Here at last. The raf plane loaded with personal protective equipment thats so desperately needed in the uk. Its part of an 80 ton shipment that is said to include 400,000 gowns, one of the items in shortest supply. Ministers said this flight was due to arrive on sunday. No one has been able to give a clear reason why it was delayed. Just some of the thousands of people who have died with coronavirus. The daily figures for hospital deaths showed 823 fatalities reported yesterday, bringing the total to 17,337. Its now believed the peak of hospital deaths was on april 8, so the worst of the first wave may be over, but vaccines will be needed to stop the virus spreading again. Theres hope on the horizon from two trials in this country. The vaccine from the oxford project will be trialled in people from this thursday. In normal times, reaching this stage would take years, and i am very proud of the work taken so far. At the same time, we will invest in manufacturing capability, so that if either of these vaccines safely works, then we can make it available for the british people as soon as humanly possible. Two weeks ago she moved into the care home to keep her grandparents and those she has a safe. She always made sure that me and george was ok first, got us sorted at the house. While linda and george didnt know about kias plans for ken, her kindness didnt come as a surprise. Emotion was unbelievable, what she did. And it was something that she just thought would do. They miss kia every day but cant wait for her to come home for a hug. Within the space of four or five days, i went from thinking i would be training full time to working full time in a bit of a kind of a crazy environment. But its been really, really tough. Just a few weeks ago, kim daybell was preparing to take extended leave from his part time Junior Doctor role and move back home to sheffield to train full time with the Great Britain Table Tennis Team his focus on tokyo 2020. Now hes given up training and is working full time on a covid 19 ward at a north london hospital. You cant switch off from it when you get home from work because its all anyones talking about. Its all thats on the news. Its everywhere. Ive just been glad that i can i can do what i can. I think being a doctor anyway is an emotionally challenging job. Kim is used tojuggling sport and medicine. Back in 2018, he was working as a student doctor whilst training for the commonwealth games. And in this kind of situation, if you cant step up and do everything that you can to help with the struggle, then i think you probably need to have a long sit down and think about why youre doing what youre doing. Less easy to swallow is a delay in getting a refund or in some cases not getting the money back that you are entitled to. And you are entitled to that money a full refund within 14 days for a package holiday, and seven days for a flight. But as our Business Correspondent sarah corker reports, that hasnt been happening. Dream holidays on hold. Flights across the globe cancelled. The travel industry is now facing a massive backlog of claims due to the coronavirus lockdown. The money should be back in my bank within 14 days not a refund in four weeks with a lengthy time after that to actually got hold of the money again that money could be far better of use to myself and other families in the same position far better use to us than it is sat in tuis bank. Tui uk said its working through requests as quickly as possible and proactively contacting customers. Budget airlines are saying expect serious delays if you want a full refund. A say they want the government to suspend current reels. They say these are exceptional times and if i accept credit notes that can be used for a holiday or eventually a full refu nd for a holiday or eventually a full refund that will give the travel industry some much needed breathing space. It may look like christmas, but this is much bigger than christmas. Its the morning delivery at captain tom moores local post office, a Himalayan Mountain of cards arriving ahead of his 100th birthday next week. Its overwhelming, the support that captain tom has from the general public. The whole country is behind him. Hes such a legend. Reminiscent of election night, this has become a military style operation. The cards and parcels are being taken to toms grandsons school, where volunteer staff are flat out. I think a lot of the cards are so heartfelt and it really shows the effort people have put in. I think he will really appreciate that. Im going to try and take pictures of as many as i can and show him to them because he will happily sit through and read them all. This shows that people really do care about this sort of things, especially in tough times. I think people really have joined together to make the effort for this. Well, these are the cards that were opened just yesterday afternoon. There are 3,000 cards here. But today weve seen 30,000 delivered. Who knows . They may even fill this entire hall. And then, you know, theres a simple thing that we can all be doing perhaps while were talking on the telephone, or maybe were cooking sometimes just literallyjumping on one leg. It was due to arrive on sunday but suffered a series of delays. It comes as the government ramps up the hunt for a vaccine with human trials set to begin in oxford tomorrow. Andy moore reports. Here at last, the raf plane loaded with personal protective equipment thats so desperately needed in the uk. Its part of an 80 tonne shipment thats said to include 400,000 gowns, one of the items in shortest supply. Ministers said this flight was due to arrive on sunday. Nobody has been able to give a clear reason as to why it was delayed. Just some of the thousands of people who have died with coronavirus. In fact, figures from the office for National Statistics revealed deaths in england and wales at a 20 year high. The daily figures for hospital deaths showed 823 fatalities reported yesterday, bringing the total to 17,337. Its now believed a peak of hospital deaths was on april the 8th. So the worst of the first wave may be over but vaccines will be needed to stop the virus spreading again. Theres hope on the horizon from two trials in this country. The vaccine from the oxford project will be trialled in people from this thursday. In normal times, reaching this stage would take years. And im very proud of the work taken so far. At the same time, well invest in manufacturing capability so that if either of these vaccines safely works, then we can make it available for the british people as soon as humanly possible. But the uk is still struggling to source personal protective equipment made here. This car parts maker in nottinghamshire is reopening today, producing equipment for ireland. I dont understand why its so difficult for people to be getting in touch with Companies Like ours to make the products here in the uk. The ppe loaded in istanbul should be on its way to its various destinations as soon as possible. It will no doubt be much appreciated but more, much more, is desperately needed. Andy moore, bbc news. There has been an eu wide scheme to bulk buy medical kit stop that started earlier in the year and a message from the government at the time was we are not taking part and we are doing our own thing. Then the message seemed to change. We were eligible tojoin because uk notjoining that scheme. We were eligible to join because we are in a transition period. In fact it was a political decision denied by matt hancock. He said immigration would be put on pause for 60 days for people seeking green cards, permanent residency in the united states. It would then be a review of the decision based on the Economic Conditions at the time. The ban will not apply to people entering the us on a temporary basis. Farm workers, those helping to secure us Food Supplies and workers responding to the coronavirus. Help is also on the way for more Small Businesses with a nearly 500 billion package of measures to make it easier for firms to keep workers on the payroll during the economic shutdown, which the president believes will soon be over. In a separate development, the state of missouri is suing china for its handling of the coronavirus outbreak. A lawsuit alleges that chinese officials were responsible for the enormous death, suffering and economic losses they inflicted on the world. A crucial element to reopening the economy is coronavirus testing, something the governor of new york has been urging the president to step up. After a meeting with mr trump at the white house, andrew cuomo said a deal had been reached to increase Testing Capacity in new york. To quantify that situation in the state of new york, we now do, on average of about 20,000 tests per day. Our goal, which is very aggressive and ambitious, but set it high and then try. Our goal is to double the 20,000 to get the 40,000 tests per day. Thats our goal. And it was a very productive conversation. The governor and the president also agreed that new york no longer needed a Us Navy Hospital ship, which was sent there to ease the burden on city hospitals. Companies across the uk have been working to manufacture ventilators for the nhs to help treat patients with coronavirus. The government asked for businesses to help just over a month ago. The project involves aerospace, technology and