The governments support package for the arts industry has been broadly welcomed by a sector which has been ravaged by the covid pandemic. The money will come in the form of grants and loans. But its come too late for some Theatre Companies and their staff, and theres concern about exactly where the money will go, with calls for regional theatres to be made a priority. Freelancers in the industry also say they need more help. And most importantly, all of those involved in the arts want to know when they can open again. Heres our arts editor, will gompertz. Theatres, music venues, cinemas and museums across the country have been brought to their knees by the covid 19 pandemic, with many saying they will be bankrupt within weeks without emergency government support. That arrived today with oliver dowden, the culture secretary, announcing a £1. 57 billion rescue package for the culture and heritage sector. No we had set out these clear criteria to protect the so called crown jewels, the things that really define us as a nation nationally and internationally, but secondly, and just as important to me and the government, protecting there was little local venues, whether that is the theatre or the gallery which is often the only place people can go to to access culture, it is just as important to protect that. The announcement has been warmly welcomed by many arts leaders, who say they can now see a way for their organisations to survive at least until the spring. Of the total amount, £270 million will be made available as loans, with the rest, the vast majority, coming in the form of grants. Watching over the last few months the industry crumble, at the point we didnt think we were going to get any funding, it was really very, very frightening for me, for everybody in the industry, because you dont know where to go next, and if you think, oh, this is the career i love, this is what i am passionate about, if it is going to stop, completely out of your control, you know, it is a horrible thing, so the iiews know, it is a horrible thing, so the news last night isjust extremely amazing. As ever, the devil is likely to be in the detail. The government has not specified how the money will be divided, nor how the application process will work. There are likely to be many winners, but the money has come too late for some venues that have already been forced to close, while others only just clinging on to the hope of a post pandemic return. And willjoins us now from the National Theatre on londons south bank. It is £1. 57 billion if we are going to be very accurate about this, and the question is, where is it going to go . Well, it is an awful lot of money, and most of the arts leaders to whom i have spoken are surprised by how much it is. Behind me is the National Theatre, covered in tape, which was part of a protest last week, hopefully that type will now 90, week, hopefully that type will now go, because the money is here. This is one of the so called crown jewels that the culture secretary was speaking about, this is where some of the money will go, no doubt about it, major museums, the british museum, the national gallery. But there is a big issue about where the money will be spread beyond the crown jewels, and i money will be spread beyond the crownjewels, and i spoke money will be spread beyond the crown jewels, and i spoke to the culture secretary about that, who was at pains to say it will go out to the regions, and to those freelancers, many of whom have lost theirjobs freelancers, many of whom have lost their jobs because they freelancers, many of whom have lost theirjobs because they fell between theirjobs because they fell between the cracks. £1. 57 billion, on the face of it, is a large sum of money, and it is an extraordinary singular eventin and it is an extraordinary singular event in terms of arts in this country, but it doesnt make up for what has been lost, Something Like £1 billion lostjust in live music performances over the course of the pandemic. So it isnt going to go everywhere, it will save certain places, and it will certainly underpin places like the National Theatre, but not everywhere will survive the pandemic, and there will still be casualties. It is a fantastic step, leaders say, in the right direction, but they are not quite out of the woods yet. Meanwhile, ahead of the chancellors summer statement on wednesday, the government is pledging to create 30,000 traineeships in england to help people under the age of 2a get back into work. 0ur Political Correspondent nick eardley is in westminster. 0ne one of 0ne ofa one of a raft of measures we are going to be hearing from the chancellor. Yeah, that is right, simon, last week we got the political vision from the Prime Minister about what he thinks the country will look like as we emerge from lockdown. This week we get a bit more of the detail from the chancellor, with exact measures that ministers are preparing to take to try to get the economy back on its feet, to get the Housing Market moving again, to save businesses, to protect jobs, moving again, to save businesses, to protectjobs, particularly as the furlough scheme starts to be wound down ahead of october. The trainee scheme is part of that, ministers are particularly worried that young people are going to be among the worst affected by this crisis, saying that there was aged 18 25 work in those sectors which have been hardest hit by the lockdown. That is white £110 million is being put aside to provide for these trainee schemes. But, frankly, its a small piece in a much bigger object so that the chancellor has to tackle over the coming months. Labour saying today that £1. 