And Mark Cavendish is out of the Tour De France, following a crash which saw his sprint rival peter sagan disqualified from the race for his involvement. Good morning and welcome to bbc newsroom live. Its understood the goverment is to send a taskforce in, to take over parts of Kensington Council, in the wake of the grenfell fire tragedy. It is thought the Housing Department and other departments will be run by an outside organisation, but the council itself will not be taken over. Most of the families who lost their homes are still living in hotels, despite government pledges to rehouse them all by today. There was anger and frustration at a meeting with police and the westminster coroner last night, where residents demanded to know why there have been no arrests. The coroner is said to have described the scene inside the building as apocalyptic. Nick quraishi reports. This was the first opportunity for families to put their questions directly to police and the westminster coroner. One reason this private meeting lasted more than 3. 5 hours. It is understood relatives were told in graphic detail the challenge that forensic teams are facing in even trying to find dna which could identify loved ones. They say the information they are getting isnt good enough. We personally asked, where is our family . We want to know, is our families bodies still there . Is there anything from them . Whatever it is, we want to know exactly what it is, do not hide anything. And the answers that were coming back were, we dont know, we dont know, we dont know. Today is the deadline set by theresa may to rehouse the 158 families made homeless by the disaster. According to the grenfell Response Team, that target has been met, with 139 formal offers made, butjust nine have been accepted. Lawyers for survivors say most of the accommodation is simply unsuitable. My daughter is losing her focus because it is not her place. We need something more suitable for her. We need something with dignity. Three weeks after the tragedy, police still maintain their investigation will be exhaustive and will bring the answers that the families desperately deserve, however long it takes. Nick quraishi, bbc news. We have just had a statement from the metropolitan police, talking about the investigation and the work they are doing to try and identify they are doing to try and identify the number of people who died. They are saying that they have Fore Nsically are saying that they have forensically recovered at the last of the visible Human Remains from the tower. In total, they have made 87 recoveries, but they stress the catastrophic damage within the tower means that is not 87 people. Until the coroner concludes work to the satisfaction, i cannot tell you how many people will have been found. We will use all available techniques and experts to identify the remains of those we have recovered. That is from the police. 0ur assistant Political Editor norman smith is in westminster for us now. Big changes in there with this is being dealt with . Yes, clearly the Housing Minister Has said they are going to send then a task force to manage the Housing Department. This is clearly the department at the centre of much of the Control Controversy after the tragedy. There Isa Controversy after the tragedy. There is a Lota Controversy after the tragedy. There is a lot a lot of the tenants with regard to the offers they have been made in terms of alternative housing. I think that could form a lot of the argument over Prime Ministers questions today. This was of course the deadline that the Prime Minister said would be for providing temporary accommodation to all of the families. This, was of course temporary accommodation. Many of theirfamilies course temporary accommodation. Many of their families felt they could of been offered permanent accommodation. 0nly14 of the families have taken up the offer of temporary accommodation, in part because some of the accommodation is out with kensington and others are unwilling to move to temporary accommodation, seeing that the accommodation, seeing that the accommodation is not suitable for them. That is one of the reasons why them. That is one of the reasons why the Housing Minister Has said we will bring in someone else to take over the running of the council s Housing Department. It is a very dramatic move. Why has it taken so long . To be fair, Kensington Council have already been stripped of many of their responsibilities. The Council Leader and the Chief Executive and the Deputy Leader have all gone. A collaboration of other local councils are at the moment sending in the people to help manage Kensington Councils initial response to this. In many ways, it has already been taken over who are believed to be better placed to deal with this sort of situation. It is not totally unprecedented. Birmingham city council had a task force sent enough that it got into all sorts of financial difficulties. But it does underline the criticism and concern of the week Kensington Council have responded to the cases and whether they have been, frankly, up and whether they have been, frankly, up to the job. We can speak to our Correspondent Know in west london. Housing has been offered and rejected in many cases for serious reasons, including it not being in the area. What is there in terms of what could be offered which would be suitable and in the area . Presumably, if it was clear and easy to offer, that would of happened . M isa to offer, that would of happened . M is a problem. It is a problem finding temporary accommodation. Some of the residency the accommodation was not suitable. 0thers Accommodation was not suitable. Others are showing that theyjust wa nt to others are showing that theyjust want to find the rate permanent home. This ev do not want to move into temporary accommodation in the short term only to be moved again a few months later. Edna kelly from the local Response Team explained why so few families have taken up the offer. The vast majority of them are just not ready to make that long term decision about where the family should go. They are seriously considering women should stay really are in Emergency Accommodation in order to make one move into permanent accommodation. We need to realise the impact on the families. The trauma that they have been through. They do need to take a step back and take some time about what would be the right move for them. We have heard an update from the metropolitan police. It is the first significant update and some time. He said the worst visible remains were removed on monday. They said the recoveries, 87 of them, have been made. The have been saying that these are not fooled by these, but parts of bodies, the any evidence. The police also seeing it will take up the police also seeing it will take up until the end of the year for the search and recovery operation to finish. To give an indication of how difficult that is, they say 15. 5 tonnes operant baby is on every floor and they have two assessed through that to try and find invisible Human Remains. A very difficult task. Frustrated families said to the police that they wanted to know, but the police simply said it will take a long time because we have to get it right. We can bring you some pictures of the queen. They are in scotland today. They are visiting falkirk. They are at the Queen Elizabeth ii canal. They are being met by local dignitaries. They will officially name the canal and a flotilla of kraft will go along the canal. This was a project which was driven by a partnership of Falkirk Council and the Scottish Government. It got a £25 million grant from the National Lottery fund. It transformed wiest climbed into a visitor attraction. It will nowjoin up visitor attraction. It will nowjoin up with the forth and clyde canal, which comes from the east and the river carron. The queen is also going to be meeting the canadian Prime Minister. He is visiting scotland. They will be going to the 620 scotland. They will be going to the g20 summit in hamburg. He is visiting the university of edinburgh. She has a busy day. Meeting the canadian Prime Minister and, as we said, opening the Queen Elizabeth the second canal. Duke of edinburgh the cover you will remember, was in hospital recently. But note in the sunshine with the queen in falkirk. We will revert for the moment. Police repeatedly failed a disabled refugee who sought their help before being murdered in bristol four years ago, according to a report by the independent Police Complaints commission. Bijan ebrahimi made dozens of calls to police, mainly to report racial abuse, criminal damage and threats to kill. He was eventually beaten to death by a neighbour, who wrongly believed he was a paedophile. Avon and Somerset Police say they have made changes and have apologised to his family. Jon kay reports. Bijan ebrahimi. He told Police Dozens of times that his life was in danger. To just do whatever you can. What part of be quiet do you not understand . Shut up now, a report says that, over several years, the iranian refugee was repeatedly failed by avon and Somerset Police, treated as a nuisance, not as a victim. In 2013, he was beaten to death by a neighbour outside his flat and his body set on fire. The independent Police Complaints Commission Says there were systematic failures in the way he was dealt with. Todays report runs to hundreds of pages and it says this whole case has laid bare what it calls the disrespect, the prejudice and even contempt with which some officers and staff treated Bijan Ebrahimi in the days before he was murdered here. Reading that report and just coming to