engineering firms including the supercar maker mclaren. Our Business Correspondent theo leggett reports. The mclaren groups best known for producing sleek supercars and for being one of the most successful racing teams in formula one history. Now the cutting edge skills used to build one of these are being used to create thousands of these. They are trolleys for carrying medical ventilators, which will be used to treat patients suffering from covid 19. Normally around this time of year we would be getting ready for our monaco package, and all the upgrades on the car. What we do now is very different. So we are primarily building trolleys and helping out Small Companies who have small resources, in order to build things. Mclaren is part of a consortium that includes some of the biggest names in the aerospace and automotive industries, such as airbus and ford as well as medical equipment firms. The idea is to take ventilators like this one designed by an 0xfordshire company and another made by smiths group and produce thousands of them very quickly. So weve brought together the sort of pace of formula one, we have formula one teams involved, the Robust Manufacturing disciplines of Big Companies and the exacting standards required of medical device manufacturer and that combination is why it has been a success. Mclaren isjust one part of the operation. It is using its expertise to make vital parts for ventilators themselves and sophisticated testing rigs for use on the production line. And, of course, those trolleys. Less glamorous than the four wheeled machines that the company normally builds but right now considerably more important. Theo leggett, bbc news. There was a steady rise in deaths in hospitals in england which seems to have peaked on april 8th, before falling. However, we may see a rise in deaths from the last few days, as more are recorded. This shows the number of people in hospital with coronavirus across england, wales and scotland. London appears to have peaked and is falling. In other areas such as the midlands, wales and scotland, the numbers are levelling out. Lets take a look at these figures now with karol sikora, professor of medicine at the university of buckingham, and sam monaghan, chief executive of mha care homes. Good morning to both of you. Professor, we know there were sadly 823 new deaths announced yesterday but looking at the graph we had there, i wide it like it and wider trends, where are we at the moment . I think we are coming out. There are three factors to look at. First of all is the number of new cases. That is definitely falling. The problem is it is masked by the fa ct the problem is it is masked by the fact that we are doing more testing, which is good but it means we get more cases. But if you calculate it, there is a trend downwards. The second thing is hospitalisation numbers. That is really going down. The nhs has plenty of Critical Care beds. It really has done remarkably well at opening up the nhs for covert patients. And then the third thing either deaths. Covid 19 patients. Sadly, although the debt represent personal human tragedies, the way we count them is varying. At the way we count them is varying. At the start we didnt include care homes and im sure we will hear about that. 0nce homes and im sure we will hear about that. Once you put in the care homes, you allow for weekend factors where the death certification gets a bit rocky, and you get more deaths ona bit rocky, and you get more deaths on a monday and tuesday, you will see it will go down as of the week progresses. 0bviously Vital Information to make a decision on how to get us out of this lockdown. 0bviously every single death is devastating for family and friends, but you think there is a glimmer of hope, do you . Im always an optimist, and its like that famous song, hotel california. You are probably not old enough to remember it in 1970. Probably not old enough to remember it in1970. It probably not old enough to remember it in 1970. It talks about, you know, you can check out at any time but you can never leave. It is a bit like that for governments all over the world. They dont know what to do. Who is not showing much leadership on how to get out, other than saying do it carefully. That is pretty obvious that we have to do it carefully. I would like to see something happen at the latest by the 4th of may, the monday. Lets start looking at what we can do because this is costing £2. 6 billion per day for britain. We cannot afford this. Now, obviously, if lives will be lost we have to do it, nobody is questioning that. But we have to get out of here. And i think the only way is by getting out, releasing young people, opening small shops and businesses, the garden centres, all these other things that we hear about. We have to get going. Round the world, there is huge contrast. Belarus, the president said the virus never existed, sweden carried on without lockdown, other countries are now coming out. We are a bit further behind in the pandemic so it is correct to wait. So far the government have called the right tune. Im a cancer specialist and no new Cancer Patients are coming through, it has dropped about 20 since last april. They will come through and the cancer will have spread. We have to get the nhs back to normal business for people not with covid 19 but for cancer and heart disease. We will speak about the situation in care homes in a moment. It is absolutely critical because, as you say, it is a delicate balance. Presumably you need to get it right so there isnt another peak later on. Professor, sorry, that was to you a. Sorry absolutely. It is really about. The nhs have done a remarkablejob about switching everything to covid. Great, but the problem is that Cancer Patients and Heart Patients i sort of left in limbo and because we are not seeing the numbers coming through, we note that the suffering, that court outlook, that will come over the next few months and years. We have to get to a Decision Point where we can say, ok, the numbers have dropped so much, one solution would be to use the nightingale hospitals. Lets open them up for covid patients, lets get normal hospitals, the general hospitals, back to making the diagnosis. Cancer operations have essentially stopped. We have to get them going again. I dont do surgery but i do radiotherapy and chemotherapy and thatis radiotherapy and chemotherapy and that is down. Once the flood gates opening, which i hope they will in the next few weeks, then there will bea the next few weeks, then there will be a huge backlog of Cancer Patients needing treatment that will flood the system and we have to get them through it and we have to do it in a timely way. So huge challenges ahead for us once we get over this. What we will get over it. There is no doubt we will. You talked about the pitch in care homes. Lets find that out from sam. You were listening carefully to the professor. Do you feel, now we are including care home figures, or some of them, there is a clearer picture of what you have been experiencing in care homes . think with the figures coming out yesterday, there was a greater sense that this is starting to match the reality we have been experiencing. But i think people need to appreciate we are still not getting clarity on how we are supposed to be counting the figures stop to day, the debtor from covid in care homes have been announced because those people died in hospital. The rest of the deaths we are trying to count is where people we have suspected, because they have been symptomatic of covid, but we have had no real clear guidance on how those will be collected and how that will be quantified over the coming days. Do you think the picture is worse than those figures suggest, from your experience and what you are saying . What we are seeing is about 60 to 70 increase on the death rate that we would expect around this time of year. The figures yesterday shall i kind of doubling in recent weeks in terms of the mortality rate that there has been through covid. I think it is too early. I wouldnt be as confident to be able to say we have reached any sort of plateau or peak because the data is so raw at the moment and we are not getting it through in a way we need to be able to properly match this. And because we havent had gps coming into care homes in terms of being able to certify deaths actually in situ, we have only been confirming the deaths and then negotiating and liaising with gps by phone and by video, it is very difficult to know the quantity we are talking about here. Can we also talk. Of course, we know people who have worked in care homes have also of course been affected by this. What is the picture . Are you getting. The people you know about, are you getting the ppe that they need . No. It didnt have to be like this. We have been asking for weeks and weeks now what is sure and steady supply of ppe to come through to our homes. The government supply chain hasnt been robust enough or consistent enough, so we are having to go out to market to purchase ppe and moving ppe around between our homes when we get outbreaks occurring. So we need that consistency and we need to testing. We need weekly testing so that we can assess who in our homes in terms of residents have got the virus, which of our staff, so we can get there was out of circulation. Because what