Today, the governments publishing its proposals, the first in what are being called futu Re Partnership papers to try to ensure an orderly exit from the eu. 0ur correspondent, adam fleming, reports. That would be an unprecedented deal between the eu and the uk where both sides would agree to do virtually everything the same when it came to customs, which would mean there would be no need for a border between the two. Pleasing everyone at home in antwerp and elsewhere will be difficult. The eu does not want to talk about this until it has settled other issues first. Lets speak now to our Political Correspondent, leila nathoo, whos in westminster for us this morning. What can you tell us about these Cabinet Splits . It is passion, it is ideas, it is energy. I am running out of energy. So how important is it for you to keep the business in the family . Well, succession in the family . The mother of a woman who died Inside Holloway Prison while on remand is calling for better protection of vulnerable prisoners. 32 year old sarah reed had Mental Health issues when she took her own life inside the facility last year. An inquest found a series of failings by staff contributed to her death. Her mother says sarah should never have been held in prison in the first place. The Ministry Ofjustice says it takes the Mental Health of prisoners extremely seriously, and is increasing support for vulnerable offenders. Changes by uber aimed at allowing its drivers to better control their work and earnings have been criticised as a pr move. I really like the idea of it being a safe sleeping space, and probably for use in the day than at night time, for bedding down, for naps during the day. More than 50,000 baby boxes will be handed out every year. As well as plenty of practical items, they will also include advice on safe sleeping environments for a newborn child, and the scheme will be monitored to see whether it helps reduce infant mortality. One of the causes of cot death is actually when parents share a bed or a sofa with their baby. And that may be because there isnt somewhere else for the baby to sleep. So we think that this box providing us with an Alternative Safe Place to sleep may in fact reduce the rates of cot death. So we are going to evaluate that. At £160 per box, concerns have been raised that offering one to all new parents, regardless of need, might not be the best use of public money. The Scottish Government says every child should have the best start in life, no matter what their circumstances. Lets get some more information. Good morning to you. For us, we are just really excited to see the valuation of these 0xus, and to assess whether there is an impact, and whether parents understand more about safe sleep messages. It will be interesting to see what happens. It will be interesting, like you say, to follow that through and gather information on it but there is no proven link, is there, between using these boxes, wherever it is, and reduction of cot deaths. There is no Evidence Based around the use of boxes for baby sleeping, and that is why it an important opportunity to build that Evidence Base that we dont currently have. To your mind, what is still the best way of reducing cot death incidences. Well, the safest place for a baby to sleep is in the safest place for a baby to sleep isina the safest place for a baby to sleep is in a cot, create or basket. But there are many factors cot, crib, or basket. 0ther Decision Making factors, like whether parents are Drinking Alcohol or using drugs, either prescribed drugs or illegal drugs, these will all affect Decision Making about where they place their baby to sleep. It is one of the Big Questions when it comes to Brexit Will The Uk stay part of the Customs Union . That is the agreement between eu members that allows goods to flow freely between countries. Today, we will have the first glimpse of a real answer from the government. But will it reassure british businesses concerned about a hard, cliff edge brexit . Steph joins us now to explain this in more detail. What is the Customs Union, and what risks does it pose if we leave it . You will hear loads of these phrases talked about. Essentially it is all about the goods that we trade around the world. A Customs Union is a trade deal between two or more countries, where they agree not to charge each other any taxes when they buy and sell goods between each other. The idea is to make it easier to trade. However, goods from other countries outside of the union are charged, and no matter which country theyre going to within the union, they will be charged the same tariffs. So if you are selling something to france or italy, it will be charged the same tariff no matter where it is going to. Often, these Customs Unions also mean that individual countries within it are not allowed to do their own deals with countries outside of it. So, if we were to leave, there would be Border Controls and checks in place, from the day we are out of the Customs Union. So it is all about this agreement of trade between each other, and what they could impose on us if we left. That is what the uk is trying to do, to make it the easiest possible for businesses. You have already indicated this will be a delicate balance. The government is talking about a temporary Customs Union, we still dont know how long for, but is this good news for Business Owners . They want a transition period. The day we leave the eu, they dont want businesses to face a cliff edge where they are suddenly charged a load of money for trying to sell their goods. Which is what the chancellor has been worried about. Yes, because that could increase inflation in the uk, it could cause real problems. This follows a letter from Philip Hammond and liam fox in the sunday telegraph in which they were calling for a time limited interim period for transition, but stressing that the uk will be outside the European Market and outside the custom union. If it wants something close to the Customs Union for the transition, it cant negotiate deals with other countries in other parts of the world. Firstly, there is a legal problem. So long as you are part of or close to the eus Customs Union, the rules do