The head of the group that owns British Airways, willie walsh, has described the governments intervention in the rescue of the Regional Airline flybe as a misuse of public funds. Last night, shareholders agreed to put extra money into the airline in return for government pledges to cut Airline Passenger duty on domestic routes. Environmental groups have expressed their anger at the plans saying that cutting the tax would hamper efforts to tackle carbon emissions. The governments proposal was driven by its election pledge to improve connectivity outside of london. Jon donnison reports. Flybe will fly again. Good news for its passengers and huge relief for the companys more than 2,000 workers. Absolutely ecstatic, yeah, really happy for myself and my partner works for flybe so yeah, really good news for everybody. The exeter based airline survives because its shareholders, which include virgin atlantic, have agreed to put in extra money, but only in return for the government agreeing to consider cutting taxes on domestic airlines. Hearing that things like air Passenger Duty will be reviewed was very interesting for them, of course it will be reviewed for everyone, and ensuring the way that our regional connectivity works, that we can level up communities, make sure our union is strengthened. Cutting air Passenger Duty, which adds about £13 to the price of every domestic flight, would make it cheaper for people to fly. The air industry says such a move would provide a boost but environmentalists are not happy. Aviation is the highest carbon form of transport, and cutting air Passenger Duty is just going to make aviation relatively cheaper, compared to other forms of transport. Its absolutely the opposite of what we need to be doing. So flybe survives for now, but only with a helping hand from the government and more questions about whether we should be flying cheap or flying less. Jon donnison, bbc news. Earlier our business presenter dominic 0connell gave us this update. We dont know the exact details because all the statements yesterday were about supporting regional connectivity and all the good things that might come out of flybe continuing to operate. But what is generally understood is that the treasury has agreed, or hmrc has agreed, to give flybe some forbearance on the payment of air Passenger Duty. This is a duty that you pay when you buy an airline ticket. The airline collects it and then is meant to hand it over to hmrc. It is understood that flybe will be given about three months, maybe longer, to pay about £100 million worth of apd it should be paying. Rivals, like willie walsh of British Airways, or iag which owns British Airways, are not happy. They see this as a misuse of public funds. Willie walsh has sent a letter to grant shapps, which is not in the Public Domain but i have seen a copy of it. It is very strongly worded. He says it is a blatant misuse of public funds and it points out that flybe is part owned by virgin atlantic, which in turn is part owned by Delta Air Lines, one of the Worlds Largest and most profitable airlines. And between the two of them they do not have the resources to keep flybe operating, well, then why are they falling back on taxpayer support . So a great deal of anger there. Other airlines not quite so against the proposal. They say the regional connectivity thing is worthwhile doing and it is only a small amount of public funds anyway. Over the years, the Regional Airline industry in the uk has shrunk down so there are now only three players. By far the largest of which is flybe, then there is also loganair and eastern airlines, which is actually operated as a franchise of flybe anyway. But it has routes like exeter newcastle, the isle of man to lands end, newquay to heathrow, these are very important important routes for the south west. Its big and extra, big in southampton, all those regional places where it provides the kind of connectivity that isnt easily offered by motorways or indeed by rail. Of course, those are other options. But flying is much faster, of course, and they provide another option. As a lot of those airports have made clear to us in the last few days, if flybe were to fall over, there are not a great number of airlines that are suddenly going to come in and take on those routes, they dont have the right kinds of aircraft, some they dont have the right kinds of aircraft, some of the routes have pretty dubious profitability. So if flybe were to go, that regional connectivity would be lost. Of course, environmental campaigners are saying, as you said earlier, that any move to reduce taxation kind of flight is a retrograde step in terms of the governments attempts to be net zero carbon by 2050. The business secretary, andrea leadsom, said the government has moved to support flybe because it is a viable business. The government isnt in the market to bail out private companies. What we do, on a case by case business, is look to see if a business is viable. In the case of flybe, it is a viable business. There are structural challenges, because of the fact that the regional connectivity role that it provides for the uk means that there are some routes that are very tricky. And what weve agreed to do, as government, is a review of regional connectivity that takes into account, for example, our net zero carbon emissions. And what that will do is it will create continue to create a level Playing Field for all airlines. The difference, for example, between flybe and thomas cook was that, in the case of thomas cook, it had huge amounts of debt, and any taxpayer money would have simply been throwing good money after bad. Close to nature at calvertjubilee. This Wildlife Reserve is a mix of habitats. Get here early. So at the moment theres a cormorant out on the raft. And you might get lucky. You can see, looks like a bitterns just come out from the reed bed here. Seeing a bittern up close. Yeah, what a stunning bird. Like this in Central England is rare. But a section of the woodland and scrub near the lake at this side of the reserve will have to be cleared to make way for a new High Speed Railway called hs2. As you can see, theres already a local line here. Broadly speaking, thats where high speed 2, the first stretch of it, linking