Officials are discussing whether manchester, lancashire and other areas of Northern England should also face the same restrictions. The Prime Minister has clashed with the labour leader in the commons, after sir keir starmer called for a two or three week Circuit Breaker lockdown across england to slow the infection rate. The other issue that is going on here is a certain amount of tension between Central Government and local leaders. That is notjust between conservative government and labour mayors, there are also local conservative leaders who are very concerned about the financial help that there will be that will be made available. I think the problem is the Central Government and local leaders cant agree on all of this, thenit leaders cant agree on all of this, then it could have an impact on the publics confidence with the measures being put in place and ultimately their compliance. Birmingham city council says coronavirus swab kits that had already been used were mistakenly given out to households in selly oak as part of its testing service. About 25 kits were handed out yesterday. Lets speak to our correspondent, kathryn stanczyszyn. How on earth did this happen . That is very much what the council is trying to find out at the moment. The drop off and collect testing scheme has been running in the city since numbers started to go up. It is to provide ballast to the testing strategy in certain hotspot areas. It does very much what it does on the tin, volunteer knocks on your door and offers you a test, you can ta ke door and offers you a test, you can take it voluntarily, youd then follow the instructions in 30 minutes later they come back and pick it up. Yesterday, testing of this kind was concentrated in selly oak, a big student population and where the highest amount of cases have been recently. It emerged yesterday evening, about 25 of these kits which had already been used we re kits which had already been used were handed out to new household. Basically, they are a flatpack kit with instructions on them with what you do. You then seal the swab in a bag and hand it back. These were already built boxes that were given out by the Students Affected weve been talking to say that actually they had no idea that that was the case and that some of them even went as far as to reuse the swabs. A boy came up to me and said his whole house id use them. So fingers crossed, none of them were vulnerable. Students have sort of been blamed slightly for the spike and now its probably going to rise potentially further because of this mix up. Potentially further because of this mixup. And its not our fault. Now earlier, Birmingham City council we re earlier, Birmingham City council were saying they didnt believe there was any cross contamination of that kind but in a Statement Released in the last half an hour, they dont confirm that. As soon as it became apparent, we took steps to rectify the mistake. Its a vital part of helping tackle the spread of covid. The Czech Republic has announced the closure of schools, bars and restaurants for three weeks, and in the netherlands, the government is introducing a one month long partial lockdown for the spain, germany, italy and france are also tackling large numbers of cases. Chris morris reports. Yes, its notjust us, coronavirus cases are rising across europe, so lets take a look at some of the stricter measures being taken to fight the virus. Its death rates from coronavirus are similar to many other countries but are significantly higher than comparable scandinavian neighbours like norway and finland. In sweden gatherings of more than 50 people are banned, people have been working from home where possible, but shops, bars, restaurants and gyms have stayed open. But restrictions have been imposed in france, in spain where theres a 15 day state of emergency in madrid and in italy. Across europe, the virus has never gone away. And there is a difficult period ahead. East Kent Hospitals trust has apologised unreservedly to an elderly patient with dementia who was restrained on 19 separate occasions while staff forcibly treated him. Security guards were asked to hold down the mans arms and legs at the William Harvey hospital in as hford. Michael buchanan reports. This is the William Harvey hospital in ashford. To its maternity and pandemic problems, we can now add the horrific treatment of an elderly and vulnerable man. The man was admitted from his care home in late november because he had a urinary problem. He also had a form of dementia that could make him aggressive, both verbally and physically. Now, there are ways of calming such patients, to ensure that medical treatment can be administered. But during the nearly three weeks he spent here, none of that happened. Weve seen the internal investigations, spoken to insiders, and discovered what actually occurred. Medics initially tried to sedate the 77 year old, who were not naming, at his familys request. But the drugs had little impact, so two days after his admission, nurses first called the Hospital Security team to restrain him. A report weve seen say two security guards held down arms and legs, which left the patient with broken skin, redness to wrists and knees. Many of the restraints took place in the middle of the night, on a large ward, described as chaotic and understaffed. Its a really shocking and extreme case. We shared the documents with katie featherstone, who has studied the care of dementia patients in the nhs. Security guards are in hospitals to protect everybody. Theyre not there to be part of care delivery. The frequency of the restraints varied, but over one ten day period, the man was restrained on 16 separate occasions. Held down, while catheters were inserted, sometimes without any sedation. It must have been a really horrific experience. He must have been in considerable pain, which wasnt treated. He was very able to express his wishes. He didnt want it to continue. But yet it did. So, how should the man have been treated . With patience and understanding, according to this expert. For general nursing staff, it often cuts into a very busy working day, and they often feel they dont have time for actually sitting and calming someone. In a statement, the nhs trust that runs the hospital told us. We unreservedly apologise to the patient and his family, and every member of staff has been put through a dementia training programme. Right guard, who employ the security officers, said they had done nothing wrong and always acted under the instruction of clinicians. The patients family said simply. Despite the fears of fishermen and the hard line position of president macron, many in france believe a deal on fishing is possible but too much compromise could spark trouble at home for mr macron the head of this region is a potential rival for the presidency and, after years of social unrest in france and the pressures of covid i9, more disruption in a sensitive area like this is the last thing mr macron needs. But many fishermen say they would compromise on their catch rather than lose access completely.