we are seeing is some people who are presenting some symptoms id not actually been confirmed as having the virus, but others who are presenting symptoms are being confirmed, so we need far greater assurance through testing on a weekly basis that we have got the right people isolated and the right staff working with them. right people isolated and the right staff working with them. I am sure, professor, as sam was listening carefully to what you are saying, do you think, given what sam has said and the different elements to this, the different numbers and representations, different sectors of society, that makes it more difficult to say with assurance that we have passed the peak . difficult to say with assurance that we have passed the peak . I think the total numbers, the smooth total numbers, not just the total numbers, the smooth total numbers, notjust the daily bouncing around and the three day average and so on, and some very clever mathematicians in the Civil Service provide daily graphs that they put on the web and you can see there is a trend forming. It is really sad about the care homes because they are part of our Health Service in the broadest sense. They may not be nhs but they are health care for the nation. These people are really vulnerable. Testing has been one of the failures. The two things that i clear failures here. The failures. The two things that i clearfailures here. Ppe, we have heard about, and testing. Both for the virus and the antibodies. The testis the virus and the antibodies. The test is not expensive, it can be done. We havent ramped up the numbers. At the moment it is about 21,000 per day being done. We were promised 100,000 by the end of the month. That is less than a week away. We are not going to get there. And i think some better strategy has to be developed for getting us out of here. We all want to get out. People want to get out, children wa nt to people want to get out, children want to get out and go back to school. We have to develop a good strategy to get us out of lockdown now and take it publicly instead of giving it a secret in the govan. For that to happen do you think we need to see a significant drop in the daily death toll . When do you think that might happen . Again, i am a lwa ys that might happen . Again, i am always an optimist. I think by next week it will clearly be falling, and with the drop in hospitalisations continuing, that is the first thing to see. A drop in hospitalisations meaning less people going to hospital, less people in Critical Care, and therefore less deaths. It will come. I like to think by sunday of this week, this weekend, we will see a very convincing drop in the death rate. The smooth death rate. And also a drop in the incidences. It is going down, it doesnt look too great simply because we are doing more testing and picking up my cases, including in care homes, i hope. But i think we will get there fairly soon and, as i say, we have got to check out and we have got to get back to normal business both within the nhs and with the economy. Thank you both very much. We often hear about the need to protect the vulnerable throughout this crisis, but now concerns are being raised about whether children who need extra support are being kept safe. The childrens commissioner for england says shes concerned some of them may drop off the radar under lockdown, as theyre not attending school in term time or seeing as many people as they usually would. Our education correspondent Frankie Mccamley reports. Some are struggling. Some are really, really struggling. Jade not her real name has a child whos classed as vulnerable. They have been attending school for the last four weeks. If she didnt come to school, wed be clashing, arguing all the time, constantly. There wouldnt really be much of a relationship there, if im honest. Its structured, shes got a routine, she knows shes got support here. Shes safe here. Jade struggles to make ends meet, so school is a relief. When your kid comes to school, they get lunch every day. So you know you havent got to worry about that meal. I know it sounds silly, but you havent. From a monday to a friday, you havent got to worry about that meal. Now youve got to worry about that every day. There are all sorts of reasons that a child will be on a list classed as vulnerable. Some may have been allocated a social worker. For others, there could have been violence or abuse at home. So its essential for schools and support services to stay in touch with these children ultimately, to make sure theyre safe. But children and families are falling off the radar. This school has lost contact with a handful of children, despite phoning home and knocking on doors. To be honest, it gives me sleepless nights, worrying about those particular children. We are trying to work really hard with Childrens Services and with kind of the other schools in our locality to try and find out where those children are, to see who has been in contact with them, when was the last time they have been seen . Government data shows as many as 95 of the most Vulnerable Children have not been attending school during the coronavirus crisis. Some may be self isolating or living with Vulnerable People, but others should be attending. Most of the Vulnerable Children in this country are not going into school, despite the fact that schools are open for them. And what that means is theyre at home with potentially this kind of cocktail of secondary risks. Now, government needs to do everything they can to ensure they reduce the dangers that these families are facing during this time of crisis. The government says its providing extra funding to councils and Childrens Charities to offer support to vulnerable youngsters. But for children who rely on schools to keep them safe, some stuck at home could be facing a greater risk, hidden from those who are trying to protect them. Frankie mccamley, bbc news. An raf plane carrying personal protective equipment for Health Workers has landed in the uk after days of delays. It was due to arrive here from turkey on sunday, but landed in the early hours of this morning. The plane was carrying several tonnes of ppe, human trials of a vaccine for covid 19 in the uk will start tomorrow as the Health Secretary matt hancock says the government is throwing everything at it. Its providing more than £40 million in funding to scientists in oxford and london. At yesterdays Daily Briefing, the Health Secretary matt hancock said a vaccine was the best way to defeat coronavirus. President trump has said his plan to ban immigration into the us will last for 60 days and apply only to those seeking to become permanent residents. He said the measure would protect americans who had lost jobs because of the coronavirus. The us has the highest number of confirmed cases of coronavirus in the world more than 820,000 and almost 45,000 people have died. Just tell us a little bit about your friend and when you first met him. little bit about your friend and when you first met him. I met him on the first day of starting medical school. I wandered the first day of starting medical school. Iwandered into the first day of starting medical school. I wandered into the hallway and came across this incredibly warm chap, just very kind and very charismatic at that time. You could already see, building up the french at over five years in medical school. It has been a real shock for us asa school. It has been a real shock for us as a group of friends in medical school to hear of the death. He would have thought he would live till 120. To think he is gone is devastating. A lot has been made of the fact he is the first amd senior consultant, who is asian, in the uk. A e consultant, who is asian, in the uk. A e senior consultant, who is sleek, in the uk. For him, it was about being a doctor, being his own person. I would see things in that way. At the same time, of course, being a fellow sikh, we had that additional pride of seeing one of our community and that prominent position. We have. Our community and that prominent position. We have. Devastating for his colleagues working in the environment we know theyll working on at the moment. When you think of someone of his calibre, at that stage in his career, doctors are a real gold mine and treasure trove of information and experience. You act asa information and experience. You act as a source of information to patient care and inspirational role models for other doctors coming through. It is a tremendous loss for patient care and all of us who are his friends and colleagues. You have close contact with what is going on in the uk. You are in australia at the moment. Can you compare the way things are being sorted with regards to coronavirus in those two countries at the moment . to coronavirus in those two countries at the moment . I have spent most of my professional life in the uk. I am very proud to work in the uk. I am very proud to work in the us. It was simply for family reasons on my wifes side. I still praise some of the achievements of the nhs which we would like to have here in australia. Around coronavirus, as an expat, we do look back at what is happening in our home country and scratch our heads. Aspects around social distancing measures which were putting quite early in australia. We were talking to friends and colleagues in the uk and