london to birmingham, will run. But a High Speed Railway is a much bigger project. It requires land either side of the line and in this case, it will mean woodland on this side of the nature reserve will have to be cleared and as we have seen, it is a vital habitat for rare species of insect and birds. Some locals are concerned. People know you cant move an ancient forest from one place to another. You cant move species. Once youve lost a habitat like this, its gone. Plus all the wildlife within it, its gone. This reserve is one of hundreds of wildlife sites which feature in a new report on the Environmental Impact of hs2. The Wildlife Trust says constructing the new railway will divide and destroy huge swathes of irreplaceable natural habitat and important protected wildlife sites the length of england. The reason these sites that are going to be trashed are designated is because they are precious and vital to our wildlife so species like the dingy skipper or white clawed crayfish could be wiped out from certain areas because of the disruption hsz is causing, and h52 and the government have said theyre going to do mitigation works. But the reality is, theyre only just starting these mitigation works and for them to be mature enough to support wildlife, they should have been done years and years ago. Hs2 ltd says its done extensive work to relocate species like the Great Crested Newt at this site near birmingham. We will be impacting on species and habitats up and down the line. Ecological surveys have been undertaken in the last few years to really understand whats there, whats in the landscape, so we can appropriately respond to that in our designs, our mitigation plans, so that through construction we can understand whats happening and that those designs will eventually be in an area where all the habitats that are recreated are flourishing. Have you been able to ascertain why it is it affects some were men and not others . Not yet, although that will bea others . Not yet, although that will be a subjective feature with research, to see if there are particular women who are more affected than others. One in four pregnancies ends in miscarriage. But i think it is really of no surprise what a profound event it can be, an emotional roller coaster, losing something youre so invested in might be. We still have that thing where people want to tell anyone about a pregnancy until the three month scan when they know things are 0k, month scan when they know things are ok, but that means that people might suffer a huge loss and cant even talk about it because other people dont know it is something happening in their lives in the first place. I meet a number of women who are expected at work the following day. Looking at it, it appears to be quite inhumane. One woman who experienced a miscarriage has been speaking about it to the bbc. One of the things she said was that she had the miscarriage, when she called the hospital the following day, they told her to bring the pregnancy tissue in and we will get rid of it. She said it wasnt tissue to me, it was her baby. How important is the language. For a hospital to be saying something that, do you think there is enough sensitivity and understanding at that level as well . I think we need to do more work on it, for sure. Its a very tricky balance i think when youre in clinical practice because for some women defined the concept it is a very early pregnancy more helpful than referring to it as a baby. So you need to be very careful to pitch the language that you use according to the way the women at that point has bonded with the pregnancy. But i think absolutely the more work we can do in the more women who have been involved in the two can come forward and sort of help us refine the language we use and the way we speak to women and feedback to their clinicians when they get it wrong, the better. A lot of food for thought i think for a political analyst here in russia over the next hours and days to come. What will be the reaction . Youre someone who has been in power for 20 years but he talks about the need for change as well. Will people think he is the person to actually deliver change, when obviously, you know, he has been there and these things have been happening on his watch. Yes, and i dont think that really escapes in one year. 0bviously they have been seeing the same man stand up to make a state of the nation address for many years. Some of these promises and identification of some of the problems that president putin is saying today he said before. Promising more money, more listening, some kind of devolution of some powers to the regions, to to address what he sees as people is continuing problems. But i think a lot of people willjust shrug this off, if they are even listening at all, and say he could have done this all, and say he could have done this a long time ago. But mr putin is still popular and people will be asking what comes next, with some wanting more of the same. There were differences on whether they should be brought home. I would leave some troops there but not in the level that donald trump is taking us right now. Medical device experts are warning some hernia mesh implants are being used on nhs patients with little or no medical evidence. Its after the Victoria Derbyshire programme exclusively revealed that nhs trusts have purchased more than 100 different types of mesh devices to treat hernias in a six year period. Using freedom of information requests, we can reveal nhs trusts in england and scotland have purchased more than 100 different types of mesh to treat hernias. Medical device experts are now concerned the nhs is using too many devices with little or no Clinical Evidence of safety. Can you explain why more than 100 meshes is a concern for patients . There is no chance 100 can have evidence of effectiveness, not least because there just isnt 100 randomised trials. Therefore some of these have no Evidence Attached to them whatsoever, and they have to go immediately. The bbcs Victoria Derbyshire programme has also been leaked a promotional which was made over a decade ago, and funded by one of the biggest mesh manufacturers in the in the world. The footage shows a surgeon describing one type of mesh as been broken