To help Homeless People living on the streets. Good morning. Welcome to bbc Newsroom Live. A father who refused to pay a fine after taking his daughter out of school for an unauthorised holiday has lost his case at the Supreme Court. Jon platt, whos from the isle of wight, had argued that all the law required of him was to ensure that his child attended school regularly. The high court had originally ruled that the holiday did not constitute regular absenteeism but this morning the Supreme Court has overturned thatjudgement. This is how lady hale announced the ruling. Unauthorised absences have a disruptive effect. Not only on the education of the individual child, but also on the work of other pupils and of their teachers. If one pupil can be taken out whenever it suits the parent, then so can others. Different pupils might be taken out at different times, multiplying the disruptive effect. Any educational system expects people to keep the rules. Not to do so is unfair to those obedient parents who do keep the rules, whatever the cost or inconvenience to themselves. Our Legal Correspondent Clive Coleman is outside the Supreme Court, and has been speaking to jon platt about the ruling. Well, this morning the Supreme Court have in a unanimousjudgment made the position of parents who want to ta ke the position of parents who want to take their children on holiday during school term time it crystal clear. What they have said is that you, the parent, must obey the Attendance Policy of the school, the attendance. The school and of course many schools will have a 100 attendance rule, and if you do not do that, you, the parent, will be breaking the law. I am withjon platt, who has brought this case, this legal battle that has now found its way to the highest court in the land. Obviously disappointed. What is your reaction . I think it is a shocking decision. As you have said, they have chosen clarity. That is what they wanted and we now have clarity. Make no mistake about it. To the 70 million parents of children in State Education, you are not the final arbiter of what is right for your child. There is no margin of error. 0ne right for your child. There is no margin of error. One minute Late To School is now a Criminal Offence and it never was before and it hasnt ever been before. Lady hale addressed that and she said the idea that everything will be a Criminal Offence. She said if you have a sensible prosecuting policy with Penalty Notices and some flexibility in the prosecuting policy, it is not that everything would think is good to be criminalised. You need to be sensible about this but the key thing is you have to ensure that your child goes to school and they are supposed to. Again, it is even shocking when i hear it again. I know some people might find that acceptable, that the state says you have to send trialled in State Educational Late To School every single day that the says and if you make a judgment that your child should not be in school for whatever reason, you cannot make that judgment any more unless the head teacher says that is ok. That to me still remains shocking. Why is it that that freedom exists for all children in private education but it doesnt exist for parents whose children are in State Education . The point i think lady hale really Wa Nted Point i think lady hale really wanted to make strong week was that if one child is out of one week and another child another week, it just causes mayhem for teachers and the school. But it didnt. Youre the Legal Correspondent. You know that in 1969 the court Versus Gilmour the court said that regularly attending school means frequently attending school. In 2006, the High Court Said again that regularly attending school is frequently attending school. In 2013, michael gove to go with the discretion of headteachers and all of these 200,000 parents become criminals overnight. It is not fair become criminals overnight. It is notfairor become criminals overnight. It is not fair or true. Because the numbers. Lastly, the Attendance Figures for schools in england were released. 800,000 children missed at least one session of school. That means1. 6 least one session of school. That means 1. 6 million parents are criminalised by this and it is not good enough to sate is only a £60 fine. It is that parents £60, not the state. What happens now . Lady hale made it clear that your case would now go back to the Magistrates Court and lets you come within one of these limited statutory exceptions, it is a religious holiday, which it was not, then you will be found guilty of a Criminal Offence. Well, we will see. I will not have the prosecutors advance warning of my defence, but to say the least, if they could not even spell my name right on the summons, i think you might find that i have a defence to this position. You will not be pleading guilty . Absolutely not. Thank you very much. Indeed. Well, there you have it. Jon platt may have lost this case, but as you heard, he remains defiant. The position for parents around england now could not be clearer. All the balls, and if you do not, you will be breaking the law. That is Clive Coleman there, talking to jon platt. We will take you to damascus, with the syrian Foreign Minister is giving a News Conference about that attack, thought to be a Chemical Attack, which killed more than 80 people this week. Lets have a listen in. The first air raid conducted by the syrian army was that 1130 of that day and it attacked an army belonging to the muslim front which contained Chemical Weapons. Translation well, we have lost the english translation for a moment. This is the syrian Foreign Minister talking about that attack and he has denied the use of Chemical Weapons by the Syrian Government and has condemned the use of Chemical Weapons. Translation the evidence is that that army is actually monitored by cctv and had that raid actually happened, the damage would have reached a circle with a one kilometre diameter. Ok, well, we might come back to that shortly. In the meantime, the white house has sent out a warning to russia over its support of the Syrian Regime. The us secretary of state, rex taylor saint Rex Tillerson and donald trump have condemned the attacks. Lets go to our correspondent who is in beirut for us now. Correspondent who is in beirut for us now. I do not know few were able to listen to the syrian Foreign Minister theyre giving a News Conference about this attack that shocked the International Community. He has denied the use of Chemical Weapons and condemned these Chemical Weapons. What you of that . Yes, and the time that was mentioned there was interesting. It matters the time that the Russian Defence ministry mentioned in their official state m e nts mentioned in their official statements in this as well. 1130 in the morning local time is the time that they put that in a strike at. We were certainly reporting on the pictures and videos coming out earlier in the morning than that. 6 20am in the morning was what time activists on the ground said that those strikes that lent to the symptoms, what seems to be the chemical symptoms, i think everybody agrees and people were exposed to those, but as you say, the differences in the narrative about who is to blame. One other thing that has come out in the last hour 01 that has come out in the last hour or so is from turkey. 32 patients we re or so is from turkey. 32 patients were taken from the area to turkey. The Border Crossing is about 120 kilometres north of the town. Three of those patients did not make it. They died in hospital. The turkish authorities in conjunction with the World Health Organisation and the organisation for the probation of Chemical Weapons have now carried out autopsies on those very people. The turkish justice out autopsies on those very people. The turkishJustice Minister has said that the conclusion of those autopsies is indeed that chemicals we re autopsies is indeed that chemicals were used and those where what led to the deaths of those people. They did not specify the substance. The Justice Minister in turkey also said that the autopsies showed that President Assads forces were responsible, without giving any details about how that might disprove the russian and syrian version of events, that some kind of warehouse, some kind of depot on the ground containing Chemical Weapons belonging to the opposition may have been hit. As you say, it is not yet clear what chemicals were used, but there is widespread speculation that it was potentially a mixture of chemicals. Exactly. So the International Medical Charity Medecins Sans Frontiers released a statement, talking about the symptoms that many people were displaying, being the symptoms of some kind of nerve agent which could include Something Like sarin which has been used in the battlefield in syria before. It is what was used in the eastern area close to damascus in 2013. The last time these Chemical Weapons became a big political conversation Around The World. As a result of the conflict in syria. But also Medecins Sans Frontiers were talking about the smell around some of the victims, pointing to the use of chlorine as well and so a mixture of different chemicals, potentially be exposed and both of them deadly chemicals. Chlorine has also been used allegedly in Chemical Attacks not very far away from this particular town towards the end of last year. It was also used in three cases in which the un said there was evidence that President Assads forces had used Chemical Attacks in 2014 and 2015. Also that organisation is involved in decommissioning a stockpile of the cleared Syrian Government Chemical Weapons after the attack in 2013. The question is whether there are more of those chemicals that have been produced by the Syrian Government, if indeed they are responsible, or whether they are responsible, or whether they simply held some back. The Russian Foreign minister has been talking about the us comment on that 2013 deal. The us saying that maybe that youll was not successful. The Russian Foreign ministry saying that those claims that it did not work are unfounded. There also saying the russians today that it is too early to blame the government of President Assad. Ok, ben, many thanks. Our correspondence, ben james there. Two former Barclays Bankers accused of Rigging Libor have been found not been found not guilty in a highly significant verdict. The Serious Fraud office tried them for a second time after a jury failed to reach a verdict on their case last year. Our correspondent andy verrity is at Southwark Crown court for us. Just reminders of the background to this case. Well, you may remember, the best way to remember, five years ago, bob diamond, the select committee event, he is trying to a nswer committee event, he is trying to answer for why committee event, he is trying to answerfor why his committee event, he is trying to answer for why his back were fined £290 million for reading libor. What is libor . Well, it is an Interest Rate. It measures the real cost of money. It is worked out because everyday bag say what Interest Rate they would have to pay to borrow a large sum of cash banks say. And they take an average of those which is libor. But at the same time, those same banks had Big Money Riding on which way libor went. What these traders were doing was making requests. So the submitters of the banks who would say how much it was going to cost would be contacted