And the nominations for this Years Mercury prize are announced stormzy, ed sheeran and kate tempest are among the nominees. Good morning. Its thursday 27th july, im ben brown. Welcome to bbc Newsroom Live. The government has asked independent experts to produce a report assessing the costs and benefits of eu migrants, as part of plans to develop a new Immigration System after brexit. The immigration minister, brandon lewis, said it was a simple matter of fact that Free Movement rules would no longer apply after britain leaves the eu that means new rules to manage migration would be in place by spring 2019. The Home Secretary has written in the Financial Times today laying out her views of a post brexit Immigration System. She said we need the most accurate picture possible of the extent to which the uk economy uses eu labour. She also sought to reassure businesses there would be no cliff edge once we leave. She concluded by saying, put simply, the uk must remain a hub for international talent. We can speak to our assistant Political Editor norman smith. What have we learnt about the governments position on migration . I think what weve learnt, ben, is a renewed desire in government to take his opinion on board when it comes to framing a new Immigration System. Amber rudd went out of her way today to say she wants to hear from business, they have to be honest, they have to express their views, tell government what sort of Immigration System they want. This, business, organisations have repeatedly expressed concerns about any significant clamp down on their ability to recruit eu labour, but what has been striking is the sort of rather Higgledy Piggledy nature of rather Higgledy Piggledy nature of this announcement, because this commission will not report until just six months before we actually leave the eu, prompting many questions as to why this work hadnt been done many, many months ago after the referendum. Also, this commission will not report until the government has already begun the legislation to introduce a new Immigration Bill. And there was also a distinct difference in tone and language between the Home Secretary, amber road, who seemed to be suggesting that there would be a softly softly approach, that business would be given plenty of time to adapt with a transitional period, and the immigration minister, brandon lewis, who this morning said that Free Movement of labour would come to an end in march 2019 when we leave the eu. Listen to what he said. Ill be very clear about this, as is the Home Secretary, as well, in her notes that she has outlined. Free movement ends when we leave the european union. Weve also always been very clear about having a smooth process that ensures that our economy continues to prosper. We are seeing jobs grow, more businesses investing here we want to see that continue. And the commissions work will help inform what industries and sectors need within the new structure of immigration as we go forward. Mr lewis view was that when we leave the eu, voters will know what sort of new system we are going to have in place, albeit it might be phased in over a gradual period of time. But that sense of slight Higgledy Piggledy mess will do the micra was compounded by the foreign secretary, borisjohnson, who was asked about this enquiry in australia in a Press Conference and seemed slightly wrong footed. The honest truth is you bring me news of this report today, phil, so im sorry if i dont. I cant comment on. It sounds like an interesting report. Or an interesting potential report. I can give you my views about immigration. I think immigration is broadly a positive thing for society if you allow talented people to come in a controlled way to great metropolises like london and sydney. So, where robbie . I think it is clear that the Home Secretary at least once a business to have a much bigger input into framing the new Immigration Rules, but in terms of the actual system the government puts in place, we are really not much clearer what that might be all stop and it would appear that i still serious debates going on in government about what those new controls should actually look like. Norman, many thanks indeed. Norman smith then, our assistant Political Editor. The parents of the terminally ill baby charlie gard have until midday to agree with Great Ormond Street Hospital how his life will end. Theyve accepted that charlie will spend his last days in a hospice rather than at home, but chris gard and connie yates are asking to spend more time with their son before life support is taken away. With me is our correspondent richard lister. Richard, tell us what exactly we are expecting to happen on this case today. It is entirely possible we wont hear any kind of formal announcements today. There was a private agreement reached between the parents of charlie gard and the courts, which means that, if, by noon, they cannot come to an agreement with Great Ormond Street Hospital about assembly gay medical tea m hospital about assembly gay medical team to look after charlie at a hospice for a number of days assemble at medical team, life support will be withdrawn. The timing will be chosen by the hospice, really, in accordance with the courts wishes rather than after period of several days which is what charlies parents would like to see happen. This is the final stage of what has been a long protracted legal battle between the parents and the hospital. The judge at the high court made the point that he said back on april 11 he felt it was time for charlie to be allowed to die with dignity. He is unable to see, speak, here, move. He cannot make any kind of sound. His muscles have wasted. The disease he has is a terminal condition and the big question is whether he is feeling any pain. That is the concerned the medical team have. That has been a central question as this Court Process has played out. Thejudge making quite clear in his most recent ruling that it really is time to move this process forward now because they are concerned about whether or not charlie is feeling pain and given that the original decision was made in april that he should be allowed to die with some dignity, that is what the high court has decided will be in his best interests. Thank you very much, richard. The Chief Constable of police scotland, phil gormley, is being investigated over allegations of gross misconduct. The bbc understands the Investigation Centres on a claim of bullying. Mr gormley said he was cooperating fully with the investigation but would continue to focus on doing hisjob. The leader of the scottish liberal democrats, willie rennie, has said that mr gormley should step aside from his duties as Chief Constable, until the investigation had been completed. The notion that you should always finish a course of antibiotics, even if you feel better, is being challenged by a group of leading medical experts. Writing in the british medical journal, its argued that taking antibiotics for longer than necessary, can raise the risk of developing a resistance to the drugs. However, englands Chief Medical Officer says people shouldnt change their behaviour because of one study. Dan johnson reports. Growing resistance to antibiotics is an increasing problem around the world. They become less effective because we take so many of them. That means deadly infections spread more easily. Now some researchers say it is time to end the Blanket Prescription that every course should be completed. Writing in the british medical journal, the group of experts claim there is no evidence that stopping some antibiotic treatments early increases the risk of infection. Alec sander fleming, who discovered penicillin, in his nobel prize speech, he mentioned that you should finish your course. That was 70 yea rs finish your course. That was 70 years ago and i dont think Much Research has been done ever since. We always believed him. They accept more research is needed, but suggest new advice, like stop taking them when you feel better, could help. Until the research is clearer, gps will follow the current guidance. I always feel slightly uncomfortable that i give the same dose of antibiotics to a petite 90 year old lady that i do to a tall, fit 30 year old rugby player. But that is what the guidance tells us to do right now, and that is what i will follow, because it is the best evidence weve got right now. Antiobiotics are wonderful pills. There is already an nhs campaign to cut the use of antibiotics. The Chief Medical Officer says the evidence will be reviewed, but that for now the message remains you should stick to prescriptions, and always follow the doctors advice. That speak to kieran in southampton from the Royal Pharmaceutical society. We here in that report, Alexander Fleming said you have to finish the course. What do you think . Thank you for inviting me on this morning. Im representing the Royal Pharmaceutical society and we do welcome this opening up the debate into the correct course line for antibiotics. Alexander fleming did notice the risk of resistance being selected if courses were stopped to briefly. We have since learned that we can reduce the courses that we currently prescribed probably to a short typical duration and we welcome this opening of the debate, as ive said. However, the message from the society is consistent with the chief medical 0fficer. At the moment, we recommend patients continued to take their antibiotics exactly as prescribed by the doctor, but that doctors and patients should be mindful that research is likely to emerge in coming years that recommend shorter Treatment Courses and that they should not be concerned that those shorter Treatment Courses will resort the macro result in increased resistance. The mantra is you have to finish the course. When you say we welcome the debate, should we not have had this debate a while ago . M isa have had this debate a while ago . M is a good question and it is a terrible shame that, since the 19405, terrible shame that, since the 1940s, we still havent answered it conclusively. 