terms with what happened to bijan, it was devastating. He always thought that he is in a country that police are there to protect people. And he couldnt see anything beyond that. Last year, pc kevin duffy and Community Support officer Andrew Passmore were jailed after being convicted of misconduct in a public office. Pcs Leanne Winter and helen harris were cleared by the jury, but were later sacked by a misconduct hearing. We accept that we failed Bijan Ebrahimi at his time of greatest need and throughout that time, he was respectful and he had confidence and trust in us, the police. And we let him down and, for that, we are sorry. Avon and Somerset Police say they have improved the way that they deal with Vulnerable People as a result of this case. Bijans sisters are still waiting for the local councils report. In response to the report, Bristol Council said they were very sorry for any shortcomings which are been highlighted. He said they would like to extend the deepest sympathies to the family. He said the council would respond fully when the Partnership Report was published. The us and south Korean Military have jointly warned north korea that war cannot be ruled out, following pyongyangs Intercontinental Ballistic Missile test. These are the first pictures of the launch missile, which some experts believe could reach as far as alaska. Washington And Seoul Have responded by firing their own Ballistic Missile tests, escalating tensions even further just days before World Leaders are due to meet at the g20 summit in germany. Greg dawson reports. Two, one. A show of force and a not so subtle message to north korea. This was the moment us and south korean troops fired missiles into south korean waters early on wednesday. The pentagon called it an exercise to show precision fire capability. It came as the us confirmed north korea did test an intercontinetal missile for the first time. A changing moment of Global Security. Kim jong un, who personally supervised the launch, has reportedly called it a gift to america on theirjuly 11th celebrations. Its a move he hopes will keep him in power and protect his people. Some us officials now believe north korea could fire a missile capable of reaching alaska. A significant step forward that President Trump said earlier this yearjust would not happen. In a series of tweets, President Trump urged china to pressure north korea to end this nonsense once and for all. But china has so far been reluctant, or unable, to turn the screw. In a visit to russia, the president called for a freeze on north Koreas Nuclear weapons programme, but also a suspension of us and south Korean Military exercises. Both look unlikely. Us and south Korean Military chiefs claimed on wednesday they were maintaining self restraint, despite provocation. But they warned underestimating their capability would be a grave mistake. Greg dawson, bbc news. Victims of harassment and stalking in england and wales are being left at risk because of failings by police and prosecutors, according to an official report. Two watchdogs found that crimes were not being recorded, investigations were poorly conducted and Legal Protection was not offered to enough victims. Iamjoined by i am joined by two guests. What do you think about this . Are you surprised . Not at all. The damning report simply mirrors the experiences of victims of stalking every day of the week. What sort of things to you here . People virtually been terrorised every day. People following them, threatening them, threatening to kill them. That is exacerbated by the fact that when the report it, the Hit Something of a brick wall. Why is that . Why are individual complaints treated as individual complaints treated as individual complaints treated as individual complaints rather than the dots being joint . As rachel said, it is damning and hugely disappointing. I started a conversation with groups around the country to try and understand what stalking was. We in changes to the law and new guidelines and processes , law and new guidelines and processes, but evidently, that has not worked and people simply do not get what is going on. When you listen to what happened to the gentleman in bristol, he was simply not taken seriously. I know it was a different issue, but there are similarities. Numerous incidents adding up destroying peoples lives and ultimately, a suicide. Unless you get the that every simple single incident has to be taken seriously, people will get left out. When did you think this issue seriously needed addressing . There were a number of cases. We have had many cases which i became aware of when i was Chief Prosecutor which could have been stronger at an earlier investigation been better. Also, the prosecutors dealing with it simply did not understand what was happening to the victim. If you speak to the victim, something which is missing, the officers may not understand but the prosecutor has obligation to understand it. No amount of training will improve human judgment. You can amount of training will improve humanjudgment. You can tick amount of training will improve human judgment. You can tick off all the boxes you want, but no box ticking can save lives. How do you change that . If the law is robust enough, why is this not good enough . I think the legislation when it was brought in could have been clearer. 0ne brought in could have been clearer. One of the things it does healthfully is make a distinction between harassment and stalking. The latter is defined by obsession. Doesnt matter what the motivation is . Does a matter if someone is being pestered in a way in which the life has been made very uncomfortable . The difference was brought up because it could have the difference of the amount of risk. If someone has an obsession, he could have a full time occupation of following someone. Theres a slight difference between that and harassment. In 90 of orders by women and im in, there was elements of stalking taking place prior to the murder. The rationing of nhs treatments, such as hip, knee and cataract operations, as well as Mental Health services, has increased significantly in england over the past four years, according to a study published in the british medicaljournal. Growing financial pressure and increased demand for services has led some areas to withdraw funding for some procedures, leading to what some doctors describe as a growing postcode lottery. Here is our health correspondent, dominic hughes. A growing and ageing population is putting more pressure on the nhs, meaning certain operations are being withdrawn. The nhs is struggling financially. There has been underinvestment by government for Yea Rs Underinvestment by government for years and certain areas are having to make these very difficult decisions. We are funding has been left there on, doctors can make individual requests only case by case basis Analysis Shows that these have increased by 47 in the last four years. There has been a big increase in requests for hip and knee operations in the same period. Ca ta Ra Ct Knee Operations in the same period. Cataract operation requests have also been up sharply. What operations to fund made by local clinical commissioning groups. They say that given the limited budget, they are forced to make difficult choices balancing the needs of the individual with that of the weed population. Critics see this is now creating a postcode lottery. A study says students from the poorest backgrounds will leave university with £57,000 of debt. The report, by the independent institute for fiscal studies, says most graduates will still be paying off Student Loans into their fifties and three quarters will never clear the debt. The government says those from poorer backgrounds are now going to university at a record rate up 43 since 2009. With me is jack britton, co author of the report and a researcher at the institute for fiscal studies. Tell me about more about the report. This outlines the broadstone e in the past few years. The student debt went up because of the increase in Student Loans, but Government Funding went home, meaning graduates are now picking up a larger slice of that bill. 77 of are now picking up a larger slice of that bill. 7796 of graduates will end up that bill. 7796 of graduates will end up not repaying. It means people will be rekeying into the early 50s, 50 yea rs will be rekeying into the early 50s, 50 years afterfinishing will be rekeying into the early 50s, 50 years after finishing university. This is being looked at closely by politicians. It has always been a big political issue, but in the recent election, the labour party we re recent election, the labour party were saying they would scrap tuition fees. What would you conclude would be the policy going for work . One of the points we try to make is that we do not think there is disaster here. 7796 do not think there is disaster here. 77 of the people having some date written off is not a crisis. What we are seeing is the government does not have a lot of control with regard to unpaid loans and itjust goes to the people with the lowest earnings and not with those who make of the most positive outcomes. What about the impact on decisions of people going to university. The fees have not made a difference there. That is one of the interesting things. Theres this feeling that people would be put off by going to university. That is not a strong analysis of that. Access to university for the poorest students was not really phoned by the 2012 reform, but the labour party believe both that may be a problem in the future, but also they may be a more general problem of having large debt. Thank you very much. The headlines are coming up on the bbc news channel. In a moment, we say goodbye to viewers on bbc two. First, we leave you with for a look at the weather. It one of the key promises from it was one of the key promises from theresa may in the wake of the Grenfell Tower tragedy that all survivors would be rehoused in quality accommodation by today. Despite that pledge only nine offers have been accepted and many families are still living in hotels. So, three weeks after that devastating fire, why are so many people still not living in a place they can call home . 