not allow you to strike iran trade agreements. Secondly there is a practical point. The other countries like canada, america and new zealand, dont want to negotiate until they know what the uks future relationship with the eu will look like. They will have to wait some time until they know the answer. And briefly, two different scenarios are proposed. First is to with the bureaucracy, the red tape that businesses will take when they leave. They want a streamlined process so leave. They want a streamlined process so that businesses dont have two fill a lot of forms, and border checks and things on any goods they are selling to and from these countries. That is one option, but it doesnt include services. It doesnt include financial services, which is a big thing that we trade in this country. The second idea is a new Customs Partnership, so creating our own Customs Partnership with the eu. But of course, you know, all of this Needs Agreement in brussels. It is really complicated and there are no other deals that the uk has with any other country. It has to please everyone, which is the tricky bit. And this is not the end of the story, by any means. The mother of a woman who died Inside Holloway Prison while on remand is calling for better protection of vulnerable prisoners. 32 year old sarah reed had Mental Health issues when she took her own life inside the facility last year. An inquest found a series of failings by staff contributed to her death. Her mother says sarah should never have been held in prison in the first place. The Ministry Ofjustice says it takes the Mental Health of prisoners extremely seriously, and is increasing support for vulnerable offenders. Changes by uber aimed at allowing its drivers to better control their work and earnings have been criticised as a pr move. The government is pushing for a temporary Customs Union to be put in place when britain leaves the European Union to try to smooth the way for business and prevent chaos on the uks borders. Thereve been warnings about the extra pressure ports could be under if they face an increase in red tape and bureaucracy for goods coming in and out of the country. Today, the governments publishing its proposals, the first in what are being called futuRe Partnership papers to try to ensure an orderly exit from the eu. 0ur correspondent, adam fleming, reports. How to keep goods flowing easily between the uk and places like this, europes second busiest port, antwerp . Ministers will say its with a temporary deal that looks a lot like the current one. The eu has one external border for the import of goods from abroad. If import taxes known as tariffs are paid, theyre paid when the product enters that area. It can move around countries with no further charges and very few checks. The British Government wants something as similar as possible to this arrangement for a temporary period after brexit in march, 2019. It also means products created inside the eu will remain tariff free, crucialfor british businesses from cars to drinks. We dont want is brexit to come up against boundaries and borders with this kind of thing, whether it is bureaucratic, taxes. But how will the two sides Work Together further in the future . The government will propose two scenarios. The first option it describes as a highly streamlined customs arrangement. In plain english, using as Much Technology and as Little Red Tape as possible to speed the flow of goods between the uk and the eu. The second option the government calls a new Customs Partnership. That would be an unprecedented deal between the eu and the uk where both sides would agree to do virtually everything the same when it came to customs, which would mean there would be no need for a border between the two. This is just the start, the this isjust the start, the uks reflections about a border between the two in the future. Pleasing everyone at home, in antwerp, and elsewhere will not be easy. The eu doesnt even want to talk about this until it has settled other issues first. Lets speak now to our Political Correspondent, leila nathoo, whos in westminster for us this morning. What can you tell us about whats being said about these divisions in cabinet . I think this paper, this setting out of thinking is designed to dispel any notion that there are still splits in the cabinet, weve had weeks of very public divisions over this idea of a transitional deal and what were seeing today is the product of compromise i think, an attempt to put on a united front and an attempt to outline some thinking to counter any suggestions there are divisions here in westminster and that the government is somehow unprepared for these negotiations but i think in the main its also designed to reassure business that there will be no cliff edge, no change in rules at the moment brexit so were going to get this interim period where nothing much will change. But this idea that in customs terms well have something that basically amounts to we have now as members of the Customs Union but the government says with this crucial ability to negotiate our own trade deals with other countries around the world, thats something thats forbidden in the current arrangements and that to its critics looks very much like wishful thinking. Its critics looks very much like wishfulthinking. Labour its critics looks very much like wishful thinking. Labour saying these are incoherent, inadequate proposals at hiding all this talk about whats happening in westminster, we have to look at whats likely to be achievable with brussels. Brussels has been very clear, theyre not going to entertain any discussions about our future relationships without a lot of progress on the withdrawal agreement, things like the divorce bill, eu citizens writes, and the Northern Ireland border issue. But i think this is an attempt by the government to get on the front foot to say we want to talk about the future relationship now, we will see how that goes when talks resume at The End Of August. They seem to find if you are carrying extra weight, thought to be of these, then this really ca n thought to be of these, then this really can cause you serious heart problems. Of peace. Its well done, its a long study