0nly last year, an excellent study was released from spain where the researchers treated patients with pneumonia, including severe pneumonia, and found that if the patients were feeling better at five days, and if, when doctors measured their vital signs, their temperature, their pulse, their blood pressure, if they were improving, it was safe for them to stop the antibiotics. That applied to about 75 of patients in the study. That is just the first study that has come through, and many more are needed to confirm that finding and confirm it in patients from the uk and throughout the world. We should expect that research to come through and we should welcome it. If we can shorten courses, it is likely to reduce resistance in the long term for the future. We were hearing in that report, one of the contributors saying, it seems ridiculous to be prescribing the same type of antibiotic to the same length of time to somebody in their 90s as to somebody in their 30s. Will there be more discrimination, do you think, in the future, where the patient is taken into account . Yes. Hopefully, studies will look at different types of patients. Previous trials have typically recruited relatively healthy younger patients. There is a desperate need for studies that include older patients, patients who have a degree of impairment of their immune systems. We need to understand, what is the safe minimum core slang for all these different groups of patients . And then doctors will be able to provide antibiotics that are tailored to individual goode individual patients instead of a one size fits all prescription. Wild fires are continuing to burn in parts of Southern France. Thousands of people have been forced to leave their homes and campsites around the town of Bormes Les Mimosas. Many are spending a second night on beaches, or in sports halls and other public buildings. At least 6,000 firefighters and troops are now battling the flames. Harvey biggs reports. For a third night, the skies glowed red in Southern France, as fierce wildfires continued to burn out of control. Hillsides engulfed by flames in Bormes Les Mimosas, west of st tropez. Local residents joining firefighters to battle the blaze, that has forced the evacuation of over 10,000 people. Having watched the flames inch closer and closer on wednesday, thousands of tourists took the chance to flee. Many had spent the last two nights in public shelters, or camping out on the beach. Translation we evacuate because the fire is coming close to the place, so we pay attention. We left with our clothes and a little food. Residents who fled the flames have now begun to return to assess the damage to their homes and properties, many with stories of narrow escapes. Translation all of a sudden, we were in front of a wall of flames, near the Cypress Trees. We didnt hesitate. We took some belongings, we took the two dogs, and we left. Translation i climbed high on the crest, and i saw a picture of desolation, because all the camping was surrounded with flames, and we couldnt do anything. Meeting some of the crews and volunteers on the frontline, french Prime Minister Edouard Philippe said there would be an enquiry into the fires cause, which some have blamed on an arsonists. The powerful and destructive combination of heat and wind set to fuel these fires, and test these firefighters once again. Harvey biggs, bbc news. Our correspondent Hugh Schofield is in the town of Bormes Les Mimosas and has been to see the damage caused by the wild fires. Were in the brush, as you can see, on the hillside above the town of Bormes Les Mimosas and the situation, were told, is stabilised. Not under control they are very keen to say that but stabilised. The fire has passed through here yesterday and as you walk up the hillside here, you can see the remains of the stumps and the blackened vegetation and the earth which has turned black. Apparently, thats the effect of water when they spray it with water it goes from grey to black. So the hillside which is blackened is this hillside which has been doused with water. But as we come up the hill, its very interesting because look over here. There are still embers burning. Not here, but all over you can see these little chimneys of smoke going up and this is the root of a tree which is still smouldering. And this, were told, is the real danger spot because this remains hot. As the day progresses and the heat returns to the environment and as the wind, if the wind starts fanning it, this is where we can easily see new outbreaks, places like this, of fire. And that is why the fire service, who are kind of standing down now, theyre here and up on the hill there. Theyve just put a small blaze out on the hill there. Theyre going to remain on very, very high alert throughout the day because they expect, they predict there will be new outbreaks this afternoon. But a last point, which is maybe on a more positive note. If you look up there on the hillside, youll see that its green. There was a fire here 27 years ago. That was blackjust like this is here now, but it came back, it regenerates. So the lesson is, fires occur and their terrible, so the lesson is, fires occur and are terrible, but the countryside will cope. The headlines on bbc Newsroom Live. The government has exposed to work out the cost on eu migrants as we leave the eu. The parents of the terminally ill baby, charlie gard, have until midday today to agree with Great Ormond Street Hospital how his life will end. Wildfires are continuing to burn in parts of Southern France as thousands of people i moved from their homes. The Authorities Say the situation is improving. And any moment, we will hear about major inconsistencies in the way Police Forces across england and are enforcing Drug Driving Laws. In sport, england, who have three debutants in the squad are batting first. They have already lost a wicket. Keaton jennings first. They have already lost a wicket. Keatonjennings is the first man down. 12 1. Adam peaty has retained his 50 metre Breast Drug World Title in budapest. He had already won the gold again and the 100 again. He races again in the mans medley on sunday. And after winning his fourth Tour De France title last weekend, chris froome has confirmed he will be competing in the spanish grand tour next month. It has been 22 years since anyone completed the double in the same year. I will be back with more on all those stories in the next 15 minutes. What are these figures on violence in our prisons . These figures really demonstrate what peter clarke, the chief inspector of prisons was telling a mac last week about the parlous telling a mac last week about the pa rlous state telling a mac last week about the parlous state in jails across england and wales. In terms of assaults, there were 26,600 in the 12 months to the end of march. That isa 12 months to the end of march. That is a Record Number. 3600 of them we re is a Record Number. 3600 of them were classed as serious assaults. In terms of assaults on staff, which is a category of that, there were 7100. That is up one third on the year before. And over 800 of those assaults were serious assaults on staff. Really concerning figure. That number has tripled 2013. Despite all the measures that the government is taking to try to increase safety in prisons, they are boosting the numbers of staff to make prison wings safer. We can see the violence is still there and is increasing. Some other statistics released today on prisons. More which really show, again, that the performance of prisons is in decline. Every year, the Ministry Of Justice publishes annual rankings of every single jail. This year, we can see that ten of them are classed as giving serious cause for concern. That is up from six last year. A0 of them are rated as of concern. The performance is of concern and again thatis performance is of concern and again that is up from 25 the year before. Thats demonstrate again the performance of prisons is in decline. Finally, the Ministry Of Justice has also published figures about how many prisoners are escaping and been released by mistake. Again, all going in the wrong direction. Escapes are up to 15 from prisons last year. The number of inmates who were released in error because of administrative mistakes, either at the prison or the courts, that was up to 71. That certainly looks to be a record high. And the number of inmates who failed to return after being released temporarily, that has also increased. That is not good news for the government, either. Not a great picture. Thank you very much indeed. A 16 Year Old Girl found dead on a railway is thought to have been electrocuted. Taiyah pebbles was discovered at Herne Bay Station in kent on wednesday morning. British transport police said the teenager was pronounced dead at the scene after sustaining serious injuries believed to be caused by electrocution. A Postmortem Examination will take place on friday. Theres a drums new spokesman has said he is 100 certain the us will be able to strike a trade deal with the uk after brexit. Anthony scaramucci, the White House Communications director, told bbcs Newsnights Emily Maitlis that mr trump loved the uk, and he highlighted the Special Relationship between the two countries as a reason why he believed a deal would be agreed. So think about the Special Relationship we have had since the inception of this great nation. This nation was a group of guys who thought you know what . Were going to break away from the other nation and start our own country. This is a disruptive start up. You know what the president is doing . We are going to disrupt. Does that mean making concessions to do trade with the uk . Does it mean you will meet us halfway . Does it mean we have to give in to you . No, i dont think so. Hes about reciprocity, hes about fair and equal trade. The Police Watchdog says figures gathered by the bbc suggest there are major inconsistencies in the way Police Forces across england and wales are enforcing Drug Driving Laws. Her majestys inspectorate of constabulary said data from a Radio1 Newsbeat Investigation indicates some forces are more proactive than others. Dan whitworth reports. Out on patrol with cheshire police. They are on the lookout for anyone who might have taken drugs and got behind the wheel. Police officer hello, driver. Gday, mate. Im alright, how are you . A suspicious car is pulled out. The driver is tested for drugs using a sample of his saliva, and it comes back positive for cannabis. Im going to place you under arrest on suspicion of driving a motor vehicle. He is arrested, which means a trip back to the station, and a blood test. If found guilty, he faces a minimum 12 month driving ban, and could be sentenced to up to six months in prison. Since the law changed on drug driving two years ago, it is now illegal to have a certain level of up to 17 drugs in your system and get behind the wheel. Eight of them are illegal ones, like cannabis, ecstasy and cocaine, and nine of them are prescription drugs, ones like morphine and codeine. We asked all a3 forces in england and wales how many drug driving arrests they have made since the change. To try to get some sense of comparison between forces, we divided that by the number of officers each one has. Some forces made one arrest for every one or two officers. Others made one arrest for every 19, 2a, or 28 officers. These figures must be treated with caution, because they dont take into account if drug driving is more or less common in different parts of england and wales, and the Police Watchdog says they can only offer a snapshot into how this law is policed, but do provide interesting insight into the much wider issue of drug driving. There is a concern we will see more tragic incidents occurring on our roads. As an inspectorate, we would ask that they check that they are being as proactive as they should be. The inspectorate says they sometimes have to share resources to meet demands to keep the public safe. Dan whitworth, bbc news, cheshire. With me now is Jason Wakeford from the Road Safety Charity brake who campaigned for the laws. Thanks for being with us. What sort of drugs are Police Testing for when they do these checks . The first thing to say is that drivers who are Driving Under The Influence of drugs are incredibly dangerous. Brake, along with other campaigning organisations, really pushed hard for these new laws which came into place in 2015 in england and wales. They look at about 18 or so drugs, illegal and over the counter drugs, and set limits for the first time in the amount allowed in the blood. We think these figures out today show that much more needs to be done in terms of enforcement if we are to crack down on this menace. Some forces are doing better than others in terms of cracking down on this. Forces are doing better than others in terms of cracking down on thislj think in terms of cracking down on this. think the figures show, the figures we have seen at brake, but where police have done targeted campaigns, for example over christmas, they have been incredibly successful. Everything back to 2015 when the new laws came in, over christmas there was about 200 or so arrests made and 50 of the arrests were positive for drugs. It