Labour is making a fresh appeal to young voters by bringing forward its promise of abolishing tuition fees, to include students starting university this autumn. The party says it would write off the first year of tuition fees for english students starting university in england this september, if it wins next months General Election. University tuition fees are due to rise to 9,250 pounds a year in the autumn, and will begin to go up every year in line with inflation. Labour says legislation will be in place to abolish the charges for students starting university in 2018 but it has now revealed it will immediately write off the first year for those starting this autumn. Students part way through their course would not have to pay for the remaining years. The party says the 9. 5 billion pound annual cost of abolishing tuition fees would be paid for by increasing income tax for people earning over 80,000 pounds, and reversing cuts to Corporation Tax. The conservatives and the Liberal Democrats have both said they would keep the fees at their current level. Lets speak to our Political Correspondent chris mason, whos in westminster this morning. A lot of Northern European countries have similar policy. They say it will unburden stu d e nts policy. They say it will unburden students from that and the conservatives say there are more disadvantaged students at in which universities now than ever before. It is overdrafts, it is personal loans, and a big growth area is car financing. That all growth area is car financing. That a ll totals growth area is car financing. That all totals £130 billion. Now, not included in this student loan debt, at about £86 billion, which has doubled in the last five years. So what do people actually think about debt . Well, we rounded up a couple of swimmers. So debts held by a dirty word, but it doesnt have to be. As long as you can afford to repay what you borrow and as long as you are not using it to cover your day to day living expenses. And if rates do drop by 1 that would be an extra £71 a month on an £85 variable rate tracker mortgage. New University Students will be freed from paying 9,000 pounds in tuition fees as early as this autumn if labour wins the General Election. We only seem to get trains and other areas dont want them, went lanes get electrified, then we will get trains after that. We need new trains and more services. And what difference would that make to you . It would mean i would be able to get around and not wait to carlisle hours for the next train. Sometimes on the carlisle line there are gaps between the trains, three hours. If we had a trains, three hours. If we had a train every two hours or every hour it would be great. If there was a train on the hour, you would know when to turn up. That is all staff that would make a big difference to you, but it could be expensive. What would you give up in terms of Government Spending to pay for that . May be a bit less money spent on roads. Simply spending it on the railways. Spend more on roads and less on railways, interesting. And lianas from the campaign for better transport. What is the biggest concern for voters, in terms of transport, at the moment . Lianna. Public transport, both bus fares and train fares, have gone up and up and up. In some cases people are paying £4000 of £5,000 for a Season Ticket without really seen the rise in Co Mforta Ble without really seen the rise in comfortable satisfaction. In the second thing is local transport spending. So we see lots of big money spent on big trunk roads, but on local roads, one in six roads is in really dire state of repair is, potholes, there is a £12 billion backlog in local roads spending and local buses have been really badly cut, with 2400 bus routes, mostly rural, withdrawn or cut over the last few years. And that is leaving people totally isolated, cut off from schools, from jobs and from shops. And this is all expensive stuff to change. We are talking billions of pounds to do this, so what should we sacrifice in order to pay for it . We cant afford it all. I would agree withjohn. I dont think transport has to be expensive. We have a £15 billion road Investment Fund which is mainly going to the big strategic road network, and if wejust going to the big strategic road network, and if we just took a fraction of that and put it in Local Bus Funding, that would pay to reverse all the cuts that have happened to Local Bus Funding since 2010. Labour is making a fresh appeal to young voters by bringing forward its promise of abolishing tuition fees, to include students starting university this autumn. The party says it would write off the first year of tuition fees for english students starting university in england this september, if it wins next months General Election. University tuition fees are due to rise to £9,250 a year in the autumn, and will begin to go up every year in line with inflation. Labour says legislation will be in place to abolish the charges for students starting university in 2018 but it has now revealed it will immediately write off the first year for those starting this autumn. Students part way through their course would not have to pay for the remaining years. The party says the £9. 5 billion annual cost of abolishing tuition fees would be paid for by increasing income tax for people earning over £80,000 and reversing cuts to Corporation Tax. The conservatives and the Liberal Democrats have both said they would keep the fees at their current level. If you simply give up, then change wont happen. It is also really important to up the demographics. Because even if your candidate doesnt win, you are still up if your candidate doesnt win, you are stillup in if your candidate doesnt win, you are still up in the demographic turnout. I think there must be the option to remain in the European Union. We dont know what the next 1. 