The National Audit office says the department for transport failed to understand how complex and risky the project would be. The government says its already acting on the watchdogs recommendations. As work to build a new high speed line goes on in birmingham, criticism from the governments spending watchdog over management of the budget for hs2, which has ballooned. Todays report says the government and hs2 limited underestimated the scale and complexity of this project, and thats one of the region is why the budget has risen so much. This is the vision for that site once a station is built here. The National Audit office says risks and uncertainty werent properly but says the budget for phase one of hs2 is now robust. Theyve done an awful lot of work to understand the cost and they now have a better estimate of how much it will cost and how long it will take to build the railway between london and birmingham. That said, the programme as a whole is at a very early stage and risks remain. Some conservatives have urged the Prime Minister to rethink. Other seniorfigures say hs2 has to go ahead. This part of the country, the north, turned decisively to the conservative party and the Prime Minister has talked about levelling up. This is literally the investment that will level up the economy. The cost of the second phase of this project, linking the city to leeds and to manchester, is more uncertain because its at a much earlier stage. A final decision is due next month. The second phase of this enquiry is probably most important part, get to the bottom of why this fire happened in the first place, get into the minds of the people who allowed Something Like this to happen and hopefully we will get to the bottom of this and bring the people who need to be brought to justice justice. The next part of the enquiry vital because of a number of people now affected by cladding on high rise blocks. The latest government eggs for england show there are 265 residential tower blocks that still have acm cladding, the type and grenfell. In wales, 11 blocks. Two in scotland and none in Northern Ireland but there are other types of cladding. At this far in bolton last year, it was hpl or High Pressure laminates cladding that caught fire. Every tower block in the country is being tested by the government hasnt published figures on buildings with hpl cladding. So we did a freedom of information request to all local authorities across the country asking about different forms of cladding. 209 local authorities responded and what we now know is that one in three high rise residential blocks have some form of cladding. 99 are covered in hpl cladding. 99 are covered in hpl cladding although the final figure will be much higher. We also asked nhs trusts about hospitals. 75 hospital buildings have acm cladding and 50 have hpl but that is by no means the full story because a number of trusts and councils wouldnt give us the information. Here in Tower Hamlets for example which has 700 tower blocks, they said it is too early to know how many buildings are covered in hpl cladding and Enfield Council said to tell us the information would constitute an endangerment to the Mental Health of the residents in the blocks. We showed ourfindings to tiago alvez. This really is a scandal that needs to be taken very, very seriously. Someone needs to address this because it and if someone doesnt, there will be more lives lost in the future. What started as a tragedy at granville has now spread across the whole country. Its shocking. How does the building, freeholder, the head leaseholder, responsible person expect us to pay . We wanted to start afamily expect us to pay . We wanted to start a family but we cant start a family. We are trapped in the situation we live in an unsafe building and we cant pay to fix it. What are we expected to do . You just left here to suffer on our own. Cafe in manchester, we meet a group who now represent thousands of residents in 33 different buildings, all now identified with unsafe cladding. We are trapped physically as we cannot sell. We are trapped mentally with the stress and anxiety and we are trapped financially as well and that is an ever increasing picture we are seeing at the moment. The stories here are depressingly similar. Lives on hold facing crippling costs to repair something that isnt their fault. So why are these developers, these builders, they are allowed to build these properties, cut corners, sell them on the big profits and in my case, they declare themselves bankrupt of they declare themselves bankrupt of the original developer doesnt exist so we cant chase them so where do we go . Weve got a government in power now you could make changes to the law and do that quickly and it doesnt feel like they are. It doesnt feel like they are. It doesnt feel like anyone is really listening so yeah, its heartbreaking, to be honest. The government told us its committed to bringing about the biggest change in building safety for a generation and will start naming and shaming Building Owners who havent started remedial work but more than 2. 5 yea rs remedial work but more than 2. 