs mum and dad and sisters and her partner. When even then one swab was inconclusive so we had to do another emergency one on the morning of the wedding as well. Your composure is quite remarkable, given what has happened. The uk is in danger of becoming a cultural wasteland because the government failed to act quickly enough to help the arts and Entertainment Industry survive the lockdown. Thats according to a report by a group of mps which says many organisations are facing a threat to their survival. Our reporter ben bland is at the coliseum theatre in londons west end. Normally theatres up and down the uk would make Something Like more than £1 billion from ticket sales, that fell by 300 million in the 12 weeks since lockdown. And think about the knock on effect it in towns, cities, and the west end, the draw of tourism, people coming to the theatre, the effect of people going out for dinner and drinks, the way it helps the local economy. The report outlines the help that needs to be done, especially for freelance people, the majority of people who work in that sector, the department for culture, media and sport, the government says it rejects the Committee Conclusions and says it has done a lot to safeguard jobs and support the sector. Of course, this was announced the change was coming last tuesday, la st the change was coming last tuesday, last week, and certainly, since then, there has been some confusion over exactly where and when they will apply, for example, when is as sharp as shop and when isnt it, that example you spoke about is a really good one, take away food shops. Last week, there had been some confusion between ministers with the Health Secretary saying face masks would be compulsory in takeaway food shops, then you had the Cabinet Office minister at michael gove pictured in a Sandwich Shop without one and downing st said there was an understanding perhaps it wouldnt be necessary. We have had that cleared up for us this morning, as you said, the cabinet minister Brandon Lewis told this programme the guidance would be very clear on this. If you are going into a takeaway and you are eating in somewhere that has a takeaway, that is like hospitality, you are eating, its not practical to wear a face mask, we recognise that but if you are going in to buy a product and leaving, you are treating it like a shop and you should be wearing a face mask. Why is this important . Because from tomorrow, from midnight, these will be a legal requirement, you can be fined £100 if you dont wear one in the right places. And the onus we understand is very much going to be on us as individuals to wear them, rather than on shops, this applies in england only, in scotland its already mandatory to wear Face Coverings in shops, in wales, it is not. In his visit to scotland today borisjohnson will meet Business Owners and Armed Forces Personnel to thank them for their response to the coronavirus pandemic praising the sheer might of the uk union. The number of women trying to seek emergency accommodation after fleeing Domestic Abuse rose sharply in the first week ofjuly compared to the end ofjune as lockdown restrictions were eased. Lockdown has affected my whole life and made the abuse more obvious than ever before. As lockdown eases, were learning what life has been like for Domestic Abuse victims. Some have finally managed to break free. Others are continuing to be tormented by their abusers. Claire says her ex partner has exploited the delay in court cases during the lockdown to breach custody arrangements. At one point refusing to hand over their five year old daughter. Lockdown has opened the door for him to control me more than he did when we were together. Im a nervous wreck. I hand her overand im thinking am i going to see her again . Shes one of thousands who have contacted the national Domestic Abuse hotline, run by the Charity Refuge. Staff have been working from home, offering round the clock support. And as the lockdown reduces, the demand for refuge places is on the rise. If we have learned anything from covid i hope that it is that Domestic Abuse is a huge issue. We anticipate that as lockdown lifts, demand will increase yet further and women will need emergency accommodation so that they can escape abuse. For so many, home hasnt been a place for safety under lockdown. The government came up with around £30 million during the pandemic to help victims. Refuge and other Domestic Abuse charities are now calling for a long term funding plan. June kelly, bbc news. In singapore, where it is an offence not to wear one outside your home, 90 of people say they do so, the highest rate in the world. In europe, the number of people wearing Face Coverings is highest in spain, followed by italy and france. Nearly three quarters of people in the us say they wear them, which is slightly higher than its neighbour canada, where 60 say they do. And here in the uk, just 36 of people say they wear a Face Covering in public, although this has been steadily increasing. In england, it becomes mandatory in shops tomorrow. In relation to Face Coverings, are you clear, head of tomorrow, the