after being inside a patient. They shrink, they become more brittle. You can see how stiff this mesh is. This is a mesh tumour, you can see what it looks like on the back table, how hard this mesh is. But we have found this type of meshe is still being sold by ethicon, and being used by the nhs. Ethicon says it stands by the safety and performance of all of its mesh products, which it says are rigorously tested and monitored. It says all evidence needs to be considered before drawing conclusions about a device. The regulator for medical devices, the mhra, says there is clinical need for mesh devices, but recognises the system needs strengthening. New legislation is due to be brought out in may. The last thing they need is to be got in a business controversy that your product is not up to scratch, so i think it is right that they are focusing on quality over quantity. As opposed to vistry, they have got a much higher track record of producing a quality product, and with that comes higher demand. More now on the news that around 60 children and adults in la are being treated for skin and breathing problems, after a plane dumped fuel over a school playground. The Delta Air Lines flight reported a problem and had to turn back for an Emergency Landing. Lets discuss the whole issue of fuel dumping. Joining us now via skype is mike vivian, whos a former pilot, and a former head of Flight Operations at the Civil Aviation authority. How unusual is this . It is only used in emergency situations. This was a plane going from los angeles to china. The aircraft climbed up to about 8000 feet, and then experienced some engine problems. It wasnt what she would normally expect, a sort of fire or a control problem, which would require an immediate return and fuel dump. This aircraft came back, the engine and fat was brought back under control, and the aeroplane landed. At no time, asi and the aeroplane landed. At no time, as i understand it, did it request a fuel dump or fuel jettison. It landed back on the airfield, and that was that. And then this report came about that, and the ln concern, delta, have now confirmed, that fuel was in fact dumped to get below the landing wit. It isa dumped to get below the landing wit. It is a very odd story, and not one i would normally counter or expect u nless i would normally counter or expect unless this was a major emergency, which this does not appear to have been. Below the landing weight. What would normally happen if a pilot needed to lose fuel to carry out an Emergency Landing at . M pilot needed to lose fuel to carry out an Emergency Landing at . If it really is an emergency, and i am not sure this was, on the face of it, it doesnt appear to have been, it appears to have been an engine problem, but what normally happens is you request an immediate return. It is in with the larger aircraft that have got the fuel jettison capability. And you then go to an area, obviously los angeles being very close to the sea, you go over the sea and you circle, and dump the fuel, sufficient to get you below landing weight. Because if you land above landing weight, which is different from take off weight, you could structurally break the aircraft up, so it is honestly important to get it below landing weight. In this case, i would have expected the aircraft to request a fuel jettison, and then expected the aircraft to request a fueljettison, and then be directed towards an area where there were not any people, and certainly not schoolchildren, and then carry out the fuel jettison schoolchildren, and then carry out the fueljettison procedure to get the fueljettison procedure to get the aeroplane below landing weight. Can you think of any reason why this would have happened . 0bviously can you think of any reason why this would have happened . Obviously an investigation is under way, but what would your suspicions be . Well, let me put it this way. Until something more surfaces, and given that it appears the aircraft did not request fuel jettison, but the appears the aircraft did not request fueljettison, but the airline subsequently confirmed it, it appears to be highly questionable, i will put it that way. I am not going to see a pilot error, because i dont know any more facts than i have heard, but on the face of it, it definitely requires an explanation as to what took place. Weve had months of promises but people need action. There probably isnt a family in the United Kingdom which hasnt been affected in some way by cancer. Let yet last year we saw one in four patients waiting more than two months for the start of their Cancer Treatment. How many more patients will face what are life threatening delays because our nhs is understaffed and underfunded . As the right honourable gentleman knows, there is a massive demand on the nhs and he also knows hes doing a fantastic job and he also knows hes doing a fantasticjob in and he also knows hes doing a fantastic job in oncology and he also knows hes doing a fantasticjob in oncology where tremendous progress has been made. He is right to signal the delays that people are facing and they are indeed unacceptable and that is why we are investing in 50,000 more nurses and 6000 more gps and that is why this government will be investing record sums on the nhs. We will get those waiting lists down. 20,000 of those 50,000 already work for the nhs actually, mr speaker. But delays in Cancer Treatment can reduce a patients chance of survival. The target of 85 of patients to be seen within two months was a last minute to month four years ago in december 2015. Action is needed urgently. Last week we heard the heart rending case of a 92 year old raf veteran in leicester who had to go through the indignity of waiting almost 12 hours on a hospital trolley because there were no beds available. I want the government to apologise to him and many others, but to explain why despite the extraordinary efforts of nhs staff all over the country, over 2000 patients had to wait more than 12 hours before they could get into a hospital bed last month alone. Mr speaker, he is right to highlight the case of the raf veteran i think everybody in this house will have everybody in this house will have every sympathy for people who have a bad and unacceptable experience in the nhs and we all share that. On the nhs and we all share that. On the other hand i would say that most people in this country, most patients in the nhs have a fantastic experience of health care and we should pay tribute to our nurses and staff and the hospital he mentions in leicester is one of those which, as he knows, we are rebuilding under this programme. 