5 years after the fire at Grenfell Tower, there are still thousands of People Living in hundreds of tower blocks that are unsafe. Tescos is now getting rid of this wrapping from every single tin, saving 350 tons of Plastic Waste a year. It is what we think is the right thing to do. Also it is what our customers wa nt do. Also it is what our customers want us to do on their behalf. They challenge us to say ask if classic is necessary. Sometimes it is and where necessary we need to reduce it toa minimum, where necessary we need to reduce it to a minimum, recover it and recycle it. But where it is not necessary or cannot be recycled we need to remove it from business entirely. And that means getting big suppliers on board. This is the largest food factory in europe, heinz in wigan where they make a billion tins a year. And 40 are multipacks. Plastic villas nonrecyclable that make the plastic film is nonrecyclable. They are ditching it for tescos but they would like to move go further. This is a third of the total shrinkwrap and what we expect is that consumers will learn how to shop in a slightly different way and hopefully we can eliminate shrink wraps. Getting rid of all this plastic wrapping seems such an obvious thing to do. Of course it is just a tiny fraction of the plastic that still ends up in a shopping trolley. Bens in birmingham at the site of what is supposed to become the citys newest train station. Can you tell us about the location . It is likely to be an important place of everything comes about. Yes. That it is a big if. National audit office came out this morning with a damning report saying that we will probably really know how much this project could cost. But for a sense of where we are, this is a station right in the centre of birmingham. If you know this place it is just down from new street. And it is just down from new street. And it will be the centre of a vast site for haters too. The first phase of the site. A 25,000 square foot side that will link london and birmingham in the first phase of this project. But, remember, many questions over the cost on the date. When will it be delivered . The cost on the date. When will it be delivered . Lets the cost on the date. When will it be delivered . Lets ring you through what we know so far. As i touched on, the first phase is between london and birmingham. There is a long time for that though. Originally proposed open in 2026 but now not until 2031. The plan is to build capacity and bring down journey time. After that moving on to leeds and manchester but that is not expected until 2032 or 2033 at the earliest. And the cost has escalated. And that is what people have concern about. It was £30 billion when learned but those costs have escalated. Now it is 55 billion, and by the governments own calculations it will cost 88 pounds and a leaked report this week suggests it could cost even more, up to £100 billion. There is a lot of concern about the budget and crucially about when it will be delivered. So lets talk about some of those issues and whether it will be built on time and budget. Lets get the view of my guests. Adrian ouine is a rail expert and critic of hs2. He writes for the adam smith institute. Victoria hills is the chief executive of the royal Town Planning institute. Victoria, are you surprised by any of these findings . Not built on time, not built on budget and the cost may actually never be known. With many of these Large National Infrastructure Projects we must accept that they are difficult, complex and expensive. There is need foran complex and expensive. There is need for an open and honest conversation from the start about the complexity involved. But one of the challenges here is that it is notjust about a training track project, it is about a broader Regeneration Project. All of the regeneration that will come with this, the wider benefits, the freeing up of local capacity for local trains and local communities, the government talks about levelling up the government talks about levelling up and delivering on net zero. It is a significant opportunity here to maximise those broader benefits but i think some of that has gotten lost in the story of hs to and i think it is important now the story of hs2. Is important now the story of hsz. But is important now the story of hs2. But this is notjust about an Infrastructure Project in getting people from a to b. Those who will benefit those who benefit from regeneration. We are still in the middle of a massive Regeneration Project in our and it is about enabling people to have better choices on public transport by freeing up more trains, more investment in rail outside of london, much needed at this particular moment. We have been looking at those pictures across the site here and it is a huge site. Adrian, some of the problem is that this is called hs2, high speed two. But it is notjust about speed, it is about capacity. We need more trains and more tracks to get people around the country. We do. But is this the best way of delivering that extra capacity . It will relieve the west coast mainline and to a lesser extent the midcoast and east coast. That is an intercity route. A percent of rail travel is use intercity services, the rest commuter or local services. So the vast majority of commuters going into Birmingham Manchester and leeds are not coming in on Long Distance services. So those commuter lines in the north of england and here in the midlands that really need investment andi midlands that really need investment and ifear midlands that really need investment and i fear that spending 20 years and i fear that spending 20 years and 100 billion dollars on haters too will not deliver the benefits that have been promised. Victoria, why are we so bad at this . Why cant we build important big projects like this and on budget . We can and we have. Look at the Olympic Games, phenomenal success. Where things went awry here is that perhaps we we re went awry here is that perhaps we were not as open and transparent at the start about the complexity. This is not a race to the bottom on how cheaply we can deliver projects. We need to be open and transparent. These projects are complex and expensive. If we want to deliver on that zero, we want to deliver sustainability and enable people to travel around more by rail and give those People