goes to show that these targeted campaigns can work and we would like to see more. When they do a targeted campaign, how do they decide which area they are going to target . The police will use their intelligence. On the ground, they will go at particular times of the year, like christmas, orareas will go at particular times of the year, like christmas, or areas where they know there may be a problem and they know there may be a problem and they are very successful. The other thing that todays figures show is that we also need Even Stronger penalties if we are really going to deter people from making. Breaking the law on road issues. That is very important, also. Why do you think some forces, then, i was than others in enforcing this . Is it that they are not bothering or they dont have the resources . I think the police do what they can with their resource. The figures out today dont really make particular distinction between areas where there is going to be robbery more of a drug problem than others. I think you need to look at the numbers with care. What we would also say is that we really want to see the laws extended into scotland, the Scottish Government announced plans earlier this year to bring those in from 2019, which is fantastic news. We would Like Northern ireland to follow suit as soon Northern Ireland to follow suit as soon as Northern Ireland to follow suit as soon as possible. In terms of drug driving compared to Drink Driving, is Drink Driving still in your view of the principal problem that Police Forces should concentrate on . Police are trying to target both at the same time. The roadside kit which officers have allowed them to test for cocaine and cannabis as well as alcohol. We would like to see changes made so that devices are approved so the police can test for more of the drugs devices are improved. They are only actually able to test footy macro at the roadside. It is really wouldnt that the police get approved Testing Devices so we can clamp down on this menace. Thank you for being with us. You are watching bbc news. Lets talk more then about a new report ordered by the government looking at the role eu nationals play in the economy as it attempts to draw up a post brexit Immigration Policy. Wanting to reassure businesses, the Home Secretary amber rudd says the uk must continue to attract people who benefit the country economically, socially and culturally. Lets speak to our assistant Political Editor norman smith at westminster. Good morning. Good morning, thanks very much. The Home Secretary amber rudd making very clear today in an article in the Financial Times that she wants a bigger input from business into the new Immigration Rules it will have after brexit, saying that business has got to be honest and have to speak out and help frame, the sort of curves we put in place in terms of eu nationals. How do businesses react to that . Im joined Byjosh Hardie of the cbi, i presume you must be delighted. We have always said it is really important we have an honest conversation about immigration. We have got businesses who are genuinely concerned about whether they will be able to access the skills and labour that uk needs to build roads, rail, car industries, start at hospitals, at the same time you have got genuine public concern about the social impact of immigration. We have got to have an honest conversation to find a middle ground and a consensus is that we can build a model that people that works for businesses and society. But make the mistake is urgent. This isa but make the mistake is urgent. This is a right about the despite good initial operas from the government still arent sure whether to take up the job whether to stay or the children into schools. It is affecting businesses who may get Planning Permission and arent sure whether to take the Planning Permission because they dont know whether they will have the liberty started in the future so we have got to move quickly. When you say urgent, this committee we are told report until september next year. From your perspective, too late . Etiquette is interesting. It is depends on how we phase. Critical is transitional arrangements, i welcome the Home Secretary Commitment in the ft today that there will be no Cliff Edge Business in 2019. That buys a bit of time per business and the negotiators to build the right model. I watched dont you think we need . As quick as possible. It is in nois need . As quick as possible. It is in no 1s interest to draw the sad because we are one certainty. We are talking about two or three years as a content time frame to get things right but it is important because that gives businesses are little more leeway to start that planning and not pressed the button now. The risk surely will be that businesses have to plan years ahead always the big investment decisions. Here we are, brexit is in march 2019, what is the cut off point beyond which businesses have to say, i am sorry, we have to start looking at relocating, we have got to make Contingency Plans because you havent told us what you are going to do. It varies from business to business and sector to sector, it depends the decisions they are taking. If you want to relocate that could take several years. Simple things like investing in plant machinery, that might be two years. It comes back to why transition is so it comes back to why transition is so important. If you can say they will be a two year transition where we will move from where we currently are now and then get ready for the new arrangement that gives businesses more time to decide. One last thing, dont we already know what businesses view is, in that you wa nt what businesses view is, in that you want eu migrants because you believe there is basically a Labour Shortage in britain, so you do not believe there should be significant curves or restrictions or cuts in eu migration . The conversations i have businesses every day, they are clear Freedom Of Movement will end. They understand general public concerns about social impact so the challenges, yes, we are lucky to have near full employment in this country, we have the skill shortages, Labour Shortages in areas, how do we make sure if we wa nt areas, how do we make sure if we want to grow our economy to benefit like that but we are able to access that labour and those skills in the simplest way and it is not bureaucratic and not a block. Thank you. We will get a sense of some of the government thinking about what the government thinking about what the new system will look like because we really dont know at the moment, in the autumn, because we are told the government will then published a white paper. That will give us the first site i think of the sort of structure the government is looking at to replace the current Freedom Of Movement system. I was fine but i was so lucky because i did work with the Scout Association on it was very well known by local reporters. Over in court but when my case came up reporters. Over in court but when my case came up they walked out. There was nothing which would have ruined me, it would have ruined my business and everything. Completely ruined me and everything. Completely ruined me and nobody knew. So what you want now is a full apology for that . think that is what we require. Our life was made hell and we also need an apology from the police. It is the police to point out of their way to prosecute and persecute us. And you think they should be an apology for people like oscar wilde going backin for people like oscar wilde going back in time and alan turin . L posthumous apology, alan turin and lord edmund montague, sent to prison, never an apology to them. I said to lord edward, he said, oh george, it has been a long time, just leave it, well, i am not going to leave it. Paul from stonewall, just leave it, well, i am not going to leave it. Paulfrom stonewall, do you agree there has to be an apology for people like george who have been convicted . Absolutely. I think the progress we have made, it is time for the government to recognise what their predecessors did to repress and discriminate and all lesbian, 95v, and discriminate and all lesbian, gay, bisexual and trans people and that will only come with full apology from the government and the Prime Minister so we certainly would like to see that. George, when you look at the changes there have been in the last 50 years, gay marriage and so one recently, what do you think of all that . Did you believe. I am the happiest Luckiest Old Gay Guy in the world to have lived so long to see this. Do you think there stills needs to be more changes . Only the apology, that is all we need. What about you, paul, do you think there needs to be more changes . Yes, there are lots of things still to be done to achieve real equality so that everyone can be themselves and not feel they are being disconnected against. We have re ce ntly being disconnected against. We have recently published a report that shows still almost half of lgbt young people are bullied at school and that needs to change. The government made an announcement this week that they will consult to reform the Gender Recognition Act so that trans people wont have to go through the meaning and interest of process to have their Gender Identity recognised. These are just two of the things that need to change. There are still so many lgbt people that cant be themselves with theirfamily in their people that cant be themselves with their family in their wider communities so we need to help them change attitudes which still exist. Speaking of attitudes, the words i was quoting from theresa may the Prime Minister saying the conservatives and her herself got things wrong in the way she voted on 93v things wrong in the way she voted on gayissues things wrong in the way she voted on gay issues in parliament for example. Absolutely. She is not the only one. Many of our politicians have come on a journey to support lg bt have come on a journey to support lgbt rights. We now have one of the most progressive best represented parliaments in the world. And there isa parliaments in the world. And there is a consensus to continue that fight for equality and it is really good that we have the Prime Minister acknowledging the errors she made in the past and her commitment to make the past and her commitment to make the changes that need to happen in the changes that need to happen in the next five years. George, the fight for equality in this country, but around the world that are still more than 70 countries where homosexuality is a criminal offence. What is happening is very wonderful but there is still a long way to go. Africa, even russia. What do you think about that, paul, this is an International Campaign . Absolutely. We work with Lgbt Campaigners like ourselves in many of those countries across the world and we talked to them about how we can support them in their struggles. Everyone fighting for the same rights that we have here in the uk. We will do whatever we can to support them. George, your campaign for an apology, i think you have been talking to producing your politicians to try and get that. The leader of the opposition and the leader of the opposition and the leader of the house of commons, i count them as my friends now. They chatted to them for a long time, in his chambers. Wonderful. Are you confident you will get that apology . I couldnt be more confident but i will wait until they come back. George montague and paul from stonewall, thank you for being with us. Stonewall, thank you for being with us. My pleasure. In a moment a summary of the Business News this hour, but first the headlines on bbc Newsroom Live. The government has asked experts to work out the cost and benefits of eu migrants more than a year after britain voted to leave the european union. The parents of the terminally ill baby charlie gard have until midday today to agree with Great Ormond Street Hospital how his life will end. And wildfires are continuing to burn in parts of Southern France as thousands of people are moved from their homes but the Authorities Say the situation is improving. In the Business News. Lloyds has set aside another £1 billion to cover the cost of insurance mis selling and the treatment of mortgage customers. The announcement comes after the Banking Group posts half year pre tax profits of £2. 