Through the day we see the cloud in South East Anglia clearing up but showers will develop later, heaviest in the north and north west especially Northern Ireland the odd rumble of thunder, and possibly hail as well. In the showers it will be cooler but it will be pleasant in the sunshine with hives up to 20. Through the evening and overnight we have a front from yesterday producing rain, coming towards us. It will bring rain from the south across south east england. How far west it gets is open to question but in the west it will be largely dry, clear spells, patchy mist and fog, possibly locally with grass frost. Tomorrow we start with the rain across eastern counties of england and through the day it will migrate northwards, getting into south eastern scotland. Once again into central and western areas, sunshine and showers with dry weather in between. As we head into saturday the rain makes it to the north east of scotland. It will eventually clear and then once again we are back into the regime of sunshine and showers. Not all of us will catch one. In 2015 when we had a rerun of the debate, some were not as popular some were as popular come, some were only as popular as the first time around. The end was that the polls did not move much at all. This is one of them, this is an orchid, not as beautiful as we have in our homes, and this was discovered in one of the nurseries at kew gardens. It is taken away, it is grown so that when it flowers they may not be able at two they may well be able to identify what species it is. And you see what i mean when i say it is not as pretty as some of the other lilies but then the identification of it is quite possible. So, this one is quite stunning and it is only now starting to grow some leaves. And of course it will flower during the course of summer. Outside it is a cold start and a frosty start for some parts of the uk not everywhere. Today will be much quieter than yesterday with all of the rain. The party says it will be straight with people about the challenges ahead as it announces a series of measures, which it says will boost funding for social care and provide more money for the nhs and schools. Heres our Political Correspondent, iain watson. The Prime Minister will officially unveil her manifesto in West Yorkshire later our Political Correspondent Eleanor Garnier is there for us now. How does this policy on social care fit in with what weve heard from theresa may so far . What you think of a rural things to look out for . I think what we will get today is theresa may spelling out what she believes the countrys problems but wrapped up a hard assessment a ha rd hitting problems but wrapped up a hard assessment a hard hitting assessment of what the country was back problems are, wrapped up with arguments about why she thinks she is the right person to solve those problems. I think it is clear that there will be some tough decisions in there. The Changes To Social Care are an example of that. Theresa may also has a clear eye on ukip voters who may turn tory. Individual gp practices have become frightening vulnerable according to their union. The bma says that doctors are facing an avalanche of work which is piling up and that all parts of the uk have struggled to recruit sufficient numbers of gps. Leaders of the uks 51,000 Family Doctors are calling on the next government to increase nhs funding and givea government to increase nhs funding and give a general practice a bigger share of it. The gp service is a precious and overstretched service. It needs to be funded and you need the resources to be able to provide a Proper Health Health Service if you are to try and deliver the aims of any civilised nation. Health ministers in all parts of the uk have run programmes to recruit more gps and nhs england announced a funding plan to support general practice a year ago. But the bma say there have been delays and in that money reaching some areas. It says patients can play their part as well by using services responsibly. The conservatives say that the Health Service has received a Record Levels of funding. The former First Minister of wales and labour mp, Rhodri Morgan, has died suddenly at the age of 77. Welsh labour have suspended Election Campaigning today as a mark of respect. Colleagues have described him as welsh through and through. James williams reports from cardiff. A Group Representing dozens of Recycling Organisations has named and shamed the six products in your Shopping Trolley that are hardest to recycle. We are running short of holes in the ground to swallow our rubbish. Yet Landfill Sites are peppered with product that are supposed to be recyclable. Why is that . The trouble is that so many products nowadays have several different types of materials in their packaging. That can make them almost impossible to recycle. Take this. Pringles. Recyclers enemy number one. You have the plastic lid. The foil top. The foil interior, the Cardboard Sleeve, the metal bottom. It is a nightmare. And take these bottles. There are different plastics in the base of the bottle and the top. Or this meat. Black plastic is virtually useless for recycling. So what will stop us dumping complex packages straight into the bin . Well, Prince Charles is launching a 2 million prize to stimulate new and more environmentally friendly designs and packaging. If the competition works, it will be easier in the future to shop for items that do not fill a landfill. Pringles says the packaging protects the crisps and saves waste while lucozade insists the firm does care for the environment. We will discuss that a little more later here on breakfast. We have a few glimpses of a couple of things in the manifesto, some of directly linked to social care could you take us through, number one, the Winter Fuel Allowance. The changes that, who will still get the Winter Fuel Allowa nce . Who will still get the Winter Fuel Allowance . First of all, can ijust say that what we