Public transport choices, then we need to accept we have to invest. So lets have an open and transparent conversation about it. Lets get the final figure sooner rather than later and lets move on with investing, in local services in h is to but, actually, in local rail capacity across the country. London is relatively well serviced by rail services. Many people commute in and out by rail but they cant do in the rest of the country because the rail service is not there. So we need an open conversation about what is needed to deliver on these sustainable transport ambitions. Great to talk to you both. The conversation will continue. I know we will speak more later. Its friday the 24th of january. Our top story. Chinese authorities have confirmed 26 people have now died from a new respiratory virus that has infected more than 800 people in the country. There are concerns that coronavirus may have reached the uk 14 people here have been examined, and so far, five have been confirmed negative. Nine are still awaiting test results. Stephen, whats the latest there . In shanghai, they are preparing to close disneyland. Other cities in wuhan closing that closing public transport. It from escalating. Hundreds of thousands of people left before the transport gate was put in place because of the five day incubation period. They probably didnt know they were sick. They could have taken the disease to other tiny cities. We dont know if they are all in hospitals and dont know exactly which hospitals they might be in. Two of them presented to the Health Authorities after returning from wuhan and they have been diagnosed as having flu. It is of course the flu season. The United States is officially turned down an extradition request for the woman charged over the death of teenager harry dunn. The family of harry dunn say they will not stop fighting forjustice after a request to extradite the woman accused of causing his death by dangerous driving was turned down. This extradition request hangs there forever, it is never going to go away. This administration will go away. This administration will go away and we will wait if we need to for the next five, ten, 15 years. I can assure you that Anne Sacoolas will be coming back one day, this is farfrom will be coming back one day, this is far from over. The Us Government has expressed sympathy for the family of harry dunn, but says that honouring the extradition request would have set an extraordinarily troubling precedent. Heres our washington correspondent, chris buckler. After the crash in august in which harry dunn died, Anne Sacoolas initially assisted Northamptonshire Police with their enquiries but she then left the country without informing them and returned to the United States and as the wife of the us diplomat, she claimed what is known as diplomatic immunity. Essentially thats the principle that somebody who is serving a government overseas should not be prosecuted in that country and it also applies to some spouses. Now, after that, harry dunns family made numerous attempts and appeals for her to return to the uk and to face justice. However, those fell on deaf ears and you might remember harry dunns family came here to the United States however, those fell on deaf ears and you might remember harry dunns family came here to the United States and even to the white house in order to raise attention to the case and make those appeals to Anne Sacoolas time and time again. After all that failed, and extradition request was issued for her to be returned to the uk by the american authorities but in a statement by the state department, it is very clear that they are turning that down. The Us State Department said if the United States were to grant the uks extradition request, it would render diplomatic immunity a practical nullity and would set an extraordinarily troubling precedent. They do go on to say that the government here again expresses its sincere condolences to the family but of course that is far short of what they really want and that is for Anne Sacoolas to face this charge of causing death by dangerous driving. The construction of the controversial hs2 railway line is billions of pounds over budget and years behind schedule. The National Audit office says the department for transport failed to understand how complex and risky the project would be. The government says its already acting on the watchdogs recommendations. Our transport correspondent tom burridge reports. As work to build a new high speed line goes on in birmingham, criticism from the governments spending watchdog over management of the budget for hs2, which has ballooned. Todays report says the government and hs2 limited underestimated the scale and complexity of this project, and thats one of the region is why the budget has risen so much. This is the vision for that site once a station is built here. The National Audit office says risks and uncertainty werent properly but says the budget for phase one of hs2 is now robust. Theyve done an awful lot of work to understand the cost and they now have a better estimate of how much it will cost and how long it will take to build the railway between london and birmingham. That said, the programme as a whole is at a very early stage and risks remain. Some conservatives have urged the Prime Minister to rethink. Other seniorfigures say hs2 has to go ahead. This part of the country, the north, turned decisively to the conservative party and the Prime Minister has talked about levelling up. This is literally the investment that will level up the economy. The cost of the second phase of this project, linking the city to leeds and to manchester, is more uncertain because its at a much earlier stage. A final decision is due next month. But the place where this virus emerged has connections to every part of the globe. The city has a population of around 11 Million People and has temporarily shut down as it tries to halt the spread. 