key date in the changes in shops for example, are you clear about what the rules are . Good morning to you. We were clear about what the rules were, from last week we had number ten telling us that staff were not having to e nforce that staff were not having to enforce rules in relation to people going in to take a ways and copy shops but that appears to have changed this morning and we wait to see what the final guidance is to have clarity and confirmation about copy shops, takeaway service, and we are clear about hospitality, it isnt needed in hospitality and thats really welcome but it is still a little bit confusing when it comes to take a ways and its really unhelpful to have the confusion because the single biggest thing we need now is to rebuild Consumer Confidence and that needs clear, unambiguous messaging. We spoke to Brandon Lewis a little bit earlier, iam not Brandon Lewis a little bit earlier, i am not sure if you saw that and he seemed fairly categorical, if it helps, if you go in for a takeaway, from a cafe, you are, will be, from midnight, required to wear a mask. Is that not clear to you, is there another level of that you think is still not clear . That is clear, but asi still not clear . That is clear, but as i say, its different from what the industry has been told over the course of the last week. If that is what the messaging comes out, thats what the messaging comes out, thats what the messaging comes out, thats what the guidance comes out, it is very late in the day to give businesses and customers information of that nature when it has been a matter of concern and confusion and we thought it had been cleared up by numberten ina we thought it had been cleared up by number ten in a different way last week. So if that is the categorical ruling, that of course is what we will deal with but it is very late in the day to have that confirmed. Tracy, good morning. They are very reticent to wear masks, very reticent to social distance, consta ntly very reticent to social distance, constantly you are telling them to stand back, have a mask on, ithink they think they are immune from the disease. It is a virus that has not gone away, we just need to control it and as the business and unions state, safety is paramount for customers and colleagues and members within store. I should use the correct term, Face Coverings is what we should be saying, apologies. Do you feel safer from friday, we should be saying, apologies. Do you feel saferfrom friday, when it becomes mandatory for Face Coverings to be worn . Yes, very much so. I have worn a face mask always. I think its my duty to eradicate this virus by wearing a Face Covering. I mean, we are not immune, its not going anywhere, its not gone away, just because the pubs are open doesnt mean that its all over, its still very much alive. Tracy, how do you think you will be supported, if customers start coming to the supermarket not Wearing Masks, what have you all been told about how you approach these customers, whether you let them in, whether you ask them to leave, if they refuse, the potential situations that could arise from that . Well, weve been advised to just advise the customers, it safer for them to wear a Face Covering. We are not police, we will not police it, itsjust advise. As a staff, we will all be wearing Face Coverings because we believe that is the way forward , because we believe that is the way forward, that is the best safe option for us. Kate, do you want to pick up on that. This is a really tricky area about how this works in practice and you know, who will enforce it, hospitality, especially, we talk about takeaway is as we have this morning, if someone comes in and they are not wearing a mask and evenif and they are not wearing a mask and even if a member of staff goes to them and says you are required to wear a mask when you come in and then they dont, its the thought next thing, isnt it . Then they dont, its the thought next thing, isnt it . It is hugely challenging and this is why we need real clarity, we need support for front line workers dealing with this and if you take the example of a coffee shop or take the example of a coffee shop or take the example of a coffee shop or takeaway, if you are ina coffee shop or takeaway, if you are in a queue or you are going into a shop to buy a cup of coffee, how is that member of staff supposed to know whether you are going to take that cup of coffee and sit down or you are going into grab and go . It really is very difficult for team members to be able to enforce that on their own. This is mandatory. And therefore we need that clear guidance and workers need support. Kate, we interviewed government ministers as soon as this announcement came and we knew the announcement came and we knew the announcement was coming, it was announced later in the day. I think there was a gap of about ten or 11 days. We spoke to people and we spoke to retailers and said, why do you need this gap, the government said it is for retailers to get ready, to be prepared with signage, etc. Have they not been given, the hospitality industry, for example, i dont know, Takeaway