0ur reporter Frankie Mccamley went to meet one man who lived in the tower with his 10 year old daughter. This man lived on the 15th far of g re nfell tower. This man lived on the 15th far of Grenfell Tower. They have now been living here for three weeks. Grenfell tower. They have now been living here for three weeksm Grenfell Tower. They have now been living here for three weeks. It is not comfortable and it does not feel like home. I miss my room and all the memories i had of my baby albums, i miss them a lot. My daughter, shes losing her focus because this is not her place, her room, it is not our life. I find it ha rd to room, it is not our life. I find it hard to sleep, have nightmares about if it happens again, if i wake up andi if it happens again, if i wake up and i see a fire. See a fire in the building. I feel useless. I feel like i have no power to take away all this pain from her. If i could, i would tickle the pen put it on me. Families say they have received severe support but they they once monthly visit them. Most of the people in my building, they were very close to me and they were like family. And seeing them go was not good. As the family struggled to come to terms with what has happened, they say they have been a two bedroom flat just over a happened, they say they have been a two bedroom flatjust over a mile away, but he says that is too far from her school and it is not big enough. As addicting, they need to deal with us in a proper way. This is so frustrating. It is very bad. They have not found any solution. They have not found any solution. The council says it has made 139 offers of accommodation to Grenfell Tower residence, none of which have been accepted. It says the three week target of offering temporary homes to the effect it has been met, but for this family, the money and support they have been offered is simply not good enough. They are putting a price on us. They give you £5,000 each. Is that the value of lives . I want this to finish. That is all i want. My dignity. Have you got any faith in the service is any more . Know. I have faith in the residence and the community and the volunteers, my faith is there. More on the study that suggests he studied believing that many believe university with much debt. They believe they will still be paying off Student Loans into their 50s. Norman smith has been speaking to the universities minister. The report today suggests graduates are emerging from the university with debts of up to £50,000. This is miss mabel s mac number two has suggested that a National Debate needs to get under way. Lets talk about this 50,000 figure. Are you co mforta ble about this 50,000 figure. Are you comfortable that graduates should be merging with that level of debt . We have a world class Higher Education system in this country with three universities in the worlds top ten, 19 in the top 100, we need to ensure it is sustainably funded and we are. The unit to resource, the per Student Funding that is following stu d e nts Student Funding that is following students into university is up 25 since the financial reforms that we re since the financial reforms that were introduced and we have got to ensure the cost of bringing that resource to our University System is shared fairly between the individual student who goes on in most circumstances to have much higher Lifetime Earnings and the general taxpayer pay, who will not had a chance to go to university and have those higher earnings, and that is what our system does. But as a society, we want people starting their working life with debts of £50,000 . What we need to understand is it is a very special Financial Product that offers the borrowers huge protections. First of all, no one makes any repayments until they are earning above £21,000 stop then the repayments are licked to the amount they are earning, so if the earnings go up or down, so do their reading payments. All debts are written off completely after 30 yea rs, written off completely after 30 years, no other Commercial Loan would offer that protection, and the government is making a Huge Investment in the Student Loan Book and this represents a conscious deliberate subsidy to allow more people to go to university, more people to go to university, more people from disadvantaged backgrounds to go to university than ever before and that is what our Economy Needs. And yet students will be charged an Interest Rate in the autumn of 6 on those debts a higher than the Bank Of England rate 7. 25 . Why should they be charged thatis 7. 25 . Why should they be charged that is a high Interest Rate and would you consider reviewing bad . The Interest Rate needs to be put in the context of this unique Financial Product that i described to you that has these very special features but repayments that it again after a student is earning over £21,000, Loa Ns Student is earning over £21,000, loans written off entirely after 30 yea rs, loans written off entirely after 30 years, a Financial Product that is made universally without any credit scoring, no assessment of a prior financial record, this is a unique financial record, this is a unique Financial Product. We are making no money on this. It is making a substantial investment in it and thatis substantial investment in it and that is a conscious investment to get more people to go to university, more people from Disadvantaged University that run bat allowing those of a disadvantaged background to go to university. Labours policy of abolishing tuition fees would jeopardise the Financial Sustainability of our University System, forced the weaned deduction of Student Number Controls and through social mobility that is been moving so strongly in the right direction sadly into reverse. What youre saying seems to be that the current is going to continue and yet we we re current is going to continue and yet we were told by damian green there will be some great National Debate in the Conservative Party because of the Progress Thatjeremy Corbyn seemed to be making to attract students. We always want to expose the shortcomings of labours policies and damiens fat broking piece was to get a chance to reflect on how wrong we would be as a country to jeopardise the system and so the social mobility progress the system has enabled to reverse and he is right to do so. That is the governments responds on these latest figures from the iss about the level of debt some students are an with. Lets go live to westminster and talk to the shadow education secretary. It is still labour policy to wa nt secretary. It is still labour policy to want to scrap tuition fees . Absolutely, and we believe we should remain with education maintenance gra nts remain with Education Maintenance Grants as well because we believe children and students from disadvantaged backgrounds are being held back by this government. They are leaving university with £57,000 worth of debt and the drop off rate for disadvantaged students is actually significantly higher under the conservatives. It is astonishing listening to the minister because they have also you turned and gone against their promise that they would not hold the thresholds down for repayments, and now anyone that owns £21,000, they have to start paying back the loans. It is regressive, it will not solve our problems, the crisis we have in terms of teachers and nurses, doctors, they are making the biggest mistake, they need to look at this again. Joejohnson, to say it is a commercial investment it is astonishing. What about the argument around social mobility and the argument that Student Tuition Fees has expanded opportunities for people to go and now if you are from a disadvantaged background, a3 more likely to go to university than you are in 2009 and they say that is thanks to tuition fees. U nfortu nately, we thanks to tuition fees. Unfortunately, we see graduates that Stat University and can carry on with their studies and still have that that. How many young people are now leaving university . That is obviously related but it is not specifically answering the point about the social mobility and the increasing numbers. Let me be clear, the numbers, there are still places that are unfilled in universities, Student Numbers have been falling and those from a disadvantaged background find it increasingly difficult to stay on in their studies. I believe it is because of the debt they are saddled with and the debt they are saddled with and the loss of Education Maintenance Grants. These are important to help stu d e nts grants. These are important to help students carry on with their studies. Vince cable says to scrap tuition fees would be very dangerous and stupid. He says, how do you end the discrimination between the a0 of stu d e nts the discrimination between the a0 of students that go to university and would be subsidised opposed to the 60 but dont . And would be subsidised opposed to the 6096 but dont . That would be highly inequitable. I can understand that point because he propped at the government that allowed them to triple tuition fees when they promised they would knew that fact do that. People will potentially get in atan do that. People will potentially get in at an advantage at the end of it, a degree, why subsidise bad . Here is the important difference between the policies. 