by the traders who would make a request and say can we have high libor today or can we have low libor today. Back in 2012, when barclays was fine, it looked like they were corrupt and there was talk of a bottle of bollinger and lots of colourful phrases but then it emerged that these apparent bribes were really just a cup of coffee, a curry, a box of sweets. With the bank really want to commita of sweets. With the bank really want to commit a crime for the sake of a sushi roll . But that is what the Serious Fraud office was presented to thejury as Serious Fraud office was presented to the jury as evidence last year. Thejury to the jury as evidence last year. The jury last to the jury as evidence last year. Thejury last did not like backers as much and they locked up for bankers but did not up their minds about these two, whether or not what they had done was dishonest. Also, significantly, the jury in this trial had a higher bar to prove that the Crown Prosecution Service had to prove more to get the men locked up and clearly the jury felt that they had not proved that these guys knowingly broke the rules. This undermines the whole narrative of the Serious Fraud offices prosecution of libor rigging. It brought into question whether trade and manipulation, which these guys we re and manipulation, which these guys were accused of, was a crime at all. 0k, were accused of, was a crime at all. Ok, many thanks. Labour says if it wins the next election, itll provide every Primary School pupil in england with a Free School Meal, by charging vat on Private School Fees. Jeremy corbyn will say this lunchtime that a Labour Government would invest in schools to ensure no child is held back because of their background. But the move has been criticised by the independent Schools Council, which claims the sums dont add up. Our Political Correspondent ellie price is in westminsterfor us. Jeremy corbyn saying that every child should be given every opportunity, but the policy has attracted criticism from many quarters already. Yes, that is right. This is a big pledge and it is also an expensive big pledge. As you mentioned, the labour party have costed it at around £900 million per year. They say they will pay for it by putting vat on Private School Fees and that would raise about £1. 5 billion per year. Jeremy corbyn said that Free School Meals for all Primary School children would boost attainment and would also promote healthy eating, but of course it does not come without its critics, particularly when the money is being raised from the private schools. We heard this morning from the independent Schools Council, he said that they feel that the sums do not add up, that a third of all their members have children on reduced fees, so for a start it would not necessarily get to that £1. 5 billion figure. They also suggested that if you put vat on school fees then there would be a number of Small Schools going out of business begun some parents would not be able to afford the fees. As it is also worth looking at what the current policy is, so at the moment all children in yea rs one is, so at the moment all children in years one and to get Free School Meals. After that, children from within families earning certain benefits can claim Free School Meals. There are at the moment around 15 of children in this country claiming Free School Meals. We also heard this morning from the former head of ofsted who said that if you made Free School Meals available to everybody, it would be available to everybody, it would be a waste of money and that could be better spent on poor families, rather than giving Free School Meals to those families who could afford it. And separately, the Prime Minister is meeting libor donald tusk this morning. What is to be said . We heard much about it last week when article 50 was triggered and then on friday there were those d raft and then on friday there were those Draft Guidelines published by the European Union. We hear today that the European Council president , donald tusk, is coming to Downing Street to have a chat with theresa may. We understand it will notjust be brexit on the agenda but of course i would imagine that will be one of the most important things. Theresa may today has been making a speech. She said that conversation will be to try to make sure that there is a deal that works for everyone. This is not the start of negotiations. I think that is probably important to add because of course the eu hasnt formally ratified its Negotiating Strategy, but certainly it is conversations like this that will no doubt pave the way for ongoing talks. Many thanks. The headlines on bbc Newsroom Live. A father who refused to pay a fine after taking his daughter out of school for an unauthorised holiday has lost his case at the Supreme Court. In herjudgement, lady hale said that its disruptive to childrens education to take them out of school. There are growing signs of a major shift in american policy towards syria, after more than 70 people were killed in a suspected Chemical Attack on a rebel held town. Labour says itll provide every Primary School pupil in england with a Free School Meal, by charging vat on Private School Fees, if it wins the next election. In sport, dustinjohnson is a doubt for the masters which gets underway later today after he injured his back. He fell down the stairs last night and is taking Anti Inflammatories. The body which represents referees has apologised after the error by Keith Strauss last night. He failed to instruct newcastle to retake a penalty against burton. The Republic Of Ireland womens team have reached an agreement with the Governing Body after allegations from players that they were being treated unfairly. The team will now resume training ahead of mondays game against slovakia. I will be back with more just after half past. A man and a woman arrested in birmingham last week on suspicion of terrorism offences are in court this morning after being charged with a series of terror offences. Our Home Affairs Correspondent Daniel Sandford is outside westminster Magistrates Court for us. Tell us more about the background to this case. Ummariyat mirza and his sister were arrested last week in a series of videos with lots of Police Officers with guns. They had been in custody since then but this morning they made Theirfirst Court since then but this morning they made their First Court Appearance here at westminster Magistrates Court in london. Ummariyat mirza is charged with preparing a Terrorist Attack, the allegation being that he had purchased a knife and some other items in preparation to carry out a Terrorist Attack in the uk. He is also charged with possessing the anarchists cookbook and a poison cookbook. His sister is charged with sending him beheading videos and execution videos and photographs of People Holding the heads from people whove been beheaded. So are essentially offences of items that are used for propaganda. They both appeared in the dock you at westminster Magistrates Court, only confirming their name, their date of birth and their addresses, as is usual. There was no suggestion that they should be asked to plead guilty or not guilty to the offences. He was wearing a Grey Sweatshirt and trousers that are often issued in police stations. She was wearing a long black dress and a bagel. They we re long black dress and a bagel. They were both told that they would stay in custody until the next hearing, which would be at the old bailey on the 28th of april. And a veil. Thank you very much. Changes to the Welfare System come into force today. From now on, tax credits and universal credit will be limited to the first two children from a family for new claimants. There is a clause which will require rape victims to prove their third child was born as a result of Sexual Violence in order to qualify for an exemption. Womens groups and some Opposition Mps have objected to this. We can speak now to the snp mp alison thewliss, who is in our westminster studios. Alison, you are one of those objecting to this new clause. Spell out for as wide. It puts women in a really difficult position. Having to relive the trauma of one of the worst experiences of their lives, having to tell that to a third party professional, a doctor, a social worker, a nurse or a midwife, just in order to claim tax credits. Have you any idea of the numbers of women that might be affected by this . The uk government have not been able to produce any numbers of the number of women that will be affected but we know that the limitation to three children will affect more than 870,000 families across the uk. Do you feel that the system, it has been given sufficient training for this new system to be brought in . Been given sufficient training for this new system to be brought mm as this new system to be brought mm as absolutely has not. They have not received any guidance on sexual Awareness Training and the royal couege Awareness Training and the Royal College of nursing, for example, who represent 460,000 nurses and midwives right across the uk are deeply uncomfortable with this policy. You will have taught talks with the Government Department responsible. They get any sense of why they felt the scores had to be brought in . I do not. They have been totally u na ble brought in . I do not. They have been totally unable to justify why they think this is the right thing to do andi think this is the right thing to do and i am deeply troubled by some of the things that i have dealt with in direct and answers i have had in parliament from the government. I did not think they have any conception of the difficulty of the trauma they will put women through. What message do you have for them . They said will make this policy sensitive. They say they will be mindful of the circumstances but the reality is that women will have to go and fill out a form to say i have had my child as the result of rape and there is no way the government can dress it does anything to say that the government only values the first two children in a family. It produces disincentives for families who may be blended families, who may be together from two different relationships so if you were to bring two children from one and two children from the other, you would lose your eligibility for Child Tax Credit as a result. The policy is unworkable and it really does stigmatise families and it does stigmatise families and it does stigmatise children. So your objection is to the broader policy over all and not specifically to this cause . My objection is to both of these aspects. The clauses in jermaine and cruel and for that reason womens organisations in scotland, rape Crisis Scotland and gender and rape Crisis Glasgow have said that they want no part in encouraging this. In terms of the policy overall, the government would say that families who are reliant on welfare need to plan their families in the same way that families who arent . That is completely false as arent . That is completely false as a premise because there affects families. You may have a family where there are two parents, they are working, the majority of families that have three or more children are actually working in the first place as tax credits are a top up. But something may happen to that family. They may have been able to afford the children that they have and then say what irritates ill, they have to reduce their hours and claim tax credits. There is