Coffee bar which has a seating area, have they not been given enough warning to say, ok, if this is the case, you have a queue for those who come in for takeaway, those who tend to sit in queue here, get that in place. No, we havent. When the measure on making face masks and coverings mandatory was announced a ten or 11 days ago, we did have two different messages coming out, the Health Secretary suggested you would need to have a Face Covering if you are going in fora to have a Face Covering if you are going in for a takeaway, number ten later in the day said you would not and they would be treated as hospitality businesses because they are hospitality, not retail. Weve now got a different message coming out from government ministers today, which is 24 hours before the Industry Needs to act. We will, of course, do everything we can in our power to get ready in that time to make sure messages are communicated, but we havent had that gap to get ready that you are talking about because we were told ten or 11 days ago, we are hospitality, not retail. Kate and tracey, thank you both. Lets concentrate on book shops for a moment. We can speak now to james daunt, chief executive of the book chain waterstones. So from tomorrow, what does one of your book shops look like for customers and staff . Hopefully, everyone will be Wearing Masks, otherwise as we found over the last few weeks, the shops are slowly getting busier, people feeling more confident about shopping. Frankly, we have relatively quiet shops in which you can have a nice time. Your staff, that is the bit you are in control of, they will be Wearing Masks . They will. In relation to customers, this is one of the issues, someone comes into the store, they are not wearing a mask, how is that approached by the people who are going to have to deal with this in practice . Weve got good signage because people will forget. We have polite and sensible shop workers, tracey they are talking very eloquently earlier, we will remind them they should be wearing a mask, if, for whatever reason, we had this very rare instance of people being belligerent, then it is not for us to police it. We will ensure that social distancing is taking place and they will leave the shop. Hopefully, relatively soon. If you want an analogy, if someone is parked on a double yellow line outside the shop we will say that its a stupid place to park but we wont force them to move their car. In practice, what that would mean, if someone is in the shop and they continue to browse in the shop, once your staff have said, as you say, perfectly politely, you have to wear a mask, you require them to leave or you will just, how a mask, you require them to leave or you willjust, how will that a mask, you require them to leave or you will just, how will that work . They are used to dealing with difficult customers, it happened pre covid 19 and as part of our day to day and you do it diplomatically, sensibly, politely but firmly. And if it tips over to a certain point, then you call the police. So yes, if somebody was being really dangerous and obnoxious then the authorities are there and then the authorities are there and the police or a 999 call away. You sound very relaxed about the principle, what about from a Commercial Point of view, do you think it will make a significant difference because part of this, of course, is about getting more people into the shops whilst feeling comfortable . Yes, i think its perfectly common sense. I am a londoner, i have got used to wearing a mask on public transport for some time. The first time you wear it you feel a bit self conscious, a few hours later you hardly remember it. It becomes part and parcel of your day. So yes, i think its reassuring, helpful and i think we, all of us, need to help ensure that this virus doesnt come back and at the moment, and almost everywhere in the moment, and almost everywhere in the country, it feels very under control, our shops are working very happily. Lets go to our reporter in an rspca rescue centre in east surrey. Introduce us, who can be seen next to you . Good morning. We can see some little kittens who dont have names. They we re kittens who dont have names. They were abandoned just a few days ago, left outside a veterinary centre, one of many that this charity says are coming into their showers, their showers bursting at the seams with pets but were abandoned during lockdown. What the chardy is doing, joining lots of other Charities Across the country and celebrities and the government dry to warn people about the dangers of buying pets during lockdown. Yes, these pets during lockdown. Yes, these pets were abandoned just a few days ago. What we are going to do is pop outside and go and speak to some of the people working here to find out a little bit more about what is going on and meet some other very, very exciting animals that have come into the sanctuary. Unfortunately, fairly typical of her breed, she has Serious Health problems, shes just of her breed, she has Serious Health problems, shesjust had major surgery to help her breathe and do things that dogs enjoy doing. The