26 people are known to have died in china. The virus is spreading across the globe with cases in the us and saudia arabia. 14 people in the uk have been tested for the strain with five confirmed negative and nine still awaiting results. Lets speak to professor paul cosford, medical directorfor Public Health england who is in our paris bureau. Very good morning to you. Thank you for your time this morning. I wonder if, we talked about those cases in the uk. Can you give us the updated figures. My title is emeritus medical directorfor figures. My title is emeritus medical director for Public Health england. The figures at the moment, we update our figures at midday every day because the situation obviously changes every day. The figures we had as of midday yesterday, 571 people, another 12 elsewhere. 17 of those have died. Those figures will increase today. In terms of testing, we are testing anybody who meets the criteria. As you said, we can tested five confirmed negative, another test. The numbers are not the important thing. When somebody has been to wuhan in the past 14 days and has respiratory system dims that would represent this virus and be infected, we ask them to phone nhs 111 and we can arrange testing and any appropriate treatment if its needed. Can you give us a sense of how many people have presented themselves, even initially, saying they are concerned about the conditions they are feeling, in the uk. I havent got a precise figure how many people have made contact with their gp across the country or with their gp across the country or with nhs 111 with their gp across the country or with nh5111 but with their gp across the country or with nhs111 but were clear that the people who need to be in with us are those who have been to wuhan in the past 14 days and have respiratory symptoms. That is a cough, sneeze, shortness of breath or fever. Those of the people who make contact with us and we can then deal with. These new viruses that emerged from time to time, we do know that they occur. We have a whole range of plans in place for such an eventuality. That is what is happening here. Its very early days obviously. This is a coronavirus, they range from everything from a common cold to sars, as happened nearly 20 years ago. And we are collecting all information we can to understand the nature of this virus. The good thing is that the majority of people do seem to be making a full recovery. Of course, there is a small number of people who have died in china as a result of this infection so we are looking very carefully at whats on to make sure we are as prepared as we possibly can be. We were speaking to our scottish correspondent and there were a few cases of people who had been to wuhan. She was saying that one of those would been on the journey has voluntarily put themselves in quarantine, just stayed away from other people. Is that what someone should be doing if they have come from one of those areas known to be affected . From one of those areas known to be affected . Our advice is very clear. If you have been to wuhan and you have symptoms, cough, cold, fever, shortness of breath if you have those symptoms and have been to wuhan in the last 14 days than you need to make contact with us. It is sensible when you make contact with us, and that is an h as 111, while you make contact with us, keep yourself away from other people because, of course, if you happen to because, of course, if you happen to be in effect did it is important to avoid spread. But that is why we wa nt to avoid spread. But that is why we want to know early when someone is worried so we can provide appropriate advice. This is unprecedented in terms of how a city could be isolated in some way. Were looking at the images that we see moment of people wearing facemasks. The practical measures and this possibly work was to mark what is your analysis . Of course you can see everything that the chinese authorities are doing and it is important if that advice is followed. What we are seeing at the moment is that the vast majority of cases are in work and with some spread to other parts of china. Where there is contact between humans, that causes spread, that seems to be where the outbreak is at the moment. But as you said in your report we have seen as of yesterday lunchtime, 12 cases in other countries around the world. We would not be surprised if people return from china to the uk with the infection. The important thing to know is that at the moment, if you will are ill, make contact with us quickly. Does a mask it being transferred or stop someone contract . Were not people to use a facemask, as i speak at the moment. But of course we monitor carefully all the developments. These are early days yet with this virus. The vast majority of people who are infected seem to be getting better. Those who have done particularly badly and died seem to be people who have other conditions that might make them more likely to suffer badly with this virus. This is early days so we are updating our information daily and as soon as we know any more information we provide that to our colleagues in the nhs and obviously to the public. Just ahead of the start of phase two of the Grenfell Tower inquiry on monday, bbc breakfast has learnt that the extent of the cladding problem is greater than the official statistics published by the government. There are 278 high rise residential blocks still with acm cladding the type used on grenfell across the uk. But there are other types of cladding which put