A bit of brightness for the south west of england, Northern Ireland and scotland. Gusts of wind we will be likely to see this afternoon, 20 30 kilometres per hour and stronger along the coast. Temperature is only about 10 degrees in aberdeen where you have the northerly wind but towards cardiff, up to about 20 celsius. Eastern parts of england in particular tend to fade away. Mostly dry through tonight with clear spells and it makes it a chilly night ahead. Further south, things remaining in single figures. The coronavirus has a genomics, too, and studying it will help to control the virus and hopefully will lead to a new vaccine. The uk is leading the world with 16 labs analysing the gene. Ina new labjust in a new lab just outside norwich, world leading researchers going on that could help ease the country out of virus lockdown. They can start to build up a feature of what is happening across the country for. That is wherejustin comes in. You are running a project across the east but what are you finding out so far . The best thing is to show you on this map. There are different types of the virus spreading around the country because of different types in norfolk, for example. It would be dominated by the colour green in this pie chart but in scotland, the pie chart is red and different colours which represent different types of the virus in scotland. Knowing about these different versions will help us these different versions will help us crackdown on future outbreaks. An example might be you have four or five cases in a factory and you want to know if it is the start of an outbreak in this particular factory so we could sequence these genomes quickly and return the information to Public Health experts. If these genomes are the same and they are the same type of virus, that is evidence pointing towards transmission within the factory. That if they are different, that is evidence to show that it is not transmitting within the factory and the factory would not need to be shut down. This is one of 16 labs mapping the coronavirus across the ukfor mapping the coronavirus across the uk for top it is far bigger than anything else in the world. Eventually it could aid scientists in developing vaccines. Fascinating work going on in some of the labs there. Following the government announcement that Face Coverings will be compulsory in hospitals, calls for them to be compulsory in other areas, including doctors surgeries. From the 16th of june, people will be required to cover their face. June, people will be required to cover theirface. We june, people will be required to cover their face. Do you want Face Coverings mandatory in all clinical settings . Yes, what we want is consistency. There is spread of the virus still, and if patients and visitors who go into hospital are being asked to wear Face Coverings so being asked to wear Face Coverings so that we minimise or spread between people in settings where social distancing is not possible, it would be extremely confusing and inconsistent if the same patient can attend theirgp inconsistent if the same patient can attend their gp practice and often more confined environment and not be wearing Face Coverings and their gp practice. We need to have consistency if this is to be a measure to prevent spread. How much different we think Face Coverings actually make . We are talking about bandannas or scarves and if they do make a big difference, why have we not been doing this for masks . Face coverings certainly do make a difference in terms of spread from the wearer. Up to 80 of droplets are prevented from being transmitted from the wearer therefore, if everyone wears a Face Covering, protects both the person who was wearing the mask as well as the other person. Because everyone is not transmitting the virus into the same way. This policy has been the norm in most european nations for several weeks and if the World Health Organization now is also recommending the use of Face Coverings. The uk has been behind france, germany, italy, spain, belgium, austria, who have been requiring Face Coverings to be worn in Public Places where social distancing is not possible. Remember, in hospitals, were talking about an environment and in gp practices, we have vulnerable people, people who are sick, with other medical conditions and the one thing we must avoid is spread within that environment. If you have spread within a healthcare setting, it can make those patients who have other conditions extremely ill and of course it is an environment where people are close together so it is really important that we adhere to this Public Health measure in a consistent way and not just apply to one setting and not another. But first this week, gyms and bars reopened in several german towns and cities as the country continues to relax restrictions. Germany has gained International Recognition for the way its brought the coronavirus outbreak under control, but there are now fears it may be moving too quickly. The bbcs berlin correspondent jenny hill reports from dusseldorf. Its going to be a painful recovery. Dusseldorfs gyms open again as germany relaxes most of its corona restrictions. Im torn, britte tells us. I enjoy the new freedoms but at the same time, im a bit scared maybe it was too early. Germanys cautious approach, relaxing now. Angela merkel continues to warn repeatedly that this country is still in the early stages of the pandemic. On a day like this, its hard to believe it. Germany has brought its outbreak under control but there is now an intense public debate about what happens next. This country can still boast low infection rates but its early days. Yes, i think it is too soon just now, we are easing up too fast, we are easing up too much, so we risk a second wave and i dont really understand why this is done so quickly because still more than 80 of the population stand behind the federal agreements which we had some time ago. Small but voluble, a minority demanded Angela Merkel lift restrictions. So, more significantly, did regional leaders, like armin laschet, whos as a leading candidate to replace her when she steps down next year. Translation we have the Health Problems of the pandemic but theres other damage. Children from disadvantaged backgrounds who couldnt go to school, sick people who couldnt get treatment because the hospitals were reserved for covid. People in care homes got lonely. This is damage too, and its claimed lives. Nothing then to do with raising his political profile . Translation the measures we had to decide are so important, a matter of life or death. You couldnt act on a tactical basis. Katarinas not impressed, though the relaxations meant she has seen herfamily for the first time in weeks. Im very sceptical, very sceptical, she says. Its six months now since this virus first came to light, and scientists are learning more about it every day. So called super spreaders are of particular interest the 10 of infected people who are responsible for 80 of all cases. The bbcs science correspondent, rebecca morrell, has more. An outbreak in a nightclub district in south korea. One man with covid 19 is linked to more than 150 new cases. Coronavirus clusters arent unusual. As few as 10 of people could cause 80 of all infections. This is how coronavirus spreads. If the virus is left unchecked, one person will infect three others, who will then pass it on to three more, and this keeps on repeating. But this is the average picture. In