no retrospect to the policy. They will lose out regardless of the fact that they had planned and they had planned for the children and this is about putting food on the table for these families. Ok. We will have to leave it there. Many thanks. Theresa may has accused Rival Parties of being in chaos and disarray at the launch of the conservative partys local election campaign. Speaking in nottinghamshire, the Prime Minister has outlined the priorities of the conservatives ahead of mays election. She has pledged to prioritise ordinary working people. Mrs may has also accused labour of indulging Its Own Ideological Obsessions and the Liberal Democrats of wanting to re run last years eu referendum. To be fair, labour and the other parties do have their strengths as well. They are exceptionally good at wasting your money. They excel at imposing new red tape and they are world class imposing new red tape and they are world class at hacking your taxes. In fact, when you look at it, these local elections present a clear and informative choice. The competence ofa informative choice. The competence of a strong, conservative council, focused on the priorities of local people, keeping local taxes down and delivering high quality local services. Or the chaos and disarray of the rest. Political parties motivated not by what is best for local areas but what is best for their own partisan political interest and without a plan for our country or our local communities. A mother who went missing with her two young sons has been found safe, police say. Samantha baldwin was last seen with six year old dylan and nine year old louis in nottingham on 27th march. Nottinghamshire police say all three have been found, and are with officers. Now for the weather. It is a lovely day for people who are out and about. It is not really spoiling the day. It is still fine and dry. We have this Weather Front across the north of scotland. That is making it rather dank and drizzly. Elsewhere, the cloud is tenuous. The uv levels are much higher at the moment. They are much higher at the moment. They are gaining all the time. This is due to what is going on in the upper atmosphere so please do not be caught out. Just some showers coming and going in the north West Of Scotland. Elsewhere, we asked the brea ks scotland. Elsewhere, we asked the breaks in the cloud in Northern Ireland. It will feel warm. Temperatures above where they were yesterday. Fairly similar. Overnight, under the clearing skies, where the cloud melts away, it will be chilly. We have had frost over the past couple of mornings and that is likely again tonight as we start tomorrow morning with some mist and fog a game which will list. Sunshine with some places better across the west. Again, a few unpleasant in that subject. Feeling pleasant in the sunshine. This is bbc Newsroom Live. The headlines at 11. 30. The body which represents referees have apologised after Keith Strouds error last night where he failed to instruct newcastle to retake a penalty against burton, after players from both sides encroached into the area. Matt ritchies spot kick went in, but stroud wrongly awarded burton a free kick instead of a retake, to the bemusement of players, manager rafa benitez and 49,000 newcastle fans. Ritchie had the final word on the night, however, as his second half goal gave newcastle a 1 0 win which keeps them top of the championship. Chelsea are a step closer to another Premier League title after beating Manchester City 2 1. They recovered from their shock defeat to Crystal Palace at the weekend, and remain seven points clear of nearest rivals tottenham. Eden hazard was in form, scoring his 15th and 16th goals of the season. Manager Antonio Conte has been doing his sums. Now there are eight games to go and we must know that tottenham could win in eight games, and for this reason we need to take 18 points to mathematically win the title. Spurs are the only team with any hope of catching chelsea. They were 1 0 down against swansea with two minutes left to play, but three goals in six minutes gave then a 3 1win, dele alli, Son Heung Min and Christian Eriksen the scorers. At the bottom of the table, a huge win for hull, who have now climbed out of the Relegation Zone for the First Time Since october. They came from behind to beat Relegation Rivals middlesborough 4 2. Of course when we came things were not good, and the atmosphere was not the best, but maybe many, many people dont believe, but if you dont believe, and its impossible. Isaid dont believe, and its impossible. I said that to the players. Today is a good day for us. Also, last nights celtics 1 1 draw with Partick Thistle means they are 23 points clear of aberdeen and remain on course to go the whole season unbeaten. Rangers drew 0 0 at kilmarnock and stay third. The Republic Of Ireland womens team have reached an agreement with their Governing Body, after allegations from players that they werent being treated properly. The team had threatened not to train if demands for compensation whilst on International Duty and improved support werent met. After mediation talks, fai confirmed this morning that all issues have now been resolved, and the players will resume training ahead of mondays game against slovakia. Thats all sport for now. In the last half hour, the Syrian Government has again denied using Chemical Weapons on an attack in the north of the country, in which at least 80 people died. International condemnation continues to grow, and the United States is urging russia to re think its support for the syrian president , bashar al assad. With me is our Diplomatic Correspondent jonathan marcus. President trump says this attack has crossed many lines for him. Is there a change, do you think, in us policy . There is certainly a change in trumps policy. Remember when President Obama established a red line and was threatening action and mrtrump line and was threatening action and mr trump thought that was a very, very bad idea to do anything. Now, in rhetorical terms, there is a shift on the american side. The question is, what can he actually do . Americas policy increasingly has been to focus on the so called Islamic State and defeating them, and then the Syrian Regime has been pushed very much to the sidelines by this administration. It will be interesting to see whether he begins now to try and develop some sort of broader strategy for syria and the wider region rather than this militarisation of policy, a stepping up militarisation of policy, a stepping up of attacks, notjust in syria, but in yemen and other places, which is all very well, but it doesnt fit into a wider strategic framework. What are his options . In some ways they are very limited. If you think back to 2013 and President Obama, one obvious thing was Cruise Missile strikes against syrian installations, perhaps drawing parts of the airforce installations, perhaps drawing parts of the air force or something. Today they have to contend with the fact that there are russian aircraft is in the syrian skies and Russian Defences on the ground, let alone russian advisers in many syrian installations who might be casualties of such attacks. Another option in the past was arming opponents of the Syrian Regime, but the difficulty there is that those effo rts the difficulty there is that those efforts floundered during the Balmer Yea Rs efforts floundered during the balmer years and the syrian moderate opposition frankly wasnt up to very much. The most effective elements of the rebel forces seem to be those who are close to alanda. The americans will not harm them. The most effective opponents of the regime are the kurds, but they are largely fighting is, not the Syrian Forces and arming the kurds more than the americans do at the moment only enrages the turkish government. So on the face of it, the options are even more difficult than they we re are even more difficult than they were in President Obamas time. Are even more difficult than they were in President Obamas timem is clearly hugely complex. The change in Donald Trumps tonys mark. Any reasons why he has changed so dramatically . I would say obviously that the imminent images seen over recent days are appalling and that the use of Chemical Weapons, certainly in the western consciousness, is seen as an abominable and terrible thing. Children have been being killed in syria everyday the last six years so perhaps that fundamentally isnt that great a difference, but i think theres an emotional response to the horror of what has happened and i think clearly there are strong voices within the administration, certainly the former Military Team that mr trump has appointed, with his National Security adviser, who are highly sceptical about russia, who are probably eager to see a stepping up of the military campaign, but equally, all of those quys campaign, but equally, all of those guys will know full well that the military tool itself is not the only answer, and that is why i come back to this problem of the situating whatever the americans do in a broader strategy. At the moment its countries like russia, iran and turkey who are the main diplomatic actors in trying to bring about a settle m e nt actors in trying to bring about a settlement in syria, although that seems way off. America, the europeans, they are less prominent actors at the moment. So will there be some wider strategy . Remember not so long ago we thought that the American Administration would be opening a whole new chapter of relations with russia and that might have been the way forward in syria and the wider middle east, but it came to little because of scepticism about what the russians were up to setting in quite quickly. A bundle of a Nswered Setting in quite quickly. A bundle of answered questions, different rhetoric, signals of a shift, but quite what he will do is anybodys guess. Serious questions have been raised about why a paedophile who admitted his crimes to police has never been prosecuted. An historical Abuse Inquiry Heard Last Year that henry clarke abused three boys when he worked in Childrens Homes in Northern Ireland during the late 1960s and 1970s. A bbc Investigations Team travelled to canada to confront clarke, where they discovered hed set up a Childrens Home and worked at several churches after emigrating there. And, as Chris Buckler reports, the canadian authorities were never told of his admission. It is no secret that some children we re it is no secret that some children were abused under the cloak of being cared for. Earlier this year and enquiry into historical abuse in Northern Ireland published its final report, which detail the failings of institutions and the crimes of individuals. But some escaped prosecution, and the bbc has discovered that one former Childrens Home was able to start a new life in a new country, and the canadian authorities were never informed of the his admission that he had abused boys. Informed of the his admission that he had abused boyslj informed of the his admission that he had abused boys. I admitted that he had abused boys. I admitted that i abused three boys back in my past, and for that there is no excuse, but, yes, there are those feelings within me, and again im not trying to make an excuse and say iam nota not trying to make an excuse and say i am not a paedophile, not trying to make an excuse and say iam not a paedophile, but not trying to make an excuse and say i am not a