will hear today is theresa mays plan to make written work better for theresa mays plan to make Written Work Betterfor ordinary theresa mays plan to make written work better for ordinary working families. One of their biggest concern is is the complexity in the Social Care System which for many people is very baffling and bewildering. What we are saying is that everyone will have the security of knowing that they can pass on £100,000 to their children and grandchildren. At the moment you can be cleaned out to as little as £23,000. That is four times more. The reason that matters to people is because many grandparents worry that the standard of living of their children and grandchildren may actually be less than their rhone and so they want to be able to pass on those savings that they worked ha rd on those savings that they worked hard for all their life. We are saying that to pay for that there is a trade off and, yes, on the Winter Fuel Payment that will be available for the poorest pensioners, those at risk of going into fuel poverty, but not for other pensioners. Could we have more detail on that then . We will come back and to the other issue in connection with social care that the Winter Fuel Allowance, what are the thresholds . We are going to have a detailed consultation if we win the election but we are saying that it will only be available for the poorest pensioners. But what we are doing by saying that and making the difficult trade off is we are saying that everyone can be confident that they will be able to pass on £100,000 to their children and grandchildren, that is four times more than is the case for people in care homes that are paid for by the state at the moment. It isa for by the state at the moment. It is a big step forward but we are being honest about the trade offs. Ifi being honest about the trade offs. That can be funded by restricting the Winter Fuel Payment to the poorest pensioners as they say and, also, by simplifying the way that we do Means Testing for people who need state funded social care. You take those together and you raise this money, we are being very open that there is a trade off um and if i may say, i think that is what theresa mays leadership is about. She says if we will make written work for ordinary working families, there are no panacea is, no silver bullets, they are difficult trade offs. If we do this we will have a simpler and fairer system. And there is one a big difference about our to social care. We are not funding improvements to social care by increasing taxes on younger working families. Something that a lot of older people worry about. We are saying, actually, we will do this by reducing entitlements for better off pensioners. Actually, that means we can give all pensioners that security that they do not have at the moment where if a husband or a wife gets dementia and ends up having to go and we care home, paid for by the state, you can be cleaned out of absolutely everything by your last 23 thousand pounds. We think thatis last 23 thousand pounds. We think that is an unfair system and we want to change that by introducing this new £100,000 that everyone can be certain of passing on to their relatives. One of the stories we are reporting on is gps saying the system is on the Brink Of Collapse and that the Tory Mantra Of Strong and stable, but you were working at a time where pledges over ambulance times have been missed, pledges from the last tory manifesto on mixed sex wards which were specific have not been met. You will note a e waiting times, those standards havent been met. Recently at the beginning of the year, so many of the pledges and proposals the tories put forward in the last election have not been met. Why should we believe any of the pledges you are making now . That is not an accurate characterisation of whats been happening in the nhs. We have more doctors, nurses and funding than before in the history of the nhs. You talked about the ambulance service. We are doing 2000 emergencyjourneys every single day. In a e departments we see 2000 more people in a four hour target every day. We also have the pressures of an ageing population and that has put made it difficult to meet waiting time targets. At the same time we have an nhs with record Cancer Survival Rates of the biggest expansion in europe, the biggest improvement in stroke survival rates of any oecd country and you are seeing nhs staff Working Excellently well despite enormous pressure to deliver those improvements. The head of the nhs said a couple of months ago that in most major conditions outcomes are dramatically better than five years ago. The overall picture is of an nhs that is doing more for more people than ever before at dealing very valiantly and courageously with enormous pressure. We have around half a million more over 75 is than we had in 2010 and that creates pressure on the frontline. Thank you for your time. Kew discovered 2000 species of plants last year and we have been looking at them this morning. This is the second one, it is so small, it was discovered in the kew gardens glasshouse. It is known as the Picture Plant because it is like a picture and it is a passive trap. Unlike the venous flytra p, passive trap. Unlike the venous flytrap, which captures insects by snapping close like that, it doesnt. What happens is around the rim, if you can see it, i will tilt it, around the rim there is a lot of nectar so the insect will go in, fall into it and this bid is very much like a slippery waterslide. So when the insect is in it cannot get out. It is rather beautiful. Normally they are climbers but this one isnt. As i mentioned it is toasty in here but it is chilly outside. The temperatures will pick up. For most of us the forecast is one of sunshine and showers. If we start at 9am in scotland, dry weather around this morning with sunshine. One or two showers at this stage. Into Northern England, a lot of dry weather, it is nippy with sunshine