5 billion. More on that in just a moment. Uk Car Production fell by 13. 7 injune compared to a year earlier the third month in a row that outputs taken a dive. The society of Motor Manufacturers and traders said the uk market was cooling in line with forecasts, following a long period of record growth. And London Heathrow Airport has reported its results for the First Six Months of 2017. Pre tax profits are up 36 to £102 million with Passenger Traffic up 3. 9 to £37. 1 million. More on that as well a little later in the programme. But first, as youve been hearing, lloyds Banking Group has set aside another £1 billion to cover the cost of insurance mis selling and the treatment of mortgage customers. It came as lloyds posted half year pre tax profits of £2. 5 billion, a higher than last year. The results are the first since the government sold its stake in the bank. Another £700 million will cover Payment Protection Insurance claims and £283 million will be used to repay about 590,000 mortgage holders. Sue noffke is the uk Equities Fund manager at schroders. Shejoins me now. Really good to talk you. Pre tax profit of a compared to last year. The biggest rise in eight years. What does this tell us about the Underlying Health of the bank considering the huge size of its Misconduct Bills . That is right. Those results you have talked about, up a for the first half, actually include the bouillon or so half, actually include the bouillon or so for this selling, mis selling of the Payment Protection Insurance and also the mortgage costs, so the underlying results are actually very strong and i think it is somewhat overshadowed by the ongoing and somewhat surprising still Conduct Costs that we are seeing in homes today. The result is i were saying with a first that the bank has posted since a government sold its sta ke, posted since a government sold its stake, it has been off loading its sta ke stake, it has been off loading its stake ever since it came in to rescue the bank at the height of the financial crisis. We have seen now about £21 billion being returned to government coppers, how do you think the taxpayer has done a of this . The taxpayer made a profit, not a large profit but definitely a profit. I think the taxpayer stepped in to rescue and support notjust lloyds bank but definitely the wider british economy at a difficult time. What the sale now does is released the bank from public ownership, returns it to private ownership. And it really enables the management to pursue a strategy unencumbered by any obligations to the taxpayer and the government. As you say the bank is forging ahead with this restructuring programme. It has posted this a profit for the first half of the year, but as you say these problems are still ongoing but stop ppi claims, the total bill at 18 billion, the largest in the banking sector, they are the paying, mortgage holders, also this ongoing issues of hbos reading bank, Small Business customers affected by that. How do you rank those problems still facing lloyds and how are they going to get through them . Many of them are legacy, so particularly ppi, they relate to quite some time ago mis selling. There is a deadline put in place for august 2019 so there is a hard stop of when people can claim compensation for that mis selling. So at some point these Conduct Costs will start to recede and will focus more on the underlying progress, hopefully positive progress, from the bank going forward. Good to talk you, sue noffke there from schroders. Now back to those results announced earlier this morning by heathrow airport. Half year results from britains Biggest Airport show an increased turnover of a. 1 compared with the First Six Months of last year, and recorded a profit after tax of £2a6 million. Passenger numbers rose 3. 9 to 37. 1 million citing the use of larger, fuller aircraft. Earlier this month hotelier sir earlier aurora submitted profits at he said would be higher than a rival scheme and this has been welcomed by british airways, john holland kaye, Chief Executive Officer at heathrow airport, joins me. Thank you forjoining me. Miss aurora saying he can build a third Ru Nway Aurora saying he can build a third runway provide billion pounds less than you. Is he right . We have been working with airlines for the last six months to see how we continued to reduce the cost of building heathrow and committed a borderfor passengers and that is what we are getting too. It is notjust about having the cheapest project. We have to make sure at first but local communities sustainably and it delivers the long Term Economic success for the uk and that is what exactly our plan does and why it was backed by the government and the Airports Commission and why our shareholders and are getting behind it and getting on and making sure we have the Global Connectivity with the uk is countries are desperately needs. You are right when it comes to the issue of a third runway, it is not just about to the issue of a third runway, it is notjust about offering the best value for customers. What guarantees can you also make that youre going to limit my advice, pollution and noise . We have already come up with a plan working with the Airports Commission and having listened to local communities to make sure your people will be impacted by noise than today. We will offer a Noise Insulation for hundreds of thousands of homes around the airport, not just in the new fightback but in the existing flight paths as well. And of course we are targeting to have no more cars on the road with expansion, and to back that up we are investing on electric vehicles around the airport, better Public Transport access, we have Just Announced a deal with Transport For London which will see more Crossrail Services coming into the airport and that will be fantastic Service Getting people in and out of Central London quickly by Public Transport. John holland kaye, Chief Executive Officer of heathrow, we will leave it there but many thanks. Dont forget you can get in touch with me and some of the team on twitter im bbcbaxter. Thats all the Business News. Thank you, alice, see you later. The nominations for the 2017 Mercury Prize have been announced. The award promotes the best of uk and irish music, Recognising Artistic Achievement across a range of contemporary music genres. Lets have a look at the nominees. First up is the british grime artist stormzy. He was named as an artist to look out for in the bbcs influential sound of 2015 list. His debut album, gang signs prayer, released in february this year, was the first grime album to reach number one on the uk albums chart. Next is ed sheeran the man who doesnt really need introduction. The Singer Songwriter has had huge success in the last few years, including his third album divide which went straight in to number one this year. Two singles from the album, shape of you and castle on the hill, broke a number of records in the uk, us and europe. Winners of the 2010 Mercury Prize the xx have been nominated again. After a four year lapse in album releases, the band released their third album, i see you, on 13 january 2017, which debuted to Critical Acclaim and peaked at number two on the billboard 200. Another former nominee kate tempest is also on the list. She is a poet, spoken word and Hip Hop Artist, who was nominated for the 201a Mercury Prize. In 2013, she won the Ted Hughes Award for her work brand new ancients, and released the album let them eat chaos in october last year. The indie rock band alt j are next up. Alt j have already won the mercury music prize back in 2012 with their debut album an awesome wave. Now theyre hoping to repeat the feat, this time with their third album relaxer released last month. Some lovely music not often heard on the bbc news channel. With me is steve holden Music Reporterfor radio ones newsbeat to talk about a few of the nominees in a bit more detail. Who are your tips for the top . Lets talk about stormsy first because he has had an amazing year and he has hit the Old Fashioned but grime music head on and he has to get the balance right of being appreciated by critic and his original plans and goals of finding a place in the mainstream and bringing big songs and big hits featuring on other records like little makes, the latest single. He has struggled the Critical Acclaim with commercial success. Also last year in 2016 ske pta success. Also last year in 2016 skepta won the Mercury Prize can eat you are so skepta won the Mercury Prize can eat you are so he is well placed this year. Ed sheeran, iam you are so he is well placed this year. Ed sheeran, i am surprised, you are so he is well placed this year. Ed sheeran, iam surprised, it is his first nomination he has ever got and he is by far the most well known on the list but the thing about the Mercury Prize is it rarely celebrates real mainstream pop, real mainstream success. Divide is the biggest selling Album Of The Year so far, 2 million copies sold in the uk, although in fact for you, back in the 90s the spice girls spice was nominated so the mercury as history with mainstream. You are saying he shouldnt be on the list . Im just saying it is unusual for an artist of his magnitude to be there. When i went to the presentation earlier they were saying he is the master of they were saying he is the master of the modern pop songs and when he released his album, at the top 20 or most of the top 20 was pictured with his tracks. He is also stormzys friend. They featured on records. Friendly rivalry. What about the xx . They represent part of the mercury that likes to celebrate previous su ccesses. That likes to celebrate previous successes. When the xx one in 2010 for their debut album it was a Stepping Stone for the rest of the career and they are in a position where their album has been nominated, i see you, they have been real Darlings Of The Festival Circuit and a big headline act. With alt j they won it for the debut album. They like to acknowledge their successors and then there are more obscure albums on the list. I knew all of them apart from one, the jazz quartet called dinosaur who are on there. They are led by this instrumentalist called laura and the album has got rave reviews. I had a listen to it and it sounds amazing. Iam listen to it and it sounds amazing. I am surprised you havent heard of them. One of my favourites steve holden, thank you for putting us through the Mercury Prize. Lets see if there are any awards for the weather. Simon king can tell us. We could see some Stormy Weather this afternoon. Some heavy showers reported across Western Areas of the uk and you might see some of this sort of cloud, look at those bulbs underneath the cloud, that could indicate some heavy downpours or even the Odd Thunderstorm as well. As we go through the afternoon, one of us could catch some heavy potentially thundery showers. Quite breezy conditions as well. Sunny spells in between those showers and top