0ur Education Service was free at the point of need, cradle to grave, ads was a lifelong education approach allowing people to get the qualifications they need and that the Economy Needs to make britain prosper. It is the bonus is that for all of us. If we did not have the doctors, nurses in our Public Services, we lose out as a result, and if you are a higher earner, or a big corporation, you would pay a little bit more in tax, but that would ensure our young people do not leave university with over £50,000 of debt, which i think is scandalous for one of the richest countries in the world. The decision may not have any Financial Impact on out is owned by a different company. A quick look at the markets. Not really going anywhere. The ftse is up really going anywhere. The ftse is up eight touch. I think were waiting for some big figures from the us later in the week. The market is quiet at the moment. The pound is pretty steady at the moment. That is the business news. Theresa may will face questions from mps sharply during Prime Ministers questions. Lets go to our assistant Political Editor. We are in for a busy time because we have Prime Ministers questions and then we have urgent questions, the first from the Shadow Chancellor on the Public Sector pay 93p chancellor on the Public Sector pay gap. That is, where are we on that, because there is an offer to firefighters of a 2 pay rise which seems to breach the 1 pay cap anyway. I think it is a very good question. I dont think anyone quite knows where we are on this pay cap because the firefighters have been offered 2 in the autumn and 3 in the spring and they said, not good enough. So they are looking to run straight through the pay cap, the argument being they have accepted seven argument being they have accepted Seve N Yea Rs argument being they have accepted seven years of pay freezes and the 196 seven years of pay freezes and the 1 cap, the will it is enough. The difficulty for the government is if other Public Sector unions see the firefighters get a big pay rose, they will say, they have got it, why cannot we . It is that is even wide the government can have difficult Cya Government can say the firefighters can have this rise and other Public Services not. We have had Philip Hammond the other day saying we have got to keep our nerve, have a fair balance between taxpayers and Public Servants, but then as we know, we i have counted half a dozen ministers saying they wa nted half a dozen ministers saying they wanted the pay cap brought to an end, including the foreign secretary, not a man you think would have much responsibility for Public Sector k. I believe this will be fuel by the fire faster because the pressure to get similar increases will be phenomenal. Another question after that one on g re nfell tower. Another question after that one on Grenfell Tower. What are you expecting . We know the government is going to sendin we know the government is going to send ina we know the government is going to send in a task force to take over some parts of kensington and Chelsea Council, the Housing Department. Kensington and Chelsea Council criticised for hits response, so the government will send in some experts to try and manage the housing side a bit better. Important to say it is not taking over the council, and that has angered the mayo of london who has issued a statement. These are taking over that department is the absolute minimum. He says the problem with the kensington and Chelsea Council is the residents do not trust it. Better to sending the images to take charge of the entire council. That has been a complete loss of faith. We believe the focus will be the outside, is that housing. At the moment the council, it is run from members of other Better Councils who have been drafted in to take charge in the immediate aftermath of this crisis. We also have Prime Ministers questions. We will bury back with you for that. Before we get Prime Ministers questions at the top of the hour, we will catch up with the weather from the hour, we will catch up with the weatherfrom simon king. Good morning. We have got a hot stayer head of us in the south. It will stay over phone like that for the next few days, with the heat will also compute mid to, so it could be uncomfortable overnight. As it go through today, central and southern parts, temperatures getting up to 29, but the north south eastern scotland, quite cloudy, some drizzle, possible. Cabbages only about 1a 17. Through this evening,. Could be uncomfortable for sleeping in the south because we have got the humidity, and with the heat and humidity as we go into thursday, thunderstorms working their way up over central, southern england, east anglia, if you thunderstorms in the north west of england after first afternoon. Another hot day. Temperatures potentially at 30. Sure to this is bbc news and these are the top stories at midday. The government announces a taskforce to take over key kensington and Chelsea Council services, in the wake of the Grenfell Tower fire. The response to the disaster is expected to come up at Prime Ministers questions. This is the scene live in the house of commons. A disabled refugee who was beaten to death and set on fire was repeatedly failed by the police, a report finds. And rising fees and Interest Rates mean students could leave university with debts of over £57,000. Good afternoon. Welcome to bbc newsroom live. Lets take you live now to the house of commons, where theresa may is holding Prime Ministers questions. 0ur assistant Political Editor norman smith is in westminster for us now. What are you expecting the focus to be on . Inevitably, it is going to be largely focused on Grenfell Tower. Bill is going to be a Public Consultation launched on the terms of reference for the enquiry. He will invite members of the public to suggest what should be the terms of reference and what should be looked at in the enquiry. The will of course be a focus on Grenfell Tower itself, rather than a broader look at Safety Issues in general. Last week saw the 80th Anniversary of the 999 service and i am sure the house willjoin me and recognising the tremendous work done in the nt out by the emergency services. I had meetings with ministerial colleagues. Later this week, meetings with ministerial colleagues. Laterthis week, i meetings with ministerial colleagues. Later this week, i will attend a meeting of the g20 common query will discuss the Global Economy and counter terrorism. Her body beaten and forced to abort a baby get all. This is just some of the Domestic Abuse my constituent has faced by her estranged husband because she has refused Genital Mutilation. She had a good job until the home office revoked a rate to work. Will the Prime Minister intervened to stop this family being deported and this three Year Old Girl being subject to female Genital Mutilation . The Home Secretary has heard of the case she refers to. The issue of female Genital Mutilation issue of female Genital Mutilation is one of which we are all agreed across this house. It is an aborted activity, should not be taking place and great efforts have been made in recent yea rs, and great efforts have been made in recent years, both in terms of strengthening the law on this, but also im getting information out about the issue and trying to support people in communities where there is a practice of fgm. A message has to grow from this house today that we will not accept fgm. In recent days, iraqi forces have made significant gains against isil. With the Prime Minister agree that a broader International Alliance needs to work with the Iraqi Government to make sure that it is sufficiently strong to withstand the poisonous ideology of isil as we seek to defeat it . In order to keep the streets of britain safe, we need to continue to protect isil. We have conducted over 1a00 stra kes continue to protect isil. We have conducted over 1a00 strakes from the era. But it is notjust about military action. It is about how we ensure there is sustainable reconstruction and rebuilding afte rwo rds. Reconstruction and rebuilding afterwords. 