reality, some people wont pass the virus on at all, especially if theyre self isolating. Others, though, will spread it more widely, so one person could give the virus to 10 other people and a few of those could do the same. This is a super spreading event. Right now, this is the only way to sing together, but pre lockdown choirs saw several super spreading events. Bars and restaurants also had clusters, and gyms too. Its not just about close indoor contact. There were more clusters linked to zumba classes than there were to pilates, for example. So it might be not only the noise level in the settings, youre having to shout, expel more breath, that might cause transmission or you are engaged in an exercise that causes you to breathe more heavily and deeper, as opposed to more gentle breathing. With lockdown easing, were being encouraged to spend time outside, but whats the risk . Definitely being outdoors is less risk for transmission than being indoors. But if you spend a lot of time together in a group and sharing food, and if you dont maintain social distancing or hand hygiene, then there is still a risk of infections. Its crucial to know where super spreading is most likely to happen. Scientists say targeted restrictions will help to control the spread of covid 19. Finally, during this pandemic, doctors have had to deal with death more often than many are used to. And due to restrictions, they re often the last person to spend time with a terminally ill patient. The filmmaker paul miles spoke to five doctors who had to administer end of life care during the crisis. Once youve been told that someone is dead, myjob is to go out and confirm that death, checking for life signs, listening to their chest. After that, you might spend another 30 seconds just in there, i suppose, maybe saying goodbye to them in the weirdest way. Just acknowledging theyve gone, and then you pull this sheet over their head. It seems so incredible that what youre seeing is the culmination of someones whole life. The only things that unify us is that we are all born and we will all die. Death is not abnormal, it is perfectly normal. The best deaths, i guess, are those that are comfortable, peaceful. Even if someone is unconscious or confused, they may recognise a tone of voice, a perfume, the touch of a hand. Wejust quietly read him his favourite poem just at the moment when he died. His wife and his ex wife spent the night sat in the hospital room drinking a bottle of wine with him. It just seems a happy way to go. News archive this afternoon, the foreign secretary said the lockdown across the uk will remain in place for now. He said deaths are still rising and we havent yet reached a peak of the virus. Particularly in this area, the hospitals are full with covid patients. A colleague described to me having seen someone in the morning who walked through the door who had died by the afternoon. I would get called to look at one or two deaths whereas now it seems like theres often 10 people dying each night in hospital. Ive had to look after a few patients. They were actively dying, and they couldnt see the faces of anyone who was looking after them, including me. Youre sort of trying to smile with your eyes, and you try and like show them some emotion, a human side, to make them feel theyre not alone at the end of their life. There was one jamaican gentleman, we made the concession of allowing his elderly wife to come in and see him. As he was dying, she had to wear a mask, she had to wear an apron and gloves to see and touch her husband at the end of his life. I got called to see a patient in the middle of the night who was very unwell. As i came in, his mobile phone was ringing. Before really doing Everything Else than that, we got moved onto focusing and trying to optimise his oxygen. He passed away before the morning. I wondered afterwards if there was anything else we could have done to help him speak with his wife. Weve now had to make a blanket rule for all the family members not to even come into the intensive care department. People arent even able to come into the mortuary to be there with the body of their loved one because of Infection Control reasons and i think theres going to be a huge amount of Emotional Trauma that comes out of the back of covid because people havent been able to process the deaths of their loved one. Some of the staff are struggling coming in, and finding that their list of10, 15 patients, theres only two alive, for example, after literally one night. Theres a real issue in palliative medicine with emotional burnout, but were doing what we can to give people as comfortable and normal death as possible, but this a completely abnormal situation. Were learning as were going along. I do think in the uk, we are quite resistant talking about death. Potentially something that this awful pandemic will do is making people much more aware of their own mortality, and making it much more acceptable to be talking about. When we are scared, the first instinct is to turn your face away from what is scaring you. And i think its not a time to be doing that. I think it is a time to connect, converse, and just be clear about whats important. This too will end, and we will come through this. Most protests were peaceful, but ten Police Officers were injured including one who was knocked from her horse during a confrontation outside downing street. In the us, huge rallies have been held on the 12th day of demonstrations sparked by the death of george floyd. Places of worship in england are to reopen for private prayer in eight days time. Could it be 2 in one weekend for champion jockey 0isin murphy . He won the the 2000 guineas at newmarket with kameko, today, he rides mill isle in the one 1000 guineas. Another fairly blustery day out there today. Not as windy as yesterday and fewer showers around. A few sharp showers around today particularly in the north and east. Our top story thousands of protestors joined anti racism rallies across the uk, despite renewed concerns from police that large gatherings could increase the spread of coronavirus. The demonstrations held yesterday were largely peaceful but in the evening missiles and fireworks were thrown at a police line outside downing street. 14 people were arrested and 10 officers were injured. Sean dilly has more. All chant. More than 4000 miles from the scene of George Floyds death during an encounter with White Police Officers in minneapolis, the cries of injustice could be no clearer than on the streets of britain. Chanting black lives matter i think its really, really important that we just stand up for every human right. As a black person, i really feel its important. I come from a very, very small white town so ive been racially abused and things like that and i dont any want other little black boy or little black girl to go through what we go through, so we need to stop this today. In Central London, many thousands gathered in support of black lives matter. Its been our grandfathers fights, our fathers fight, we dont want it to be our childrens fight and thats why we want to make sure theyre a part of this as well. Police say the day passed mostly without events, but as the evening approached, the mood started to turn. Many had already left when fireworks, spikes and other missiles were launched towards police lines outside downing street. Officers in riot gear replaced those in less protective uniforms to disperse those who