paedophile, but it is a strong word from where i am sitting. Not only was henry clarke able to move to canada, in the early 1980s, he set up a Childrens Home in on taree o. He set up a Childrens Home in on taree 0. He only left that post having been questioned by police while on holiday back in belfast in 1985 while on holiday back in belfast in 1985 on taree o. The Historical Institution enquiry was told that after the interviews he admitted the two detectives that he had abused three boys at three different care homes where he worked in Northern Ireland, yet he was never prosecuted and its believed that information was not passed on to anyone in canada. After making the admission to the police he left the Childrens Home he had set up in ontario and went on to be a pastor at several churches. He was never involved in further abuse and no further allegations have been made against him in the country. I enjoyed caring for young people. You enjoyed it because you are getting access to children . Thats not fair. I didnt do it for that reason. That is not the reason i did it at all. I did it because i enjoyed looking after them, i enjoyed the work and the opportunity arose and i took the opportunity arose and i took the opportunity which, again, and we are agreeing again it is wrong, but i did not take the jobs for that to happen. Until now, henry clarkes past was not known. In the remote pa rt past was not known. In the remote part of canada where he now lives. That thousands of miles away in Northern Ireland one of his victims who he abused decades ago has given up who he abused decades ago has given up his right to anonymity to call for him to be prosecuted. He should not be having a happy life with the living hell he gave to me on the other boys he abused . He giving this respect to god. I turned to god, so forgive me. No chance. In canada, questions will also be asked. About how henry clarke continue to work in the church and with children. Hiding away in small towns from the truth and the victims he left behind. Injust over a week, turkey will hold a referendum on whether to grant president erdogan greater powers, which would make him the head of the government executive as well as Head Of State. He says it would improve efficiency. Critics fear itll make him more authoritarian. Our correspondent mark lowen has been to mr erdogans familys hometown of rize to delve into his support base. Thank you. Its a beautiful sunny day on the northern Black Sea Coast in turkey. This was the city where erdogans father emigrated from georgia to and it is where his father was born as well, and it is an important bedrock of support for the turkish president as he seeks to shake up his political system and change turkey from a parliamentary toa change turkey from a parliamentary to a president ial republic. He would become the head of the executive as well as the Head Of State with fastly enhanced powers to appoint ministers, to prepare the budget and enact certain laws by decree, to declare a state of emergency, and as you say, critics say that could make him ever more authoritarian. It is a hugely important moment for this countrys modern history and a hugely important moment for the region which depends on a stable turkey, a close ally of the west, but one where relations have soured in recent weeks and months. We have been here over the last few days gauging support and delving into the support base of turkeys devising president to find out why he is loved and revered by his hard core supporters. Through the haze above turkeys Black Sea Coast is erdogan land. The president s family hails from this conservative region. Its Fertile Ground for votes before a referendum on boosting his powers. Rize is the heart of turkeys tea growers, like mehmet meral. Hell always back the local boy. Translation Recep Tayyip Erdogan is one of us. All the past leaders were rich kids or bourgeois. But erdogan speaks our language. He gets aggressive like we do and tells the world what we want to say. With that common touch, hes the voice of pious turks, who felt forgotten in a once secular dominated country. His rallies now separate Men And Women. Every vote counts, as he pushes to scrap the Prime Minister, choose the cabinet and issue decrees his fans, desperate to be blessed. Theyll return the favour. He launches a typical tirade against supposed enemies, denouncing western leaders for oppressing the turkish nation. The black sea boy has risen to the top. But to become all powerful, he needs to consolidate his support base. For that, the master of oratory sets his voters against his opponents, internal and external. It is classic divide and conquer. The president is moulding generations in his image, like those at Recep Tayyip Erdogan university a personality cult, one might say. His lifting of the Old Headscarf Ban at universities is still a key vote winner. I am proud of my president and im proud of my universitys name. That people before Recep Tayyip Erdogan did this. Theyjudged you according to your belief, according to your appearance. From the centre of rize, the villages lead upstream towards that rare thing opposition to erdogan. Aydin faces three years in prison for Anti Government facebook posts. Critics fear, if the referendum passes, the president will clamp down more. My reposting and posting my sharings is just personal freedom of speech. All together, collectively, we should be saying, enough, this is enough. We cant go further than this, this is just nonsense. Were going to hell. Champion of muslims, builder of infrastructure, president erdogan is revered and reviled. Now comes a test of which side of polarised turkey will get its way. The polls suggest this could be a tight race with both sides neck and neck, but an interesting trend we are seeing is that some of the supporters of president erdogan who have voted for his party are beginning to get cold feet about the move towards one man rule. So if there was a real desertion of his co re there was a real desertion of his core supporters, that could spell trouble for him in this referendum, and its incredibly difficult to say no. We have been here in the black sea for a week and not seen a single anti poster, and even in big cities like istanbul, the yes side dominate the airwaves and billboards. That is why International Observers will watch the referendum to see if it is indeed free and fair. The whole world will be watching because turkey is a pivotal country, a crucial member of the region and of nato and, still, an eu candidate country, so a very decisive moment in this country and the region as a whole and it will be closely watched in turkey and we will also be closely watching it over the next ten important days, and during and after the vote, and you canjoin ten important days, and during and after the vote, and you can join us here throughout that period. The co op group has reported its first annual loss since 2013 after declaring that its stake in Co Operative Bank is worth nothing. It reduced the value of its 20 stake in Co Operative Bank from £185m to zero, reflecting the banks continuing problems. The firm made a loss before tax of £132 million for 2016. Two former Barclays Bankers accused of Rigging Libor have been found not guilty in a highly significant verdict. The uks Serious Fraud office tried them for a second time after a jury failed to reach a verdict on their case last year. Stelios contogoulas and ryan reich have now cleared their names after a seven year ordeal. The co op group is back in the red today after its written off its remaining stake in the struggling co op bank. The write down means the its posted losses of £132m its first loss since 2013. The group had a profitable year had it not been for the write down. The chief executive Steve Murrells explained the loss. It actually is purely a decision by the group to reduce the value that we have in the bank, and in no way does it reflect what has been a great year for the group does it reflect what has been a great yearfor the group in does it reflect what has been a great year for the group in the areas of food, funerals and insurance businesses. These are the areas i spend all of my time focused on. We have seen growth in all of those businesses and we are attracting more members to our unique scheme and we have seen Operating Profits grow by 30 . The co op is actually back in the core businesses, albeit that we have had to ta ke businesses, albeit that we have had to take account of the performance of the bank. Today is the first snapshot date that large employers must use to report their Gender Pay Gap. Private and public organisations with 250 or more staff are to publish their Gender Pay Gap and bonus pay gap as they are on 5 april each year, on a government portal website. They have 12 months in which to publish the information according to a prescribed format, including the difference in mean pay between Men And Women. Suzanne horner is an Employment Law partner, and is this going to make a difference to you . I think it will make a difference in terms of Raising Awareness on the issue. While the challenge is therefore employers that there is a weakness in the reporting requirements, and firstly its telling us something we already know, because we know if we look at a typical boardroom that women are woefully underrepresented and those at senior levels are paid more. It is questionable whether the data being disclosed is actually meaningful. Essentially what it is saying is that the average your total paid across the workforce than doa total paid across the workforce than do a comparison and thats not going to tell women, shareholders and other interested parties whether Men And Women are being paid equally for doing the same job. If you going to Pay Negotiations with your boss, can you quote this and say, i am a woman, and according to your figures iam making woman, and according to your figures i am making less, woman, and according to your figures iam making less, so woman, and according to your figures i am making less, so i want to make as much as a man . Absolutely. Its something that will be in the Public Domain and the challenge for employers is that they will need to spend a bit of time talking to their staff about what these figures really mean, and what they dont do is tell a woman that she is being paid differently to the person sitting on the next desk for her and doing the same job. We have to leave it there, but thank you the joining us. A quick look at the markets. That is where they are. The ftse is following on from what happened in the us. Some negative comments from the us. Some negative comments from the Federal Reserve and the us stock market was down by about 190 points and you can see the ftse is down sharply. That is all Business News. More later. Lets return now to the news that labour Leaderjeremy Corbyn says he wants to extend Free School Meals to all Primary School pupils in england. Mr corbyn is proposing to cover the cost by introducing vat on Private School Fees. Joining me now is sir michael wilshaw, former Chief Inspector of schools in england and the former head of ofsted. Good to talk to you. Thank you forjoining us. You dont think this Labour Policy is a good idea. Why not . Extra money, if it can be derived from the independent sector or any other source should be spent on where it is needed most, and its needed most in the most disadvantaged