0ur troops have helped train over 55,000 Iraqi Security force personnel. We are providing millions in International Aid to iraq and we must work internationally to make sure the hateful ideology of extremism is not allowed to poison the minds of people. Mr speaker, can i wish everybody a very happy pride minds. A survey taken phone that has of the people and london suffered heat trains as a result of them being lgbt. Trains as a result of them being lg bt. After trains as a result of them being lgbt. After a trains as a result of them being lg bt. After a week trains as a result of them being lgbt. After a week of flip flopping, we finally got some clarity from downing street. On monday, the Public Sector pay at 1 remains. In every moment of agreement, yesterday we had news that firefighters would be offered 2 this year and 3 next year. Could the Prime Minister confirm with the Public Sector pay will remain for all other Public Serva Nts will remain for all other Public Servants until 2020 . Will remain for all other Public Servants until2020 . I will remain for all other Public Servants until 2020 . I join will remain for all other Public Servants until 2020 . Ijoin the irate honourable gentleman and wishing everyone who takes part in trade london the very best. I value the incredibly important work done by Public Sector workers. , including those in the National Health service and others. I understand why people are unhappy with the p. Perhaps i canjust set out what the current position is. We have heard the review bodies reporting in march. That included nhs staff and the armed forces and the government accepted the recommendations in all three cases. The firefighters are water is not one which is decided by government, but by the employers. There are outstanding peer review body reports. These recover prison officers, police officers. The government will consider the report is very carefully. We do that, we will always recognise the need to ensure that we take those decisions against the need to live within our means. The right honourable gentleman both value Public Sector workers and Public Services. The difference is that i know we have 2p for them. The Public Sector pay causes real shortages in nursing and teaching and many other professions, as well as real hardship. I got a letter from a teacher last week called dave. He is doing a good job. I quote, i have been teaching for ten years. I have seen my workload increase. People have left the profession than start and no form of paid entries in seven years. The only Thing Holding the system together is the dedication to struggle on for the students and staff. But he says this dedication is starting to run out. What we are doing is recklessly exploiting the goodwill of Public Servants like david. They need a salary rise. He refers to the amount of teachers and nurses working in the Public Sector. We have more nurses and teachers than we had in 2010. I will remind them of why it is necessary for us to exercise restraint and public spending. It is because we inherited the biggest deficit in our history. We have acted. Author order please lie down for a while. The Prime Minister. We have acted to bring that down. It is no down by three quarters. At the same time, we have seen the economy go and record levels of employment. 0ur have seen the economy go and record levels of employment. Our policy on Public Sector salaries have recognise that we need to balance the need to be fear to Public Service workers, to protectjobs in the Public Sector and to be fair to those who pay for it. That is the balance we have to strike and we will continue to assess that. We have at seven years of tax cuts for the rich and tax breaks for the biggest corporations. Last year, there was a net loss of 1700 nurses and midwives to the nhs. In the first two months of this year, 326a have left the profession altogether. Not a great Birthday Present for the nhs, is it . Last week, the chancellor said we all value our Public Services and the people who provide them. He went on to defend its own economic record by saying we had the fundamentally a robust economy. The Prime Minister phoned one Million Pounds to keep her own job, by clinching not find this same amount of money to keep nurses and teachers in thejobs, who amount of money to keep nurses and teachers in the jobs, who after all serve all of those . The right honourable gentleman talks about the number of nurses. I think the figure he was talking about was those registered in the United Kingdom. The are about 600,000 registered in the United Kingdom. About half of them work within the nhs in england. Contrary to what he said, we have 15,000 more nurses working in the nhs working today than compared to 2010. I understand that has been ha rd 2010. I understand that has been hard for people who have been working hard on making sacrifices over the years as we have been dealing with the labour party S Mismanagement of the economy. But let me remind the honourable gentleman when you do not deal with the deficit. It is not a theoretical issue. Look at the countries who field to do with it. Greece come off where they have not dealt with the deficit. What did we see . Spending on the Health Service cut by 36 . That was in greece. I hope the Prime Minister is proud of her break out of controlling Public Sector paid to the extent that hard working nurses have to access food banks in order to survive. And the frozen wages of teaching assistants, paramedics and council workers. It is notjust in the Public Sector. Across the economy, we dues are rising by 2. 1 low inflation is nearly 3 . 6 million workers already in less than the living wage. What does the Prime Minister think that tells us about seven minister think that tells us about Seve N Yea Rs minister think that tells us about seven years of a conservative government and what it is done to Living Standards of those people on whom we all rely to get our Public Services and Health Services delivered to us . I will tell them. We see record numbers of people in employment. Nearly 3 million more people in work. We have seen the introduction of a National Living wage, never done by the labour party. Done by a conservative government. And we have seen a Million People taking note of p and income tax altogether. And the change in the personal allowance which is the equivalent of £1000 a year to basic rate tax payers, including nurses. That is the record of the Good Management of the economy that you only get with the Conservative Party. Mr speaker, the Prime Minister simply does not get it. Catcalling. We have got plenty of time. We can run on as long as possible. People are making excessive noise. Maybe they should think about how they would like to be seen by their constituents should be king. It is very down market. Jeremy corbyn. There is a low p e epidemic in this country and it has a terrible impact on young people. Those in the 20s while a £12,500 a year less than the generation which went before them. The first generation to be what worse off than the last. They are less likely to be able to buy their own house, more likely to be saddled with debt and more likely to be in insecure, lowly p work. What does the Prime Minister and the government actually offered to the young people of this country . What we offer more people as more jobs, and an opportunity to own their own house. What is not fear to refuse to take tough decisions and to load debt on our children and grandchildren. It is not fear to bankrupt our economy because that leads to people losing theirjobs and their homes. It is not fear to go out and tell people that they can have all the public spending they wa nt have all the public spending they want without paying for it. Labours way leads to fewer jobs, want without paying for it. Labours way leads to fewerjobs, fireplaces and more taxation. Higher taxation. When the tories talk of tough choices, we know who suffers. It is the most vulnerable in our society. Young people employed on the hours contracts are more likely to have your mental and physical health. Students whove worked hard at University Graduating with £57,000 worth of debt which will stay with them until they retire. Let me spell it out to the Prime Minister. This is the only country in which we dues have not recovered since the Global Financial crash. More people are using food banks. Forge million children living in poverty. Young people who see no prospect of owning their own home and 6 million earning less than the living wage. The Low P Epidemic is a threat to our economic stability. Can she take some tough choices and instead of offering platitudes, offer some real help and support from those in work, young people who deserve better and deserve to be given more optimism rather than greater inequality . We see the proportion of people in absolute poverty is at an absolute law. He asks for help from those who are low paid. I will reiterate the help we have given. We introduced the mandate every living wage. We have cut taxation, taking people out of paying income tax, cut tax for those who are basic rate tax payers. We are ensuring there are jobs and an economy to provide those jobs. The best route out of poverty is being in work. I know the right honourable gentleman has taken to calling himself the government in waiting. We all know what that means. Waiting to put up taxation, waiting to destroy jobs, waiting to to put up taxation, waiting to destroyjobs, waiting to bankrupt our country. We will never let that happen. Water i know the Prime Minister and her ministers are looking at better Mental Health care for everyone. I recently visited an eating Disorder Service in leicester. £1. A billion more is going on Mental Health services and can the Prime Minister ensure that will go to nhs Front Line Services . I commend my honourable friend for the work she has done in setting up the project. Iam happy has done in setting up the project. I am happy in paying tribute to the work of the eating Disorder Service. She says they do incredibly important work and we must do more to transform the Mental Health services we provide for young people. That is why we are putting more money into Mental Health. It will reach £11. 