remained. Shouting and yelling. Oh, my god, the horse has bolted a mounted Police Officer hit her head on a traffic light when her panicked horse bolted. By then riderless, it ran into the crowd and trampled a person. Both the protester and officer received medical treatment. The horse made its own way back to police stables. The justice for George Floyd Protests went ahead in heavy rain and despite the government strongly urging people not to break social distancing rules by gathering in mass crowds. Its risky for health to come together in a large group. Theres lots of advice for us all about social distancing measures at the moment because of this deadly disease and we just urge people that although they are emotional and passionate for this cause, that they abide by, where they can, and follow the advice of the government. By the end of the day, ten Police Officers were injured and 14 arrests had been made. More protests will take place outside the American Embassy in london later. But amidst disorder from a small number, the home secretary priti patel says those policing the protests have her full support. Sean dilly, bbc news. Tens of thousands of anti racism protestors have marched in cities across the us overnight as demonstrations sparked by the death of george floyd entered a 12th day. In california, activists shut San Franciscos Golden Gate Bridge whilst Security Forces in the capital surrounded access to the white house. From washington, our north america correspondent Aleem Maqbool sent this report. Chanting no justice no peace it was the biggest demonstration washington has seen since the killing of george floyd, but with none of the confrontation from Security Forces we saw previously. They sent in the National Guard, there were National Guard here on the streets, they were tear gassing people, shooting them with rubber bullets. Really, like, perpetuating Police Brutality and violence in the streets of washington, dc, and still, people are still out here and showing up. We are not afraid. Were not backing down until we see change. Were still getting arrested, were still getting pulled over, were still getting discriminated in everything in american life. So weve got to fight, not for now, but for the future. We may be just outside the white house, but the sense we get through speaking to people here is that this has now gone beyond just getting a message across to donald trump. What people are telling us is that theyve now really given up on him doing the right thing. Instead, the focus has become changing the system individuals and police departments. There are huge protests in london, in paris, in berlin, in sydney in solidarity with african america ns. How does that feel to you . I have cried every day since i have been seeing the protests, out ofjust pure joy that finally, finally, the voices are being heard. Singing at the same time as the demonstration in washington, there was a Memorial Service for george floyd in North Carolina, close to where he was born. These Images Associated with this will affect all of our lives for the rest of our lives. Not only did we lose a family member, but yall watched as well. George floyds body will now continue its finaljourney, but the reverberations of his death will be felt long beyond his funeral in texas on tuesday. Aleem maqbool, bbc news, in washington. Places of worship in england will be allowed to re open for private individual prayer under new government plans that will be announced next week. The measures will come into effect on the 15th ofjune but theyre not expected to include weddings or full services. Lets get more from our Political Correspondent helen catt. What is the broader significance of this news . Since the start of lockdown, places like all mac souls, places of worship which have all had to close their doors. There has been pressure for them to reopen. While services have carried on online for mosques, synagogues and churches, for example the archbishop of canterbury did his Easter Sunday Service Online from his kitchen, there has certainly been pressure to get the doors open online open here. Most senior cardinal accused the government of putting religion behind the queue because originally, in the roadmap of reopening, places of worship are not supposed to reopen untiljohn july, of worship are not supposed to reopen untiljohn july, after nonessential shops. From a week tomorrow, we have individual private prayer that will need to be social distanced, opening, bringing england in line with Northern Ireland where it is already possible. Scotland and wales are yet to announce their rules. As you said, Services Services around Group Weddings are still banned and this is dependent on the governments five tests being met. This is the easing of restrictions but quarantine, those new rules come into place tomorrow and not everybody is happy . controversial policy. It is the policy whereby everybody arriving in the uk from tomorrow, unless they are coming from ireland, will have to isolate at an address for 14 days will. They will be spotchecks and in england, if they break it, they will be fined up to £1000. It has been controversial because the government says it is needed to make sure at this stage of the pandemic we dont import impact infections from abroad but some mps are really concerned and the travel industry are concerned about what the impact will be on the Aviation Industry which has taken a big head and on the travel industry and what it could mean down the line for uk citizens going on a summer holidays. At the moment, it is nothing but essential travel out of the uk but once that starts to change, what will that mean for us and our holidays . We will talk to a couple of people from the travel industry from the uk and in portugal. There are calls for the compulsory wearing of face masks at hospitals in england to be extended to gp surgeries and care homes. The british medical associaton says more consistency is needed across all medical settings. From the 15thjune outpatients and hospital visitors will be required to cover their nose and mouth under new government guidelines. And t racism racism throughout the week anti racism rallies have been held across the uk, despite cressida dick, the commissioner of metropolitan police, calling the Mass Gatherings unlawful under the current coronavirus restrictions. A small number of protestors clashed with Police Outside downing street yesterday, resulting in some arrests, but the majority of demonstrations have been peaceful. People told us why the protests matter to them. Black lives matter black lives matter we are here and we are human and black lives matter. Every person standing up for justice, and black lives matter. Every person standing up forjustice, we deserve to be treated equally. This luck lives matter it is not right we should step out of our homes and feel u nsafe should step out of our homes and feel unsafe by the people who are supposed to protect us. Black lives matter if you expect other people to care about issues important to you, you have to go but it is important to everybody else. It isa it is important to everybody else. It is a fundamental thing that people should already know and we should be treated differently because of the colour of our skin. What we want justice wit it has beena what we want justice wit it has been a grandfathers fight, it has been a grandfathers fight, it has beena been a grandfathers fight, it has