and we are looking at some showers for cumbria and lancashire. Now a new Exercise Programme claims to dramatically reduce injuries. Breakfasts john mcguire is at a school in bath this morning finding out more about these Training Techniques. Good morning. Very interesting. Rugby is such a fantastic game. It is sold as a game that can be played by people of all shapes and sizes at in certain circles it has a certain problematic for injuries from bombs up problematic for injuries from bombs up to serious things like concussions bumps. This is designed for youth rugby players. It is something they do through the season to try to negate the injuries. I am talking to professor keith stokes from the University Of Bath and mike england from the rfu. Talk us through the exercises and why it is different to a bit of stretching. What you are seeing is a structured warmup programme. It is aimed at developing what we say is physical literacy, it is how to move the body through sports and activities. What he can see is a number of exercises to develop the physical literacy. It is about how their muscles move, how the neuromuscular system is activated prior to the Training Session or before the game. And what this is shown as through the study that the University Of Bath has done, and keep as lead, is that this has a significant potential to reduce injury in the game. And you have impressive figures published in the journal of sports medicine. Tell us about the results. Compared with traditional stretching exercises with those we have shown today, we saw overall 70 reduction in all injuries if people do this three times a week. It is really quite impressive. I think i can times a week. It is really quite impressive. I think can understand and most people at home can understand how it would benefit muscular injuries. Concussion you claim that you have positive results on cutting into concussion which, of course, is a big problem for rugby . A couple of mechanisms are working and one is in the Exercise Programme there are targeted exercises around there are targeted exercises around the neck, looking at conditioning the neck, looking at conditioning the neck. What we think is happening is when you go into contact it is the movement of the head that causes movement of the brain and therefore by conditioning the neck muscles you reduce the movement. What also could be happening is because you are developing overall physical literacy is it enables players to make better decisions and get bodies in better position. In simple terms, keeping head out of contact. This is for youth rugby, is it being replicated in the professional format and older pa rt in the professional format and older part of the game . Evidence we have is from 14 to 18 year olds and we have borrowed the exercises from the professional game and we are packaged it together. In lots of ways we use only to work and bring it to the youth and community area. We have also been doing the work in aduu we have also been doing the work in adult mens Community Rugby and we have seen similar results. It is widely applicable. Thank you very much. Plants really are essential to all aspects of our lives. Are you going out looking for that, or is itjust by dint of opportunity that you find one . Lots of different ways. Certainly they are discovered through expeditions going into the field. I think what is most amazing is the fact that even in this day and age when we think we know everything there is to know, there are still large numbers of plants. This year nearly 2000 species have been discovered Around The World. It isnt just one been discovered Around The World. It isntjust one or two, there are thousands. This is a trend we have seen through many years. There are ones we have discovered, for example, relatives talavera that we used to put on skin, medicinally, and there are new species discovered for that. Aloe vera. And alarmingly of the seven species of rooibus, six are threatened. This report highlights and gives us information about what risks there are and how to conserve them. could talk to you all morning. There are so many questions. Sadly we are out of time. It is quite warming here but outside it is quite chilly. For most of us today it will be a day of sunshine and showers. Health ministers in all parts of the uk have run programmes to recruit more gps and nhs england announced a funding plan to support general practice a year ago. But the bma say there have been delays and in that money reaching some areas. It says patients can play their part as well by using services responsibly. The conservatives say under theresa mays leadership there are more doctors and nurses working in the nhs. They also say the Health Service has received Record Levels of funding. A former head of the fbi, robert mueller, has been appointed to investigate allegations that russia interfered with the us election. The former First Minister of wales and labour mp, Rhodri Morgan, has died suddenly at the age of 77. Almost 2,000 species of plants have been discovered in the past year but many are already at risk of extinction. The Royal Botanic Gardens at kew has released its annual assessment of the state of the worlds plants and is calling for more to be done to protect them. They include species used for food, medicine and timber. Because of that we have sent out to kew gardens and hopefully well be seeing one of the new plants, a tiny orchid. Let me reach under the desk. These are some items we have been gathering. Pringles crisps have been named and shamed as the items ha rd est to named and shamed as the items hardest to recycle. You would not be alone in putting these into recycling. The cycling associations says packaging for many brand is almost impossible to recycle. Good morning. One problem is that we have to make the recycling industry sustainable for the next generation. We have to start producing materials that are much more easily recyclable and