were confused as to why things we re and were confused as to why things were not happening. Here in australia, if you took a flight, you had two weeks quarantine you did not in the uk. Some of the quarantine measures had been stricter in australia. With ppe meant we did have concerns and now it is getting better. Mass testing is commonly available and we are being encouraged to test, test, test as much as we can. On monday, the commonwealth government, federal governments where they were able to relax things slightly but there is no way that can happen in the uk. Naturally questions arise. I do wonder whether measures around social distancing, if they were applied early and having proper protection for health ca re having proper protection for Health Care Professionals would have made a difference. There has been quite a bit of talk this week about the High Percentage of lives from coronavirus in the bame communities. Would you like to see a bit more research around that . Absolutely. Lets speak now to the care minister Helen Whateley, who joins us from her constituency in kent. Good morning to you. I am not sure how much of that interview you are able to hear. We had just been talking about the a e consultant who has died. How many nhs workers have died with coronavirus . Every single death is a death too many. I dont wa nt to death is a death too many. I dont want to just talk about statistics and numbers, each life lost is of huge sadness and leaves a gap for family, friends, colleagues, eve ryo ne family, friends, colleagues, everyone who knew them. Coming to your question, we know 61 nhs workers have died and, at the moment, full care workers, a total of 15. We are looking to get more comprehensive data on that. It is important for us to know the number of people working in health and care who are dying because they are at the front line of this. Lets do everything we can to protect their lives. Of the 61, are they in a particular area, do we know, the nhs workers . I dont have geographical information about that. We have seen stories from different places in the country where people have died and we also need to understand how people are contracting coronavirus and whether it is work or other contacts. Obviously, recognise that if you are a Health Care Worker you are ina if you are a Health Care Worker you are in a different position from those who are isolating and able to work from home. I cannot say enough how much i appreciate and am grateful to ca re how much i appreciate and am grateful to care workers who are going into work and looking after people who so badly need their care. With regard to care workers and nhs workers, we had talked continually about ppe and what is going on. We know this raf plane has arrived in the uk from turkey. It is days late and isnt it embarrassing . The reality of importing ppe at the moment, you are in a situation where there is a global shortage and factories around the world are making ppe as fast as they can. What we had seen, whether with this delivery of previous deliveries, sometimes they get delayed and sometimes they get delayed and sometimes they get delayed and sometimes they do not turn up. Some deliveries have not arrived. The important thing is we are working to secure an excess of supply to make sure we have more than we need and at least what we need because it is so important to come back to health and care workers, to make sure they have the equipment they need for their own safety and also for the safety of the people they look after. A number of uk companies have been telling the bbc that offers will help full protective gear have been ignored, had they . There has been ignored, had they . There has been a tremendous response with regard to ppe supply and manufacture. Over 8000 companies have responded. Thousands of those offers for help have been reviewed and 3000 had been responded to in some detail. We are seeing a huge spectrum between some organisations who can make and supply large volumes, already do supply from china, and others who have started up china, and others who have started up within the last couple of days, offering help, for which we are grateful that do not have a solid supply chain and necessarily get equipment to the standard we require. It has to meet uk safety standards. It is really tremendous that we have had that response. The government is going through those offers but prioritising and getting supply from the ones we are more confident can deliver supplies that we need. The most important thing is to get in equipment that people need. You made the point people need this equipment. There are shortages. There are some reports that sam ppe has been shipped from british warehouses to places like germany, spain and italy, what is going on . It is an International Market in the supply of ppe and it is important that that is reciprocated. Where we have supplied things, things we do not have a shortage of, we must maintain supplies to other countries and we get supplies in return. For instance, when china had the peak of its epidemic in wuhan, we responded to the chinese request and supplied them with a small amount of ppe, which china has supplied us with many times over. It is a global shortage of ppe but it is also a Global Pandemic and all countries in the world need to get through it. somebody is watching this morning and they are an nhs worker and they are concerned they do not have equipment that they need to be safe to do theirjobs, they know things are being shipped out of british warehouses, that is quite difficult to hear, isnt it . We are taking in so much more ppe than the small amount we are importing. We are a net importer of ppe. Millions of items of ppe are coming to the uk each week to get to the front line. This morning we had a shipment of gowns from my anime and a plane landing from turkey. I am expecting millions of facemasks this week. From myanmar. Are some particular items, we are in short supply, it is really tight and we are doing everything we can to make sure it is what people need. Talking about what is going on in care homes, i do not know if you heard it but we were speaking to the chief executive of the charity mha care homes. He told us there are real concerns about the numbers of deaths in care homes. What we are seeing is about a 60 70 increase on the death rate that we would expect around this time of year. I think we are seeing the numbers going up which is why a huge amount of work is going on to support care homes to try to manage and prevent outbreaks of covid 19 in care homes. 1043 people were reported as dying in ca re people were reported as dying in care homes yesterday by ons but there is a care home there is alike in their data. I know the numbers must be higher than that. We are working to be able to publish data next week which will show a more accurate and timely picture. The problem we have at the moment with the data is that it doesnt account between people died in care homes and who died in hospital. The data it will be confusing because of that duplication. We are working to get data out next week which will give an accurate and more timely picture. One of the things he also said is that gps cannot go into care homes at the moment and so are members of staff are kind of having to give the information and register it deaths. What do you think of that happening . Im asking for gps and district nurses to be giving every possible support they can to care homes at the moment. We are dealing with a really difficult situation and looking after patients who are sicker than they usually would be, who in other circumstances might choose to be admitted to hospital but are not at the moment. As we heard from the interview earlier, people who are looking after residents who are dying. I am asking and have asked for doctors and senior experienced nurses to be giving extra support to care homes, whether that is remotely or when appropriate to be going in person in appropriate to be going in person in appropriate ppe. This is a really important moment where the nhs and ca re important moment where the nhs and care sector can and often are working really closely together. I have heard from care providers who say they are getting lots of support from gps but others who say they feel they need more support from the nhs to cope. Every single death is devastating for the persons family, their friends, the devastating for the persons family, theirfriends, the person working with them. But if you havent got a handle on the numbers, how can you make this better . What we can see from the overall picture is that we know that people are dying much more than usual in the care sector. We also have some figures about the number of outbreaks in care homes. Around a quarter of care homes in the country are reporting they have an outbreak. In some areas, particularly the north west, north east and london, that figure is more like 30 . We do know large numbers of care homes are trying to manage with an outbreak and that is where we are particularly focusing the support we can give, in those areas. I will not suggest for a moment that this is easy. There are nearly 30,000 care providers, and home care providers who are looking after people who can be overlooked and we want to support them as best we can, looking after some of the most Vulnerable