7 billion should be earmarked for the hospitality industry, and for high streets, to make sure that they can bounce back. It also wants the furlough scheme extended for some sectors which are struggling to come out of lockdown quickly. The statement from the chancellor on wednesday isnt a budget, it is not being billed as a big tax and spend event where we find out loads of new government policies, but businesses and individuals will be looking closely to see what is in it, because what the chancellor says this week could have huge impact on all of our lives. Colour to thank you very much, nick eardley in westminster. Families and friends in wales are now able to reunite and enjoy outdoor attractions, after lockdown restrictions were signifca ntly eased. The five mile travel limit for nonessential journeys has been removed, and two households can now meet up together indoors and overnight. The Welsh Government is urging people to behave responsibly. 0ur wales correspondent tomos morgan reports. As lockdown began three months ago, people flocked to the mountains of wales. The National Park then closed, as did most tourist hotspots, but today, after more than three months, they reopened. Well, i usually come up here four times a month. Its great to be back up here. Its great to get out in the outdoors, and its nice to see the Brecon Beacons back open again. Im from the city, so, you know, its just constant people around, noise, pollution. Just get out here once in a while, like i say, it clears your head. Not being able to do that, it has been a big impact. Walking the beacons, all around us, lovely. But even on the beacons, the two metre social distance rule still applies in wales. Obviously, there is passes, narrow areas, there is areas where you come together in car parks, you know, there are going to be, you know, areas that are going to be difficult to social distance, so obviously youve got the country code, and we ask people to abide by those and, you know, support one another and use common sense. Up until now, people could only travel within five miles of their home, but the travel restrictions have been lifted, and for the First Time Since lockdown, two households here can meet inside one other household again. Even though shops reopened two weeks ago, accommodation and the hospitality sector will remain closed for at least another week. The Brecon Beacons is an area that relies on tourism, and businesses here have been starved. We are missing out on sort of quite a lot of tourist trade. And just impulse buying, you know, little bunches of flowers, a little bit of our gifts and stuff. So, yeah, its going to have quite a big impact. As tourist destinations like the Brecon Beacons reopened across wales today, there is some anxiety amongst those living in these rural communities. They havent seen huge numbers of covid cases. 0n the one hand, theyre desperate for the economical boost that tourism will bring here, but on the other there is some anxiety that an influx of people may see a surge in cases. Tomos morgan, bbc news, in the Brecon Beacons. Beer gardens and outdoor cafes are reopening in scotland today, alongside some tourist attractions. And in Northern Ireland, hairdressers, barbers and beauty salons are trading again. In a moment, well speak to our scotland correspondent Alexandra Mackenzie in fife, but first to our our ireland correspondent chris page in belfast. Hi, simon. Yes, its another big day in terms of relaxing the lockdown here in Northern Ireland, businesses that involve close contact with customers, they have opened their doors again, so places like the statue parlour in south belfast back in business, also beauticians, reflexolog ists, in business, also beauticians, reflexologists, massage therapists, all while back customers with strict social distancing, new hygiene measures, perspex screens, hand sanitising stations, this is very much the new rules that people are working within. But Northern Ireland is ahead of the rest of the uk in allowing places like this to open. Some other restrictions being eased, for example the rules on hospital visits are being relaxed, also visits are being relaxed, also visits to care homes are being allowed again, so something that will be welcomed by many families in this part of the uk. Now, the levels of the virus here have been very low for the last few weeks, the average number of new cases a day has been in single figures. Also, the number of deaths linked to covid 19 per day has been dropping, it is not unusual now for there to be several days passing in a