been a fathers fight, we dont want it to be a children fight and that is why they are out here as well today. Did you feel a great sense of pride to see the numbers come out this weekend or anxiety about the huge crowds of people gathering together very closely in this current time . It is mixed emotions. In fact, it is mixed emotions that caused me to go to the march on wednesday. In that circumstance, neither the government nor the commissioner said it was an unlawful gathering and i founded a positive, very well meaning event. But there was a lack of Police Presence stop in fact, they were very passive, laid back and where we marched from hyde park down into the square, there was no real proper type of junctions and square, there was no real proper type ofjunctions and all these things. Please in westminster over the years, i was there, so i know how it is done. I think it was too laid back for my liking. Where as yesterday, all leading up to yesterday, all leading up to yesterday, there was his whole narrative about is it unlawful and i think ina narrative about is it unlawful and i think in a lot of ways the government and the commissioner set themselves up by saying that it is unlawful and now they have come in ha rd unlawful and now they have come in hard and strong and it was bound to happen there would be some sort of conflict. Yeah, although we should point out it was very limited when you look at the overall numbers because people all around the United Kingdom yesterday. I want to talk about the substantive issues but just on the risk of the virus spreading and it is different in different parts the country, clearly there are some issues that perhaps transcend Public Health concerns, in some people s view, but the difficulty is you might say, i am prepared to take this risk is an individual but it is what you go back and take into your own home, your own community and the very real risks that that carries. Obviously. I think itjust shows the strength of feeling and desire to be in solidarity, not only for george floyd and the black lives matter is meant that all the injustices and inequalities we are suffering in society and people are putting those things aside to vote with their feet and be there but like everything, they have got to be wise. I went there with social distancing in mind, i had a mask, i couldnt say that for all of the other participants that i was with on wednesday and what i saw yesterday so they have got to have a balance of being wise on all of these things and realise that we are in the middle of a pandemic. What about the substantive issues and the discussion around structural inequalities which do in fact play in to some of the issues faced by the black community in this current pandemic as well. Are you confident the authorities are beginning to ta ke the authorities are beginning to take this on board . In crisis situations you start to see movement andi situations you start to see movement and i can see why some people go to the streets and i dont advocate violence but when you have seen people, you need to get some traction. There needs to be a sustained approach to all of these in inequalities and injustices and dont undermine peoples integrity or intelligence by saying, well, things are ok over here, it is only the us was not know, it is not full stop we have had situations like george floyd over here, and it is similarand you george floyd over here, and it is similar and you have got to understand that policing, if by consent, and all the other inequalities that covid has shown, you are twice as likely to have a covid fine if you are black than if you are white and all of these things have to be addressed. An independent oversight so that people have trust and confidence in all that the government is doing, the mayor is doing and of course the commissioner. Is there a danger a narrative goes out that all police are bad. As a former police, do you worry about the reputational damage it does to the reputational damage it does to the police force and is it even fair, particularly in the uk . Yes, i think it is fair. I was one of the officers who said the met police was institutionally racist. You are six times more likely to be stopped if you are like than your white counterpart, youre more than likely going to be an intern ofjoy we are woefully behind that mcpherson recommendations. Things are still the same and, everyone is saying, it is unhelpful, you need to see it inspiring you because what it takes isa inspiring you because what it takes is a positive attitude and then that will make sure that every encounter with the public, whether with a young black man, oran with the public, whether with a young black man, or an elderly white woman, you treat the person with respect and they are given due respect and they are given due respect and they are given due respect and it is not seen as a black or white and obviously some people will play up but you have to treat people with that respect and it works for itself. If you treat people right, you will get more cooperation in the relationship and help with the bad boys and girls who can make life unsafe. I guess it applies wherever you are in the uk. Through the day, things will out over many of us and quite a breezy cool day with showers around but we will not all be seeing them. R number is the best measure we have for assessing where we are but the problem with it is that it is pretty inexact and confusing . People are very much adhering to the restrictions but understandably, we have been in lockdown for a long time and we would all be enjoying this lifting of restrictions but it does need to be done safely. From tomorrow anyone arriving in the uk from overseas will be required to self isolate for 14 days which could further dampen hopes of a holiday abroad this summer. Some british based airlines say they will be up and running from next month but theres concerns the imposed quarantine could cause huge damage to the industry. What will it mean to you, this quarantine . We are very concerned. In cafe s and bars and hotels and all the hospitality about the coronavirus and we implement it with government and the ims as well and we are here to welcome you as well. The concern is that there has been a lot done here for the last 11 weeks and the sniff of a bit of a sunshine and the sniff of a bit of a sunshine and maybe a beer in a bar would be very alluring to british people and are you not concerned they would be are you not concerned they would be a problem with that . That they would let loose when they get over there . We have a lot of activities. In our property, we have a lovely one tasting, a restricted wine tasting. The Swimming Pool is limited. 