that looks and thousands of patients over many yea rs and thousands of patients over many years obese. There are two conclusions, one is irrespective of your weight, your bmi, irrespective of that abnormal metabolic parameters, high Blood Pressure, high blood glucose, you are at increased risk of Heart Disease but conversely, and this is where your headline comes in, irrespective of those metabolic parameters. So if youve got normal Blood Pressure and normal glucose and normal weight circumference, if you are overweight, despite having normal para meters overweight, despite having normal parameters you are still at significantly increased risk of having a heart attack or Heart Disease. I think the relevance is this. Over the past two years, this growing idea that it may be possible to bea growing idea that it may be possible to be a piece but the metabolically healthy, i. E. Not increase your risk of Heart Disease. This research is really saying thats absolutely not the case and if you are obese, even if you are doing good things like being physically active, we should encourage that, the last thing i wa nt encourage that, the last thing i want is for a headline like this to discourage people. Headlines like this often do that. Lots of obese people often say what is the point . If you are obese, and i know many patients like this who are physically active, they are doing lots of things to improve their health, that is a good thing but we still need to get the weight down. A lot of comments on this this morning. I will read out a few of them. What about weightlifters . They seem them. What about weightlifters . They seem fit and healthy. Videos and health are not the same, fitness. You can be lean, fit and unhealthy if you engage in unhealthy habits, or ofa train. If you engage in unhealthy habits, or of a train. These are all very valid points. These points always, when headlines like this come out. It depends on our definition of health. This is specifically looking at your risk of Heart Disease. This is not looking atjoint strength, looking at other problems that happen when people are obese. It is absolute possible for someone to be ofa absolute possible for someone to be of a normal weight and increase their risk of Heart Disease with unhealthy behaviours. In the same in reverse , unhealthy behaviours. In the same in reverse, you can be obese, be physically active, sleeping well, eating well, and that will be helpful. But they are saying that we need to regard obesity as a separate risk, as we do Blood Pressure, waste the conference and the like. What is important for the viewer is that health is accommodation of many factors. We look at these things in isolation, but if you are obese and you are engaging in lots of other good behaviours, you are likely reducing your risk. It is interesting that it comes back to refocus on weight again. Absolutely. It really comes on this background, the idea has been growing in momentum that you may be able to be obese and not increase your risk of Heart Disease. This is saying a firm no to that idea. Can you defend that position when people will say, is that what we voted for . Yes. On the one hand, people say it isnt enough, and then other people say, have your cake and eat it. It is a pretty simple, practical set of proposals that we have put forward. Primarily, there are two elements. When we leave the eu, we leave the Customs Union. We have to have a transition arrangement which allows British Companies to sell into europe and european companies, who sell £60 billion more than us, into the uk. There is also the long term arrangement. We have a couple of ideas. The biggest and first one is about facilitating, using the techniques we already use in dealing with companies from outside the eu who have to pay customs, using the same techniques to get containers through in a matter of seconds. Using those techniques to make our operation with europe work well, in a frictionless way. It is very practical and straightforward. 0f course, we have to negotiate it. Yes, it sounds practical and straightforward, but what makes you think that brussels will agree to this and say, yes, you can say exactly that . This has been taken some time coming. In december last year and january this year, we were talking across europe to a number of people about the advantages for them. We sell about 230 Billion Euros of goods and services to the eu each year. They sell 290 Billion Euros to us. I was in bavaria a couple of weeks ago. They sell cars, agriculture, electronic goods. They have got an incredibly strong interest in Something Like this. There is interest on both sides, not doing each other harm. All of those things, there is a strong common interest. In saying that, there are some people who say, this has got to be looked at very hard. What is interesting, some very vocal critic, some who represent the European Parliament in these negotiations, they have not said there should not bea they have not said there should not be a transition period, but they have said it should be limited. What we are going to do is to go across and talk and say, this is what we think is in our interest. But we will also discuss what we think is in their interests. How are those negotiations going . Are they more difficult than you thought they would be . No, they are pretty much asi would be . No, they are pretty much as i expected. I have said in the run up that there will be turbulent periods. Bumpy times. We will have public differences of view. Of course, there will be some pointscoring as people try and promote their own position. That is the negotiation. This is probably the negotiation. This is probably the most conflicts negotiation in history, which we have always recognise. There are 27 Different National interests before you even bring the commission and the parliament into it. There are going to be some bumps along the way. The main thing to remember is that there isa main thing to remember is that there is a strong common interest in getting a good outcome. If you go into a business negotiation, as i have done a number of times, you are looking for the outcome that helps both sides. That is exactly what we are doing.