buildings at risk of fire too. Through freedom of information requests we have identified at least 99 high rise blocks covered in High Pressure laminate or hpl which is the type of cladding that caught fire at a Student Housing block in bolton last year. But as Many Councils could not or would not tell how many high rises have this type of cladding, the true figure is likely to be far higher. And from london we can now speak to roy wilsher whos chair of the National Fire chiefs council. Thank you very much for talking to us thank you very much for talking to us this morning. For anyone who has just heard our research after this freedom of information request, one of the impressions they may get is that there are a lot of high rise buildings with unsafe or highly flammable cladding that has not been addressed by local authorities. What is your impression of this situation now . I think it is a concerning situation. We have been dealing with the acm cladding, and that is a particular type of cladding system. The aluminium composite material with unmodified polyethylene core. That is the really dangerous cladding and we have been dealing with that for a few years. And some forms of hpl, and this is where the difficulty is, hpl is a catchall title but it does not catch every cladding system. There are many different types of hpl. Finding those that are unsuitable to be on the sides of buildings, particularly high rise buildings, is the next stage of what we are looking into. How concerned should people be . Someone living in a high rise building this morning watching this programme, how concerned should they be . The impression i am getting from the report is that the authorities are not on top of it and you explained why it is difficult to find but regardless of that, there isa find but regardless of that, there is a safety problem. There is a safety problem in this country and it is 20 years of building Safety System failure that we are trying to deal with. As i say, the highest risk is that acm cladding and we know where those are and we are dealing with them. We are concerned that some of the building members are not moving as quickly as they should so we are chasing them as ha rd should so we are chasing them as hard as we can. Sorry to interrupt you, explained to me please those who are not chasing this, who are not doing it as quickly as they can. Who are they and what level of level of authority are they at . Why are they not doing this as quickly as possible . The answer to why is the question we would all like. Some blame money, some still claim that the cladding system complies with building regulations. What a problem has been over the last few years is that we have not really had the legislation, the correct legislation to chase those people, whether it was the housing and all the fire safety audit. It was never written for this type of situation. The government are doing something about that and in the meantime we will do all we can to make sure that acm cladding is removed and remediated as soon as possible. So what happens when an authority or a business, Business Owner Building Owner says its find this cladding complies and you say it does not. What happens next . Immediately next, and we are very close to doing this, we have a joint Inspection Team between Fire Services and local authorities to try and use the housing act and the Risk Assessment risk housing act and the Risk Assessment Risk Assessment but we are use close using the fire safety audit force people to make this change. That may not work and magistrates may not agree but we as a Fire Rescue Service will do all we can to keep people safe. Does it feel that there is. I dont know, that we resist having more legislation or rules and more red tape does it feel that the system at the moment does not protect those people who are effectively vulnerable and who safety is at risk . This system should have protected. It is quite clear in legislation that any external wall should not aid the spread of fire. That should have been followed. Why was not followed will be followed up in phase two of the enquiry. At the moment we have not really got the legislation to force people to remove it. The government are changing that but it will take a while. We will use all the powers we have at our disposal to do what we can. Tell me, are there any buildings that you know have been inspected and you know that they are at risk and they are in breach of safety, people are u nsafe in breach of safety, people are unsafe in these buildings but you cannot do anything about them. We have done some things. The interim measures, no, this is not criticism of you. This is actuallyjust because of the system, because the system because of the system, because the syste m d oes because of the system, because the system does not appear to be protecting people quickly enough in a timely enough manner. Have you looked into building, said to the authority or Building Owner that this is unsafe and not been able to do anything about it because of the system, because of these acts, because they do not have to act immediately . There are two bits to that question. Firstly we have been unable to force people to remove cladding but we are going to try and use our powers to do that. In the interim we have put in extra Safety Measures such as banning barbecues on balconies, having people awake 24 hours a day to check if there is a fire, changing from a stapled evacuation strategy to a simultaneous evacuation strategy. There are things we can do to make sure people can stay in their homes. But they are interim measures and only should last a few months not yea rs. Only should last a few months not years. Thousands of hgv drivers have been