People in the country who are at greatest risk if they catch the virus. Under these rules you are entitled to a reimbursement within seven days of the full costs of the ticket. Which . What about your contact with the companies, what are they saying . Tui have said they will provide a refund for customers but it will take some time, beyond 14 days. Loveholidays says its currently issuing credit notes but that its policy is under review. Abt has said the government segment need to suspend current regulations. These are exceptional times and we need to accept a credit note to give companies a bit of breathing space. It is a difficult situation. And its a difficult situation. The World Travel Tourism council estimates that a million jobs are being lost every day in the travel and Tourism Sector because of the pandemic. If you can afford to accept a credit note it would help them stay afloat. This could send some companies under. If you cant, or if youre anxious that you wont get your holiday at all keep asking for the refund, its your right. Itsjust going to take some time for obvious reasons. Concerns have been raised about the number of deaths in care homes. Earlier on breakfast, we spoke to the care Helen Whateley she said the government is doing its best to support them. Im really, really worried about deaths in care and while were a levelling off deaths in hospitals, i dont think were seeing that in care homes. I think were the numbers going up, which is why a huge amount of work is going on to support carers and try and manage and prevent outbreaks of covid in care homes. Lets speak now to our Political Correspondent leila nathoo. So much concern about care homes and also about ppe as well. What is going on . You heard earlier there is still a global shortage of ppe but there is clearly a discrepancy between the government saying it can do or that its doing all it can to get ppe to the front line of the nhs and what work is on the nhs front line are reporting. It seems a bit hand to mouth at the moment. Clearly, the situation over the flight clearly, the situation over the flight from turkey. There are clearly questions to be asked about whether the government could have done more early on in the crisis to get ahead of this challenge. A row has broken out about an eu procurement scheme that was begun earlier in the air, that was bulk buying medical supplies, including ppe and ventilators. The government line has been changing on this, initially saying we had chosen not to ta ke initially saying we had chosen not to take part because we were no longer members of the eu although we we re longer members of the eu although we were eligible to, being in the transition period. Kia, well all of them, really, theyre like angels. They look after us. Were not wanting for anything. Such a lovable place, management perfect, everything. But its just as good when you have residents as good as ken. Now, her good deed has gone global. But the people most proud are slightly closer to home. Kia has lived with her grandparents, linda and george, or as she calls them, nanna and pap, since she was six. She does give a lot of compassion down there for her age, really. You know . But ive got to keep remembering she is only 17. But were so proud of her, really. Shes really, really shone it with this. And all she said, well it was it was a cushion. And i said, yeah, but look what what you did, you know, made him so happy. Two weeks ago, she moved into the care home, to keep her grandparents and those she cares for safe. She always made sure that me and george was ok first, and got us sorted at the house. When she knew that we were all right, instead of coming home from her shift, she decided to live there. She could do, you know, do betterfor them. Do better for us, really, not coming home. While linda and george didnt know about kias plans for ken, her kindness didnt come as a surprise. The emotion of him was unbelievable, what she did. And it was something that she just thought shed do. Just simple from her. No suggestions from anybody, that. No suggestions. We didnt even know, did we . No. She didnt know she just i didnt know until we saw it on this, this morning. Thats what shes like, isnt it . Yeah, just out of the blue. They miss kia every day, but cant wait for her to come home for a hug. Im proud, unexpected, i think youve got a good head on your shoulders, and carry on doing what youre doing, youre doing a marvellous job. We think that happened overnight monday, possibly into tuesday. Tony is, ill be honest with you, he is in pieces about this because they are hugely of sentimental value to him, as you can probably understand. What have you made on the opposition benches of their efforts so far . One of the things that has concerned us as we often get or hear from firms getting in touch with us telling us that they have offered to supply ppe to the government, that they can provide ppe for ourfront to the government, that they can provide ppe for our front line to the government, that they can provide ppe for ourfront line nhs workers and our social care workers and they get in touch with the government in the way in which theyve been told to and dont hear anything back. We as mps also pass on these offers of help to the government as well. I think given this is a National Crisis and we know that doctors and nurses on the front line needs at this ppe. We know social care workers desperately need this ppe and we hear stories of them going without, i want us to mobilise our british firms. Lets get our production lines running in british firms, who can make this ppe. It may well be that some of these firms can only make small quantities of it but that doesnt matter because we need everybody, we need everybody doing what they can as part of this national effort. So we will keep passing on these details to the government. We will keep asking the government to get back to british firms. We are in the labour party huge supporters of the small and medium sized businesses in this country and we know that when we are in lockdown the impact on the economy. I think its absolutely vital we are supporting our Small Businesses because they are the backbone of our economy. Why do you think this is not happening it sits simply down to the scale of the operation . I think it is to do with the scale. I think its because if you are getting thousands of requests into government, they probably havent got enough resource to respond to everything. It is understandable but its why we are trying to help by passing on the requests as well. The government have looked at buying a lot of this ppe internationally but that doesnt a lwa ys ppe internationally but that doesnt always work. We know at the weekend the government said we had 400,000 gallons coming in from turkey on a flight gallons coming in from turkey on a flight the next day and it turned out that the flight wasnt coming in the next day. 400,000 gallons. They hadnt spoken to the turkish authorities at that point. So difficult is when youre trying to get this all on the international stage. A lot of it will have to come internationally but we have firms in this country offering to make this ppe, lets use our british firms, lets get our people to work making this ppe to safeguard our brave nhs and social care staff. Also an announcement yesterday at the Daily Briefing about 40 odd Million Pounds going to oxford and london universities who are working on a vaccine. This has been normally a five year process which has been squeezed into about four months, good news on the vaccine front . Tremendous news and if we can get a vaccine, that will just tremendous news and if we can get a vaccine, that willjust change everything. In the end, the vaccine is the way in which we defeat this virus. Until we have a vaccine, we either stay in a lockdown for months and months, which has huge implications for health more widely. At the moment, people are having their operations cancelled. People with cancer are not getting the treatment that they need. We know a lockdown has a huge impact on Mental Health outcomes. A lockdown to defeat singh is important but it also has other. It creates other health problems. So to get out of it you need a vaccine or a mass testing and tracing strategy. That is one of the other things we have been pushing the government on. Are you going to mobilise and extend testing wider in the community and are you going to have a tracing strategy based on using apps and mobilising a workforce to Contact Trace people . Without that, a lockdown is a blunt tool in defeating this virus. Important but blunt. We will see pmst today with keir starmer. Something has gone wrong with gowns, masks and life saving equipment, that was his quote in the last couple of days. I wonder what his ta ke couple of days. I wonder what his take will be when he goes head to head with the government today . He has spoken in the past and you have as well about making sure its an effort to try and get us out the other side of coronavirus, right across parliament. How critical will he be of the government today . think where the government are not doing as well as they should, its important we as the opposition asked questions. Its important we ask questions. Its important we ask questions about whats happening in our care homes. Yesterday, we heard