communities for the poorest children. What we have seen when i was Chief Inspector of ofsted, we saw that the pupil Premium Funding has made a profound difference and it is helping to narrow the gap between Free School Meal children and others, and that policy needs to be continued and accelerated. I dont see any point in spending additional funds on prosperous and rich parents who can well afford to pay for their youngsters meals. Spend it where it is needed most. One of the great scars on the education system, although it is improving somewhat, is the long term of underachievement in our country and that is populated mainly by the poorest children. So spend money where its needed most. Some would say if you give Free School Meals to all children you remove the stigma that is sometimes attached to having Free School Meals. I understand that statement, but money is scarce in a time of austerity. So spend it wisely, and we will accelerate quickly up the International League tables if we can reduce that attainment gap, if we can get the poorest children in the poorest communities to do better than they are. And that is happening at the moment. We are seeing more poor children going to university than ever before and more children going to the Russell Group universities than ever before. So that policy needs to continue, so spend it where it is needed most, and dissipating that funding and spreading it to finlay will not make a profound difference. Sir michael, will have to leave it there. Spreading it to finlay. We have the headlines coming up on the bbc news channel, but in a moment, we say goodbye to viewers on bbc two. First, time for the weather, glorious day outside, so lets go across to helen willits. A fabulous day out there and here there are some exceptions, as is often the case with the british weather, isnt it fickle . We have had some wonderful pictures sent in this morning of the sunshine, of the mist and fog we had, so let me show you some of those. Beautifully sunny for some of us, particular in the south and east. This was sent in from weymouth, wonderful sunrise. A little cloudy in Northern Ireland but you can see sunshine breaking through those clouds, and it is beautiful. Across the east of scotla nd beautiful. Across the east of scotland an abundance of sunshine as we see across northern parts of england and wales and southern areas. Pollen levels are high in the south today so if you are sniffling it could be because of the high levels of tree pollen. Worth pointing that the sun index is rising, equivalent to late august and for the next few days it could be higher than we would normally expect because of what is happening in the upper atmosphere, in the stratosphere. So dont be caught out. You can see the east west split across scotland and there is a Weather Front in the Northern Isles and drizzly showers elsewhere. The sunshine is coming and going across Northern Ireland and certainly there are breaks in the cloud of crossing live in wales and even theirjust fairweather cloud. Its warm out there feeling warm and 16 and 17 and it will continue to be warm for a time this evening but the nights are long enough for temperatures to tumble away and in recent nights the towns and cities have hung around six and seven but in the countryside we have seen a touch of frost. Some drizzly showers for parts of Northern Ireland and scotland, mostly Northern Scotland and the Northern Isles, but the clouds coming and going and it might feel a bit more that western area see the best of the sunshine and we might seek slightly less sunshine further east, but temperatures will get to 15 or 16 degrees and keep the High Pressure into the weekend pulling in a southerly wind and that means Drieraircoming Infrom A Southerly Wind and that means drier air coming in from the continent, things getting warmer. The Weather Front is flirting with the north and West Of Scotland and Northern Ireland, so whilst it is getting warmerfor most Northern Ireland, so whilst it is getting warmer for most we will have Cloud Across The Highlands Of Scotla Nd Cloud Across The Highlands Of Scotland coming into northern at times. Its in southern and eastern areas where we see the warmth developing and it should be around 16 degrees for the grand national. Not much rain, so it might be quite firm, but on sunday we will see a lot of warmth and sunshine to come, strong sunshine as i mentioned and then we have the Weather Front in then we have the Weather Front in the north. It wont feel as warm here, 1013 degrees, but we could get to about 23 celsius across southern and eastern areas, so its all to play for and if we get to 24 it will be the warmest day of the year. Either way, strong sunshine, it will be warm. This is bbc news and these are the top stories developing at midday a father who refused to pay a fine after taking his daughter out of school for an unauthorised holiday has lost his case at the Supreme Court. To attend regularly no longer means to attend frequently. It now means to attend all days and at all times the school requires it. Every unauthorised absence, including being one minute Late To School, is now a Criminal Offence. The syrian Foreign Minister insists his regime has not and never would use Chemical Weapons, as President Trump condemns the Chemical Attack in syria calling it an Affront To Humanity. labour says itll provide every Primary School pupil in england with a Free School Meal, by charging vat on Private School Fees, if it wins the next election. Also. The Prime Minister will meet the European Council president , donald tusk at Downing Street this lunchtime. It will be the first meeting between the two leaders since article 50 was triggered. And well be hearing from Rotary Young Citizen Award winner molly, whos determined to help Homeless People living on the streets. Good afternoon. The Prime Minister has welcomed the ruling, saying it is important that children get the most out of their education. Our Legal Correspondent Clive Coleman is at the Supreme Court and has been speaking tojon platt about the ruling. Well, this morning the Supreme Court have in a unanimousjudgment made the position of parents who want to take their children on holiday during school term time crystal clear. What they have said is that you, the parent, must obey the Attendance Policy of the school, the attendance. Rules of the school and of course many schools will have a 100 attendance rule, and if you do not do that, you, the parent, will be breaking the law. To the 17 million parents of children in State Education, you are not the final arbiter of what is right for your child. There is no margin of error. One minute Late To School is now a Criminal Offence and it never was before and it hasnt ever been before. Lady hale addressed that and she said the idea that everything will be a Criminal Offence she said if you have a sensible prosecuting policy with fixed Penalty Notices and some flexibility in the prosecuting policy, it is not that everything single thing is going to be criminalised. You need to be sensible about this but the key thing is you have to ensure that your child goes to school and they are supposed to. Again, it is even shocking when i hear it again. I know some people might find that acceptable, that the state says you have to send your child in State Educational to school every single day if you make a judgment that your child should not be in school for whatever reason, you cannot make thatjudgment any more unless the head teacher says that is ok. That to me still remains shocking. Why is it that that freedom exists for all children in private education but it doesnt exist for parents whose children are in State Education . The point i think lady hale really wanted to make strong week was that if one child is out of School One Week and another child another week, itjust causes mayhem for teachers and the school. But it didnt. Youre the Legal Correspondent. You know that in 1969 the court Versus Gilmour the court said that regularly attending school means frequently attending school. In 2006, the High Court Said again that regularly attending school is frequently attending school. In 2013, michael gove takes away the discretion of headteachers and All Of A Sudden 200,000 parents become criminals overnight. It is not fair or true. Because the numbers. Last week, the Attendance Figures for schools in england were released. 800,000 children missed at least one session of school. That means 1. 6 million parents are criminalised by this and its not good enough to say it is only a £60 fine. It is that parents £60, not the states. What happens now . Lady hale made it clear that your case would now go back to the Magistrates Court and lets you come within one of these limited statutory exceptions, if it is a religious holiday, which it was not, then you will be found guilty ofa Criminal Offence. Well, we will see. I will not give the prosecutors advance warning of my defence, but to say the least, if they could not even spell my name right on the summons, i think you might find that i have a defence to this position. You will not be pleading guilty . Absolutely not. Thank you very much. Indeed. Well, there you have it. Jon platt may have lost this case, but as you heard, he remains defiant. The position for parents around england now could not be clearer. Follow the rules, and if you do not, you will be breaking the law. That was Clive Coleman there, talking to jon platt. We can now speak tojulie robinson, general secretary of the independent Schools Council shes in our Central London studio. Thank you forjoining us. What do you mean by the sum is not adding 7 you mean by the sum is not adding up . Well, our sector, the independent Education Sector educates 7 of the school population, so how can she even imagine that that 7 can do enough extra to rescue 93 . From any funding issues . What shes really missing here is that in our sector there are half a million pupils and if those pupils were priced out of Independent Schooling, they might move back into the state system and create more pressure on the state. But what about the principle of getting the private sector to pay a little bit towards Primary Schoolchildrens meals . Our sector is completely on board with supporting Social Mobility and children who are deprived. No one wa nts to children who are deprived. No one wants to see hungry children or disadvantaged children, but we are already doing an awful lot to help through partnerships and to supporting bursaries. For instance, a third of pupils there are sector do not pay the full fee. Half of those do not pay even half of a feed so we already are supporting them. But are you saying you do not want to do any more to support them . We are actually very keen to do as much as we possibly can. But that has to be commensurate with the capacity of the school. So lets look at a typical epic Independent School. It would be able Rivalry School that is perhaps not doing lots of Foundation Money behind it and it is full of pa rents money behind it and it is full of parents who are hard working parents tried to pay the fees. These are not school is full of billionaires. So what is your primary objection . Is it the principle behind labours policy or is it the amount that pa rents would policy or is it the amount that parents would have to pay . Because you said yourself that the private sector is keen to help the state