warned they face £550 a day fines if they fail to take part in a london scheme to reduce road deaths. Last year a total of 470 were reported to the met police 75 of which were rape. Now victims and Campaign Groups want more to be done to tackle the problem. Currently when a licensed premises applies for an alcohol license they have to speak to certain objectives like how are you going to prevent crime and disorder . How will you protect children . Thats why so many cities around wuhan are following the lead and shutting down public transport, no transport in and out of the city, even within cities no public transport. It shows the extent to which the authorities are worried, they are trying to not completely stop this disease, they are trying to stop the spread of it, they dont wa nt to stop the spread of it, they dont want the situation to get worse. All across the country we hear hospitals are preparing entire floors because they think theres going to be an influx of sick patients and hundreds of those infected could very soon be in the thousands. The Scottish Government has set up an incident tea m government has set up an Incident Team to monitor the situation as it develops. At the moment five people tested here in scotland but they are being tested on a precautionary basis. Its understood at least some of them are chinese nationals. At least one of them is a student across in edinburgh. And that points to one of the big issues, there are a lot of Chinese Students at universities here in scotland and indeedin universities here in scotland and indeed in big cities across the uk. There are strong links between the universities here in scotland and china. A group of academics recently returned from wuhan back to dundee university, they all seem fine. Another small group returned to Aberdeen University in the last few weeks, one of the members of staff there is him self imposed isolation as a precautionary measure. The advice to students and more widely as if anyone has travelled to wuhan and become unwell within 14 days of that visit, particularly with respiratory symptoms, coughs, sneezes, chills, fever is, they should phone nhs111 or their fever is, they should phone nhs111 ortheirgp and fever is, they should phone nhs111 or their gp and they will be tested if required. The United States has officially turned down an extradition request for the American Woman charged over the death of the british teenager harry dunn. The construction of the controversial hs2 railway line is billions of pounds over budget and years behind schedule. The National Audit office says the department for transport failed to understand how complex and risky the project would be. The government says its already acting on the watchdogs recommendations. As work to build a new high speed line goes on in birmingham, criticism from the governments spending watchdog over management of the budget for hs2, which has ballooned. Todays report says the government and hs2 limited underestimated the scale and complexity of this project, and thats one of the reasons why the budget has risen so much. This is the vision for that site once a station is built here. The National Audit office says risks and uncertainty werent properly managed but says the budget for phase one of hs2 is now robust. Theyve done an awful lot of work to understand the cost and they now have a better estimate of how much it will cost and how long it will take to build the railway between london and birmingham. That said, the programme as a whole is at a very early stage and risks remain. Some conservatives have urged the Prime Minister to rethink. Other seniorfigures say hs2 has to go ahead. This part of the country, the north, turned decisively to the conservative party and the Prime Minister has talked about levelling up. This is literally the investment that will level up the economy. The cost of the second phase of this project, linking the city to leeds and to manchester, is more uncertain because its at a much earlier stage. A final decision is due next month. Wuhan may not be a well known chinese city like beijing or shanghai. But the place where this virus emerged has connections to every part of the globe. The city has a population of around 11 Million People and has temporarily shut down as it tries to halt the spread. 26 people are known to have died in china. The virus is spreading across the globe with cases in the us and saudia arabia. 14 people in the uk have been tested for the strain with five confirmed negative and nine still awaiting results. Joining us now is virologist and former World Health Organisation adviser dr tom fletcher good morning to you. Can you pick up on the last statistic that we were hearing from our scotland correspondent about pending tests. We know there are a number of people waiting for results of tests but could you talk through that procedure . Why does it take this length of time to find out if someone has this particular virus . Sure. The first stage is the person presents to a Health Care Facility ortheirgp and are presents to a Health Care Facility or their gp and are recognised as potentially being at risk of this infection, normally associated with travel from wuhan. After that they are taken to hospital location, there is often a regional Infectious Diseases unit and they will be seen by specialists. At that stage it might be agreed to meet the case definition, this looks like it could bea definition, this looks like it could be a case in the right testis end, these tests are quite specialised, not done in every laboratory, they are sent down to places like Public Health england which will run the tests trying to detect the virus from those swabs but also later from blood. Weve been