the news that 1000 people have died in care homes. Weve always known our care homes and Nursing Homes we re our care homes and Nursing Homes were high risk populations, highly vulnerable to this virus. And in a way, i look at it like this, the nhs i think has done remarkable work in scaling up Critical Care capacity. In discharging patients, getting retired staff back in, we havent had the same detailed strategy for social care. I would say to the government, can we have a detailed strategy for social care, where you get ppe to staff and test staff properly and if you have residents in care homes coming down with covid 19, why not move them into some of these empty hospitals . We think there are hundreds of empty general hospitals, lets use them for residents from care homes because if we dont do that, we will see the death rate continue to increase in care homes in that shattering for so many families who have a loved one in a care home. On theissue have a loved one in a care home. On the issue of death rates, i know you have had a busy morning. We were talking to a professor who was talking to a professor who was talking about. His view is we have now passed the peak and well see, he says he is an optimist but he said by this weekend, he feels there might bea said by this weekend, he feels there might be a significant drop in the number of deaths. Do you share that optimistic point of view, that we are past the peak . I would be slightly more cautious, although it does look like the admissions and two hospitals are beginning to plateau. I think we will sadly see death rates continue to rise. The issue with care homes is, there is a ten day lag in the information that comes out. We dont get daily, a daily figure for the number of people dying in care homes. Ten days ago, i think there was about. I feel for what the next figure will be. I think it is urgent how the government. We need a proper plan to protect care homes and nursing and to protect staff who work in them with ppe and testing. As i say, if there are thousands of general and acute beds empty in hospitals, which we expect they are, the government dont update us on the figures, but lets move residents from care homes and to those beds for their own safety a nd and to those beds for their own safety and protection. If you are in charge at the moment, whether that be your main area of focus, and sorting of a care home situation . think so. We have always known that ca re think so. We have always known that care homes were highly, highly vulnerable. I keep saying,. The way in which the nhs leadership has set up new hospitals, has expended Critical Care capacity i got retired staff to come back has been really, really outstanding. There has been a really outstanding. There has been a really detailed plan. We have not had the same level of detail plan for social care. Thats what we now need. There is still time to put this in place, to support a population, an Elderly Population which are highly, highly vulnerable to this virus. Jon ashworth a Shadow Health secretary, thank you. In a weeks time, he will hit another really important milestone. But before the war veteran celebrates his 100th birthday, hes got another mammoth task on his hands, sifting though tens of thousands of cards from well wishers. Breakfasts john maguire reports. It may look like christmas, but this is much bigger than christmas. Its the morning delivery at captain tom moores local post office, a Himalayan Mountain of cards arriving ahead of his 100th birthday next week. Its overwhelming, the support that captain tom has from the general public. The whole country is behind him. Hes such a legend. Reminiscent of election night, this has become a military style operation. The cards and parcels are being taken to toms grandsons school, where volunteer staff are flat out. I think a lot of the cards are so heartfelt and it really shows the effort people have put in. I think he will really appreciate that. Im going to try and take pictures of as many as i can and show him to them because he will happily sit through and read them all. This shows that people really do care about this sort of things, especially in tough times. I think people really have joined together to make the effort for this. Well, these are the cards that were opened just yesterday afternoon. There are 3,000 cards here. But today weve seen 30,000 delivered. Who knows . They may even fill this entire hall. Its a wonderful story at a time where, frankly, everybody needed it. And its also a real reaffirmation of peoples kindness. And im a great believer that people are fundamentally kind. And this is just the most wonderful way to show it. At yesterdays Daily Briefing, the Health Secretary matt hancock said a vaccine was the best way to defeat coronavirus. We can speak now to professor robin shattock, who is the lead professor in one of the teams developing vaccines at Imperial College london. Good morning, thank you forjoining us. So many people will be watching this morning, thinking, when can there be a vaccine . There is no early a nswer to there be a vaccine . There is no early answer to this to tell us what stage where you are at. You are right, its not going to be as quick as people hope. The oxford team are starting their first Clinical Trials this week, we will be slightly behind, starting injune. But that original part of the process is to test that the vaccine is safe, and to look that it produces the right kind of immune response. Itll be awhile before we can do a Larger Community trials to check that the vaccine works, thats unlikely to really get going until later in the summerand really get going until later in the summer and early winter. Tell us how it works. You have a vaccine, and then what is the process exactly . You give some people this vaccine and see what happens . Yeah, in broad terms, that exacting what we do. But you start with low numbers of individuals because you want to be cautious and check its safe. Not that we expect there to be safety issues, but because it will be used in the white population, it has to be really very safe indeed. In the wider population. And we need to check that the type of response is what we will be predicting that the virus is causing the infection. You do not want to give people the virus. Absolutely not, these vaccines are not giving the virus themselves, it gives them a vaccine that exposes them to part of the virus to induce an immune response. So that when somebody sees the virus in the community, they are immune to infection. Im probably asking silly questions, but is it a bit like a flu vaccine . It is a bit like a flu vaccine, the technology is slightly more advanced than four flu vaccines which are, actually, the whole virus that has been inactivated. Most of the approaches are using just exposing the immune system to the protein on the surface of the virus, that spike that you see in the nice pictures that people show of the virus. Thats the part that the immune system needs to recognise and make antibodies against. And of course, safety is a huge issue. Side effects, you dont want people having them. We dont want that. We wa nted having them. We dont want that. We wanted to be tolerable. But we need it to induce a good immune response as well. We are excited that there are two candidates in the uk Going Forward , are two candidates in the uk Going Forward, and i think thats a testa m e nt forward, and i think thats a testament that uk vaccine science is really good. But i think it important to emphasise that there are no guarantees that these will work. We think they have a good chance of success, but luckily, there are many teams around the world working on other vaccines, and that really increases the chance of a several coming through, hopefully, being very safe and very potent. And what it is like, you say several teams around the world, do you share information or is it Sensitive Information . Some of the information is shared, some of it is sensitive, particularly when it comes from large pharmaceutical companies. At the bottom line is, everybody will wa nt to the bottom line is, everybody will want to compare these vaccines, so we will be comparing responses in assays that will allow you to compare immune response to someone ina compare immune response to someone in a trial in the uk to somewhere in a trial in the u s or everywhere else in the world. So scientific vigour will prove which ones will work. Normally, how long does it ta ke work. Normally, how long does it take vaccine like this to be ready and for people to have it on a mass scale . We are trying to do it faster than ever before. Normally this would be a eight to ten or more year process. Predictions are that a vaccine could become available later this year, potentially, within the uk. But to make a global solution, because you then have to make millions of doses, thats probably going to take a lot longer to have a robust process for doing that. And i suspect we wont see anything becoming available globally until well into next year. And there are so many unknowns, arent there . I think the flu vaccine changes slightly every year, is that the kind of thing you look at . The good news about this virus is that we see it is changing, there is very little change. Its a much more stable target. So that means in terms of the