So as the people of manchester come to terms with whats happened, a clearer picture is emerging of the man responsible for mondays atrocity which left 22 people dead and dozens more injured 20 of them in a critical condition. Today, Police Confirmed they were investigating a Terror Network following the attack by 22 year old salman abedi. He was known to the Security Services albeit up to a point, according to the Home Secretary. Because of fears of a Wider Network connected to abedi, the threat level across britain has been raised to its highest critical. It means troops have been deployed to key locations across the country. Four more people have been arrested that follows the arrest of the bombers brother yesterday. Tonight, well bring you reports on the investigation, the bomber, and the victims but first, heres our chief correspondent gavin hewitt with the latest on the concert attack. Just pain, because everybody in manchester seems to know somebody that attended. My daughter had a friend that went. It is like we are all linked together. We know he went to school in manchester, but dropped out of university in salford. We also know abedi travelled to libya, but returned just days before the attack. Our special correspondent, ed thomas, has spent the day in south manchester, where salman abedi grew up. Suicide bomber salman abedi, an extremist who attacked the city of his birth. Now investigators surround his home. Like everyone here, they want answers. This man knew abedi. He had watched him come and go from manchester to libya. Now he cant believe what his neighbour did. Unbelievably disgusting, to be honest. Especially for a muslim. And a libyan as well. To us, obeying the law of the country is the most priority number one. That is what the prophet teaches us. The Libyan Islamic fighting group is now back home in libya. On his facebook page, he praises alqaeda fighters in syria. In a moment, well speak to our correspondent Quentin Somerville in libya, but first lets go to our security correspondent gordon corera, whos outside mi5 headquarters. The intensity and pace of this investigation has not lessened, because in the last 2a hours, confidence has been increasing that salman abedi did not act alone. As we have heard, he was most likely pa rt we have heard, he was most likely part of a network. In particular, the concern is that he may not have built that relatively sophisticated explosive device himself. That means a bomb maker could potentially still be at large, and so could other explosive devices. That of course is why the threat level has gone to critical. Here at mi5, they are aware that there may be questions asked at some point about what they knew about him. Certainly, the Home Secretary has said salman abedi was known to the authorities, and the bbc has learned that a number of people reported him to the police because of concerns about his behaviour. So there may be questions in the future about what they knew about him and when. But the focus at the moment is on the investigation and understanding what kind of network there was in the uk what still exists and also his travel overseas. Her family spent yesterday frantically searching for her. They learned early today that she had died. Her mother, charlotte, posted this message on facebook. Saffie roussos was eight. She went to tarlton Community Primary school in lancashire. This morning, her classmates at assembly sang, dont stop believing. Her mother and sister are still in hospital. She was loved by everyone. Her warmth and kindness will be remembered fondly. Saffie was quiet and unassuming with a creative flair. Saffie comes from a close, loving family and we can only imagine what theyre going through. Marcin and Angelika Klis from poland lived in york. This photograph was taken shortly before the attack. They had come to collect their daughters from the concert. Their girls lost both parents in an instant. Ive been a Deirdre Barlow super fan. Shes always been my favourite character. This is martyn hett speaking to the bbc in 2015. Kelly brewster was 32 and from sheffield. She died shielding her 11 year old niece from the blast. Her partner wrote, kelly really was the happiest shed ever been. We had so many things planned together. Georgina callander had adored Ariana Grande since childhood and had met her. She was 18 and a second year children of health and social care, planning a career committed to helping others. John atkinson, who was 28 and from bury, also studied health and social care. One in a million, his friends said. Loved by so many. A true gentleman. Jane tweddle taylor was a School Receptionist and a mother of three from blackpool. She was waiting for a friends daughter. She is irreplaceable, her colleagues said, bubbly, kind, welcoming, funny, generous. Neljones was 14 and described by her teachers as a bright and popular pupil, always smiling. It feels like the school has lost a sister, they said, not a classmate. Sorrell was also 14 and from leeds. Her mother and grandmother were injured, her grandmother critically. Her sister survived without injury. Miohelle was married with three young children. Herfamily issued a statement saying, family was her life, she has been taken from us in the most traumatic way imaginable. Friends lisa lees and alison howe were waiting for their 15 year old daughters. Both girls survived the blast but their mothers died side by side. Look into these faces and youth and optimism beam back at you. Children, young parents, leading normal, blameless lives. Alan little, bbc news. Well, as we heard, alison howe and lisa lees were among those killed in the attack at the Manchester Arena. Our correspondent, judith moritz, has been to their home town of oldham, to speak to their friends