0ur hotel is limited as well and we have all the gyms who know about coronavirus and all of the restrictions that we need to do and we are ready to welcome. Ok. What proportion of the British Travel industry do you think will not survive this . Just briefly . It is very difficult to say. We desperately need to begin in peak season. If we dont begin in peak season, we are already seeing at least one failure every week since the beginning of the lockdown and these numbers will simply increase if this continues. People will run out of cash by september and october and they would have to live through the winter months and that would mean either mass redundancies in the travel industry or company collapses and exactly how many, it is hard to say. With a pandemic, things have been moving so fast, sometimes advice is falling down and we have to get on with our job and see people so certainly, when we can see people who we suspect have coronavirus we have been asking them to wear Face Coverings or masks or provide them if we have them and as we have been seeing, we do see people, some of the more routine things, we have been encouraging them to wear a face mask or help and add gp surgeries, we are often the forgotten bit of the health service. Things rolling out for the hospitals, but we have to get on with it while were still here and doing what we are doing. There was some concern that even for the hospitals, they hadnt been given any advanced warning of this so in terms of how you manage it, people coming in and out, i would you manage it, people coming in and out, iwould imagine you manage it, people coming in and out, i would imagine in gp surgeries, if you are saying for example, older people whose hearing may not be perfect and the Face Covering maybe an impediment to understanding what gp is saying to you or vice versa , understanding what gp is saying to you or vice versa, that becomes a bit ofan you or vice versa, that becomes a bit of an issue, doesnt it . Yeah, i think you have highlighted a lot of theissues think you have highlighted a lot of the issues we are facing. This guidance came out a couple of days ago. We didnt really have any warning coming our way. As a gp surgery, we have been aware that masks would be helpful and certainly patients who we suspect had covid, we have been asking them to wear a Face Covering aura mask. Communication which is such an important part of how we do ourjob does get impaired when the doctor wears a mask and if there may patient is wearing one as well. We do try and do most of our communicating over the phone if possible. We minimise the time we are face to face anyway and we can manage to talk bit on the phone. Lots of changes and some of it, we do understand we are not in the spotlight. We just get on with it. We have got to see patients and do what we have come to do. And perhaps you should be in the spotlight because you are the people that most people come into contact with more frequently rather than going into hospital. What about the rate which is again something we have been discussing this morning and that is the measurement by which we are looking at how fast the virus is spreading around the country and it looks like in the north west, it could be higher than that magic one number which more people are getting it than not, that the spread of transmission is much greater. Are you seeing any of that yourself, does that worried you particularly . I think there is lots of being, i think the thing with coronavirus as you get lots of information and you have to make an assessment or a risk as to how you are going to behave and what you are going to do and the our rate is something we have been told, if it is going above one, you need to think about locking down or taking steps. R rate. We have this information that the number is going up in the north west and schools have looked at that and changed their plans for opening. It isa changed their plans for opening. It is a worry because it means that potentially going to start a second wave and i think at the moment what were doing in the north west is exactly what were doing anywhere else in the country and should we be doing things differently . These are all questions we should be asking and perhaps people who are at higher risk need to just put that into their consideration when they are deciding about whether they want to go out and start picking up normal life again. What about the treatment of wills and illness, great risk to individuals health for not addressing things for fear of going into health settings. You see that abating a bit and more patients coming through where they have needed to . We are certainly seeing more. We are seeing more people. We are also seeing some consequences of the delay. Perhaps people who would have approached us a few weeks ago are approaching us now and their condition is a little bit further run. I think what is making the picture a bit more complicated is some of the hospitals are up and running and happy to see but some are only seeing suspected cases. It makes our position harder because yes we need investigations and we need to get it sorted out but hold fire while we try to find out what the situation is so it is adding a lot of other administrative and other issues whereas normally we would have just got on with doing a job. For sure, yeah but as a gp, do you fill constricted in a way that you fill constricted in a way that you can practice and how frustrating is that for you personally . It is very different. We do most of our consultations via telephone first and then we work out who needs to be seen face to face on whether we can manage it. Were getting heads around Video Technology and getting people to send in photographs of rashes and lumps and bumps. So it is very different. And i think looking at how this is going to progress, i dont think it is going to change very quickly to how it was the way before. I think were going to have to learn to with coronavirus, certainly for a few months, if not yea rs, certainly for a few months, if not years, and we have two, i think we will have to get used to a new way of working. Not everybody is that conscientious. Many workers could be working from home more even after the pandemic. With millions of us working from home, managers are facing new challenges. Homeworkers are harder to monitor and so trust is vital. However, in recent weeks, demand for softwa re however, in recent weeks, demand for software to monitor employees has surged in the us so it seems not eve ryo ne surged in the us so it seems not everyone is quite so trusting. While company may argue it is simply about maintaining productivity, others may feel that we have slipping into a time of creepy surveillance. So based on these concerns, New York Times journalist adam decided to conduct an unusual experiment. wa nted conduct an unusual experiment. wanted to see how this Employee Monitoring Software work and i thought the best way to do that would be to turn it on myself so i downloaded the software on my computer, on my phone and then i turned it around and gave my manager, my editor in San Francisco axis as well, knowing that your supervisor was looking over my shoulder and see screenshots of what was on my computer screen or a log of websites i was witnessing. And that change how you behaved and perform yourjob. The software is now installed on now 100,000 Company Machines and can snap screenshots every few minutes. 