sustainable. You look at some very good examples and bad examples. Pringles tube, we would say that one of the worst possible examples for recycling. Talk us through why it is such a problem. You have a cardboard outer. On the inside there is a metallic lining. If you turn it round to have a solid metal base. You then have the flap which is silverfoil, tinfoil, with a paper covering. Then you have the plastic lid. There are five different products in their to tried to recycle. The problem you get is, you can put it into the recycling process , can put it into the recycling process, you can recover the paper and the metals and plastics are lost into the system. It makes it impossible for the whole thing to be recycled. This is curious as well. Lots of people who buy meat with the black plastic on it. That, you find, in the industry is particular difficult to deal with. It is difficult to deal with. It is difficult on two levels. When it arrives in the Materials Recovery facility, everything is sorted out and unlike infrared beams which pick out different types of polymer, different colours and different shapes. Because that is black, the infrared absorbed into the black and it cannot get kicked out, so it cannot get chosen for recycling. Evenif cannot get chosen for recycling. Even if you could, the black is the lowest quality material. Because it is black, it has very few applications for the it can only be used to make further black products. The clearer it is, the less colour it has and the more recyclable it is. Pringles have given us a statement by saying the distinctive package keeps the crisps fresh and we will come to lucozade in a moment. Have you spoken to lucozade and pringles about it . We talked to manufacturers all the time. We have conferences and seminars with coca cola and Marks Spencer and other retailers to give their opinions on it. Pringles manufacturers are saying, this is packaged accordingly to keep the food fresh, so that you dont actually lose out. At the end of the day, it is a crisp. Surely in the 2ist day, it is a crisp. Surely in the 21st maybe a plastic tube keeping the identity of pringles and you can have the same packaging. It is one polymer and the whole thing can be recycled, rather than most of it unable to be recycled. Do you have a Success Story . Who has turned around their products . There is. A very good example of that, we have the dr pepper bottle. Made by coca cola. We should give them a shout out for the coca cola have done several things. I was about to say, that is extremely light. They have reduced the weight by half. Less packaging in the first place. You will notice the difference between that and the lu coza d e the difference between that and the lucozade bottle. The coca cola bottle has got a small, polyethylene label which is recyclable. In the recycling process, every bit of that bottle, cap, label and bottle will be recycled. That is not the case with lucozade. A shout out to them as well. All the bottles have 25 recycla ble as well. All the bottles have 25 recyclable content in the first place. Lucozade say we welcome any Technological Breakthroughs to support the ambitions. What can we do . Can we put it in one bin and ta ke do . Can we put it in one bin and take it apart . You could do that. Then you get into a retraining regime for the public. The best thing to do is to engineer it out in the design process. The easier it is for the public to recycle, the better the quality of material and a more sustainable the industry is and the better for the environment for decades and centuries to come. Thats right, yes, 2000 new species of plants have been discovered by kew gardens in the last year. And with got one here. Look at this magnificent one. This is quite small. You can see the shape we have got, it is like a picture, so it is often referred to asa picture, so it is often referred to as a Picture Plant. A Picture Plant. This one tends to have nectar around the opening to it. The insect will crawl into that, fall down into this tube, which is very much like a slippery slope, and then it cant get back out again. This is a climber, but this particular breed of plant, this particular species isnt, and as you can see it is quite small. We will show you the other one because there are two here we have got at kew. This is also an unusual plant, it is a leo luna, and not a particularly pretty lily when it is in flower, not like the kind you may have in your home. But still it is doing its best, planted on some bark and it is rather nice, lovely to have new species discovered so regularly. Over speaking to the lady earlier, and she said it was not unusual to have 2000 plants on an annual basis. It is fairly tropical. Outside it is still quite chilly. Now the temperature will rise quite rapidly because the sun is out. Many of us will miss the showers altogether but many of us will see them in the north and west and it will be heavy and thundery. If we start in scotla nd and thundery. If we start in scotland at nine oclock, a lot of dry weather around at the moment, a few showers in the west and as we come south in the Northern England, againa lot come south in the Northern England, again a lot of dry weather but one or two showers in cumbria and lancashire, not too many at this stage. Down the east coast of england, a bit more cloud, particularly across east anglia and the south east. That will fit in and break as we go through the day and sunshine will come through. The midlands, Isle Of Wight, isles of scilly, back into the sunshine. Just a few showers around the south west but many of us missing them altogether. For wales, a chilly start, temperatures picking up now, and afair start, temperatures picking up now, and a fair bit of sunshine around. And for Northern Ireland, largely drive to you at the stage. We have some cloud coming in from the west and through the day you will see some showers and some of those showers through the