temperatures about 16 21dc. Through this evening and tonight it will stay quite unsettled. For the show is particularly towards northern and Western Areas. Elsewhere there was showered tend to fade away and during friday more of the same across scotland and scotla nd the same across scotland and scotland in Northern Ireland. Cloud increases with rain spreading to South West England into wales and eventually the midlands and the South East Of England as well. Temperatures 17 21 and finally for the weekend, it will stay quite breezy and unsettled with some sunny spells but also expect some rain at times as well. Bye bye. This is bbc news, and these are the top stories developing at midday. The Government Asks experts to work out the costs and benefits of eu migrants, more than a year after britain voted to leave the european union. Child protection workers missed opportunities to prevent two teenage british muslims being radicalised before they were killed after travelling to fight in syria, a serious case review has found. The parents of the terminally ill baby charlie gard have until midday today to agree with Great Ormond Street Hospital how his life will end. Experts cast doubt on the traditional advice that you should always finish your course of antibiotics. Wild fires are continuing to burn in parts of Southern France as thousands of people are moved from their homes but the Authorities Say the situation is improving. Also this hour, major inconsistencies in the way Drug Driving Laws are being enforced in england and wales. Thats the warning from the Police Watchdog, as data suggests some forces are more proactive than others. And spoken word poet kate tempest is among the artists nominated for this Years Mercury prize well be speaking to her after 12. 30. Good afternoon. She said, we need the most accurate picture possible of the extent to which the uk economy uses eu labour. She also sought to reassure businesses there would be no cliff edge once we leave. She concluded by saying, put simply, the uk must remain a hub for international talent. We can speak to our assistant Political Editor norman smith. Some of the governments critics say it is too late to be dining out how important migration is for this country. I think there are a lot of questions about the timing of this enquiry because not only is it more than a year after the referendum, but it is going to reportjust six months before we leave the eu. More than that, it will be reporting after the government has drawn up its Immigration Bill, so the timing does seem a little bit odd and there has been a degree of confusion, too, it has to be said, about the language that the Home Secretary has been using today and the immigration minister has been using. Amber rudd seems to be saying she wants to have a more gradual phased in approach to any new rules on immigration, saying to business, i hear your concerns, we are going to listen to you. The immigration minister, brandon lewis, seems to have been adopting a much tougher approach, saying that Freedom Of Movement will definitely end on march 2019. We will have a new system in place by then. Quite unequivocal. That has added to the sense of confusion what has added to this Isa Confusion what has added to this is a Commute Seu Confusion is this is a Commute Seu Confusion is this isa is a Commute Seu Confusion is this is a significant announcement but some senior ministers just were not in the loop, including the foreign secretary, borisjohnson, who is in australia at the moment. He was asked at a Press Conference what he thought about the enquiry and clearly was caught on the hop. The honest truth is you bring me news of this report today, phil, so im sorry if i dont. I cant comment on. It sounds like an interesting report. Oran interesting potential report. I can give you my views about immigration. I think immigration is broadly a positive thing for society is if you allow talented people to come in a controlled way to great metropolises like london and sydney. Not surprisingly, labour have seized on this. The Shadow Home Secretary diane abbott insisted this morning that the proposed Immigration Bill shouldnt be published by the government until this commission has reported. She challenged the timing of this whole enquiry. What we have to remember, and the government is onlyjust realising, is there are many key areas of industry and social institutions that are dependent on eu migrants. Social care in london would collapse without eu migrants. They make a very big contribution to the nhs, to education, to financial services. Its belated of the government to start to understand their key significance, but they are significant. So, where are we . I think where we are is that the Home Secretary, amber road, is desperate to get business to have a bigger role, a bigger say in shaping the sort of Immigration System we have posed brexit. The difficulty is, many in business feel they are being pretty much kept out of the loop up to now. More worrying from their perspective is they think time is now running out because, obviously, business have to make investment decisions, often yea rs have to make investment decisions, often years ahead, and they say they need to know now what this new Immigration System is going to look like. 0k, Immigration System is going to look like. Ok, norman, thank you. Norman smith. Professionals missed opportunities to prevent two teenage british muslims being radicalised before they were killed after travelling to fight in syria. Thats according to a serious case review, which found there was no recognition that an 18 year old man, abdullah deghayes, his 17 year old brotherjaffar, and their three siblings were becoming vulnerable to radicalisation in brighton. Another of the mans Brothers Amer had told itv news in 201a that he had promised allah he would continue on the path ofjihad until i get killed. We will have more on that story in the next few minutes. The notion that you should always finish a course of antibiotics, even if you feel better, is being challenged by a group of leading medical experts. Writing in the british medical journal, its argued that taking antibiotics for longer than necessary, can raise the risk of developing a resistance to the drugs. However, englands Chief Medical Officer says people shouldnt change their behaviour. It turns out that it was first mentioned 70 years ago. Alexander fleming, who discovered penicillin, in his nobel prize speech, he mentioned that you should finish your course. Antiobiotics were wonderful pills. There is already an nhs campaign to cut the use of antibiotics. The Chief Medical Officer says the evidence will be reviewed, but that for now the message remains you should stick to prescriptions, and always follow the doctors advice. That speak to kieran in southampton from the Royal Pharmaceutical wild fires are continuing to burn in parts of Southern France. Thousands of people have been forced to leave their homes and campsites around the town of Bormes Les Mimosas. Many are spending a second night on beaches, or in sports halls and other public buildings. At least 6,000 firefighters and troops are now battling the flames. Harvey biggs reports. Sorry, i dont agree have that report, but those fires, as we were saying, in Southern France, appeared to be improving. Weve been hearing from our correspondent Hugh Schofield, who has been in Bormes Les Mimosas earlier on. He says the situation does seem to be under control, although there are still pockets of fires. Lets hear from hagi. For a third night, the skies glowed red in Southern France, as fierce wildfires continued to burn out of control. Hillsides engulfed by flames in Bormes Les Mimosas, west of st tropez. Local residentsjoining firefighters to battle the blaze that has forced the evacuation of over 10,000 people. Translation all of a sudden, we were in front of a wall of flames, near the Cypress Trees we didnt hesitate. The number of assaults in prisons in england and wales has risen to a record high, according to new figures released by the government. There were more than 26,000 assaults in the year to march 2017. There we re in the year to march 2017. There were also a Record Number of self harm incidents, more than a0,000. There were 97 self inflicted deaths in the year to june. Taiyah pebbles was discovered at Herne Bay Station in kent on wednesday morning. British transport police said the teenager was pronounced dead at the scene after sustaining serious injuries believed to be caused by electrocution. A Postmortem Examination will take place on friday. The parents of the terminally ill baby charlie gard had until midday to agree with Great Ormond Street Hospital how his life will end. They had already accepted that charlie will spend his last days in a hospice rather than at home, but chris gard and connie yates are asking to spend more time with their son before life support is taken away. With me is our correspondent richard lister. What is the latest . Moon was the deadline for charlie gards parents to come up with a medical team to oversee charlies care at the hospice, days they hope to spend with him before the life for charlie is withdrawn. We have heard no announcement about whether or not they have been able to assemble a tea m they have been able to assemble a team that Great Ormond Street Hospital approves of. We understood yesterday that it was going to be very difficult for that to happen. In fact, it extremely unlikely. There is no formal announcement about the status of this agreement, nor do we necessarily expect one. U nless nor do we necessarily expect one. Unless the parents choose to say something. The anticipation is that charlie will be moved to a hospice at some point fairly soon and his life support will be withdrawn at some point, but we dont know exactly when and the judge in this case has ordered that those timings not be disclosed. These are the last stages of a really protracted acrimonious legal battle between the pa rents acrimonious legal battle between the parents and the hospital. Yes, this was really a question about who had the moral authority to decide what was best for charlie. Of course, the pa rents felt was best for charlie. Of course, the parents felt they were best placed to decide what charlies future should be. But the courts have to appoint a guardian for charlie in a case such as this and in fact the Legal Process is such that the human rights of a child are said by the courts to take precedence over the rights of a parent. Thank you. The Police Watchdog says figures gathered by the bbc suggest the are residences in the wake Police Across england and wales are enforcing Drug Driving Laws. The news beat investigation indicates some forces are more proactive than others. The headlines on bbc Newsroom Live. Lets talk to our home affairs correspondent, tom symonds, in hove. Just tell us more about the findings of this serious case review. The background to this is that this family, a libyanfamily, moved background to this is that this family, a libyan family, moved to a suburb of brighton in 2008 and the children, the brothers, suffered race youll bullying from people in this area from the school and out of the community. That drew them to attention of Child Protection professionals in this part of the world. The boys were put on a Child Protection plan at one point, but this report has concluded that those professionals felt they didnt have the tools to deal with the situation that face them. After that point, the Child Protection plan ended. Then what happened is that some of these three boys became interested in Radical Islam and