rspca is supporting a campaign team, and the campaign is being supported by celebrities like paul ogrady and amanda holden, there are deceitful sellers out there are deceitful sellers out there who are willing to put profits over welfare and if you are not careful, you will get caught out and you could end up with a cat or a puppy you could end up with a cat or a puppy that has Serious Health problems in the potentially serious behaviour problems and we see lots of animals like this, weve investigated many cases and the outcome can be really serious. You can end up with significant vets bills and sadly in some cases animals die. Just give us in tips, if we are out shopping for a puppy or kitten like the ones we saw inside, what would should be the gaffer . We would always encourage adoption first, thousands of animals in ourcare, ready adoption first, thousands of animals in our care, ready for rehoming but if you want to buy animals, its crucial you research. Make sure you get to know the person behind the pet, ask lots of questions, and making sure you see the mother, litter at nights together and if something does not feel right, walk away. The person selling you your potential pet should be willing to a nswer lots potential pet should be willing to answer lots of questions and they should be asking you as many questions as you want to ask. We are looking at some of the images from the rspca centre and these are the kittens we saw a moment ago. The thing is, people are buying more pets, we understand, during lockdown. One of the things about your book, and you detail the weight you are involved in, part of the story in a way is the effect it has on you and your own situation as you try and help others with theirs. Would that be fairto others with theirs. Would that be fair to say . Yes, certainly, i try to be honest in the book about my own personal background. What i hope it did as well is dry and show i had some empathy and insight into the problems of the people i was dealing with. Often they would have Mental Health issues or addiction i55ues andi Health Issues or addiction i55ues and i have had those issues myself in the past. I am still, i am not ashamed to say, a medicated depressive, so that is a part of my life. I thought it was important to be honest about that. It is sometimes a bleak picture you paint of peoples lives. You step into situations which most people are trying to get away from. It could start with a noisy neighbour or it could be something more serious, but you have to step into those positions. Yes, it was a job where no two days with the same, you never knew what you were going to be facing. I took about anti social behaviour, from cannabis factories, things being thrown out the window, harassment, there was one point when i was being sued by an arms dealer because we evicted him. It is interesting when you say that you are medically treated for depression, but you are then put in a working environment where you are dealing with harassment. But speak to any front line worker, for me it was anti social, for others it is the police or the fire brigade or what have you, and they all have that thing where you cannot worry too much about what you are facing and you have tojump in with too much about what you are facing and you have to jump in with both feet and deal with the situation in front of you. I will not give away the ending of the book because you start the book saying you are making a decision about whether or not you continue and where life will take you, but how do you think the job is now in lockdown . People are so much more scared i think in terms of security, in terms of how stable their lives are. Yes, absolutely. I think covid 19 will have affected thejob. There has been a report today from a refuge saying they have noticed a massive uptake in Domestic Violence cases that they are getting and people are locked into that situation. Noise nuisance is another one where we will see a lot more of that. But also maybe the public might not think too much about people on low income or no income who have addiction issues and how they managed to get their money every day. The lockdown will have cut off a lot of those avenues for doing that, whether that is begging or shoplifting or sex work. We might not approve of those things, but in reality this is how a lot of people manage to pay for their addiction and during lockdown that has not been an option. Anyone reading the book will think it is a tough gig, no question, but on balance would you encourage someone else to go into it . What are the bits that you got from it, aside from pretty difficult circumstances . Job satisfaction i think. You are right, the situations were difficult. I think anti social books show that there is humour even in dark places. I think also what it does is it shows you can change somebodys life. There were occasions where i could honestly say at the end of the day if i had not been doing myjob, somebody may have lost their life. It sounds dramatic, but that was the reality in some cases. It is a satisfying job. It is absolutely important. Delighted to talk to you.