6 billion. That funding will get through to Front Line Services. One example of is the work we are doing to make sure teachers and staff at schools are trained to identify and deal with Mental Health problems in children. I saw that when i visited a School In Bristol last week. They are really improving the quality of services for people with Mental Health problems. As we meet here today, there is a service taking pa rt today, there is a service taking part in St Peters Church in dundee for the former mp and i am sure the house would join with me to commemorate the work done by our former parliamentary colleague, Gordon Wilson. The government has not addressed rising inflation and slowing growth. As their workforce faces a decade of lost wages, has the Prime Minister believes she is looking out for those who are just about managing . I am sure all members of the house wish to offer condolences to the friends, families and colleagues of Gordon Wilson and to recognise the role he played in politics in the United Kingdom. I say to him what is important is that we ensure that we have an economy which is increasing the number of jobs, because the best route out of poverty is for people to be in employment. That is what were doing. We have seen nearly 3 million newjobs being doing. We have seen nearly 3 million new jobs being created doing. We have seen nearly 3 million newjobs being created in years. We also kill people by cutting taxation. That is exactly what we have done. Introducing the National Living wage is giving people real help. It is the raisin in the poverty which should concern us. The increase in young people in poverty over the lifetime of this parliament. Since the general election in 2010, the ftse index has risen by 1100 points. Workers will ayr on normal by 2021 and they did in 2008. Will the Prime Minister give workers a pay rise. in 2008. Will the Prime Minister give workers a pay rise. I would of thought with this background, he wouldve recognise the role that monetary policy, Including Quantitive Easing has done in making sure that we have been able to provide those levels of employment. What steps is the government taking to look at the foreign a budget so that we can help promote Global Security . We are committed to honouring our International Commitments on foreign aid. The money is saving lives in building a more stable and prosperous world. It is in our National Interest but we need to make sure the money is being spent properly and efficiently. The Development Secretary is driving value for money and efficiency in the foreign aid budget, focusing on greater transparency, boosting payment by results. We set up an independent aid watchdog. It is important we are committed to this, but it is important we make sure it is spent well. A young constituent of mine pd 300 and House Reservation Fee which she will not be refunded because the landlord withdrew from the contract. She never has to pay fees of £650 to get a different property. When will the Prime Minister act and stop these rip off fees being put onto young people trying to get onto the Property Ladder . We recognise these issues. He will recognise that we need to ensure that anything we do get straight. We do recognise the problem and will do something about it. In 2008, open it for what an amendment which would of extended the sentences for cruelty to animals from weeks to years. Can we all conceive what will be done so that people who are wilfully cruel to animals are punished much more severely . I am grateful for him raising this issue. We all share a high regard for animal welfare. We need to have robust laws in place for those people who are not properly looking after animals. In and who is cruel to an animal will be prevented from having animals, and may even be sent to prison. That is why we are always reviewing the sentencing policy. With the Civil Service reportedly having to explain that there is no have your cake and exit option. Can she explained to us we have the rear cleaners with regard to wages . A lot of the lock out, we want to negotiate the best possible deal for the United Kingdom that ensures we have the controversial comprehensive Free Trade Agreement that we can continue to trade with our European Partners and that we ensure we are growing our economy. It is notjust about our economy. It is notjust about our relationship with the european union, but about the deals we will do with other countries around the world. And it is about Time Management from a conservative government. They have highlighted the contribution made by the maritime police. Does my honourable friend believe that working with other agencies can make a positive contribution to helping protect our borders . I recognise the contribution that the special Co Nsta Ble Contribution that the Special Constable has made in her constituency. When i was Home Secretary, i brought serious agencies together to look atjust this issue of how we deal with protecting our borders and that joined up working can make a real positive contribution. What matters is not just hope positive contribution. What matters is notjust hope we do that, but it is notjust hope we do that, but it is having an impact and claim it has fallen by one third to a record low since 2010. When i go to my consulted on monday, he will probably give me the same advice but the nurses and those hospitals are overstretched, overworked and underpaid. They are having to use food banks. Will she know listen to those losses and do something about their pay . Eyes set this out earlier. People may not realise that form rushers, that is the overall Public Sector pay increase. Many nurses also receive increments on top of that. For a typical band five loss, they will receive 3. 8 on top of that 1 . It isa it is a Strong Economy that delivers this, and it allows this government to create many new medical School Placements and new Medical Schools. Does the pm agree with me will that the Lincolnshire Radzi and sparsity to allow for a new Medical School in this great county . He makes an important point is that we can only pay for our Public Services if we have that Strong Economy. That is the basis of it and as he said, we are going to train 1500 more doctors every year to ensure the nhs has enough doctors to give that safe Compassionate Care that we want to see. Didi you wages looking at the question of how to allocate these races and will publish their findings sharply. They are looking at new and aspiring Medical Schools and im sure my honourable friend has always been a champion for his constituents and constituency, he will make an excellent place for lincolnshire. The Shadow Chancellor andi lincolnshire. The Shadow Chancellor and Ijoined A Cinema staff who are striking because their employer refuses to pay the london living wage and has outrageously sacked their trade union representatives. Will the Prime Ministerjoin me in calling on which a house cinemas who made a profit last year of more than £80 million to pay their staff the london living wage and reinstate their local brats immediately . Their local brats immediately . Their local brats immediately . Their local representatives immediately. What i say to her overall is the importance of government taking the right decisions to ensure we can. Excuse me. Taking the right decisions we are growing the economy and providing those jobs are growing the economy and providing thosejobs in are growing the economy and providing those jobs in the first place. Thank you mr speaker. I would like to thank the Prime Ministers are taking time during the election to campaign in my constituency. I think we did rather well. I would like to ask if she agrees with me that it like to ask if she agrees with me thatitis like to ask if she agrees with me that it is shameful that the cook Scottish Government have for the second year in a photo had to plead to the European Commission from extension to the farm payment deadline and is further proof were needed, that the snp are failing rural scotland . Or direct smack we are fascinated to hear the answer. Although i am interested. The minister is not responsible for the Scottish Government. Can i first of all welcomed my honourable friend to his place in this house. I very much enjoyed my visit there during the campaign. What he says is absolutely right because time and again, in this chamber, mr speaker, we hear, the scottish nationalists hear demands more powers for scotland. But they are failing to deliver for the scottish people with the powers they have. Scottish ghouls and now outperformed in every category by many countries, powers are kept in edinburgh rather than devolved to local people, and as my honourable friend says, we see farmers waiting months for their subsidy payments. The simple fact is the snps policies are not in the best interest of the people of scotland. 