talking about this andi blood. Weve been talking about this and i think we said around 830 people have been infected, at the moment we understand 26 people have been killed. What are your concerns having had experience of seeing viruses spread, what are your concerns now. Its very difficult to predict but what of the potential pitfalls now . I think the first thing to say as the director general of the who said last night this is an emergency within china, the numberof an emergency within china, the number of cases an emergency within china, the numberof cases in an emergency within china, the number of cases in a relatively short period of time is clearly concerning. There is now human to human transmission between cases. Originally it was thought it came from animals, banks . The scale of the task facing chinese authorities is as i understand it, unprecedented. The idea of locking down a city of 11 million, to other cities understood to be under the same sort of restrictions. I mean, is that doable . This is uncharted territory, isnt it . You are right, it is toa territory, isnt it . You are right, it is to a degree but china has experience of managing a of severe respiratory infection, sars emerged almost 20 years ago but you are right. To take measures such as restricting movement in cities is huge. In west africa similar things to place during the ebola virus. With variable degrees of success. Take us through that. Variable degrees of success. Inevitably we are hearing about, five day period of incubation, people coming and going, may tens, hundreds of thousands of people in this situation . The problem of the incubation period is clear, people can travel before they are sick so point of entry screening doesnt always work but in terms of restricting the movement of people in and out of the city, its probably a short term fix to allow additional Public Health restrictions to be put in place. The chinese, the local people will react sometimes very cautiously when there was the nuclear thing injapan, with the earthquakes. The local people sometimes are either one way or the other, they want information, we cant get it, its harder to get, its hard for the translation and then on top of it, other foreigners are kind of like, its bogus, there isa are kind of like, its bogus, there is a lot of lies online, the new slice so why bother . So they dont give Accurate Information or try to find out if its true or not, they just ignore it all. So theres different people reacting in very different people reacting in very different ways. And now they are starting to take more where is the correct information coming from . With this, i suppose there is scaremongering, what needs to be done and you can kind of understand, you had the sars outbreak and there was ebola in africa and people are concerned about the spread. And authorities are being quite clear, is it understandable, yet . It wasnt, because quite frankly, i worked with the School Educational systems as well, i work with the universities, the doctor programmes and things like that as well. Theres a lack of information. People take it very, 0k, we have to use a lot of this toxic cleaner that is making people sick or getting sick or getting bronchitis but they dont tell us why. They are a big seller. We buy more than 200 million multipacks every year. But the main supermarkets alone, tesco is now getting rid of this wrapping from every single ten, saving 350 Million Tonnes of plastic every year. Its what we think is the right thing to do. It is what our customers would want us to do on their behalf. They challenge us to say is plastic completely necessary . In some cases it is and where its necessary we need to reduce it to an absolute minimum and recover it and recycle it but where its not necessary or it cannot be recycled we need to take it out of the business completely. And that means getting big suppliers on board. This is europes largest food factory. Heinz in wigan, they churn out a billion tins a year. 40 are multipacks. Plastic film is not recycla ble. Multipacks. Plastic film is not recyclable. Heinz is ditching it for tesco. But would like to go further. We are making the first move but its also the largest move so this represents about a third of our total shrink wrap in the industry. And of course, what we expect is that consumers will learn how to shopin that consumers will learn how to shop ina that consumers will learn how to shop in a slightly different way and hopefully we can eliminate shrink wrap from other retailers as well going forward. Getting rid of all this plastic wrapping seems such an obvious thing to do. Of course, its just a tiny fraction of the plastic that still ends up in a shopping trolley. The pressure is now owned to remove it. Especially from young people. Dear tesco, we are writing to you because we have great concerns about plastic pollution. These plastic wrappers are pollution. Again, across england and wales we have to contend with a little bit of mist and fog in the first part of the day, slowly lifting into low level cloud. The north east of scotland probably has some of the brightest weather but there will be one or two showers in the mix. Later in the day, the cloud thickens. In the west of scotland, though, there could be the return of some rain having had rain in the first part of the day across parts of scotland and Northern Ireland. The evening and overnight, not a great deal changing, the breeze mayjust freshen up across this North Western quarter. Not a cold night by any means at all so there wont be very much in the way of frost to start the weekend. But saturday begins to see that change with initially the wind freshening across the north and north west of scotland.