day, especially as temperatures rise, will be heavy and also possibly thundery. So today it is the north and north west of the uk that is prone to see the heaviest showers. You will see showers in other parts but they will be fewer and further between and many of us will miss them altogether and have a dry day. The cloud breaking up quite nicely in the east. In the showers, that will come down a catch. Looking at up to 20 celsius, which will feel quite pleasant. As we head into the evening and overnight, a band of rain comes across south east england, heading up the eastern coastal counties. Still an element of doubt as to how far west this rain will travel but this is what we think of the moment. Further west under clear skies will be chilly, locally clear enough for a touch of grass frost and some mist and fog developing, which will rapidly diminished tomorrow morning. In the east, a band of rain continues to rattle up across eastern counties, getting to some central areas, eventually getting up in the south east scotland. And then as we head into saturday, well, saturday we continue the progress of rain moving up in the North East Scotland before it eventually moves away, and then generally the saturday once again it is going to be a mixture of sunshine and showers. Outside the showers in the sunshine, we are looking at highs of 16, inside the temperatures will down again but as is the way, most of us will miss them all together and stay dry. But we have been talking about rainfall. Holbeach yesterday was the wettest. But kew gardens so far this month has had 40 millimetres as well. The average for the whole of mafi kew gardens is 49 millimetres, so after a dry april, things have changed. Good for gardeners everywhere, thank you very much. Whoever wins next month as my general election will have to find a way to deal with the growing social care bill. This morning, the conservatives will announce what they believe to be the solution. Amongst a raft of proposed new measures, Winter Fuel Allowance would become means tested and, for the first time, the cost of somebodys home would be used in assessing whether theyd qualify for state help in funding home care. But the plans have already drawn strong criticism. Many grandparents worry that the standard of living of their children and grandchildren may be less than their own, so they want to be put to able to pass on those savings that they worked hard on all their lives. We are saying there is a trade off and on the Winter Fuel Payment, that will be available for the poorest pensioners, those in risk of going into fuel poverty but not further pensioners. That was jeremy hunt. Sir Andrew Dilnot is an economist and the former chair of the Governments Commission on funding of care and support. Hejoins us from our oxford newsroom. He has looked into this at great detail. Very good morning to you, thank you forjoining us. I know you will have looked as closely as you can and given what we know about these plans, and what is your impression . My impression is that these plans are in the end quite disappointing. There are two challenges the social care, one is that there is enough money to make sure people who dont have money to look after themselves. The other biggest unresolved problem is at the moment all of us face a complete lack of control in this area. There is no way we can do anything that gives us a way of paying for our ca re cost gives us a way of paying for our care cost and that is still the case after what the government is proposing. There had been a different proposal that the government legislated for in the run up to the last election that will have set a cap on the total ca re costs a nyone will have set a cap on the total care costs anyone would pay, a form of social insurance with a big access. That is the only weaken give people control. That is not happening, people are still getting frightened and quite a lot of people will be worse off. Jeremy hunt called this a simpler fairer system. He also talked about this hundred thousand pounds, being able to pass on £100,000 to children. Will that make a difference to people and who will it make a difference to . M will it make a difference to . M will make a difference, and if you are someone who at the moment is in are someone who at the moment is in a Residential Care home, out of your own house, in a president ial care home facility you will be able to keep more of your money then used to be the case and that was a crucial pa rt be the case and that was a crucial part of the recommendations that are commission made, it actually requested an increase to £125,000. But there is another group of people who will be worse off, people in their own home, the value of their house will be taken into account so they will have to pay in ways they havent done so far. The big problem is that although the government says people would get support women were down to their last hundred thousand pounds, many people would have more than that and face no way in controlling their care costs, which can run into many hundreds of thousands of pounds each. So the lack of any cooling of risk of social insurance is a huge problem, and it means still people will not be to take control of this vital area of their lives. One other question. Once you get to that hundred thousand pounds, or you are getting to it, is it clearfor you how the government would recoup the money, for example . What the government is saying is it with extend the deferred payment scheme, you dont have to pay the money immediately, you can do further payment until it can come out of your estate. It is a form of delaying the payment until people have died. Lets also talk about the winterfuel, he is talking have died. Lets also talk about the winter fuel, he is talking about removing it and he wouldnt give us the exact figures, but Winter Fuel Allowa nce the exact figures, but Winter Fuel Allowance would now only be for the poorest pensioners.