5 years looks like. They say they wish they had done more to enjoy life. Lots of people are struggling to make ends meet. Are you saying there should be paid the same amount of money, and how would that were . Absolutely they should be paid the same amount of money. When i was a kid we were told there would be all this technological advance, we would get toa technological advance, we would get to a situation where we could spend more time with our friends and family, and we have had that technological advance but what we have seen instead of that benefit being passed around the web right is a big corporations that made those excess profits have taken away that money and we are seeing growing inequality. What we need is the political will to get that money back. If you look since 2010 we have seen back. If you look since 2010 we have seen huge cuts in Corporation Tax, thatis seen huge cuts in Corporation Tax, that is the tax on the profits of corporations, it has gone down from 20 to 19 . The government want to ta ke 20 to 19 . The government want to take down to 17 . Every reverse those cuts, that is an extra £20 billion we can have the economy. We can raise living wage to £10 an hour by 2020. That will give us savings in terms of Working Families tax credits. When we have the absurd situation where we are subsidising low pay, it doesnt have to be that way. So we can imagine a different country. Labour is making a fresh appeal to young voters by bringing forward its promise of abolishing tuition fees. The party says it would write off the first year of tuition fees for english students starting university in england this september if they win next months General Election. University tuition fees are due to rise to £9,250 a year in the autumn and will begin to go up every year in line with inflation. Labour says legislation will be in place to abolish the charges for students starting university in 2018, but it has now revealed it will immediately write off the first year for those starting this year. Students part way through their course would not have to pay for the remainder. The party says the £9. 5 billion annual cost of abolishing tuition fees would be paid for by increasing income tax for people earning over £80,000 and reversing cuts to Corporation Tax. The conservatives and the Liberal Democrats have both said they would keep the fees at their current level. Were saying by getting the top 5 of earners to pay a little bit more in tax that will stop us from putting our young people through the hell of having that amount of debt. They say they want to get rid of them and get rid of them quickly. It does come with a big bill. The conservatives making the argument that there are more stu d e nts the argument that there are more students from disadvantaged families going to university now than has been the case before. There are roughly 54 million of us in the country who are legally entitled to vote, but for a bit of fun and mathematical simplicity, we are representing that number with this, our number100. Looking at the last General Election that would mean 15 of our 100 never registered to vote at all. 29 registered but did not vote and just 56 actually put a piece of paper in a box on 7th may 2015. This is where those 56 live. England may have the biggest population but youre most to turn out and vote if you lived in scotland and least likely in Northern Ireland. Let us break down our imaginary 100. 21 voted conservative. 17 labour and as you can see, were not dismissing the rest, but they all recorded single figures. But issues closer to home could also help us make up our mind. Now not unsurprisingly, 31 of us say the nhs is a priority. Just over a fifth would refer to education. There are a number of key issues as well including managing the economy, immigration, and a quality immigration, and a equality and the old beast, tax. It was the complacency with arrogance with theresa may because the polls show labour has got the more popular policies, but she is ahead of Jeremy Corbyn more popular policies, but she is ahead ofJeremy Corbyn in the ratings. So she goes around running this president ial campaign and invents this policy which will take away the winter fuel allowance from people who did the right thing, save for a small occupational pension they will lose £300 and at one time they will lose £300 and at one time the maximum you could lose, if you paid for social care was £72,000, now the maximum you can keep will be £100,000. People will have to pay for the first time for care in their homes and they could lose their homes. Imposing what he called a death tax when labour came up with charges like that. The Biggest Issue is low wages. Lets talk about labours policy today, tuition fees. This is a blatant populist thing. They are going for the young voters. That is right. A populist policy canjust be popular and it can also be right. It is very expensive, about £11 billion, and it is true that most of that would go to middle class families rather than working class families rather than working class families although a number of working class kids in university, that number has increased. But some are put off by the threat of huge debt and his lot abolished the last maintenance grants for the poorest kids. But the labour pitch is universal services, Free Education and health care, looking after you socially. Universal services, with those that are in the most paying more tax. The idea is that the middle class pay more. People are stupid. We see the wish list from labour getting longer and longer and they know that somebody is going to have to pay for them. At the moment it is the richest 5 , but doctors and headteachers, they will put more and headteachers, they will put more and more pressure on them. And a lot of middle class kids will not have to pay for University Education. Why shouldnt they . If tuition and university can be free in scotland, why should we charge england, wales and Northern Ireland . Very briefly, thank you for letting me get a word in edgeways. Briefly, when we first started this was said to be the brexit election but it has turned out to be a lot more than that. Brexit election but it has turned out to be a lot more than thatm has. Issues like social care, the link standards, the credibility of Jeremy Corbyn is clearly an issue. Whether theresa may