they became interested in travelling to syria, which they eventually did, and the two boys this report is about were killed in 201a. The review which was commissioned by the council wanting to find out what lessons could be learned found that it was a total shock and surprise that these boys we re shock and surprise that these boys were considering going to syria and also that, as the council said, they we re also that, as the council said, they were let down. The system let them down as a whole. A bit of context, because 2013, 201a, was as the authorities were waking up to the idea that people wanted to travel to syria to take part injihad to idea that people wanted to travel to syria to take part in jihad to fight for the various groups out there. They all say here at the Press Briefing that things have improved since then. There is much more knowledge of the problem now and though there is still some way to 90, though there is still some way to go, they have recognised that there we re go, they have recognised that there were failings. I think the review sort of points out a number of missed opportunities, doesnt it . There were. There was an occasion when a teacher reported that some of the children, including one of the brothers, were interested in radicalising white pupils at the school. That was passed on. There was a suggestion that police had some intelligence of radical intentions among these boys, but stu d e nts intentions among these boys, but students pass that on two Social Workers. Those kinds of missed opportunities, one of the key points in these reports is that at this point, 2013, 201a, Social Workers, Child Protection professionals. They we re Child Protection professionals. They were not working closely enough with Police Officers involved in the prevent strategy, the governments programme for trying to keep Vulnerable People away from being radicalised. The two were not working closely enough to get a full stop the claim now is that they are working more closely and there have been improvements. There were also concerns that Social Workers simply did not have the interest in vocabulary to understand how some of these communities, these ethnic minority communities, with fitting in to this part of the world. A wide range of lessons to be learnt in a report which is about learning lessons, which doesnt come in with Strong Language alleging failures, pointing the finger. It is about learning lessons. Many thanks indeed for all of that. Lets get more on the wildfires in the south of france. Chris and janet wright have been holidaying in Bormes Les Mimosas for the last 35 years and we unable to sleep inside their caravan last night. Theyjoin us they join us now. Theyjoin us now. Thank you for being with us. It looks pretty idyllic there behind you, but it has been a bit of a nightmare. Tell us about your experiences. It has indeed. As you are aware, the campsite was evacuated last night and people had to sleep in the hall. Just sleeping in their Sleeping Bags and makeshift tents. We had hoped that things would brighten up today. They have, but that the fires have settled down, but the whole of the campsite is still closed. We are still waiting, maybe another night on the beach. Janet, you have been going there for many years. Have you seen going there for many years. Have you seen anything like this . We have seen seen anything like this . We have seen forest fires before, but never anything quite as close as this. We have the aeroplanes coming down to collect water to put on the fires but when this fire got to the field behind the campsite, that is when we escaped. It was terrifying. The whole sky was filled with smoke. It went dark. We had to take cover. There were flames shooting up beside the road. It was quite terrifying. We arejust seeing the road. It was quite terrifying. We are just seeing some of your pictures. Really vivid, dramatic pictures. Really vivid, dramatic pictures of all that smoke you are talking about. So many people taking refuge on the beach. Yes, there were. As i say, it could be happening tonight, but really i also fearfor happening tonight, but really i also fear for the people who are on campsites where the whole campsite has been devastated, the people who lived locally with their homes, that have lost their homes. I have heard fortu nately have lost their homes. I have heard fortunately that nobody has been killed, but the firefighters have been absolutely brilliant. Thank you both. Sorry, we are out of time. Thank you for being with us. Stay safe and take care. Thank you, chris and janet. Letsjoin our lets join our correspondent in glasgow. Tell us more about this case and what we know about it and the political dimension now on this. Exactly what has been alleged and who made these allegations is not known, but we do understand there has been a claim of bullying made against phil gormley by a Senior Officer and it is being investigated by the Police Investigations and review commission. They will not be able to give us any more information about the case, but what they do say is that if these allegations are to be proved, they would amount to gross misconduct. Of course, if that was a sufficiently serious, that could lead to phil gormleys dismissal. He is scotlandss most Senior Police officer. Police scotla nd Senior Police officer. Police scotland is the lot do a second Largest Force in the uk. He has been in the post since 2015. He says he will continue his duties while this investigation is taking place. He says he will cooperate fully with it. Of course, as he was saying, politicians have been speaking out about how serious this situation they believe is. The liberal democrats have asked that he step aside while the investigation is underway. The scottish conservatives say the Police Service in scotland is now rudderless. They say this is the latest in a line of crises that the latest in a line of crises that the police force has faced here and they are asking for the Scottish Government to step in to take control of the situation. The Scottish Government says it would be inappropriate for them to comment any further at this stage. How long will this investigation take . We cannot answer that. The commission has said it will take as long that needs to thank you. A look at the weather now. Not looking fantastic. It is an acronym for dodging downpours. There are heavy showers, catch one and they could be hail and thunderbird good measure as well. Very few are going to escape at least one shower today. A big cluster is working across Northern England at the moment. A bit more scattered further south across england and wales into eastern scotland, but some are going to push right the way eastwards across these areas as we go through the afternoon. The risk of a heavy downpour at the test match at the oval, for example. Look at temperatures. It is quite breezy, so nothing special for the time of year. Many southern and eastern parts of the uk become drier overnight, but we will keep the showers into Northern Ireland, North West England and western scotland. To which is overnight holding up at around ten to 1a degrees. The showers towards the north west of uk continue quite readily tomorrow. Much of inward and wales will be dry for a time, but under the Weather System is coming m, under the Weather System is coming in, promising outbreaks of rain. Initially advice of South West England by the end of the morning, then into wales as the afternoon goes on weather will be heavy bursts. Wishing further east across the rest of it went. We wouldnt break above the 20 degrees mark. 21, maybe 22 degrees and some east anglia, but see this rain here . This will march right across more of england and wales as we go through tomorrow evening. And then the whee kim, unsettled with more showers. This is bbc Newsroom Live with ben brown. The headlines. The government has asked independent experts to produce a report assessing the costs and benefits of eu migrants, as part of plans to develop a new Immigration System after brexit. The commissions work will help inform what industry and sectors need within the new structure of immigration as we go forward after being radicalised and travelling to syria to fight for so called islamic state, criticism of Child Protection workers after this british muslim and his brother were killed in the country. Researchers say theyre no longer certain that a full course of antibiotics needs to be taken for it to be effective but gps urge people not to change their behaviour. Wildfires in south eastern france have forced the evacuation of 10,000 people overnight. Hundreds of firefighters have been deployed to battle the fires in the south east. Scotlands most Senior Police officer, phil gormley, is being investigated over claims of gross misconduct. The details of the allegation have not been made public. Today marks 50 years since the Sexual Offences act came into force in england and wales. It meant homosexuality amongst men over 21 was no longer a criminal offence. Prime minister theresa may says the conservatives have been wrong On Gay Rights in the past but can be proud of the role it has played in recent years, despite there being more to do to achieve equality. With me is the human rights campaigner peter tatchell. Moored to be done says the Prime Minister to achieve equality, do you agree with that . Absolutely and im very disappointed she has apparently rejected the appeal that i made to her earlier this week to make a public apology on behalf of the nation to all those men who were convicted both before and after 1967 for consenting victimless homosexual behaviour. And i also urge to her that she should consider compensating those men who suffered not only the indignity of a criminal conviction but the stigma it entailed but also as a consequence they lost their jobs, entailed but also as a consequence they lost theirjobs, were unemployable and their marriages had broken up, they lost custody of their children. Many were beaten up and assaulted by homophobic neighbours. Some were driven to Mental Illness and even suicide. It was a terrible decade of suffering so was a terrible decade of suffering soi was a terrible decade of suffering so i think an apology and compensation is very much due and i am disappointed the Prime Minister is not the sector but the postal sector that proposal. She was saying in the interview to date the changes in recent years have been dramatic, do you agree with that . That is true. Up until 1999 britain had by volume the largest number of anti gay laws anywhere in the world. Some dating back centuries. Although there was partial to criminalisation in 1967 it only applied to england and wales. Not extended to Northern Ireland until 2008 and not fully effective in scotland until 2013 and after 1967 at least 15,000 men were convicted for consenting same sex behaviour, but things like young men aged 16 20 treated as criminals if they or their partners had sex. Gay and bisexual men were arrested but giving each other a good night kiss or Holding Hands in the street. People who had sex in a flat that had other people present and has redeemed to be not doing in private and they were rested. Lots of people suffered after 1967 at least 16,000 convictions after that partial law reform. This 50 year anniversary. We have been talking about the dramatic changes in this country but i think there are more than 70 countries around the world that homosexuality is still a criminal offence and some terrible abuses against gay people around the world. Yes. 73 people still have a total prohibition on same sex relations, often penalising both