sector, but you are reluctant to ta ke sector, but you are reluctant to take this particular one on and i am trying to work out why. Yes, because this policy would undermine the ability for small, Independent Schools to continue to function and do what they can to support the broader system through supporting teaching and sharing Playing Field and offering subsidised places. It would actually potentially put them out of business so that they could do nothing, but their pupils would come back into the state system and then they would cost the state £5,500 per year. Whereas at the moment, the parents paying fees their overall across our half a million pupils, those parents are saving the state Education Bill £3 billion per year by being in a fee paying school. Billion per year by being in a feepaying school. Would you then accepted levy on larger private schools, where the parents can afford it . We do not need a levy. We are already giving more into the system are already giving more into the Syste M Tha N are already giving more into the system than we are taking out. Our schools are very generous in their support, in their bursaries, in supporting the broader system and they want to do more and more and more but these are Independent School so they are operating separately from the state. They are a burden on the state but they are already giving in many ways. Ok, julie robinson. We will leave it there and just to say were looking at pictures ofJeremy Corbyn who was that a Childrens Club in luggage of promoting that policy. For the moment, many thanks. Theresa may has accused Rival Parties of being in chaos and disarray at the launch of the conservative partys local election campaign. Speaking in nottinghamshire, the Prime Minister outlined the priorities of the conservatives ahead of mays election. She pledged to prioritise ordinary working people. Mrs May Accused Labour of indulging Its Own Ideological Obsessions and the Liberal Democrats of wanting to re run last years eu referendum. To be fair, labour and the other parties do have their strengths as well. They are exceptionally good at wasting your money. They excel at imposing new red tape and they are world class at hiking your taxes. In fact, when you look at it, these local elections present a clear and informative choice. Jyrki says autopsies of victims of this weeks attack on syria confirm that Chemical Weapons were used. Turkey. Russia says toxic substances may have been released when troops struck a terrorist warehouse. President trump says the Affront To Humanity would not go unanswered, but syrias Foreign Minister insists that President Assads troops did not use Chemical Weapons. Translation stressed you once again, the syrian army did not and will not use the kind of weapons. Notjust against our people and are children but even against the terrorists who are killing our people and our children and attacking residents in their cities by Firing Indiscriminate mortar bombs. Lets go to our Correspondent Benjames bombs. Lets go to our correspondent ben james in beirut. Bombs. Lets go to our Correspondent Benjames in beirut. How could he be so sure, having carried out these autopsies . Well, 32 patients from the area were taken to turkey via a Border Crossing around about 120 kilometres north into turkey. Three people who were taken of those dirty to did not make it and died in a hospital so what the turkish authorities are saying is that autopsies carried out in conduction with the World Health Organisation and also the organisation for prohibition of Chemical Weapons have demonstrated that those people were exposed to the sort of chemicals you mightfind in exposed to the sort of chemicals you might find in such Chemical Weapons. They do also say that the bodies will be taken for further tests and they will take place in the hague. What is not explained is how these autopsies might disprove the russian and syrian claim that the chemicals we re and syrian claim that the chemicals were released when a warehouse on the ground was hit by a conventional strike instead, so that is not clear. What many people point to in response to what the Foreign Minister was saying there was that syria did indeed declare a stockpile of Chemical Weapons back in 2013 in response to another outcry about a much more deadly attack in the eastern area just outside the capital damascus. You will remember the big political conversation about that. The syrian army, the Syrian Government did again deny that they had been responsible for that but still in response to it and under pressure to a deal brokered by the us and russia declared that they had a stockpile of such weapons. That stockpile was then destroyed. And yet, despite the apparently mounting evidence that it was the Syrian Government, we heard the syrian Foreign Minister this morning flatly denying that his government has anything to do with it. Denying that they would use such weapons, use them on their territory, ever having had all will in the future. The Russian Defence ministry gave a statement a couple of days ago also using the same timing that the syrian Foreign Minister mentioned, that an error strike took place at the al nusra front. This is connected to a group that still has links to alqaeda despite having also worked under the banner of the Free Syrian Army but that time was certainly after the reports started emerging and the videos and pictures that are now all over the newspapers and websites Around The World that people will have been seeing. So it has not yet been explained, that discrepancy, no doubt those questions will continue to be asked. 0k, questions will continue to be asked. Ok, we will leave it there. The Prime Minister will meet the European Council president , donald tusk, at Downing Street this lunchtime. Theyre expected to discuss the uks exit from the European Union a week after mr tusk set out the eus Draft Guidelines for the brexit negotiations. However, although that will be the main issue, our Political Correspondent ellie price told me other topics are also on the agenda. We hear today that the European Council president s is coming to Downing Street to have a chat with theresa may. We understand it will not be brexit on the agenda, and of course i imagine that would be one of the most important things. Theresa may today has been making a speech. She said that the conversation with donald tusk will be to try to ensure there is a deal that works for everyone. This is not the start of negotiations. I think thatis the start of negotiations. I think that is probably important to add because of course the hasnt formally ratified its Negotiating Strategy but certainly it is conversations like this that will no doubt pave the way for ongoing talks. We are going to take you to some pictures coming in of the labour leader, who is demonstrating his culinary skills to a group of a putative children it seems. He is at a childrens holiday club in leyland in lancashire. Cracking an egg. Perhaps making an eastern cake. He is there in fact to promote his policy on Free School Meals for all Primary School children in england, a policy that would be paid for, should he become Prime Minister, by a vat on private schools and Private School Fees. Dont know of that policy will ever become law but there he is with the cake mix and we do expect some comments from Jeremy Corbyn on that policy very shortly and we will bring them to you when we get them. The headlines on bbc Newsroom Live a father who refused to pay a fine after taking his daughter for an unauthorised holiday during term time has lost his case at the Supreme Court. Lady hale said it is disruptive to childrens education to dig them out of school. The syrian Foreign Minister insists his regime has not and never would use Chemical Weapons. As President Donald Trump condemned the attack in northern syria, calling it an affront to inanity. As we were hearing, labour says it will provide every Primary School pupil in england with Free School Meals by charging vat on Private School Fees if it winds the next election. I will have more in the next hour. Two former Barclays Bankers accused of Rigging Libor have been found not been found not guilty in a highly significant verdict. The Serious Fraud office tried them for a second time after a jury failed to reach a verdict on their case last year. Our correspondent andy verrity was at Southwark Crown court for us. Well, you may remember, the best way to remember, five years ago, bob diamond, before the Treasury Select Committee event, he is trying to answer for why his bank were fined £290 million for reading libor. What is libor . Well, it is an Interest Rate. It measures the real cost of money. It is worked out because everyday banks say what Interest Rate they would have to pay to borrow a large sum of cash. And they take an average of those, which is libor. But at the same time, those same banks had Big Money Riding on which way libor went. What these traders were doing was making requests. So the submitters of the banks who would say how much it was going to cost would be contacted by the traders who would make a request and say can we have high libor today or can we have low libor today. Back in 2012, when barclays was fined, it looked like they were corrupt and there was talk of a bottle of bollinger and lots of colourful phrases but then it emerged that these apparent bribes were really just a cup of coffee, a curry, a box of itsu. Would a banker really want to commit a crime for the sake of a sushi roll . But that is what the Serious Fraud office was presented to the jury as evidence last year. Thejury last did not like backers as much and they locked up four bankers but did not up their minds about these two, whether or not what they had done was dishonest. Also, significantly, thejury in this trial had a higher bar to prove that the Crown Prosecution Service had to prove more to get the men locked up and clearly the jury felt that they had not proved that these guys knowingly broke the rules. This undermines the whole narrative of the Serious Fraud offices prosecution of libor rigging. It brought into question whether trade and manipulation, which these guys were accused of, was a crime at all. Ok, many thanks. Lets look at some of todays other developing stories. Theres a call for the Drug Ketamine to be used more widely by the nhs to treat depression. Psychiatrists in oxford say theyve had some success with a human trial using the class b substance, which is also used as a horse sedative. Theyre now calling for a National Database to be established so that doctors who prescribe it can monitor its results, as our Health Correspondent jane dreaper reports. Life is good for helen. This is the best shes felt in seven years. Depression and anorexia took their toll, but taking part in this Nhs Drug Trial has stopped her from feeling like she is drowning in her own thoughts. I can connect with my kids, take my kids to their friends Birthday Parties and go on the odd playdate every now and then. I can actually be present in my childrens lives, which is the most important thing to me. Helen is among the first patient to have this experimental treatment. All the patients in this trial had moderate or severe depression, and other treatments had failed. 