in the community there. Lisa lees and alison howe. Mums, friends, and a real part of this community. Today would have been alisons birthday. She grew up here with schoolmates who became soul mates, after 30 years of friendship. She was just the best one out of us all. She just kept us all grounded. She was just amazing. She was our forever friend. It must be very hard to take in this. It doesnt seem real yet. It has not sunk in. She was very selfless. Did everything for us. Anyone who knows us knows all of us, and they all know us as a team, and we are always together, and the loss of alison, without a shadow of a doubt, has broken all of us. Lisa and alison had gone to collect their daughters from the concert. They were caught in the blast before they could reach their children. I know lisa a long time. She used to work ina i know lisa a long time. She used to work in a shop next to me first i know her daughter, lauren, as well. Lauren came to my shop over the weekend. She showed me her tummy, she was expecting a baby. It is just so sad. Lisa and alison were loved here and their loss will be felt by so many in this town. Treatment councillors have been brought in to help those who need it. At the town hall, people who knew the ladies are plenty who did not queued up to sign a book of condolence. What is evidence is there is a need here today and that is why we are here, today and that is why we are here, to recognise that need and play our part, and to share the pain and grief. Today, teenagers cried for the loss of their friends mums and mothers wept as well, as all of this town ta kes mothers wept as well, as all of this town takes in just what it has lost. One of the key questions in the aftermath of mondays atrocity is to find out how the Suicide Bomber, salman abedi, came to adopt his extremist views. Remember, he was born and raised here in britain, spending much of his life in the very city in which he has caused so much suffering. Our home editor, mark easton, looks at whether the threat of a future attack could be reduced. In the streets of south manchester, condemnation of mondays tag is total. From this area more than a dozen men have been identified as having been radicalised and then followed the path of extremism. Salman obeid ee isjust the most recent. What screams at you at times like this is how we stop young people from being radicalised in the first place. The governments answer is prevent. In the market, i met a stallholder who told me he was acquitted of terrorism charges four years ago. His opinion of the prevent strategy is not unusual. From my case, when i was accused of being a terrorist, they said extremism is practising yourface. You are accused of being a terrorist. I went on trial for four months. I was told if you are praying five times a day, that is the first step in extremism. Prevent, to you, is quite personal and has had a big impact in your life. When it is targeting innocent people, yes. No one agrees with extremism or terrorism but when you are discriminating against a section of people who have lived in peace for many years, i think that is extremely racist and terrorism itself. It has now emerged that some in the community had called the Police Anti Terrorism hotline trying to alert the authorities to the radicalisation of salman abedi. It was not enough of that sum in the market do not think that makes the policy of failure. It is very bad for the community. Some people think it is buying on your own community. No. I dont think so. If you are right, it does not matter. The new mayor of greater manchester, andy burnham, campaign to scrap prevent, claiming it was toxic. He now oversees the strategy across the region but today refused to discuss it, saying it was not the time. This muslim mother has no such qualms. She has written about extremism and thinks the current policies are not being properly explained. Prevent has a branding problem. Absolutely. Iama has a branding problem. Absolutely. I am a supporter of it. I am critical of it full stop it has flaws. How can anybody with a sane mind and intellect be against that . Politicians reference prevent as how they are working with the muslim community. Others, as proof of their toughness in targeting islamic extremism. Such mixed messages may be the policys eight is challenged. All this is happening in the middle ofan all this is happening in the middle of an election. Our Political Correspondent ben wright is in westminster, when will Election Campaigning start ain . When will Election Campaigning start again . Hours after the attack, and ate all the Political Parties suspended their campaigns. There have been no rallies or speeches. Slowly that will end. Ukip is launching its election manifesto tomorrow that they have delayed it for a day but the leader said it was important that the Democratic Process continued. Labour will begin campaigning locally tomorrow and then nationally from friday and the conservatives will do the same. I expect the snp and lib dems will follow suit. The campaign will get going again although i feel it will be different. It will be more restrained and subdued. Well soon know that salman abedi has travelled to the country many times. The country he was travelling too was one that has been collapsing under its own civil war but also in the midst of a fight against extremism, both the so called Islamic State and alqaeda. Something like three and a half thousand libya ns alqaeda. Something like three and a half thousand libyans left here after the battle and travelled to syria. Then those fighters, many of whom joined the Islamic State in syria, started coming home. They have since been driven out of their seven base that is what this southern base but they are still incredibly active.