vaccine, we probably will not have to keep changing it but we will have to keep changing it but we will have to keep monitoring that. I suspect we will probably need an annual booster to keep immune levels to the point where they will be protected. These are going to be human trials, its got to take a pretty special person to volunteer to do this. We think all the volu nteers to do this. We think all the volunteers are heroes in their own right. We dont think the risks are high, but there is never absolutely no risk from being in any kind of clinical trial. And how do people volunteer, can you tell us . The trials are advertised, and people can look on the internet, and sign up can look on the internet, and sign up to be part of their trials. They do have to be in the right area where the trials are being performed, and because to start off with they are in low numbers of individuals, it does not require huge numbers. As the trials expand, they will be rolled out into other parts of the uk, and we will be looking for increasing numbers of volunteers. As everyone has said this morning, and all of those who have asked about the vaccine, it is a complete and utter game changer once it becomes available. And the speed is amazing lots of you have been getting in touch today. The news that Holiday Companies are being accused of breaking the law and leaving people out of pocket because theyre refusing refunds for trips. Nina will be able to answer some of your quesitons in a moment. Ive got hundreds of questions its sickening when your holiday is cancelled, after you have been saving up for it. You can accept it is because of the virus but it is more tricky to accept when you do not get your money back. The rules are, if it is a package holiday and booked a website, you can get your cash back within 14 can 14 days, but if your flight is cancelled, it should be within seven days, but it hasnt been happening as you know. Dream holidays on hold. Holiday makers are fighting to get their money back. Tim and becca from belfast had their wedding in march cancelled. The hotel was sympathetic, the airline providing honeymoon flights to canada less so. We werent able to fly, obviously. We are still waiting for nearly £1,500 in refunds to reach us via air canada. Weve been offered flight credit, but, personally, we cannot accept that. Research from Consumer Group, which . Found that none of the uks 20 Biggest Airlines and holiday firms were refunding customers within the legal time frame. Some airlines and package Holiday Companies just arent offering refunds, while others are providing credit notes and vouchers, which wont be of much use if the firms later go bust. And its estimated that £7 billion worth of payments by uk customers are affected by this. The trade body airlines uk said. Carriers are facing a far longer than usual volume of refund claims to get through, and the current restrictions imposed nationally mean they are not able to bring in additional staff to deal with them. I cant use a credit note. In wigan, roy is trying to get £2,500 back from tui, for a cancelled holiday to barbados. The money should be back in my bank within 14 days not a refund in four weeks with a lengthy time after that to actually get hold of the money again that money could be far better of use to myself and other families in the same position, far better use to us than it is sat in tuis bank. Tui uk said its working through requests as quickly as possible and proactively contacting customers. Love to see their celebrations. So many questions, lets try to get to the bottom of a few. Cliff is being told he has to wait until november next year to get a refund for his cruise holiday thats when the credit note hes being offered expires. He says hes taking the travel company to the Small Claims Court. Is that the only way to get his money back . The Small Claims Court, really, you should see as a last resort. He is entitled to cash back, he can query the fact that he has given them a voucherin the fact that he has given them a voucher in exchange. There are other ways to get your cash back. We a lwa ys ways to get your cash back. We always talk about this, if you booked on credit card, there is something called the Consumer Credit act which means that your lender is jointly liable, so you can apply through that to get your cash back quicker, but you are entitled to that money, not just quicker, but you are entitled to that money, notjust a credit note. We have had so many questions in today, we saw you holding them all up today, we saw you holding them all up earlier michael emailed in he asks what would happen if you accept a credit note or voucher and then the Company Goes Bust . Where would you stand then . We have had a lot of e mails about that, businesses are precarious at the moment so you might be nervous about accepting a credit note, you should not be. If you are abta protected when you are booked, you are ultimately insured through the Civil Aviation authority. We saw it with thomas cook last year, it took awhile to some holiday makers to get their money back even though they had gone bust but it has been happening. If you booked on your credit card, you should be able get your cash back but also check your travel insurance, some of them will cover coronavirus. Elizabeth and her husband are in their 70s their trip to corfu has been cancelled and theyre being offered a credit note for future flights within three months. But they say they wont be travelling soon and cant afford to lose the money. Should they take the note . Its really tricky, isnt it . In one way, you can see it through the eyes of the travel companies because in the best will in the world, even if they want to refund the cash, they are suffering from the same problems we are, they have not got people in work, social distancing in offices, they cannot physically get the refunds out. There are estimates that1 millionjobs are being lost every day in the travel and Tourism Sector every day because of the pandemic. If you can afford to take a credit note and delay your holiday if you cannot travel in three months, that would help those Companies Stay afloat, but some people cannot do it, lots of people struggling because they have been furloughed or businesses are not bringing in money, perhaps relying on benefits for the first time, we arejust going to on benefits for the first time, we are just going to have to be on benefits for the first time, we arejust going to have to be patient like in so many areas of life but thatis like in so many areas of life but that is a virtue that many people are running short of at the moment. For many of us at the moment, our one exercise each day is a much needed chance to clear the cobwebs and get outdoors. But it can be difficult to keep our social distance and ensure everyone stays safe. Now, a us Study Suggests that coughs and sneezes can travel much more than the two metres were recommended to stay apart from others while were out. Michael cowan reports. Much of our world is lockdown. Our movements severely restricted. We are allowed out for one form of exercise a day. Across the globe, countries are taking different approaches to exercise. In paris, authorities have stopped exercise outdoors, apart from walking, between 10am and 7pm. In spain, all exercise outside the home is banned, unless you have a dog, in which case you can take it for a walk. Japans Prime Minister says its ok to exercise outdoors, as long as youre alone. And in australia, exercise is permitted in your neighbourhood, and youre allowed to work out with one person. Scientists agree that the virus is spread through droplets expelled when an infected person coughs or sneezes. What they still dont know is how easily the virus can spread through breathing. When we exercise, we inhale and exhale much more, so could you be putting yourself and others at risk from exercising outdoors . To help answer that question is professor bert blocken. Hes been researching how droplets from your nose and mouth travel during exercise. His research hasnt been officially published in a journal yet, meaning other scientists havent evaluated it. Can you tell us, professor, what your Research Found . Yes, our research actually looked into the social distance, the distance that you need to keep when you are running fast or cycling behind another person. And found that two metres is plenty if you are cycling and running next to each other, or in staggered formation, more than enough. But if you want to directly run behind each other or cycle behind each other in the slipstream, then two metres is not enough. Professor blockens research assumes there is no wind in the air and suggests when you exhale while exercising, you emit droplets of breath that form what is known as a slipstream. It typically forms behind you. If you came into contact with droplets from an infected person, you could catch the virus. Professor blocken says exercise side by side or in formation is safer than walking behind someone. Chronic or regular exercise is an immune booster. It protects you against a whole load of chronic diseases, associated with chronic inflammation. Its also thought to help reduce the ageing of your immune system as well, it all makes a lot of sense now with the epidemiological evidence thats out there. Its a risk benefit analysis. So