More than three Million People in england have been told theyre facing tighter restrictions from next tuesday after a significant rise in coronavirus cases. Merseyside, lancashire and parts of the midlands and West Yorkshire will be under the same restrictions that came into force in the north east of england today. Tonight, the Prime Minister said he didnt want another full Scale National lockdown and that he is determined to keep schools and businesses open. But borisjohnson said it may be necessary to review whether tighter restrictions across england are needed in the next few weeks. Heres our chief political corresponsdent, vicki young. The coming days are likely to see some hard but necessary decisions. If we want to avoid another full scale lockdown, which all of us do, doing nothing will most certainly is not an option. There is a vacancy at the United Kingdom and it needs urgently to be filled. So that we can talk together, share information, pool ideas and demonstrate a determination that the whole of the country can face these challenges together, at this difficult time. I dont think anybody in wolverhampton is surprised about the announcement today, the numbers have been quite high for a while and they will simplyjoin been quite high for a while and they will simply join neighbouring boroughs of sandwell, Birmingham City and solihull and having that restriction that means you cant go to other people because my households and they say 90 of the new cases in wolverhampton in the past couple of weeks have come from social gatherings, people going to family get togethers, barbecues and garden parties, that kind of thing. Not from people going out socially in pubs and restaurants, which is why there are no restrictions brought into place here because of that. They have opened a lot of new walk in testing centres and a new one came online today, there will be more next week. Interestingly, i was ona more next week. Interestingly, i was on a call early on with the leader of Wolverhampton City Council who said the number of people who have had a test in wolverhampton doubled in the last week, but is still not keeping up with demand and he would still like more has to be done. 0n the same cull, we heard from the chief executive of the hospitals in birmingham and he said he has never known a situation where his clinical staff have been so apprehensive about what is coming next. Well, here in cleckheaton, local restrictions will be reimposed from tuesday. Across kirklees and calderdale and bradford earlier in the summer, they had restrictions as rates started to rise, but in areas like cleckheaton, at the end of august, those were lifted. But from tuesday, they will be back in a situation where households cannot mix outside their support bubble in homes or in gardens and they are strongly advised not to mix with any other households in any other indoor areas. Talking to people here in cleckheaton, yes, there is frustration and confusion at the ever changing rules. But there was also an acceptance that if people wont stick to the guidelines, then maybe these restrictions are needed. This is coming across a backdrop in West Yorkshire as a whole of sharply rising numbers. At the end of august, there were 800 cases. In a fortnight, that has nearly doubled toi,500 fortnight, that has nearly doubled to 1,500 cases. So the situation is worsening here and there is a feeling that maybe these restrictions are needed. The latest government figures show the highest daily number of new infections since the latest surge began, with 4,322 new cases in the latest 24 hour period. It means the average number of new cases reported per day in the last week is now 3,466. And as new cases have climbed, so have daily hospital admissions the weekly average for new admissions is 221. Note that the scottish data is only published up until september 7th. 27 deaths were reported of people who died within 28 days of a positive covid 19 test, and that means on average, in the last week, 17 deaths were announced every day, taking the total number across the uk to 41,732. There are now more than 1,000 people in hospital with coronavirus. And there are continuing reports of Serious Problems in the testing system. Heres our health editor, hugh pym. There are yet more stories of delays and frustration at Virus Testing sites. Traffic came to a standstill in south london, as people whod booked tests waited to get to the location theyd been told to go to. But at the site, there was no testing, just officials saying the bookings hadnt been registered and people should leave and try again. Leah has symptoms and was driven down by her husband to get a test, enduring the heavy traffic, but not getting what she needed. It was very upsetting, to be honest. Because we were desperate to get a test, and wed tried for so long, only to be turned away. And it takes so long to go through the process. Ive also kind of lost the will to do it. 0ther testing sites were open, but most were fully booked. Demand for tests has surged, partly because of an increase in coronavirus symptoms and cases. 0ne guide to whats happening comes in a random survey of people in the community by the office for national statistics. It picks up those who dont realise they have the virus. In its most recent week, the survey shows that nearly 60,000 people in england were infected. Now, thats a lot fewer than in may, but the previous week, it was fewer than 40,000. That means one in 900 of the population in england were infected, with the highest rate in the north west and london. In wales, by comparison, it was one in 2,000. The survey doesnt cover the rest of the uk. Health officials are concerned that the numbers seriously ill in hospital with the virus are now rising, a delayed reaction to the spread in the community. Admissions of patients to hospitals, some needing intensive care, have doubled in about a week across england. We are at a point where we are now seeing critical changes in the number of infections in hospitals. Were seeing a rise slower than what happened in march, but nonetheless, if it continues to rise in the same way, we would expect to see similar numbers that we had in hospital at the end of march in about 3 4 weeks time. So, the big question now is, how much faster the virus will spreading communities and how many will need hospital treatment. How much, for how long . Of course, this is anybodys guess, but its also not inevitable how steep the curve up is going to be. So, the uk can write its own history. So, its very important that as fast as possible, as effectively as possible, we put measures in place. Whatever those measures are, ensuring that the testing system is working properly to track the virus seems as critical as ever. Humour is with me now. A second wave is coming in, says the Prime Minister. It all seems to be happening quickly now. People may say that 1000 in hospital is way below the more than 19,000 back in april, but it is the speed, as you say, at which things are developing. As we heard, hospital admissions in england now seem to be doubling around every week or so with people seriously ill with coronavirus. Public Health England said they are particularly worried about the number of older people now being admitted. The worry always was that the spread of infection amongst younger age groups would eventually affect the older generations. This is what the r number is all about, the speed. If it goes above one, it means one person is infecting more than one other, and that seems to be rising rapidly. 