is in touch. In some ways brexit is the dog that hasnt barked. This is the chemical stuff, the path goes like that so it looks longer than it is. The other presenters are furious because they think our garden is bigger. And we havent told them. Everybody wants a piece ofjeremy this morning. Anneka rice is sitting in the corner there. Good morning anneka and looks fabulous. The weather is not too bad. It is a bit cloudy but it is very pleasant, and mild across many areas. If you are coming down to the Chelsea Flower Show over the next couple of days, it is going to stay dry with highs of 22 celsius. The forecast for all of 22 celsius. The forecast for all of us is mostly dry and warm. I say that because there is some rain in the forecast. We have rain coming in across Northern Ireland. But at nine oclock, it is dry, with some sunshine. North west england seeing some breaks in the sunshine. Across the midlands and east anglia, down towards the isle of wight, again a lot of dry weather but there is some medium to high level cloud, meaning that it medium to high level cloud, meaning thatitis medium to high level cloud, meaning that it is not necessarily blue skies youre looking at but it is not cold. Across towards the isles of scilly, devon and cornwall, and also wales as well, dry start. Again, a bright start. But for Northern Ireland you have rain in the rain is going to be crossing Northern Ireland, west east as we go through the course of the day. As it does it will brighten up later in the afternoon. The rain will continue across scotland, moving North Eastwards from the west. Some of that will be heavier thundery. Southern scotland should stay dry, and were looking at a dry day with some sunny and were looking at a dry day with some sunny spells and highs of up to 25 or26, some sunny spells and highs of up to 25 or 26, cooler in the rain. Receiving the rain will clear away from the north east and will be a lot of dry weather around. By the end of the night we will have more cloud coming up from the south west into wales and the coastal counties, and hill fog and seeking work as well. It could be cold enough for grass frost in parts of scotland. Hill fog and sea murk. So tomorrow we start off with hill fog and murky conditions in wales and Western Areas but it will not penetrate far inland. For most of us, a dry day with sunny spells. Not as warm as today with highs of 23. Later on we will see rain coming in across west of scotland. That will lead us on into wednesday. Wednesday again, High Pressure right across us. It is going to be settled with cloud at times in the west. Temperatures getting up into the mid 20s. But if you like your weather that that bit hotter, friday and saturday for some of us is going to be pretty warm. Temperatures into the high 20s and for some, most likely the south east, even the low 30s. For some, most likely the southeast, even the low 30s. You might have seen scaffolding up there because it is currently being repaired because it was damaged by storm frank. Lots of money being spent on trying to make it better. I would not be surprised to hear that you are bothered about what the roads are like. Thats right. Motorcycle ruins n more like. Thats right. Motorcycle ruins more cycle lanes, lanes that are not shared with pedestrians and lamp posts. Some people do not cycle because they are taking a life in their hands, sharing busy roads with no cycle lane at all. We need to encourage more people to cycle, it is better for you. So you want to see more investment in cycling . What would you sacrifice to put more money into that . That is the big problem that any government is going to have, what do we spend on what. It is difficult, but there is a local example where they are putting ina local example where they are putting in a Pedestrian Crossing that nobody wa nts. In a Pedestrian Crossing that nobody wants. That is money wasted when they could be putting it to better use. So you think there should be more local decisions . Definitely. I think she is still fine. Hello there. Good morning technically may is a spring month, but i have to say this week its going to feel a little bit more like summer. Going to feel a little bit more like summer. The week started off promisingly for many of us. That was the scene from one of our weather watchers around sunrise this morning. It will be mainly dry. There will be good spells of sunshine and it is going to turn very sunshine and it is going to turn very warm sunshine and it is going to turn very warm indeed. Now, it isnt sunshine all the way on the satellite picture. You can see cloud piling in from the west. A lot of the cloud is thin and high and across england and wales it will not do much more than turn the sunshine hazy. The cloud will be thicker across Northern Ireland and scotland though and that cloud will bring some outbreaks of rain. Later this afternoon, some quite heavy bursts of rain developing across the northern half of scotland, perhaps with the odd rumble of thunder. Eastern scotland probably staying dry and Northern Ireland should brighten up by the afternoon. As we get down into england and wales, yes, there will be areas of high cloud particularly towards the north west and good spells of sunshine and temperatures could get up sunshine and temperatures could get up to 25 celsius or 26 celsius across the south east. For a time this evening, we will see very heavy rain across northern and North Eastern scotland. It wont last long though. It will clear away to leave a largely dry night with clear spells. A chilly night across scotland. We will start to see more cloud creeping in across the south west. That could make for a grey and murky day tomorrow for coasts and hills in the south west. 0therwise, coasts and hills in the south west. Otherwise, its largely dry. There will be spells of sunshine and maybe not as warm as today, but still temperatures ranging from 17 celsius in aberdeen to 23 celsius or 24 celsius in london and it stays largely dry as we head through the rest of the week and by the end of the week temperatures could get into the high 20s.