42 of the 101 patient felt much better after having ketamine. It is important for us to use it in a controlled environment, obviously. What wed like to do is to see more centres starting to use ketamine because we feel we will get more experience of exactly how we can help people for whom really nothing else has worked. Patients in oxford received the drug through a drip carefully controlled conditions in hospital. Doctors believe thousands more people could benefit from this treatment, but warn that it should only be taken under medical supervision. Jane dreaper, bbc news. Nottinghamshire police say all three have been found, and are with officers. Iam i am sorry. We are having a little trouble technically. Lots of Police Officers with guns. They have been in custody ever since then but this morning they made their First Court Appearance here at westminster Magistrates Court in london. He is also charged with possessing the anarchists cookbook and a poison handbook. His sister is charged with sending him beheading videos and execution videos and photographs of People Holding the heads from people that have been beheaded. So those are essentially offences of items that are used for propaganda. They both appeared in the dock here at westminster Magistrates Court, on the confirming their name, their date of birth and their addresses, as is usual. There was no suggestion that they should be asked to plead guilty or not guilty to the offences. He was wearing a Grey Sweatshirt and trousers that are often issued in police stations. She was wearing a long black dress and a veil. They we re long black dress and a veil. They were both told that they would stay in custody until the next hearing, which would be at the old bailey on the 28th of april. From today, companies which employ more than 250 staff will be legally required to publish the average salaries they pay Men And Women. About half of the uk workforce will be affected by the new rules. The education secretary justine greening, whos also the minister for women and equalities, says the measures are being brought in to tackle the Gender Pay Gap. There are many Great Companies in our country doing a fantasticjob of bringing through our female talent. We want to see more companies doing that, but we think transparencies on reporting on that pay gap is part of figuring out how that happens. What a different story it is here today. Beautiful weather out there right now, lots of sunshine around. The weather will not be changing an awful lot over the next few days. If anything, it will be warming up, but the mornings are pretty cold. I pressure as anchored itself comfortably over the uk. The North Western areas are stuck under a bit of cloud and bustle light drizzle, so the best of the sunshine for the south and east and more or less the same for tomorrow as well. Very little changes overnight. It will be a fairly chilly night. These are temperatures in cities at their highest. Just outside of town it will be close to 4 5 c. Tomorrow we do it all over again. Another Beautiful Day with cloud over North Western areas. On balance, a lovely day and then on saturday and sunday it will be warming up from the south. We could even see temperatures approaching 20 feet celsius in london and around about 20 celsius across yorkshire as well so that is still to come this weekend. This is bbc Newsroom Live. Theresa may is meeting the president of the European Council donald tusk in Downing Street shortly. Its their first meeting since the triggering of article 50. For the First Time Since his election, donald trump will meet the leader of the worlds other economic superpower, president xi jinping of china. Mr trump has said he believes the summit in florida will be very difficult. Relations have become fraught, with the us president taking a confrontational stance on tradead the north Korean Nuclear programme. Our correspondent Barbara Plett usher reports from florida. It this way, he will think this is a guy i can make a dealwith. We cannot continue to allow china to rape our country. Donald trumps brandies bashing china, particularly on trade. They have taken ourjobs. Good dose of iowa hospitality fix that . Ask the chinese businessman behind the project . Maybe President Trump, ithink, could need some behind the project . Maybe President Trump, i think, could need some time to know more about china. Maybe donald trump needs to visit moscow team. Yes, he knows the story of muscatine to china and he will have great interest. The story is not friendship, it is business. There is no Trade Deficit in iowa, which exports a lot to china, especially agricultural products. This town and state voted for donald trump but that does not mean that iowa buys his approach to china, here they see china as a business opportunity, not a threat. In fact this state does so much trade with china that it would have a lot to lose if mr trump started a trade war. There is no sense of uncertainty here. An established Family Run Business Pounding out steel for more than 100 yea rs. Pounding out steel for more than 100 years. But the new owner has branched out to trap tap new markets now looking honourable to trade disputes. Im concerned about it and trade disputes. Im concerned about itandi trade disputes. Im concerned about it and i think the chance of it happening on a large scale is small soi happening on a large scale is small so i dont lose any sleep over it. Im expect exporting a lot of goods to china and i know about the taxes i pay, so there does need to be rebalancing. Rebalancing a complex and crucial relationship will take more than cornfield diplomacy. With me is our china editor carrie gracie. We know the President Trump thinks the summit will be very difficult. What the chinese think . I think theyre finding it difficult before theyre finding it difficult before they arrive because from a political Point Of View the chinese like to get everything nailed down to the last detail before they do these things. They like every set piece occasion to be choreographed to the nines, and to go into a florida summit with a man who has said so many disobliging things about china, calling it a rapist and thief of americanjobs calling it a rapist and thief of american jobs and the rest of it is a very difficult and high risk in counter for a very difficult and high risk in counterfor a a very difficult and high risk in counter for a chinese president. Respect, face, dignity are enormously important in chinese politics and president xi jinping is not an off the cuff, spontaneous kind of guy. What about the specific issues of trade and north korea . President trump has conducted his discussion of these things with megaphone rhetoric, if you like. How will each of those things be received by the chinese leadership . President trump is in a difficult position because he does not have a china team or china strategy and barack obama had won. It was to pivot or rebalance the us to asia, the big trade trade agreement called the tpp, and President Trump has walked away from tpb and even some of the Security Alliances are looking shaky, so from the chinese Point Of View at a strategic level this is potentially a moment of opportunity and also a moment of danger because they dont want uncertainty in this enormously important relationship with the us right now. They want to keep the trade relationships move and keep a north korean situation manageable, ticking along as far as they can do. So what i think president xi jinping will do is offer a bit on north korea on sanctions and try to offer a little bit on trade and they will be working out on the chinese side just how much or little they can get away with offering neither of those fronts to try to manage the relationship and keep the us in a posture of engagement and encouragement of chinas rise, rather than a situation where President Trump sees china as arrival and something to carry on sounding hostile around, to launch a trade war or anything like that. Here we are discussing the impending meeting. How much coverage has there been of this meeting in china itself . Interestingly enough, the Chinese Media are largely state controlled and its such an important and risky moment that the coverage is very take down right now. Sometimes you see discussion around the edges on these things, but today it is really very tightly controlled. People in china will be watching though. Its a fascinating moment. They love some things about the trump family, they love ivanka and they love her family, the trump family, they love ivanka and they love herfamily, and the Chinese Embassy has made friends with jarrod kushner, so forming Family Relationships with the trump Family Relationships with the trump family and trying to be helpful on trademarks and trying to give gifts where possible and trying to make the relationships between the First Lady S Work will be something going on right now and trying to sort out the protocol, even down to the handshake so that president xi jinping does not get his hand grabbed and yanked we have seen for foreign leaders, or even worse, trump refusing to shake his hand. Every detail will be watched back in china and they are very, very anxious it goes well. Its going to be fascinating. More from you later in the day. Many thanks. The Syrian Government has again denied using Chemical Weapons on an attack in the north of the country in which at least 80 people died. International condemnation continues to grow and the United States is urging russia to re think its support for the syrian president , bashar al assad. Joining me from Central London is fawaz gerges, chair of contemporary middle Eastern Studies at the London School of economics. Thanks forjoining us this afternoon. What are the options at the moment for the International Community after this event . |j the moment for the International Community after this event . I think the options of the International Community and the us in particular are very limited and risky. The balance of power has shifted dramatically in favour of President Assad in syria and russia controls the skies and the land in syria. Iran is deeply present in support of President Assad. The americans are nowhere to be seen. Despite everything that you have heard from the american president tom donald trump, in the past 24 hours about the fact that his mind has been changed about President Assad, european officials here and diplomats and even the un special representative keeps saying that they are still waiting for ideas from the Trump Administration about the diplomatic process and political process. All in all it seems even if donald trump, tomorrow, decided to carry out military attacks against some of the installations of the assad government, those attacks would not change the dynamics of the situation inside syria. So when President Trump says many lines have been crossed for him, what do you make of that . Was that purely an emotional response . First of all, its very sad that it has taken donald trump almost six years to basically have a humanitarian view of this bloodbath, this heartbreak thatis of this bloodbath, this heartbreak that is taking place inside syria. Almost 400,000 people have been killed. Secondly, we do not know whether donald trump really means what he says. There is a credibility problem here and thirdly he has not disclosed his options. And his options, as we have suggested are limited and risky. What is the road map . What is the strategy for donald trump . As you know, in the past few days, Trump Officials have made it clear