row where no deaths we re passing in a row where no deaths were reported to the health authorities, so ministers in the devolved government saying that things are moving in the right direction, but as more places are opening up, they are stressing that you keep the progress going, people have to adhere to all of the guidelines. That is the picture in Northern Ireland, over to scotland and my colleague Alexandra Mackenzie. This is the first time in months that the National Trust for scotland has been able to welcome visitors into their gardens. Now, you are not allowed to go into the buildings, but you are allowed to enjoy these vast open spaces. Now, falkland palace in fife was a Hunting Lodge in the 1500s, mary queen of scots spent a lot of time here, she played tennis in the famous Tennis Courts that are still in use today. Now, we have seen quite a few people coming and going this morning, they have stuck to the two metre distance in and to the strict hygiene measures. Now, in scotland, outdoor hospitality has opened up today, and i took a wander outside the palace gates, and a couple of people were already outside enjoying a cup of coffee. You can also have a drink outside in a beer garden, but you do have to leave your Contact Details just in case there is a covid outbreak. In scotlands first minister, nicola sturgeon, has urged a note of caution, saying that the virus hasnt gone away, warning that it is still looking. Alexandra mackenzie, thank you very much. In australia, the state border between New South Wales and victoria is to be closed, as a spike in coronavirus cases continues in melbourne. Nine Public Housing estates have been put into hard lockdown. Victorias chief medial officer described the situation as desperately challenging. Shaimaa khalil reports from sydney. The Police Showed up at their doorstep on saturday. Since then, no one in these melbourne tower blocks was allowed to leave. A full lockdown for the first time in australia. Another major setback as covid 19 cases continue to spike in victorias state capital. Health authorities have been scrambling to control the numbers. But they say this latest cluster in the towers could have an explosive potential to spread the virus even further. The military have been called in to help, as Health Workers ramp up testing. The situation is now so grim that victorias border with New South Wales will be shut something the leadership had previously said was unnecessary. All of us agreed the best thing to do is to close the border. It will be enforced on the New South Wales side, so as not to be a drain on resources that are very much focused on fighting the virus right across our state. Its the first time in a century the border between New South Wales and victoria is being closed. Even at the height of the pandemic here back in march, the two states remained open to each other. This shows the level of nervousness and concern among leaders that the spike in melbourne could spill over here to australias most populous state. Victoria is now responsible for 95 of all new covid 19 infections. It recorded 127 cases today. Its the highest daily increase since the pandemic began. The outbreak has disrupted australias relative success in suppressing covid 19. And if the number of cases continues to spike in victoria, the threat of a second wave becomes more real, just as people have begun to enjoy some freedom of movement. Shaimaa khalil, bbc news. The greek government has said direct flights from the uk will restart next wednesday. Greece lifted restrictions on flights from eu countries last month but kept restrictions in place for the uk because of Coronavirus Infection rates here. Tourism accounts for roughly a quarter of the greek economy. New Safety Measures are in force, including limited numbers, compulsory face masks, and strict itineraries. Ten Million People visit the louvre every year, mostly from outside france. The museum says visitor numbers this year could be down by 80 if european borders arent reopened. The former head of m16 sirjohn sawers says the uk should block the chinese telecoms giant huawei from any involvement in its 5g network. His comments come as ministers consider an updated report from the National Cyber security centre. This morning the Chinese Ambassador to the uk spoke to journalists. The British Government has this ambitious plan to have 56 full coverage of the uk by 2025. I think huawei can do the job. But if uk choose to pay a high price for poor quality or for me, less quality, i hate to say, im sorry to use the word poor quality its up to you. Lets speak to our security correspondent frank gardner. Why does the uk government appear to be on the verge of changing its mind on this . Primarily because of us sanctions. The whole ground here has shifted dramatically since january, when a decision was taken to allow huawei up to 35 of involvement in britains 5g network. That has now changed, because the us has introduced a sanctions bill which will block the use of semiconductors by huawei, meaning that britains intelligence agencies can no longer guarantee safety of components, they