This is why, on the issue of Climate Change which Angela Merkel has chosen as the central theme, well, the United States and its president are out of sync with the vast majority of the world and how to respond. He is pulling america out of the paris Climate Change accord. Well start to understand what that will mean in practical terms as the rest of the world pushes on. Then there is globalisation, a surprising amount of agreement whether you are the chinese or the germans or the russians or even protest is on the streets that globalisation in its current form is not working for all the people of the world. The big question is if what we have got at the moment is not working what should replace it . On that there is no agreement between america and germany and other players. We are also watching to see how globalisation may evolve because of this summit. Then there is the issue of World Leadership, america has led the world for most of the last 100 yea rs the world for most of the last 100 years but now donald trump has put in his words America First and on some issues like Climate Change he has stepped away from a central role which is leaving a gap and we are watching closely to see who may step into that position of authority. Will it be the europeans led by Angela Merkel . Will it be china . Russia . There are many fundamental questions being raised and we will see some of them answered in the coming days here. It is a shame they are behaving this way but they are behaving in a very very dangerous manner. And something will have to be done about it. The Polish Government is delighted that donald trump chose here to set out his vision for americas relations with europe. The president will have been soothed by his enthusiastic reception in poland, when his style and leadership is often ridiculed elsewhere on the continent. Also, when reinspected, quality of care in some good homes had deteriorated. What were seeing in these services that are deteriorating is how Fragile And Precarious quality in Adult Social Care is. Thats the reason why we have to make sure that everybody understands that quality matters. Providers have got to focus on that, and commissioners and funders have to make sure funding is available to ensure that people get the quality of care they deserve. Campaigners say the report is an indication of the pressure that social care is under because of increasing demand and underfunding. For individual older people and their families that means they are facing a degree of russian roulette. Will they get good care, will they get any care . Will it be affordable . Will the carer turn up . Will the care, if they get it in a care home, be safe . Will there be a nurse in a nursing home . These are such fundamental questions and its unfair to expect older people to be facing them at their most vulnerable time in their lives. He said maybe they have, probably they have but others might have as well. It mixed messages and with this trump you dont know what message will come out with the leader who he remembered throughout the campaign trail, he said this was the campaign trail, he said this was the relationship he wanted to develop, reset the relationship with russia. The new tests will involve cladding being fitted to a 9m high demonstration wall before being exposed to fire. With me is our Home Affairs Correspondent tom symonds. Whats the thinking about this new test . Weve been reporting over the last few weeks about 190 samples of Cladding Sent in by Council Building managers around the country have been given this quite specific test of the plastic bit in the middle of the cladding, the filling in the Aluminium Sandwich has been taken out and exposed the fire and found wanting. This new test we can see here is what the government is proposing, very different, this is simulating a similar situation to what is believed to be the cause of the Grenfell Tower fire. Opening could perhaps be the wendell its thought flames came through from a french fire and the test is to see if not just the french fire and the test is to see if notjust the material in the cladding can withstand the fire because we know from these tests it doesnt but whether the whole system, the cladding, the installation behind it, fire breaks which might be around, they are going to build all of that on a wall a bit like that one and test it to see what the results going to be. The reason they got to do that is they are not sure that the cladding which is up on buildings around the country is safe in that certain situation. Is that i thought the initial tests were almost too tough and unrealistic . Its not so much that, i think they wanted to be sure the plastic inner core, that that is as they thought it would be quite liable. But the Building Regulations are complicated and they allow you to use a material like that as long as you can show using perhaps that bigger study that its safe to be used so that might involve using a certain amount of it, perhaps less or perhaps using these Fire Barriers around the sections of cladding which prevent the flames spreading. Thats whats at the heart of this but these tests are the sort of test you would have hoped would have been carried out before cladding was fitted to the buildings and i think theres a growing suspicion that in many cases if the test has been done and its been done in the past and if you like Desktop Studies have been written up which simply revert toa been written up which simply revert to a previous test without serious testing of proposed designs and that is at the heart of this current row, controversy surrounding Building Regulations in the wake of the terrible fire. Thanks very much. An unemployed man from west sussex who killed two of his former girlfriends five years apart has been sentenced to life imprisonment. Robert trigg was convicted of the manslaughter of Caroline Devlin in 2006, and the murder of Susan Nicholson in 2011. Both women were found dead at their homes in worthing after a night out drinking with trigg. Duncan kennedy reports. Yes, this is the extraordinary case ofa man yes, this is the extraordinary case of a man who almost got away with a double killing. Robert trigg did kill Caroline Devlin and Susan Nicholson. But initially the police got one was Natural Causes and one was an accident. It took the elderly pa rents of was an accident. It took the elderly parents of Susan Nicholson to get the police to reopen their case and finally bring robert trigg to justice. Even on his way to be sentenced Robert Triggs arrogance and contempt was today made clear. They should be here, not me. His victims were Caroline Devlin and Susan Nicholson, both killed by robert trigg, and he nearly got away with it. Police initially treated as a brief partner. In the case of Susan Nicholson he claimed he had accidentally rolled over onto her as they slept on a couch at their home in worthing. But robert trigg never called 999, leaving it to a neighbour to talk to the operator as he liked in the background. Could you ask him to tell you why it looks like shes dead . Why but susans earlier parents where suspicious as they thought the sofa was too narrow for the two of them. Getting nowhere with the police they hired their own pathologist who found susan had in fact been suffocated by robert trigg. They say its been a six year fight for justice. Its a disgrace, the way we we re justice. Its a disgrace, the way we were treated. An absolute disgrace. The treated susan as if she did not matter. Five years earlier Caroline Devlins death was thought to be from Natural Causes so there was no Police Investigation in her case either. But she had also been killed by robert trigg. Today her mother said robert trigg might never have been caught. He has been living this life of the last 11 years and got away with it, not up to now. Thats the way i feel. As he was today jailed for a the way i feel. As he was today jailed fora minimum the way i feel. As he was today jailed for a minimum of 25 years for Killing Caroline and susan the judge praised susans parents for what she called their dog fight to get the case reopened. You have people who are educated for people who are undereducated, people with a track record of being involved in petty crime and then others who have a clean record. And then also growing numbers of women. 16 of the people on our data base growing numbers of women. 16 of the people on our database who have been convicted for Terrorist Offences related to iraq and syria are women and girls. The other curious thing is that over 80 of them, bearing in mind these are crimes associated and related to the conflict in the middle east, have never been anywhere near iraq or syria, and thatis anywhere near iraq or syria, and that is because quite a lot of the offences a re that is because quite a lot of the offences are people plotting to do things, not carry out plots, people posting material is supportive of so called Islamic State on the internet. These are not people who have been war zone, maybe they are people who want to get there and didnt. Are their geographical patterns you can detect . Yes, that is another interesting part of the mother. What we see are of the research. We see certain communities of people who are either gone out to iraq and syria or have been convicted of offences related to it. You have unlikely places like walsall in the East Midlands and portsmouth and then pockets like manchester.