0fficials than one other, and that seems to be rising rapidly. Officials say infections could be doubling in fewer than seven days. It is an issue affecting most Major Economies in europe, particularly france and spain. The question is what policies and measures can be taken to address it. The hope is that the right decisions will be made in the public do observe these guidelines and social distancing rules. All three died on april the 20th after working on the nhs front line from the start of the pandemic. Kirsty jones married her first love when she was 23. She was already working for the nhs in airdrie. All my adult life, kirstys been there. All my happy memories, all my sad memories. Grant maganga, originally from malawi, he met his wife at a party manchester. He was my soulmate, he was my everything, my everything. Gerallt davies with his two sons outside Buckingham Palace last november, being honoured by the queen for his services to first aid. Im getting a fag. And then more celebrations back at base in swansea. Cheering he seemed quite, not embarrassed, but humble by being given it. He would never be talking about it. But i was just so proud that he had a moment before Something Like this has happened. They pulled her back into the front line, and she went. I wish i could go back to that day my get out of the carand give hera back to that day my get out of the car and give her a cuddle. Hospital visits were not allowed, so they had to wait for calls and messages to tell them how their loved ones were doing. We were texting and texting. The last day he texted me was four days before he passed away. Like so many others, they needed to be put on ventilators. The unconscious with machines breathing for them. Jonathans dad contacted the family before he went into intensive care. Its just so hard to take in, trying to be positive and trying to be strong, but the reality is that me and my brother are that it might we re and my brother are that it might were pretty crippled outside, trying to fight back the tears. On the 20th of april, all three families got a phone call saying their relative was soon going to die. Kirstys husband was allowed into the hospital as medics battled to save her life. They gave her cpr for 20 minutes, 30 minutes, may be. I was in the room and had to witness that. It was one of the most horrible experiences ive ever seen of the most horrible experiences ive everseen in of the most horrible experiences ive ever seen in my life. Their nhs collea g u es ive ever seen in my life. Their nhs colleagues have all paid tribute to them, and now theirfamilies colleagues have all paid tribute to them, and now their families want to thank the staff who cared for them at their most sick. Even though the worst outcome came to my family, they tried their utmost, they really tried their best. I can be happy with my kids. When i see my kids, i think that he left something with me that can make me happy, but im a lwa ys that can make me happy, but im always sad inside me because hes not there to see them grow up. For me, we have been devastated by it as a family. His friends as well. And then you think, thats another 40,000 plus people, and itsjust a sad time to think of these people, and we are not the only ones going through this terrible time, so many other families. 0ur Health Correspondent cath burns with that report. For six months, kaye has hidden away from the outside world. As a transplant recipient, her immune system is suppressed, and so she started shielding in march to keep away from coronavirus. Even when the government advice changed last month, kaye continued to shield. Next week, her part of the midlands goes into lockdown, just as she is expected to return to work as a teacher. Her school says it will ensure a safe return for her, but she is not sure. That absolutely terrifies me. I know that im going to get the virus, and basically i feel like im sort of walking into my ultimate demise. I can see that the second wave is coming, if it isnt already here, and i am very vulnerable to catching the virus, and ijust do not want to catch the virus. I dont want to put myself at risk at all. So, thats my morning and evening tablets. Around the uk, 2. 6 Million People were advised to shield earlier this year. Some because of respiratory problems, others undergoing cancer treatment. All qualified for help and support in accessing food and medication, but that came to an end in august. In some local lockdown areas like leicester, shielding has been retained, but in others, like here in Rhondda Cynon taff, it hasnt. There is no set criteria for when people might be asked to shield again, which leaves room for uncertainty. The Welsh Government says it doesnt want to set an arbitrary rate for when shielding would be introduced. The uk government says it should be a last resort. To derek, who lives in the rhondda, it feels like hes left to make his own mind up on how best to protect his health. I dont think theyve got a handle on it, you know . I dont think they know what to do. They seem to be making it up as they go along. I think it comes down to people like me using their own common sense, because we just cant follow the advice thats being given because i dont think enough advice is being given to save our lives, to be honest with you. Shielding means isolation and the loneliness that can bring, but for some, that now feels like the safest way ahead. Hywel griffith, bbc news. Breezy across england and wales as we start off this weekend, but other than that, for many places, plain sailing, dry for most with sunny spells. There is the chance of a shower across the south of the uk, courtesy of this swirl of cloud, low pressure that has been spinning over iberia, throwing cloud and perhaps showery rain north. We could see showers across the Channel Islands through the night may be into the far south west of england. Lots of low cloud and drizzle for northern parts of scotland. Temperatures 8 12 celsius, a little lower in southern scotla nd celsius, a little lower in southern scotland and north england. Still breezy across the southern half of the uk, and the potential we will see some showers moving from the Channel Islands into southern and particularly south western parts of england and may be clipping into south wales as well. It will also be a little cool for some of the north sea coast, temperatures may be pegged back to 14 or 15 celsius in places. A decent day for Northern Ireland with sunshine, and the low cloud across scotland will become fight dash might become confined to the far north east. Through saturday night, this low cloud will roll in through the central belt of scotland, parts of Northern England as well. It should break up to some extent through sunday to allow brighter skies to develop. Still possible of the odd shower in the south, but most places fine with sunshine.