14 new hospitals, 20 upgrades under this conservative government. The a e has already been rebuilt in leicester, as i understand it, the problem is that the Prime Minister promised 40 hospitals, then it became 20, and thenit hospitals, then it became 20, and then it became six. This issue of people waiting on trolleys is a very serious one and the number doubled in december and is now at its highest ever level on record. The Prime Minister promised to put the conservative partys inadequate nhs funding pledge into law, so can he explain why its necessary to cement into law a pledge which the Health Foundation has said is below the amount needed to maintain current standards of care . Mr speaker, its only under this conservative government that we have the resources that will enable us to invest in our nhs, and its because of the stewardship of the economy after the wreckage that the Labour Party Left when they were in office that weve been able to make those colossal investments and i would remind him not only was it this conservative government that rebuilt the a e as he correctly points out, it was this conservative government that have been rebuilding the entire hospital in leicester and we are putting more money into the nhs as a direct result of our careful management of the economy. understand another hospital has been closed to pay for it, mr speaker. The question is, why would the government need to put into law and inadequacy of funding for our National Health service . There are Health Professionals who have said that the nhs needs more money than the government is saying in order to keep patients safe. Its now been almost three years since the government promised a green paper on social care and seven months since the Prime Minister himself stood on the Prime Minister himself stood on the steps of downing street and said he had prepared a clear plan to fix the crisis in social care. Well, what is the hold up . Where the plan . Well, mr speaker im delighted by his constructive attitude because as he knows, we do intend to begin with cioss he knows, we do intend to begin with cross party talks to get to build a consensus and i think theres a great awareness of the need to tackle the issue of social care in this country so everybody has dignity and security in their old age and nobody has to sell their home to pay for the cost of their care. We can do it and we will do it with the help and cooperation of the labour party and other parties in this house, we will go ahead with a fantastic plan for social care. I look forward to his support but i would point out to him that its thanks to the stewardship of the the economy by the conservatives and with the mandate of the people we have that we are now able to tackle a problem that was shirked notjust by the labour party but by governments for decade after decade and we are going to do it now. Mr speaker, i dont know if the Prime Minister had a chance to read the labour manifesto in the election but we made it very clear that we have a plan, a very clear one and it is free personal claire, it is more funding and support for carers personal care. The Prime Minister has said many times that hes going to put this nhs funding issue into law, but all this gimmick means is even longer waiting lists, more delays for Cancer Patients and more a e departments bursting at the seams while patients continue to suffer while he continues to provide excuses. If hes really committed to fixing the crisis his government has created over the last decade he should end of the empty rhetoric and back our proposals to give the nhs the funding it needs, rather than putting into law an insufficiency of funding. The nhs is our most precious national institution, fund it properly, so that everyone can rely on it. Those that cannot afford private health care. I am delighted he is still fighting on the ma nifesto he is still fighting on the manifesto that he submitted to the attention of the british people at the last election and i think it was pretty clear what they thought of it and the credibility of the promises that he made, but it was also clear what they thought of what we are going to do because they see we are the party of the nhs, mr speaker. They see that its this government who invest in hospital, schools, policing and bringing crime down and thatis policing and bringing crime down and that is because it is this government whose careful stewardship of the economy has led to record employment, record low unemployment, and delivers the tax revenues to deliver. Whenever labour is in office, they wreck the economy and they put unemployment higher and make us less able to pay for great public services. We are taking this country forward, they would take it backwards. Despite the clear improvement in educational standards and the funding, White Working Class boys massively underperform at stage of the nhs school system. Given the exciting infrastructure on the horizon and the high value of apprenticeships unleashed, does he agree that investing in apprenticeships will allow us to ensure that White Working Class boys climb the skills ladder of opportunity . Apprenticeships play an absolutely vital part in the progression of the kids he is talking about and hes absolutely right that we should follow his advice and weve been on this for quite now, and reform the apprenticeship levy and my right honourable friend the secretary of state for education will be updating the house in due course on our proposals. Can i congratulate all the parties in Northern Ireland for reformulating the Northern Ireland executive. That is the way these Construction Projects are carried out now, they go to Great Lengths and great cost to do things as environmentally friendly as possible. Is that true . They have not considered taking out loads of hedges during nesting season. They we re hedges during nesting season.