0ther machines and can snap screenshots every few minutes. Other software on the market can even record your screen and monitor every keystroke. I really did begin to feel that it was intrusive and over the top. It spits out this percentage that becomes your productivity score that can be used to measure you. Mine was stubbornly low which was surprising because i consider myself to be productive. I am embarrassed to say and looked at the number and thought, what is going on . It raises immediate questions. What is this guy doing . I should have known better. It only measures the amount of time you use your device but knowing what elsie was doing felt really weird and intrusive. It was kind of gross. It is like you not only violating adams privacy, you are violating other peoples privacy that he was communicating with by extension. Adams experiment was one manager monitoring one employee and the Companies Providing the software argue that this isnt a true reflection of how their customers use it. But thats not the reality of what really happens. What really happens is i have 100 employees and theres nobody whos going around looking at the detail of 100 employees. So really what theyre looking for is just those basic insights that we talked about. And the detail is just there if its needed, if something looks off, looks awry. However, in the United States the sudden surge in demand has started to draw attention to the lack of Legal Protection for workers privacy. And has also highlighted a power imbalance between employers and employees. Governmental action is necessary to protect workers from being forced to treat their dignity in the employment bargain. In february, i did testify in congress in the subcommittee on labour and education, and this was an issue that was raised. This productivity tracking of employees and also the fate of the data that is collected. With millions more of us now working from home, dr ajunwas concerns have become even more pressing. She told us that currently employers are allowed to secretly monitor employees as no federal law exists that requires them to inform their workers about surveillance. Its now a free for all. Its the wild, wild west. Everybody is now subject to the same kind of minute monitoring as we previously thought was, you know, the plight of those poor factory or warehouse workers. And theres also the issue of employment discrimination that can arise from all this data collection. If youre taking screenshots, you might discover information about the employee that you perhaps would not have discovered in a traditional workplace. You might discover that the employee is of a different sexual orientation, so that could also give rise to discrimination on those grounds, or a different religion. But in europe, where productivity monitoring of employees is still legal, there is much tighter oversight, and there are regulations around its use. In europe we have to tell people what were doing and why, and ensure that we have lawful grounds for doing that. If an organisation has a legitimate interest in collecting the data for workforce productivity in certain areas, then it will be able to do so without consent, but it will still need to be transparent with its employees, telling them what its doing and of course putting safeguards to protect the data. Maybe we will see this sort of Employee Surveillance become the norm, but clearly it will stir quite some debate. After all, how would you feel if your boss was monitoring you . In the dead of the night something is afoot. Two feet, in fact, and a jump. With the bushfires and the animals that have been affected weve now taken the Amazing Technology that weve had out on the beaches for the last three years and weve put it over the bushland. Now theyve turned nocturnal and their new targets are considerably cuddlier creatures. You can see kangaroo, kangaroo, kangaroo. You can see they really stand out against the background. Were filming before sunrise during the coldest part of the day. So the new thermal cameras fixed to the drones can work properly. As well as being able to serve a huge swathe of land in the blink of an airborne eye, the drones thermal capabilities can help in other ways. A thermal signature makes animals much easier to see at night. Their natural internal temperatures making them visible even in the most dense of treetop canopies. And the different individual temperatures of the animals can be recorded, therefore making them more distinct between species. Different animals show up at different temperatures. They have different fur that insulates them. So itsjust a matter of picking them out, but you can see quite easily that theres a whole lot of kangaroos in this field. Dr grant hamilton from Queensland University of technology is also using drones to monitor koalas. Hes devised an algorithm to automatically detect animals in the outback using computer vision. 0n the right hand side we have the Artificial Intelligence algorithm working and on the left hand side we have the thermal imagery. Its a koala. Initially it was falsely detecting kangaroos, for example, as koalas. We were even detecting humans and even hot car bonnets. But thats the whole point, that you go back and you retrain the algorithm. So the algorithm gets better and better and better to the point now were better than humans are at detecting koalas. All of the algorithms that have been developed to date is processing back at a university, so theres no in field processing. So were now going to work with the universities and the institutions, take their datasets and algorithms that theyve started to develop, layer it over our technology, which enables us to do these surveys at night in the field and get Real Time Data back. And thats the key. Someone who knows a thing or two about the state of Australian Animals is dr michael pyne. When i first started here 20 years ago we admitted just three koalas in the whole year and last year we admitted almost 600 koalas. He sees real value in an up to date digital census. These surveys are done intermittently, maybe every ten years, and in many areas theyre not done at all, its just estimates. Technology such as drones, you know, using those thermal cameras, can mean a large area can be covered in short periods of time, you know, relatively cheaply, to get those numbers so we know how many koalas are there and that makes all the difference. What people are telling us is that they have now really given up on him doing the right thing. Instead, the focus has become on changing the system, individuals and police departments. There are huge protests in london, in paris, in berlin, in sydney, in solidarity with african americans, how does that feel to you . I have cried every day since i have been seeing protests, out ofjust purejoy, that finally, finally the voices are being heard. At the same time as the demonstration in washington, there was a Memorial Service for george floyd in North Carolina, close to where he was born. These Images Associated with this will affect all of our lives for the rest of our lives. Not only did we lose a family member, but yall watched as well. Joining us now is former transport minister Stephen Hammond from south london. What is your opinion on the quarantine . You have been critical in the past. I think this is a blanket measure and it would be massive sensible to be targeted. I think we have seen infection rates coming down, the government doing the right thing in terms of making easing out of lockdown. I think it is a blanket measure and it should have been targeted. What would you like to see . I would like us to differentiate between high risk and low risk area. You had a hotelierfrom portugal earlier showing it was a low risk area. The medical evidence as you wa nt to area. The medical evidence as you want to stop people from high risk areas going somewhere. You could still keep that in place, but pre travel checks, temperature checks at airports, wearing a face mask whilst at the airport and on the flight are measures that could come in rather than a blanket quarantine. I think the other problem. The problem with the air bridge is it is all very well to identify countries where