if you dont exercise, you are increasing your risk of getting lots of diseases long term. If you go outside, obviously, you have the potential to be exposed to the virus. But at the same time, you are boosting your immune system, so that is helping to protect you against the virus. Academics we have spoken to say there is no convincing evidence you are at a heightened risk from exercising outdoors. But research into this pandemic is still in its infancy. If youre going to exercise outdoors, you shouldnt do so if you have a cough, or a fever. And you must observe the World Health Organization guidance of keeping at least two metres from others. Michael cowan, bbc news. Exercise etiquette is an interesting one. I got sweated on by a jogger last week you came far too close. You keep reminding me of it as well sorry were joined now by olympic Gold Medalist and policy advisor for british cycling, chris boa rdman. Ican i can see you listening to that. Its important, isnt it, that we try and do exercise but we have to ta ke try and do exercise but we have to take all of this into consideration. Yeah, and take all of this into consideration. Yeah, and i think context is absolutely everything. Id just like to read you a quick quote from professorjohn edmonds for the London School of Infectious Diseases and tropical medicine. Banning exercise outdoors will have a negative negligible impact on spending the virus and a marked impact on peoples well being. That has been peer reviewed. Many cities have recognised that and are actively making more space, reclaiming road space so people can exercise more. Running the hypothesis of one scientist is how you get people a bit stressed doing things the wrong way, such as villages trying to ban people ride through. As long as you follow the same guidance for all of us, keep that distance, it is a good thing, it helps people stay who are staying isolated from months and during a crisis, it protects the nhs. The vast majority of people, whatever they are doing, doing it responsibly, it is a tiny minority who are causing issues. Not even causing issues, we think it will, but ultimately we keep apart from each other. I have changed my running route, iam mostly running at the moment because i live on the beach, im looking at it out the window now. There are some narrow parts but i thought, what would i do . And parts but i thought, what would i do . And i watched over the course of a week how we change the culture, not overly dramatic to say, the planet. And it is really quite heartening to see that everyone has got behind it. A lot of people, we have to remember, dont have gardens or space at home, they have kids, you cannot keep people locked in for months without giving them away to get a mental break. We have seen some parks have been closed, which for people who need them, is pretty difficult. Yes, and i think that is an understandable reaction, lots of people are coming here, we need to stop it, but now is the time when we are settling into this crisis, if you like, where you started to think, that was going too far, back it off. Lets make some rules, make it off. Lets make some rules, make it clockwise, give people some guidance on how to use the space. That also helps the police in placing it as well for anyone not following the guidance. In policing it. Its taking time to settle in but we have done it quickly. I am really supportive of the government advice from the start which has been very simple but very consistent. Take exercise once a day, stay apart from other people, andi day, stay apart from other people, and i think that is the way to go. should have been a bit clearer earlier, when i was talking about a tiny minority, i was talking about some of those cyclists particularly who have come under criticism going on really long rides posting on social media saying, i have done 70 miles, which does stretch those guidelines and cause issues. Being ina group, guidelines and cause issues. Being in a group, it doesnt matter how you travel, if you play football on a field, or gathering in a group for a field, or gathering in a group for a party, its just a field, or gathering in a group for a party, itsjust irresponsible people so the mode of transport is irrelevant, people doing bad things should not, they should follow the guidance that has been laid down. I think that is key, we are all people and following the guidelines. Im getting asked an awful lot, what is a reasonable amount of time . And i really pushed hard to try and not get into speculating or giving my opinion. Having said that, what i would say for me, if im going out ona bike, would say for me, if im going out on a bike, i had only done it twice in five weeks, i will go home to home, so i dont stop anywhere, i make sure i have supplies, and i know that if i had a problem, i dont have a car any more, my wife does, she could come and get me, so 0k. Does, she could come and get me, so ok. But i think thats why the government have not put time limits on it, they have said, be reasonable, once a day, dont put anybody at risk. You have only been out on your bike a couple of times, there are clearly people out on their bikes really enjoying it, and perhaps not accustomed to being on their backs that much. There is an advantage in some ways that there are not so many cars on the road. You have 1950s levels of traffic at the moment, so we are seeing people automatically saying, i have bored kids here, they cant go go to the park or play with their mates, they a lwa ys park or play with their mates, they always hated going for a walk, what shall i do . I have all the space, why dont we go out on the road and ride up and down . Thats got to be a good thing. Thats something we are starting to think about now. Other cities are as well, about when we emerge from lockdown, when we start to recover, do we want to go back to the normal that we had before, or do we actually want to use this space a little bit differently . They are starting to put measures in place, and thats pretty exciting because thats how you protect your nhs long term. Give people an option to travel in a different way and go out and exercise, and enjoy it. Another thing we talked about in the papers, you might not have seen it, there are reports of drivers going well over the speed limit, 140 miles an hour. So there is caution, that is obviously against the law for starters but there is caution to be taken as well, i suppose. The evidence there is, thats where the danger really comes from. You are never going to be driving a car at the moment, once i have been out to deliver a bike to somebody so they can get to work. I have been out in the car once. I saw the majority of people behaving excellently. But it only takes one person. You are never going to be more likely to come around a corner and see someone walking on the road, it happened to be running yesterday, there was a couple on the pavement so i went into the road to give them distance and a carcame into the road to give them distance and a car came the other way and the driver was really annoyed at me for being there. The speeding part of it, we really need to get on top of it. We are looking at that in Greater Manchester and london, well on top of it and penalising behaviour like that which is not just dangerous, but selfish. The woman told me that i would have to get a taxi so obviously i spent the next 45 ministering to call taxis with no help. Then i posted a plea on to with no help. Then i posted a plea ontoa with no help. Then i posted a plea on to a local Coronavirus Support group, and luckily eamon, my knight in shining armour, came on and saved us. What time of day was this . This is one of the reasons it was so difficult. It was 1am so one oclock in the morning, someone you dont know comes and helps you, eamon, you are that person, wow did you see a note and thought, i will help this poor person . Yeah, well, i saw the post in the group, i didnt know i was up, but i was, sol thought i would help him out know i was up, but i was, sol thought i would help him ounm know i was up, but i was, sol thought i would help him out it was a stressful time, knowing that his wife was getting ready to give birth. He was very flustered, i was just trying to chat to him and calm him down. He was nervous anyway getting into a car with a stranger as it is. And then given the circumstances, at the moment, as well. I have seen some amazing stories, and i think it has rubbed off on me, the creative spirit in blackburn has been fantastic. I have seen organisations like the Trussell Trust and blackburn youth giving out hot meals to thousands of houses, young people, there have been some amazing people, there have been some amazing people, working really hard and trying to support Domestic Violence cases, lawyers, there is a guy called shark who has started a live show, they go on live every evening without fail, theyjust try and lift spirits and talk about issues that people are facing during the lockdown. Some of the stories have been fantastic. And to be a part of thatis been fantastic. And to be a part of that is really nice as well. It really shows you how much of a community we have got in blackburn. Im sure there are other stories around the world, and there are, its really nice to see everyone coming together in unity in a time of meat.