men and women. The penalties range from just a few Years Imprisonment right up to Life Imprisonment right up to Life Imprisonment and intend muslim majority countries there is the Death Penalty for loving person and having sex with the person of the same gender. So much more work to do, although the global trend is towards greater equality, so in the last 30 years more than a0 countries are decriminalised same sex relations, so that is progress, but there is backlash as you note in countries like russia, syria and elsewhere, there has been escalating repression of lgbt people, so that those people life is actually getting worse and not better. Peter, thank you for being with us. The short list for one britons most prestigious music awards have been announced among the nominations are storms come at the x x and ed sheeran. The winner will be announced on 1ath of september. Earlier i spoke to news bigs steepled in the pub to meet first of all about the rapper stormzy. He has had an amazing year and hit the fashion for grime music head on and he gets the balance right of being appreciated by critics and his originalfans appreciated by critics and his original fans and also finding a place in the mainstream and bringing big hits featuring on other peoples records like little mix, he features on that. He has struggled the Critical Acclaim with commercial success. Last year in 2016, one of his mates skip to won the Mercury Prize and he is well placed this year. Ed sheeran, iam prize and he is well placed this year. Ed sheeran, i am surprised, prize and he is well placed this year. Ed sheeran, iam surprised, it is his first nomination and he is the most well known on the list but the most well known on the list but the thing about the Mercury Prize is it rarely celebrates mainstream pop and real mainstream success. Divide is the biggest selling Album Of The Year so far. It has sold 2 million copies in the uk although a little fa ct copies in the uk although a little fact for you, i can be 90s the spice girls were nominated. Are you saying he shouldnt be on the list . Girls were nominated. Are you saying he shouldnt be on the list . girls were nominated. Are you saying he shouldnt be on the list . I am just saying it is unusual for an artist like him to be there. They we re artist like him to be there. They were saying here is the master of the modern pop song and when he released his album basically half of the top 20 or most of the top 20 was pictured with his tracks. He is also stormzys friend. They featured on records. A friendly rivalry. What about the xx . They represent a part of the mercury that likes to celebrate their previous successes. When the xx one in 2010 for the debut album it was a Stepping Stone for the rest of their career. They are now in the position that the album has been nominated, i see you, they have become real darlings of they have become real Darlings Of The Festival Circuit. They are big headline act. With alt j they won it for the debut album, so be mercury likes to acknowledge its previous su ccesses. Likes to acknowledge its previous successes. That was steve holden talking to me. I am happy to say one of the nominees, kate tempest, the poet, spoken word and Hip Hop Artist is here in the studio. Thank you for being with us. Congratulations for being with us. Congratulations for being nominated. Were you surprised, pleased . Being nominated. Were you surprised, pleased . Yeah, being nominated. Were you surprised, pleased . Yeah, it was a complete surprise and i am very pleased. There was a bit about your work for people who maybe dont know it. There was a bit about your work for people who maybe dont know it. This album is a story, narrative driven record that tells a story of seven different characters all awake at a 18am in the morning for one reason or another, they have looking for a bad dream orare or another, they have looking for a bad dream or are up all night or had just got home from work and we zoom in to the planet and the city and the street and the homes of the seven characters. We find out what it is keeping them awake and discover through experiencing their particular intimacies and vulnerabilities that they have much more in common than they might have realised at which point a big storm brea ks realised at which point a big storm breaks of london and brings them out into the street. Where did you get the idea for that . I think it is very useful to have an organising principle in investigating characters and you are trying to interrogate an idea and find out exactly where these demos you are creating might like to go and it is quite a difficult question to explain where an idea comes from, so i cant answer the question i am sorry. That is a good answer, perfect answer to a ridiculous question probably. But just, perfect answer to a ridiculous question probably. Butjust, you sort of combined poetry, spoken word, music. Give us a sense of what you are trying to do with your work. It depends what form im working in what the idea wants me do. I have been working in different forms whether it is writing for theatre writing long poems or shorter songs orfiction. At writing long poems or shorter songs or fiction. At published a novel last year which was a very different process. Something that is a pig instructing my songwriting now having got to the end of the novel writing process. Do you think all those different ways of working help the other ways in a sense . Are some artists too regimented and just do one kind of thing . Not at all. But thatis one kind of thing . Not at all. But that is their creative ambition and that is their creative ambition and thatis that is their creative ambition and that is where they feel comfortable expressing themselves, i am not want to make judgments about other peoples creativity, but itjust so happens i enjoy lyricism and i enjoy language so much and i also enjoyed the idea of putting myself to explore new forms but the commonality between them all is language and it is words that dried meat. That is true of some of the other nominees. Ed sheeran is very popular, are you a fan of his . have not heard the record. Ok, but a lot of the nominees, the wrecks are very cheap, and the . Sampha has a beautiful turn of phrase in his lyrics. If you are a vocalist as incredible as he is, something that one artist might say, his melody and internation brings a whole new meaning to it which is the beauty of music and what music can do to language and how musicality can influence the politics of language is something i am really interested in. Iam is something i am really interested in. I am championing is something i am really interested in. Iam championing him is something i am really interested in. I am championing him and is something i am really interested in. Iam championing him and i is something i am really interested in. I am championing him and i would love it if he took the prize home. But you wouldnt mind if few one as well. I feel really proud of this record that we made and i feel gentle and calm about this whole process because a couple of years ago i was nominated before and it was dizzying and i didnt know how to breathe properly and now it feels having been to the progress, it is cliched but it is good to me nominated. Iam proud cliched but it is good to me nominated. I am proud of the record we made and it is kind of exciting that people might come to it who havent heard of it before and check it out in their own terms and i feel like it is doing its thing and holding its own space and i like that it reaches some people, that is my pleasure about being included in this list. Many congratulations and good luck. Kate tempest, thank you. The headlines on bbc Newsroom Live. Its its dog. Lets talk more then about a new report ordered by the government looking at the role eu nationals play in the economy as it attempts to draw up a post brexit Immigration Policy. The Home Secretary, amber rudd, said the report she has commissioned from the Migration Advisory Committee would help the government decide what kind of Immigration Policy was needed after brexit Freedom Of Movement is the phrase people use about being part of the eu from what we have at the moment. But we have said is we want a new informed evidence based eu migration policy. We commissioned the mac to deliver on that, and independent group and they will be consulting with business and in the meantime they will be an Implementation Phase when new eu workers who come here will need to register their details, but the full new eu Immigration Policy will be after the mac as reported in the final phase of leaving the eu. Say you want businesses to be sure there wont be a coverage and there will be flexibility, what does that look like . Visit work permits . We have all those possibilities and the sort of thing we might discuss after the mac has concluded the review but let me be very clear, what they are doing is gathering the evidence. It will be for the government to set the policy. But we want to hear from businesses and what their views are as we were about this during the next year. On that evidence clearly Different Industries and different parts of the country want different things. I will use outside the mull . We will have to look at the evidence to make sure we try and do that. We are leaving the eu and we will be having a new policy but part of what iam announcing having a new policy but part of what i am announcing today is show that we will make sure it is evidence based and that we are going to make sure that it works for the whole country. I am sure that it works for the whole country. Iam here sure that it works for the whole country. I am here in scotland today to celebrate the launch of a new type of boat that will help to keep our borders secure. This is going to bea our borders secure. This is going to be a really National Consultation so that we look at the different regions and make sure the policy we finally arrive with does support the whole country. On that, the groups of peers and mps in the Scottish Government has said the possibility ofa government has said the possibility of a different arrangement for scotla nd of a different arrangement for scotland should be left on the table. Is it on the table or something you should be considered . We havent seen evidence for that working in any way but we have absolutely at the mac to make sure they look at the whole of the country, the goal of the union to see what would work best. Does that mean the possibility of a different deal is on the table or hasnt been ruled out . It hasnt been specifically now lets get a look at the Weather Forecast. But we asked them to look at the different areas of the country. The Government Asks experts to work out the costs and benefits of eu migrants, more than a year after britain voted to leave the european union. After being radicalised and travelling to syria to fight with jihadists, criticism of Child Protection workers after this british muslim and his brother were killed in the country. Ex bursts casts doubt on the traditional advice that you should a lwa ys traditional advice that you should always finish a course of antibiotics. Are the days numbered for the president s top law officer and what is happening about the trade deal with the United States . The bbcs Emily Maitlis is in washington and asked the new head of White House Communications Anthony Scaramucci. I think this will resolve itself over the next week or so. What i would say to my colleagues and cabinet members is that if you really understand the president s personality. He is a straight shooter who likes to express