coronavirus hasnt hit hard, but as far as they have seen, you the uk is a high risk country. You have heard the portuguese, spanish are looking at it, the french will have. You are right, the worry is not the people coming from low risk, it is those coming from high risk. We are slightly higher risk than a number of other countries because we got the peak of the infection later so it feels like this is a that looks potentially irreleva nt to this is a that looks potentially irrelevant to the control of the virus and injurious to our economy. There is a concern in some quarters this is being pushed through by a government who are under pressure to reopen the economy and are gambling with what might happen next medically. The problem is the medical evidence is at best equivocal. You heard earlier this week the chief medical officer saying the problem is from high risk not low risk areas. Your viewers will have seen the former chief medical officer showing the letter and number is one indication and we need to look at the number of admissions to hospital. I think it isa admissions to hospital. I think it is a measure that is not going to do anything to extend the coronavirus in the uk and it may do massive damage to the economy. But if the medical evidence is equivocal, shouldnt we air on the side of caution . We can, we. We can still have the benefits of a limited travel for some people. It would help to save some people. It would help to save some industries and protect against the virus. What level of concern is there around the tory backbenchers . Is it becoming a problem in the party . Lots of people are very concerned, but you will have heard the statement earlier, people feel as i do that this is a blanket measure being brought in where we could have brought more careful targeted measures that would have done as much for health in the uk and allowed certain parts of the economy some respite. It is coming in tomorrow, so what do you do about that . How do you further voice your concerns . People must adhere by the rules, i dont want anyone to break the rules, but what i will do is to try to persuade the government in the review period they look carefully at what they have put in place, have discussions with those who have concerns about the certain possible remedies and hopefully onjune 29 which is the first review, or earlier, we could see changes and bring the remedies that would take the fighting day quarantine period away. What did you make of what you saw yesterday . Iam not what you saw yesterday . I am not happy at all with what i saw. My brave colleagues were put in a position that they should not be put in at all. I cant for the life of me understand why the mayor is not betraying this, why the home secretary isnt. We are in the middle of a pandemic and if something hasnt happened that i am not aware of, and we see are these people. I understand why they want to protest, but the circumstances are so different at the moment, they should not be there and should not have been allowed. I saw some tweets from the mayor last night, if not decrying it, suggesting people go home. But i wanted it and not to start because my colleagues have to be there in a situation like this, hundreds and hundreds of them who are put at risk by covid 19. There was no need for it. We should have closed the roads, we shouldnt have allowed it to happen so we can protect lives and the public. It is important we separate these two things because the headlines and pictures are dominated by the disturbance near downing street at the Bigger Picture was a peaceful demonstration. Would you accept that. There is also the point you make about public gatherings in the middle of a pandemic. I would totally accept that. 99 of people that went there were totally lawful in terms of what they were trying to get across. They were not lawful in the fact they were there because they werent allowed to be there. But they were demonstrating in the correct way. There was a small element as you always get of individuals who want to behave in the way they did an assault my collea g u es the way they did an assault my colleagues and be abusive to my colleagues. We have to take that on board colleagues. We have to take that on boa rd every colleagues. We have to take that on board every time a demonstration ta kes board every time a demonstration takes place. This is a very, very risky situation where we can see the r number increase because of this. This is out of incredibly tense and sensitive situation and there is a determination on the part of the people that they express the anger they are feeling. Do you understand that . We are in a pandemic and do you accept they should be allowed to mount some kind of public demonstration . Of course, i have been a Police Officerfor a long, long time. A demonstration is part of our society in the way we behave. I have no issue. In normal circumstances, for demonstrations to take place, especially for Something Like this. I get it 100 . This is not the time to be doing this however. There are protest planned for today, in edinburgh, where they are expecting thousands of people. What would you say to them . I would say dont do it, because you are putting yourself, you are putting people who are there, and you are putting my colleagues, Police Officers at risk by doing this. There will be a time and a place when you can do this sort of thing, but now is not that time, this is when we are trying to come out of something which is horrendous. And then you will have the opportunity outside of it to demonstrate in the way you wish to do so and show your feelings correctly. But that now is not the right time for that. How do you think it was policed yesterday . There was the moment where they lost control, but matt bradley . Presumably these are difficult gatherings for police. But more broadly. I think they were heroes. Did you see them being abused co nsta ntly . Did you see them being abused constantly . They didnt react. They are trained to do that. And they tried to facilitate correctly the public behaving in the way they did. I had nothing but pride in seeing what i saw. It was horrendous seeing my colleagues being injured, but u nfortu nately my colleagues being injured, but unfortunately that is what happens in policing and they will do their job without fear or failure. We see the troubling picture of the colleague falling from her horse. Do you know how she is . Yes, she is stable, she has some quite nasty injuries that she sustained when she fell, but she is sta ble sustained when she fell, but she is stable and the horse is fine. That is good news. There isa taking in order to stand up. There is a sense in which there has been a greater pandemic throughout the world that no one has seen or heard or stood up far in a real way. And so people are thinking we are dying ina way, so people are thinking we are dying in a way, so were going to stand up now. But it is not the risk of you personally being there but then if the virus is carried by huge groups of people, the risk you then bring back to your community and communities that may be vulnerable to the virus. You have to think about that as well, dont you . Absolutely and it is precisely racism needs to be eradicated from our world because that is a huge risk. It doesnt just our world because that is a huge risk. It doesntjust impact on individuals, it impacts on us as a world and a society and a country. And is there any other possible means of putting about meaningful change beyond more gatherings like this in public . Sadly the world pays no attention when we do not stand up. And that is one of the ways. We hear platitudes, we are patted on the back and say, now, now, we will give you half an inch. Just go away and be satisfied for step and people are saying enough is enough. We have to listen. 