0rder . He persist interesting collating in such a way that he seems not quite in the world that he inhabits. This cannot continue. Stephen lloyd. Thank you, mr speaker. The southern rail dispute is causing real damage to the economy of eastbourne and the south east. My constituents have had it dreadful time with the shocking Service Provided are not provided for the last 18 months. It cannot go on. Will the Prime Minister enlighten me, my constituents and the house why the Department For Transport and the Train Operator will not meet with the unions at the same time in the same room together to negotiate a deal . same time in the same room together to negotiate a deal . I recognise the problems that have been experienced by passengers. This has been a matter raised by a number of colleagues, including the Memberfor Lewis who wasted last week and very disappointed that the union have called more industrial action. It is unnecessary. It will cause more disruption in frustration. The recent independent report said the main cause for this restriction has been union action. Id call for the unions to call off the strikes and deliver these services that the passengers need. Businesses across my constituency will be delighted to hear their calls for better broadband is being answered. This will unlock about £1 billion for full fibre service. It will help create jobs, particularly full fibre service. It will help createjobs, particularly in rule areas. Will the Prime Minister agree with me that this is the sort of infrastructure we need to get our country brexit ready . We are already a Digital World leader and we are committed to making sure this country remains so. Webzine 93 Centre Of The Uk accessing superfast broadband. We are on track to reach 95 by the end of the year but we wa nt to 95 by the end of the year but we want to see more commercial investment in the Gold Standard connectivity and that is why we have launched this phone is which with the fibre delivered right to the doorstep. Yesterday we announced 100 of Business Relief Rate rolling out this fibre. We want to continue being a world leader and we will be making sure we take forward this. Police office and was in wales have dropped by 10 since her party came to power. The policing is devolved to power. The policing is devolved to Northern Ireland and scotland who have had extra funding at their disposal. This would more than replace these lost officers will. What justification is replace these lost officers will. Whatjustification is there for refusing to devolve policing . We have been round this discussion before. Let me address the central issue of what the honourable ladies talking about which is about Police Budgets and mean number of police numbers. We are currently protecting Police Budgets. We have done that since 2015. I believe that is acknowledged across the house. We havent not just acknowledged across the house. We havent notjust detecting those, we ensure the police have the capabilities they need to deal with new types of crime, the new cybercrime unit, the new agency, these are new important steps so the police can do theirjob and crime is ata police can do theirjob and crime is at a record low. I thank you for introducing the trade, agriculture and brexit holes in the queens speech. This will be welcome right across the west country. We are facing some significant challenges with our Rural Post Office network at the moment and the transition of some of the branches from Community Branches to Community Village stores and community buildings. Some of those moves have been smooth and some have not. Can i asker to look at this and see if anything else can be done to help . It is right we should recognise the role that is played in communities by Rural Post Offices and Rural Post Offices in places like places in his own contingency but of other areas as well. We have invested £2 billion in the network up to 2018. The number of post offices is at its most sta ble of post offices is at its most stable for decades. He is right. I urge the post office to help make it easy are as possible to help shops ta ke easy are as possible to help shops take over post offices. Mr speaker, 2a00 people have died as a result of the manageress contaminated blood scandal. More than health broke and all the other disasters over the last few decades but together. With the compelling evidence that the former right and Rubble Memberfor former right and Rubble Memberfor for the cover of a industrial scale, will the Prime Minister do the right thing and order a public enquiry for the whole of the United Kingdom . The honourable lady raises an important issue and i no fault of the members of the house will be with all of those affected by this terrible tragedy in relation to contaminated blood. Serious allegations have been made and i would say information that has been brought forward to the house will be looked at by ministers for the Department Of Health. But if any member has any further information that they believe will be important, that should go to ministers so they can properly investigated it. We are providing more compensation than any other comments meant and committed 150 million for those affected for the contaminated blood tragedy last july. The Department Of Health will look at any new evidence that is brought forward. Rather than celebrating the nhs, the Party Opposite shamelessly have tried to weaponised the nhs with a mere political campaigning tool. Well be Prime Minister assure me that Services Like the 999 service will be decided upon an clinical decisions, not those of politicians that are trying to weaponised our Public Services . My honourable friend is right. In relation to the services that are provided by the nhs, it is so important that decisions are taken on a clinical basis by those who understand the and requirements of people in different areas and that is why we have set up nhs england which has a plan for developing services in the nhs over a five year period. Plan for developing services in the nhs over a five year periodm plan for developing services in the nhs over a fiveyear period. It is important that politicians allow clinicians and others in the nhs to make the decisions they need to. Well be thinking of some of my constituents at this terrible time. It is clear that if charlie remains in the uk, there is no further treatment available and life support will be switched off. There are differing views about the chances of the Bypass Therapy that other children, with severe forms of the condition, have benefited from. I understand the chances of improvement for charlie are low, but the doctors would say within three months whether charlie is responding and whether it is beneficial. If there is any room for discretion within the Court Rulings for great 0rmond to allow charlie to leave and transform his care to doctors at Columbia University and hes sufficiently stable to receive this treatment, would be premised to do all she can to bring the appropriate people together to try and make this happen . Can i festivals say to the honourable lady that she is right to raise the concerns of her constituent in relation to this matter and im sure the thoughts of all members of the house are with the family and charlie at this difficult time. It is on an unimaginable position and i understand and appreciate any parent in these circumstances would want to do Everything Possible and explore every option for their seriously ill child. I also know no doctor ever wa nts to child. I also know no doctor ever wants to be placed in the terrible position where they had to make such heartbreaking decisions. The honourable lady referred that we have the Court Process here. Im confident that Great 0rmond Hospital will always consider new information that has come forward with consideration of the well being of a desperately ill child. When the Prime Minister and i left our comprehensive schools to go to university, we entered into a privileged elite. Can my right honourable friend confirm that as a result of tuition fees introduced by labour, improved by the coalition mother ran now more young people from Working Class and poor backgrounds going to university than ever before because some people say it is fewer. Are they right or wrong . Prime minister i am very happy tojoin wrong . Prime minister i am very happy to join my honourable friend in relation to this issue in recognising that she and i left comprehensive schools and went to university at a time when the number of people going to university was significantly lower than it is today. Im also grateful to her for reminding the house but it was the labour party that said they would not introduce tuition fees, and when they got into government, they introduced them. What we are seeing under the Current System is more young people than ever going to university, and crucially, to address the point, disadvantaged 18 year olds are a0 more likely to go to university now than they were in 2009. The Prime Minister herself and the Bishop James Jones in 2009. The Prime Minister herself and the bishopjamesjones to report on the expense of the hillsborough families. Given the painful evidence before has that part of the state to not know how to treat bereaved families are the survivors of catastrophe, will she now give us the date when she will publish bishopjones report . The date when she will publish bishop jones report . Im yet to see the full report. I will not give a date, but she raises an important point. The reason i asked the bishop to undertake this work was precisely because i was concerned about the way in which the breezed families at hillsborough had been treated over far too many years and we have seen the result of the Crown Prosecution Services decision last week. That is why we have committed in the queens speech to introducing an independent Public Advocate who would work on Behalf Breezed families in cases of public disaster, blue because i think it is important that they have that support alongside them because many families, as we have seen hillsborough, how to fight over many yea rs hillsborough, how to fight over many years to getjustice. I want to ensure they have help and support in doing that. Given the governments record in freezing fuel duty, will she resist a recent siren calls to raise fuel duty because they hurt the lowest paid the most and will she also do Everything Possible to make sure when the International Oil price falls but this is properly reflected at the pumps so we can have a britain that works for every motorist . Can i commend my honourable friend who has been championing this issue for the years he has been in the house and the wiki has done as a great campaigner on this and other issues has been recognised by the government in changes the government has made. I am pleased we have been able to do what we have done in relation to holding down the issue on fuel duty. I think hes trying to tense me down a path which i will not go down, because it knows, decisions are taken at the time of fiscal events. Order that is Prime Ministers questions over. We are next going to have an urgent question from the Shadow Chancellor on the governments policy on the public pay gap and that is Whatjeremy Corbyn went on with his questions to the Prime Minister accusing the government of exploiting the goodwill of Public Sector workers winning of the low academic. Saint theresa may said pay for Click Services would be considered very carefully but she has stressed the need to live within our needs. This is after a 2 possible paying crease forfire fighters. Is after a 2 possible paying crease for fire fighters. The Fibre Grades Union says the offer shows the pay cap is dead in the water. Lets listen in now. To ask the chancellor of the exchequer asking for a statement in regard to the Public Sector pay cap. The Chief Secretary of the treasury. Mr speaker, we all recognise the Public Sector workers doa recognise the Public Sector workers do a fantasticjob. 