himself and let people know how he feels, sometimes it is a tough conversation. He has had some of those consistent with me. What is that, at that conversation with Jeff Sessions, why is he putting about it . Part of his nature is here that tough person and amy natalie goodway, really trying to use the bully pulpit and the oval office and his presidency to execute an agenda on behalf of the American People and this is a tough time. Do you think he will stay in hisjob . This is a tough time. Do you think he will stay in his job . It is up to the president. I thinkJeff Sessions. It would have to be up to the president. I dont want to interrupt whatever is going to be the outcome between applied Jeff Sessions the president. the outcome between applied Jeff Sessions the president. I like but people a great deal. I worked with attorney generalJeff Sessions on the campaign. I am a huge supporter of the president and his agenda but i would say to my colleagues here, with avatar exoskeleton, be a tough person with a strong backbone, at some point they think they will meet. Does that mean allowing the president of the United States to be rude to you, basically slightly off ina public rude to you, basically slightly off in a public forum . You are from Great Britain but im not from Great Britain. Iam Great Britain but im not from Great Britain. I am from a town that is right on the border of queens and the president grew up there so we have different Communication Style thatis have different Communication Style that is a little bit more direct and less su btle that is a little bit more direct and less subtle and polite but you dont think that politicians in europe town are tipping each other left and right . They make you think each other in more subtle ways, i sort of like the more open approach. One of the things i cannot stand about this town is the backstabbing that goes on here. Where i grew up in the neighbourhood i am from we are front stoppers, we like to tell you where we are coming from. If you can handle the personality or his argument which i happen to love you will do great with the president. think your viewers will appreciate it. I will talk you about front stabbing because i wonder whether he has been from disturbed of his senators. It is, a congregational setting, a lot of conversations go on. It took lincoln three or four times to get what he wanted from the senate and the house of representatives which was the full abolition of slavery, that was a much tougher thing to get done and we are working on it right now. Even under obama devoted to get rid of obamacare, it was only obama that kept that bill going. Hereunder trump. It took 22 months but obama to get what he wanted from the legislature. We are in six months of the residency. Think about what we are trying to accomplish inside one year. If im right and are trying to accomplish inside one year. If im rightand i are trying to accomplish inside one year. If im right and i believe i will be and the president will make it so we get the obamacare repealed and replaced which i predict will still happen and we get a level of tax reform that we havent seen since 1986 and we do that inside a 12 month period of time the presidency i think that will be remarkable and hopefully we will. The guy had a pretty good predictive. A bit of good news because donald trump tweeted that he was very excited and the big trade deal with the uk. Just to get them the specifics, our environment secretary today said he would not do a deal with the us that meant accepting chlorine minced chicken, the big question going on in the uk at the moment. The question is would the Us Administration with the government make those concessions to doa government make those concessions to do a deal with us . The good news about me, we are meeting each other for the first time, i have no idea what is going on with the chlorine rinsed chicken so to even make up something you will not do that and they want an interview in a week or two i will figure out what was going on with chlorine rinsed chicken. Do think we will get the trade deal with the us . 10096. Do think we will get the trade deal with the us . 100 . He do think we will get the trade deal with the us . 10096. He does the united kingdom. Do you want to trade deal with the uk more than the eu . We wa nt deal with the uk more than the eu . We want to trade deals with everyone. Think about the Special Relationship we have had since the inception of this great nation. This nation is a disruptive start up. It was a group of rich guys that got together and said we will break away from the other country and start our own country, this is the disruptive start up, the president is bringing it back to its roots of disruption. We will disrupt. Does that mean making concessions to do trade with the uk . What does that mean . With you me does have way and we had to give it to you . I dont think so. He is about reciprocity and fair and equal trade. Hejust is about reciprocity and fair and equal trade. He just wants is about reciprocity and fair and equal trade. Hejust wants it is about reciprocity and fair and equal trade. He just wants it to is about reciprocity and fair and equal trade. Hejust wants it to be reciprocal. But as Anthony Scaramucci the new White House Communications director. Lets return to the revelation that you may not need to always finish a course of antibiotics thats at least the thought of a group of leading medical experts. With me is professorjodi lindsay from st georges, university of london. Thank you for being with us. We have a lwa ys thank you for being with us. We have always been told it is a mantra you must finish the course of today are pics but now it seems maybe not. Yes, it is always traditionally been the advice given and it has alloys been good advice, and that advice is based on the fact that we didnt wa nt based on the fact that we didnt want under treat infections and we we re want under treat infections and we were so concerned want under treat infections and we were so concerned about conserving and today are pics in the past but things have changed recently. Im sure your audience is familiar with lots of campaigns we have had recently about reducing the amount of the radically prescribed, and so what were concerned about now is that many patients are already colonised with and resistant bacteria so they might be in the gut or diagnose or in their skin and so every time a patient is ticking and and to be that it is potentially selecting for those other bacteria on their bodies notjust any resista nt on their bodies notjust any resistant bacteria that they might be effective with it that makes sense, and so what we are worried about the selection of the colonising bacteria because in future when future infections, long youre much more likely to be infected with your own bacteria and if they are increasingly ridged resista nce if they are increasingly ridged resistance those other gadgets are less likely to work. That is the science, in terms of what people taking and to be affixed should actually do come if the idea that when they start feeling better they just stopped taking the course . think this is the opportunity to think this is the opportunity to think about having a discussion with your doctor at the time of prescribing and it could be there are certain patients in conditions where it is appropriate that if youre feeling better earlier on you could stop early and that is a conversation you could potentially have with your doctor but what we really do need is more evidence and more research about how long we should be prescribing ez to this study that has come out today and these people have said, it is not based on research, is it, it is opinion . It is an opinion piece but sometimes Opinion Pieces are required when the evidence is lacking and in this case the evidence that the longer courses if not necessarily there but there is some good evidence summarised in this opinion piece about shortening the courses, so there has been some studies recently which had shown sometimes instead of 1a days, seven days of the biot excite me enough or instead of ten days five days might be enough, in certain situations and we need to do more of those types of studies. So really wejust we need to do more of those types of studies. So really we just need to think about this, do more research and have a debate about it . Definitely. But not change what we do about to be optics right now . think there was a good time to be having a debate. Thank you for being with us, professorjodi lindsay from st george s universe street, london. The duke of cambridge will begin his last shift as an air ambulance pilot today before taking up his royal duties full time. For the past two years hes been working for the east Anglian Air Ambulance service. Writing in the Eastern Daily press this morning he says hes been proud to serve. Our royal correspondent Nicholas Witchell reports. It is a job which has clearly meant a great deal to him, to work as a member of the emergency services. Valued for what he does rather than who he is, flying an airambulance, and helping to save lives. It was more than two years ago that william first reported for duty with the east Anglian Air Ambulance. He had finished as an raf sea rch and rescue pilot, but chose to retrain and qualify for this new role. On his first morning, he explained how much it mattered to him. Im just fantastically excited to be here today, the first day. Its been a long time coming. It has been many exams and training to get here, and im hugely excited to bejoining a very professional bunch of guys and girls, doing such a unique, complex job with the air ambulance. In the months since, william has piloted the air ambulance to scores of emergencies. He has seen tragedy and extremes of emotion in close quarters. Writing in the Eastern Daily press this morning, he says he is hugely grateful for having had the experience. He says it has instilled in him. After tonights shift, william will embark on the role which has been his destiny, as a full time, working member of the british royalfamily, taking on more responsibilities in support of his grandmother, but with what are clearly deeply embedded memories of his time as pilot William Wales of the east Anglian Air Ambulance service. Ina in a moment we will say goodbye to viewers on bbc two. And the news that one is coming up in a few seconds with my colleaguejane hill with much more on the top stories of the day. Right now lets get the Weather Forecast and that comes today from nick miller. It is another day for dodging the downpours. A rash of showers moving west to east across the uk. Some of us have had a bit of sunshine, scotla nd us have had a bit of sunshine, scotland has fared quite well but there are showers moving in as well. Catch a shower wherever you are today and it could be heavy and possibly thundery, maybe a bitter pill for a time. It is quite cool with the showers. The wind is modestly as well. Outside of the showers once they have moved through it is fairly pleasant in the sunshine but you can see by temperatures nothing special but the time of yearand temperatures nothing special but the time of year and only a few places getting about 20 celsius. Maybe parts of the person accused, isle of wight, coastal areas across to kent might avoid most of showers and stay dry. Gradually through this evening many showers will fade but you can see them continuing overnight to affect Northern Ireland, North West England, west of scotland, occasionally further east across the northern half of the uk. 10 1a free overnight temperature.