0n enough is enough. We have to listen. On this occasion, we need to create from this coming out of this the kind of social contract that enable us to deliver the transformation thatis us to deliver the transformation that is needed. We see in the covid 19 pandemic that people who are black are being impacted on even greater stuff we have to ask the question why and we have to deal with it. Not just question why and we have to deal with it. Notjust ask for reports to be done, but we have to deal with the results that we see. Tell me what that social contract looks like practice. What it will begin to look like is how we dismantle the economic structures that keep us, how we do policing. We spoke recently, i heard people say, we need to get rid of this police force. Know, the police are being drawn from the community. They are ordinary people who offer themselves to be Police Officers. They are not an alien force by themselves. So we need to have within the community the kind of conversation that says this is unacceptable behaviour. We need to see within that social contract what is being tarred education wise, how we equip people, the next generation, what it looks like on health, treatment, what it looks like in housing, in voting. Scientists are warning that the r number, which represents how many people could be infected by someone with covid 19, has risen in the north west and south west of england. The government is now facing pressure from the some of the regions mayors to introduce local lockdowns. Lets speak to andy burnham, who is the mayor of Greater Manchester. Good morning, andy burnham. Why do you think the rate is rising within the north west . Good morning. I warned, together with the mayor of liverpool, when the first relaxation of lockdown came that it was too simply north west, we were a few weeks behind london in the south east and the e was that more time was needed to bring the infection down here. Clearly a decision was taken, it was not delayed, and you can see in the figures that were published on friday, the r has risen since then. I think it is due mainly, i would say due to the easing of the lockdown. It is not to do perhaps with people not observing the lockdown as adequately as they should do in the north west of england, you do not think that is the issue . There may be an element of that, of course. But i dont think there has been nonobservance her, any different to anywhere else in the country. I think the vast majority of people have observed it. You can see very clearly from the data that when the relaxation came, there was a change in the r number and the data shows that quite clearly. Which element of the lockdown would you like to see reversed in the north west of england . I think it is a case of we are where we are. We are struggling, i think, to put the genie back in the bottle, i think that will be a difficult thing. We are calling for a new relationship with government where we have more involvement. Let me give you a specific example, rachel. There is no representation for any mayor outside of london on cobra. The mayor of london is on cobra, rightly, scotland, Northern Ireland and wales, that cannot carry on, we need to have regions represented there. I understand that, there seems to be a sense that caps the region should have more control over the way this is managed. If you did have control over that, i wonder what you would do. The first thing i would do, if i had more control, whitby to issue people with more information on a regular basis. Throughout this, there has been very little regional or particularly local information. It is the next thing that i would do, if it is the next thing that i would do, if i was on cobra, i would say to the coming release the data that you hold that a national level, that comes with the National Testing system and the National Contact tracing system, that data is not flowing to local areas at the moment. If it was, we could then put out more information to the public care, empower people and say look at the risk in your own community and act accordingly and avoid places that clearly are the hotspots. Its this kind of approach that i think we need to get to, that would take us toa we need to get to, that would take us to a new phase. But it is the right way to go in my opinion. How much responsibility do want aif you had that information, and it showed that Greater Manchester, the r rate was rising significantly there, which you say, if he could, i am going to reverse some elements of lockdown, i will not allow people to go out and meeting groups of six and seven,is go out and meeting groups of six and seven, is that what you would like to be able to do think the reality of that data, if we had that local picture and we were able to give it to people very clearly, it would show it is not a uniform problem over Greater Manchester. That the hotspot moves around. It would be a message to one particular community and working with the community to ta ke ste ps and working with the community to take steps to manage that risk. I think there is an issue around schools, rachel. They have been put under heavy pressure to open and i think that is a specific ask of government for more flexibility for head teachers and councils recognising the different picture in different communities and, again, they have not got that data at the moment and they need that data so they can make the right decisions. He had got enough data in the sense we do know the r at such a worrying level in the north of england, should people have gone out on the streets of manchester yesterday to protest . I said on friday evening that the best thing was not to do that, recognising the situation that we are in. This is a really difficult one, because people feel, i think you had it before from rose, people feel as strongly if not more about this. There is a really difficult situation. I understand why people did go, in manchester, it passed off peacefully, extremely well handled by Greater Manchester police and many people were wearing protective equipment and respecting the distancing. 0f protective equipment and respecting the distancing. Of course they felt strongly and they wanted to make their voice heard. It was a really difficult one for everybody. I am pleased, as far as i can be, with the way it happened in manchester. It was a case of we could not leave our fort on unmanned, we decided it would be us. We thought it would be three or four weeks, but we are here 11 weeks later. You are literally holding the fort. Obviously from a financial point of view i am the deputy ceo say the trust lost a substantial amount of money during this period, but we knew that the thought had to be maintained in the museum with our collections had to be monitored during this period. It has been great having the family out to northumberland during this time. Luke, iwant northumberland during this time. Luke, i want to ask you, lots of younger people have been surviving lock done with their creature comforts, maybe with an xbox or however, what if you had to do there .