0ver recognise the Public Sector workers do a fantasticjob. Over the past seven do a fantasticjob. Over the past Seve N Yea Rs do a fantasticjob. Over the past seven yea rs we have do a fantasticjob. Over the past seven years we have seen major improvements in our Public Services. Crime is down with a greater proportion of police on the front line, more children are achieving high standards of school and going onto Apprentice Chips and university. 0ur nhs is looking after more people than at any time in its history. Government pay policy is designed to be fair to Public Sector workers who work so hard to deliver these strong Public Services. But we must also ensure we are able to provide those Public Services on a sustainable basis for the future. In many services, workers have received additional pay to the 1 national increase. Teachers had an average pay rise of 3. 3 in 2015 16. More than half of nurses and other nhs staff had it average increase of over 3 in 2016. Military Services Personnel also start an increase of 2. 496. Personnel also start an increase of 2. A . Salaries in the Public Sector remain can parable to those in the private sector, and in addition, many benefit from higher pension entitlements. They also benefit from the rise in the personal allowance worth £1000 a year to a basic rate taxpayer. Mr speaker, we are greatly competing the Pay Review Process for 201718. We competing the Pay Review Process for 2017 18. We have accepted the pay with you Body Recommendations made for doctors, the nhs and the armed forces. We a re for doctors, the nhs and the armed forces. We are looking carefully at the recommendations on the remainder and making determinations in the usual way. As the chancellor said on monday, our policy on Public Sector pay has always been designed to strike the right balance of being fairto our public strike the right balance of being fair to our Public Sector workers and fairto fair to our Public Sector workers and fair to those who pay for them. That approach has not changed and the government will continually assessed that balance. Can i welcome the honourable lady to her post. Can i say that when we ask a question of the chancellor, we would have expected the chancellor to respond to that question. It was simple. We wa nted to that question. It was simple. We wanted a simple clarity on whether the pay cap still is in force. That is all we ask for. It does confirm the response we received today, whats most commentators are saying. This is not a government, this is a cabinet of absolute chaos. Let me explain to the opposition that the existing Government Policy has set out in the conference and Spending Review 2015, due to be ratified today in the supply and Appropriations Bill is a 1 pay cap still. And this is the diktats to which the various Pay Review Bodies are still working. In fact, they are written to and told that their recommendations, proposals have to reflect, and i quote, the governments policy on pay rises. 0f the last week, we have seen absolute confusion in government. The question that we are posing is who actually speaks for the government on this issue . Because on the day of the queens speech, number ten was briefing at the end of austerity in relation to the pay cap only to be contradicted by the incandescent briefing from number 11. I think is number ten then backs down. For the Prime Minister, it must be tough living next to a disrupted and maybe you cant stand you try to get rid of and you cannot get on with. We then receive in the press, mr speaker, the wisdom of the honourable member that supports the better pay deal. This is followed up by his past Campaign Manager turned political assassin, the new Environment Secretary who actually supports the push against the chancellor. The whole process degenerates into a farce when we have David Cameron earning £1000 a Speech Saying that the people who wa nt Speech Saying that the people who want more than 1 are selfish. The chancellor has called for a grown up debate. I agree. Chancellor has called for a grown up debate. Iagree. What chancellor has called for a grown up debate. I agree. What we have seen is Cabinet Ministers scrapping in the school playground, cut off from the school playground, cut off from the real world, the world that most people living, the chancellor has no understanding why our Public Sector workers are so angry. They are angry because they have had enough of seeing tax cuts to the rich and poor operations whilst their pay is being put. So let me ask the question, can the Cheese Secretary Chief Secretary. 0n the orders paper today, will accommodate the recorded offered to the fire and rescue services which are told is subject still to Government Funding . Moreover, if we are to see another government u turn, which we would welcome, can the government confirm how they will fund the 5 billion needed and they say would be saved by the 1 pay cap . 0r needed and they say would be saved by the 1 pay cap . Or are we being confronted with another uncosted commitment within weeks of parliament commencing . It is the magic money tree began the governments own report on monday showed how much doctors and nurses paid. Is this fair . Im on my final question. Given 20 more nurses left the register then joined question. Given 20 more nurses left the register thenjoined it this year, does the chancellor agree with the facts that the service is haemorrhaging . Given the chaos on the benches opposite, can the secretary tells macro when will a decision be made about the future of the pay cap . Were they have to do wait for the next budget before finding out whether they will have a decent pay for the next few years . Should the chancellor form scratch back right to the Pay Review Bodies that they are free to do what is right by Public Services and pay them afair right by Public Services and pay them a fair pay rewards this year . do not know whether to be disappointed or delighted that the Shadow Chancellor does not want to seamy at the dispatch box. But i am here today to answer his questions because i am responsible for this policy area and i think that is entirely labour bread. As has been outlined already, our policy on Public Sector pay remains in place because it is the responsible thing to do, it is the responsible thing to do, it is the responsible thing to balance the importance of recruiting and retaining high quality people in our Public Services, but also making sure that our public finances remain sustainable so we can continue to see the improvements in our Public Services that we have seen under this government. Can i say, mr speaker, that some of the Shadow Chancellors, to a disingenuous. He did not reflect the fact thats. She cannot accuse a member of being disingenuous. That is an indication of dishonour. She knows she should not say that. Visible withdrawal. I do withdraw that. I apologise for that. Perhaps he was mistaken in what he might have said because we did see in 2015 16 teachers and see 3. 3 worth of Progression Pay we sought more than half of nhs nurses get over 3 and we saw military Service Personnel received 2. A , so i suggest the honourable gentleman includes those facts in the figures next time he speaks. As for the fire service, he knows that those policies are set independently and are policies are set independently and a re covered policies are set independently and are covered for within the local government budget. I think it is wrong that we are hearing the opposition talk down our Public Services when we have seen huge improvements, we are seeing more people attracted into our Public Services, we are seeing the best Performance Server in our Education System and our Health Service. That is liz truss to the responding to the Shadow Chancellors for a statement on the pay cap. If you want to stay watching developments in the commons, coverage continues on bbc parliament. Cool the Prime Minister signals no change on its cap on Public Sector pay rises. Jeremy corbyn said Living Standards had fallen for Public Servants. But theresa may defended the policy. We will have the latest on our correspondent in westminster. Also this lunchtime. The government is sending in a taskforce to run housing at kensington and Chelsea Council after the Grenfell Tower fire. What part of be quiet do you not understand . Shut up failed by the police the disabled refugee whose repeated pleas for help were ignored and who was brutally murdered. Students in england from the poorest background can expect debts of nearly £60,000, says a new report and china indulges a new round of panda diplomacy, hoping they will improve relations with germany