say, from what huawei would produce. And although a decision isnt going to be taken absolutely immediately, this is now prompting questions that, actually, the whole idea of safety has changed. There are two issues. One is security should britain trust equipment supplied when it is suspected by some that the Chinese Military has links to huawei, which are denied by huawei. The other is the commercial aspect, that it simply wouldnt be practical under this new us law to import technology from huawei. This has been heavily resisted by huawei, and you heard there the Chinese Ambassador, and chinese commentators are saying, well, there is no way britain will be on the lead on 5g if it takes this decision. The government is in a difficult position here. Frank, thank you very much. The time is1 20. Coming up scientists warn delays in cancer diagnosis and treatment due to coronavirus could cause thousands of excess deaths across the uk. Coming up in the sport in the next 15 minutes on bbc news one of britains most successful divers, alicia blagg, is forced to retire at the age of 23 with a shoulder injury. There could be thousands of excess cancer deaths across the uk this year because of delays to diagnosis and treatment during the coronavirus pandemic. Thats according to new research seen by the bbcs panorama programme. There are concerns routine screenings, urgent referrals, and treatments have been delayed or cancelled. Nhs england says it is working hard to restore services. Heres our Health Correspondent lauren moss. Its in my lung, its in my liver, its in my brain. Kelly smith was diagnosed with bowel cancer three years ago, when she was 28. She underwent surgery and countless treatments. Chemotherapy. Well see what it does. Then, on the 23rd of march, the day the uk went into lockdown, her treatment was paused. She told me about the great scan results and said, i think now, because of the covid, its a good time that we could afford to take a break. And i said, i dont think its a good idea. Kelly, here with her six year old son finn, isnt alone. At the start of the pandemic, nhs leaders published new guidelines to prioritise urgent care and protect people with cancer who are vulnerable to catching covid. But kelly told bbc panorama the decision to halt her chemotherapy left her fearful of the future. Terrified, absolutely terrified. I didnt want to die. Like, i feel ive got so much more to do. But, yeah, terrified. Kellys health went downhill during lockdown. Ten days after speaking to the bbc, she died. Nothing can prepare you for the vacuum nothing can prepare you for the vacuum that is left when you lose a child. It cannot be filled. We have some saving graces in the fact that kelly left behind a fantastic little boy, finlay, but she has gone, and quite how you come to terms with that, i dont know yet. Its notjust cancer treatments which have been affected. Routine screening programmes have been disrupted, the number of patients visiting their gp and being referred for cancer tests has plummeted. And nearly half of Clinical Trials where new treatments are tested and developed were also stopped. Wendy peake has a rare form of eye cancer. She said she was doing well on a trial, but when covid hit, it was halted. To see such anguish on my girls faces. To see their desperation, which was way more than mine. Wasjust heartbreaking. Panorama has been shown Research Suggesting the pandemics impact on cancer care could be catastrophic. Certain procedures have continued at cancer hubs, set up away from covid patients, and some nightingale hospitals are to be used to clear the testing backlog. But there are three years that the use of another treatment, radiotherapy. What we were concerned to do when the virus was increasing very rapidly in the population was to make sure that we could get the right balance between the risk of catching the virus and the risk of having peoplemight cancer get worse. Deborah jamess treatment for bowel cancer has been investigated. She is. Please go to your gp. The message from the nhs is that they are open for business, but we know that during the pandemic, referral levels for cancer dropped to an all time low. Because people are not going to their gp. All we can do is our best to try and get the Service Running again, to get the diagnoses going and get the treatments going again. You may not know the name, but youll certainly have heard his music he composed scores for more than 500 film and television productions, including a fistful of dollars and the good, the bad and the ugly. 0ur entertainment correspondent lizo mzimba looks back at his life. Morricone is on the right. 0n the left, a boy called sergio leone. As an adult, he would direct the spaghetti westerns that morricone would provide the music for. He was prolific, composing over 500 schools for film scores for film and tv. His theme for bbc drama the life and times of David Lloyd George became an unlikely chart hit. In the 1980s, he cut down on work but was tempted back. His score for the mission, combined jesuit music, native music and oboe. Music was morricones life.