that assad is here to stay and its very difficult to challenge the political reality on the ground. He has as it was, terrible as it was, the poisonous gas attack in idlib could serve as a catalyst for a more engaged american diplomacy in syria, but any kind of an engaged american role in syria requires also a diplomatic strategy, diplomatic strategy that takes into account basically the role of russia, the European Union, china exerting pressure not only on the players and competence inside syria, but also on the regional powers, whether you are talking about iran and turkey. This remains to be seen, because we have no ideas and no strategy that the Trump Administration has put on the table in the past two months. We have to leave it there. Many thanks adjoining. Many thanks for joining us. It is no secret that some children were abused under the cloak of being cared for. Earlier this year an enquiry into historical abuse in Northern Ireland published its final report, which detailed the failings of institutions and the crimes of individuals. But some escaped prosecution, and the bbc has discovered that one former Childrens Home worker was able to start a new life in a new country, and the canadian authorities were never informed of his admission that he had abused boys. I admitted that i abused three boys back in my past, and for that there is no excuse, but, yes, there are those feelings within me, and again im not trying to make an excuse and say i am not a paedophile, but it is a strong word from where i am sitting. Not only was henry clarke able to move to canada, in the early 1980s, he set up a Childrens Home in ontario. He only left that post having been questioned by police while on holiday back in belfast in 1985. The Historical Institutional abuse enquiry was told that after the interviews he admitted to two detectives that he had abused three boys at three different care homes where he worked in Northern Ireland, yet he was never prosecuted and its believed that information was not passed on to anyone in canada. After making the admission to the police, he left the Childrens Home he had set up in ontario and went on to be a pastor at several churches. He was never involved in further abuse and no further allegations have been made against him in the country. I enjoyed caring for young people. You enjoyed it because you were getting access to children . Thats not fair. I didnt do it for that reason. That is not the reason i did it at all. I did it because i enjoyed looking after them, i enjoyed the work and the opportunity arose and i took the opportunity which, again, and we are agreeing again it is wrong, but i did not take the jobs for that to happen. Until now, henry clarkes past was not known in the remote part of canada where he now lives. But thousands of miles away in Northern Ireland one of his victims who he abused decades ago has given up his right to anonymity to call for him to be prosecuted. He should be brought tojustice. He should not be having a happy life with the living hell he gave to me on the other boys he abused . He is disrespecting to god. I turned to god, so forgive me. No chance. In canada, questions will also be asked. About how henry clarke continued to work in the church and with children, hiding away in small towns from the truth and the victims he left behind. Injust over a week, turkey will hold a referendum on whether to grant president erdogan greater powers, which would make him the head of the government executive as well as Head Of State. Mourning the loss of a loved one can be a difficult and deeply emotional process. Following the death of their son in a Road Accident six years ago, film makers, jane harris andjimmy edmonds decided to make a documentary about how they coped with grief. The film a love that never dies follows the pair on a road trip across america, as they meet other bereaved families coming to terms with life after death. Aisling mcveigh reports. Film makers always put their heart and soul into their projects. Their labour of love. Nice to see you. But forjimmy and jane, this film is deeply personal because it is about them, and much more than that, its about their loss. Weve travelled down the ho chi minh highway to the place our son had died in a Road Accident. Josh was killed in a motorbike crash in vietnam six years ago. As film makers, they turned to what they know best to help with their grief. This is the first public screening of their film a love that never dies. Dearjoshua, we are older now, much older, but we still cant let you go. I wear your clothes, yourjeans, your shorts. Your name is tattooed on my wrist. Grief is often described as a journey so the couple set off on a physicaljourney across america, talking to parents with a shared understanding of their suffering. Parents of children whove died. Sometimes ijust come in and say hi, jordan. Sometimes ijust open the door and i peek in at night and say goodnight, son. Its just to find some familiarity and. Pretend that it is like it was. Asjane andjimmy shared their experiences with other parents, their film now means those stories can be shared with an audience. They are giving people a voice to their grief. I think its absolutely amazing. We need to tear down the barriers and walls and embarrassment and shame and everything. You know, its time for that to go now. Let people talk about grief openly. Use words they want to use. Not be afraid, not be frightened. What i hated most was people turning away from me. Joshs parents hope the film will be screened across the uk, the us and wherever it can help. People really stayed with it. Its uncomfortable, its difficult. One woman came up and said that she was terrified about coming but she was so glad she did. He still lives on in us and in our relationships with other people and with his friends. He is obviously living on within the film as well. Like a homage tojosh. They want this film to help not just bereaved parents but everyone, to better understand grief and its effects. They believe it is a positive film. One that deals with death but celebrates life. Aisling mcveigh, bbc news. Speaking in lancashire in the last half hour, Jeremy Corbyn explained why he thought his Free School Meals policy was important. At the moment, those that access Free School Meals because their parents are on benefits, but if they are low wage, but in work, they do not get Free School Meals. We want all children to get it, and all of the evidence from the places that provide Free School Meals, there are better levels of attainment and concentration and Better Health of the children, so we want all children to benefit. There is also an ardent for children eating together rather than going into separate places, to either go out for lunch if they are allowed to, or to have a sandwich lunch, and that means they are not necessarily together over the lunch period. This weekend, some extraordinary acts by young people are being celebrated at the Rotary Young Citizen Awards in manchester. There are seven winners from across Great Britain and the Republic Of Ireland one of whom is molly comish from the Republic Of Ireland. She was determined to act after seeing so many Homeless People living and sleeping on the streets of her hometown in bray. I was Walking Around dublin in December 2015 and i just saw the amount of Homeless People and i decided that i needed to make a difference, so im trying in my way. Im molly cornish, im 18 years old, andi im molly cornish, im 18 years old, and i live in bray in co wicklow. I thought maybe i could put together a pack of things that we take for granted to keep us clean that Homeless People might not necessarily be able to buy, so i just decided to put in a rucksack as well, because its really reusable. There is everything from scarves, to gloves, two socks, two earbuds, deodorant, toothpaste and bars. There is pretty much everything we ta ke there is pretty much everything we take for granted but need. Everyone is smiling and thanking me when they receive it. Hi, guys, imjust leaving some stuff here for you. That is an amazing feeling in itself and people are just really happy to receive it, which makes it ten times better. It just makes receive it, which makes it ten times better. Itjust makes me really sad that people do have to live that way, but im trying my best to help them and make it a little bit easier. Winning the award is amazing. I never in my wildest dreams thought i would have won it, so to win it is incredible. I couldnt believe it. I was over the moon. And just to tell you that on saturday well be broadcasting the 10 Year Anniversary ceremony live from manchester. Thats at 10 30 this saturday morning. Ina in a moment it will be the news at one with jane hill, but first the weather with helen willetts. Once againa once again a promising start of the day and a little on the chilly side there are a few patches of mist and fog around, particularly over the cheshire plains. This is northwich and there were some fog around Manchester Airport but with another fine day the Pollen Levels are high again across southern areas so that is worth knowing. It is High Pressure that is keeping the weather settled at the moment and the High Pressure stays with us into the weekend so it looks fine and dry. The best of the sunshine will be this morning again because the cloud will build up, but it is still bright, even if it is not sunny. They could be drizzly showers to the West Of Scotland and the Weather Front as it is Gale Force Wind in Northern Ireland but there could be good spells of sunshine in aberdeenshire and five. Northern england and north wales, no more than a light passing shower and it will mostly be dry and bright. The best of the sunshine is likely to remain across southern and Western Areas where we could see highs of 15 or16, as we areas where we could see highs of 15 or 16, as we had yesterday. A similar feel or 16, as we had yesterday. A similarfeel and strong or 16, as we had yesterday. A similar feel and strong sunshine, which is worth noting because at the moment the sun is as strong as late august and its enhanced at the moment, stronger than you it to be. Through the night the clear spells return on we will have another chilly start of the day on friday with a touch of ground frost and the odd patch of mist and then we will repeat the story, different areas of sunshine but it will be dry and bright the most part with a peppering of showers for the northern and Western Isles and the North West Highlands in particular. The weekend sees a subtle change. We keep the High Pressure promotes the west and the Weather Front flirts with the north and west but we are pulling in continental air, dry hair, so less cloud on the whole and also coming from the continent is warmerairso also coming from the continent is warmer air so there will be changes as we head into the weekend and we will see more sunshine coming through, more so through the second half of saturday. We still have the north westerly breeze close to northwest gotland, so more cloud and it will start to warm up. More like 16 at aintree as we get towards the race. On sunday we will see more sunshine coming through and we will really see the benefit of the southerly wind. The offset to that is for the north west where we will have a Weather Front so it will not be as warm here, just between ten and 13 but potentially 23 in the south and east.
